WASHINGTON, Nov. 17, 2011 – The Defense Security Cooperation Agency notified Congress Nov. 16 of a possible Foreign Military Sale to the Government of Indonesia for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $750 million.
The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles. The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems. Also included are tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $750 million.
The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia.
Indonesia desires the F-16 aircraft to modernize the Indonesian Air Force (IAF) fleet with aircraft more capable of conducting operations in the outermost border regions of Indonesia. The IAF’s current fleet of F-16 Block 15 aircraft is not capable of fulfilling that role, and the aging F-5 aircraft are expensive to maintain and operate due to diminishing resources existing to support the aircraft. The avionics upgrade will provide the IAF an additional capability benefitting security by modernizing the force structure, and enhancing interoperability by greater use of U.S.-produced equipment. Indonesia, which already has F-16 Block 15 and F-5 aircraft in its inventory, will have no difficulty absorbing these upgraded systems.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
Indonesia requested the regeneration be sole sourced to the 309th Maintenance Wing, Hill Air Force Base, in Ogden, Utah, and Pratt Whitney, in East Hartford, Connecticut for the engine overhaul. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Indonesia.

AUSTRALIA will give four C-130 Hercules - worth an estimated $30 million - to Indonesia for disaster relief and humanitarian work in the first military swap of its kind between the two countries.

But the Australian Defence Force has agreed to give them to the Indonesian military, following a request for more resources to boost disaster relief across the region.
"These aircraft are important to the movement of people and equipment and food in times of difficulty," Ms Gillard said.
In a further strengthening of military ties, Australia will provide support for an Indonesian armed forces peacekeeping centre.

The minister, in particular, highlighted the government’s intent to buy Leopard 2 main battle tanks from the German Army, as well as Apache attack helicopters.
The reports emphasise that Indonesia is taking advantage of the difficult budget situation faced by European armed forces, seeking to purchase surplus equipment at favourable prices. This may include weapons systems from France, the Netherlands, Germany, Italy and Spain.
INDONESIAN ARMY SEEKS PRIORITY ROLE IN DEFENCE MODERNISATION
Although the Defence Minister did not confirm a specific amount allocated to the government’s procurement plans, the Indonesian Chief of Staff of the Army, Gen. Pramono Edy Wibowo, announced in mid-November that the Army would receive more than IRP 14 trillion (approx. $15.3 billion; €11.6 billion) over the next three years.
In light of Indonesia’s efforts to modernise the inventory of its Armed Forces, Pramono told the Jakarta Post that “the President has decided, after four Cabinet meetings, that the Army should receive priority.” As the Defence Minister recently explained, the Ministry is currently waiting for wish lists from the country’s Army, Navy and Air Force.
The final budget to be allocated for weapons purchases will depend upon the equipment required by the individual branches, according to Purnomo. However, the Defence Minister emphasised that it would not exceed the targeted budget.
As the Jakarta Post reported, the Army already has a very precise idea of its procurement priorities: Pramono said that, among other planned purchases, the Army is particularly interested in buying 100 Leopard 2A6 main battle tanks from the German Army for some $280 million, along with eight Apache helicopters valued at $25 million. As the head of the Indonesian Army confirmed, these purchases are expected to be complete by 2014.
At present, in terms of heavy armoured vehicles, the Indonesian Army relies on its large fleet of ageing French-built AMX-13 light tanks and a significantly smaller fleet of FV101 Scorpion armoured reconnaissance vehicles. To protect its vast territory,[1] in particular on its main islands Java, Sumatra, Borneo (shared with Brunei and Malaysia), and New Guinea (shared with Papua New Guinea), the Army needs to modernise its inventory.
INDONESIA INTERESTED IN GERMAN LEOPARD 2A6
The Leopard 2A6 has been in service with the German Army since March 2001, after upgrading existing Leopard 2 tanks of the A5 and A4 configuration. As yet, Singapore is the only Asian operator of the Leopard 2. In mid 2007, Indonesia’s neighbour introduced 102 German-surplus Leopard 2A4s into its service.
Despite Indonesia’s ambitious purchase plans and the German Armed Forces’ challenging budget situation, the deal could be overshadowed by German domestic political issues. Under the influence of the so-called Arab Spring uprisings in Northern African and Middle East countries, German politicians were entangled in July 2011 in a heated debate on arms export regulations, when the news of a major deal with Saudi Arabia for the purchase of 200 Krauss-Maffei Wegmann-built Leopard 2A7+ tanks emerged.[2]
Although it might be an entirely different case, the announcement of a possible export of Leopard 2 tanks to Indonesia could come just a little too early after that debate, and future negotiations could be accompanied by political clamour in Germany.
However, considering the German Defence Ministry’s plans to fundamentally restructure its Armed Forces (Bundeswehr), which will require significant investment, and the Army’s long-standing experience in transferring surplus tanks to foreign partners, a possible agreement between Berlin and Jakarta is not likely to encounter any serious obstacles.

