An Azerbaijani air force Su-25 jet has crashed during a training flight, killing the pilot.
The fighter jet crashed in Shamkir District in western Azerbaijan at about 17.00 local time on 3 March, the Defence Ministry press service reported.
Pilot Famil Mammadli died in the crash.
The causes and circumstances of the incident are being investigated by a joint commission of the Defence Ministry and Military Prosecutor's Office.

Turkey, Azerbaijan to launch joint military facility
Turkey will join forces with Azerbaijan to establish an arms production company in Baku as part of Turkey’s years-long military cooperation with the South Caucasus country, which remains at war with Armenia over the Nagorno-Karabakh dispute, the Azerbaijani press reported over the weekend.
Azerbaijani company Azersimtel is currently holding discussions over the structure and scope of the new company’s operations. The Turkish Mechanical and Chemical Industry Corporation (MKE) will reportedly hold a large share of the military facility. In the first stage of production, the company is expected to produce attack weaponry for the Azerbaijani armed forces.
In the following stages of production, the company will produce materiel, munitions and ammunition, as well. Using the trade networks of both Azerbaijan and Turkey, the arms company will most likely export some of its products abroad. Military cooperation between Azerbaijan and Turkey first emerged in 1992 with an agreement signed between the Azerbaijani and Turkish governments on military education. Since then, the Azerbaijani and Turkish governments have closely cooperated on defense and security. As a sign of high-level military relations, Azerbaijani Defense Minister Col. Gen. Safar Abiyev traveled to Turkey on an official visit this April. The Turkish and Azerbaijani delegations discussed cooperation in military areas during that visit as well as issues related to the Nagorno-Karabakh dispute.

-The engine is being renewed. The engine was produced and tested in America. It is a powerful engine. Other systems are being tested at present. If tests are successful, the helicopter will be assembled.
-Do you think that Turkey and Azerbaijan can sign agreement on military partnership? Is there a need for it?
-Agreements, contracts have been signed on all spheres of the defense sector in Azerbaijan. This cooperation already has legal sides. We are the sons of the same nation. We are ready to cooperate with Azerbaijan in all spheres.

Azerbaijan May Join Turkey's New Tank Manufacturing Project, Bureaucrat
BAKU - A senior Turkish bureaucrat said on Friday that Azerbaijan might join Turkey`s project to manufacture new tanks. Murad Bayar, the undersecretary for Turkish Defense Industries, said that Turkey aimed to manufacture new tanks for the Turkish Armed Forces.
"Some of these tanks could be manufactured in Azerbaijan, and some can be produced in Turkey," Bayar told "Milaz" news agency --the first private military information agency in Azerbaijan.
The bureaucrat expressed thought that a related agreement could be signed and the project could be launched within this month.
Bayar said that Turkey also planned to modernize its actual tanks including "Leopard" (Germany) and "M-60" (USA), and told the agency that Turkey proposed Azerbaijan to modernize its T-72 tanks.
"We may make joint production with Azerbaijan in line with this country`s needs in the future," Bayar also said.
Bayar enumerated the areas in which Turkey and Azerbaijan could cooperate as manufacturing military ships, unmanned aircraft and infantry rifle.
The Turkish bureaucrat said that Turkey was cooperating with not only Azerbaijan but also with Kazakhstan, Georgia, Balkan countries, former East Bloc countries, particularly Poland, in the area of defense industry.
Accompanied by representatives of several Turkish defense industry institutions including ASELSAN and Roketsan, Bayar paid a visit to the Azerbaijani capital of Baku between July 7th and 11th.
During the visit, Bayar visited Azerbaijani Ministry of Defense, Ministry of Defense Industry, Ministry of National Security and some military facilities.
"Milaz" is a news agency founded recently by a few Azerbaijani non-governmental organizations and research institutions. It is dealing with military and defense issues in Azerbaijan and its vicinity.
One of the main tasks of the Undersecretariat for Turkish Defense Industries is to re-organize and integrate the existing national industry so as to satisfy defence industry requirements, encourage new enterprises and channel them according to the integration and requirements, seek possibilities for foreign capital and technology contribution, guide enterprises and make plans for state participation in this respect.
The Turkish defense industry is forecast to have an annual export figure of 1.5 billion USD within three years.

