Code:
The Su-30МКМ was developed by the Sukhoi Design Bureau on basis of the super maneuverable fighter the Su-30MKI. The aircraft has the same aerodynamically perfect airframe, state-of-the-art engine with the Thrust Vector Control (TVC) and the most advanced digital fly-by-wire system. The MKM version differs from the MKI by virtue of the composition of the onboard avionics. The French company ТHALES supplies the Head-up display (HUD), navigational forward-looking IR system NAVFLIR and Laser Designation pod (LDP Damocles). Aircraft carries missile approach warning sensor (MAWS) and laser warning sensor (LWS) manufactured by the AVITRONICS company (South Africa).

The electronic warfare (EW) system, up-to-date radar (with a phased antenna array capable of simultaneously tracking 15 and attacking 4 targets), optic-location system with the laser rangefinder are all produced by leading Russian manufacturers.

ça c'est des JPO Malaysian Armed Forces (MAF) Icon_sal les visiteur ont l'air d'apprécier le fait qu'il peuvent manipuler des armes et les regarder de très près. c'est la meilleure façon de faire apprécier l'armée !

Malaysia to phase out troublesome MiG-29 fighters

Malaysia has announced plans to phase out its RSK MiG-29N fighters over the next few years, with the fleet having been plagued by problems since it bought the type in the early 1990s.

"I have decided that from next month, the aircraft will be phased out and we should find a way to sell them to certain companies or countries approved by the United Nations," Malaysia's new defence minister Ahmad Zahid Hamidi told the official Bernama news agency.

The minister did not say what would replace the MiG-29s, which are operated in an interceptor role. The Royal Malaysian Air Force is scheduled to receive its last six of 18 Sukhoi Su-30MKMs by year-end, and already operates eight Boeing F/A-18Ds and 13 BAE Systems Hawk 208s that are used in a light attack role.

Industry sources say Malaysia has encountered problems in obtaining spares for its 14 MiG-29s, and that maintenance has been an issue for a long while. A mid-life upgrade had been mooted as a possible solution to the problems, but sources say it would be cheaper over the long run to buy new fighters instead.

Kuala Lumpur already has a pending requirement for another 18 fighters. Observers believe that it could begin a competition in a few years and assess the Su-30, Boeing F/A-18F Super Hornet and potentially Saab's Gripen. The air force could now ask the defence ministry to increase the number of fighters it buys through this tender to replace the MiG-29s.

One problem, however, is Malaysia's tight defence budget. Last October, the global economic crisis forced it to delay a plan to buy Eurocopter EC725s to replace its army's Sikorsky S-61 "Nuri" utility helicopters.

It has also postponed a plan to buy eight airborne early warning and control system aircraft until the 10th Malaysia Plan, covering 2011-15, or even the subsequent plan, spanning 2016-20. The country also has requirements for maritime patrol aircraft and anti-submarine warfare helicopters.

On the 1Malaysia concept in the Malaysian Armed Forces, he said the ministry had carried out the 1Malaysia 1Force campaign through the concept of holistic defence and encouraging all races to join the territorial army.

In another development, Ahmad Zahid said the federal government had agreed to provide assistance to the storm victims in the Bagan Datoh parliamentary constituency with the involvement of 98 soldiers from the army's 2nd Division.

He said the Engineers Corps and Infantry brigade would rebuild or repair the homes damaged by the storm early last Saturday morning. The work will take about two weeks.

In the storm, the roofs of 408 houses were damaged or blown off, while 32 houses were badly damaged.

ça explique pourquoi les 2/3 de la flotte russe est clouée au sol, certains explique ça par le manque de moyens chez l'armée russe post-soviétique pour la maintenance, mais si c'était vrai pourquoi les flakers en dotation chez les russes resistent mieux que les mig29?! c'est claire que le mig 29 souffre de problèmes structurelles

Le bâtiment, qui compte 35 membres d’équipage, avec à leur tête le commandant Zulhelmy Ithnain, devrait faire escale à Jeddah, Djibouti et Cochin cet été, avant de rallier son futur port d’attache.

Non pourvu jusque-là de force sous-marine, Kuala Lumpur avait demandé à Paris une forte implication étatique afin de les aider à créer leur force sous-marine.

Le contrat, entré en vigueur en 2003, prévoyait donc, en plus de la commande de deux sous-marins Scorpene à DCNS, la formation des équipages malais. Dans ce cadre de contrat «package» innovant, de nombreux acteurs français (marine nationale, DCNS, Navfco, DGA, service de soutien de la flotte…) sont intervenus. Afin d'assurer la formation des malaisiens, la Marine Nationale a mis à disposition le sous-marin “Ouessant” (Agosta B). Retiré du service actif en 2001, sa vie opérationnelle a ainsi été prolongée pour devenir un sous-marin école.

