New torpedoes will fail great expectations

A TROUBLED defence project to acquire new torpedoes appears to be back on track but will never deliver the full capability originally sought, the national auditor says.

Three years ago, the $639 million project was experiencing major technical problems and running years late.
"When examining the project across its life and comparing it to the original plans, it is clear that it will not deliver the full capability originally expected," the Australian National Audit Office (ANAO) said in a report released on Thursday.
In 1997, defence decided it needed to replace 1970s era Mark 46 torpedoes with a newer model.
Then in 1999 it settled on the European EuroTorp MU-90 on the basis it would be a low risk "off the shelf" acquisition.
The new MU-90 torpedoes were to be carried by FFG and Anzac frigates as well as AP-3C Orion aircraft, and Seahawk and Seasprite helicopters.

But now only the warships will carry the armoury.
As a result, defence will have to manage a mixed inventory of three different types of torpedo, rather than one, the ANAO said.
So the warships will use MU-90s, Orion AP-3C maritime patrol aircraft will continue to use the Mark 46 and the Navy's new MH-60R Romeo helicopters will use the Raytheon Mark 54 Mako torpedo.

The estimated cost is $3.7 billion.

Australia is an important ally in the Western Pacific that contributes significantly to ensuring peace and economic stability in the region. Australia’s efforts in peacekeeping and humanitarian operations have made a significant impact on regional political and economic stability and have served U.S. national security interests. This proposed sale is consistent with those objectives and facilitates burden sharing with our allies.

The proposed sale will improve Australia’s capability in current and future coalition efforts. Australia will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defense. Australia will have no difficulty absorbing these additional aircraft into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be The Boeing Corporation in St. Louis, Missouri; General Electric Aircraft Engines in Lynn, Massachusetts; Data Link Solutions in Chesterfield, Missouri; BAE Systems in Rockville, Maryland; Northrop Grumman Corporation in Falls Church, VA; Raytheon Corporation in Waltham, MA; and Visions Systems International in San Jose, California. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale may require the assignment of additional U.S. Government or contractor representatives to Australia.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Minister for Defence Materiel Dr Mike Kelly has welcomed the Boeing Company’s selection of Australian supplier Ferra Engineering Pty Ltd to manufacture a new extended range wing kit that will enhance the performance of the Royal Australian Air Force’s Joint Direct Attack Munition (JDAM).

Dr Kelly said the JDAM Extended Range (JDAM-ER) bomb was an Australian initiative to extend the range of an existing JDAM weapon, used by Australia’s fleet of F/A-18A/B Hornets, by combining it with the newly-developed wing kit.

“The wing kit will almost triple the weapon’s current range, making the JDAM-ER a very cost effective weapon,” Dr Kelly said.

“The wing kit is based on the ‘Kerkanya’ glide technology initially developed by Australia’s Defence Science and Technology Organisation (DSTO).

“Boeing Defence Space and Security (BDS) as the original equipment manufacturer of the JDAM was selected to develop the JDAM-ER.

“Through its Office of Australian Industry Capability – established under Defence’s highly successful Global Supply Chain program – Boeing has demonstrated its confidence in Australian industry by selecting a local manufacturer to produce the wing kits.”

Based in Queensland, Ferra Engineering is one of the largest independently owned Australian manufacturers specialising in the precision engineering of aerospace parts.

“Ferra Engineering is well recognised across industry and by Government as a leader in its field. In 2011 they received Boeing’s International Supplier of the Year award from a supply base of over 13,500 suppliers,” Dr Kelly said.

Dr Kelly noted Ferra Engineering had received financial assistance and other support from Defence including through the New Air Combat Capability Industry Support Program (NACC-ISP) and as a regular participant in Team Australia displays at international defence exhibitions.

The first wing kits will be used for the JDAM-ER flight tests scheduled to be conducted later this year.

Initial production orders are expected to be completed by 2015.

This program provides potential for future worldwide sales and exports.

