Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

South Korea is set to develop new military reconnaissance satellites this year and the first five units will be deployed by 2022, the country’s military officials announced Monday. The latest developments are part of broader efforts by the government to boost the country’s defense capabilities to better deal with growing security threats from North Korea.
The new project is part of the South Korean defense ministry’s policy goals for this year, which focus on forming “a creative defense system” with a greater use of advanced information technology, Yonhap News Agency reported. The country’s procurement agency is expected to sign a deal with a private company in October, Yonhap reported, adding that the project could cost $928.2 million, and will be led by the country's Agency for Defense Development.
“The spy satellite, which is capable of securing imagery intelligence on the Korean Peninsula and the surrounding regions, is the key detection asset for the country's preemptive strike apparatus of the Kill Chain and the Korean Air and Missile Defense (KAMD) system,” an anonymous military officer told Yonhap.
According to another official, the new satellites will be powerful enough to detect objects as small as cars, and will be loaded with a high-resolution synthetic aperture radar or an electrooptic-infrared (EO-IR) surveillance device, Yonhap reported.
“A total of five units will be put into service by 2022 starting 2020,” the official said. “The satellites will allow us to detect North Korea's transporter erector launchers within some two to three hours of their deployment.”
In addition to the spy satellites, Seoul is also planning to begin a project to develop long-range, surface-to-air missiles (L-SAM) to compete with North Korea’s guided missiles. The missiles will reportedly be capable of intercepting other missiles at an altitude of about 25 miles or more.
In an effort to nullify North Korean threats, the South also plans to develop various defense equipment, including high-powered microwave weapons, a laser beam-based electromagnetic pulse and an unmanned battleship, according to Yonhap.

Korea Aerospace Industries (KAI) has conducted the maiden flight of a Surion transport helicopter optimised for amphibious assault operations.
On 19 January the modified Surion, also designed the Korea Utility Helicopter (KUH) flew for 30 minutes with two test pilots and two technicians on boards, says KAI.

The sortie, which took place at KAI’s Sacheon factory, included ground tests, forward flight, backward flight, and hovering.
The type is optimised for the South Korean marines, and features a foldable main rotor and an auxiliary fuel tank. The helicopter also has emergency floats that can be deployed in the event of a ditching.
Throughout 2015 the amphibious Surion will be tested in a range of environments, including cold weather and aboard ships.
In April 2013, KAI told Flightglobal that the marines would acquire “about 40” of the variant. The helicopter is likely to serve aboard the navy’s Dokdo amphibious assault ships, of which one is in service, and one is being built.
KAI said the development programme is worth W800 billion ($738 million) and will enhance the marines' ability to transport troops and equipment in the littoral environment. Production of the variant will likely commence after the 2015 testing campaign. http://www.flightglobal.com | |

Airbus Helicopters confirme plus que jamais son implantation industrielle et commerciale en Corée du Sud. Dans la nuit de dimanche à lundi, Guillaume Faury, président d'Airbus Helicopters, a signé un contrat de développement et de production de 314 H155, plus communément appelé "Dauphin", avec son homologue de Korean Aerospace Industries (KAI). Dix ans après avoir réussi une première implantation industrielle sur la base du Super Puma.
En décembre 2005, Airbus Helicopters, alors Eurocopter, avait été retenu par le gouvernement sud-coréen comme partenaire de KAI pour développer un hélicoptère de 8 tonnes destiné à remplacer les MD-(àà et UH-1 de la Force aérienne sud-coréenne. Un hélicoptère baptisé KUH Surion et qui ressemble fortement au Super Puma puisque Airbus Helicopters avait fourni un dessin de base issu de la famille Puma/Cougar.
Le nouveau partenariat mis en place ressemble au premier dans ses grandes modalités puisque l'appareil sera développé sur la base de l'EH 155 et dans deux versions. L'une militaire avec canon sur tourelle, pour un total de 214 appareils; l'autre civile pour des missions d'évacuation médicale, de recherche et sauvetage en mer. Cette version civile doit entrer en service en 2020, suivie de la version militaire en 2022.
Comme sur le Surion, Airbus Helicopters livrera une partie des éléments des futurs hélicoptères depuis son site de Marignane, lesquels seront ensuite assemblés à Sacheon, sur le site de KAI. Nouveauté : les deux partenaires envisagent de crée une joint-venture dédiée à l'exportation des deux versions. Le potentiel de ce marché export est évalué à 600 appareils.
En attendant pour Airbus Helicopters, ce partenariat génèrera un chiffre d'affaires de 1,5 Md$.

