Argentina is currently in negotiations with France to receive three A 69 corvettes from the French Navy following its disposal of nine ships of the same type.

The ships under discussion belong to the same category as the French-built Drummond-class corvettes (ARA Drummond , ARA Guerrico , and ARA Granville ) commissioned in Argentina between 1978 and 1982, used during the Falkland War.

The deal is driven by a recent Argentine Navy report, supported by its Chief of Staff Julio Martinez, that determined the Drummond or A 69-type vessels are reliable, especially when it comes to the ships' propulsion system, availability rate (among the best in Argentina's entire fleet), and low operating cost.

Argentina plans to negotiate with the US government the possible sale of a batch of Northrop F-5E Tiger IIs (likely between 12 to 14 planes), and a batch of Beech T-34C Turbo Mentors.

Angel Tello, the Argentine Ministry of Defence's (MoD's) secretary of strategy and military matters, will lead negotiations during a mid-May Washington visit.

The planes are intended as a stop-gap after the Argentine Air Force retired its Dassault Mirage fleet in November 2015, meaning the country currently has no supersonic fighters in service.

An MoD source told IHS Jane's that the aim is to obtain some of the modernised planes currently used by the US Navy's Fighter Composite Squadron (VFC) 111 'Sundowners' as 'aggressors' at Naval Air Station Key West in Florida.

Five months into Argentina's new government, plans are emerging to restructure and modernise the armed forces, which have been degraded by years of budget cuts and organisational inertia.

The plans now being discussed have two aspects: streamlining personnel and reorganising force structure.

Officials believe there may be too many administrative personnel and too many personnel with too many years in service (as opposed to newer personnel).

In a first step, the Argentine Ministry of Defence's (MoD's) Secretary of Strategy and Military Matters, Angel Tello, in March requested a report on how many high-ranking officers, petty officers, and civilian personnel with more than 35 years of service are in each unit of all the armed forces.

The Argentine government has purchased 20 Agusta-Bell AB 206 JetRanger helicopters from Italy, after almost eight years of negotiations.

The helicopters, which belonged to the Carabinieri and are in storage, were originally offered at the end of 2008 and negotiated in exchange for five AgustaWestland A 109A Powers and three Alenia G222 airframes the Argentine Army had in its inventory but which were not in service. However, the former Argentine government never gave the deal final authorisation.

Logistics Secretary Walter Ceballos was recently sent by Argentina's new administration to Italy to sign the contract for the 20 helicopters for about USD3 million in a deal including spares, 10 GAU-17 Miniguns, and five stretchers.

Argentina has initiated informal talks with the US government during a Washington visit for the procurement of a retired landing ship dock (LSD), Angel Tello, the Argentine Ministry of Defence's secretary for strategy and military affairs, announced on 23 May.

The negotiations are part of a newly re-established bilateral relationship between the two countries, which had reached an impasse during Cristina Fernández de Kirchner's presidency.

During the visit, the US government offered logistics support to Argentina for UN-sponsored deployments, continued negotiations for transferring at least two Lockheed Martin C-130 Hercules aircraft, and deepened co-operation for Antarctic matters.

Argentina's Minister of Defence, Julio Martinez, has confirmed that the Argentine Air Robotics System (Sistema Aéreo Robótico Argentino: SARA) project was cancelled, but said augmenting the defence industry remains a high priority.

The SARA project was awarded to state-owned research company INVAP with a budget of USD200 million in 2010, but years of work did not yield significant results towards developing unmanned aerial vehicles (UAVs) able to meet the military services' requirements, and they must now return to individual projects.

The project was intended to provide ISR over the country's land and sea territories. The objective was to develop and field two classes of UAVs: Class II with a load capacity of 50-100 kg, 12 hours of endurance, and a 200 km range; and a Class III with 20 hours endurance and a 1,200 km range.

