Swords and Shields: Russia bets on PAK FA
The Russian fifth-generation fighter is supposed to make its first test flight this year.

Moscow continues to pursue a Sukhoi-based fifth-generation fighter. After five years of effort, Russia finally found an international partner for the development project. In 2007 India entered an agreement to jointly develop a fifth-generation fighter based on the Sukhoi.

The Sukhoi T-50 PAK FA -- standing for Advanced Frontline Aviation Aircraft System -- is a stealth-enabled fighter jet designed to compete with the American Lockheed Martin F-35 Lightning Joint Strike Aircraft and the Lockheed Martin/Boeing F-22 Raptor. Russian air force watchers already christened it "Raptorsky," after the F-22 Raptor, with which it is supposed to compete.

The developers describe the T-50 PAK FA as having excellent maneuverability, supersonic cruising speed, long range and high protective properties. PAK FA will have a takeoff weight of 20 tons, which falls between the takeoff weight of the two American competitor airplanes, the F-35 JSF (17.2 tons) and the F-22 (24 tons).

The new fighter -- a medium version -- will have a traditional wing form, though the dramatic-looking reverse-delta wing of the Su-47 Berkut influenced the Russian fighter's designers.

The Russian fifth-generation fighter is supposed to make its first test flight this year. The testing dates have been postponed from the end of 2008, as had been previously announced by Sergei Ivanov, the Russian deputy prime minister in charge of defense production.

Some Russian spokesmen promised deployment of the T-50 in 2013, but according to the earlier statements by Sukhoi CEO Mikhail Pogosyan, the new Russian-Indian fifth-generation fighter might enter mass production by 2015.

According to Russian sources, the Sukhoi T-50 PAK FA will incorporate technology from the two experimental predecessors: the Su-47 and the MiG Project 1.44.

The flagships of the Russian aerospace technology -- Tekhnokompleks Scientific and Production Center, Ramenskoye Instrument Building Design Bureau, the Instrument Building Scientific Research Institute in Zhukovskiy, the Ural'sk Optical and Mechanical Plant in Yekaterinburg, the Polet firm in Nizhniy Novgorod and the Central Scientific Research Radio Engineering Institute in Moscow -- were selected to develop the avionics suite for the fifth-generation airplane.

NPO Saturn has been determined to lead the work on the engines. The Novosibirsk Aviation Production Association has begun construction of the fifth-generation fighter at its renowned Komsomol'sk-on-Amure Chkalov plant where most Sukhoi fighters are made.

However, considering the current economic recession and the track record of delayed deadlines, the Russian fifth-generation fighter may stay on paper for a longer time. This would give Washington and its allies sufficient time to launch mass production of F-35s, deploy them on American bases and fulfill orders from international customers such as Britain, the Netherlands and Israel.

The F-35 is expected to enter service no later than 2012, while the Russian Sukhoi T-50 PAK FA is certain to be in mass production by that time.

The future may not be bright for the next generation of the Russian fighter. Many Western defense experts believe Russia's fourth-generation fighter jets cannot withstand the U.S. stealth-enabled tandem of F-35 and F-22, which offer high maneuverability and near invisibility to surface radars because of advanced radar suppression equipment. Moreover, U.S.-based simulations and tests suggest that the stealth-enabled fifth-generation F-22 and F-35 can defeat any current aircraft, including the Raptorsky.

Over the coming weeks India and Russia plan to sign several agreements aimed at deepening their co-operation on the PAK-FA fifth-generation fighter programme, which in India is referred to as the Fifth Generation Fighter Aircraft (FGFA) programme.


Sukhoi design bureau officials have been at pains in recent days to emphasise that there are no points of disagreement with their Indian counterparts and that all is well with the joint venture.
"The joint venture is going very well," Alexander Klementiev, vice-president and deputy director-general at Sukhoi Aviation Holding, told Flight magazine. "We cannot go into the specifics of where we are, but both parties are happy now. In a few weeks, we will sign a few more agreements that will allow an even deeper partnership."
Klementiev stressed that Russia attached great importance to its partnership with India on all fronts. Delays notwithstanding, he stressed, it was a good relationship.
Commenting on reports that Indian scientists and engineers may be unhappy with the level of access they have been given on the PAK-FA programme, he said that there was "no major issue".
Agreements in the coming weeks would address issues related to transfer of technology related to the programme.
India and Russia entered into an agreement in 2007 for the development of a two-seater derivative of the PAK-FA fifth generation stealth fighter for the Indian Air Force. The Russian version is a single-seater.
The first flight of the PAK-FA prototype has been delayed to 2010.

Russia is set to hold the first test of its futuristic fifth-generation fighter jet on Friday, a source at the country's largest aircraft producer said on Thursday.
"The [test] flight was initially scheduled for Thursday, but has been postponed," the source at the Gagarin KNAAPO company, a subsidiary of aircraft holding Sukhoi, said.
Russia's only known fifth-generation project is Sukhoi's PAK FA and the current prototype is the T-50. It is designed to compete with the U.S. F-22 Raptor, so far the world's only fifth-generation fighter, and the F-35 Lightning II, but has yet to take to the skies.
Speaking at a news conference later on Thursday, the chief of the Russian state-controlled arms exporter Rosoboronexport said India remained Russia's sole partner in the project.
"We [Russia and India] are working to build the fifth-generation aircraft," Anatoly Isaikin said.
Russia has been developing its newest fighter since the 1990s. The country's top military officials earlier said the stealth fighter jet with a range of up to 5,500 km would enter service with the Air Force in 2015.
India, which has a long history of defense relations with Russia, joined the project after signing an agreement in October 2007. But the two nations are still in talks to finalize the contract.
India's Hindustan Aeronautics Ltd (HAL) was reported to be seeking a 25% share in design and development in the project. It has also sought to modify Sukhoi's single-seat prototype into the twin-seat fighter India's Air Force wants.
Russia accounts for around 70% of India's weapons inventory. HAL has license-produced Sukhoi Su-30MKI fighters, cooperated in the development of the Brahmos supersonic cruise missile, and plans to work on a joint multirole transport aircraft.
Defense ties have strained, however, over the fifth-generation fighter program and the rising cost of refurbishing the Russian aircraft carrier Admiral Gorshkov for the Indian navy.
The PAK FA is to be armed with next-generation air-to-air, air-to-surface, and air-to-ship missiles, and has two 30-mm cannons.
The first prototype of the jet was already tested on the runway of the aircraft plant in Komsomolsk-on-Amur in Russia's Far East. The test pilot made two runs on the airstrip, during which the brakes were applied several times.
