Slovak aircraft repair company Trenčín (LOTN) has completed the first general overhaul of an Afghan Air Force (AAF) Mil Mi-17V-5 transport/utility helicopter under a contract awarded in 2016 through NATO’s Support and Procurement Agency (NSPA), the Slovak Ministry of Defence (MoD) announced in a 2 August statement.

The overhauled platform made its first test flight in Slovakia as part of the first stage of the handover process, with the second stage taking place in Afghanistan after the helicopter was returned in late July.

Further deliveries of overhauled Mi-17V-5s to the AAF are expected to take place in 2019, according to the MoD.

The latest development comes after Australia announced during the 11/12 July NATO Leaders’ Summit in Brussels that it will continue to fund the sustainment of the AAF’s current fleet of Mi-17 helicopters through the Afghan National Army Trust Fund as the service transitions its helicopter fleet to the Sikorsky UH-60 Black Hawk.

The MD Helicopters Inc. (MDHI) MD 530F Cayuse Warrior light attack and reconnaissance rotorcraft operated by Afghanistan are to be upgraded to improve their safety, range, and endurance.

The US Army disclosed on 16 January that it is seeking vendors to supply and install crashworthy and auxiliary fuel tanks in 25 of the 'Little Bird'-derivative helicopters delivered so far to the Afghan Air Force (AAF).

"The US Army Contracting Command - Redstone is issuing this sources-sought notice as a means of conducting market research to identify parties having an interest in and the resources to provide up to 25 MD 530F Robertson Crashworthy Fuel System (CWFS) and Little Bird Auxiliary Tank System (LBATS) kits, and three support equipment packages for the Afghanistan Air Force", the solicitation said.

The AAF currently fields 30 MD 530F helicopters, and will receive a further 25 before the end of the year. The first 25 helicopters received have been fitted with the Enhanced Mission Equipment Package (EMEP) that includes the baseline Robertson Fuel System, while the initial five of the 30 follow-on helicopters were delivered with the Ballistic Tolerant Crashworthy Fuel System (BTCWFS) developed by Robertson (this will be fitted to the remaining 25 helicopters also). As such, this latest US Army request for information (RFI) is for a retrofit of the first 25 helicopters delivered to the AAF.

While the Afghan helicopters are adapted for 'hot and high' operations with an uprated 650-shp Rolls-Royce 250-C30 turbine engine and longer main and tail rotor blades, when operating at altitude with a full weapon load they currently lack the range to venture too far beyond their operating base or the endurance to remain on station for any significant length of time; MDHI figures give the baseline MD 530F a range of 400 km and an endurance of 2.2 hours at sea level.

« S’il existe au moins deux façons de faire quelque chose et qu’au moins l’une de ces façons peut entraîner une catastrophe, il se trouvera forcément quelqu’un quelque part pour emprunter cette voie », énonce la Loi de Murphy. Et le projet de livrer 159 hélicoptères UH-60A Black Hawk à la force aérienne afghane en sera sans doute un exemple.

En effet, quand Washington annonça son intention de moderniser les capacités de l’aviation afghane en remplaçant ses hélicoptères de manoeuvre Mi-17 de conception russe par des UH-60A Black Hawk, quelques observateurs estimèrent que ce n’était pas une bonne idée, aussi généreuse fût-elle [le coût de programme ayant été évalué à 7 milliards de dollars, ndlr]. Et cela pour plusieurs raisons.

La principale est que, pour l’Afghanistan, il faut un hélicoptère rustique et solide, facile à maintenir en condition opérationnelle et dont le domaine de vol correspond à la réalité de ce pays montagneux. Or, sur ce plan, le Mi-17 est particulièrement bien adapté. En outre, il peut aussi fournir un appui aérien, grâce aux 1.500 kg de bombes et des roquettes qu’il est en mesure d’emporter. Ce que l’appareil américain ne peut pas faire, étant donné qu’il n’est armé que de deux mitrailleuses.

