La Liaison 16 (L16) est un standard de liaison de donnée de l'OTAN pour la transmission et la réception sans-fil d'informations tactiques entre des unités militaires. Elle est définie par le STANAG 5516.

La Liaison 16 est avec la liaison 22 et la "liaison J-over-IP" en cours de définition, l'une des trois liaisons de données tactiques mises en œuvre par les forces interarmées, utilisant les données (c'est à dire le vocabulaire) de série J. Aujourd'hui, pour transmettre au protocole IP, des messages contenant des données de série J, on encapsule des messages Liaison 16 dans un message compatible au protocole Internet. Cette capacité appelée JRE (Joint Range Extension) est définie par une norme américaine. La "liaison J-over-IP" a pour objectif d'optimiser la bande passante en utilisant des protocoles IP adaptés d'une part, aux réseaux terrestres IP et d'autre part, aux formes d'ondes IP dont certaines sont toujours en cours de développement.

La Liaison 16 est basée sur le principe du TDMA. Elle est sécurisée par des clefs de cryptage et résistante aux contre-mesures grâce à ses 77.000 sauts de fréquence par seconde. Les données sont transmises par onde radio en bande UHF. La Liaison 16 est souvent qualifiée de réseau car elle permet la connexion simultanée de plusieurs unités militaires, chacune d'entre-elles est appelée participant au réseau ou acteur L16.

La Liaison 16 découpe le temps en subdivisions appelées 'TimeSlot'. Il y a 128 'TimeSlots' par seconde. Chaque 'TimeSlot' permet à un seul acteur L16 d'envoyer des données sur le réseau, les autres acteurs L16 reçoivent ces données pendant ce 'TimeSlot'. Celles-ci sont formatées dans des messages prédéfinis dans le STANAG 5516 (appelés messages J). Chaque acteur possède une table d'allocation qui définie l'ensemble des 'TimeSlots' d'émission et de réception alloué à cet acteur. Cette table est récurrente et est définie pour un période de 12 min 48 sec. Le débit de la liaison dépend de la configuration utilisée, Il peut théoriquement atteindre 107,520 Kbit/s. Elle est mise en œuvre par des équipements spéciaux, appelés terminaux L16 (terminaux MIDS ou JTIDS par exemple).

Le réseau est organisé par fonctions nommées groupe de participation. Certains groupes de participations peuvent être empilés (en anglais "Stacked"). Cela permet à des groupes d'unités indépendantes de travailler de manière simultanée sur un plan de saut de fréquences différent; ainsi lorsque plusieurs patrouilles d'avion de chasse (unités Non-C2) travaillent sur un même théâtre, plusieurs unités appartenant à des groupes différents peuvent émettre simultanément. Chaque couche empilée s'appelle un net. Le nombre de nets disponibles dans un réseau Liaison 16 est de 127. En pratique, il est possible de mettre en œuvre jusqu'à 20 nets sans risque de brouillage. Chaque acteur L16 peut être abonné à un ou plusieurs groupes de participation. Les plus utilisés sont :

PPLI (Precise Participant Location and Identification) (groupes de participation 5 et 6),
SURVEILLANCE : partage des détections avec les centres de commandement (groupe de participation 7),
CONTROL : Contrôle et assignation de mission (groupe de participation 9)
Electronic Warfare & Coordination (groupe de participation 10).
Fighter-to-Fighter : communication intra patrouille (groupe de participation 19).
Les principaux groupes de participations utilisés de manière empilée sont :

PPLI (Precise Participant Location and Identification) (groupes de participation 5),
cela permet un échange rapide de position au sein d'une patrouille pour éviter les tirs fratricides

CONTROL : Contrôle et assignation de mission (groupe de participation 9)
Chaque unité C2 contrôlante possède son net de contrôle. Les unités Non-C2 changeant d'unité contrôlante changent donc de net.

