(Reuters) - Kosovo's government ordered the creation of a national army on Tuesday by upgrading a lightly armed civil response force six years after the majority-Albanian country seceded from Serbia.

The army will comprise 5,000 active soldiers and 3,000 reservists for a landlocked country of 1.7 million people bordering Serbia, Albania, Montenegro and Macedonia.

Kosovo's Western backers, which recognised it as independent in 2008, had been reluctant to see the immediate creation of an army for fear of the message it might send to Serbia and the more than 100,000 ethnic Serbs who still live in the young state.

Though Serbia does not recognise Kosovo as sovereign, relations between the two have improved over the past year with the agreement of a landmark accord brokered by the European Union.

Serbia has agreed to cede its de facto control over a northern pocket of Kosovo, in return for guaranteed rights for ethnic Serbs living there and the start of EU membership talks for Belgrade.

Kosovo Prime Minister Hashim Thaci, addressing a meeting of his cabinet, said the move would benefit all Kosovars "regardless of their ethnic, religious or political orientation". Parliament is expected to endorse the decision later this month.

Thaci's Serbian counterpart, Ivica Dacic, however, said it was "not in accordance" with the Brussels accord.

Speaking to reporters at a business conference in the Serbian ski resort of Kopaonik, he said Belgrade had already asked NATO for a guarantee that no Kosovo army would be allowed to enter the mainly Serb north without permission from the Western alliance.

NATO has not commented publicly on the request.

Any new army would have to work alongside a NATO peace force in Kosovo that currently numbers 5,000 soldiers. NATO has been trying to cut back its presence even further but has been thwarted by tensions in the north.

Kosovo already has the nucleus of a future army in the Kosovo Security Force (KSF), a lightly armed, 2,500-strong force tasked with crisis response, civil protection and ordnance disposal.

The new army would be composed of land forces, a national guard, logistics and training commands. It would have a budget of 65 million euros (53.69 million pounds) per year. There were no immediate details on the type of hardware and weaponry it might use.

Asked about the move, a NATO official, speaking on condition of anonymity, told Reuters in a written response: "The future of the KSF is an internal matter for local Kosovo institutions."

NATO arrived in Kosovo in June 1999 on the back of 78 days of air strikes to halt the killing and expulsion of ethnic Albanian civilians by Serbian forces fighting a two-year counter-insurgency war.

Kosovo became a ward of the United Nations before declaring independence in 2008. It has been recognised by more than 100 countries, but has been unable to join the United Nations due to the opposition of Serbian ally and U.N. veto-holder Russia.

Pristine, 19 June 2015 – Cadets of University Study Center (USC) of Kosovo Security Force for 15 days from the date:05 -20 June 2015 stayed out of barrack , in the terrain  at “Summer Camp  2015” in village Zhegoc,Gjilan Municipality . This camp has been conducted due to annual plan of USC for camping and realization of joint exercises with all USC `cadets

Purpose of having this camp is evaluation of tactical capabilities of USC cadets in planning, preparation and execution of combating operations where during this time , cadets have chance to practice combating operations in terrain learned during the year.

Commander of KSF, Gen.Lt. Rrahman Rama on 19th June 20015 visited “Summer Camp 2015”, hosted by Commander of University Study Center (USC), Capt.

Avni Kiçina in detasils informed KSF Commander about establishing camp and exercises held in camp as well specifications of having realized exercise in camp.

Gen. Lt. Rrahman Rama,on this occasion has congratulated instructors and cadets of USC for maximally engagement while having exercises which is very important to KSF future. “These trainings are welcomed and important to us in order to increase much more professional level”. KSF Commander asked form cadets to maximally be engaged in performing overall tasks successfully foreseen as of annual plan of USC.

Afterwards KSF Commander Gen.Lt. Rrahman Rama along dep/Commander of TRADOC, Col.Irfete Spahiu and Military Attaché of U. S in Pristina, Col. Chad Butts attended demonstration of KSF cadets in terrain.

“Summer Camp 2015” started on 5th June and completed on 20th June 2015, where during these days various trainings are finalized as of USC annual plan.

Trois Bastion APC ont été livrés aujourd’hui aux unités spéciales de la police kosovare. Des véhicules blindés conçus par Arquus mais produits sous licence sur le sol américain par AM General LLC.