Australian Customs and Border Protection Service's First Cape Class Patrol Boat officially named

Austal is pleased to announce the first-in-series Cape Class Patrol Boat has been officially named the Cape St George during a ceremony held at Austal’s Henderson shipyard in Western Australia today. Cape St George is the first of eight new boats being built by Austal for the Australian Customs and Border Protection Service under a design, construct and in-service support contract valued at approximately A$330 million.

The vessel was launched at Austal’s Henderson shipyard in January 2013. It has since undergone final fit out and sea trials, with some other testing to be completed prior to final delivery to the customer.

The naming ceremony was attended by the Australian Special Minister for State, the Hon. Gary Gray AO; and former President of the Australian Senate Margaret Reid AO, who officially named the vessel.

Austal Chief Executive Officer Andrew Bellamy said the naming of the first Cape Class vessels was a significant milestone for the company.

“The official naming ceremony is an occasion that allows us to celebrate the first of eight state-of-the-art, highly sophisticated Cape Class vessels that we are designing and constructing using our hallmark aluminium design,” he said.

“The Cape Class contract has repositioned our Henderson facilities as a defence-focused operation, while reaffirming our position as an emerging global defence prime contractor.

“Close to 300 staff have been involved in the construction of this first vessel, and the contract has underpinned work at our Henderson shipyard.

“I would like to thank our staff and Austal’s many suppliers for their important contribution on Cape St George as we look forward to delivering all eight patrol boats by August 2015.”

Austal’s role extends beyond the design and construction of the vessels. The company is also using its in-house expertise to develop and integrate sophisticated electronic systems for command, control and communication.

As part of the A$330 million contract, Austal will also perform ongoing in-service support for the Cape Class fleet over at least eight years, encompassing a full range of intermediate and depot level maintenance activities, valued at a minimum of A$50 million.

“Our ability to deliver the systems and support for the Cape Class fleet demonstrates our total solution capability, which represents the future of our Australian business,” Mr Bellamy said.

“We will continue to expand and enhance the strategic industry capability necessary to meet the current and future defence needs of Australia and other nations.”

Construction of the second Cape vessel is well underway, with the keel laid in January, while work has commenced on the third Cape vessel.

Apart from the Cape Class Patrol Boats, Austal is prime contractor for two major defence projects – the Littoral Combat Ship (LCS) and the Joint High Speed Vessel (JHSV) – for the United States Navy.

Melbourne, Australia — An Australian Defence Force spokesperson confirmed Iranian reports that two of its warships had encountered a Royal Australian Air Force reconnaissance aircraft in the Indian Ocean earlier this month, but denied there was a confrontation.

“An Australian AP-3C Orion encountered an Iranian frigate during a routine Operation Gateway patrol on 10 March 2013,” said a Defence Department spokesperson.

The Iranian Navy ships were reportedly heading home after a port visit to Zhangjiagang in China and were nearing Sri Lanka when they were intercepted by the Australian aircraft.

The Iranian Fars News Agency claims Iran’s 24th fleet, which comprises the support ship Kharg and the frigate Sabalan, forced the aircraft to turn away.

“The reconnaissance plane changed its flight route immediately after receiving the warships’ warning but dropped some subsurface detection devices in their path. All the dropped devices were hunted skillfully by the timely action of the Iranian Navy forces,” it quoted Iranian Navy Lt. Cmdr. Of Operations, Adm. Siyavash Jarreh, as saying.

“Jarreh said that the Navy’s 24th Fleet of warships managed to monitor the moves of over 130 floating and flying military units during its mission in the international waters,” it reported.

The Australian Defence spokesperson said there was no confrontation but would not comment on the reported deployment of surveillance sensors.

“Communications between the Iranian warship and the AP-3C Orion were friendly and professional,” the spokesperson said.

Australian maritime surveillance Orions regularly patrol the north Indian Ocean and south China Sea.

“Operation Gateway is Australia’s enduring contribution to the preservation of regional security and stability in South East Asia,” said the spokesperson. “It helps maintain the bilateral Defence relationship between Australia and Malaysia and is part of the support to Australia’s efforts to counter people smuggling in the region.”