PARIS --- Argentina is negotiating with France to purchase 12 Mirage F-1 combat aircraft, and possibly Mirage 2000s, as well as engines to equip the twenty Pucarás that are currently grounded, Argentine Defense Minister Julio Martinez told La Nacion.

Passing through Paris, where he came to attend the Eurosatory armaments exhibition, Martinez was today received for an hour by his French counterpart Jean-Yves Le Drian, with whom he discussed in detail the possibility of that purchase.

"The transaction provides excellent value, and under very favorable conditions," he said. The context of the acquisition has evolved favorably due to the two ministers’ agreement to undertake the operation on a "government-to-government" basis, thereby avoiding intermediaries while taking advantage of the new climate of trust established between the two countries.

"The Argentine Air Force cannot do without supersonic aircraft. Our pilots must be able to train in modern aircraft," said the minister.

Martinez refused however to specify amounts, modes of operation and payment deadlines because "negotiations are not finished." He also acknowledged that even if the United States has offered to sell Argentina their supersonic F-16 fighter, the "French option" is more consistent with the needs of the country:

"The operating cost of the F-16 makes them almost prohibitively expensive," he said. Chile, which has 24 of the aircraft, cannot fly them because every hour in the air costs $ 17,000.

Moreover, considering that the Argentine pilots have known the Mirage for decades, the country would save the costly process of adaptation to a new technology.

Martinez said that "other countries have also proposed their own planes. For example, Italy".

La Nacion knows that the Swedish company Saab has also offered Gripen NG fighters, which will be manufactured under license in Brazil, with technology transfer included.

The minister also pointed out the importance of buying new Astazou engines from Turbomeca -- now called Safran Helicopters Engines -- to retrofit to the twenty [FMA IA-58] Pucara aircraft that are presently grounded. These aircraft could be used for the "surveillance of the northern border, the main transit region for drugs".

"You cannot perform this mission with supersonic aircraft," said Martinez, “but the Pucara is perfectly suited for it."

If successful, these acquisitions would surely lift the spirits of young air force pilots for years, as like their counterparts in the army and navy they lack proper equipment and see their income shrinking, as La Nacion reported yesterday.

"Yes, it is true, the salaries of the armed forces are half those of the metropolitan police. And it is also true that many NCOs will leave for that reason," admitted the minister of defense.


(EDITOR’S NOTE: The previous Argentine government had opened initial negotiations to buy 24 or 36 Saab Gripen NGs from the final assembly line that Embraer in preparing in Brazil.
This project had however run into considerable opposition from the United Kingdom and the United States, which can both veto Gripen NG exports as they supply the aircraft’s engine and major subsystems.
Argentina had also discussed the purchase of the Kfir C-10 Block 60 fighter developed by Israel Aerospace Industries, and an agreement had almost been concluded last fall before being dropped when the Argentine government was voted out of office.
The sale of Mirage F-1Cs could also be opposed by the UK, which faces continued territorial claims by Argentina over the Falkland Islands, as these aircraft can be refueled in flight and could thus pose an increased threat to British sovereignty there.)

Depuis 2015, la Fuerza Aérea Argentina ne dispose plus d’avions de combat supersoniques avec le retrait de ses derniers Mirage IIIEA/DA et 5P Mara, appareils qu’elle utilisa pendant 40 ans. Le remplacement de ces derniers est évoqué depuis longtemps. Et plus pistes pour remédier à ce déficit capacitaire furent avancées.

Ainsi, il fut envisagé l’achat de 16 à 20 Mirage F1 d’occasion auprès de l’Espagne, puis celui de 20 exemplaires de l’avion sino-pakistanais FC-1/JF-17 (un groupe de travail réunissant la Fabrica Argentina de Aviones et le constructeur chinois Chengdu Aircraft Corporation fut même mis en place à cette fin).

Pendant un temps, l’hypothèse du JAS-39 Gripen, produit sous licence au Brésil dans le cadre du contre FX-2 remporté par Saab, fut évoquée, avant de se heurter à l’opposition britannique (et au manque de moyens). Enfin, l’option qui tenait dernièrement la corde était celle du Kfir Block 60 d’Israël Aerospace Industries (IAI). Cette dernière avait l’avantage de présenter le meilleur rapport qualité/prix.