Azerbaijan plans large-scale offensive operations to restore territorial integrity

The Ministry of Defence has summed up the results of prestrategic exercises held on 21-24 June, the main stage of which was observed by Azerbaijani President and Supreme Commander-in-Chief Ilham Aliyev. The Ministry reports that all goals set before bodies and units of troops were achieved. Exercises aimed planning of joint actions with the purpose to repulse military aggression against Azerbaijan, work out following offensive operation with participation of different security agencies and units with use of modern systems of weapons and aviation with causing substantial damage to the enemy, destruction of groups of the opposing side with final restoration of territorial integrity of Azerbaijan. There were set challenges to improve activity of command staffs on planning of joint tactical employment of bodies and units of the Defence Ministry, internal troops and the State Frontier Service; achieve coordinated activity of bodies and units of various security agencies in the course of defensive operation, ensure mutual coordination and communication between troops at different stages of operation; conduct large-scale offensive operation and destruction of the enemy that penetrated the country’s territory and coordination of joint actions of bodies and units on restoration of Azerbaijan’s territorial integrity. In the course of the main stage of exercises there were worked out issues of running aviation and artillery hits, airmobile assault, organization of tactic co-operation of bodies and units of diverse security agencies. Exercises involved more than 4,000 persons of military personnel, 100 tanks, 77 infantry combat vehicles, 125 artillery systems, 17 combat planes, 12 combat helicopters, and 4 troop-carrying helicopters.

Azerbaijan To Nearly Double Defense Spending BAKU - Azerbaijan is to nearly double its defense spending next year, the finance minister said Oct. 12, amid rising tensions in its conflict with Armenia over the rebel Nagorny Karabakh region.
Finance Minister Samir Sharifov told parliament defense spending under the country's 2011 budget would rise 89.7 percent to 2.5 billion Azerbaijani manats ($3.1 billion).
"Defense spending in 2011 will account for 19.7 percent compared with 10.7 percent in 2010, so the share of defense spending in the budget will almost double," he told lawmakers considering next year's draft budget. Nearly 1.1 billion manats ($1.4 billion) of the spending will be used to modernize the Azerbaijani military through the purchase of up-to-date equipment and weaponry, he said. Sharifov said more money would also be allocated for the development of Azerbaijan's defense industry but did not elaborate. Locked in a long-simmering conflict with Armenia over Karabakh and awash in revenues from energy exports, the former Soviet republic of Azerbaijan had already nearly doubled defense spending in the previous two years. Ethnic Armenian separatists backed by Yerevan seized control of the Nagorny Karabakh region during a war in the early 1990s that left an estimated 30,000 dead and the region remains outside Azerbaijani control. Tensions over Karabakh have been increasing this year amid stalled peace talks, with the number of deadly skirmishes along a cease-fire line on the rise for months. At least 18 soldiers on both sides have been reported killed in clashes this year, including eight soldiers killed last month alone.

Un accord a été obtenu sur la production de quelques types d’armes à feu, selon une source à la MKEK, cité par l’APA. Le Ministère azerbaïdjanais de l’Industrie de la défense (MSN) a proposé la production des lance-grenades bullpup, largement utilisés par les forces armée turques. L’accord prévoie à la fois, la production des fusils de précision Istiglal IST-12.7, les fusils de précisions turcs Bora – 12, des mitraillettes et des lance-grenades.
Les représentants de la MKEK étaient attendus à Bakou avant la fin de l’année. La production commune puisse être lancé à partir de 2011.

