(SAABB) The C-130s are being used in Afghanistan and are set to support United Nations operations in Mali for four months starting in October, Byden said.
“We have to do something with our transport fleet,” Lt. Col. Tommy Petersson, requirements officer for Sweden’s air force, said at the press briefing. The current airframe should last until about 2030 if the systems are modernized, he said.
The trainer program is less well defined, with a target of having new aircraft in service around 2020, Petersson said. Sweden wants to set up partnerships with other countries for a joint modernization plan that would influence the type and number of aircraft to be ordered.
Helicopter Fleet
Military operations in Afghanistan forced Sweden to quickly acquire UH-60M Black Hawk helicopters from United Technologies Corp. (UTX)’s Sikorsky unit to meet operational needs in Afghanistan because the competing NH90 model intended for the role wasn’t ready. The U.S. helicopters have now reached full operational status, Byden said.
Development of the NH90 is progressing, albeit slowly, Byden said. Sweden doesn’t expect to reach full operational status with the rotorcraft, built by partners including Finmeccanica SpA (FNC)’s AgustaWestland unit and Eurocopter SAS of European Aeronautics, Defence & Space Co. (EAD), until 2020, he said. /

L’avion école Saab-105 souffle ses 50 bougies, toujours en activité en Suède et en Autriche, l’avion formera encore quelques nouvelles promotions de pilotes avant d’être retiré définitivement du service dans quelques années.

Issu d'un projet de jet civil, le Saab 105 est un avion école militaire conçu et construit par la Suède dans les années 1960. Biplace biréacteur, il dispose de capacités d'attaque au sol et a été construit à 190 exemplaires, dont 40 exportés en Autriche.

En 1960, l'armée suédoise émet un appel d’offres pour un avion d'entraînement capable de missions d'attaque au sol. La société Saab propose le modèle 105, dérivé de projets de développement d'un jet civil qui n'ont pas abouti. Le premier prototype vola le 29 juin 1963 doté deux turboréacteurs français Tubomeca Aubisque.

Une version désignée 105XT destinée à l'export fit son premier vol le 29 avril 1967. Cette version était équipée de réacteur General-Electric J-85-GE-17B de 1 293 kgp, d'une aile renforcée, et était capable de tirer le missile air-air AIM-9 Sidewinder. L’Autriche passa commande de 40 exemplaires sous la désignation 105ÖE, qui furent livrés de 1970 à 1972. Ces avions pouvaient emporter un pod équipé de caméras pour les missions de reconnaissances, ou des bombes pour les missions d'attaque.


En 1993, la Suède signa un contrat visant à remotoriser ses appareils avec des réacteurs Williams Rolls-Royce FJ44 de 861 kgp. Le premier appareil ainsi motorisé vola en août 1995, et un total de 115 SK 60A/B/C furent modifiés dans la seconde moitié des années 1990. De leur côté, les Sk 60D et E furent réformés. En 2009, la Suède signa un contrat visant à équiper ses avions d'un poste de pilotage modernisé (plus proche de celui équipant le JAS-39 C/D Gripen) et d'un GPS.

La Suède prévoit de remplacer le Saab-105 au sein de son école de pilotage militaire à partir de 2017, le Pilatus PC-21 semble être l’avion le mieux placé.

La question de la survie des industriels européens actifs dans le domaine des avions de combat se pose depuis plus d’une vingtaine d’années maintenant et nombre d’analystes estiment que les réductions budgétaires couplées à l’accroissement du coût des matériels va condamner nombre d’entre-eux. Reste que l’avenir de l’aviation de combat n’est sans doute pas aussi clair qu’il n’y paraît.
Pour preuve, Saab considère toujours qu’il sera en mesure de produire des avions de combat après 2040. Au-delà du développement des Gripen E et F, à présent sanctuarisés par la Suède, il est question de développer une nouvelle évolution de l’appareil. Il serait cette fois optionnellement piloté, ce qui permettrait de réduire les coûts humains et politiques face à la densification des défenses aériennes.
D’un point de vue industriel, l’investissement serait relativement réduit, la plateforme en tant que telle étant considérée comme viable. Reste que ce qui n’est pour l’heure qu’un ballon d’essai lancé afin de voir les réactions du marché n’est pas sans intérêt, dès lors qu’il permettrait à l’avionneur de conserver des compétences dans le domaine des appareils pilotés, y compris la « transition au piloté à distance » effectuée.
Boeing, dans ses travaux pour le FA-XX, raisonne d’une manière proche, cette fois en travaillant sur des versions pilotées et pilotées à distance de son futur appareil de sixième génération : la plateforme est identique mais est déclinée en deux versions. A n’en pas douter, il y a là un réel enjeu, notamment pour Dassault : si le domaine des UCAV est convoité en tant que voie d’avenir, est-il nécessaire – et prudent – d’abandonner le secteur des appareils de combat pilotés ?

