Bulgarian Air Force to Sell Soviet-Built Helicopters



The Bulgarian Air Force has plans to sell half of its Soviet-made helicopters to finance the modernisation of the remaining aircraft, Defence Minister Anyu Angelov has said.
The funds raised from selling six Mil Mi-17s and six Mil Mi-24s will be used to renovate the remaining six Mi-17 and six Mi-24.
The $10.12m fund by the Nato security iInvestment programme will be used to complete the modernisation of its Graf Ignatievo air base.
The command posts will be connected to the Nato airborne warning and control system (AWACS), he added.
The Bulgarian air force currently has two Eurocopter AS532 Cougars and three Eurocopter AS565 Panthers, according to Xinhua.

SOFIA, Bulgaria - Bulgaria's defense ministry said Feb. 2 it had requested information from France, Germany, Sweden and the U.S. on the potential supply of new or used fighter jets for its air force.

The letters, sent in January, requested from the four countries "information on their capabilities for logistical support, equipment, training, financial schemes, exploitation period, etc," the ministry said in a statement.
"The request concerns the purchase of eight new or used multifunctional fighters," it added.
The ministry however noted that "at this stage there is no clarity on the financial parameters of the project."
No company names were mentioned in the statement but the newspaper Standart reported on Feb. 2 that Sofia was eyeing offers from major fighter jet producers like European defense giant EADS, Sweden's Gripen and U.S. Lockheed Martin.
Sofia will develop the parameters of its investment project based on the information it receives from the four countries, before officially calling a tender for the fighters, expected at the beginning of 2012 at the earliest, according to the defense ministry.
The acquisition of new multipurpose fighters for Bulgaria's air force had so far been delayed due to severe financial constraints.
A 2007 U.S. document leaked by WikiLeaks and cited by Bulgarian media on Feb. 2 revealed strong U.S. pressure on Bulgaria not to acquire new fighters, but to purchase second-hand U.S. F-16 or F-18 aircraft instead.

Bulgarian Defense Chief Gets Saab Offer on Gripen Fighter Jets

Bulgaria's Defense Minister Anyu Angelov visited Thursday the headquarters of Swedish defense industry concern Saab receiving detailed information on the latter's offer to sell Bulgaria Gripen fighter jets.
Angelov's visit to Saab in Sweden came right after, using diplomatic channels, Bulgaria asked defense industry companies from the USA, France, Germany, and Sweden for detailed information on their offers of new and second-hand fighter jets.
In a special statement, Bulgaria's Defense Ministry has announced the surveying of the prospective suppliers, while point out that the information request is exploratory, and that it does not mean yet the start of a tender for the purchase of multi-purpose fighter jets for the Bulgarian Air Force.
Saab's Gripen appears to be in competition for the Bulgarian purchase with France's Dassault Rafale, the Boeing F/A-18 Super Hornet, the Eurofighter Typhoon, built by a consortium including EADS, Britain's BAE Systems, and Finmeccanica of Italy as well as new or second-hand F-16 or F-18 by Lockheed Martin.
Bulgaria's Defense Ministry has pointed out that the management of Saab represented by its Vice President Lenard Sindal has confirmed its bid to sell fighter jets to Bulgaria. Saab has become the first foreign bidder to submit the detailed information on its jets requested by the Bulgarian government.
Saab's Gripen is currently employed by the air forces of Sweden, the Czech Republic, Hungary, Thailand and South Africa.
After his meeting with the management of Saab, on Friday Bulgaria's Defense Minister Anyu Angelov met with Swedish Defense Minister Sten Tolgfors.

Bulgaria seeks fighter acquisition bids

Bulgaria's defence ministry has approached the governments of France, Germany, Sweden and the USA with a request for information about the possible purchase of eight new or used multi-role fighters.

Intended to initially supplement and later replace the Bulgarian air force's 12 RSK MiG-29A fighters and two MiG-29UB trainers, the new fleet could be increased to total 20 aircraft after 2014, according to Sofia's new armed forces development plan.