The introduction of an in-flight refuelling capability for South Korea has reportedly been postponed by some 12 months, following a delay in downselecting one of the three bids for the deal.
A decision on the bids was expected to be made at the end of 2014, ahead of entry to service in 2017, but according to local news agency Yonhap, a decision will now be made in June 2015 and Seoul will now begin fielding the tanker in 2018.
Bidding for the $1.3 billion four-aircraft deal are Boeing with its 767-based KC-46; Airbus Defence & Space with the Airbus A330 MRTT; and Israel Aerospace Industries with a Boeing 767-300ER-derived tanker transport using second-hand aircraft.

The attributed reason for the delay was offset gaps, but negotiations are expected to begin again in the coming weeks, with the bidding finalised at the end of April, Yonhap reports defence officials as saying.
However, all four tankers are still expected to be deployed by 2019 – two in 2018 and two in 2019 – in line with the original schedule.

Korea Aerospace Industries (KAI) has been named as preferred bidder in the USD8 billion programme to complete development of the Korean Fighter Experimental (KFX) aircraft.
South Korea's Defense Acquisition Program Administration (DAPA) announced the decision following a steering committee meeting chaired by Defence Minister Han Min-koo on 30 March.
DAPA added at the meeting that it had also approved a plan to upgrade existing Patriot Advanced Capability-2 (PAC-2) air-defence missiles as well as procured PAC-3 systems to enhance the country's anti-ballistic missile capabilities. Raytheon has been selected to upgrade the PAC-2 missiles, while Lockheed Martin is expected to provide the PAC-3s.
The announcement about the missiles follows the US Defense Security Cooperation Agency's notification in November about a possible sale of 136 PAC-3s to South Korea in a programme estimated to cost USD1.405 billion.
In relation to the KFX, DAPA said KAI had been selected to enter negotiations to undertake the development programme ahead of rival airline Korean Air. In bidding for the KFX programme, KAI has partnered with Lockheed Martin while Korean Air has teamed with Airbus.
"After reviewing their development plan, ability and bid price by the evaluation team comprised of government officials and experts, we have selected KAI as the preferred bidder," DAPA said. It added that it plans to make a final selection on the KFX developer during the first half of 2015 following negotiations with KAI that will be focused on "price and technologies".
KAI and Korean Air, which undertakes military programmes through its Aerospace division, submitted their respective bids for the KFX programme in February. An earlier tender was aborted by DAPA when only one company, KAI, submitted a bid. South Korea's defence procurement rules dictate that at least two companies must bid for contracts.
KAI was, however, always considered favourite to win the programme. It had previously partnered with Korea's Agency for Defense Development in the early development phase of the KFX, and has also previously collaborated with Lockheed Martin on the development of the T-50 Golden Eagle advanced jet trainer aircraft and its light fighter variant, the FA-50.

Selon l'agence, les missiles longs de 1,9 mètre et pesant 15 kilogrammes ont déjà réussi quatre tests et pourraient être déployés sur les îles Baengnyeong et Yeonpyeong en mer Jaune, près de la frontière maritime entre les deux Corées. Séoul a commencé la mise au point de ces missiles en 2012 ayant dépensé pour ce projet 65 millions de dollars.
La portée de l’arme, conçue pour frapper les véhicules de débarquement à coussin d’air de la Corée du Nord, serait de 5 à 8km.
Pyongyang tire des missiles avant une visite du chef du Pentagone à Séoul Pyongyang a construit en 2012 une base pouvant abriter 70 véhicules de débarquement à coussin d'air à Goampo, à environ 60km de la frontière maritime occidentale. La Corée du Nord a récemment intensifié ses exercices de débarquement et d’infiltration à l’aide de ces engins.
Par le passé, la frontière maritime entre les deux Corées a été à plusieurs reprises le théâtre d'échauffourées meurtrières, dont la dernière remonte à novembre 2010, lorsque le régime communiste a bombardé l'île sud-coréenne de Yeonpyeong située près de cette frontière, faisant quatre morts et poussant la péninsule au bord du conflit.