Launched southward, Chinese polar-orbiting reconnaissance satellites cross Antarctica and then head up the Atlantic and past South America. Only then, perhaps 40 min. after they depart their Taiyuan launch base, can U.S. radars on the islands Antigua and Ascension get a look at them.
In a world of ever-faster military information distribution and decision-making, 40 min. is a long time. That is surely one strong reason why the Antigua radar is moving to Western Australia, from where it can begin tracking Chinese polar satellites much sooner. It so happens that the western edge of the Australian continent, the radar's intended home from 2014, is at 114 deg. E. Long., nearly dead south of Taiyuan, which is at 112 deg. E.
A second U.S. sensor could be heading to Western Australia: an advanced satellite-watching telescope that the U.S. Air Force says is an order of magnitude more effective than older models, such as one on Diego Garcia, far out in the Indian Ocean. Analysts expect that its key tasks will include monitoring geostationary satellites over the Western Pacific and the Indian Ocean.
The transfer of the radar, and possibly the telescope, was announced in November (AW&ST Nov. 19, 2012, p. 18). They will be parts of the U.S. Space Surveillance Network. Significantly, the network's role far transcends just watching Chinese spacecraft, analysts point out. And for that reason, the southerly latitude of Western Australia has importance alongside its longitude. Other U.S. ground-based space sensors are in the northern hemisphere.
While Australia is emphasizing the undoubtedly important civilian side of its move—that the radar and telescope will help address the increasingly serious problem of monitoring space debris—the decision to integrate itself into the U.S. space situational awareness effort underlines its strategic stance. As decision-makers in Canberra must have considered before announcing the move last November, the radar and telescope on Australian soil would be active and perhaps crucial in any confrontation between the U.S. and China.
Indeed, the Royal Australian Air Force (RAAF) will operate the C-band radar and fully share its output with the U.S. This will be Australia's first capability in space situational awareness. More such capabilities are envisaged, in contrast to the current position where Australia relies entirely on the U.S. for information on what is going on in space.
“The Department of Defense currently has no independent capability in space situational awareness,” says a spokeswoman. “Under the arrangements for the C-band radar, [it] will have the ability to task the C-band radar as part of its normal operations.”

VAN NUYS, Calif., March 28, 2013 - ITT Exelis (NYSE: XLS) has been awarded a contract valued at more than $102 million to provide the Electronic Support Measures (ESM) suite for Australia’s ANZAC frigates and the Canberra class LHD ships, enhancing the country’s national defense capabilities throughout the Pacific and Indian Ocean regions. With this contract, Exelis continues to extend its leading edge electronic warfare capabilities to international customers.

The Exelis ES-3701 ESM system will significantly improve the Royal Australian Navy‘s capability to detect radars from other surface ships and aircraft. It provides situational awareness, targeting, self-protection and surveillance, and utilizes a Windows-based interface for robust, easy-to-use graphical displays. The selection of the ES-3701 also provides commonality with other large warships in Australia’s fleet, as the system is also being deployed on the Air Warfare Destroyer (AWD).

“This award positions Exelis as the premier supplier of ESM systems in the Asia Pacific region and is a critical milestone in the region’s enhancement of its defenses,” said Rich Sorelle, Exelis corporate vice president and president of the Electronic Systems division.

This is the second major contract in recent years to provide electronic warfare systems to the Royal Australian Navy; Exelis was previously awarded the contract for the ESM suite for the AWD program. The work for these key contracts will be performed by the Exelis Electronic Systems, radar, reconnaissance and undersea systems business area from its Morgan Hill, Calif. location.

AUSTRALIA'S first two F-35 Joint Strike Fighter (JSF) aircraft are progressing down the US production line and approaching the stage where they will be recognisably aircraft rather than a collection of components.

David Scott, Lockheed Martin's director of F-35 international customer engagement, said the two, designated AU-1 and AU-2, were on schedule for delivery in the US in 2014.

He said the wings were under construction at the Lockheed Martin plant in Forth Worth, Texas.

