Le programme d’avion de 5e génération ATD-X [ou X-2] conduit par Mitsubishi Heavy Industries (MHI) étant à l’arrêt, Lockheed-Martin avait proposé à Tokyo, en avril, de développer un nouvel appareil combinant les capacités du F-22A Raptor et du F-35 Lightning II. Mais a priori, ce n’est pas vers cette solution que penche le gouvernement japonais.
D’après le quotidien nippon Nikkei, Tokyo envisage actuellement d’acquérir, pour 8,8 milliards de dollars, 100 F-35 de plus, lesquels viendraient donc s’ajouter au 42 exemplaires déjà commandés.
Ce projet permettrait de remplacer une partie des F-15 en service au sein des Forces d’autodéfense japonaises et de doter ces dernières d’une nouvelle capacité, avec la commande de quelques F-35B, c’est à dire la version STOVL [décollage court/atterrissage vertical] de l’avion de Lockheed-Martin.
En février des sources officielles japonaises avaient confié à l’agence Reuters qu’une commande de 20 à 25 F-35B était à l’étude pour en doter les deux « destroyers porte-hélicoptères » de la classe Izumo.
D’ailleurs, selon Nikkei, la modification, à cette fin, de ces deux navires et la commande éventuelle de 100 F-35 supplémentaires devraient être confirmées en décembre prochain par le gouvernement japonais, lorsque les directives du programme de défense du pays seront publiées.
Mais a priori, la modification des navires de la classe Izumo paraît certaine. « Nous aimerions les utiliser à des fins aussi nombreuses que possible », a en effet affirmé Takeshi Iwaya, le ministre japonais de la Défense, alors qu’il était interrogé sur la modernisation de ces bâtiments, qui sont les plus imposants des forces navales d’autodéfense nippones depuis la fin de la Seconde Guerre Mondiale.
Si ces plans sont approuvés, le Japon disposera, à terme, de 142 F-35A/B mais aussi d’une centaine de F-15 modernisés qui seront complémentaires des premiers… tout comme les forces aériennes israéliennes. | |

A Chinese news agency responding to Japan’s reported decision to retrofit the JS Izumo helicopter carrier to carry F-35B fighter jets said “making an aggressive move like this may drive the country to repeat its militaristic history.” The Japanese government reached an agreement to buy 100 F-35s, Nikkei Asian Review reported this week, citing sources. Some of the aircraft to be included in the package are F-35B short takeoff vertical lift fighter jets, which are ideally suited for sea-based operations. In order for Japan to accommodate the F-35B, the Maritime Self-Defense Force would have to retrofit some of its ships.
Upgrading the Izumo-class ships would change them from self-defense assets into tools for military expansion, the Chinese Foreign Ministry claimed on Thursday, as reported by Asia Times.
The F-35 deal supposedly in the works would increase the number of fifth-generation aircraft destined for the Japanese Self-Defense Force from 42 to 142, Sputnik reported. Tokyo seeks to modernize half of its aging F-15 fleet while replacing the rest with F-35s. The Nikkei Asian Review report did not specifically indicate that Tokyo has plans to expand its aerial fleet.
On Thursday, sources told Asahi Shimbun that the plan to buy 100 F-35s was "aspirational," and that the order will more likely be for "around 40 new aircraft." Yet another unidentified source told CNN Thursday that the deal really will be for 100 F-35s total, 40 of which are F-35B variants.
Tokyo is expected to release its procurement plans and medium-term defense goals in mid-December.
Japanese Defense Minister Takeshi Iwaya explained at a Wednesday news briefing that the ministry wants to acquire a "highly competent fighter jet." Iwaya also confirmed that the ministry is closely studying how to convert one of its 27,000-ton Izumo-class destroyers to carry fighter jets. "Since this is valuable equipment that we already own, I think it would be desirable to use it for as many purposes as possible," Iwaya said at a news conference Thursday in Tokyo following a cabinet meeting.
The Chinese Foreign Ministry stated that if Tokyo is committed to a military buildup, it can count on thawed bilateral relations getting iced once more, Asia Times reports. "Japan must not forget its infamous history of invading countries and regions in the Asia-Pacific region during the WWII," China's Global Times cited experts as saying in a report Thursday.
"By having the F-35B on its carriers, Japan will be asked to play a bigger role in the US' global military strategy to the extent that Japan might be able to deploy its troops around the world," Song Zhongping, a Chinese military analyst, told the news agency. _________________ Les peuples ne meurent jamais de faim mais de honte.

Japan has signed for the second of four Boeing KC-46A Pegasus tanker aircraft it plans to field from 2020.
A Foreign Military Sale (FMS) contract for a single aircraft for Japan was announced by the US Department of Defense (DoD) on 6 December, following the award of the first aircraft in December 2017. While that first award included support and was valued at USD279 million, this latest contract is for the aircraft only and is valued at USD159 million.
The first KC-46A is due to be delivered to the Japan Air Self-Defense Force (JASDF) in 2020, with this second aircraft to follow by 30 June 2021. However, with delays to Boeing's programme to deliver up to 179 KC-46As to the US Air Force (USAF), this schedule might be pushed back.
Japan selected the KC-46A under its KC-X aerial refuelling competition in October 2015. The JASDF is looking to acquire four new tankers to augment its current fleet of four Boeing KC-767J platforms, with the total value of the procurement expected to be USD1.9 billion.
The KC-46A is a 767-2C provisioned freighter with a 767-400 flight deck that features the Rockwell Collins large-format displays of the 787 airliner. Boeing has highlighted the almost tactical nature of its aircraft, with it being deployed 'closer to the fight' to better support expeditionary operations; being fitted with ballistic armour in the cockpit, passenger cabin, and fuel tanks; electro-magnetic pulse hardening; and nuclear, biological, and chemical protection.

