IMDEX Asia 2015, TKMS revealed technical data of new type conventional submarine of the
Singapore Navy. Both units will be completed in 2025. They will replace in-service nearly 50
years ex-Swedish Challenger-class submarines (photo: Michael Jarocki)

At this year's IMDEX Asia exhibition, TKMS Germany provided some technical details of new conventional submarines Type 218SG. As we know, based on a request from the Navy in 2013, Singapore has taken the decision to buy at least two units of submarines from the German shipyard Howaldtswerke-Deutsche Werft. The German manufacturer beat other bidders include the Swedish Kockums shipyard.

New Singapore Navy submarines built in HDW shipyard in Kiel, northern Germany. At IMDEX Asia announced that Type 218SG will have a length of 70 meters and a width of 6.3 meters. Displacement at the surface will be 2,000 tons, a total of 28 officers and sailors needed. Estimated speed and range are still unknown. The unit will be designed to carry heavy torpedoes and fired cruise missiles. Torpedo tubes will also be used for landing troops and deep sea submersible vehicles for special forces.

Type 218SG will have eight 533-mm torpedo tubes, equipped with AIP and used X-shaped tail rudder. The contract value is
estimated exceed 1 billion euros (photo : Coffee and Bullets)

The main tasks will include patrolling submarines in waters controlled by Singapore and protect the economic exclusive zone. The units can also be used for the observation and analysis of the marine environment, detection and removal of sea mines, conduct reconnaissance and support activities carried out by the army in the coastal region.

The first Type 218SG submarine will be completed in 2020. To enter service two years later, after passing through the sea acceptance tests and final test, as well as the completion of the training program for the crew. Both units should be in line 2025.

New submarines will complete two Singapore Navy fleet in service : two Archer-class submarines (1,400 tonnes surfaced) the former Swedish Västergötland class submarines which nearly 30 years old, RSS Archer (ex-HMS Halsingland) and RSS Swordsman (ex-HMS Vastergotland).

Singapore unveils Renault Trucks Defense Higuard MRAP armoured vehicles

During a military parade rehearsal held on June 28, Singapore unveils new 6x6 armoured vehicles. The Army of Singapore studied a project for replacement of its old V200 4x4 armoured vehicle personnel carrier with the new Protected Response Vehicle (PRV). It seems Singapore has opted for the Renault Trucks Defense (RTD) Higuard solutions.

Forces armées de Singapour/Singapore Armed Forces (SAF) - Page 9 Singap10

The security threats the Republic of Singapore is facing is constantly evolving - which is why the Singapore Armed Forces must constantly "remake itself" to ensure it is able to nullify the evolving threats the Republic could face, said Defence Minister Dr Ng Eng Hen.

"The SAF will further leverage new technologies to respond to security challenges both externally and internally. New units for cyber defence are being raised. Better capabilities using infocomm technology, robotics and artificial intelligence are in the pipe-line for testing and integration into existing systems." added Dr Ng Eng Hen.

The V-200 is a 4x4 armoured vehicle which was designed and manufactured by the American Company Cadillac Gage based on the V-100 Commando. First batch of V-200 vehicles were delivered to Singapore in July 1970.

The V-200 was sold only to Singapore and is no longer being produced. Versions of the V-200 used by Singapore include: anti-aircraft, with the Swedish SAAB Bofors Dynamics RBS 70 surface-to-air missile system; recovery, fitted with an A-frame at the front of the hull; fire support, fitted with a two-man turret armed with a 90mm MECAR gun with 7.62mm coaxial and 7.62mm anti-aircraft machine guns; and APC, fitted with a two-man turret armed with a 20mm Oerlikon Contraves cannon, 7.62mm coaxial and 7.62mm anti-aircraft machine guns.

Renault Trucks Defense’s HIGUARD (MRAP) combines the excellent off-road mobility of the Sherpa Medium 6x6 tactical vehicle with the very high level of protection of its specially armoured cab (ballistic, mine and IED protection).

The HIGUARD (MRAP) is ideally suited for tactical missions such as troop transport in asymmetric combat areas. Its large volume and payload accommodates up to 12 soldiers with their equipments. The HIGUARD (MRAP) is also fitted for a roof mounted weapon system. Singapore Higuard seems to be fitted with a 7.62mm remote controle weapon system. Some might be equipped with 12.7mm heavy machine guns or with 40mm grenade launchers.