Autre bémol : le nombre d’hélicoptères à livrer. Multiplier quasiment par trois le nombre d’appareils mis en ouvre par la force aérienne afghane supposait en effet un effort considérable en matière de recrutement et de formation, tant au niveau des pilotes que celui des techniciens.

En juin 2018, un rapport de l’inspection générale du Pentagone avait mis en avant ces objections. Et comme attendu, il s’avéra qu’il fallait deux UH-60A pour acheminer le chargement d’un seul Mi-17.

Seulement, comme dit le dicton, « quand le vin est tiré, il faut le boire »… Et le rapport en question servit probablement à caler un coin de table… Cependant, le SIGAR, l’Inspecteur général spécial pour la reconstruction de l’Afghanistan, qui dépend du Congrès des États-Unis, vient de s’inviter dans le débat. Et, lui aussi, n’épargne pas ses critiques contre la décision de doter la force aérienne afghane avec des UH-60A.

Initialement, le programme prévoyait le recrutement de 477 pilotes afghans de UH-60A. Finalement, la « cible » a été baissée à 320. Seulement, leur formation a pris du retard… Au point qu’il manque des équipages pour mettre en oeuvre les 16 appareils déjà livrés. Le problème est identique pour les techniciens, ce qui devrait sans doute faire le bonheur de prestataires privés.

Or, sur le plan de la maintenance, d’importants efforts sont à faire étant donné qu’il n’est pas possible de permettre les mêmes pratiques qu’avec les Mi-17. D’après l’agence Reuters, l’entretien de ces appareils n’est pas toujours correctement assuré, étant donné qu’ils sont sursollicités. Ce qui n’est pas sans préoccuper, d’ailleurs, les conseillers militaires américains.

« Compte tenu des inquiétudes sur le fait que la force aérienne afghane ne serait pas en mesure d’utiliser pleinement les 159 UH-60A Black Hawk, le département de la Défense [Pentagone, ndlr] court le risque de gaspiller l’argent des contribuables américains pour acheter des appareils que les Afghans ne peuvent ni piloter, ni entretenir », a résumé le SIGAR.

India has delivered the first two of four refurbished Russian-built Mil Mi-24 'Hind' attack helicopters it had promised the Afghan National Defense and Security Forces (ANDSF) in early 2018 to boost their counter-insurgency capabilities.

Purchased from Belarus, the two Mi-24s were officially handed over by Vinay Kumar, India's ambassador to Afghanistan, during a ceremony held on 16 May at the Afghan Air Force (AAF) base in Kabul, according to a statement by the Indian Embassy in Kabul.

"These [Mi-24s] are a replacement for the four attack helicopters previously gifted by India to Afghanistan in 2015," said the embassy, adding that the gifted platforms are set to enhance the ANDSF's effectiveness in "combating the scourge of terrorism".

The statement referred to four refurbished Mil Mi-25 assault helicopters India delivered to the ANDSF in April 2015 as part of a bilateral strategic agreement signed in 2011 between New Delhi and Kabul. India, however, has declined to elaborate on whether these Mi-25s have been lost operationally or simply become inoperative.

That same day, Afghanistan's acting defence minister, Asadullah Khalid, tweeted that two remaining Mi-24s would be "purchased [by India from Belarus] and supplied to the Afghan Air Force to make the aerial operations more effective". No details were provided as to when these platforms will be delivered.

In March 2018, Afghanistan's then-ambassador to India, Shaida Mohammad Abdali, had told the Hindustan Times newspaper that the Mi-24s were being acquired under a trilateral agreement signed between Afghanistan, Belarus, and India.

At the time, a senior military official had told Jane's that India had sourced the Mi-24s from Belarus, given that Russia was under international sanctions due to its military actions in Ukraine in 2014 and, hence, was unable to export the rotorcraft

Three EMB314 Super Tucanos on delivery to Afghanistan

On Friday evening 28 June 2019, three A-29B Super Tucanos on delivery to the دافغانستان هوائی ځواک‎ (AAF, Afghan Air Force) arrived at Prestwick (UK). The aircraft were accompanied by Dornier Do328 D-CSNC from 328 Support Services. This is the first time the Afghan Super Tucanos take the "northern" route. All previous deliveries were shipped (boat) via Rota (Spain).