Forth Worth is also constructing the forward fuselage, while the centre and aft fuselages are under construction at separate Northrop Grumman and BAE plants.

"Those two airplanes will come together through the mate-and-delivery process and be delivered to the Commonwealth in the middle of next year," he said.

For JSF flight training to start, Australia will need qualified pilots and maintainers. JSF flight training is a six-month course, already under way for the first US pilots at Eglin Air Force Base in Florida.

The first Australian JSF pilots will likely start training at Eglin later this year.

JSF is an advanced stealth combat aircraft set to be the principal combat aircraft for the US, Australia and other nations out to mid-century. Australia is looking to buy up to 100 at a cost of $16 billion.

But so far the government has committed to buying just two. JSF has been repeatedly criticised for running late, costing too much and unlikely to deliver all the promised advanced capability.

Mr Scott, in Australia for talks on JSF with defence and industry, acknowledged development had taken longer and cost more than forecast in 2001.

But since the program was "re-baselined" in 2010, it had remained on or ahead of schedule.

He said the US Air Force and US Marines were buying JSF, as were five of eight JSF program partner nations including Australia, along with two others Japan and Israel.

"Even in very difficult economic times that are challenging in most countries, the commitments are being made to F-35 because it is viewed as an essential capability, a breakthrough capability and one that is rapidly maturing and will be available very soon," he said.

Australian Army orders VigilX system from Selex ES

Selex ES has received a contract from the Australian Defence Science & Technology Organisation (DSTO) to supply its VigilX airborne enhanced situational awareness system for the Australian Defence Force (ADF).

The system will be evaluated by the DSTO as an integrated solution for efficient operation of ADF's helicopters in degraded visual environments (DVE).

Set up by Rheinmetall Simulation Australia, the contract forms part of a grant awarded under the DSTO Capability and Technology Demonstrator programme, which seeks trial and potential purchase of the system for installation on the Australian Army and Navy's helicopter fleets.

Australian Department of Defence Capability Development Group source major Ryan Maher said DVE capabilities production is being viewed by ADF as being critical to enhancing aircrew safety and survivability during hazardous missions.

"This technology will provide aircrew with a distinct tactical advantage on the battlefield," Maher added

Weighing less than 20kg, the VigilX is a scalable, modular system designed to provide the pilot with a panoramic through-the-hull vision on the crew's helmet-mounted displays (HMD), by real-time stitching of multiple infrared and visible electro-optical sensors present around an aircraft.

Fully compatible with HMD, conventional head down displays (HDD), the system enables operations during day, night and all weather, as well as zero-light conditions, improving the helicopter's flight precision for low level flight, troop or logistic insertion, extraction, air drop, and search-and-rescue missions.

The system can also be readily configured to address individual requirements of specific rotary and fixed wing platforms, and other unmanned aerial systems.

Awarded following successful trials on the US Army's UH-60 Black Hawk and UK Army's Lynx helicopter, the contract paves the way for VigilX installation on the Australian Army's Tiger, Chinook and MRH90 helicopters, as well as the MRH90s and MH-60Rs operated by the navy.

Raytheon delivers second Phalanx Block 1B for Australia's Air Warfare Destroyer



LOUISVILLE, Ky., April 19, 2013 /PRNewswire/ -- Raytheon Company (NYSE: RTN) delivered the second Phalanx Block 1B Close-In Weapon System for installation on Australia's newest Air Warfare Destroyer, the Brisbane.
A previously awarded direct commercial sale contract calls for a total of three Phalanx mounts to be delivered to the Royal Australian Navy. The first mount was delivered in late 2012 for installation aboard the Hobart. A third system is under construction and will be installed on the Sydney in 2014.
"These Phalanx systems will give the Royal Australian Navy the most advanced ship self-defense capability available worldwide," said Rick Nelson, vice president of Raytheon Missile Systems' Naval and Area Mission Defense product line. Australia to back F-35 buy in new defence blueprint

WASHINGTON/CANBERRA, May 2 (Reuters) - Australia's government is expected to affirm plans to buy up to 100 Lockheed Martin Corp F-35 fighter jets, according to a defense blueprint to be released on Friday, easing concerns hanging over the future of the controversial stealth fighter.

