The Aegis Weapon System destined for Australia's first Air Warfare Destroyer began a four month testing program today at Lockheed Martin's Aegis Production Test Center. When testing concludes, the full Aegis Weapon System will be ready for installation in HMAS Hobart, the first of three Australian Air Warfare Destroyers under contract. Lockheed Martin's Production Test Center replicates a ship's superstructure and allows for the first integration of all the subsystems of the Aegis Weapon System, including the SPY-1D(V) radar, illuminators, all computing hardware, and the cabling that will be used in the final ship installation. In its Production Test Center, Lockheed Martin conducts testing concurrently with each subsystem's installation, as well as with the entire completed Aegis Weapon System, in order to ensure the system is ready for the rigors of sea before it ever leaves land. "This land-based testing process is critical to the exacting reliability that Aegis continually delivers, and will deliver for the Australian Navy," said Orlando Carvalho, vice president and general manager of Lockheed Martin's Surface/Sea-Based Missile Defense Systems line of business. Upon completion of the testing, the Aegis Weapon System will be shipped to ASC Shipyard in Adelaide, Australia, when the shipyard is ready to install the system. The Hobart-class Air Warfare Destroyer will be the most advanced and complex warships ever built in Australia and will introduce the Aegis Weapon System to the Royal Australian Navy. The Aegis Weapon System is the world's premier proven naval defense system. Its precision S-band SPY-1 radar and missile system seamlessly integrate with its own command and control. Its ability to detect, track and engage targets ranging from sea-skimming cruise missiles to ballistic missiles in space is unmatched. Navy’s Seahawk helicopters, home based at 816 Squadron at HMAS Albatross, are celebrating 20 years of service to the Royal Australian Navy this week.
The Seahawks have flown over 60,000 hours of operations and have been involved in every major Navy operation over the last 20 years. This has included operations in the Middle East, East Timor, the Solomon Islands and more recently in support of anti-piracy in the Gulf of Aden.
The Seahawks have also been called on to support the civil community during fire, contributing to the 1998 Sydney to Hobart yacht race rescue efforts and bushfire support and major flood relief efforts.

Publié le 3 septembre 2009. Les sous-marins australiens doivent subir des vérifications urgentes afin de vérifier s’ils sont contaminés par un produit chimique toxique : le cadmium.
Le ministère australien de la défense a annoncé mardi soir que, malgré la présence du produit chimique, les 2 seuls sous-marins opérationnels n’avaient pas été rappelés au port. Le contrôle de ces 2 sous-marins seraient une "question de priorité". La crainte de la présence de ce produit toxique fait suite à l’installation l’an dernier d’équipements supplémentaires dans le cadre de la modernisation du système de combat, dont certains équipements standards de l’US Navy et dont on a découvert ensuite qu’ils contenaient du cadmium. "L’équipe de production d’ASC (Australian Submarine Corporation) a fait part de son inquiétude et ASC a effectué des mesures de contamination, qui ont confirmé la présence de cadmium," a confirmé un porte-parole de la défense. "De nouvelles analyses sont en cours sur le HMAS Dechaineux, Collins, Rankin et Sheean pour déterminer le niveau de présence de cadmium," a-t-il indiqué. | Canberra, Australia - To be used in Afghanistan for one year plus an option for further two (WAPA) - The Australian minister of defense John Faulkner confirmed today that his government has leased Israeli-made Heron unmanned air vehicles (UAV), built by Israel Aerospace Industries (IAI), to be used in Afghanistan starting from next year. The deal has been reached with the Canadian company MacDonald, Dettwiler and Associates (MDA).
On September 1 MDA announced that it received a contract from a "Confidential customer", that turned out to be the Australian government. The UAVs will be operational in early 2010 for a period of one year, with options for an additional two years. The new service will include full operations, maintenance and logistics to provide real-time, multi-sensor intelligence information directly in the theatre of operation.

