Iranian-Bolivian Meetings Yield Co-operation Agreements in Various Areas 07:16 GMT, November 4, 2010 defpro.com | As news agencies reported early this week, the attraction which the governments of Iran and Bolivia feel towards each other has now become manifest in a number of bilateral agreements in various areas, including defence. According to different sources, Bolivian Economy and Finance Minister Luis Arce announced plans to purchase different defence-related equipment from Iran. Bolivian President Evo Morales and his Iranian counterpart, Mahmoud Ahmadinejad, signed the agreements during a recent four-day visit of the Bolivian leader to Teheran.
“We have expressed ... our interest in buying some airplanes and helicopters of Iranian manufacture, which are basically for training,” Arce told state media. The list of aircraft include the Fajr-3 four-seat training aircraft, built by Teheran-based Fajr Aviation & Composites Industry; the S-68 turboprop training aircraft, which is based on the Pilatus PC-7; the HESA Iran-140 transport aircraft, a license-built version of the Antonov An-140 for 52 passengers; as well as a four-seat version of a not further specified helicopter type.
According to Arce, the aircraft and helicopters will be used to train Bolivian Air Force pilots. The South American country’s Air Force will be supported by Iranian technicians, which will perform maintenance on the aircraft. The Bolivian Air Force operates a potpourri of aircraft of different origin, primarily for training and transport. The majority of the inventory is US-built, including 16 Bell UH-1 helicopters, a score of Cessna and Beechcraft aircraft as well as five C-130s in different configurations. A fleet of 34 Canadair T-33 Silver Stars can also be used for light attack missions.
However, since the Morales administration assumed the leadership of the Latin American country in December 2005, the relations with the United States became glacial and Morales has not contained himself from repeated attacks against the US. Indeed, hours after the agreements were signed by the two leaders, Ahmadinejad underlined the political tenor in his usual, belligerent rhetoric during a joint press conference: “Iran and Bolivia have common enemies, interests and views about resolving international issues.” According to IRNA, he continued: “We are quite acquainted with our enemy and its schemes, so [we] tread wisely.” Furthermore, the Iranian president hailed the new agreements as a step forward in helping “independent and justice-seeking nations” counter the plots hatched by their enemies.
The agreements that yield from this intensified relationship are comprehensive: In addition to the new equipment for the Bolivian Air Force, the two countries plan to deepen economic, political and scientific ties. This includes the establishment of a joint bank and the opening of a credit line. Furthermore, the two countries plan to increase industrial cooperation, and the establishment of a joint company for exploration and exploitation of lithium as well as the production of lithium batteries.
Moreover, Iran offered to support Bolivia in building a nuclear energy plant. According to Arce, no specific negotiations or discussion concerning uranium, so far, have taken place. However, Bolivian officials claim that there is a uranium deposit in the Cotaje mine, near the southern-Bolivian city Potosí. “We still haven’t talked about uranium. I think that we’re still not in shape to do so. We have to make studies, analyses and investigations to be able to speak about uranium,” the minister said. In May 2009, news emerged about a secret Israeli government report, according to which Venezuela and Bolivia supply Iran with with uranium for its nuclear programme. The report accused both Latin American countries of trying to to undermine the US and Israel by supporting Iran.
All this is news that may trouble minds within the Western leadership, as talks about the uranium extraction and growing defence co-operation between the two countries will not help to improve the political atmosphere regarding the controversial Iranian nuclear programme and Iran’s continuous provocation of the United States and its Western allies. The defence equipment which Bolivia may purchase from Iran may not be of great strategic significance. However, along with the extensive economic, financial and technological agreements, it is an unmistakable signal and contributes to further harden the fronts between “rogue states” and the “Allies”, respectively “independent and justice-seeking nations” and their “enemies”.

The aircraft, bought through a loan from China, will be the first of their kind for Bolivia, which currently has only training and freight aircraft. Gandarilla explained that the jets "have a lifespan of 15 to 20 years" and have the ability to intercept illegal crafts that "in Bolivian airspace without authorization." The aircraft will be used mainly around Cochabamba in central Bolivia, where there is heavy production of coca plants used to make cocaine. The Bolivian government also plans to buy 10 Russian-built cargo helicopters for use by the police. In 2008, President Evo Morales ordered the U.S. Drug Enforcement Administration to leave after accusing it of having had a hand in political unrest and drug-trafficking in Bolivia. The U.S. State Department has identified Bolivia as a major drug-transit or drug-producing country.

