BAE Systems sets sights on Vietnam

Jon Grevatt, Bangkok - IHS Jane's Defence Weekly
07 June 2016

BAE Systems is undertaking a project to expand its understanding of Vietnam, with a view to potential market penetration. The move coincides with the United States' recent decision to lift its long-standing military embargo on the Southeast Asian country.

Nick Glover, BAE Systems' Southeast Asia vice president, told IHS Jane's recently that the company is "assessing" Vietnam and potential opportunities, not only in its defence market but in adjacent sectors such as homeland security.

"Vietnam could be an interesting market," he said. "We have been assessing industrial capability within the country and we are looking at potential opportunities. It could be a market where we look to enter through Applied Intelligence [BAE Systems' cyber security division] or our HADR [Humanitarian Assistance, Disaster Relief] products.

India to Speed Up Brahmos Missile Sale to Vietnam
(Source: Tass Defense; published June 10, 2016)
NEW DELHI --- India will speed up the sale of Russian-Indian BrahMos cruise missiles to Vietnam and consider their delivery to another four countries, in particular, Indonesia, South Africa, Chile and Brazil, a source in the Indian Defense Ministry told TASS.

"A decision to speed up the process of concluding a deal was made at a meeting between Indian Defense Minister Manohar Parrikar and his Vietnamese counterpart General Ngo Xuan Lich at the beginning of the week," the source said.

"India is ready to sell BrahMos supersonic cruise missiles with a range of 290 kilometers [180 miles] to Hanoi. If the deal is concluded, Vietnam will be the first country to receive these missiles manufactured by Russia and India jointly," the source added.

According to the source, Vietnam wanted to purchase BrahMos missiles from India in 2011 but New Delhi refused to conclude a deal as it didn’t want to irritate China.

"Also, India views Indonesia, South Africa, Chile and Brazil as the nearest potential customers of the BrahMos cruise missile. These countries are interested in purchasing this cutting-edge cruise missile with a speed three times as much as the sound velocity," the source added.

As spokesman for the Russian-Indian BrahMos Aerospace Company Praveen Pathak told TASS, "other countries, including the Philippines, Malaysia, Thailand and the United Arab Emirates, have shown interest in the Russian-Indian BrahMos missile."

"However, the delivery prospects require further discussions and analyses," he added.

According to Pathak, Russia and India have determined a group of 14 countries, with which they can sign export contracts for the delivery of the Russian-Indian BrahMos cruise missile.

"The talk is about those countries, with which both Russia and India have good relations," Pathak said.

According to some sources, a contract with Vietnam, which will be the first export contract on the BrahMos cruise missile, can be signed before the end of 2016

Vietnamese fighter jet disappears during training

An aircraft of Vietnam Air Force has disappeared during a training season off the central coast on Tuesday morning. The latest statement from military officers said the Sukhoi fighter jet Su-30MK2 went off the radar at around 7:30 a.m. with two experienced pilots, Tran Quang Khai and Nguyen Huu Cuong, onboard.

Dozens of officers and many fishing boats have been deployed to the area to look for the plane. Officials are also checking information from a fisherman who said he saw a plane crashing into the sea at 8:30 a.m., around four to six sea miles to the east of the Mat Island, which is 20 sea miles offshore. A search and rescue team has been set up on the island. Su-30MK2 is manufactured by Russia and can be used for training, patrol or attack purposes.

The model of 22 meters long with a wingspan of 14.7 meters is also being used in China, Indonesia, Uganda and Venezuela. Vietnam in January 2009 signed a $500 million contract to buy eight Sukhoi jets from Russia, and has ordered another 32. The first four aircraft arrived in Vietnam in June 2011.

Vietnam : ambitions navales

Vietnamese amphibious force trains 'island recapture'

Richard D Fisher Jr, Washington DC - IHS Jane's Defence Weekly
03 August 2016

The naval infantry force of the Vietnam People's Navy (VPN) has conducted an exercise simulating the recapture of an island: a drill that seems to underscore Hanoi's concern about China's growing assertiveness and military build-up in the disputed South China Sea (SCS).

Footage from the exercise was aired on 25 July by the Vietnam National Defence television channel (QPVN). The drill included at least two of the VPN's three Polnochny-class (Project 771) tank landing ships, which deployed a number of PT-76 light amphibious tanks.

This was followed by naval infantry in small boats and a number of 10-tonne BTR-60PB armoured personnel carriers being deployed on beaches. The exercise did not appear to have included either naval gunfire or aerial support.

While the actual date of the drill was not revealed, analysts say that it likely took place after the Permanent Court of Arbitration's (PCA's) 12 July ruling on the legality of Beijing's territorial claims in the SCS.

The court in The Hague ruled that Beijing's claim to 'historic rights' within most of the disputed waters has no legal basis. The PCA decided on a case brought by the Philippines, which argued that Chinese activity in the region was violating international law. Vietnam is now also considering bringing its own case to the PCA.