The Afghan Air Force ordered 26 A-29B Super Tucanos in two batches. The first batch consisting of twenty aircraft was ordered in February 2013 with deliveries starting in September 2014, the second batch consisting of six aircraft was ordered in October 2017 with deliveries starting in April 2018. All aircraft were first delivered to the 81st FS 'Panthers' at Moody AFB (GA). The 81st FS *) is responsible for the training of Afghan Air Force pilots and maintenance personnel.

From the first batch, ten A-29Bs had been delivered to the Kabul Air Wing (Afghanistan) so far. This number rises to thirteen aircraft now, one A-29B from the first batch and two from the second batch. One Super Tucano crashed in the USA on 6 March 2017.

UPDATE: one other A-29B (13-2019) landed at Spangdahlem Air Base (Germany) on Sunday 30 June 2019.

The aircraft delivered to Kabul have been noted reregistered in the YA14xx and YA15xx range, with the last two diggets of the YA serial the same as the allocated US serial. The '14' and '15' ranges indicate the Afghan fiscal years.

*) On 15 January 2015, the USAF reactivated a historic unit at Moody AFB (GA) as Col. John Nichols, 14th Flying Training Wing commander, published the reactivation order for the 81st Fighter Squadron 'Panthers'. The mission of the newly activated squadron is to graduate on-time, combat-ready attack pilots and maintenance professionals for the Afghan Air Force.

Les effectifs des forces afghanes revus fortement à la baisse après une chasse aux soldats « fantômes »

Le président Trump serait fermement décidé à mettre un terme à l’engagement militaire américain en Afghanistan d’ici 2020, soit avant la prochaine élection présidentielle. C’est ce qu’a en effet déclaré Mike Pompeo, son secrétaire d’État, le 29 juillet.

« C’est la directive que j’ai reçu du président. […] Il a été sans ambiguïtés : ‘mettez fin aux guerres sans fin, entamez le retrait' », a affirmé le chef de la diplomatie américaine, lors d’une intervention devant l’Economic Club de Washington.

Ayant promis, en 2016, qu’il retirerait le contingent américain d’Afghanistan s’il était élu à la Maison Blanche, M. Trump avait finalement approuvé l’envoi de renforts en août 2017, à la demande du James Mattis, alors chef du Pentagone. Une décision reprochée au moment de la démission de ce dernier…

Quoi qu’il en soit, et alors que les diplomates américains et des représentants du mouvement taleb afghan ont entamé un huitième cycle de discussions à Doha [Qatar] afin de tenter de trouver un accord de paix d’ici le 1er septembre [ou, du moins, avant l’élection présidentielle afghane, prévue le 28], le chef de la Mission d’aide des Nations unies en Afghanistan [Manua], Tadamichi Yamamamoto, a déploré la forte hausse de victimes civiles en juillet, avec plus de 1.500 personnes tuées ou blessées.

Il s’agit du « nombre le plus élevé de tous les mois de l’année en cours et le nombre le plus élevé enregistré en un seul mois depuis mai 2017 », a souligné la MANUA, qui attribue cette hausse aux « éléments antigouvernementaux », c’est à dire aux taliban et aux combattants de la branche afghano-pakistanaise de l’État islamique [EI-Khorassan ou EI-K]. Les engins explosifs improvisés [EI] sont impliqués dans plus de 50% des cas.

« Les efforts de paix se sont intensifiés ces dernières semaines, tout comme le conflit sur le terrain », a commenté M. Yamamamoto, avant d’appeler « toutes les parties à ne pas intensifier les opérations militaires en pensant que cela leur offrira une position plus forte dans les pourparlers de paix. »

Cette hausse des victimes civiles est donc liée à l’activité soutenue du mouvement taleb et de l’EI-K. Une tendance également relevée dans le rapport [.pdf] que vient de remettre au Congrès américaine l’Inspecteur général spécial pour la reconstruction de l’Afghanistan [SIGAR].