- Denel Dynamics, the missile and UAV division of South Africa's Denel, is in talks with South Korea about integrating the Al-Tariq precision-guided bomb kit with the Korea Aerospace Industries (KAI) FA-50 light fighter, a senior company executive has disclosed.
Thiens Botha, the company's product manager for stand-off weapons, told IHS Jane's on 23 April that the discussions involved the GPS/INS-guided variant, with fold-out wings and booster motor giving a range of about 100 km. The wingless variant has a range of about 40 km, depending on the release altitude. Imaging infrared and semi-active laser seeker options are also available for the Al-Tariq in a guidance and extension-range kit also known as the Umbani, which can be fitted to Mk 81, Mk 82, and Mk 83 bombs. The kit is a joint venture between Denel Dynamics and Tawazun Dynamics of the United Arab Emirates (UAE).
Botha said the South Korean talks marked the start of an international marketing campaign following the completion of "several hundred" kits for the UAE. The kits were now operational on the UAE's Mirage 2000-9 fighters and Hawker 102 trainers, he said. Manufacturing would move to the UAE around the end of 2016, after which the South African company would focus on development. This was likely to include a radar seeker and a range extension of up to 200 km, said Botha. A stand-off bomb requirement was anticipated for the South African Air Force (SAAF) around 2018 and initial discussions had begun with Saab on requirements for the potential integration of the Al-Tariq on the SAAF's Saab Gripen fighters. Al-Tariq is already integrated on the SAAF's BAE Systems Hawk Mk 120 lead-in fighter trainers. A demonstration firing on 23 April at a Rheinmetall Defence-Denel exhibition at South Africa's Overberg test range saw an Al-Tariq launched from a SAAF Hawk at 30,000 feet strike less than a metre from the designated point of impact after a camera-monitored flight of 40 km.

This proposed sale will contribute to the foreign policy and national security objectives of the United States by meeting the legitimate security and defense needs of an ally and partner nation. The ROK is one of the major political and economic powers in East Asia and the Western Pacific and a key partner of the United States in ensuring peace and stability in that region. It is vital to the U.S. interest to assist our Korean ally in developing and maintaining a strong and ready self-defense capability.
The Aegis Combat System will provide enhanced capabilities on the ROK’s naval ships to defend against possible aggression and protect sea lines of communications. Aegis is the keystone in the ROK Navy’s efforts to upgrade its shipboard combat and ballistic missile defense capability. The ROK will have no difficulty integrating this system into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractors will be Lockheed Martin Maritime Systems and Training in Morristown, New Jersey; Raytheon Company in Andover, Massachusetts; General Dynamics Armament Systems in Burlington, Vermont. Although offsets are requested, they are unknown this time and will be determined during negotiations between the ROK and contractors.
Implementation of this proposal sale will not require any additional U.S. government or U.S. contractor personnel in Korea. However, U.S. Government or contractor personnel in-country visits will be required on a temporary basis in conjunction with program technical oversight and support requirements for approximately five years. | |

The Republic of Korea Navy (RoKN) will debut a locally produced 127 m landing ship tank (LST) vessel in a large-scale joint amphibious landing drill, the Yonhap news agency has reported.
The vessel, RoKS Cheonwangbong (686), will feature alongside 22 other vessels including destroyers, submarines, and the navy's single Dokdo-class amphibious transport dock (LPD) ship, RoKS Dokdo (6111).
The exercise, which begins on 25 June and scheduled to run for 11 days, is being conducted jointly with the Republic of Korea Marine Corps and will take place in waters off Anmyeondo Island on South Korea's west coast.
Cheonwangbong was manufactured by local shipbuilder Hanjin Heavy Industries and was commissioned in November 2014. According to IHS Jane's Fighting Ships , the 4,950-tonne vessel has a top speed of 18 kt and a range of 8,000 n miles at 12 kt.
Cheonwangbong is fitted with one 40 mm main gun and two 20 mm guns. According to the report, the LST can accommodate two helicopters and 300 fully equipped troops. The RoKN is anticipating delivery of three more ships-in-class, the last of which is scheduled for commissioning in 2017.