Japan had already purchased 42 F-35As, produced by Lockheed Martin, and is now about to purchase 63 additional F-35As and 42 F-35Bs which are the Short TakeOff Vertical Landing (STOVL) version of the F-35. This purchase has been decided to gradually replace more than 100 pre-MSIP F-15Js aircraft. The F-35 Lightning II is a stealthy (radar-evading), supersonic, multi-role fighter aircraft designed to meet United States' and the United Kingdom's requirement for an affordable next generation fighter. It will replace a wide range of aging fighter and strike aircraft currently in service in both these countries, but also abroad. It can be armed with 1 GAU-12/U 25 mm cannon (F-35A mounted internally with 180 rounds, F-35B/C mounted as an external pod with 220 rounds) and 4 AIM-120 AMRAAM, AIM-9X Sidewinder, or AIM-132 ASRAAM or 2 2,000 lbs. air-to-ground munitions (2 x 1,000 lbs. in F-35B). The F-35A version of the F-35 is a conventional takeoff and landing (CTOL) multirole, supersonic, stealth fighter that has extraordinary acceleration and 9-g maneuverability and agility. The Japan Maritime Self-Defense Force (JMSDF) commissioned its second Asahi-class guided-missile destroyer in a ceremony held on 27 February in Nagasaki Prefecture.
Named JS Shiranui (pennant number 120), the 151 m-long vessel was inducted into the service's Escort Division 7 of Escort Flotilla 3, based in Ominato Base in Mutsu, Aomori Prefecture, shortly after being handed over by Mitsubishi Heavy Industries (MHI) at its Nagasaki Shipyard & Machinery Works, according to a JMSDF statement.
Shiranui , which is the first JMSDF ship to feature a periscope-detection radar, was launched in October 2017 and began sea trials in July 2018. The first vessel of the class, JS Asahi (pennant number 119), was commissioned in March 2018.
A JMSDF spokesperson told Jane's on 4 March that there are no plans to build more ships of this class. Instead Japan plans to build a total of eight 3,900 tonne-class multirole frigates by fiscal year 2021.
According to Jane's Fighting Ships , the Asahi class has a standard displacement of 5,100 tonnes (5,628 tons), and is powered by two General Electric LM2500 gas turbine engines in a combined gas turbine-electric and gas-turbine (COGLAG) configuration.
The class has a top speed of 30 kt and a crew complement of 220, according to the JMSDF. Each of the ships can accommodate a Mitsubishi (Sikorsky) SH-60K helicopter on the flight deck, and another one in a hangar deck.
The Asahi class is armed with a 127 mm naval gun as its primary weapon, and two Phalanx 20 mm close-in weapon systems. The platform is also equipped with launchers capable of deploying the Type 90 anti-ship missile, and the RIM-162 Evolved SeaSparrow Missile (ESSM).
The warship's anti-submarine warfare capabilities are provided by six (two triple) 324 mm torpedo tubes, an OQQ-24 hull-mounted sonar, and an OQR-4 tactical towed array system (TACTAS). | |

The Japan Maritime Self-Defense Force (JMSDF) commissioned its 10th Soryu-class diesel-electric attack submarine (SSK) on 18 March in a ceremony held in Hyogo Prefecture in west-central Japan.
Named JS Shoryu (with pennant number SS 510), the 84-m-long boat was inducted into the JMSDF's Submarine Flotilla 1, based in Kure, Hiroshima Prefecture, shortly after being handed over by shipbuilder Kawasaki Heavy Industries (KHI) at its facility in Kobe, the company said in a press statement. Shoryu , which was launched in November 2017, is the fifth submarine of the class to be built by KHI, with the other five having been built by Mitsubishi Heavy Industries (MHI).
The total cost of acquiring the submarine is about JPY56 billion (USD502 million), a spokesperson at the JMSDF told Jane’s on 18 March.

According to Jane’s Fighting Ships , the Soryu class has a beam of 9.1 m, a hull draught of 8.4 m, and a displacement of 2,947 tonnes when surfaced and 4,100 tonnes when submerged. Powered by two Kawasaki 12V 25/25 diesel engines and four Kawasaki Kockums V4-275R Stirling air-independent propulsion (AIP) engines, the class has a top speed of 20 kt when submerged and 12 kt when surfaced.
The Soryu class is equipped with six 533 mm bow torpedo tubes that can fire the Japanese-developed Type 89 heavyweight torpedo. The boats are also capable of deploying the UGM-84C Harpoon medium-range anti-ship missile against surface targets.
Each submarine since the eighth of the class has also been equipped with an undisclosed number of countermeasures, according to a spokesman from the Japanese Ministry of Defence.
The 11th of the class and the sixth to be built by MHI, Oryu (with pennant number SS 511), was launched in October 2018 and is the first Soryu-class SSK for the JMSDF to be equipped with lithium-ion batteries in place of lead-acid batteries.
