BUCAREST, la Roumanie vient de finaliser l'acquisition de 12 Lockheed-Martin F-16AM/BM «Fighting Falcon» d’occasions. Cet achat d’une valeur de 186.2 millions d’euros ( 252.6 millions USD), comprend neufs avions portugais et trois de l’US Air Force fournit au Portugal pour la revente dans le cadre de ce programme d’acquisition. Remplacer les MiG-21 «Lancer» : La Roumanie cherchait désespérément un remplaçant pour sa flotte de MiG-21 «Lancer» qui date de l’époque de l’Union Soviétique. Il y a plus de 3 ans, la Roumanie a fait part de son intention de remplacer ses 48 MiG-21 hérités de la Guerre Froide. Bien que modernisés en 1993 par la société israélienne Elbit, afin de les mettre aux normes de l’Otan, ces appareils étaient désormais à bout de souffle et technologiquement dépassés. A l’époque, le constructeur suédois Saab et EADS s’étaient présentés avec respectivement le Gripen C/D et l’Eurofighter T1. Pour tenter de remporter ce marché, les deux industriels ont proposé des offres intéressantes, avec des conditions de financement avantageuses ou des investissements dans le pays. Mais Bucarest n’a jamais pu trouver l’argent nécessaire pour financer l’une ou l’autre de ces deux offres. Puis, il a été envisagé l’acquisition de 24 avions F-16 prélevés dans l’inventaire de l’US Air Force pour un plus d’un milliard de dollars, Mais là encore, la crise économique et les difficultés de la Roumanie ont eu raisons de cette offre. L’offre américano-portugaise : Finalement, c’est au Portugal, autre pays en proie aux difficultés financières que les responsables roumains ont trouvé leur bonheur. En effet, le ministère de la Défense portugais a annoncé, ce 11 octobre, la signature d’un accord avec Bucarest portant sur la vente de 12 avions F-16 MLU d’occasions (les trois F-16 de l’USAF ayant été intégrés à l’offre portugaise). Le contrat comprend également des modifications et des mises à niveau des avions, ainsi que des moteurs supplémentaires de rechanges, le soutien logistique, ainsi que la formation de 9 pilotes roumains et 69 techniciens de maintenance. Cette offre comprend : neuf monoplaces et trois biplaces. Le premier avion devrait être livré en 2016 et la capacité opérationnelle initiale réalisée en 2017. Reste que la Roumanie ne disposera pas d’un nombre suffisant d’avions pour assurer la protection de son espace aérien et restera sous dépendance de l’OTAN.

The proposed sale of weapons, equipment, and support for the transferred F-16s will support Romania’s needs for its own self-defense and enhance the interoperability of these aircraft with those of the U.S. and other NATO nations.
The proposed sale will support the Romanian Air Force’s (RoAF) efforts to equip and utilize the 12 F-16 aircraft it is procuring from Portugal. These aircraft will provide the RoAF with a fleet of modernized multi-role combat aircraft. This proposed sale of weapons, equipment, and follow-on F-16 support will enable Romania to support both its own air defense needs and coalition operations. The RoAF will have no difficultly absorbing these systems into its armed forces.
The proposed sale of this follow-on support will not alter the basic military balance in the region.

Pour les amraam en faite ce sont de simples Aim120C, pas C5/7... Ils vont surement s'orienté vers plus de F16 dans le temps. Apres je ne sais pas si IAR pourront les exploiter, d'ailleurs ils pourront cooperé avec IaI. - An innovative fire fighting system approved for the C-27J Spartan
One of the Romanian Air Force’s C-27Js will be the first aircraft in Europe to use an innovative firefighting system. In the several past weeks, Alenia Aermacchi conducted intense operating and training tests on the aircraft, which included the new fire fighting system onboard. Alenia Aermacchi recently completed an experimental campaign in a Romanian mountain range with a C-27J that operates with the Fortele Aeriene Române —the Romanian Air Force. The objective of the campaign was to test the innovative firefighting system called Caylym Guardian. The system allows C-27Js to drop up to six large cardboard containers on bushfires; each container has a capacity of 1000 liters water or extinguishing liquid. The system allows for a quick, accurate and innovative way to fight bushfires. Using the C27J’s system of in flight drop, the Guardian guarantees extreme precision of the drop and creates a retardant liquid cloud well focused on the target. Containers are biodegradable but they can also be recovered by ground firefighters. Containers feature standard dimensions type A22 which can be installed on aircraft of C-130 and C-27J’s class without any peculiar equipment or modification and can be launched at higher altitudes (1.500 feet) than traditional firefighting aircraft, thus significantly increasing mission safety and allowing night operations. The tests, performed both on ground and in flight, have proved successful and have thus confirmed the great operating flexibility of the C-27J, whose wider fuselage section and flight characteristics allow it to manage loads and perform missions that other aircraft of its same class cannot. http://www.aleniaaermacchi.it | |