Nouvelle victoire pour Airbus face à son concurrent américain Boeing. La Corée qui avait lancé un appel d'offre en 2013 vient de sélectionner Airbus pour fournir 4 avions ravitailleurs A 330 MRTT aux forces aériennes coréennes ROKAF. Le montant du contrat s'élève à 1,3 milliards de dollars. Les autres compétiteurs comprenaient Boeing avec le KC-46A Pegasus et l'israélien IAI avec le Boeing B767 MMTT. Les deux premiers seront livrés dès 2018 et les deux derniers en 2019.
La solution MRTT d'Airbus devient un véritable best-seller et enregistre un franc succès à l'export (Royaume-Unis, France, Australie, Arabie Saoudite ou Singapour). Ses avantages : sa forte capacité d'emport et la variété des missions et donc sa polyvalence (transport de passagers, de fret, évacuation médicale...).
Séoul, avec ces ravitailleurs, se dote d'une nouvelle et importante capacité et va pouvoir projeter ses aéronefs de combat (F-16 block 52 ; F-15K) bien plus loin, face aux ambitions chinoises qui met en oeuvre des Il-78 ou pouvoir peser sur les revendications japonaises sur les îles Dokdo-Takeshima

South Korea will deploy a new homegrown mid-range surface-to-air missile, M-SAM, in the country's armed forces this year following a successful test-fire, the South Korea's defense acquisition agency said last week. The missile with a 40-kilometer range, also called "Cheongung," was developed locally in 2011 to replace the ROK Air Force's (ROKAF) aging batteries of MIM-23 Hawk from the U.S.
The Defense Acquisition Program Administration said it recently carried out a successful test launch of the initial M-SAM, sealing the quality certification. The new missile will be distributed to the Air Force starting in September, the DAPA said, adding that mass-production of the M-SAM will also kick off soon.
"The latest quality certification firing has proven the excellent quality of Cheongung," the DAPA said in a statement, adding that utmost efforts will be made to maximize the missile's contribution to military power.
Each Cheongung battery consists of a multi-function radar, a firing control system, a launch pad, and eight missiles, according to Lee Hee-chul of the ADD. The multi-function radar is capable of detecting and tracing incoming enemy aircraft, identifying friend or foe, and guiding missiles. It can intercept up to six aircraft simultaneously, whereas the Hawk can intercept only one at a time.
The Cheongung has a range of up to about 40 km and is aimed at intercepting aircraft flying at an altitude between 10-15 km. It will replace the American-made Hawk, which has been the Air Force's main surface-to-air weapon since 1964.
The Cheongung has a vertical launching system. Once it is launched into air based on a piston system, the missile's rocket motor ignites and the missile is guided by the radar. The missile can change direction quickly and has little chance of being detected by the enemy because it gives off little flare. Equipped with anti-electronic warfare capabilities, the missile system can keep functioning despite electronic jamming maneuvers.
The ADD plans to further develop the Cheongung as a PAC-3-level ballistic interceptor missile. It will have to increase the Cheongung's altitude to 30 km and its range to 100-150 km.

