Antigraft Commission to Investigate Russian Aircraft Purchase


The Corruption Eradication Commission (KPK) will investigate allegations that six Russian-made jets purchased by the Defense Ministry were unduly marked up, Defense Minister Purnomo Yusgiantoro announced on Tuesday.

“Please look into the purchase of the Sukhoi planes,” Purnomo said after a meeting of the Committee for Defense Industry Policies (KKIP) in Jakarta.

The purchase of six Sukhoi fighter jets arose suspicion after Tubagus Hasanuddin, deputy chairman of House of Representatives Commission I overseeing defense and foreign affairs, claimed that the purchase may have been marked up by $50 million.

A Sukhoi jet cost $55 million in Indonesia's 2007 purchase, the lawmaker said.

But the latest purchase of six Sukhoi jets cost the government $470 million, or $78 million per plane.

Russia’s state-run military exporter, JSC Rosoboronexport, lists the price at $70 million per plane.

Tubagus suspected that the ministry had used a middleman to make the purchase, a claim Purnomo denied on Tuesday.

“There are only two parties in the contract, namely JSC Rosoboronexport and the Defense Ministry,” he said.

All military purchases are highly-regulated, passing through two supervisory committees, to reduce the likelihood of price irregularities, the Defense Minister said. But if the KPK believes there have been irregularities in the purchase, the ministry will allow the antigraft organization to investigate, he added.

A price increase between the 2007 purchase and the most recent one is normal, Purnomo said.

“The span of time between the two contracts is 5 years, so there has to be a price change,” he said.

The listed price also included more than just the planes, Purnomo said. The ministry also bought spare parts and technical coaching from the Russian exporter.

The jets are set for delivery in July. They will be housed at Makassar’s Hasanuddin Air Force Base, where ten other Sukhoi jets are currently in stationed.

Indonesia seeks to modernize its military



Indonesia's military looks to boost itself again.

Jakarta (dpa) – Indonesia has launched an ambitious plan to modernize its under-equipped military and build a defense industry in a move that analysts said could alter the regional strategic balance.

After years of being underfunded, the Defense Ministry has embarked on a shopping spree for military hardware and joint ventures with foreign defense companies for local production of weaponry, said ministry spokesman Brigadier General Hartind Asrin.

“We have now the money to buy more equipment,” Asrin said. “Our defense capabilities are really not up to the task and are way behind other countries.”

The Indonesian military was all-powerful and accused of human rights violations during the autocratic, three-decade rule of president Suharto.

Since Suharto’s resignation in 1998, the military has undergone reforms, but efforts to modernize it were hampered by budget constraints after the 1997-98 Asian financial crisis.

Now with Indonesia’s economy growing at more than 6 percent annually, the government has allocated a defense budget of 156 trillion rupiah (17 billion dollars) for the 2011-2014 period, allowing it buy hardware such as modern fighter aircraft, submarines and tanks.

About 74 billion rupiah of the money will go to this year’s budget.

The government is negotiating with Germany for the purchase of Leopard 2A6 main battle tanks and the possibility of joint production that could allow Indonesia’s state-owned weapons company PT PINDAD to make parts of the vehicles, Asrin said.

Indonesia is also cooperating with South Korea to produce next-generation war planes, which were expected to be in operation by 2024, officials said.

“Under our grand strategy, procurement of defense equipment should be accompanied by transfers of technology and joint cooperation in manufacturing,” Asrin said.

Indonesia already has 10 Russian-made Sukhoi jet fighters and plans to acquire an additional six by 2014, the Defense Ministry said.

Meanwhile, the United States has agreed to supply Indonesia with 24 used F-16 war planes in what the US Defense Department described as the largest transfer of defense equipment in the history of US-Indonesia ties.

The aircraft were to be updated with advanced computers, improved radar and avionics, and the capability to carry more advanced weaponry and sensors, officials said.

Indonesia has also agreed to buy three diesel submarines worth 1.1 billion dollars from South Korea.

Indonesian Industry Minister Muhammad Hidayat said the government aimed to have 30 per cent of the military’s procurement budget spent locally in the future.

“A domestic defense industry could employ 1 million people,” he said. “I have high hopes that the industry can take off in the next three years.”

Analysts said a strong Indonesian military could alter the strategic balance in the Asia-Pacific region but would not trigger tensions.

“I don’t think there’s going to be a regional arms race,” said Salim Said, a military analyst.

“For years, the Indonesian military had been neglected because we didn’t have the money, and I think it’s only natural that we’re now trying to catch up,” he said.

“It could be an unintended consequence, but I don’t think Indonesia harbors ambitions to project power,” Salim said.

Indonesia is sourcing defense equipment from different countries because it does not want to rely on one country after the “bitter” experience of being subjected to a US arms embargo, he said.

The United States in 2005 lifted a six-year arms embargo imposed on Indonesia over violence carried out by soldiers and pro-Jakarta militias after East Timor’s vote on independence from Indonesia.