Singapore launches first Independence-class Littoral Mission Vessel

Ridzwan Rahmat, Singapore - IHS Jane's Navy International
02 July 2015

Singapore launches LMV Independence, the first replacement for Fearless-class patrol vessels
The ship will prove out new concepts for the RSN, including an integrated bridge and combat centre
Singapore has launched the first of eight Littoral Mission Vessels (LMVs) on order for the Republic of Singapore Navy (RSN).

The vessel, Independence , was launched on 3 July at ST Marine's shipyard in Benoi in a ceremony presided over by Singapore's defence minister Ng Eng Hen.

Singapore's Ministry of Defence (MINDEF) signed a contract for the LMVs in January 2013, with the ships replacing the RSN's 11 Fearless-class patrol boats (which have been in service since the mid-1990s). The LMV has been jointly designed by Saab Kockums AB and ST Marine, and is being built in Singapore by ST Marine. Singapore's Defence Science and Technology Agency (DSTA) is the overall manager and systems integrator for the programme.

The Independence class is fitted with one Oto Melara 76 mm main gun, two Oto Melara Hitrole 12.7 mm remote-controlled weapon stations (one each on the port and starboard sides), and a stern-facing Rafael 25 mm Typhoon gun system. Protection against hostile aircraft and missiles is provided by MBDA's VL Mica anti-air missile system deployed via a 12-cell vertical launching system (VLS) in the forward section.

The platform's non-lethal options are provided by two water cannon and two remote-controlled long-range acoustic device (LRAD) system turrets with integrated xenon lights.

The sensor suite includes the Thales NS100 3D surveillance radar, Kelvin Hughes' SharpEye navigation radar, and an electro-optical director and 360° surveillance system supplied by Stelop (a business unit of ST Electronics). In response to a question from IHS Jane's , the RSN confirmed that the LMV does not have an anti-submarine warfare (ASW) capability.

The 1,250-tonne ship has a length of 80 m, a beam of 12 m, and a draught of 3 m. It has a top speed in excess of 27 kt and a range of 3,500 n miles on an endurance of 14 days.

Forces armées de Singapour/Singapore Armed Forces (SAF) - Page 9 Singap11
The LMV can embark a medium-lift helicopter on its flight deck. It also features a launch-and-recovery system (provided by Norwegian Deck Machinery) that can accommodate at the stern two rigid hull inflatable boats (RHIBs) or the Protector unmanned surface vessel (USV). The LMV has a baseline crew complement of 23, including five officers.

A concept that is being proven out in the RSN for the first time is the LMV's integrated command centre, which co-locates the ship's bridge, combat information centre (CIC), and machinery control spaces.

"The integrated command centre integrates and synergises the management of navigation, engineering, and combat functions to achieve greater operational effectiveness and efficiency, especially during maritime security operations", said MINDEF. This approach mirrors that adopted on the US Navy's Independence-class Littoral Combat Ship (LCS).

Also fitted is a remote monitoring system that allows for real-time reporting of serviceability data. "The ship's platform and combat systems' health status can also be transmitted back to shore for centralised monitoring and prognosis of the systems to detect anomalies and plan for pre-emptive maintenance," said MINDEF.

To maximise versatility, the LMV has been configured to deploy a range of containerised mission packages such as a medical module to support humanitarian assistance and disaster relief (HADR) operations. The platform can also deploy unmanned systems for surveillance and mine countermeasures (MCM) operations.

Following the launch, Independence will undergo a combat system installation period, and will then start sea trials. The vessel is scheduled for delivery in 2016 and is expected to be fully operational by 2017. All eight LMVs are expected to achieve full operational capability by 2020.

COMMENT
Concepts such as the integrated command centre exemplify the RSN's service-wide effort to reduce manpower requirements. In an interview in the Singapore Armed Forces' publication Pioneer in May 2015, chief of navy Rear Admiral Lai Chung Han highlighted the republic's dwindling birth-rate as a challenge facing the service.

Other recent efforts to ease the manpower burden include the deployment on board RSN vessels of unmanned systems, such as the Scan Eagle unmanned aerial vehicle (UAV) and the REMUS autonomous underwater vehicle (AUV).