« Nous sommes honorés d’avoir été sélectionnés par la police du Kosovo pour la fourniture d’une solution de mobilité critique pour l’applui de ses missions de maintien de l’ordre, poursuivant ainsi une relation de longue date avec cette région », souligne Nguyen Trinh, vice-président d’AM General en charge du marché export de défense.

Hormis les Bastion, l’entreprise américaine a en effet fourni près de 200 véhicules HUMVEE aux forces de sécurité intérieure kosovares en l’espace de trois ans.

Ce contrat est le premier finalisé depuis la signature, en octobre 2018, d’un partenariat entre AM General et Arquus. Une alliance qui devait permettre à AM General de soumettre le Bastion aux appels d’offres émis par les États-Unis dans le cadre de Foreign Military Sales (FMS).

« Cette livraison illustre l’importance de notre partenariat stratégique avec Arquus pour répondre aux demandes de nos clients internationaux », ajoute Nguyen Trinh. Ces Bastion rejoignent un parc notamment constitué d’une poignée de Sherpa APC, autre véhicule estampillé Arquus.

Créé sur base d’un châssis de VLRA 4×4, le Bastion est décliné en versions APC et PATSAS. La version APC peut être modifiée en variantes sanitaire, cargo ou PC. Ce véhicule de la classe 12 tonnes permet de transporter huit personnels sous blindage, en plus des deux membres d’équipage.

Plus de 500 Bastion sont en service dans le monde, principalement en Afrique. Une cinquantaine d’exemplaire ont été perçus l’an dernier par les forces armées africaines, à commencer par celles du G5 Sahel.

L’invasion de l’Ukraine par la Russie va-t-elle provoquer une nouvelle vague d’adhésions à l’Otan? Sans doute car certains pays – neutres – de l’Union européenne [UE] s’interrogent sur la conduite à tenir… Si l’Irlande et l’Autriche n’envisagent pas de rejoindre l’Alliance, du moins pour le moment, d’autres sont d’autant plus prêts à franchir le pas que leurs opinions publiques y sont désormais favorables.
Tel est le cas de la Finlande, qui se ménageait la possibilité de rejoindre l’Otan sans pour autant se décider à lancer les démarches pour cela. Jusqu’alors plutôt réticente à une telle éventualité, son opinion publique a basculé depuis l’entrée des premiers chars russes en Ukraine. Selon un sondage de l’institut Taloustutkimus, 62% des Finlandais seraient désormais prêts à voir leur pays adhérer à l’Alliance et à renoncer ainsi à sa tradition de non-alignement.
La tendance est identique en Suède, où une enquête de l’institut Demoskop a montré que 51% des personnes interrogées estiment que leur pays devrait rejoindre l’Otan. Jamais une telle proportion n’avait été atteinte jusqu’à présent.
Si la Finlande et la Suède décident de faire partie de l’organisation atlantique, leur adhésion ne devrait être relativement rapide. En tout cas, elle ne devrait pas poser de problème particulier, en raison, notamment, de leur appartenance à l’UE. En revanche, il en ira tout autrement pour le Kosovo, qui a bien l’intention de rejoindre l’Otan. Qui à revoir les procédures actuellement en vigueur.
« Dans cette situation exceptionnelle, nous ne pouvons pas nous comporter comme d’habitude. Par conséquent, l’adhésion à l’UE comme à l’Otan ne peut pas se faire selon les mêmes méthodes que par le passé », a en effet affirmé Albin Kurti, le Premier ministre du Kosovo. « Il est impératif que Bruxelles, en tant que capitale de l’Otan et de l’UE, repense à une nouvelle façon de s’élargir dans les Balkans occidentaux », a-t-il insisté, le 9 mars.
Cette insistance à rejoindre l’Otan et l’UE s’explique par le fait que Pristina craint l’attitude de la Serbie, alliée de la Russie, ainsi qu’une nouvelle déstabilisation des Balkans occidentaux.
En tout cas, ce sont les justifications données par la présidente du Kosovo, Vjosa Osmani Sadriu, dans un courrier adressé à son homologue américain, Joe Biden, afin d’obtenir l’appui des États-Unis pour facilier cette adhésion à l’Otan.
« Nous sommes exposés aux efforts persistants de la Russie pour saper le Kosovo et déstabiliser l’ensemble des Balkans occidentaux », a écrit M. Sadriu. Aussi, « l’adhésion du Kosovo à l’Otan est devenue un impératif », a-t-elle fait valoir.
« Nous exprimons notre espoir et nos attentes que les Etats-Unis se serviront […] de leur influence pour soutenir activement et faire avancer le processus complexe d’adhésion à l’Otan pour le Kosovo », a echaîné la président kosovare.
La demande de Pristina n’a pas que très peu de chance d’aboutir [en théorie du moins… tant les usages sont bousculés ces dernier temps]. D’abord, il faudrait que cette ancienne province serbe ayant proclamé son indépendance en 2008 [soit neuf ans après l’opération militaire menée par l’Otan contre la Serbie, ndlr] soit reconnue par l’ensemble des membres de l’Alliance. Ce qui n’est pas le cas, l’Espagne, la Roumanie, l’Espagne, la Grèce et la Slovaquie ne reconnaissant pas le Kosovo. Or, la règle de l’unanimité étant de mise pour accueillir un nouveau membre au sein de l’Otan, le voeu de Pristina est irréalisable en l’état.
Cela étant, le Kosovo n’a pas forcément besoin de rejoindre l’Otan… puisque des troupes de l’Alliance y sont déjà déployées depuis 1999, conformément à la résolution 1244 du Conseil de sécurité des Nations unies. Et les États-Unis y maintiennent une présence militaire assez importante [l’équivalent d’un bataillon].
Cependant, il est vrai que le mandat de la KFOR prendra fin à un moment ou à un autre. Et celui-ci viendra quand les conditions seront « réunies » et selon la situation sécuritaire.