 STOCKHOLM, 13 sept 2013 (AFP) - La contribution de la Suède à la mission des Nations unies au Mali va être réduite à cinq soldats contre 70.
initialement prévus, à cause de difficultés logistiques, a annoncé vendredi le gouvernement suédois.

La ministre de la Défense Karin Enström a indiqué à l’agence de presse suédoise TT que selon l’ONU, le Mali n’est pas prêt à recevoir les capacités de transport offertes par Stockholm avec son avion Lockheed C-130 Hercules.


"Il est apparu après coup que les pistes d’atterrissage et de décollage dans plusieurs endroits du Nord-Mali sont en trop mauvais état", a-t-elle
expliqué.

Seuls cinq Suédois devraient donc être envoyés au siège de la Minusma, dans la capitale Bamako. Créée le 25 avril par le Conseil de sécurité, la Minusma a été chargée de stabiliser le pays, notamment le Nord, avec l’apport de militaires d’une multitude de pays.

L’Administration maritime suédoise vient de prendre livraison de son premier hélicoptère AW139 de recherche et sauvetage (SAR). Au total se sont sept appareils qui ont été commandés par la Suède, ils seront tous livrés d’ici la fin 2014.

L'Administration maritime suédoise exploitera les hélicoptères AW139 à partir de 5 bases à travers le pays. Les AW139 suédois sont dotés d’équipements spécifiques de protection contre la glace (FIPS), ce qui leur permettra de voler en condition de givrage extrême alors, que d'autres types d’hélicoptères seraient confinés au hangar.

L’AgustaWestland AW139 :

L’AW139 est devenu l'hélicoptère le plus vendu de sa catégorie pour une variété impressionnante de rôles commerciaux et gouvernementaux qui répondent aux exigences les plus exigeantes à travers le monde. Depuis sa certification en 2003, l'AW139 a été constamment amélioré pour atteindre des niveaux toujours croissants de performances. L'AW139 établit de nouvelles normes de performance dans sa catégorie, avec la plus grande cabine, une vitesse de croisière maximale de 165 noeuds (306 kilomètres par heure) et une portée maximale au-delà de 570nm (1060 km) avec carburant auxiliaire. Le poste de pilotage intégré et avancé est doté d’une avionique de dernière génération qui minimise la charge du pilote permettant à l'équipage de se concentrer sur les objectifs de mission. Plus de 500 appareils sont déjà en service dans de nombreux  rôles y compris EMS / SAR, VIP / transport corporate, application de la loi et de transport militaire. Près de 170 clients de plus de 50 pays ont commandé plus de 640 hélicoptères AW139 jusqu'ici.

BAE Systems delivered the first four ARCHER artillery systems to the Swedish Defence Materiel Administration, FMV, during a handover ceremony at the company’s Karlskoga, Sweden facility Sept. 23.

BAE Systems employees and representatives from FMV and the Norwegian Defence Logistics Organisation, FLO, attended the ceremony where FMV’s Director General Lena Erixon received the four systems from Lena Gillström managing director at BAE Systems’ Weapon Systems business in Sweden.

“ARCHER is an important program, for both the Swedish and Norwegian Armed Forces. Today is an important milestone in our partnership and it is very encouraging for us deliver the first systems to our Swedish customer,” said Gillström.  It’s an immensely proud moment for everyone at BAE Systems and we now look forward to continuing our partnership with the Swedish and Norwegian customer in working on the delivery of all systems,” added Gillström.