The LMV's lack of organic ASW capability, in contrast to its sonar-equipped predecessors, suggests that the RSN is now relying on its Formidable-class frigates as the service's main submarine prosecutors. It could also be an indication that the RSN may employ helicopter-based submarine prosecution capabilities for the LMVs.

First NS100 radar completes factory acceptance

Richard Scott, London - IHS Jane's Navy International
31 August 2015

The first NS100 E/F-band dual-axis multibeam surveillance radar for Singapore's Littoral Mission Vessel (LMV) programme has completed Factory Acceptance Testing (FAT) at Thales Nederland's Hengelo facility in the east of the Netherlands.

NS100 marries an electronically stabilised, mechanically rotating antenna with an active electronically scanned array able to generate beams simultaneously in elevation and azimuth. The system draws on technology previously proven in Thales Nederland's SMART-S Mk 2 and the SMILE/Sea Master 400 E/F-band radars, and shares the same generic SR3D platform architecture.

ST Kinetics unveils next-generation Terrex 2 amphibious armoured vehicle

Kelvin Wong, Singapore - IHS Jane's Defence Weekly

Singapore Technologies (ST) Kinetics, the land systems arm of government-linked defence prime ST Engineering, has taken the wraps off its latest indigenous 8x8 wheeled armoured vehicle development in an exclusive briefing with IHS Jane's .

Designated the Terrex 2, the new vehicle leverages the company's experience with the Terrex infantry carrier vehicle (ICV) - which has found domestic success with the Singapore Armed Forces (SAF) - as well as the ongoing US Marine Corps Amphibious Combat Vehicle Phase 1 Increment 1 (ACV 1.1) programme that the company is pursuing in partnership with the Virginia-based Science Applications International Corporation (SAIC).

ST Kinetics chief marketing officer Winston Toh told IHS Jane's that the Terrex 2 represents the company's intent to increase its international presence, incorporating a larger, newly designed hull that focuses on troop survivability, increased payload capacity, as well as a high level of amphibious swimming capability.

"Our latest design is the culmination of decades of vehicle design that has seen the successful development of protected mobility platforms such as the [tracked] Bionix infantry fighting vehicle and the [wheeled] Terrex infantry carrier vehicle," said Toh. "As a result of this experience, we understand that we are not designing just a single platform, but one that can operate as part of a larger, networked force."

According to technical specifications supplied to IHS Jane's , the Terrex 2 has a 30-tonne gross vehicle weight compared to the current 24-tonne Terrex, offering increased payload capacity for weapons, armour, and expendables. The vehicle accommodates two crewmembers - the driver and commander - as well as 12 fully equipped troops in specially designed blast-attenuating seats that can be detached for quick access to hull storage spaces or to facilitate maintenance.

According to ST Kinetics, crew survivability is further enhanced with a proprietary hull design that it calls "V-over-V" (VoV), comprising two V-shaped hull sections: a lower section that is given over to the drivetrain and suspension systems; and an upper section that contains the protected crew and troop compartments. The lower section is designed absorb the initial blast from a mine or improvised explosive device (IED), with the second V-shaped hull further reducing the likelihood of troop casualties.

ST Kinetics also highlighted that amphibious operations are one of the key design drivers of the Terrex 2 programme, with the vehicle's final hull form determined through extensive testing in simulations, tank testing, as well as actual sea trials. The company asserted that its hydrodynamic hull design, combined with a raised snorkel system and a refined propulsion system, has enabled the vehicle to achieve swimming speeds of up to 6 kt in water conditions as high as Sea State 4 in actual sea trials.

The new vehicle is about 8.5 m in length and 3-4 m wide in its standard and amphibious configuration respectively, and is under 3 m in height with a ground clearance of 400 mm. Powered by an uprated six-cylinder Caterpillar C9 turbocharged diesel engine that generates 600 hp (447 kW) coupled to a reinforced Allison 4500SP six-speed, wide-ratio automatic transmission, the Terrex 2 is capable of accelerating from 0-50 km/h in less than 15 seconds and attaining a maximum speed in excess of 90 km/h.

The Terrex 2 is also equipped with the same suite of driving and situational awareness aids that feature on the current vehicle, including a camera array comprising 11 low-lux daylight and thermal imaging (TI) cameras mounted around its hull that supports closed hatch driving manoeuvres and an omnidirectional surveillance system. However, ST Kinetics has developed a new hybrid imager - called the TI fusion camera - that combines the capabilities of the daylight and thermal imaging camera to present thermal signatures that are visible even on daylight colour feeds.