In 2010, Washington also resumed ties with Indonesia’s army special forces known as Kopassus, which were accused of atrocities in East Timor and the easternmost province of Papua.

Defense Ministry spokesman Asrin said a militarily strong Indonesia with a population of 240 million would never be a threat.

“We are a big country, but we are friends with everybody,” he said. “Our neighbors will be happy if Indonesia is strong because it has always been seen as a natural leader in South-East Asia.”

Indonésie : la Corée du Sud augmente le prix de ses sous-marins


Alors qu’il avait remporté un appel d’offres pour vendre des sous-marins U-209 à l’Indonésie, un chantier naval sud-coréen a décidé d’augmenter unilatéralement de 300 millions $ le prix demandé. Une proposition commune turco-allemande pourrait dès lors être relancée.



Le consortium turco-allemand associé pour répondre à l’appel d’offres lancé par l’Indonésie pour la construction de sous-marins, attend la réaction de Djakarta après que leur rival sud-coréen ait augmenté le prix demandé de 300 millions $, a indiqué un responsable turc.

Le 22 décembre dernier, le chantier naval Daewoo Shipbuilding and Marine Engineering avait annoncé avoir remporté l’appel d’offres lancé par l’Indonésie pour la construction de 3 sous-marins U-209, pour un montant de 1,1 milliard $. Mais début février, la compagnie a déclaré à son client indonésien que le prix était trop bas et qu’elle l’augmentait unilatéralement à 1,4 milliard $.

« Dans le même temps, nous avons présenté le 7 février notre meilleure offre aux Indonésiens. Maintenant, nous attendons leur décision, » a expliqué un responsable turc. « Nous pensons avoir une chance. »

L’an dernier, la Corée du Sud avait remporté le contrat indonésien. Mais un partenariat turco-allemand a déposé au dernier moment une offre concurrente. Cependant, Daewoo Shipbuilding and Marine Engineering a remporté le marché. Puis, est venue la décision du chantier sud-coréen d’augmenter son prix.

L’amiral Agus Suhartono, chef d’état-major des forces armées indonésiennes, s’est rendu en Turquie à la fin février. Il a déclaré à ses interlocuteurs d’oublier le U-209 et de proposer à la place le U-214, plus moderne.

« La situation de l’appel d’offres pour des U-209 est complètement inconnue, maintenant que Daewoo a augmenté ses prix. Nous et les allemands de HDW avons déjà donné notre prix. Nous attendons la réaction de l’Indonésie, » a indiqué le responsable turc.

La Turquie dispose d’une licence accordée par HDW pour vendre des U-209 à des tiers. Elle prétend que la compagnie sud-coréenne n’a pas le droit de vendre ces sous-marins à des tiers.

After repeatedly denying such claims, the Defense Ministry on Monday acknowledged that it used a broker company in the controversial purchase of six Russian-made Sukhoi fighter jets.

During a hearing at the House of Representatives’ Commission I for defense, intelligence and foreign affairs, Deputy Defense Minister Sjafrie Sjamsoeddin said that PT Trimarga Rekatama was involved in the deal to provide “administrative assistance” to the sophisticated procurement process.

“We [the Defense Ministry] will make some corrections in our administration to hinder misunderstanding. I can assure you that the agent was not involved in the purchasing process. We don’t buy [the Sukhoi] from Trimarga Rekatama,” Sjafrie said.

According to the Indonesian Corruption Watch (ICW), Trimarga is owned by businessman Eng Jin Tjong, who is a family friend of President Susilo Bambang Yudhoyono.

Last December, the government proceeded with the purchase of six Sukhoi Su-30MKKs, worth US$470 million, to complete the Air Force’s Sukhoi squadron. However, critics and lawmakers claimed the price for the six jets was only $328.8 million.

The Defense Ministry claimed that the excess funding was allocated for the purchase of 12 Sukhoi engines and to finance training of 10 Indonesian pilots. But, according to lawmakers, only $84.5 million was spent for the engines and pilot training, while the remaining $56.7 million has been left unaccounted for.

Suspicion is rife over a mark up in the purchase and the involvement of a broker that has caused the prices of the Sukhoi to be more expensive than previously thought.

Since the late-1960s, the military has often used third-parties for the purchase of arms instead of dealing directly with manufacturers or official agents. The practice has somehow survived and has caused the procurement costs to be inflated by more than 30 percent of the original prices.

Numerous reports have said the brokers would normally give a cut to generals and high-ranking officials involved in the deal.

Commission I member Helmy Fauzi from the Indonesian Democratic Party of Struggle (PDI-P) and several other lawmakers questioned an advertisement by the Defense Ministry in a national newspaper that clearly mentioned Trimarga Rekatama as the agent in the Sukhoi deal.

“We have to thank the ministry for its transparency through the advertisement, but this has revealed to the public that the company was directly appointed,” Helmy said.

“I believe the government has supposedly made a profit-sharing [arrangement] with the company in the deal.”