In total, 48 systems will be delivered to the Swedish and Norwegian Armed Forces.

The ARCHER system is one of the world’s most advanced artillery systems with high mobility and precision.  It’s based on proven subsystems and has an extensive ammunition portfolio.

Swedish Military Want Cyber-attack Capability

The Swedish armed forces want to build their capability to attack other countries’ computer networks. In a recent report on the long term strategic planning, the armed forces stress the need to also go on the offensive as part of the cyber defence.
It is not that common to hear Sweden, with its long
tradition of neutrality, talking of acquiring capabilities to attack other countries. But in the armed forces’ latest forward planning document that was handed over to the government the other week, there is a repeated mention of the need to develop what is called “offensive cyber capabilities”.
The Social Democrat spokesperson on defence Peter Hultqvist thinks this is the right way forward.
“The technical development takes its course and this is an area where, if you are serious in thinking about the future, you have to keep up and in some way develop our capabilities. And when you speak of capabilities, it means defensive as well as offensive ones,” he says.
The report notes that several countries already have or is currently developing a cyber defence that is prepared also to launch strikes in cyber space. The conclusion is that tf Sweden does not keep up with this development, it risks becoming more vulnerable and exposed. In addition, the Swedish Armed forces would like to develop capabilities in space and so called unmanned systems.
Christian Democrat spokesperson on defence, Mikael Oscarsson, is also in favour of more offensive cyber capabilities.
“I think we need all of that. They are important complements, and not the least cyber is a substantial threat,” he says.
But his colleague in the Liberal party, which is also part of the centre right government together with the Christian Democrats, is more cautious. Allan Widman says that the Armed Forces do not have enough money even to carry out its current obligations, so instead of chucking money at cyber capabilities, the investment should go to make the current system work properly.
“Sweden is a small country and we need to choose cost effective solutions. The way things are today, Sweden should prioritise capabilities that can be achieved in the near future and not stuff that is much further down the line,” says Allan Widman.
The Liberal Party is the only party in parliament that is currently in favour of joining Nato.

The ASW system SDL- SS (Sensor Data Link – Surface Segment) developed by SAES has been successfully tested and accepted by the Royal Swedish Navy and the Swedish Defence Material Administration (FMV) during the “Sea Acceptance Test – SAT“ conducted in Karlskrona. SDL system is being installed in the Visby class corvettes improving the ASW capabilities.
Thanks to SDL system, platforms with minor capability of detection increase the sensors beyond the limits of Line Of Sight (LOS). In addition, tracking and classification of underwater and surface contacts are improved.
SAES has achieved that the SDL system can be installed and integrated in small combat ships like corvettes, OPVs and patrol thanks to the small footprint, less weight, low maintenance (LRU level) and high functionality.
SDL-SS is the best solution for the new needs of ASW missions, since among other attributes, the system implements and collaborates in a Network Centric Warfare (NCW):
- Exchange tactical and intelligence data with other Surface Platform SDL-SS (Surface-To-Surface communication).
- Control an air vehicle (manned or unmanned) with SDL-AS system installed (Surface-To-Air communication).
- SDL-SS system receives from SDL-AS tactical and intelligence information both acoustic and non-acoustic sensor (RADAR and FLIR) by data link (STANAG 7085).
- Extend SDL capabilities beyond Line of Sight (LOS) capability through a satellite network (Surface-To-Satellite communication).
It should be noted that the HKP-15 helicopters of the type Visby corvettes are equipped with SDL- AS (Sensor Data Link – Air Segment) since 2008. Consequently, the Swedish Navy already has the complete SDL system.
The small footprint, less weight, low maintenance (LRU level) and high functionality makes it especially attractive for installation in small combat ships and aerial platforms” project managers say.
“It’s a satisfaction that the Ministry of Defence and the Swedish Navy trust in SAES since a decade to improve the capabilities of its fleet,” direction of the company declares. “We will continue providing all our technology and commitment to achieve its complete satisfaction,” they guarantee.

Sweden will contribute a squadron of Jas Gripen fighter jets as well as a mine-sweeping ship to join the Nato Rapid Reaction Force (NRF), the government decided on Thursday.