Beijing claims most of the SCS on the grounds it is asserting 'historic rights' to maritime resources in the area. China has also embarked on creating controversial artificial islands in the disputed waters, some of which have airstrips and military installations.

This has prompted territorial disputes with neighbouring states such as Malaysia, the Philippines, and Vietnam, which stake competing claims.

Vietnam occupies about 24 islands and reefs in the disputed Spratlys, including islands close to China's newly reclaimed bases on Subi Reef and Gaven Reef.

Vietnamese Military Trains Deployment of Bastion-P Coastal Defence System

16 Agustus 2016

the deployment of its K-300P mobile Bastion-P coastal
defence system. (all photos : QPVN)

Vietnam's military has demonstrated its ability to deploy its Russian-made K-300P Bastion-P (SSC-5 'Stooge') coastal defence system in an exercise that was revealed by the Vietnam National Defence television channel (QPVN) on 10 August.

The broadcaster showed footage of two K-340P mobile Bastion-P launchers being shipped and offloaded from a small utility landing craft as part of the coastal deployment exercise for the anti-ship missile system.

The drill, which follows China's rejection of a 12 July ruling by the Permanent Court of Arbitration (PCA) that dismissed China's 'historic claim' to most of the South China Sea (SCS), seems to underscore Hanoi's concern about Beijing's growing assertiveness and military build-up in the disputed waters.

It also demonstrated Vietnam's ability to ship the Bastion-P to some of its larger islands in the disputed Spratlys.

Vietnam occupies about 24 islands and reefs in the Spratlys, including islands close to China's newly reclaimed bases on Subi Reef and Gaven Reef.

While the actual date of the drill was not revealed, analysts say that it likely took place after 12 July PCA ruling on the legality of Beijing's territorial claims in the SCS.

The exercise follows a 10 August news report, in which Reuters cited foreign officials and military analysts as saying Vietnam had deployed rocket launchers capable of firing the 306 mm EXTRA guided rocket to several SCS islands that are within striking distance of Chinese runways and military installations.

Made by Israel Military Industries (IMI), the EXTRA uses a GPS-aided INS-based guidance system to deliver its 120 kg warhead to a range of up to 150 km with an accuracy down to 10 m.

Diplomats and military officers told Reuters that intelligence shows Hanoi has shipped the launchers from the Vietnamese mainland into position on five bases in the Spratly islands in recent months.

18 nations participate in ASEAN Exercise 16-3
Read news from Defence Blog at Flipboard.com | Subscribe to the newsletter from Defence Blog

Areas of the world riddled with natural disasters and cursed by the secondary effects of mother nature’s wrath demand a responsive force that thinks, trains and plans ahead.

An exercise bringing together those very forces from 18 nations’ military and government organizations kicked off Sept. 5, 2016 at 14th Military Circle, Chonburi Province, Thailand. ASEAN Exercise 16-3 commenced with a fitting demonstration of an earthquake-induced collapsed building Search and Rescue operation.

Helicopters from Japan, Russia, Singapore and Thailand roared toward the airfield, dispatching fast-rope rescue teams and airlifting casualties. Meanwhile, teams on the ground moved casualties from the “hot zone,” a simulated collapsing building, to the “warm zone,” the immediate safety of an open field, and triaged according to casualty condition.

Teams from the Indian Army, Japan Ground Self-Defense Force and Royal Thai Army moved casualties secured on backboards swiftly to the pickup zone or field hospital. It was a grand display of pre-planned, coordinated and rehearsed disaster response, reinforcing the pay-off of the very familiarity and training this exercise will focus on.

“This exercise is intended to foster cooperation and to share experience, information and skills among military medics of the ASEAN member states and plus countries, while fostering capabilities of military units in the region through joint humanitarian assistance and disaster relief operations,” said General Prawit Wongsuwon, Kingdom of Thailand Deputy Prime Minister and Minister of Defense, during the opening ceremony.

AEx 16-3 is an opportunity for different nations to apply and hone common standard operating procedures and diversify each other’s capabilities for the inevitable calamities of the volatile Indo-Asia-Pacific.

A U.S. contingent of approximately 25 personnel from U.S. Pacific Command; U.S. Army Pacific; U.S. Marine Corps Forces, Pacific and Pacific Air Forces will work alongside the other nations in both the command post and field training exercises conducting medical planning, air medical evacuation, military medicine and chemical/ biological/ radiological/ nuclear defense.

Approximately 2,000 personnel are participating in the exercise from the 10 ASEAN member states Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam and “plus” countries Australia, China, India, Japan, New Zealand, South Korea and Russia.

“This is considered an important milestone of defense cooperation,” Wongsuwon lauded the ASEAN Defense Ministers Meeting Plus program, which, “which helps maintain peace, stability and security in the region.”

Humbling reminders of the significance of combined joint disaster response training come in the form of approximately 100 natural disasters on average each year in the Indo-Asia-Pacific. Sharing and honing real-world, on the ground, tactical and operational response capabilities facilitates effective, efficient response in a merciless environment.