Cependant, toujours est-il que, à ce jour, aucune de ces solutions n’a pu aboutir, en raison notamment des lourdes contraintes budgétaires qui pèsent sur les forces armées argentines.

Mais, à en croire Julio Martínez, le ministre argentin de la Défense, qui était à Paris la semaine passée pour rencontrer son homologue français, Jean-Yves Le Drian, une autre piste est en vue. Dans un entretien accordé au journal La Nacion, ce dernier a révélé que Buenos Aires négocie avec Paris l’acquition de 12 Mirage F1 (ou 2000) d’occasion.

Toutefois, il n’a pas précisé les montants en jeu étant donné que les discussions ne sont pas encore terminées. Mais il a parlé d’une « transaction » de gouvernement à gouvernement qui se ferait sous « d’excellentes conditions ».

L’armée de l’Air française a retiré du service ses derniers Mirage F1 en juin 2014. Mais ces appareils, initialement conçue pour la défense aérienne, avaient été tranformés pour des missions d’attaque au sol (CT) et de reconnaissance (CR).

Par ailleurs, M. Martinez a également indiqué que les États-Unis avaient proposé des F-16 d’occasion à la Fuerza Aérea Argentina. Mais cette offre a finalement été écartée en raison des coûts de maintenance trop élevés pour ce type d’appareil.

Pour le ministre, des avions supersoniques sont indispensables à la Fuerza Aérea Argentina. « Nos pilotes doivent être en mesure de se former sur appareils modernes », a-t-il dit.

Enfin, M. Martinez a également évoqué un possible achat de moteurs pour les avions FMA IA-58 Pucara, cloués au sol depuis le début de l’année. Cet appareil d’attaque au sol est en effet doté de deux turbopropulseurs Astazou XVI-G du motoriste français Turbomeca.

Astillero Rio Santiago (ARS), a shipyard owned by Argentina's Province of Buenos Aires, signed an agreement on 16 June with South Korea's Daewoo Shipbuilding & Marine Engineering for ARS to locally build a Makassar landing platform dock vessel.

This is a preliminary agreement and neither the Argentine Navy nor the Ministry of Defence have confirmed their support, but the agreement is nonetheless indicative of Argentina's interest in this type of vessel.

If the agreement is ultimately realised, Daewoo would transfer technology, know-how, and training to prepare ARS to build the type, although the yard does not yet have the necessary capacity.

Toward the end of June the Argentine Air Force announced its first independent unmanned aerial vehicle (UAV) programme since the cancellation of the SARA project, which had pooled the resources of all three services.

The Vigia 2A is a medium-altitude, long-endurance UAV controlled by a Cloud Cap Piccolo II autopilot that can handle take-offs and landings. It also has satellite and radio datalinks.

The UAV is powered by a Japanese twin-cylinder HKS 700E engine that produces 60 hp at 6,200 rpm for three minutes for take-off, 56 hp continuously at 5,800 rpm, and can handle a payload of 50 kg.

The Argentine ministries of Foreign Affairs and Defence have begun working on a contingency plan for counter-piracy efforts, as local companies exporting to Asia and Africa have increasingly complained about attacks on their shipping vessels.

The main threats are located in the South China Sea and near the Nigerian coast, according to sources in the Ministry of Foreign Affairs. Argentine ships carry agricultural products to China and petroleum from Africa to Argentina.

Among other things, Argentine businessmen complain that insurance is now costly, so shipping, and therefore exports and imports, have become more expensive.

Initially, Argentina plans to send military attaches and intelligence personnel to the affected areas to learn more, the sources told IHS Jane's on 11 July.

The Argentine Ministry of Defence (MoD) is evaluating the purchase of a new medium transport aircraft to replace the Fokker F27 Friendships of the Argentine Air Force, the last operational example of which is to be retired this year.