US offered F-16s ‘to anticipate rising China’
APThe United States has reportedly asked for Indonesia’s help to counter the increasing influence of China, particularly in the South China Sea, which some foreign policy analysts say reflects the US’ strategy of “proxy by war”.
An Indonesian source, who closely followed the contacts between the two countries, recently told The Jakarta Post that the US had asked Indonesia to receive 24 used F-16 fighter jets from the US, rather than purchasing new ones that would come in a fourth number of the granted units. The Indonesian Military (TNI) could operate the 24 jets much earlier than waiting for the new units, to boost Indonesia’s capabilities, including to monitor the situation in the South China Sea.
“The US expects Indonesia to help them counter China if anything bad happens in the South China Sea,” said the source, who requested for anonymity due to the sensitivity of the issue.
The US government, however, strongly denies that.
“The United States has not made any requests to the Indonesian government regarding any specific use of the F-16s that are planned to be granted to Indonesia,” press attaché from the US Embassy in Jakarta, Troy Pederson, told the Post on Tuesday.
The Defense Ministry’s spokesman Brig. Gen. Hartind Asrin said he did not know about anything the source referred to.
“[Our plan to take the used F-16s] has nothing to do with [any request made by the US to help it deal with China], but it’s simply because it corresponds to our posture,” he told the Post.
Aside from the US request, the two future squadrons of F-16s would definitely boost the Air Force’s strength, he said, adding that Indonesia was waiting for the US response on the price deal for refurbishment of the used F-16s expected to arrive here by 2014.
The US has offered US$760 million for that cost, while Indonesia bargains at $669 million, according to Hartind.
An Indonesian Democratic Party of Struggle (PDI-P) lawmaker and a deputy head of the House of Representatives’ defense commission, Maj. Gen. (ret) TB Hasanuddin, said he did not know of the information either.
“But whatever the case is, we have to keep our sovereignty in one piece, making our own decisions by using our own money. We don’t have any reason to assist one country to deal with another head-to-head either,” he told the Post.
While having no knowledge of the US request, the retired two-star general said the used F-16s would be coming from the US National Guard, not from the US Air Force, thus those aircraft would only have the ability for interception, not battle.
In response to the US request, University of Indonesia security expert Andi Widjajanto said what the US was doing was passing the buck, where a country fought for the interest of the US.
“This can mean two things: the US is weakening so that it can no longer apply its hard-balancing strategy with direct military confrontation; or the US is being a smart power, using the entire spectrum of power by engineering a strategic competition far beyond US territory,” he told the Post.
“If Indonesia becomes the next US target of passing the buck, Indonesia would find itself in a situation of strategic entrapment and [would be forced] to compete with China, not for its own national interests, but for the US.” Indonesia is an effective target of the US preference because of its power gap with the US, which means it has no chance to escape entrapment. It is powerless to unilaterally anticipate the rise of China, so it has to get closer with the US, like it or not, according to Andi, adding Australia also fits the first criteria.
The US also plans to establish a military base in Darwin, Australia, and deploy 2,500 marines there — a move analysts say is intended to counter China. The US says it will not be building any US bases there, but will use existing Australia military facilities and that the presence is an expansion of US training activities with its ally.
Indonesia Center of Democracy, Diplomacy and Defense executive director Teuku Rezasyah said Indonesia should not let the US allow a “war by proxy” by using Indonesia, as it did in Timor Leste (then East Timor) in 1975. He said that during that time the US made Indonesia occupy Timor Leste over its fear that a new base of communism would find a new home to grow there