The Swedish fighter squadron, ship, and roughly 120 service personnel will join the Nato force in 2014. By 2015, Sweden will contribute an additional eight Gripen fighters and an amphibious unit.

Last month, Nato agreed to let Sweden to join the Steadfast Jazz training exercise, allowing Swedish soldiers to train with the NRF, a multinational force of up to 25,000 troops that can act as a stand-alone force available for rapid deployment. The Swedish contribution could eventually participate in Nato missions, although Sweden would decide which missions its forces would join.

The initial contribution of eight planes and the minesweeper will be a part of the NRF's reserve forces.

"This means that they will be available for deployment as part of the NRF reserve force during this period. They will be in Sweden, but they will be ready for duty," Sweden's Defence Minister Karin Enström told the TT news agency.

"These are units that have been certified by Nato as being sufficiently well-trained to participate."

Parts of the NRF have been deployed in the past to help with security surrounding the Olympic Games in Athens, Greece in 2004 and during presidential elections in Afghanistan that same year. Finland has been a part of the NRF reserve force since 2008. Sweden declined to join at the time as there was insufficient support in parliament for Swedish participation in the Nato force.

This week, Sweden also participated in a major Nato cyber defence exercise dubbed Cyber Coalition 2013, to test Nato's ability to defend itself against a cyber attack. In addition to the 28 Nato member countries, non-Nato members Sweden, Switzerland, Finland, Ireland, and Austria participated in the exercise.

  Bonne nouvelle pour l’industrie terrestre française, le canon d’artillerie automoteur Caesar se débarrasse de son concurrent britannique  !

La Norvège vient de signifier à la Suède, son partenaire dans le programme d’artillerie  Archer, qu’il abandonnait le programme. Lancé au milieu des années 90, le canon de 155 mm/52 calibre sur châssis articulé Volvo 6X6 A30D de 30 tonnes, était le fruit d’un développement commun entre l’industriel suédois Bofors (qui appartient aujourd’hui au groupe britannique BAE System) et la Norvège, selon un accord signé en 2008. Selon cet accord, la Norvège et la Suède partageaient les coûts de développement et de production et s’engageaient à acquérir 48 systèmes (24 pour Oslo et autant pour Stockholm). Patatras! Après quelques retards dans le développement du système, la Norvège qui a reçu l’exemplaire de pré-série fin septembre de cette année pour évaluation, vient de juger ce matériel trop lourd et pas suffisamment mobile. L’Archer « ne correspond plus au changement de concepts de notre armée » a annoncé la ministre de la Défense Eriksen Søreide, qui met ainsi un terme à la coopération nordique et de facto au programme Archer.

Cette décision met le groupe britannique BAE en difficulté sur ce programme, le privant d’un système d’artillerie autopropulsé pour les marchés export. C’est donc une excellente nouvelle pour les français Nexter et Renault Trucks Défense (RTD), qui avec le Caesar, il est vrai nettement plus léger (18 tonnes) et mobile voient un sérieux candidat s’effacer. L’Archer était notamment positionné sur des appels d’offres au Canada, en Croatie, au Danemark ou encore en Inde.

Defence and security company Saab has, within the framework of a previously signed agreement with the Swedish Defence Materiel Administration (FMV) for Gripen E, received a serial production order amounting to SEK16, 4 billion for operations during 2013-2026. The order includes modification of 60 Gripen C to Gripen E for Sweden with initial deliveries in 2018.

“The order from FMV is further proof of the Swedish Parliament’s confidence in Gripen, its development potential and defence capacity. Furthermore, it is confirmation that the programme is proceeding according to plan," says Saab’s president and CEO Håkan Buskhe.

FMV has today placed an order for modification of 60 Gripen C to Gripen E with initial deliveries in 2018. This is the third order under the agreement with FMV for Gripen E that was made public on 15 February 2013. Other orders within the agreement are as follows:

Development of Gripen E to Sweden during 2013-2023 – orders received on 15 February and on 22 March 2013.
Mission-specific equipment and support and maintenance for Gripen E to Sweden, and;
Delivery of 22 new Gripen E, and related equipment to Switzerland, if Switzerland decides to acquire Gripen E. During August and September 2013 both chambers of the Swiss Parliament voted yes to the procurement of Gripen E and a referendum on the procurement is expected in 2014.