The Australian plan, as outlined by defense sources and analysts, will also call for the purchase of a dozen Boeing Co EA-18G electronic attack planes, modified versions of Boeing's Super Hornets, purchased as a stopgap for the F-35.

It reinforces positive steps for the F-35, coming on the heels of a decision by Norway to buy six F-35s a year earlier than planned, and the Dutch parliament's decision not to reassess F-35 rivals to replace aging F-16s.

The program has been plagued by cost overruns and delays.

"Australia, Norway, the Netherlands -- it's all good news for the F-35 program," said a U.S. defense official, although he added that U.S. budget cuts could still pare down Washington's order of 29 jets in fiscal 2013, which ends on Sept. 30.

U.S. Air Force Lieutenant General Christopher Bogdan warned Congress again last week that the $396 billion F-35 program, the most expensive ever U.S. arms program, remained at risk of a "death spiral" in which cuts in orders drive up the cost per plane, leading to more cuts.

But Singapore and South Korea, Bogdan said, were looking at placing orders for the stealth-cloaked Lockheed fighter in the northern summer.

Singapore is likely to order 12 jets, with an option for eight more, according to sources familiar with the plans. Sixty jets are at stake in South Korea's competition, which has pitted the F-35 against Boeing's F-15 Silent Eagle and the Eurofighter Typhoon built by EADS, BAE Systems Plc and Finmeccanica SpA.

"There's clearly better momentum on the program than there was six months ago," said Byron Callan, analyst with Capital Alpha Partners. "The jury is still very much out on whether the program will ultimately achieve the type of numbers that Lockheed and the DOD (Department of Defense) have discussed."

ORDERS BEING CUT

The United States and its allies plan to buy more than 3,100 of the jets in coming decades, although the numbers may change as some countries pare back orders and others join the program.

The Netherlands may cut 17 to 33 F-35s from its planned order of 85, although sources said the final number may not be announced for some time.

Defense officials say most of the technical challenges facing the new warplane have been addressed, flight testing is advancing, and rising foreign orders will drive up production rates despite U.S. decisions to postpone orders in recent years.

Additional budget cuts may knock five to seven F-35s out of the fiscal 2013 U.S. Air Force, Marine Corps and Navy budgets. Those decisions will not be finalized until late May, but officials at all three U.S. services say they recognize that any reduction will increase the cost of each of the remaining aircraft to be built this year by several million dollars.

Jim McAleese, a Virginia-based defense consultant, said the Air Force, which faced the loss of three to five jets from its fiscal 2013 budget, was looking at shifting funds out of other lower-priority acquisition programs to minimize the impact on the F-35 program and a new Boeing aerial refueling tanker.

The target of up to 100 F-35s in the Australian blueprint is likely be couched as "aspirational", subject to economic conditions, defense sources and analysts said.

AUSTRALIAN F/A-18S

The paper is expected to scale back a $275 billion weapons buying plan released in 2009, but proceed with the purchase of a dozen new Boeing EA-18G "Growlers," advanced electronic attack planes, a capability first for a U.S. ally in Asia.

Canberra's future frontline air fleet would have up to 100 F-35s and 36 Super Hornets, counting the radar-jamming Growlers, and make Australia's air force one of the region's most potent.

Australia had planned to retrofit a dozen Super Hornets with the electronic attack capabilities, but has now decided to buy new Growlers, said two sources who were not authorized to speak on the record.

The Boeing buy, reduced to 12 from 24 planes, had threatened to scale back Canberra's F-35 purchase. Boeing is expected to continue pushing the Super Hornet as a more affordable alternative, particularly if any new F-35 crises emerge.

"Just wait until the slightest hiccup with the F-35, and the Boeing people will be there making their argument," one source said.

U.S. Navy Captain Frank Morley last month said Australia would decide by late spring or early summer whether to buy 12 or 24 of the Boeing planes. Even a 12-plane buy would extend the Boeing production line well into 2016, he said.