Helmy said that if the deal was done on a government-to-government basis, the ministry should have executed the deal with Rosoboronexport, the Russian state company authorized to sell the jets. The firm has an office in Jakarta.

Commission I chairman Mahfudz Siddiq asked the ministry to review the deal by using the remaining $700 million worth of the export-loan facility provided by the Russian government for the Sukhoi purchases.

He added that a representative from Russian Embassy told him that Russia actually wanted Indonesia to use the state credit.

“The loan is cheaper than paying with direct cash from the state budget. This step should be taken immediately as it would soon expire,” he said.

Defense Minister Purnomo Yusgiantoro said Wednesday that Indonesia will have three more submarines in operation in 2015, with a total of five securing the country’s vast waters.

“Currently, we have two submarines and the three additional submarines are being ordered from South Korea. We expect to have them operational in 2015,” he said in Banten, as reported by Antara news agency.

Purnomo was speaking after receiving the honorary Hiu Kencana (Golden Shark) brevet on board the KRI Nanggala 402 on the Sunda Straits off Cilegon, Banten.

He said the five submarines would help strengthen Indonesia’s maritime security, in addition to warships.

Indonesia signed a US$1.1 billion contract with Daewoo Shipbuilding Marine Engineering for the three submarines on Dec. 20. The contract also involves state-owned shipyard PT PAL, which will build the third submarine.

Meanwhile, Navy chief of staff Adm. Soeparno expected one of the three new submarines would be operational by 2014.

“We hope that a total of five submarines will be ready to operate in 2015,” he said.

Soeparno accompanied the Indonesian Military (TNI) chief Adm. Agus Suhartono in presenting the honorary brevet to Purnomo, as well as to Army chief of staff Gen. Pramono Edhie Wibowo and National Police chief Gen. Timur Pradopo.

The brevet presentation was held during a military ceremony conducted at a depth of 45 meters below the surface of the sea in the Sunda Straits. (asa)

Eurocopter to supply six EC725 combat search and rescue helicopters to PT Dirgantara Indonesia for customization and delivery to Indonesian Air Force


A contract is signed today between Eurocopter and PT Dirgantara Indonesia/Indonesian Aerospace for the supply of six EC725. To be received in 2014, Indonesian Aerospace will customize and deliver these combat search and rescue configured helicopters to the Indonesian Air Force under a contract signed with the Indonesian Ministry of Defence last month.

The aircraft, for delivery from Eurocopter starting in 2014, will be shipped to Indonesian Aerospace's facility in Bandung, West Java, Indonesia, where they will be reassembled and customized before delivery to the Indonesian Air Force under a contract signed, between the Ministry of Defence and Indonesian Aerospace, on 12th March 2012. The EC725, a combat-proven multi-role helicopter in the 11-ton class, was selected by the Air Force in 2011 to meet its requirements for a Combat Search and Rescue capable helicopter fleet.


"The selection of the EC725 by the Air Force is a renewed demonstration of the confidence that the Indonesian Air Force has in the Super Puma family of helicopters and enables Eurocopter to further strengthen its long standing relationship with Indonesian Aerospace relating to the Super Puma family," said Olivier Lambert, Eurocopter’s Senior Vice President for Sales and Customer Relations.

The EC725, a member of Eurocopter's successful Super Puma/Cougar family, will further extend Indonesian Aerospace's involvement with the type. As well as building several SA330 Puma and AS332 Super Puma under license in Bandung for the Air Force, Indonesian Aerospace has held a contract with Eurocopter since 2008 for the manufacture of EC225 and EC725 tail booms and complete airframe assemblies.

"This contract for the EC725 will propel Indonesian Aerospace into a new era of co-operation with Eurocopter, enhancing the company's capabilities at the forefront of rotorcraft technology," stated Budi Santoso, President Director of Indonesian Aerospace.

The twin-engine EC725/EC225 rotary-wing aircraft family features high-performance navigation and mission systems, including a unique digital four-axis autopilot. Offering excellent flight autonomy, this powerful machine is also great for tactical transport as it has a large cabin with seating for 25 persons. As a result, the EC725 military version and its EC225 civilian/parapublic variant have become the reference for civil and military search and rescue, off-shore and passenger transport missions around the world.

The Australian Defence Force and the Tentara Nasional Indonesia (Indonesian Armed Forces) successfully conducted the third Coordinated Maritime Security Patrol in the waters between Australia and Indonesia from 16-27 April 2012.

The coordinated patrol was designed to mutually enhance maritime security in the Timor Sea and targeted the exploitation of natural resources, in particular illegal fishing.

Australia and Indonesia each contributed naval vessels and maritime patrol aircraft to a combined task group with units from both countries communicating directly and sharing surveillance and tactical information with each other.

Australia's contribution to the coordinated patrol included Armidale Class Patrol Boat HMAS Pirie (Lieutenant Commander Mitchell Livingstone, Assail Three) and an AP-3C Maritime Patrol Aircraft.
