F-22 Raptor To Make Paris Air Show Debut

Feb 4, 2009
By David A. Fulghum

The U.S. Air Force is taking the F-22 Raptor to the Paris Air Show for the first time this summer, according to Larry Lawson, executive vice president and general manager of the F-22 program.

The trip to Paris has been long delayed. A furor that surrounded the detailed customs inspection and electronic surveillance of the F-117 the only time it went to France has apparently subsided.

The new U.S. administration has no grudge against France for not participating in the invasion of Iraq. Even recent concerns about the French air force’s electronic surveillance of the Indian Air Force’s Su-30 MKI during a 2008 Red Flag exercise at Nellis Air Force Base, Nev., has died down (Aerospace DAILY, Aug. 25). Moreover, the potential for additional U.S. sales and, possibly, foreign sales has removed any remaining barriers.

To pique consumer interest, Lockheed Martin has revealed better than expected performance for the stealth fighter.

The F-22s overperformance includes a radar cross section that is “better” than was contracted for, the company says. That classified requirement has been calculated at a -40 dBsm, about the size of a steel marble. By contrast, the F-35 is thought to be a -30 dBsm, the size of a golf ball. Supercruise is at Mach 1.78 rather than Mach 1.5. And acceleration – although company officials would not say from what speed or at what altitude – is 3.05 seconds quicker than the requirement of 54 seconds.

In nonafterburning military power the Raptor can operate at just more than 50,000 feet. However, it is known that the F-22 opened its aerial battles at about 65,000 feet during its first joint exercise in Alaska, apparently using afterburner.

There also is a mysterious admission that the range of the Raptor’s Northrop-Grumman/Raytheon active electronically-scanned array (AESA) radar is 5 percent greater than expected. That means a cushion of an additional 5-6 miles of detection range against enemy aircraft and missiles.

F-22 Secrets Revealed

February 12, 2009: The U.S. Air Force has released some performance data on the F-22. The stealthiness factor of the F-22 has turned out to be better than predicted. For radar purposes, the F-22 is about the size of a steel marble. The F-35 comes out as a steel golf ball. The AESA radar turned out to have a longer effective range of about 210 kilometers, versus a 200 on the official spec sheet. The AESA radar is also able to detect enemy radars at a considerable distance, meaning that, if an approaching enemy aircraft is using its radar, an F-22 can detect it about 300 kilometers distant. That gives the F-22 more time to get into position for a decisive first shot at the enemy aircraft.
These goodies are being released as the air force makes a pitch to delay some F-35 production in order to build more F-22s. The air force generals point out that the first 500 or so F-35s will cost $200 million each (without taking R&D into account), while F-22s only cost $145 million each (without taking R&D into account). The construction cost of the F-35 will eventually go to about $100 million each as more are produced.

The air force also points out that their simulations (which are classified, so it's difficult for anyone check their accuracy) indicate the an F-22 would destroy 30 Su-27/MiG-29 type aircraft for getting destroyed. But the F-35 would only have a 3:1 ratio, while the F-15 and F-16 would only have a 1:1 ratio (there are a lot of F-15 and F-16 pilots who would dispute this). Thus the need for more F-22s, even if it means fewer F-35s (in the near and long term).

The air force also points out that, with a force of 183 F-22s (all Congress will allow them to build at the moment), only about a hundred would be available for combat (the rest would be down for maintenance or used for training.) By building another 60-100 F-22s, and reducing initial F-35 production by that much, American air superiority would be much improved, at no (well, not much) additional expense. Or so goes the pitch.

BREAKING: 60 More F-22s for the USAF

The Air Force’s chief of staff was careful to withhold his professional military advice until Defense Secretary Robert Gates gets it, but Gen. Norton Schwartz told reporters this morning that he would not “dispute” comments by the chairman of the Joint Chiefs late last year that the service would get an additional 60 F-22s, for a total of 243.

