- Romania bought Eurospike anti-tank missiles and air defense radar from Lockheed Martin.
According the website Romania-Insider, last week, Romtehnica announced that it had bought military equipment worth EUR 110 million from Eurospike. State-owned Romtehnica, the company that handles the Romanian Army’s purchases, bought another EUR 50 million worth of military equipment from German and American companies this week.
The company bought an air defense radar from American group Lockheed Martin for USD 32.7 million (some EUR 30 million) and anti-tank missiles from the German-Israeli consortium Eurospike worth EUR 20 million. The purchases were announced earlier this week. The Romanian Army also bought four drones from American producer UAV Solutions this month.
Romania has significantly increased the defense budget for 2016 and plans to modernize its navy, including the “King Ferdinand” and “Queen Maria” frigates.
In December 2015, Romanian government has approved the draft budget, which includes a 50% increase in the defense spending.
A the same time, U.S. and Romanian officials inaugurated the new Aegis Ashore Phase II radar site and missile battery during a ceremony in Bucharest, Dec. 18, declaring it "technically capable."
U.S. Army Corps of Engineers, or USACE, Europe District has worked closely with the Missile Defense Agency, U.S. Navy and Romanian officials to finish the $170 million missile defense complex and meet a presidential mandate for operational capacity by the end of 2015.

WARSAW, Poland — The governments of Ukraine, Romania and Bulgaria are discussing plans to set up a joint military brigade, according to an announcement by Ukrainian President Petro Poroshenko following a meeting with his Romanian counterpart, Klaus Iohannis, in Bucharest, reports local news agency Novinite.
Poroshenko said that he also discussed the project with Bulgarian President Rosen Plevneliev during the latter’s March 27 visit to Kiev.
The latest move by the three countries follows an earlier initiative by Ukraine, Poland and Lithuania to set up a joint military brigade, dubbed the Litpolukrbrig. The brigade will comprise about 4,000 troops, and it is expected to reach full combat readiness in 2017.
The Ukrainian president said the initiative could become a significant contribution to enhancing regional security. Under the plan, the new brigade will be modeled on the Litpolukrbrig.
Numerous Eastern European countries have increased their regional defense cooperation in response to Russia’s military intervention in eastern Ukraine, and the subsequent takeover of the Crimean peninsula by Moscow.
Some of the potential areas of enhanced regional military cooperation include the countries’ air capabilities. The Czech government is mulling setting up a joint air squadron with Hungary which would comprise Saab JAS-39 Gripen fighter jets operated by the two countries’ air forces. Meanwhile, the Bulgarian Air Force is aiming to replace its aging fleet of Soviet-designed fighters with new aircraft, with the Gripen shortlisted as a potential replacement, beside the US F-16 and Eurofighter Typhoon

- Turkish FM Vows Further Expansion of NATO Defense Shield
omania, Poland, and Turkey have all agreed that NATO’s installation of missile defense systems in Eastern Europe is necessary, in light of what they consider to be “Russia’s aggressive attitude.”
In May, NATO expanded its missile defense shield by opening a new base in Romania. Russia responded by calling the move an unnecessary provocation and warned that Moscow would be forced to take countermeasures.
"We have been saying right from when this story started that our experts are convinced that the deployment of the AMB system poses a certain threat to the Russian Federation," Kremlin spokesman Dmitry Peskov said on Thursday. "Measures are being taken to ensure the necessary level of security for Russia. The President himself, let me remind you, has repeatedly asked who the system will work against." But according to Turkish Foreign Minister Mevlut Cavusoglu, these concerns mean very little. According to Turkey’s Anadolu news agency, Cavusoglu claimed the defense shields are necessary in his country, as well as in Romania and Poland, because of "Russian aggression." "We’ve reached common ground that missile defense systems should be expanded to provide protection to all the three states and their populations," Cavusoglu said. His only evidence for this aggression is a speech made by Russian President Vladimir Putin during a joint press conference with Greek Prime Minister Alexis Tsipras in Greece last month.
"If yesterday people simply did not know what it means to be in the crosshairs in those areas of Romania, then today we will be forced to carry out certain measures to ensure our security. And it will be the same with Poland," Putin said. "According to Cavusoglu, this statement was intended as a literal threat “against NATO allies in the country that is a member of the alliance." NATO expansion in Eastern Europe has earned criticism from a number of experts. In an article for Die Zeit, journalist Jochen Bittner writes that "NATO is possibly about to make one of the biggest mistakes in its history." "Immediately after the opening of the missile station in Romania, the Head of Arms Control Department in the Russian Foreign Ministry, Mikhail Ulyanow noted that, in Russia’s view, this represents a violation of the INF Treaty."
Political analyst Lawrence Davidson argues that the missile defense system is less about defending against Russia, and more about containing Russia. "Obviously this placement of missiles in Eastern Europe sends a message to Russia. And the message is: 'Look, you are not allowed to have a sphere of influence,'" he told RT. "Indeed the Chinese aren’t allowed either. The only one who can really have a sphere of influence is the Americans and their proxies in Europe. This is essentially a Cold War theory of containment brought into the 21st century."