Types included within the requests for information include the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-16C/D and Saab Gripen. Sofia has not requested information from Moscow on the MiG-29M/M2.

Sources suggest that Bulgaria has asked about the possible availability of secondhand fighters, such as the Dassault Mirage 2000 and Panavia Tornado.

Responses to the requests for information are due in late March, with defence minister Anyu Angelov suggesting that a winner should be selected by mid-2012. Deliveries of new aircraft could start within another 30-36 months, or from around 18 months if a secondhand model is selected.

Bulgaria in 2006 outlined a requirement for 16 new-build fighters, but did not advance further than receiving initial feedback from several companies.

The NATO member's last MiG-21s will be retired at the end of this year, with its Su-25K/UBKs to follow suit during 2012. Operations with its air force MiG-29s are expected to continue until 2020.

Alenia Delivers Third C-27J to Bulgarian Air Force



Alenia Aeronautica has delivered the third and final C-27J Spartan tactical transport aircraft to the Bulgarian Air Force at the Vrazhdebna military base of Sofia, Bulgaria.
The C-27J is a twin-engine turboprop tactical transport aircraft designed for all tactical transport operations in support of front-line troops as well as for civil defence and humanitarian missions. It is the only aircraft that offers interoperability with heavier airlifters.
The Bulgarian C-27Js are also equipped with active and passive self-defence systems

les frégates qui seront modernisé, sont 3 Wielingen, ex-belges, acquises entre 2005 et 2008 !
le Sous Marin qui sera désarmé, et comme j'ai déjà annoncé je pense, c'est le Slava, de la classe Roméo, marquant ainsi la fin de l'aventure sous marine Bulgare...

Réduction de format et modernisation pour la marine bulgare


La marine bulgare va moderniser 3 de ses frégates d’ici 2014, a déclaré le 12 avril le ministre de la défense, Anyu Angelov.
Dans le cadre de la modernisation, les 3 frégates seront équipées de pont d’envol, permettant aux hélicoptères d’apponter et de décoller des bâtiments.
D’ici la fin 2014, plusieurs bâtiments seront désarmés, dont un sous-marin, plusieurs navires lance-missiles et chasseurs de mines, a ajouté Angelov. Ces décisions sont prises pour « améliorer l’efficacité technique de la marine ».
La réduction de format de la marine bulgare entre dans le cadre des réductions globales de budget. Les forces armées du pays subissent les réductions budgétaires les plus importantes parmi les pays d’Europe Centrale et de l’Est.
Selon les données du SIPRI, la Bulgarie a réduit son budget militaire de 28% en 2010.

Au cours d’une conférence sur la sécurité de la mer Noire, le ministre bulgare de la défense, Anyu Angelov, a annoncé que la Bulgarie allait participer à l’opération internationale contre le régime de Khadafi en Libye. Suite à la décision du gouvernement, la frégate Druzki participera à l’opération.
La frégate sera déployée « après Pâques » et aucun autre déploiement n’est envisagé, a précisé Angelov. Il est estimé que la mission de la frégate coutera 1,5 million de léva (767.000 €) par mois et que le Druzki restera sur place 3 mois.
Le ministre ne s’attend pas à ce que la mission soit dangereuse, bien que la frégate soit prête au combat. Le Druzki dispose d’un équipage de 160 marins, il sera renforcé par des « unités des forces spéciales », de la police militaire et des interprètes en anglais et en arabe.

