In the August 9th edition of Jane’s Defense Weekly, Deputy Editor Robin Hughes reveals alleged plans by Iran to supply Hezbollah with “a steady supply of weapons systems,” including Chinese QW-1 and its own Mithaq (or Misagh) man-portable air defense systems (MANPADS). The article cites unnamed western diplomats, who also claim that Iran agreed to provide, “at a later date,” several different types of Russian missiles, including the sophisticated SA-16.
Assuming the information is accurate, the missile transfers are significant for several reasons. First, the missiles are a potential threat not only to Israeli military aircraft but also commercial airliners worldwide. Hezbollah has a long history of terrorist attacks against civilian targets. According to Georgetown Professor Daniel Byman, the organization “was perhaps the world’s most active terrorist organization,” and had a hand in several high profile attacks, including the hijacking of TWA flight 847 in 1985 and the bombing of the Jewish Community Center in Buenos Aires in 1994. Its involvement in such acts has waned in recent years, but there is no guarantee that it won’t resume these activities, or retransfer the missiles to terrorists with immediate designs on commercial airliners.
Secondly, the transfers violate a nascent but critically important international norm against the transfer of MANPADS to non-state actors, which is codified in resolutions, declarations and agreements adopted by members of several multilateral forums. Some of these agreements explicitly ban the transfer of MANPADS to non-state actors, while others do so indirectly by limiting such transfers to “foreign governments or to agents specifically authorised to act on behalf of a government after presentation of an official EUC certified by the Government of the receiving country.”
The ban is important because missiles transferred to non-state actors are particularly vulnerable to misuse and diversion, as the CIA discovered after dozens, possibly hundreds, of the Stingers it gave to Afghan rebels in the 1980’s ended up in the arsenals of terrorists, insurgents and hostile governments.
Iran is not a member of any of the above-mentioned forums and therefore is not bound by their agreements.* But even if it were, ensuring that Tehran complied with them would be difficult. As the Government Accountability Office has pointed out, these forums lack “mechanisms to monitor or measure members’ implementation” and have “no explicit tools to enforce members’ compliance with their commitments.” In other words, it is up to individual member states to monitor compliance and punish violations.
For these reasons, the onus is on responsible members of the international community, and particularly the countries that stock Iran’s arsenals, to enforce the ban. If they haven’t done so already, these countries should launch an immediate and thorough investigation into the alleged transfers. If Tehran did provide MANPADS to Hezbollah, its trading partners should take immediate steps to discourage similar transfers, including banning future arms sales until Iranian stewardship of its MANPADS meets international standards.
*Iran is a member (or Contracting State) of the International Civil Aviation Organization and the UN General Assembly, both of which have passed resolutions on MANPADS control, but the resolutions are weak, merely “encouraging” or “urging” member states to ban transfers to non-state actors or comply with MANPADS control agreements negotationed in other forums.

Senior Hizbullah official Mahmoud Kamati on Wednesday mocked IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi, and said all of Israel was within his group's fire range.

SLIDESHOW: Israel & Region | World "Ashkenazi's threats are baseless and are an attempt to draw attention away from the enemy's defeat in Gaza and in Lebanon," Kamati said in an interview with Al-Jazeera. He went on to boast that "all the cities and all Israeli military and industrial centers are within Hizbullah's fire range."
Kamati was responding to remarks by Ashkenazi on Tuesday, who told the Knesset Foreign Affairs and Defense Committee that "Hizbullah operatives in Lebanon are in possession of tens of thousands of rockets, with a range of up to 325km."
The Hizbullah official went on to warn that if the IAF bombed Beirut, Hizbullah would retaliate by bombing Tel Aviv.
"The enemy knows that defeat under the current circumstances would be a critical defeat that would change the balance of power in favor of Hizbullah, leading to the destruction of the Zionist entity," Kamati said.
In Tuesday's briefing, the IDF chief told committee MKs that Israel was working to prevent weapons smuggling from a plethora of locations in the region, noting last week's raid of the Francop, on which hundreds of tons of weaponry bound for Hizbullah were discovered.

Kamati, however, denied that the weapons were bound for Hizbullah, calling such claims a "ridiculous lie."
Also on Wednesday, a military court in Lebanon sentenced a Lebanese soldier and his wife to death after the couple were found guilty of spying for Israel, Israel Radio reported.
The court also sentenced the defendant's sister and her husband, who are reportedly living in Israel, to death.
According to the report, the four were found guilty of contacting Israeli agents in order to assist in case of an Israeli attack on Lebanon.

Nasrallah lashes out at Israel
BEIRUT, Lebanon, Nov. 11 (UPI) -- The Israeli military will be destroyed in the mountains of Lebanon, Hezbollah Secretary-General Hassan Nasrallah said Wednesday on his movement's Martyr Day.

Nasrallah offered a litany of statements during a nationally televised speech broadcast Wednesday, the Lebanese news outlet Tayyar.org reports.
The Shiite leader warned Israel that if it launches a war on Lebanon, the entire nation would rise up in defense.
"I vow in the name of the martyrs, that the whole world can send as many divisions as they want, you can send the entire Israeli army, and we will destroy it in our mountains," Nasrallah said.
U.N. officials warned both Israel and Hezbollah to honor their commitments enshrined in a 2006 cease-fire agreement that calls for restraint on both sides.
Nasrallah's comments come just days after the Lebanese government of Prime Minister Saad Hariri formed a new government following months of political turmoil. The new Cabinet includes two ministers from Hezbollah.
Nasrallah addressed the political issue during his speech, calling on all parties to work together in the new government.
"Every single party has the right to suggest any political issue, but I call for calm before doing so," he said. "Let us not move from one crisis to another."