Ainsi, entre le 1er mars et le 31 mai [période qui englobe donc le début de la traditionnelle « offensive de printemps » des taliban, ndlr], 6.445 attaques ont été constatées, ce qui représente une hausse de 9% par rapport au trimestre précédent. Et plus de la moitié d’entre-elles ont eu lieu dans 5 des 34 provinces afghanes, c’est à dire dans celles du Helmand, de Badghis, de Faryab, de Herat et de Farah.

Les rapports du SIGAR ne laissent généralement rien passer… Et c’est encore le cas pour le dernier, qui s’est penché sur les effectifs des forces armées et de la police afghanes. En effet, il avance que le nombre de soldats et de policiers afghans a considérablement diminué d’une année sur l’autre, et plus particulièrement au cours du second trimestre de cette année.

Selon ce rapport, au 25 mai 2019, les forces armées afghanes comptaient 180.869 militaires tandis que la police nationale afghane [ANP] disposait de 91.596 agents. Or, ces « chiffres reflètent une baisse de 9.554 soldats et de 24.788 policiers par rapport au précédent trimestre », y lit-on.

Cette brusque réduction des effectifs s’explique par le fait que les seules sont désormais pris en compte les données biométriques des soldats et des policiers afghans. Une mesure prise par les « États-Unis et leurs partenaires afin de réduire la possibilité pour les responsables corrompus des forces de sécurité afghane d’inscrire des soldats et des policers fantômes sur les registres de personnel afin d’empocher les salaires », souligne le rapport du SIGAR. À noter que cette pratique avait également été constatée en Irak… Avec les conséquences que l’on sait.

Et cela soulève une autre question : si des commandants afghans ont fait de fausses déclarations concernent leurs effectifs, où sont passées les armes et les équipements destinés à cette « armée fantôme »?

« Les responsables [de la création de soldats fantômes] devraient être punis », a réagi Mir Haidar Afzali, chef de la commission de la défense de la Wolesi Jirga, la chambre basse du Parlement, cité par Tolo News.

Mais, pour le moment, le ministère afghan de la Défense est dans le déni. « Il n’y a pas de soldat fantôme dans les rangs de l’armée nationale afghane » et le « SIGAR n’a pas contacté le ministère de la Défense au moment de la rédaction du rapport et n’a pas demandé d’informations au ministère de la Défense », a déclaré Rohullah Ahmadzai, un porte-parole.

D’après l’objectifs fixé par l’Otan, via la mission Resolute Support, les forces de sécurité afghanes devraient compter 227.374 soldats et 124.626 policiers. Si les chiffres du SIGAR sont corrects, il manquerait donc près d’un quart des effectifs pour l’atteindre.

Reste que, après 18 ans après les attentats du 11 septembre, un rapport des Nations unies a une nouvelle fois avancé qu’al-Qaïda « continue de voir dans l’Afghanistan un refuge pour ses dirigeants, du fait de ses liens solides et de longue date avec le commandement taleb. » Et d’insister : « Avec l’aide des taliban, al-Qaïda souhaite renforcer sa présence dans la province de Badakhchan,
en particulier dans la zone de Chighnan, qui borde le Tadjikistan, ainsi qu’à Barmal, dans la province de Paktika. »

Enfin, dans un autre rapport concernant l’État islamique qu’il vient de remettre au Conseil de sécurité, le secrétaire général des Nations unies, Antonio Guterres, a également estimé que l’Afghanistan reste la zone le « mieux établie où il existe une ambition de préparer des attentats à l’extérieur et où une capacité pourrait être mobilisée ».

Final Mi-35s handed over to Afghanistan

Today, 15 October 2019, India handed over the last two Mi-35s to the Afghan Air Force. Both helicopters are former Belarus Air Force. The two Mi-35s, serials 125 and 126, complete the current active fleet of eight Mi-35 attack helicopters. In March 2018, Afghanistan, Belarus and India inked a trilateral pact for refurbished Mi-24/Mi-35 helicopters.