IAI-made Heron UAV to be Operated by Royal Australian Air Force in Afghanistan
Israel Aerospace Industries (IAI) will supply its Heron Medium Altitude Long Endurance (MALE) Unmanned Aerial System (UAS) to MacDonald, Dettwiler and Associates Ltd. (MDA), who have been awarded a contract by the Australian Department of Defence (DoD) for an unmanned aerial surveillance solution.
The Heron, which will support Australian deployed forces in Afghanistan under Project NANKEEN, will be operated by the Australian Royal Air Force and will provide a significant boost to the Australian Defence Force's (ADF) operational intelligence, surveillance and reconnaissance (ISR) capability in Afghanistan.
The Heron UAS will be the ADF's first MALE platform in Afghanistan. The Heron was selected after a comprehensive examination of available ISR systems. The Heron will be operational in early 2010 for a period of one year, with options for an additional two years.
Itzhak Nissan, President and CEO of IAI said: "IAI and MDA both contributed to supply the high quality UAS efficiently and to the customer's complete satisfaction. IAI regards the ADF to be an important and esteemed user. We are proud that the ADF has selected the Heron as its 'eyes in the skies' in Afghanistan".
Building on the previously announced successful Noctua Unmanned Aerial Vehicle (UAV) service for the Canadian Forces in Afghanistan, IAI and MDA will provide a similar complete turnkey operational UAV service under this new contract. The service will include complete operations, maintenance and logistical support to provide real-time, multi-sensor intelligence information directly to the theatre of operation.
The Canadian,and French Air Forces have begun using the IAI Heron UAS in service of the fighting forces stationed in Afghanistan. The Canadian Air Force is deploying flight operations from Kandahar Airfield for the Canadian Department of National Defense (DND).
The Spanish Air Force is operating the Searcher UAS in Afghanistan.

Lors de la mise sur cale, le 23 septembre aux chantiers du Ferrol, du HMAS Canberra, Navantia a précisé les caractéristiques techniques des deux futurs porte-hélicoptères d'assaut commandés par l'Australie. Ces navires mesureront 230.82 mètres de long pour une largeur de 32 mètres et un déplacement de 27.831 tonnes. Leur pont d'envol, d'une surface de 4750 mètres carrés, sera situé à 27.5 mètres de la ligne de flottaison. Armés par un équipage pouvant atteindre 279 marins, ils pourront transporter jusqu'à 1124 passagers (hommes de troupe et état-major). Le hangar, conçu pour abriter des hélicoptères lourds, aura une surface de 990 m2, alors que les garages à véhicules s'étaleront sur 1410 mètres carrés (Heavy cargo garage) et 1880 m2 (Light cargo garage). Ces espaces communiqueront avec le radier, qui pourra abriter jusqu'à quatre chalands de débarquement. Capables d'atteindre 20.5 noeuds, les bâtiments afficheront une autonomie de 8000 milles à 15 noeuds. Commandé en 2007 en même temps que son sistership le HMAS Adelaide, le HMAS Canberra doit être lancé dans 18 mois. De graves problèmes pour les sous-marins australiens
Les sous-marins australiens, qui appartiennent à la classe Collins, pourraient devoir respecter de sérieuses restrictions opérationnelles après avoir été concernés par une série de problèmes mécaniques et de maintenance.
Certains experts estiment maintenant que les moteurs diesel Hedemora fournis par le constructeur suédois pourraient devoir être remplacés — un énorme travail d’ingénierie et de technique qui pourrait couter des millions de $ et prendre des années. Les problèmes des sous-marins sont si sérieux que la Defence Materiel Organisation a placé les sous-marins au sommet de sa liste de "sujets d’inquiétude" — les principaux problèmes matériels inquiétant les responsables militaires australiens. The Australian croit savoir que, ces derniers temps, un seul sous-marin de la classe Collins était disponible pour des missions opérationnelles. Mais il n’est pas certain que cela implique autre chose que des missions d’entraînement prolongées. De hauts-responsables de la défense sont aussi très inquiets de la productivité et de l’efficacité d’ASC, la compagnie publique qui a construit et qui entretient les sous-marins. Une source haut-placée décrit le niveau d’inquiétude du gouvernement, en ce qui concerne la disponibilité des sous-marins, comme "extrême". Dans le récent livre Blanc de la défense australienne, le gouvernement avait annoncé que la taille de la flotte de sous-marins doublerait (de 6 à 12) lorsque viendrait le temps de remplacer la flotte actuelle, à partir de 2025. Le ministre de la défense, John Faulkner, et celui du matériel militaire, Greg Combet, exigent désormais des mises à jour mensuelles de la marine australienne et de la défense australienne sur l’état opérationnel des sous-marins. ASC, le constructeur et le réparateur des sous-marins, travaille actuellement sur une série de problèmes mécaniques affectant la performance des 6 sous-marins. L’état des moteurs diesel est une inquiétude fondamentale. Les moteurs diesel doivent encore être utilisés pendant 15 à 20 ans avant d’être remplacés remplacés à partir de 2025 par la nouvelle génération. Alors qu’ASC croit qu’ils peuvent encore durer jusqu’à la fin de vie des sous-marins, et a fait appel à un consultant suisse pour des conseils sur un plan de remise en état à long-terme, des experts extérieurs pensent qu’il pourrait ne pas y avoir d’autres solutions que de commencer à prévoir leur remplacement. Depuis le début, les moteurs diesel Hedemora n’ont jamais fonctionné correctement. Il y a maintenant des doutes réels qu’ils soient assez robustes pour voir la fin de la vie des sous-marins. Et d’autres problèmes mécaniques touchent la performance des moteurs électriques, des batteries et des génératrices. Mais des sources internes d’ASC sont confiantes que ces problèmes soient résolus de façon satisfaisantes. Le HMAS Collins subit actuellement des réparations de ses moteurs diesel. Il y a des restrictions temporaires sur 2 autres sous-marins pendant que les courroies de leurs moteurs électriques sont réparés. ASC reste confiante que 4 sous-marins "opérationnels" soient disponibles pour la marine au début de 2010 alors que les HMAS Rankin et HMAS Sheean entreront au chantier ASC d’Adélaïde pour subir une période majeure d’entretien.