Bulgaria Embarks on Ambitious Military Modernization Program


Bulgaria will spend BGN 2 B on armament purchases and military modernization projects by 2020, according to the investment plan of the Defense Ministry made public Thursday.
Thus, the government plans to spend about 1.5% of the GDP per year on average on defense in the next 10 years, Bulgaria's Defense Minister Anyu Angelov explained.
The investment plan of the military contains 13 major projects but according to Gen. Angelov the ministry has 40 "spare" projects that will be carried out depending if additional funds are available. The Defense Ministry will continue to pay its dues for 29 ongoing projects.
It is still unclear how realistic the Defense Ministry's investment plan will turn out to be since the some EUR 1 B is a substantial sum for Bulgaria's state spending even spread over a period of 10 years.
The money will technically be part of the capital expenditures of the Defense Ministry, which in 2010 amounted to only BGN 7 M as the institution made a severe push for austerity after in 2009 it turned to be penniless over lavish arms purchasing contract made by the previous government that its current leadership is still trying to renegotiate.
The investment plan of the Defense Ministry will not be subject to approval by the Cabinet and/or the Parliament because it is indicative, which also allows it to avoid providing absolutely specific numbers and to be easily repealed by the next government in case of substantial budgetary restrictions. Angelov, however, seemed very positive regarding the prospects of the unveiled plan.
"This investment plan will not remain only on paper," he told journalists vowing not to leave his successor in a situation in which they have to pay out deferred payments for military contracts.
He further said the Borisov Cabinet is going to repeal the existing military modernization "Plan 2015"; it was adopted by the Stanishev Cabinet and contained 11 military modernization projects.
The 13 priority arms purchasing and modernization projects will be subject to various forms of approval. According to the Bulgarian legislation, military investment projects worth over BGN 100 M have to be approved by the Parliament; projects costing between BGN 50 M and BGN 100 M have to be approved by the Cabinet; and projects below BGN 50 M require only the approval of the Defense Minister.
About half of the BGN 2 B will go for the purchase of new multi-purpose fighter jets for the Bulgarian Air Force – a long-anticipated armament deal that will be the priority for the Defense Ministry because at present Bulgaria still has only Soviet-made planes with even the most modern ones – MiG 29 – being approaching rapidly their expiration date.
Various reports and Angelov himself have indicated that Bulgaria will most likely choose from among the Swedish company Saab's Gripen fighter jets, US-made F-16, and Eurofighter Typhoon. Bulgaria will probably buy 8 new fighter jets to be delivered around 2015.
The 13 priority projects of the Bulgarian military investment plan are as follows:
Setting up a battalion battle group of various types of forces – worth over BGN 100 M, which means that it will require the approval of the Parliament;
Modernization of the three-second hand frigates bought from Belgium – worth over BGN 50 M, therefore requiring the approval of the Cabinet;
Purchase of new multipurpose fighter jets – over BGN 100 M;
Extending the life of the MiG 29 fighter jets – over BGN 50 M;
Maintenance of the newly purchased Cougar and Panther helicopters – below BGN 50 M – requires the approval of the Defense Minister only;
Modernization of the navigation systems of the Bulgarian Navy – below BGN 50 M;
Acquisition of equipment communication and information support of a military detachment;
Acquisition of a new land-based military terminal – below BGN 50 M;
Development of technical systems for strategic surveillance – below BGN 50 M;
Completing the creation of special operation forces – below BGN 50 M;
Constructing operational headquarters of the Joint Command – below BGN 50 M;
"Cyber Defense" project – below BGN 50 M;

Bulgaria proposes four-nation fighter deal

Bulgarian prime minister Boyko Borisov has launched an initiative calling for the joint purchase of fighter aircraft, with regional allies Croatia, Romania and Turkey.

All of the nations apart from Turkey are in the process of seeking new fighters to replace their ageing fleets of legacy and upgraded Mikoyan MiG-21s or MiG-29s. The most likely candidate to replace them would be Lockheed Martin's F-16, although other systems would also be considered.

Under Borisov's so-called "smart defence" concept, the NATO members would reduce costs by placing a single order and establishing a combined air surveilance capability over their region of Europe. A pact could also include the joint training of pilots and joint exercises.

Croatia, Romania and Turkey are understood to be considering their responses to the suggestion.

The Bulgarian contribution to NATO’s Operation Unified Protector, the frigate F-41 BS Drazki returned home from Libya.