Le contrat prévoit que DSME construise 3 sous-marins de 1.400 t pour la marine indonésienne, d’un montant de 1,1 milliard $. Il s’agit du plus important contrat de défense attribué à une compagnie sud-coréenne.
Selon DSME, les sous-marins mesureront 61,3 m de long et auront un équipage de 40 marins. Ils seront équipés de 8 tubes lance-torpilles.
La construction s’étalera jusqu’au 1er semestre 2011.

Daewoo wins submarine contract for Indonesian navy
Daewoo Shipbuilding and Marine Engineering signed a contract to build three submarines for the Indonesian navy on Tuesday.
The contract calls for DSME to build three 1,400-ton submarines for the Indonesian navy for a total of $1.1 billion, making the contract the largest single defense contract to be awarded to a Korean firm.
With the addition of the latest contract, the value of Korea’s defense exports so far this year has been pushed up to $2.4 billion, the Defense Acquisition Program Administration said. This year’s defense export figure is more than double that recorded last year.
Although Korea’s defense exports have been growing steadily, this year saw the largest year-on-year increase aided by the submarine contract, and the T-50 advanced trainer jet, the DAPA said.
Last year’s defense exports came in at $1.19 billion, while the figure came to $1.17 billion in 2009.
According to DSME, the vessels will be of 61.3 meters in length, and will be capable of carrying a crew of 40 sailors. The submarines will be fitted with eight weapon tubes for torpedoes and other weapons.
The company plans to complete the contract by the first half of 2018.
The company said that it has been working with the Indonesian government since 2005 for the submarine contract. DSME added that previous contracts carried out for the Southeast Asian country contributed to its being awarded the contract in favor of French, German and Russian entities that are traditionally considered to have a technological edge in building diesel-powered submarines.
In 2003 the shipbuilder was contracted for a project upgrading Indonesian submarines, and again won a contract for a depot maintenance project in 2009.

La Corée du Sud a signé un contrat de 1,1 milliard $ avec l’Indonésie pour la construction de 3 sous-marins, l’emportant face à des propositions française, allemande et russe parce que sa proposition prévoyait des transferts de technologie, ont indiqué jeudi les autorités locales.
« La Corée du Sud a des technologies modernes et ils sont ouverts à un transfert de technologies, pendant que les autres pays ayant participé à l’appel d’offres ne pensaient qu’à vendre les sous-marins, » a déclaré Hartind Asrin, porte-parole du ministère de la défense.
Mardi, la Corée du Sud a remporté l’appel d’offres face à la France, l’Allemagne et la Russie, selon le ministère. Il s’agit du plus important contrat d’exportations d’armes pour la Corée du Sud.
Cela va permettre à la compagnie indonésienne Penataran Angkatan Laut (PAL) d’observer comment les sous-marins sont construits et d’assembler le 3è exemplaire en Indonésie.

non pas du tout,l´indonesie a tenu tjs a garder/etoffer sa flotte F16 meme avec achat Su30,l´un ne peut remplacer l´autre.dailleurs elle a fait des pieds et des mains rien que pour obtenir ce FMS(ils voulaient 6 -52+ mais trop cher pour eux/moins quantitatif).elle ne pouvait pas rester dependante de la seule russie et rester a l´ecart technologiquement paralnt de l´ouest,en marginalisant le F16,bien plus efficace que le SU30.