In December 2015, three ex Indian Air Force Mi-35s were handed over to the Afghan Air Force (serials 119, 121 and 122), followed by one more (serial 120) in February 2016. The first two refurbished ex Belarus Mi-35s were handed over on 16 May 2019 (serials 123 and 124), followed by the ones handed over today.

Afghanistan has received the last of 60 MD Helicopters Inc (MDHI) MD 530F Cayuse Warrior light attack and reconnaissance rotorcraft that have been delivered from 2011.

The final five Cayuse Warriors, which were part of a follow-on batch of 30 helicopters ordered by the US Army under a wider USD1.4 billion Foreign Military Sales (FMS) effort for allied nations, were delivered to Kandahar via a Boeing 747 cargo aircraft on 27 October. The manufacturer announced the arrival on 24 November.

As noted by MDHI, all five helicopters have now been reassembled and are now in operational service with the Afghan Air Force (AAF). Taking battlefield losses and accidents into account, Jane's understands that the AAF has an active inventory of 55 MD 530F helicopters at its disposal. However, neither the US 438th Air Expeditionary Wing (AEW) that trains and assists the AAF nor MDHI was able to confirm this number by the time of publication.

While early MD 530Fs (known as 'Jengi' [Warrior] in AAF service) delivered between 2011 and 2016 were equipped with standard avionics, the newer aircraft have a 'glass' cockpit (the older aircraft are likely to be upgraded to this same standard over time). They also have a ballistically tolerant crashworthy fuel system that features self-sealing fuel cells; crashworthy bladders compliant to MIL-DTL-27422 (the standard for crash- and ballistic-resistant fuel systems); gravity feed auxiliary fuel transfer; compatibility with the 38-gallon Little Bird Auxiliary Tank System (LBATS); accessibility for easy maintenance; and 'combat proven performance'.

All AAF MD 530Fs are fitted with the Enhanced Mission Equipment Package (EMEP). The baseline Mission Equipment Package (MEP) comprises the FN Herstal Heavy Machine Gun Pod (HMP) that features the company's M3 12.7 mm (.50 calibre) machine gun. The HMP, which is carried on external weapons planks, has a rate of fire of 1,100 rds/min and a 400-round ammunition box.

Afghanistan receives additional Super Tucanos

Afghanistan has received a further four Sierra Nevada Corporation (SNC)-Embraer A-29 Super Tucano light attack turboprop aircraft,
with a delivery ceremony held at Kabul International Airport on 17 September.


Afghanistan has received four more Super Tucanos to add to the 26 already delivered. A further six are expected in February 2021.

The delivery, announced by NATO the same day, brings to 23 the total now fielded by the Afghan Air Force (AAF), of which 18 are in-country with the remainder located at Moody Air Force Base in Virginia.

According to Janes World Air Forces, this latest batch brings the total AAF inventory up to 30, of which 10 have been retained at Moody Air Force Base in the United States for training. The US plans to move training to Afghanistan later in 2020, while NATO noted plans to transfer a further six aircraft to the AAF in February 2021.

The Super Tucano has been active in Afghanistan from early 2016, since which time it has served as the AAF’s only fixed-wing combat aircraft. The Super Tucano’s range, speed, service ceiling, and availability (coupled with its ability to dispense precision-guided munitions), enables it to operate effectively throughout Afghanistan.

Uzbekistan says hundreds of Afghan soldiers flee over border with dozens of aircraft

TASHKENT, Aug 16 (Reuters) - Hundreds of Afghan soldiers have fled to Uzbekistan with 22 military planes and 24 helicopters last weekend, including one aircraft that collided with an escorting Uzbek fighter jet causing both to crash, Uzbekistan said on Monday.

The Uzbek defence ministry earlier said an Afghan military jet had been shot down and crashed after crossing the border. read more

A total of 585 Afghan soldiers have arrived on aircraft and 158 more crossed the border on foot on Sunday, Uzbek prosecutor general's office said in a statement.