Publié le 29 octobre 2009. La prochaine génération de sous-marins australiens coutera 36 milliards $ (22 milliards €) pour 12 exemplaires, montre un rapport.
Le gouvernement australien a déjà annoncé que les 12 nouveaux sous-marins seront construits à Osborne, peu importe qui remporte le contrat. Mais un rapport avertit qu’essayer de construire les nouveaux sous-marins en Australie pourrait être dangereux et que l’achat de sous-marins plus petits, au rayon d’action moindre, mais "sur étagère", ne devrait pas être écarté. Le rapport, rédigé par l’Australian Strategic Policy Institute, financé par le gouvernement, prévoit que les sous-marins construits en Australie couteraient le prix "renversant" de 3 milliards $ (1,85 milliard €) pièce — 3 fois le prix des sous-marins actuels. La facture dépasse le budget annuel de l’éducation et représente plus du tiers de celui de la santé. L’institut conseille de ne pas attribuer le contrat des sous-marins à ASC. En effet, indique le rapport, "il y a de très bonnes raisons de ne pas le faire". Le gouvernement australien prévoit que les futurs sous-marins soient un tiers plus gros que les Collins actuels et nécessitent au moins 20 membres d’équipage de plus. Le rapport, rédigé par un ancien sous-marinier, décrit une image glauque d’un projet à haut-risque et couteux. Il conseille au gouvernement de ne pas écarter une solution étrangère. Le rapport rappelle que les retards dans la livraison des Collins ont eu des effets négatifs pour les équipages et les capacités, qui se font encore sentir. "Entrer dans la phase de construction avec des spécifications changeantes et / ou des technologies non éprouvées va accroitre le risque d’explosion des couts et du calendrier," indique-t-il. Les nouveaux sous-marins doivent être mis à l’eau d’ici 2022 et opérationnels en 2025, lorsque les Collins seront désarmés. L'analyse de la rédaction :

Clairement, soit l'étude est fausse ou biaisé, Soit c'est la réalité, et alors la, le contribuable australien risque de ne pas rire du tout . Déjà qu'avec leurs 6 sous marins actuels, ils ont tellement de mal à recruter qu'ils ne peuvent armer que 1 ou 2 sous marins, mais la !, envisager 12 nouveaux navires à 1,85 MMeuros /pièce, plus le recrutement de centaines de marins . Si ce projet se concrétise, soit c'est les autres programmes militaires australiens qui perdront des budgets (équipements aériens, terrestres, autres navires), soit c'est les australiens qui perdrons les maigres derniers avantages sociaux et autres qu'ils ont. Northrop Grumman Systems Corp. in Melville, NY received a $26.6 million firm-fixed-price contract for the procurement, fabrication and delivery of 4 horizon search AN/SPQ-9B radar sets (above/below deck hardware) and combat interface kits for use on US Navy and Royal Australian Navy ships. This contract includes options which, if exercised, would bring the cumulative value of this contract to $281.5 million.
The AN/SPQ-9B radar system provides the capability to detect and track low-flying, high-speed, small radar cross-section anti-ship missile targets in heavy clutter environments…
The AN/SPQ-9 radar is currently installed on CG-47 Ticonderoga class guided-missile cruisers and LHA-1 Tarawa class amphibious landing ships. This track-while-scan radar can be integrated into the Mk 86 gun fire control system (GFCS) or the Aegis Combat Direction System. The Royal Australian Navy’s Hobart class Aegis “air warfare destroyers” may also be equipped with the AN/SP-9B, per DSCA requests. “Aussie Anti-Air Umbrella: The Hobart Class Ships” has more on the destroyer program.
An upgrade of the AN/SPQ-9A, the AN/SPQ-9B supports surface engagement capability in detecting and tracking sea-skimming, low radar cross-section, high-speed targets. It uses a high resolution, track-while-scan, X-Band, pulse Doppler radar to provide real-time acquisition and automatic tracking of multiple targets.
The AN/SPQ-9B is available as a stand-alone radar, or as a replacement for the AN/SPQ-9A.
This contract for the 4 AN/SPQ-9B radar sets combines purchases for the US Navy (56%) and the government of Australia (44%) under the Foreign Military Sales Program. Northrop Grumman will perform the work in Melville, NY (91.2%); Norwalk, CT (5.5%); Baltimore, MD (3.3%), and expects to complete it by April 2011. This contract was not competitively procured. The Naval Sea Systems Command in Washington, DC, is the contracting activity (N00024-10-C-5343).