Australia decided to stick with the F-35, heartened by recent progress on the plane and its high-tech helmet that fuses all the sensor data from the plane, said three sources familiar with the plan.

Australia's first two F-35s are due to be delivered in 2014-15. It has so far only committed to buying 14 F-35s.

Australia's defence paper is also expected to commit to building a fourth advanced air warfare destroyer, part-built by BAE Systems and Spain's Navantia, as well as advancing with plans for 12 advanced conventional attack submarines with range to reach the South China Sea, defense sources said.

The paper is the first reassessment of Australia's military priorities since the U.S. pivot to the Asia-Pacific, which included U.S. Marine rotations through northern Australia.

Under the blueprint, Australia is also expected to buy a fleet of Northrop Grumman RQ-4 maritime surveillance drones to help guard offshore resource assets at a cost of up to $3 billion, as well as new naval re-supply ships.

Foreign Minister Bob Carr said on Thursday that Asian neigbours were already being briefed on the new defence paper to allay strategic concerns about Canberra's buildup of naval and air forces, which includes two large amphibious assault ships.

CANBERRA, May 3 (Reuters) - Australia announced a significant boost to its military air power on Friday, committing to buy up to new 100 Lockheed Martin Corp F-35 Joint Strike Fighters, as it shifts its focus back to the Indo-Pacific as China and India beef up forces.

After more than a decade of having forces first in Iraq, and then Afghanistan, Australia wants to focus on the military challenges closer to home, in line with U.S. President Barack Obama's 2011 "pivot" towards the Asia-Pacific.

In a new defence strategy, Australia reinforces that the United States remains its closest ally, but also struck a conciliatory tone towards top trading partner China, noting its rising defence capabilities are a natural outcome from its growing economy.

"The government does not approach China as an adversary. Rather, its policy is aimed at encouraging China's peaceful rise and ensuring that strategic competition in the region does not lead to conflict," the defence strategy said.

In Beijing, Chinese foreign ministry spokeswoman Hua Chunying noted Australia's assessment of China in the document "as a partner and not an opponent" and its view that the country's development was "beneficial to the region and world".

"We believe this embodies Australia's emphasis on developing China-Australia relations," she told a news briefing.

As part of Australia's military buildup, Defence Minister Stephen Smith said Canberra was committed to purchasing several squadrons of F-35s and would also buy 12 Boeing Co EA-18G electronic attack planes, modified versions of the 24 Super Hornets already equipping Australia's air force.

"This important decision will assure a first-class air combat capability for Australia through the transition period to the Joint Strike Fighter, which will proceed on its current schedule," Defence Minister Stephen Smith said.

Canberra's decision reinforces positive steps for the F-35, coming on the heels of a decision by Norway to buy six F-35s a year earlier than planned, and the Dutch parliament's decision not to reassess F-35 rivals to replace aging F-16s, despite cost overruns and development delays.

Australia's first two F-35s are due to be delivered in the United States in 2014-15. Australia will initially buy 14 F-35s, building up to three operational squadrons, of around 75 planes. The first squadron is due in service from around 2020.

The decision to stick with the F-35 will give Australia a mixed fleet of Super Hornets, Growlers and the new stealth fighters, matching the U.S. navy capability until at least 2030, Smith said.

The government also holds the option of buying a further 25 F-35s after 2030, to replace the Super Hornets when they are withdrawn from service, bringing the total of F-35s to 100.


STRATEGIC OUTLOOK

The new defence strategy is the first reassessment of Australia's military priorities since 2009, and comes after the 2011 U.S. pivot to the Asia-Pacific. Part of that pivot included U.S. marine rotations through a de-facto U.S. base in northern Australia.

The U.S. troop deployments and Australia's 2009 military strategy both upset China, particularly when Australia bluntly told China it needed to do more to explain its military plans which it said had the potential to concern its neighbours.

China has sharply increased military spending over the past three decades and its navy is now second in size only to the U.S. fleet in terms of numbers, increasing concerns from neighbours, like Japan and South Korea, involved in a series of long-running territorial disputes.