Schwartz then poured cold water on any hopes the Japanese and Australians might have of buying F-22s, saying some of the technologies in the plane are just too sensitive to export. However, he said “it was a possibility” that allies could pay for planes that were modified extensively enough to eliminate the export concerns. Given how expensive that would be, Schwartz has probably put the kibosh on export sales.

The Air Force chief of staff defended the decision to scale back the long sacred Air Force requirement of 381 F-22s, saying the service had performed honest and objective analysis to determine the new number of planes. “I’ll be happy to defend the numbers once they become available,” he told us, adding that the new fleet size offers “moderate risk” to the nation.

Of course, this doesn’t necessarily mean that 60 is the exact number everyone has decided on, but Schwartz didn’t try to pour cold water on it either… He did say the final decision should be out very close to the congressionally mandated date of March 1.

Asked about John Young’s comments last November that the F-22’s mission capable rate was too low and expected enhancements too expensive for the country to afford, Schwartz said “the truth of the matter is” the F-22’s rate is 60 percent including stealth issues and is “in the mid- to high-70s without low observable” issues. Looking at the system overall, the F-22’s reliability “is respectable,” he said.

Air Force gives Pentagon new F-22 purchase plan

Friday February 27th, 2009 / 2h19

By Jim Wolf

ORLANDO, Florida (Reuters) - The U.S. Air Force's top general said Thursday he had put forward a fresh request for top-of-the-line F-22 fighter jets that would postpone an otherwise-imminent start to shutting down Lockheed Martin Corp's production line.

Air Force Chief of Staff Gen. Norton Schwartz told reporters he had presented the revised plan to Defense Secretary Robert Gates this week. He declined to elaborate on their discussion.

"Until he renders a decision (on the fate of the F-22), I'd prefer to keep the content of that conversation between the (Air Force) secretary and myself and Secretary Gates," he told reporters after speaking to an Air Force Association symposium in Orlando, Florida.

Lockheed Martin has said it plans to start shutting down the F-22 production line as early as next week unless President Barack Obama decides to buy more than the 183 aircraft now budgeted for.

Schwartz said February 18 that the Air Force had scaled back its previous goal of acquiring a total of 381 F-22s. He said he would not differ with Admiral Michael Mullen, chairman of the Joint Chiefs of Staff, who had said earlier the Air Force was seeking 60 more, or a total of about 243.

Asked about the size of the fleet the Air Force is now seeking, Schwartz said Thursday: "We ran the numbers, validated the assumptions, and came to the conclusion that we did."

The radar-evading F-22 Raptor is the most advanced fighter in the U.S. arsenal, most recently costing about $143 million apiece, not including development.

It has become the focus of a debate about hedging for large-scale wars versus fighting guerrillas in places such as Iraq and Afghanistan, and a lightning rod among arms programs in the deteriorating U.S. economy.

Pentagon press secretary Geoff Morrell said this week that the administration would make its wishes known for the F-22 when it releases full details of the fiscal 2010 budget, likely in April.

In the meantime, the Pentagon planned to notify Congress on or about March 1 of its latest thinking on $90 million in congressionally provided bridge funds for the F-22 that the Pentagon has not yet spent.

"Whatever we decide to do by March 1 with regard to long-lead parts is not necessarily an indication of where we're going with the program as a whole," Morrell said.

The F-22 has strong bipartisan support in the U.S. Congress, not least because of the jobs it provides, with suppliers strategically chosen around the country. Even if the administration opts to end the program, many lawmakers are likely to fight for continued funding.

Congress provided a total of $140 million in bridge funds to keep the F-22's production line going until at least March 1, of which $50 million has so far been spent to keep options for the aircraft intact.

Sam Grizzle, a Lockheed spokesman, said earlier this month that some F-22 suppliers already had been notified that "we willbegin shutdown activities on 1 March unless the President certifies that continued production of the F-22 is in the national interest."

"If the decision on extending F-22 production is not made by March 1, additional funds, already authorized and appropriated by Congress, will be necessary to keep the line open," Grizzle added this week in response to the Pentagon's plans to put off a decision until the 2010 budget is released.