Le contrat prévoyait 460 jours de disponibilité pour permettre une formation à la mer de quatre ans comprenant le grand carénage (vingt mois) du "Ouessant"et la maintenance durant les quatre ans de formation. Alors que le grand carénage a été achevé en octobre 2005, la formation des sous-mariniers malais à la mer a débuté dès la fin novembre pour s’achever le 9 juillet.

Au final, Navfco, grâce au soutien de la marine nationale et de DCNS, aura réussi à créer une force sous-marine à partir de rien, au standard français (contrôlé par ALFOST), impliquant une centaine de formateurs français.

A Brest, l’école aura formé au total 170 élèves malais et assuré plus de 9 000 heures de plongée (avec une moyenne de 1 300 heures par élève). Deux équipages de Scorpene ont été formés ainsi que du personnel de réserve, d’état-major et de soutien à terre. La formation se déroulait en plusieurs étapes, dont la première, théorique, en salle de classe. Puis la promotion malaisienne s’entraînait sur simulateur d’Agosta, réparé pour l’occasion, avant de naviguer sur le “Ouessant”. Enfin, après un passage sur le simulateur Scorpene (qui sera dès cet été envoyé en Malaisie) et un entraînement à terre aux systèmes “subtics”, les Malais terminaient leur apprentissage à la mer sur le Scorpene, sous contrôle d’officiers de Navfco.

Avec la dernière mission du “Ouessant”, entré en phase de désarmement, la formation des Malais s’achève, marquant les débuts officiels de la force sous-marine malaisienne. Par la même occasion, le dernier des sous-marins à propulsion classique Agosta A70 de la Marine nationale vient d’être retiré du service actif.

Toujours en discussion, le “Ouessant” pourrait devenir un musée, offert à la Malaisie par la France. Reste que le problème de son acheminement n’est toujours pas réglé. Le deuxième Scorpene malais, le “Tun Razak”, entrera en service l’année prochaine.

Les deux submersibles malaisiens devraient être dotés de 18 torpilles Black Shark et d'une capacité de tir de missiles antinavires Exocet SM 39. Le second bâtiment, le “TD Tun Razak”, doit être livré en octobre prochain.

The contract for 18 Su-30MKM multifunctional fighters for RMAF was signed during the official visit of Vladimir Putin, then President of Russia, to Malaysia in August 2003.

After thorough examination RMAF selected Su-30MKM thus preferring it to US F/A-18 Super Hornet fighter. According to local mass media the decision of Malaysian leadership was largely influenced by India’s successful operation of Su-30MKI.

Su-30??? («multi-role, commercial, Malaysian») is the latest version of the renowned super-maneuverable Su-30??I fighter created for India. The aircraft has the same aerodynamically perfect airframe, state-of-the-art engine with the Thrust Vector Control (TVC) and the most advanced digital fly-by-wire system. The MKM version differs from the MKI by the onboard avionics suite composition tailored to accommodate the customer’s needs.

The fighter is fitted with the modern phased antenna array radar which enables simultaneous tracking 15 targets and attacking 4 targets. Su-30MKM avionics suite includes electronic warfare (EW) system and optic-location system with the laser rangefinder supplied by Russia’s leading manufacturers. Also certain western-made avionics were integrated onboard the fighter: Head-up display (HUD) navigational forward-looking IR system NAVFLIR, Laser Designation pod (LDP Damocles) and some others.

Integration of all the avionics systems was carried out with active participation of Su-30MKM Project Team consisting of RMAF officers and based in Moscow.

Presentation of Su-30??? took place on the 24th May of 2007 at Irkutsk Aviation plant – Irkut Corporation key production facility. In his interview to Malaysian national agency Bernama Chief of RMAF Gen Datuk Seri Azizan Ariffin defined that day as a "historical date". According to Chief of RMAF, Malaysia acquired from Russia "the most sophisticated multi-role aircraft in Southeast Asia".

In December 2007 two Su-30??? took part in display flights at the 8th International air and naval show LIMA (Langkawi) generating a lot of public interest.

Su-30MK multirole fighter is one of the most popular combat aircraft in the world. It’s the first serially produced combat aircraft to sport super-maneuverability and the first export fighter equipped with phased antenna array onboard radar.

Irkut Corporation successfully fulfills contracts for the delivery of Su-30MK-type fighters to India, Algeria and Malaysia, along with technical kits for Su-30MKI license production by India’s Hindustan Aeronautics Limited. All in all around 300 SU-30MK-type aircraft have been ordered with nearly 150 already delivered. There are certain perspectives to increase order-book. Overhauling Su-30MKI is being set up in India.

Negotiations on IAF’s Su-30MKIs upgrade are underway. In particular it is planned to equip them with BrahMos Indo-Russian anti-ship missiles to create unprecedented weapons suite in the world.