Heavy Airlift Wing Conducts Tactical Airdrop Training with Romanian Special Forces (Source: Strategic Airlift Capability HAW; issued Aug 17, 2016) The tactical airdrop training event featured multiple static-line airborne jumps onto a drop zone in the vicinity of Câmpia Turzii Air Base. (HAW photo) PÁPA, Hungary --- The Heavy Airlift Wing (HAW), the operational unit of the 12-nation Strategic Airlift Capability (SAC), conducted tactical airdrop training with Romanian Special Forces from 12 to 15 August. Operating out of Câmpia Turzii Air Base, Romania, a SAC C-17A supported a total of 1,780 airborne jumps during the four-day training event.
As one of the 12 member nations of the SAC, Romania has access to 200 C-17A flight hours per year. Thus, SAC C-17As are a familiar sight at several Romanian air bases and airports. In addition, the Romanian Special Forces have become a regular and reliable training partner to the multinational flight crews of the HAW. Since 2014, Romanian Special Forces have carried out tactical airdrop training with SAC C-17As twice per year.
This time, approximately 300 Romanian soldiers from different Special Forces, reconnaissance and airborne units took part in the exercise. The Romanian troops were led by Brigadier General Constantin-Adrian Ciolponea. According to him, the main objective of the regular tactical airdrop training events with the HAW is to increase the interoperability of Romanian airborne units with the C-17A airframe.
"Our Special Forces, reconnaissance and airborne units train usually with the C-27J Spartan and C-130H Hercules tactical airlifters, and the IAR 330 Puma transport helicopters of the Romanian Air Force. Being able to train with a C-17A enables us to further enhance interoperability with our NATO partners", Brig Gen Ciolponea emphasized.
Of course, it is impossible to increase interoperability without testing e.g. equipment, techniques and Standard Operating Procedures in practice. "For instance, cooperation with the HAW helps our combat jumpmasters to gain and sustain their C-17A qualifications. Our soldiers have been impressed by the capabilities of the C-17A airframe, they always look forward to these training events with the HAW", Brig Gen Ciolponea said.
According to Captain Michael Hank of the United States Air Force (USAF), the Chief of Wing Tactics at the HAW, the tactical airdrop training included both HALO (High-Altitude Low Opening) and HAHO (High Altitude-High Opening) jumps to simulate a rapid Special Forces aerial delivery in a contested environment. "Once the Special Forces had secured the drop zone, conventional troops conducted static-line jumps for the sustainment of the drop zone", Captain Hank described the scenario.
In total, the SAC C-17A supported 1,780 airborne jumps during the four-day training event. The impressive figure was achieved thanks to a multinational aircrew comprising of pilots, loadmasters and flying crew chiefs from the United States, the Netherlands and Sweden. Major Stephen Blackstone (USAF), HAW Heavy Airlift Squadron's Assistant Director of Operations, who served as the aircraft commander during the mission, emphasized that tactical airdrop training with the Romanian Army was highly beneficial also for the aircrew.
"The airdrop sorties over the past four days were a great opportunity for my Swedish co-pilot, who recently graduated airdrop school, to gain proficiency in C-17A CDS, static-line personnel, and high altitude personnel airdrop operations. In addition to supporting the Romanian training event, which was a qualification jump for their paratroopers on MC-6, MC-1D, and PSPM-1 static-line parachutes, it helped our loadmasters to maintain their currency and increase proficiency to execute these airdrop missions and improve interoperability with the airborne forces of the HAW member nations", Maj Blackstone explained.
Strategic Airlift Capability (SAC), established in 2008, is a multinational program that provides its 12 member nations with assured access to military airlift capability by owning and operating three Boeing C-17A Globemaster III long-range cargo aircraft. SAC is based at the Hungarian Defence Forces (HDF) Pápa Air Base, Hungary.
The SAC Nations are the NATO members Hungary (program host nation), Bulgaria, Estonia, Lithuania, the Netherlands, Norway, Poland, Romania, Slovenia and the United States and NATO Partnership for Peace nations Finland and Sweden. Each participating nation owns a share of the available flight hours of the SAC C-17As to serve the needs of their national defence, NATO, EU or UN commitments and humanitarian relief efforts.
SAC consists of the 12-nation Heavy Airlift Wing (HAW) and the NATO Airlift Management Programme Office (NAM PO). The HAW is the operational unit and the NAM PO, an integral part of the NATO Support and Procurement Agency (NSPA), is the acquisition and sustainment authority of the SAC C-17A weapon system.
NAM PO contracts Boeing via a Foreign Military Sales (FMS) agreement to provide technical support for the SAC C-17A aircraft.