Orders under the agreement are booked when each order is received and the remaining orders are expected in 2014.

“We continue to build on the success of Gripen. Gripen is unique in its ability to combine high technology and performance with cost efficiency and we note a strong interest for Gripen on the export market,” says Lennart Sindahl, Deputy CEO and head of Saab's business area Aeronautics.

“The major performance improvements we are now performing will establish Gripen E as the fighter aircraft of the future - both for Sweden and for other countries. Our existing customers that operate the Gripen C/D version will also be able to take advantage of some of the development in their future upgrades.”

Gripen E has significant performance improvements compared to previous versions, including a stronger engine, longer range, more weapons, new electronic radar and more advanced avionics. Today, Gripen is the backbone of five nations' air defences: Sweden, South Africa, Czech Republic, Hungary and Thailand. In addition, The Empire Test Pilot School (ETPS) in the UK uses Gripen in its training programme for future test pilots.

L'Armée de l'Air suédoise (Swaf) a reçu le premier exemplaire modernisé d’hélicoptère de transport tactique NH90 NH Industries (TTH). L'hélicoptère est arrivé au sein de la principale base d'exploitation de l'hélicoptère NH90 à Malmen près de Linköping. Les NH90 suédois sont fabriqués et modernisés à partir des installations de production de l’usine Patria en Finlande. Cette modernisation concerne les quatre premiers NH90 déjà en service, ceux-ci seront progressivement rejoints par le reste de la commande qui sera équipée dans le nouveau standard.

Grande mise à jour :

Dans sa configuration de base, les premiers NH90 suédois (HKP14) étaient appropriés seulement pour la formation de vol, la variante définitive sera désormais capable de mission multirôle. Cette modernisation (de séries sur les appareils en cous d’assemblage) des NH90 HKP14 comprend des écrans numériques de nouvelle génération, un système cartographique, un radar météorologique, un système électro-optique/infrarouge ( EO / IR) en tourelle, un télémètre laser et un nouveau système de dégivrage. L’hélicoptère est également doté d’un système de détection de missiles et de contre-mesures. Les NH90 suédois vont recevoir le système de mission tactique (TMS) de Saab de manière à être intégré au concept de défense en réseau de la Suède.
La version de marine sera dotée d’un système de lutte anti-sous-marine (ASM) dont le tout nouveau sonar actif à basse fréquence aéroporté FLASH SONICS (Folding Light Acoustic System for Helicopters) de Thales.

Le NH90 en Suède :

En Suède, le NH90 est désigné HKP14D (ou HKP 14TTT/IM (Tactical Troop Transport / International Modèle ), commandé en 2001, les premiers NH90 soit quatre appareils n’ont été livrés qu’à partir de 2007, suite à de nombreux retards.

La commande comprend 13 NH90 TTH et 5 NH90 NFH. Les NH90 suédois se distinguent par une cabine plus haute de 24 centimètres, soit 1 m 82 contre 1 m 58 dans la version standard.

Une fois entièrement livré, les NH90 seront en service au sein du 1er Escadron d'hélicoptères à Luleå près de la frontière finlandaise et au sein du 3e Escadron d'hélicoptères à Kallinge Ronneby à l'extrême sud de la Suède.

SDL Surface To SAT mode

The year 2014 started very successfully for SDL-SS program that SAES develops for the Royal Swedish Navy (FM), with final acceptance of anti-submarine warfare systems SDL-SS (Sensor Data Link – Surface Segment) # 2 & # 3, that have undergone sea trials (SAT-Sea Acceptance test) in Karlskrona with the participation of FM and Defence Material Administration (FMV) during 2013.

The program, started in 2010, will culminate with the delivery and acceptance of the 5 SDL-SS systems that FMV has acquired to improve the ASW capacity of Visby class corvettes.

The SDL-SS system is part of Sensor Data Link (SDL) system. The SDL system defines a new operational ASW solution through the coordinated use of two platforms, one of them installed on remote and elevated platforms (SDL-AS) installed on manned/unmanned air vehicles , and the other one is installed on surface platform (SDL-SS) like the Visby corvettes.