In terms of armaments, current options include a roof-mounted remote weapon station armed with a 12.7 mm heavy machinegun or a co-axial 7.62 mm machine gun and 40 mm automatic grenade launcher with airbursting capability, as well as a larger remote turret with a 30 mm automatic cannon. IHS Jane's understands that other weapon systems such as anti-tank guided missile launchers as well as crew-served turrets can be mounted depending on customer requirements.

"The Terrex 2 will not replace the current vehicle, which is still in production, but will instead complement it on our vehicle portfolio," Toh said. "So we are now able to offer a wider range of platforms to address specific customer requirements."

Besides the USMC's ACV 1.1 programme IHS Jane's understands that ST Kinetics has teamed up with Elbit Systems of Australia to participate in the Australian Department of Defence's (DoD's) Project Land 400 Phase 2 acquisition programme, which is seeking up to 225 new-built combat reconnaissance vehicles to replace the army's ageing ASLAV light armoured vehicles and M113AS4 armoured personnel carriers from 2020 to 2025. While the company declined to comment directly on its participation in the Australian requirement due to contractual obligations, it is likely that the Elbit Systems-ST Kinetics entry will be based on the Terrex 2 platform.

The new vehicle is expected to make its public debut at the Defence and Security Equipment International exhibition in London from 15-18 September, as well as the Modern Day Marine exposition at Marine Corps Base, Quantico, later in the month.

operations, including force protection and mine countermeasure missions (photo : Jane’s)

The existence of a new and never before seen unmanned surface vehicle (USV) currently undergoing sea trials with the Republic of Singapore Navy (RSN) was revealed on the service’s Facebook page on 1 November.

Specifications of the indigenously developed Venus 16 USV were not disclosed, although IHS Jane’s Unmanned Maritime Vehicles indicates that the vehicle has an overall length of 16.5 m and width of 5 m, displacing 26 tons at full load. Powered by a waterjet propulsion system, the vehicle is thought to be capable of attaining a maximum speed of in excess of 35 kt.

Details of the prototype USV’s payload were likewise kept under wraps, but IHS Jane’s understands that this vehicle has been configured for mine countermeasure (MCM) missions. A launch and recovery cradle with what appears to be a towed side-scan sonar system can be seen on its payload bay under cover.

“Our navy will be integrating more and more unmanned technology as part of the navy of the future,” the service stated in its announcement. “The Venus 16 unmanned surface vessel (USV) is one of the unmanned systems currently being tested to support our maritime security operations.”

“The Venus 16 USV can be configured into various roles such as the conduct of patrols as part of our navy’s layered coastal defence, or to support mine countermeasure [operations] in conducting underwater scans of the seabed, while significantly improving manpower efficiency and reducing the exposure to risk for our sailors,” it added.

The vehicle is the latest model in the Venus family of modular and scalable USV platforms developed by Singapore Technologies (ST) Electronics, a subsidiary of state-affiliated defence prime ST Engineering.

Besides the 16.5 m platform, the company has also developed the Venus 9 (9.5 m) and Venus 11 (11.5 m) variants. ST Engineering had earlier stated that the USVs can be integrated with the Oto Melara remote weapon station for the force protection role, a Thales dipping sonar for anti-submarine warfare (ASW) persecution, a Thales Towed Synthetic Aperture Sonar (T-SAS) for MCM, and ECA’s K-ster expendable mine disposal system (EMDS) for mine identification and neutralisation missions.

Singapore showcases full-spectrum maritime security capabilities during Exercise 'Highcrest' 2015

Kelvin Wong, Singapore - IHS Jane's Defence Weekly
06 November 2015

Singapore's ability to detect and respond to complex maritime security threats has been put to the test during a major inter-agency drill that was conducted from 2 to 6 November.

Exercise 'Highcrest' 2015 involved 900 personnel from 15 government agencies and is aimed at validating the ability of the Singapore Maritime Crisis Centre (SMCC), which was established in 2011 as a whole-of-government initiative to provide timely detection and responses to maritime security threats within Singapore's waters, as well as developments further afield that could indirectly impact its immediate environment.

"In light of the uncertain global security [environment], it is vital for Singapore to have a robust whole of government approach to maritime security," said Rear Admiral Frederick Chew, commander of the RSN's Maritime Security Task Force (MSTF).