According to Walter Ceballos, the MoD's logistics and emergencies secretary, the choice will be between the Airbus Military C295 and the Alenia C-27J Spartan, although he declined to state how many would be acquired.

Ceballos did, however, state that the MoD is also looking for a 70- 80-seat turboprop to replace the F27s and Fokker F28s operated by LADE: the airline run by the air force.

The Astillero Rio Santiago (ARS) shipyard has begun building two training vessels for the Argentine Navy, with the first scheduled to be delivered by the end of 2017 and an ultimate objective of building six.

The vessels, dubbed Lancha de Instrucción de Cadetes de la Armada (LICA), will measure 36 m long and reach 12 kt maximum speed. Each LICA will accommodate a crew of seven in addition to more than 30 cadets.

The agreement for the LICA was signed in November 2015.

Separately, on 20 June IHS Jane's reported that Rio Santiago signed an agreement with Daewoo to locally construct a Makassar-type landing dock platform vessel.

Argentina's Air Force will have no combat aircraft by 2018 since by then the three A4-AR FightingHawk which remain operational will be decommissioned, according to Argentine defense sources. At the end of 2015, the outgoing Cristina Fernandez administration witnessed the definitive decommissioning of the few operational French-built Mirage III.

With this situation the government of Mauricio Macri is considering options, which include Italian aircraft and even a squadron of French Mirage F 1 to be supplied in very generous conditions by Paris.

One of the aircraft which has been named is Italy's Aermacchi M-346 Master, but allegedly they are too expensive in money value. Some US$ 30 million each plus a completely new tooling and training program.

Last month it was announced that Argentina would purchase 24 T6/C Texan training aircraft from US manufacturer Beechcraft, but which could be used for border control and combating the drugs trade. They were offered by President Obama when he visited Argentina last March, and the operation allegedly involves US$ 240 million.

However, in both cases Argentine Air Force sources mention the fact that the T6/C Texan is not that much advanced compared to the Argentine manufactured Pucara, and similarly with the Aermacchi M-346, and the Cordoba factory IA 63 Pampa III.

In effect, Air Force sources believe that the purchase of such aircraft would condemn the Argentine Aircraft Manufacture in Cordoba which was reopened with great expectations, but little results, by the Cristina Fernandez administration, and which Macri apparently has promised to re-launch.

The dispute has allowed the resurgence of a proposal from France to supply a squadron of Mirage F-1, at a unit cost of US$ 23 million, but fully equipped and five years of logistic support. Besides the proven combat capability of these aircraft, Argentine pilots and support infrastructure are used to the French aircraft which first arrived in the country in the early seventies and played a major role in the South Atlantic conflict. Besides the decommissioned Mirage III could provide some spares and further training for mechanics and ground crews.

French president Francois Hollande also visited his Argentine peer earlier this year and they again met in Paris, and apparently despite political different backgrounds, the chemistry is good, so Defense sources in Buenos Aires anticipate there could be some announcements later this year, after the two leaders again share time at the G20 summit in China.

Argentine Army Aviation is developing plans, as part of a wider military capability refresh, to bolster its transport helicopter force that is based on 13 Bell Huey 2s, more than 20 UH-1H Hueys, and one Airbus Helicopters (Eurocopter) AS 332 Super Puma.

The plan calls for a fleet of 20 Huey 2s (there are currently 13 Huey 2s plus 3 undergoing upgrades). This would nullify previous plans to modernise the entire Huey fleet to the Huey 2 standard; the others would be replaced by 20 medium multirole helicopters by 2020, an Argentine Army source told IHS Jane's .

The Argentine Ministry of Defence (MoD) is receiving offers from a variety of sources and so far the known offers include Sikrosky's S-70i Black Hawk, AgustaWestland AW139, Bell 525, Ulan Ude Mi-171 'Hip', Korean Aerospace Industries (KAI) Surion, and Airbus Helicopters H225.