Fighter-to-Fighter : communication intra patrouille (groupe de participation 19).
Chaque patrouille possède son propre net, en particulier afin d'effectuer une fusion de plots de détection radar avant de la transmettre (sur le groupe de participation CONTROL) à l'unité contrôlante qui créera et diffusera sur le groupe de participation SURVEILLANCE la piste correspondante.

Deux groupes de participations VOICE sont également disponibles (groupe de participation 12 et 13). Ils peuvent être empilés, par exemple pour le contrôle des unités Non-C2 en phonie (un net est affecté à chaque plate-forme C2). Dans l'environnement radio totalement brouillé par la mise œuvre de la liaison 16 en mode "Combat" (Puissance d'émission jusqu'à 1Kw et saturation des fréquences), les groupes de participation VOICE peuvent s'avérer indispensables dans les premiers jours de la Campagne de guerre. Cependant, dès que les principales forces d'opposition sont neutralisées, les groupes de participation VOICE sont abandonnés pour dégager de la bande passante au profit, en particulier, des aéronefs en soutien des forces au sol (CAS : Close Air Support)

Ce souci de gagner de la Bande Passante dans le réseau Liaison 16, pourrait amener certaines nations à exclure les groupes de participation CONTROL et Fighter-to-Fighter du Réseau liaison 16, au profit de réseau nationaux à très haut débits. Lors des opérations menées par l'OTAN, les vols mixtes d'aéronefs Non-C2 (appartenant à des nations différentes) au sein d'une même patrouille sont exceptionnels. Étonnamment pour certains, la SUÈDE nation non OTAN, mais disposant depuis peu de la Liaison 16, est pionnière dans le domaine. le GRIPEN Suédois ne devrait pas mettre en œuvre ces groupes de participation. La FRANCE pourrait suivre la voie en dotant le RAFALE de capacités Fighter-to-Fighter non-L16 mais bien plus performante grâce à la mise en œuvre de radios nouvelles génération à très hauts débits. L'ALLEMAGNE, les nations nordiques (NORVÈGE, DANEMARK, HOLLANDE) et la GRECE pourraient en faire autant. Quant aux ÉTATS-UNIS, les études d'un réseau AIR dédié sous protocole Internet se sont concrétisées par des expérimentations concluantes.

1/10/2011 - HANSCOM AIR FORCE BASE, Mass. (AFNS) -- A team of former fighter pilots from the Electronic Systems Center here is continuing to make sure current fighter pilots -- both U.S. and Allied forces -- can operate the sophisticated communication network known as Link 16.

Link 16 takes data from multiple platforms, including Airborne Warning and Control System, Joint Surveillance Target Attack Radar System, and joint service platforms, and integrates it on one screen. It also accommodates thousands of different message types, allowing each to be sent, received and commonly formatted.

However, operators can't use it effectively without proper training, and that's where this highly mobile and experienced team comes in.

"The guys that we train are almost immediately eligible to go out to the area of responsibility and use Link 16 to do what they need to do," said Bill Ramsay, a former F-15 Eagle pilot and member of ESC's Tactical Data Network Initial Fielding Support team. "We make sure they're doing everything right and that everything's being used the way (unit leaders) want it used."

And because the team is composed of former fighter pilots, their fellow pilots tend to be pretty receptive.

"We've been there, and we speak their language," Mr. Ramsay said. "It gives us credibility."

Once the team completes training an F-16 Fighting Falcon squadron in Sioux Falls, S.D., later this month, they will have completed initial fielding training for all U.S. Block 40 and 50 F-16 units, the F-16 variants that employ Link 16.

The team finished training all F-15 units several years ago.

They've also completed training a number of Allied force units who have received Link 16 as part of Foreign Military Sales initiatives. The list of nations includes Taiwan, Poland, Greece and Saudi Arabia, where the team wrapped up a three-year effort in 2010. There, they trained seven squadrons of F-15 pilots on four geographically dispersed bases and helped integrate their Link 16 ground stations into local networks.