She has left Bulgaria on 28 April 2010 and served 37 days in Mediterranean, patrolling the seas of the coast of Libya. As of the first week of May she was not given the task to inspect cargo ships or fishing boats. Later she has interrogated 46 vessels to check if they are complying to the UN Sanctions against Libya.

The Bulgarian government has approved sending a frigate for three months to the Mediterranean Sea to take part in the NATO operation, but the ships will be rotated so that each ship will spend one month in Mediterranean. It is expected that one of her sisters, BS Gordi or BS Verni to replace her.

Bulgarian Navy Finally Gets 1st Panther Helicopter in Troubled Eurocopter Deal

The Bulgarian Navy has formally received the first out of a total of three Panther helicopters in a highly troubled supply deal that Bulgarian Defense Ministry made with Eurocopter.

The first "Panther" was welcomed at a ceremony at the naval helicopter base "Chayka" near the Black Sea city of Varna by Prime Minister Boyko Borisov, Defense Minister Anyu Angelov, the commander-in-chief of the Bulgarian Navy Rear Admiral Plamen Manushev, Varna and Great Preslav's Bishop Kiril, as well as representatives of the French Embassy and the supplier, Eurocopter.

"For the first time since I have been serving, the Bulgarian Navy is getting the best possible equipment in the world," Read Admiral Manushev declared, thanking the PM and the Defense Minister for the funding they have allocated for the naval forces.

Borisov said the helicopter is an "important acquisition for the security of the Bulgarian external Schengen Area border" (even though it remains unclear when Bulgaria will technically be admitted to the Schengen Agreement).

Defense Minister Angelov stressed the multifunctional features of the Panther helicopters, and the fact that they can be used by various institutions and for various tasks such as seeking and rescue missions, sea border monitoring, humanitarian and anti-piracy operations, anti-terrorist actions, among others.

The Bulgarian Navy was originally supposed to get 6 Panther helicopters but money issues and controversial supply contract provisions forced the Bulgarian government to renegotiate the pricy deal with Eurocopter, under which the Bulgarian Air Force already got 12 Cougar helicopters.

The Defense Ministry has clarified that in August and September 6 Bulgarian Navy pilots and 9 technicians completed training at the Eurocopter training center in France. The Bulgarian Navy is expected to receive two more Panthers by the end of 2011.

In June 2011, Bulgaria's government and Eurocopter finally reached an agreement on the troubled deal for the purchase of 6 Panther helicopters for the Bulgarian Navy, with Eurocopter agreeing to cut the deal in half.

The breakthrough came after Bulgaria's Defense Minister Anyu Angelov got his French counterpart Gerard Longuet to agree to releasing Bulgaria of half of the Panthers, and later the same day Angelov and Olivier Michalon, Eurocopter's Vice President of Sales for Europe and Central Asia, signed an agreement which meets the Bulgarian demands.

Thus, instead of 6 Panther helicopters, Bulgaria is to get 3 by the end of 2011. What is more, the advance funds already transferred by the Bulgarian government to Societe Generale, the intermediary bank, for all six originally negotiated helicopters will be used to cover the cost of the three Panthers that Bulgaria will receive. The price will also cover maintenance costs and spare parts as well penalties.

Back in June 2011, the Bulgarian Defense Ministry said there were remaining issues of dispute between Eurocopter and the Bulgarian government but "these will be settled with continuing talks in a spirit of understanding."

The Panther helicopters will be unique for the Bulgarian Navy, which currently has no similar aircraft. They can be used for reconaissance and control of aquatory, rescues, evacuation, fighting piracy, illegal trafficiking, humanitarian operations.

According to Defense Minister Angelov, his team managed to defend Bulgaria's interests – i.e. to negotiate a downsizing of the arms deal – in hard talks that took seven months.

Earlier in June 2011, Bulgaria's Cabinet authorized Defense Minister Anyu Angelov to conduct talks with helicopter manufacturer Eurocopter in order to shake off the purchase of 3 out of 6 "Panther" helicopters for the Bulgarian Navy.