Australia's new strategy stresses the need for both China and the U.S. to build their strategic relationship, and says Australia does not believe it will have to choose between its alliance with the U.S. and its strengthening ties with China.

"Certainly there has been a lot of diplomatic varnish put on the text of this white paper, and there is nothing in there that should offend China outright," said Rory Medcalf, an analyst from the strategic policy think tank the Lowy Institute. "This white paper will certainly be one of the last steps in rebuilding Australia-China relations."

The document also stresses the growing importance of the Indian Ocean region, with India's military growth and with two thirds of global oil shipments passing through the Indian Ocean.

The strategy said the United States was likely to remain the strongest maritime power in the Indian Ocean, although China was likely to increase its presence there in the coming decades, as 80 percent of China's oil imports go through the region.

With Prime Minister Julia Gillard's minority Labor government under pressure to find budget savings to respond to collapsing revenues, Australia's net defence budget has contracted to around 1.56 percent of GDP, or A$24.2 billion. As a percentage, spending is at the lowest level since 1938.

The new white paper makes no commitments on defence spending, but says the government remains committed to a target to increase defence funding to 2.0 percent of GDP when the economic circumstances allow.

CANBERRA --- The 2013 Defence White Paper outlines the Government’s commitment to acquiring deployable protected and armoured vehicles for Army offering improved firepower, protection and mobility compared to existing systems.

This includes the acquisition of new medium and heavy trucks, trailers and associated modules to replace Army’s existing ageing field vehicle and trailer fleet under project LAND 121.

Field vehicles and trailers are the backbone of the Australian Defence Force’s ability to provide support and sustainment to personnel deployed on operations.

The vehicles will fill roles as diverse as transporting personnel and supplies, providing a platform for carrying and using weapon systems, delivering humanitarian assistance and aid, and where necessary evacuating casualties.

The Defence White Paper outlines the requirement to provide around 2,700 protected and unprotected Medium and Heavy Vehicles under Project LAND 121 Phase 3B.

The new vehicles will have enhanced performance and protection, as well as providing commonality across the fleet, ensuring improved efficiency in operator training and simplifying logistic support to land forces.

These new trucks will have advanced safety characteristics, improved force protection, greater payload and will be networked to enable them to be more responsive on the modern battlefield.

New capabilities for Defence will include self-loading trucks that will greatly improve the distribution of materiel.

Defence is close to finalising LAND 121 Phase 3B contract negotiations for the provision of these vehicles, modules and trailers.

Subject to satisfactory completion of all final issues and formal Government approval processes, Defence will acquire up to 2,700 protected and unprotected trucks from Rheinmetall MAN Military Vehicles Australia and trailers from Haulmark Trailers Australia.

The Government is scheduled to formally consider in the middle of this year Defence’s proposal for the acquisition of the vehicles and trailers.

It is expected that the work to be undertaken in Australia by the successful vehicle and trailer contractors and their network of Australian sub-contractors will include manufacture of the trailers, installation of locally-supplied modules and parts, vehicle integration and testing.

The maintenance and through-life support for the vehicles is also expected to be undertaken in Australia.

This acquisition is in addition to the previously approved LAND 121 Phase 3A which is replacing the current fleet of ADF light unprotected field vehicles and trailers. This includes the acquisition of around 2150 unprotected Mercedes Benz G-Wagon 4×4 and 6×6 vehicles and trailers to enable tactical training.

To date around 600 vehicles and 350 trailers have been delivered to Army and Air Force with the final vehicles to be delivered by 2016.

Approximately 1,000 additional vehicles will eventually be acquired to complete the medium and heavy fleet under LAND 121 Phase 5B.

Australia, Sweden sign agreement on submarine technology

Canberra, May 16 (IANS) Australia and Sweden have achieved a "significant milestone agreement" relating to Intellectual Property rights for submarine design and technology, Defence Minister Stephen Smith said Thursday.