KD Inderapura, Royal Malaysian Navy's largest logistics ship caught fire off the coast of Lumut this morning while sailing to Teluk Sebagak, Sabah.
The fire, which started at 6.23am, is still raging but under control, said Defence Minister Datuk Seri Zahid Hamidi.

The 40-year old ship was one of the two Malaysian naval ships involved in the special mission freeing the MISC vessels Bunga Melati V and Bunga Melati II, which were held hostage by pirates last year.

Zahid said senior Naval officials are at the scene to investigate the cause.
"We are investigating from all angles, including arson and sabotage," he said adding that the fire is under control and there is no oil spill.
"There were several explosions, I believe seven.

"We will issue a statement as soon as we get details," he added.

08:23 GMT, November 2, 2009 The Malaysian Government has indicated that it intends to retire its entire fleet of MiG-29N interceptors by the end of 2010. The government is expected to save RM260 million ($75.68 million, €51.30 million) annually by phasing out the aircraft. Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said the money saved would be utilised to pay for the maintenance of other aircraft and systems which were still being used in the Royal Malaysian Air Force (RMAF).

He said the MiG-29N fighter jets would be phased out as it was difficult and costly to maintain some old components and systems for the fighter jets.

"The weaponry for the fighter jets has reached the end of its lifespan and extending the lifespan would be costly and would not be viable," he told Parliament. Ahmad Zahid said this when replying to Datuk Abdul Rahman Dahlan (BN-Kota Belud) who wanted to know the rationale in phasing out the Russian-made MiG-29N jet fighters.

The minister said the RMAF planned to replace the MiG-29N fighter jets with the 'Multi Role Combat Aircraft' (MRCA) for air operations. "After the MiG-29N fighter jets have been phased out, their role would be carried out by the Sukhoi SU-30MKM which is among the most sophisticated long-range fighter jets," he said.

The MiG-29N aircraft played the role of interceptor jets and 18 of the fighter jets were purchased for the RMAF in 1993. However, two of the aircraft crashed in 1998 and 2005.

The Malaysian decision marks the “end of an era”, as Malaysia was the first non-Soviet block country to acquire Russian combat aircraft. Malaysia is now expected to float a request for proposal (RFP) for 18 new-generation fighter aircraft to replace the MiG-29Ns. This may take the form of long-expected follow-on order for a second batch of F/A-18s (these would now be in the SUPER HORNET version), but thinking in Kuala Lumpur appears to be in favour of an open tender. Circulation of the RFP is expected sometimes next year after completion of a study on the Royal Malaysian Air Force’s fighter requirements. It seems likely that all major combat aircraft manufactures will be invited to submit their bids. Given the current emphasis on bolstering its indigenous defence industry, Malaysia would probably include not only the usual request for offsets, but also technology transfer and industrial partnership clauses.

In the meantime, Russia's state arms exporter Rosoboronexport has already offered to buy back the remaining 16 MiG-29Ns and in turn supply the RMAF with a follow-on batch of six Su-30MKMs at what is described as a “fair price”.

The RMAF’s plans for the purchase of a new fleet of fighter aircraft are, however, facing very serious financial obstacles. The global economic downturn appears to have been a damper for the Malaysian defence procurement. Since 2008, Kuala Lumpur has been careful not to announce any major orders but rather proceed with ongoing commitments. The defence procurement budget is under strain, as the government focuses on economic recovery.

The 10th Five-Year Malaysian Plan (2011-1015), which is to the submitted to Parliament in June 2010, is expected to propose procurement and development funding to the tune of RM7 billion (some $1.6 billion) for the entire defence and security sector, with some RM5 billion being allocated for defence proper. It is further understood that nearly half the total amount will be invested in order to replenish war stocks (missiles, bombs and ammunition), with relatively little money being left for new procurement efforts. Also, at least 30 per cent of the available money will be reserved for purchases from the national defence industry. Clearly enough there is no way the purchase of 18 new-generation aircraft could be financed under these conditions.

Le 8 octobre dernier, un bâtiment amphibie de la marine malaisienne, le KD Seri Indera-pura, prenait feu à quai, à cause d’un court-circuit. Le ministre malaisien de la défense, Ahmad Zahid Hamidi, a annoncé ce dimanche que le navire, âgé de 40 ans, ne serait pas réparé.
Le ministre a expliqué qu’il envisageait soit de le transformer en musée, soit de le vendre pour pièces détachées.
Il a précisé qu’une proposition de saborder le KD Seri Inderapura comme récif artificiel au large de Pulau Sembilaan avait été abandonnée parce qu’elle était jugée dangereuse.
Ahmad Zahid a déclaré qu’il fallait remplacer le navire et que son ministère évaluait des propositions de la Corée du Sud, de la France et d’Allemagne.
Comme la construction d’un nouveau bâtiment prendra entre 4 et 5 ans, l’évaluation a déjà commencé.