Hizbullah 'knows everything' about Israel's border force
Document shows shiite group holds extremely detailed intelligence

One day after Hizbullah Secretary General Sayyed Hassan Nasrallah warned Israel it would be defeated if it launched another war, an Israeli newspaper on Thursday published excerpts from an alleged Hizbullah document suggesting the group knows everything about Israel’s military activity along the Lebanese border.
An article in Yediot Ahronoth said the top-secret 150-page document suggests Hizbullah spies have successfully infiltrated the Israeli Army and Israel, spying on regular communication and coded communication networks.
The report, which could not be independently verified by The Daily Star, reportedly runs on the paper’s front page with the headline: “[Nasrallah] knows everything about us.”
It says the document “shows to what extent Hizbullah intelligence succeeded in penetrating the Israeli Army, and proves that Hizbullah has enough sources of information,” according to Hizbullah’s Al-Manar television.
Hizbullah is particularly informed about the activities of Brigade 91, stationed along the border, and describes the Israeli Army’s land, naval and aerial activities, surveillance equipment and binocular monitoring, As-Safir said Friday.
“Israeli experts and retired servicemen who served in the north have said that the data gathered by Hizbullah by means of the document was highly sensitive and that part of it had been cloned by Hizbullah from secret documents belonging to the 91st brigade,” Al-Manar reported Yediot Ahronoth journalist Ronen Bergman as telling Israeli television Thursday. “They detail the nature of the Israeli Army’s deployment in the north. Those who see the documents know that they have been copied page by page from the original top secret documents. Hizbullah might have gathered the data by means of spies or by infiltrating into the Israeli side to take pictures,” he said.
An Israeli Army official serving on the Lebanese border told the Israeli paper that after reading the document, “everything went black.”
“I was astonished by the accuracy of Hizbullah’s description,” he said.
In an ongoing war of words between the hostile neighbors, the Israeli report appears to have ruffled feathers at home, with one commentator saying Nasrallah was the only Arab leader properly following Israeli affairs.
“Nasrallah reads all our journals, reads all the details and memorizes them,” Al-Manar quoted Tseva Yehezkili, an expert in Arab affairs, as saying. “We can say that he is the sole Arab leader who is aware of what is taking place in Israel.”
In a speech to mark Martyr’s Day on Wednesday, Nasrallah said that while Hizbullah was not looking for another war, it would respond to an offensive.
Israel could “send whatever military brigades, five or seven, and if you want send the whole Israeli Army … we will destroy and crash it in our hills, valleys and mountains,” he warned.
Nasrallah’s speech prompted Giyora Eiland, former head of Israel’s National Security to tell reporters that Israel wouldn’t win a future war with Hizbullah because the group possessed too many missiles.
“If we want to win, the war should instead be waged against the Lebanese government and its infrastructure of which Hizbullah has become a part,” he said, echoing similar remarks made by Israeli officials in the past.
Also on Wednesday, the Israeli military released documents and photos it said proved Iran was responsible for an alleged weapons shipment intercepted by the Israeli Navy last week. Tel Aviv claims the cargo ship it seized off the coast of Cyprus was carrying 500 tons of Iranian-made weapons to Hizbullah. Both Iran and Hizbullah have denied the allegations.
Israeli Army Chief of Staff Major General Gabi Ashkenazi meanwhile said Tuesday Hizbullah had rockets capable of hitting the cities of Tel Aviv and Occupied Jerusalem, as well as the country’s secretive nuclear reactor at Dimona.
Some of [the rockets] have a range of 300 kilometers and some of them have a range of up to 325 kilometers,” Ashkenazi was quoted as saying.

Nasrallah: Israel used to do more than just talk

in a Sunday speech to mark the tenth and final day of the Shi'ite mourning period for Imam Hussein, grandson of the Muslim prophet Muhammed, Hizbullah leader Hassan Nasrallah once again slammed US and Israeli policies in the Middle East while glorifying "resistance," a euphemism for terrorist acts.
Speaking in a Beirut suburb, Nasrallah urged Muslims around the world to avoid confusing "between the friend and the foe and not to listen to US and Israeli proxies who wish to replace brother with enemy."

"Time has changed," Nasrallah said. "In the past, Israel used to do more than it speaks, however today Israel speaks more it acts because it is unable to do anything."

The Hizbullah leader also alluded to Egypt's ongoing construction of an impenetrable metal wall meant to block off tunnels used by smugglers in Gaza. "Today, I call on Egypt to stop building this wall," he said, adding that Cairo must take the initiative to end the blockade imposed on Gaza since the advent of Hamas rule there. "The iron wall and the flow of water in tunnels to finish off the rest of the narrow veins that give some hope to Gaza."

Turning to internal affairs, Nasrallah stressed that Lebanon had gone through dangerous times in the previous five years. Prophesied for Beirut, he said, were "wars, seditions and divisions," as well as a role in the "sectarian … conflicting" Middle East which would eventually yield easily to Israel.

Citing the Phalagists, Nasrallah warned that Lebanese political parties would not succeed in attempts to "provoke" Hizbullah by threatening to undermine the legitimacy of the "resistance."
"If war were imposed on us," he said, "we would fight … God willing, we would achieve no less than victory."

The Hizbullah leader's speech was broadcast and translated by Hizbullah TV station Al-Manar.