The agreement followed extensive negotiations between Australia's Defence Materiel Organisation and the Swedish Defence Materiel Administration, Smith said in a statement issued jointly with Sweden's Minister for Defence Karin Enstrom, reported Xinhua.

"This agreement gives effect to Australia's rights to use and disclose Swedish Intellectual Property rights for complex submarine design and technology," Smith said.

"Defence materiel cooperation has been a key feature of the Sweden-Australia relationship, most notably in the area of submarine technology where our collaboration over the construction and support of the Collins submarines has spanned two decades, and more recently, with the vital 'sense and warn' capability provided to protect our troops in Afghanistan," he added.

In 1987, Australia ordered six submarines of the Collins Class designed by Swedish firm Kockums AB. The submarines were built in Adelaide and will be in service for another 20 years.

Australia is now planning for their replacement with 12 new boats with the recent 2013 Defence White Paper settling on two options - an evolution of Collins or a completely new design.

Smith said the government announced last year it would engage Kockums to undertake initial design studies for the evolved Collins. But before that could occur, Australia needed to reach an agreement with Sweden on use of Collins and other Swedish technology for the Future Submarine Program.

Australian interest in MQ-4C Triton moves forward

Australia's Ministry of Defence has declared it plans to send a letter of request to the US Navy seeking information on a potential acquisition of the Northrop Grumman MQ-4C Triton, a maritime patrol variant of the high-altitude Global Hawk.

The intent to issue a formal information request is the next step in the process of acquiring a weapon system from the US government. Such a letter is a request for detailed technical information, including potential modifications and costs.

The letter would be formally issued through the USN, as any potential sale would be government-to-government, with the aircraft formally purchased by the USN and sold to Australia's military.

Australian officials have visited the Triton's assembly line, and the RQ-4 Global Hawk has visited the country in the past.

Triton's first flight is anticipated in the near future, according to USN officials. The USN plans to acquire a fleet of 68 MQ-4Cs, and intends to field them operationally in 2016.

Triton is a substantially-modified variant of the RQ-4 Global Hawk, which is flown by the US Air Force for long-range reconnaissance. It adds an electronically scanned maritime radar, automatic information system and a communications relay payload.

MQ-4 has been ordered by the USN as a partial replacement for the aging Lockheed P-3C, which first flew in 1959. The MQ-4s are meant to work in concert with Boeing 737-derived P-8 Poseidon aircraft, several of which have been delivered to the US and Indian navies. Australia is also involved with the P-8 programme, and intends to order that aircraft as well.

Australian military contracts L-3 for SATCOM terminals

L-3 Communications has secured a contract to produce and deliver Hawkeye III Lite 1.2m very small aperture terminals (VSATs) and related support services to the Australian Defence Force (ADF).

Valued at $38.5m, the contract is managed by L-3's Australian division, L-3 Oceania, and covers supply of 51 Hawkeye III Lite VSATs, along with training and long-term sustainment services by L-3 Global Communications Solutions (GCS).

The contract represents one of several coordinated projects that will enable the ADF to deploy an integrated wideband satellite communications (SATCOM) capability.

More specifically, the L-3 GCS will provide one type of a family of transportable land terminals that will optimise the early use of Australia's SATCOM system, and also deliver communication services where there is limited availability of commercial satellite resources.

L-3 Microwave group president John Mega said: "Australia is an emerging market for WGS-qualified terminals and we look forward to establishing a long-term partnership with the ADF and other local suppliers."

Featuring a light-weight two or three case design, Hawkeye III Lite 1.2m system is designed to provide high-data rate communications of 2-5mbps for remote internet/VPN, live videoconferencing, surveillance or reconnaissance missions.

Rapidly deployable using the auto-acquire antenna system, ViewSat GUI, and the GCS universal outdoor unit (ODU), the MIL-STD-810F tested system also offer the Army Strategic Forces Command (ARSTRAT) certified Ka and X-band, as well as commercial Ku-band capabilities in a compact, fly-away package.

Contract deliveries are scheduled to be complete in 2014, and will be followed by an initial three-year sustainment programme featuring other Australian subcontractors.