"The [SMCC] has been working hard with the other national maritime security agencies over the past few years to enhance inter-agency collaboration and also to strengthen linkages at the operational level," Rear Adm Chew added.

During a sea demonstration on 5 November, maritime assets from the country's customs, homeland security, military agencies, and civilian port authority were called to intervene in a series of simulated threats occurring simultaneously in the Singapore Straits.

The initial evolution saw the Republic of Singapore Navy (RSN) deploy the coastal patrol variant of its experimental Venus 16 unmanned surface vehicle (USV) in concert with the Police Coast Guard's (PCG's) new Second Generation PK Class interceptors to halt a small boat attack.

While the small boat intervention unfolded, a 'hijacked' merchant vessel was also heading towards Singapore. The navy's Fearless-class patrol vessel and the PCG's new 19 m patrol interdiction boat (PIB) and 35 m Coastal Patrol Craft were dispatched to intercept the commandeered ship, while Special Operations Task Force operatives stormed the ship via a rigid hull inflatable boat (RHIB) and Super Puma helicopter insertion to subdue the hijackers.

Singapore Pursues Expansion of Military Training Space in Australia

Defence training agreements and co-operation between Singapore and Australia look set to be expanded under the Singapore-Australia Comprehensive Strategic Partnership (CSP) framework following the latest round of discussions between the defence leaders of both countries.

Singaporean defence minister Ng Eng Hen called on his Australian counterpart, Marise Payne, in Sydney on 19 November before travelling to the country's northeastern Shoalwater Bay Training Area (SWBTA) - near the city of Rockhampton in Queensland - to observe Singapore Armed Forces (SAF) troops participating in Exercise 'Wallaby' 2015: an annual drill conducted there since 1990.

According to a statement by the Singapore Ministry of Defence (MINDEF), Ng and Payne reiterated their governments' commitment to enhance the bilateral defence relationship between both countries and to finalise a number of initiatives under the recently renewed Memorandum of Understanding for Cooperation in Defence Science and Technology.

MINDEF stated that new initiatives being explored include "increased access to, and enhancement of, training areas", as well as greater intelligence and security collaboration.

Speaking to reporters after an integrated live-firing drill between the SAF's armour and rotary-wing aircraft assets in SWBTA on 20 November, Ng noted that Singapore's physical limitations necessitate the use of overseas military training grounds to enable troops to train more effectively.

Forces armées de Singapour/Singapore Armed Forces (SAF) - Page 9 1352
SAF armour assets prepare to fire on a simulated enemy position. Due to land and airspace constraints, the country regularly sends its personnel and equipment overseas for training. (photo : Jane;s)

"Obviously if [the Australian government] would allow, we would want more time and more space," said Ng, revealing that this privilege would enable the SAF to deploy more reservist troops to train alongside conscripts in future 'Wallaby' drills. The bulk of the country's fighting strength lies in its pool of male citizen-soldiers, who train full-time for two years and subsequently serve in reserve forces for a decade or more depending on their roles.

"This vast terrain, [which is] about three times the size of Singapore, provides our armoured [forces] credible opportunities for realistic training to hone their skills," he added.

Key Points

•The Republic of Singapore Navy disclosed further details of its naval interceptor development programme during a media event on 25 November
•The Specialised Marine Craft, which is operated by the navy's Specialised Craft Group, is specially designed to undertake a range of maritime security missions

Fresh details of the Republic of Singapore Navy's (RSN's) stealthy naval interceptor development programme were revealed during a media event at the service's primary facility of Changi Naval Base on 25 November.

The new interceptor, called the Specialised Marine Craft (SMC), made its public debut during the country's National Day celebration on 9 August as part of the military display aimed at showcasing the Singapore Armed Forces' latest capabilities. The SMC replaces the service's 20 tonne Fast Boat inshore patrol craft, which were delivered from 1990 and subsequently retired in 2008.

Lieutenant Colonel Tan Say Yong, head of the RSN's Specialised Craft Group (SCG) that operates the SMC and one of the key architects involved in its development, said the SMC's primary role is to perform inshore and coastal interception of threats at sea as one of the service's surface assets within its multi-layered and networked maritime security defence architecture

model, seen here approaching the pier after a demonstration sortie. (IHS/Kelvin Wong)

The SMC is also designed to perform base defence for the country's main naval operations facilities, force protection for other RSN assets, as well as participate in wider maritime security operations with the service's Fearless-class patrol vessels and future Littoral Mission Vessels.