Le film sud-coréen Windfighters, sorti en 2013 en DVD, a été relativement bien accueilli par la critique, même si les spécialistes de l’aviation y ont relevé de nombreuses incohérences. Aura-t-il le même impact pour Republic of Korea Air Force (RoKAF) que celui que « Top Gun » a eu sur le recrutement des pilotes de l’aéronavale américaine? En tout cas, c’est à espérer pour elle…
Car les pilotes de cette RoKAF ont le blues… Et, ces dernières années, ils ont tendance à démissionner massivement pour rejoindre les compagnies aériennes privées pour des salaires élevés. C’est ce qu’il ressort de deux études évoquées ces derniers jours par l’agence de presse sud-coréenne Yonhap.
Ainsi, d’après les stastistiques de la force aérienne sud-coréenne, en 2014, 127 pilotes ont posé leur combinaison de vol et leur casque pour, le plus souvent, le cockpit d’un avion commercial. Ils avaient été 124 en 2013 et 113 en 2012 à faire ce choix.
Une seconde étude a donné des chiffres plus inquiétants encore. Rendue par le colonel Jeong Man-hae et le professeur d’université Kim Dong-joo, la RoKAF a, en moyenne et au cours de ces 10 dernières années, perdu 155 pilotes par an alors qu’elle n’en a formé que 150.
Et cela n’est pas neutre sur le plan comptable, sachant que la formation d’un pilote expérimenté coûte entre 10,3 millions à 12,9 millions de dollars selon les chiffres avancés par l’aviation sud-coréenne.
L’étude du colonel Jeong et du professeur Kim donne trois raisons à cette vague de départ : des soldes peu élevées par rapport aux salaires offerts par les compagnies commerciales, qui sont le plus souvent chinoises, des mauvaises conditions de vie et de travail et le manque de promotions.
« Nous mettons nos vies en danger tous les jours dans cet état de quasi-guerre avec la Corée du Nord. (…) La vie en tant que pilote de combat est peut-être honorable, mais je ne sais pas s’il y a beaucoup de gens prêts à vivre avec autant de stress et à être constamment loin de leur famille le week-end et les jours fériés. Je pense que ceci est la principale raison de l’exode, plutôt que l’argent », a commenté un pilote de la RoKAF auprès de l’agence Yonhap.

South Korea's STX Offshore and Shipbuilding has launched the country's sixth Incheon-class Future Frigate Experimental (FFX) guided-missile frigate, the Republic of Korea Navy (RoKN) announced on 11 August through its official social media channel.
The 114 m ship was launched on 11 August in Changwon, and has been named RoKS Gwangju with pennant number 817. Gwangju is the third Incheon-class ship built by STX, following Gangwon (FFG 815) and Chungbuk (FFG 816), launched in August and October 2014 respectively.
The first three ships-in-class - RoKS Incheon (FFG 811), RoKS Gyeonggi (FFG 812), and RoKS Jeonbuk (FFG 813) - were built by another South Korean shipbuilder, Hyundai Heavy Industries.
According to IHS Jane's Fighting Ships , the Incheon-class vessels are fitted with a 127 mm gun as the primary weapon, along with one six-barrelled Phalanx Block 1B close-in weapon system (CIWS) for defence against incoming threats.
For submarine prosecution, the platforms are equipped with hull-mounted and towed array sonar systems and with six (two triple) 324 mm torpedo tubes that can deploy the indigenously developed K745 Cheong Sangeo (Blue Shark) torpedoes.
Powered by a Combined Diesel or Gas (CODOG) propulsion arrangement, Incheon-class ships have a top speed of 30 kt and a standard range of 4,500 n miles at 13 kt. They can each accommodate 140 crew and the flight deck can also embark one AgustaWestland AW159 Wildcat helicopter.
Gwangju is scheduled for delivery in early 2016, with entry into service expected later the same year.

The Defense Ministry of South Korea said Monday it will host a contest in October to pick the best anti-hacking experts as part of efforts to fight growing hacking threats in cyberspace. In the 2015 White Hat Contest, to be held in October, three final teams each will be picked from the adult and underage segments in a simulated cyberattack situation in which the contestants are tasked with blocking hacking attempts, the ministry said.
The winners will be given prizes along with a financial award worth 72 million won ($61,000) in total, the ministry said.
The qualifying and final rounds are planned for Oct. 10 and Oct. 21, respectively. The National Intelligence Service will jointly host the competition under the auspices of the Military Cyber Command.
White hat is a term that refers to computer security experts who specialize mainly in fighting illegal hacking attacks.
"The military is making multilateral efforts to safeguard cyberspace at a time when the technology and methods (of cyberattacks) by unidentified attackers are fast-evolving," the ministry said, explaining the background of the competition.
The contest will also include a competition for cybersecurity policy and technology suggestions, which will kick off Monday, according to the ministry.
Cyberspace has recently become the latest battlefield in the wake of growing state and non-state hacking attempts for cyberespionage or disruption.