On July 16, 2023, Albin Kurti, the Prime Minister of Kosovo, announced on Facebook that the nation's military capabilities have been notably augmented with the addition of Bayraktar TB-2 drones, procured from Turkey. According to Kurti, the government, in a span of two years, has increased the number of soldiers by over 80% and more than doubled the budget for the military. The enhancements to the national defense system render Kosovo even more secure than before, and the country takes pride in this accomplishment.

The Prime Minister shared this significant update during a meeting with Lieutenant General Bashkim Jashari, the Commander of the Kosovo Security Force, and Defence Minister Armend Mehaj. Both officials commended the officers who have successfully completed their training in drone operations.

The Bayraktar TB-2, an advanced unmanned aerial vehicle, is the newest addition to Kosovo's growing arsenal. This reflects the government's dedication to modernizing the nation's defense capabilities. Having been proven effective in numerous operational theaters around the world, these drones significantly boost Kosovo's military strength.

The last two years have seen Kosovo make substantial investments in its military. The surge in the number of soldiers by more than 80% showcases a significant expansion of the country's defense forces. Additionally, the military budget has seen an increase of over 100%, supplying crucial funding for training, equipment, and operational readiness.

The officials did not miss the opportunity to express their pride in the country's progress. As stated by them, "Kosovo is now even more secure, and as always, proudly so!" The successful completion of drone operation training by several military officers was also highlighted, signifying the nation's progress in employing advanced technology for bolstering national security.


The enhancement of Kosovo's military capabilities is part of its ongoing efforts to ensure national security and resilience. As the country continues to invest in and upgrade its military, its ability to safeguard its sovereignty and maintain peace is significantly boosted.

The Bayraktar TB-2 is a medium altitude long endurance (MALE) unmanned aerial vehicle (UAV) manufactured by Turkey's Baykar Makina. First introduced in 2014, this sophisticated drone system has gained recognition due to its combat effectiveness, ability to perform reconnaissance, and capability to carry multiple types of payload. Equipped with a variety of sensors including EO/IR cameras, laser designator, and a synthetic aperture radar, the TB-2 is capable of day and night operations and can execute both surveillance and strike missions. The drone has a maximum payload capacity of 55 kg which includes MAM (Mini Smart Munition) precision-guided munitions.

The TB-2 has been widely used by Turkey and exported to several other countries, contributing significantly to its defense industry. The drone has played critical roles in several military operations including Syria, Libya, and the Nagorno-Karabakh conflict, where it proved pivotal in providing Turkey and its allies with advanced ISR (Intelligence, Surveillance, and Reconnaissance) capabilities and precision strikes. It is operated via a ground control station that uses satellite communications to control the UAV, receive real-time intelligence, and command strike operations. The drone can stay aloft for up to 24 hours, providing persistent surveillance or strike capabilities for a range of missions.