The craft is operated by a lean crew complement of only four personnel - comprising a commander, coxswain, navigator, and weapons/communications specialist - as a result of extensive human-factor engineering that enables the crew to access critical information and functions from multifunction, reconfigurable consoles assigned to each personnel.

Singapore Awards Lockheed Martin F-16 Upgrade Contract

Dec 3, 2015

Forces armées de Singapour/Singapore Armed Forces (SAF) - Page 9 13117

Lockheed Martin has been awarded a USD914 million contract to upgrade the Republic of Singapore Air Force’s (RSAF’s) F-16C/D Fighting Falcon aircraft, the US Department of Defense (DoD) announced on 1 December.

The DoD said that the fixed-price incentive and cost-plus contract, awarded under the US Foreign Military Sale (FMS) mechanism, is expected to be complete by June 2023. It added that the contract is the result of a sole-source acquisition managed by the United States Air Force’s Life Cycle Management Center.

The DoD did not elaborate on the work to be included as part of the contract and the Singapore Ministry of Defence (MINDEF) said it was not planning to issue any statements about the contract award.

However, a DoD statement published in May announcing the USD130 million FMS sale of equipment to support the F-16 upgrade said the programme included the provision of 50 joint helmet-mounted cueing systems, 90 AN/APX-126 advanced identification friend or foe devices, and 150 LAU-129 missile launchers. Also included are 10 MK-82 500 lb and 3 MK-84 2000 lb inert bombs and kits for Joint Direct Attack Munitions.

A factsheet published by MINDEF in June said that the upgrade will also include the installation of an active electronically scanned array (AESA) radar, although this was not included in the list of equipment announced by the DoD in May. IHS Jane’s has previously reported that the AESA radar requested by Singapore is the Northrop Grumman AN/APG-83 Scalable Agile Beam Radar.

The RSAF operates 20 F-16C and 40 F-16D Block 52/52+ platforms, which were acquired from the late 1990s.

Key Points
•Singapore has laid down its third Independence-class vessel
•Republic of Singapore Navy is on track to operate all eight platforms by 2020

Singapore shipbuilder ST Marine has laid down the third of eight Independence-class Littoral Mission Vessels (LMVs) on order for the Republic of Singapore Navy (RSN), a company representative told IHS Jane's on 25 January.

A keel-laying ceremony for the 1,200-tonne vessel on 26 November 2015 at ST Marine's shipyard in Jurong was attended by the country's chief of defence force, Major General Perry Lim, and navy chief Rear Admiral Lai Chung Han.

ST Marine is building all eight vessels under a contract announced in January 2013 to replace the RSN's 11 Fearless-class patrol vessels that have been in service since the mid-1990s. The platform has been jointly designed by Saab Kockums AB and ST Marine.

The LMV has a length of 80 m, a beam of 12 m, and a draught of 3 m. Powered by two MTU 20V 4000 M93 engines, the 1,250-tonne platform has a top speed in excess of 27 kt and a standard range of 3,500 n miles at 15 kt. The platform can accommodate a baseline crew complement of 23 including five officers and has a mission endurance of 14 days.

The Independence-class ships will each be armed with one Oto Melara 76/62 Super Rapid main gun as a primary weapon, two Oto Melara Hitrole 12.7 mm remote-controlled weapon stations (one each on the port and starboard sides), and one stern-facing Rafael 25 mm Typhoon stabilised naval gun system. The vessels will also be equipped with a 12-cell vertical launching system (VLS) in the forward section that can deploy MBDA's VL Mica anti-air missile system.

The platform can embark one medium-lift helicopter on its flight deck and two rigid hull inflatable boats (RHIBs) or the Protector unmanned surface vessel (USV) at its stern.

Singapore enhances army battlefield communications network with vehicle-based SDR technology

Kelvin Wong, Singapore - IHS Jane's International Defence Review
06 March 2016

The Singapore Armed Forces (SAF) has operationalised its improved Army Battlefield Internet (ABI) system, which has been enhanced by the introduction of its new vehicle-mounted software defined radios (SDR), at a ceremony in Stagmont Camp on 4 March.