The minister of defence Mircea Dusa stated on Wednesday that Romania makes daily surveillance and air police missions with AWACS of NATO, Mediafax says. Dusa made this statement when asked if the air forces have been alerted for possible recognition flights made by planes of the Russian army in the vicinity of the air space.He refused to answer if there have been such flights of recognition made by the planes of the Russian army.
Bulgaria alerted its air forces for almost 30 times in the last two months as an answer to the increase in the number of recognition flights made by the planes of the Russian army in the vicinity of its air space, stated on Tuesday the Bulgarian minister of defence, quoted by Reuters.
Both countries in the West as well as Moscow made a series of military manoeuvres in the context of attaching the Ukrainian peninsula Crimea to Russia.
NATO announced on Tuesday that ‘ they take into consideration all options’ and studies new measures to consolidate its military presence in eastern Europe in the context where Russia did not give any sign regarding the withdrawal of the troops placed along the border with Ukraine.
The ministry of defence on 11 March said that a plane E-3A AWACS of NATO made a flight in the air space of Romania on the pre-established routes, according to the approval of the Council North Atlantic, the flight being part of a planned flight executed regularly, with the purpose of training the forces and the means of air police.
The AWACS operates in the Aircraft E-3A – part of the NATO forces of Early Warning, whose major mission is the ensurance of air supervision, command, control and communication during flights in the NATO air space.
The planes operte at heights of over 9,000 metres with a surveillance span of the radar of 31,000 square km and can detect targets which fly at low heigths, in the limit of 400 km and at medium heights, in the limit of 520 km, the press release of the Major Staff of the Air Forces says. http://actmedia.eu | |

- La Roumanie augmente à nouveau ses dépenses militaires de 155 millions d’euros
Déjà, pour l’année 2014, le budget roumain de la Défense avait été légèrement augmenté lors de son examen en novembre dernier, passant de 1,33 à 1,4 milliard d’euros. Mais en raison des tensions entre l’Ukraine et la Russie, Bucarest a décidé d’allouer des crédits supplémentaires à ses forces armées.
« Nous allons augmenter le budget du ministère de la Défense de 700 lei (155 millions d’euros) cette année, soit de 0,2% de la production nationale (PNB) », a ainsi annoncé Victor Ponta, le Premier ministre roumain, par voie de communiqué, le 28 avril. Cette rallonge budgétaire ne servira pas à acquérir de nouveaux équipements, a-t-il précisé, mais à « moderniser des capacités existantes ».
A partir de 2009, les forces armées roumaines avaient dû composer avec des budgets en nette diminution, la Roumanie subissant une grave crise économique (récession de 8,5% et déficit public à 7,2% du PIB), laquelle l’avait obligée à demander un prêt de 20 milliards d’euros auprès du Fonds monétaire international (FMI) et de l’Union européenne (UE). Ce qui lui avait été accordé en échange de coupes drastiques dans ses dépenses publiques (-25%) et une hausse de la TVA de 5 points (à 24%).
Aussi, cette nouvelle hausse du budget roumain de la Défense a dû faire l’objet d’un accord avec le FMI et l’UE étant donné que, pour cette année Bucarest doit s’efforcer de maintenir son déficit public à 2,2% du PIB. Cela étant, les perspectives de croissance économique sont bonnes puisque cette dernière devrait être l’une des plus élevées en Europe en 2014 (+2%).
Membre de l’Otan depuis 2004, la Roumanie modernise progressivement ses forces armées, les matériels occidentaux remplaçant progressivement ceux hérités pendant la période soviétique. C’est ainsi que Bucarest a commandé 12 avions F-16 de seconde main auprès de Lisbonne pour 186 millions d’euros. Ces appareils seront livrés à partir de 2016 et remplaceront les MiG-21.

Romania will increase its defence spending to 2% of gross domestic product (GDP) by 2017, with an agreement signed by all of the country's parliamentary parties on 13 January.
The proposal was made by Romanian president Klaus Iohannis, who, in an official statement on 12 January, firmly pointed to the Ukraine crisis and Russian action as being behind the move.
"Europe and NATO must face the biggest security challenge since the end of the Cold War," said Iohannis. "For the first time, a state is using force in order to redraw its frontiers. All these serious things are happening near our border and cannot be ignored.