"Combat employment interoperability with Saudi Arabia is important for any possible future conflicts in the region," said Bob Provost, the Saudi Arabia fielding team lead. "Fielding Link 16 capability on Saudi Arabia's entire F-15 fleet really bridged a gap in our ability to employ our respective Air Forces jointly."

Mr. Provost, a former F-15 pilot, who spent a year stationed at Riyadh Air Base, Saudi Arabia, something he said helped during this effort.

"Having flown (F-15s) Eagles with the Royal Saudi Air Force at all their fighter bases just a few years prior, understanding their Air Force culture and seeing a lot of familiar faces helped accelerate our teaching efforts," he said.

Having a fielding team capable of really getting operators up to speed on the equipment helps make the whole process work, said Mike Wabrek, the FMS case manager for the Saudi Link 16 upgrade.

He said all FMS customers receive a lot of intensive training, with on-site courses provided by both the aircraft manufacturer and the U.S. Joint Forces Command. However, it's the final efforts of the fielding team that really gets coalition partner's fighter pilots comfortable using the data link operationally.

"I like to say that the fielding team is the light at the end of the tunnel," Mr. Wabrek said. "They provide that pilot-to-pilot interface -- the no kidding, this-is-what-you-need-to-know stuff -- for day-to-day internal squadron training and real-world operations. Fighter pilots tend to speak in their own language, and it really helps to have these guys who speak that language go in there and work with them. It's an effective capstone to all the classroom training."

He said, since completing the initial Saudi fielding, he's received nothing but positive feedback about the efforts of the fielding team, from the initial fielding of the Royal Saudi Air Force's F-15 fleet, to joint-service/coalition training exercises such as Red Flag.

"The Saudi case called for fielding to take place until 2013, but the RSAF requested an acceleration of the program," Mr. Wabrek said. "In order to match the installation schedule, and as testament to the fielding team's professionalism and their ability to adjust, we finished that portion of the case two years ahead of schedule. It's been a huge success."

Several more fielding efforts related to FMS cases are on tap for the roving team this year, including Singapore, Pakistan and Morocco.

"We'll keep working hard to get everyone the training they need," Mr. Ramsay said. "We enjoy each opportunity we get, and we've had a lot of great opportunities over the years. We've made a real difference and had a lot of fun too."

Thales is offering a tactical datalink solution to countries that find themselves unable to take advantage of systems such as Link 16.
The Multi-Function Tactical Data-Link Range Extension is not only able to deliver the tactical data required by commanders but it’s high bandwidth means it could also be used in conjunction with mission systems to download images and stream video.
The capability is thanks to Thales’ NextWave radio transceiver system which not only capable of delivering the data but will also interface with satellite communications systems if the platform moves out of normal radio communication not only to guarantee continuity of service but also to continue operating as part of the network.
The company says the system can: ‘network all of the players involved in a theatre of operations regardless of their location and their communication equipment,’ and is ideal for countries who had not been approved by US or coalition forces to use the Link 16 but required a long range datalink system, although NextWave can also be used in conjunction with Link 16 as well.
The system was being demonstrated in a simulation during Thales’ TechnoDay event being held in Paris this week to show off some of the emerging technologies the company is working on.

The simulation imagined a long-range Combat Search and Rescue (CSAR) operation where helicopters were being used to rescue members of a non-governmental organisation, but were out of normal radio datalink transmission. But because the aircraft are fitted with NextWave, the data is re-transmitted to a satellite to an air force HQ and from there via a normal datalink signal to a orbiting combat air patrol, allowing all the platforms to see each other on situational displays.
Other technologies on display included Hypervision, a system which is able to anticipate, assess and help deal with the problem of cyber attacks on computer systems. The system gives administrators the ability to spot where the weak links in the computer networks of a company or governmental organisation. The company is also working on the delivery of cloud computing for defence purposes.

Merci Yakusa un document très intéressant !

Pas de L16 pour l'Egypte, et seul 4 pays arabes le possède (KSA, UAE, Jordanie et Maroc)

Je suis surpris, je pensais qu'il y avait plus de plateformes équipé dans l'OTAN.