The decision was the latest in a series of attempts on part of Bulgaria's center-right Borisov Cabinet to renegotiate a number of major arms purchase deals made by previous governments under loose contracts and in a time when the Bulgarian budget enjoyed a big surplus. In this line of action, Bulgaria's Defense Ministry managed to renegotiate, i.e. cancel or downsize arms deals with Daimler-Chrysler and Alenia Aeronautica.

According to the decision of the Bulgarian government, the rationale for asking Eurocopter to cut in half the helicopter order is "the lack of money" of the Bulgarian Defense Ministry.

Minister Angelov has previously described the talks with Eurocopter as "extremely difficult" because they have to be conducted not directly with the supplier but through a bank, which is an intermediary.

The contract with Eurocopter was singed by former Defense Minister Nikolay Svinarov in January 2005. Under it, Bulgaria was supposed to receive 12 Cougar helicopters for the Bulgarian Air Force, and 6 Panther helicopters for the Bulgarian Navy at the price of EUR 358 M.

By August 2010, Bulgaria had received 11 Cougar, and had paid 60% of the entire deal – about EUR 240 M – which is the guarantee deposit.

Under the contract, if the Bulgarian state failed to pay the entire due sum, the bank servicing the deal could withdraw 60% of the value of each of the helicopters whose delivery had not been paid for from the EUR 240 M deposit made by the Bulgarian government.

Subsequently, the Bulgarian government decided to pay all the money for the Cougars and to ask Eurocopter to renegotiate the deal in order to give up buying the three Panthers but this decision was not formalized until Wednesday, June 15, 2011.

In December 2010, the 12th Cougar helicopter arrived from France, and was received at the Krumovo base of the Bulgarian Air Force. According to a statement of the Bulgarian Defense Ministry, the 12 Cougars for the Air Force are to be used for "combat searches and rescue operations."

In August 2010, Bulgaria's government allocated BGN 256 M from the country's fiscal reserve in order to complete several arms deals with foreign companies widely seen as problematic, including the deal with Eurocopter.

At present, the Bulgarian Air Force cannot even use the helicopters already delivered to them because under the terms of the deal they are not entitled to do that until the accounts have been fully settled.

Back in December 2010, Angelov indicated that Eurocopter had very little desire to renounce the penalties worth EUR 12 M that Bulgaria had to pay for delaying its scheduled payments.

The Bulgarian government has been holding meetings with the European Aeronautic Defence and Space Company N.V. (EADS), which is Eurocopter's parent company, in an attempt to reach a settlement sooner.

leadlord les polonais et grecques l´ont fait avec leur F16 aussi,les indiens avec leurs C-130J,meme l´Apache etait beni par un indien apache a son debut,et il se trouve qu´on a fait quelquechose dans le genre avec un ptit opv aussi

oui je sais mais j'ai trouvé sa drôle de donnée tant d'importance a un simple hélicoptère , un navire avion de chasse ou hélicoptère de combat qui sont du matériel hautement stratégique d'accord mais , un simple hélicopère de surveillance et transport , mais faut respecté les traditions et la culture des autres je suis toute a fait d'accord Armée Bulgare / Bulgarian Army / Българска армия - Page 2 Icon_sal

Fourteen 85mm shells have been stolen from the Chelopechene ammunition dump near Sofia.

Chelopechene made headlines in 2008 when a series of explosions rocked the ammo dump, an incident that led to a protracted and costly exercise to dispose of the dangerously unstable ammunition stored there.

The Defence Ministry warned that the shells that had been stolen were unstable and attempts to transport or tamper with it would be extremely risky.
Defence Minister Anyu Angelov said that there would be severe penalties for employees found to have committed theft.
The theft had taken place in spite of the fact that the area was under military guard, Bulgarian National Television said.
Angelov said that the shells had been scheduled for destruction but because of failing light, had been left for the following day.
He advised anyone who was offered the shells for purchase to contact authorities immediately.
He said that he had spoken about the theft to members of the community and mayors of surrounding villages.
Military prosecutors and Bulgaria’s Interior Ministry are investigating.