Earlier this month, Elbit Systems announced that it has been selected by an undisclosed Asian customer for a tank upgrade project. Yesterday, Rashad Suleymanov of the Azeri-Press Agency (APA) quoted military sources, reporting that the Israeli company and Azerbaijan’s Ministry of Defence Industry (MDI) had reached an agreement on the upgrade of the Army’s Russian-built MBTs.
The contract, which was announced by Elbit Systems on 4 October 2010, will provide Azerbaijan’s T-72s with state-of-the-art battle management systems as well as observation and surveillance systems. According to the Israeli company, the modernisation programme has a total value of $56 million and will be completed within two years. Neither Elbit Systems nor Azerbaijani officials provided further details on the contract, such as the number of tanks to be upgraded. Azerbaijan operates a fleet of some 180 T-72 main battle tanks, of which 62, reportedly, were purchased from Russia in 2009.
According to APA, Elbit Systems was recently selected over Turkish-based ASELSAN to carry out the modernisation project. Both companies had simultaneously tested the systems offered in their respective bids for the multi-million dollar programme on several tanks of the Azerbaijani Army in Nakhchivan, an autonomous region in south-western Azerbaijan.
The selection of Elbit Systems underlines the company’s efforts to gain a stronger foothold in the South Caucasian country. Israel’s largest defence electronics company opened an office in Baku in September 2009 and founded a local company, registered as Elbit Systems of Azerbaijan Ltd and led by Edward Majorovich Chernin.
On the occasion of the contract announcement, Joseph Ackerman, Elbit Systems' President and CEO, said: “Our selection for this upgrade project, following previous projects we have carried out for this customer, attests to the high level of satisfaction with our systems and performance.” The head of the Israeli company added that both Elbit Systems subsidiaries, Elbit Systems Land & C4I – Tadiran and Elbit Systems Electro-optics – Elop, would contribute to the programme.
The company already works with the Azerbaijani Ministry of Defence Industry in the field of unmanned aerial vehicles (UAVs). Furthermore, APA reported in September 2009 that the MDI decided to co-operate with Turkish and Israeli defence companies in the joint production of armoured combat vehicles, including tracked fighting vehicles, bridge-layers and armoured trucks assembled on surplus vehicle chassis.
In addition to its strong co-operation with the Israeli defence industry and major purchases from Russian surplus, the country has a long-lasting industrial link with Turkey, underlined by a number of upgrade programmes awarded to Turkish companies and joint production projects (e.g. see http://goo.gl/USgF and http://goo.gl/dOsH).
Furthermore, Azerbaijan, which still has significant border issues with neighbouring Armenia, plays an important role in support of the international Afghanistan operation and currently deploys 90 soldiers to ISAF. During a visit in July, US Defense Secretary Robert M. Gates praised the country’s contribution to ISAF. According to US Department of Defense (DoD) officials, about 25 per cent of Coalition supplies bound for Afghanistan pass through the so-called “Caucasus Spur”, which includes Azerbaijan. In July, Gates stated: “Clearly, the ability to overfly Azerbaijan [and] the ability to use ground transportation through Azerbaijan – as with Russia, and as with Kyrgyzstan – is [...] the most effective, the most cost-efficient ways to get supplies to the international Coalition in Afghanistan, as well as the Afghan forces themselves.”
Therefore, Azerbaijan does not only remain an important local player in the politically still turbulent Caucasian region, but is also a strategically important hub for Western armed forces – not least because of its significant crude oil industry and its geographical location on the shore of the Caspian Sea between the regional and international key powers Iran, Turkey and Russia.
Azerbaijan's finance minister has recently announced that the country will spend $3.287 billion on defence next year, making it one of the priorities in the 2011 state budget. According to AzerNews, this financial boost doubles the defence budget to a total of 18.9 per cent of the overall state budget in comparison to 2010. Nearly half the budget, reportedly, will be spent to modernise the Azerbaijani Armed Forces.

c´est pas la premiere fois qu´Israel gagne un deal avec Azerbaijan,ils ont deja acheté 14 Hermes-450. ce pays est une force montante dans sa region,le conflit de Nagorni Karabakh avec l´Armenie est encore latent..

Israel avait deja modernisé des T-72 azéri,ils ont des hermes 450,des aerostar,des spike,des tavor,des gradlar.....c'est un marché sur pour l'industrie israelienne.