According to the state-owned TV Bolivia, China's ambassador in La Paz, Shen Zhiliang, highlighted the cooperation projects between the two countries and the five lines of credit granted to Bolivia for about 300 million dollars.
The agreements cover gas pipelines, aircraft, road construction machinery, drills and helicopters.
Zhiliang also highlighted the broad bilateral ties and said that economic and trade relations now exceed 500 million dollars.
China and Bolivia have expanded areas of cooperation projects of economic and technical assistance to the fields of mining, energy, transportation, infrastructure, high technology and cultural exchange, Zhiliang said.
President Evo Morales highlighted China's cooperation and the Bolivian government's willingness to strengthen its armed forces, which, at the same time, will benefit Bolivian society.
Defense Minister Ruben Saavedra said that the six multipurpose H-425 helicopters, with a capacity for twelve people, will also support the civil defense tasks of search, rescue and evacuation of victims of natural disasters.

Caracas (Infodefensa.com) - Les États-Unis font un don à la Bolivie de huit hélicoptères Bell UH - 1 H Iroquis et deux avions Lockheed-Martin C-130 Hercules de transport, afin d'aider à la lutte anti-drogue.
À cette fin, le chef anti-drogue de la Bolivie et le Chargé d'affaires de l'ambassade des Etats-Unis, Larry Memmott, se sont réunis pour finaliser la procédure de transfert de tels aéronefs. « Les bonnes nouvelles que nous sont parvenues par le Chargé d'affaires de l'ambassade du États-Unis en Bolivie sont le transfert définitif des avions Hercules C-130 et huit hélicoptères, » a déclaré Caceres.
En outre, il a dit que les aéronefs seront affectés à deux unités d'élites de l'armée de l'air bolivienne (FAB). Le UH-1 H sera exploité poa Red Devilsair task force, tandis que le C-130 sera pour le groupe de travail Diablos Negros.Il a souligné que les Red Devils est une unité "reconnue internationalement pour le haut niveau de professionnalisme de ses aviateurs et techniciens aéronautiques militaires".
Il a dit que le gouvernement bolivien, par le biais de la lutte contre la drogue unité d'exécution de trafic (UELCN), responsable de l'entretien et de l'utilisation d'avions et d'hélicoptères.
Selon Cáceres, le transfert renforcera l'appui logistique dans la lutte anti-drogue par le biais de la force spéciale de lutte contre le narcotrafic (FELCN) et la force opérationnelle interarmées (FTC). Il note, enfin, que le soutien américain est fait efficace grâce à la Division des stupéfiants affaires des États-Unis (NAS, de son sigle en anglais).
Il est à noter que la FAB exploite les deux avions pendant de nombreuses années, depuis 1977, tous les deux dans sa variante militaire (C-130) comme un civil (L.100 et L.100-10)

La filiale hélicoptériste d'Airbus Group a décroché une commande de six Super Puma en Bolivie pour plus de 100 millions d'euros six mois après la brouille entre Paris et La Paz autour de l'affaire Snowden. Airbus Helicopters a vendu sa dernière version AS332 C1e à l'armée de l'air bolivienne.
C'est un joli petit contrat pour Airbus Helicopters (ex-Eurocopter). Selon des sources concordantes, la filiale d'Airbus Group, a vendu à la Bolivie six Super Puma AS332 C1e, son tout nouvel appareil low cost lancé en 2012. Un contrat estimé à plus de 100 millions d'euros et qui est comptabilisé dans les prises de commandes de 2013. Il a été signé en décembre. Deux Super Puma AS332 C1e seront livrés dès cette année à la Fuerza Aérea Boliviana, l'armée de l'air bolivienne, qui disposera de ses six appareils avant la fin 2016. Ils serviront à la lutte contre les narco-trafiquants et dans le domaine de la sécurité civile.
Un contrat qui était suspendu à la réconciliation franco-bolivienne. Ce qui a été le cas en septembre dernier entre les deux présidents Evo Morales et François Hollande lors d'une rencontre à New York en marge de l'assemblée générale des Nations Unies. Le président français avait affirmé que l'incident survenu à la fin juin entre La Paz et Paris autour de l'affaire Snowden était "clos".
Un appareil très compétitif à l'export
L'AS332 C1e est une nouvelle version de l'hélicoptère Super Puma d'Eurocopter. Il offre une configuration standardisée permettant de réduire les délais de livraison, avec des coûts d'exploitation et de maintenance très compétitifs. Cet appareil va permettre à Airbus Helicopters de mieux rivaliser face à hélicoptères russes tel que Mi-171A2. Des options sur ce Super Puma sont également disponibles. Cet hélicoptère bimoteur de moyen tonnage, qui dispose d'un long rayon d'action, offre aux opérateurs une capacité de charge utile pouvant atteindre 4,3 tonnes, pour le transport d'équipements et de passagers, ainsi que pour les missions de recherche-sauvetage.
Grâce à son moteur Makila 1A1 (Turbomeca) ainsi qu'une avionique et un pilote automatique de 4 axes de dernière génération, l'AS332 C1e peut intervenir dans les conditions d'opération les plus rigoureuses.