While the Ministry of Defence (MINDEF) and SAF officials would only comment that the SDR was developed from a commercial off-the-shelf product that the army and the Defence Science and Technology Agency (DSTA) - the country's principal defence procurement organisation - customised to meet the SAF's operational requirements, IHS Jane's understands that the radio is based on the FlexNet family of tactical SDR systems jointly developed by Rockwell Collins and Thales.

One of the key features of the FlexNet system is its proprietary high data-rate ad hoc networking FlexNet waveform, which is capable of achieving a maximum claimed throughput of 6 Mbps as well as the ability to support simultaneous voice, data, and video communications within a full internet protocol (IP)-based architecture for more than 150 mobile participants.

Thales also states that FlexNet is capable of supporting legacy PR4G and PR4G-F@stnet waveforms, which are still in use by 42 countries, internationally standardised waveforms such as MIL-STD, STANAG, as well as country-specific waveforms such as Panther and SEM 93. This feature ensures waveform portability and full interoperability with existing IP-based networks and applications.

The service appears to have acquired the single-channel FlexNet-One model, which has the same form factor as the PR4G VHF radio and measures 137 mm tall, 284 mm wide, and 337 mm long. The 50W VHF/UHF system operates in the frequency range of 30 to 512 MHz with a data rate of up to 64 kbps in VHF mode and up to 6 Mbps in UHF mode. However, official MINDEF specifications state an in-service data rate performance of 21.6 kbps in VHF mode.

RSAF forms second local F-15SG squadron

Mike Yeo, Singapore - IHS Jane's Defence Weekly
22 March 2016

The Republic of Singapore Air Force (RSAF) has formed a second locally based squadron to operate the Boeing F-15SG Eagle multi-role fighter, adding further credence to earlier reports that it has more such aircraft than previously reported.

A Singapore-based F-15SG was seen carrying the markings of 142 'Gryphon' Squadron on its tail during a commemorative formation flight for Singapore's outgoing chief of the air force, Major General Hoo Cher Mou, on 12 March, while a photo taken at the multinational Exercise 'Cope Tiger' in Thailand and released by Singapore's Ministry of Defence (MINDEF) showed RSAF F-15SG pilots wearing the squadron's insignia on their flight suits.

IHS Jane's understands that the squadron, a former A-4 Skyhawk unit that had been deactivated in 2005 with the ending of Singapore-based Skyhawk operations, was stood up in early March.

The formation of the RSAF's second locally based F-15SG squadron follows the reported retirement of Singapore's last Northrop F-5S/T Tiger II interceptors after 36 years of operations with the RSAF. The MINDEF declined to comment when asked by IHS Jane's if the Tiger IIs had been retired.

The RSAF's F-15SGs had been split between 149 'Shikra' Squadron, based at Paya Lebar in Singapore, and the 428th Fighter Squadron (FS), based at Mountain Home Air Force Base, Idaho. The 428th FS is a joint USAF-RSAF squadron that provides continuation training for RSAF F-15SG pilots under the Peace Carvin V programme.

Singapore is confirmed to be operating at least 32 F-15SGs, with 20 aircraft currently in Singapore and the remaining 12 at Mountain Home AFB. However, in August 2014 eight F-15SGs appeared on the US Federal Aviation Authority (FAA) civilian register, leading to speculation that Singapore has ordered eight more aircraft to give a total of 40.

The reason for the eight F-15SGs being on the FAA's civilian register is unknown; neither Boeing nor MINDEF were willing to go into further detail when this was queried by IHS Jane's at the time.

Singapore Armed Forces to beef up cyber defence capabilities

Kelvin Wong, Singapore - IHS Jane's International Defence Review
10 April 2016

The Singapore Armed Forces (SAF) is set to receive a boost to its cyber defence capabilities, with the doubling of the number of personnel assigned to the Cyber Defence Operations Hub (CDOH) by 2020, Singapore's Defence Minister Ng Eng Hen announced during the defence ministry's budget speech in parliament on 7 April.

Details of the capabilities and size of the CDOH are presently unknown. The existence of the agency was revealed to the public by Ng during a media event just ahead of the SAF Day celebration on 1 July 2013, when reporters were briefed that it is responsible for providing round-the-clock protection for Singapore's military networks that support critical functions such as communications, engineering, logistics and surveillance, as well as weapon systems.