Depuis le coup d’État manqué en Turquie et la purge de l’administration turque qui a suivi, des craintes ont été exprimées outre-Atlantique au sujet des bombes nucléaires tactiques B-61 stockées par l’armée américaine sur la base aérienne d’Incirlik pour le compte de l’Otan.
La question de cet arsenal nucléaire en Turquie aurait pu être posée plus tôt, étant donné la proximité d’Incirlik avec la frontière syrienne, où sévit plusieurs groupes jihadistes, dont l’État islamique (EI ou Daesh) et le Front Fatah al-Sham (ex-Front al-Nosra). Cependant, les installations de cette base sont évidemment hautement sécurisées et, par conséquent, qu’une de ces bombes B-61 puisse être volée par un groupe terroriste paraît peu probable.
Quoi qu’il en soit, un centre de réflexion indépendant, le Stimson Center, s’en est inquiété dans un rapport plaidant pour le retrait des 180 bombes B-61 stockées en Europe et en Turquie.
« D’un point de vue sécuritaire, stocker approximativement cinquante armes nucléaires américaines sur la base aérienne d’Incirlik revient à jouer à la roulette russe », avait expliqué, au début de cette semaine, Laicie Heeley, co-auteure de ce rapport. « Il y a des garde-fous importants (…) mais ce ne sont que des dispositifs de protection, cela n’élimine pas le risque. Dans le cas d’un coup d’État, on ne peut pas dire avec certitude que nous aurions été capable de garder le contrôle », avait-elle ajouté.
On en était là quand le site indépendant Euractiv a assuré que les États-Unis avaient en fait commencé à déplacer leurs bombes nucléaires de Turquie vers la Roumanie, précisément sur la base de Deveselu, là même où un système antimissile « Aegis Ashore » a récemment été inauguré.
Une des deux sources anonymes sollicitées par Euractiv a expliqué que « les relations entre la Turquie et les États-Unis s’étaient tellement détériorées après le 15 juillet que Washington ne faisait plus assez confiance à Ankara pour laisser ces bombes sur le territoire national. » En outre, Ankara et Moscou ont opéré un spectaculaire rapprochement, début août, au point d’évoquer des opérations militaires conjointes en Syrie pour lutter contre l’EI…
Cela étant, la Roumanie a fermement dementi les informations d’Euractiv. Et Traian Basescu, l’ancien président de ce pays, a fait valoir qu’on « ne déplaçait pas des ogives nucléaires comme des sacs de pommes de terre ». Et d’expliquer qu’une « telle démarche implique un processus de négociation entre le propriétaire des armes nucléaires et le pays hôte, ce qui peut prendre des années ».
En outre, Ovidiu Raeţchi, un député siégeant au comité de la Défense de la chambre basse du Parlement roumain, a fait valoir que l’affirmation d’Euractiv était « susceptible d’affecter la sécurité nationale car elle est susceptible de faire l’objet de spéculations de la part d’acteurs externes qui pourraient s’en servir pour leurs intérêts au détriment de notre pays ».
D’un point de vue diplomatique, choisir la Roumanie pour stocker des armes nucléaires, c’est à dire au plus près de la Russie, ne paraît pas très pertinent. Aussi, la revue Foreign Policy, qui a déjà planché sur ce sujet, penche plutôt pour un transfert des B-61 de la Turquie vers la base d’Aviano, en Italie, ou celle de Lakenheath, au Royaume-Uni (voire même celle de Ramstein, en Allemagne). En outre, il faudrait encore que la base de Deveselu soit dotée d’installations sécurisées pour les accueillir (Weapons Storage and Security System, ou WS3), ce qui, aux dernières nouvelles, n’est pas le cas.

Romania has ordered another batch of Piranha III 8x8 wheeled armoured vehicles, General Dynamics European Land Systems (GDELS) announced on 26 January.

The contract, worth RON187.8 million (USD44.8 million), covers 12 specialised Piranha III variants, including mobile command posts, medevac vehicles, chemical, biological, radiological, and nuclear (CBRN) vehicles, recovery vehicles, and mortar carriers.
According to GDELS, this is the fifth batch of the vehicles ordered by Romania. Ten vehicles were delivered in 2008, seven in 2010, seven in 2012, and seven in 2015.
All vehicles will be used by the 26th Infantry Battalion ('Red Scorpions') of the 2nd Infantry Brigade 'Rovine', based in Craiova. | |