The Australian Government has approved acquisition of the first batch of F-35 Joint Strike Fighter (JSF) aircraft as foreshadowed in the 2009 Defence White Paper, the Minister for Defence, Senator John Faulkner, announced today.
There has been considerable public interest in the potential acquisition of the F-35 JSF. The Government examined the JSF’s capabilities very carefully in the context of the Air Combat Capability Review and 2009 Defence White Paper deliberations, and remains confident that the JSF’s combination of stealth, advanced sensors, networking and data fusion capabilities, when integrated into the networked Australian Defence Force (ADF), will ensure Australia maintains its strategic capability advantage out to 2030.
The Government has approved acquisition of the first 14 Conventional Take-Off and Landing (CTOL) Joint Strike Fighters and infrastructure and support required for initial training and testing, at an estimated cost of $3.2 billion.
“Approval of this first batch of JSF aircraft is evidence of the Rudd Government’s strong commitment to defence and our commitment to implementing the Defence White Paper,” Senator Faulkner said.
Approval of the next batch of aircraft and all necessary support and enabling capabilities, sufficient to establish three operational squadrons and a training squadron of CTOL JSF, will be considered in 2012. This will fulfil our White Paper commitment to acquire three operational squadrons comprising not fewer than 72 aircraft.
“By 2012, Defence will have much firmer cost estimates for the remaining aircraft and necessary support and enabling capabilities as part of the planned first multi-year buy that is expected to comprise over 1000 aircraft for the US, Australia and other partners. This will allow for much more effective planning of the final JSF acquisition in the context of the overall Defence Capability Plan,” Senator Faulkner said.
Acquisition of an additional operational squadron – bringing the total number of JSF aircraft to around 100 – will be considered at a later date in conjunction with a decision on the withdrawal of the F/A-18F Super Hornet.
Australia’s first JSF aircraft will be delivered in the United States in 2014 to commence initial training and test activities. Australia’s first operational squadron will be based at Royal Australian Air Force Base Williamtown, and is planned to be ready for operations in 2018. All three operational squadrons are planned to be in service in 2021.
The decision follows many years of unprecedented evaluation and planning by all nine countries involved in the JSF’s development.
“Defence has done more analysis on this platform than any other platform in the acquisition history of the ADF,” Senator Faulkner said.
Chief of the Air Force, Air Marshal Mark Binskin said: “The JSF acquisition will allow Australia to maintain its regional air combat superiority. It will also enable Australia to effectively contribute to regional security and enhances opportunities for interoperability and commonality to support future coalition operations.”
To date, 25 Australian companies have won approximately US$200 million in the development and early production phase of the JSF. As Australia and other countries commit to JSF acquisition, significantly increased opportunities for Australian industry will open up, as agreed in the Industry Participation Plan with Lockheed Martin and its JSF industry partners.
Minister for Defence Personnel, Materiel and Science, Greg Combet said: “Government and Industry will need to continue to work together as JSF Team Australia to maximise benefits for Australian industry in the JSF Program in the face of stiff international competition. Consideration of acquisition of the next batch of aircraft in 2012 will provide Government the opportunity to review Lockheed Martin’s progress on implementing the Industry Participation Plan.
“It is important that where Australian companies offer value for money, Lockheed Martin and its JSF industry partners give fair consideration to Australian industry,” Minister Combet said.
The Government’s acquisition decision will also allow Lockheed Martin and its JSF industry partners to establish formal relationships with Australian industry to meet Australia’s defence self reliance requirements in supporting the JSF.
“Our commitment to the JSF will allow Australian industry to become integrated into the global JSF support system, ensuring our aircraft are supported in the most cost effective way. Commitment to the JSF also opens up opportunities for Australian industry to contribute to regional and global support of the JSF,” Minister Combet said.