Bien dit.
Le F16 reste primordial pour l'Indonésie, donc plus important que le Su-30 et il n y a photo!
Il est plus facile de se procuré des Su-30 que des F16, surtout quand des pays comme l'Ouganda ou l'Ethiopie en ont en possession.

VIVAnews - The Indonesian government purchases six Sukhoi Su-30 MK2 from Russia.
Deputy Defense Minister, Sjafrie Sjamsoeddin, said the acquisition has been official following the contract signed by Ministry of Defense and Russia-based aircraft manufacturer, JSC Rosoboronexport.
"The contract was signed yesterday," he said in Jakarta, today.
Sjafrie said the Indonesian Air Force now possesses 10 Sukhoi jet fighters.
"It is planned that the Indonesian Air Force will place one Sukhoi squadron at Hasanuddin Airport, Makassar, South Sulawesi," he said.
Sjafrie said the government at the same optimizes the domestic aviation industry.
Chief of Defense Equipment Agency, Ediwan Prabowo, said the six Sukhoi are not part of the national weaponry system.
"The six Sukhoi as well as their spare parts are worth US$470 million," he said.

Indonesia will receive its first four Embraer EMB-314 Super Tucano trainer/light attack aircraft in March 2012.
The aircraft will be based at Abd Saleh air force base in Malang, on Indonesia's main island of Java, where support facilities have been set up for the Brazilian turboprop, said a report by official Indonesian news agency Antara, quoting Indonesian air force colonel Novianto Widadi.
The report added that 12 pilots have been trained for the aircraft, which will perform a flying display at the air force's anniversary celebrations in April.
In November 2010, Jakarta announced that it would acquire 16 Super Tucanos to replace its Rockwell OV-10 Broncos. The aircraft will be used both as trainers and in the light ground attack role. Widadi added that the aircraft will also be used for border patrols.
According to Embraer, the Super Tucano can carry a payload of 1,550kg (3420lb) and, with external tanks, has an endurance of up to eight hours. It can take off and land on an airfield of just 900m (2950ft).
It is armed with two .50 caliber machine guns in the wings with 200 rounds each.
"In addition to its two internal machine guns, the Super Tucano can be configured with additional underwing armament, such as two 20mm gun pods or .50 caliber machine guns, thereby significantly increasing its firepower for missions requiring air-to-ground saturation," said Embraer.
It added that the aircraft can also carry air-to-air missiles such as the Raytheon AIM-9 Sidewinder class, rocket pods, and conventional or guided bombs. The OV-10 has seen extensive combat service in Indonesia. It was used extensively in the former Indonesian province of East Timor, and also conducted anti-guerrilla operations in the low-level insurgencies that Indonesia has periodically suffered in its provinces of Aceh and Irian Jaya.

Jakarta, Indonesia - Six Su-30MK2 aircraft that will be delivered after 2013
(WAPA) - According to "The Jakarta Post", Indonesia has signed a 470 million dollar contract with Russia to purchase six Sukhoi Su-30MK2 jet fighters for the Indonesian Air Force, that will start to be delivered after 2013.
The deal was confirmed by Russian defense-industry, but the Sukhoi aircraft maker and arms exporter "Rosoboronexport" did not release any comments. Indonesian Deputy Minister of Defense Sjafrie Sjamsoeddin said that his office had handed over the contract to "Rosoboronexport" on December 3, while another contract is still in progress.
At the moment, the Indonesian Air Force has 10 Sukhoi jetfighters - 6 Sukhoi SU-27SKM and 4 Sukhoi SU-30MK2 and is planning to place one squadron of the jetfighters at Hasanuddin Airbase in Makassar.
Russia recently completed a 300 million dollar contract signed in 2007 on the delivery of three Su-30MK2 and three Su-27SKM fighters to Jakarta in addition to two Su-27SK and two Su-30MK fighters purchased in 2003. (Avionews) (0010)