Boeing Delivers 2 Wedgetail AEW&C Aircraft to Royal Australian Air Force
RAAF BASE WILLIAMTOWN, New South Wales, Nov. 26, 2009 -- The Boeing Company [NYSE: BA] today delivered the first two Project Wedgetail 737 Airborne Early Warning and Control (AEW&C) aircraft to the Royal Australian Air Force (RAAF).
The aircraft were delivered during a ceremony at RAAF Base Williamtown, the main operating base for the Wedgetail fleet. Attending the ceremony were officials from the RAAF, the Defence Materiel Organisation and Boeing.
Delivery of the two aircraft and utilization of the Boeing-provided Operational Flight Trainer, Operational Mission Simulator and Mission Support System allow the RAAF to begin familiarization training for flight, mission and maintenance crews. The trainer and the simulator are located at the Williamtown base's AEW&C Support Centre.
Three additional Wedgetail aircraft will be delivered to the RAAF by the end of 2010, including one upgraded in the final AEW&C configuration with Electronic Support Measures (ESM). All aircraft in the Wedgetail fleet will be upgraded in the final configuration in early 2011.
"Project Wedgetail represents a fundamental shift in airborne surveillance technology. Australia is leading the way with the most capable electronically scanned air surveillance radar and battle management system in the world," said Maureen Dougherty, Boeing vice president of the Airborne Early Warning and Control Program. "The worldwide surveillance marketplace has taken notice of Wedgetail's progress, and we're working with several customers to define their future requirements."
Project Wedgetail includes six 737 AEW&C aircraft plus ground support segments for mission crew training, mission support and system maintenance. Based on the Boeing Next-Generation 737-700 commercial airplane, the 737 AEW&C aircraft is designed to provide airborne battle-management capability with an advanced multirole electronically scanned radar and 10 state-of-the-art mission crew consoles that are able to track airborne and maritime targets simultaneously. The mission crew can direct offensive and defensive forces while maintaining continuous surveillance of the operational area.

- First Aegis Weapon System Completed for Royal Australian Navy
Lockheed Martin [NYSE: LMT] celebrated the completed production of the first Aegis Weapon System for the Royal Australian Navy’s Air Warfare Destroyer (AWD-1) Program.
In a “pull-the-plug” ceremony at its Moorestown facility, Lockheed Martin marked the successful completion of a full range of acceptance tests conducted over several months to verify system performance. This milestone indicates the Aegis system is now ready for shipboard installation on HOBART, the first of Australia’s three planned Aegis-equipped destroyers.
In 2007, the U.S. Navy awarded Lockheed Martin a contract to equip the three Australian ships with the Aegis. The first AWD-1 system will now be packed and shipped to ASC Shipyard in Adelaide, South Australia. HOBART is expected to be delivered to the Royal Australian Navy in December 2014.
“This ceremony represents the culmination of an exceptional effort to deliver a tested Aegis Weapon System for the Australia Air Warfare Destroyer,” said Rear Admiral Terry Benedict, Program Executive Officer for Integrated Warfare Systems, U.S. Navy. “I want to congratulate the AWD Team, both in Australia and in the United States, on this significant achievement.”

Encore un problème sur un sous-marin australien
Le sous-marin australien HMAS Farncomb est actuellement en réparation après la panne électrique qui a touché un de ses 3 générateurs la semaine dernière.
Le problème provient de la manière dont certains des générateurs ont été construits. A aucun moment, l’équipage n’a été en danger, mais les investigations se poursuivent pour déterminer l’impact que cette défaillance pourrait avoir sur le reste de la flotte. “Je suis très déçu de cet événement,” a déclaré le chef de la marine australienne, le vice-amiral Russell Crane. “La Royal Australian Navy va continuer à travailler avec les industriels et la Defence Materiel Organisation pour déterminer l’étendue du problème et le corriger. “Nous travaillons dur pour garantir que cette défaillance est réparée dès que possible.