The SDL system enables small combat ships (500 to 2000 ton) to actively participate in ASW missions, adding operational advantages due to the increased speed and easy manoeuvrability of these type of ships. On the other hand, the SDL system collaborates in Network Centric Warfare (NCW) implementing different modes of communication:

- Line Of Sight (LOS), to exchange tactical and intelligence data either with a Surface Platform SDL-SS (Surface-To-Surface communication – S2S mode) or with a distanced platform SDL-AS (Surface-To-Air communication – S2A mode).

- Satellite (Surface-To-Satellite communication – SATCOM mode), to exchange tactical and intelligence data with distanced platforms beyond Line of Sight.

The SDL-SS system is complemented by the Airborne Segment Sensor Data Link system (SDL-AS). It should be noted that the HKP-15 helicopters of the Visby corvettes are equipped with the SDL-AS (Sensor Data Link – Airborne Segment) since 2008. Consequently, the FM has a complete SDL system.

“It is a privilege to be part of a ship so advanced as the Visby Corvette. Thanks to the SDL system, FM is at the forefront of anti-submarine warfare (ASW)” the project manager says.

La Suède a décidé d’envoyer jusqu’à « quelques centaines » de soldats au Mali pour épauler les Nations unies, a annoncé mardi le ministre des Affaires étrangères Carl Bildt.

« Nous avons reçu une requête en termes généraux de l’ONU et nous voulons y répondre de manière positive », a déclaré M. Bildt à la radio publique SR.

« Il pourrait s’agir de quelques centaines [d'hommes], mais pas beaucoup plus que cela », a-t-il ajouté.

M. Bildt a passé trois jours au Mali, de vendredi à dimanche, où il a rencontré le président Ibrahim Boubacar Keïta à Bamako et visité Tombouctou, dans le nord du pays.

« L’intervention française il y a un an a réussi à empêcher la catastrophe. Mais maintenant concentrons-nous sur le maintien de la paix à long terme avec les efforts de l’ONU et de l’UE », avait-il alors écrit sur Twitter.

Stockholm avait décidé en juin l’envoi de 70 soldats pour contribuer à la mission de l’ONU. Mais le contingent a été réduit à cinq personnes, le ministère de la Défense indiquant en septembre que le Nord du Mali n’était pas prêt à recevoir les capacités de transport offertes par un avion Lockheed C-130 Hercules suédois.

M. Bildt a souligné mardi que ce problème des infrastructures devait être résolu.

« Il faut construire énormément, il n’y a pratiquement rien là-bas. Cela implique qu’il y a un coût au démarrage qui est tout à fait significatif pour une telle opération et par conséquent cela vaut véritablement la peine de rester quelque temps », a-t-il déclaré.

Les régions de Tombouctou (nord-ouest), Gao (nord-est) et Kidal (extrême nord-est) ont été occupées en 2012 par des groupes jihadistes, qui restent actifs en dépit d’une intervention armée internationale lancée en janvier 2013 à l’initiative de la France.

Depuis le 1er juillet, la mission de l’ONU (Minusma) doit assurer la sécurité du Nord du pays. Ses effectifs s’élevaient fin 2013 à 5.539 soldats sur les 11.200 autorisés par le Conseil de sécurité.

"Due to the increased air operations in the area, and especially as a result of the Russian training exercise going on, we've decided to base parts of our regular incident response team on Gotland," Göran Mårtensson at the Armed Forces (Försvarsmaktens) said in a statement.

"By doing this we're increasing our capacity to monitor the skies, which is completely normal during major training exercises."

The Russian news agency Itar-Tass reported on Monday that 3,500 servicemen of the Russian Baltic Fleet were engaged in a "combat readiness" test operation outside Kaliningrad, a Russian Baltic seaport that has been an isolated enclave since the Soviet Union's collapse.

Swedish defence experts said at the time that there was "nothing new" in the announcement.

When pressed by the TT news agency, the Armed Forces' spokesman Philip Simon said that the threat level posed by Russia against Sweden remained unchanged. While he stayed tight-lipped about what kind of military might was sent to Gotland, Simon said that there was "a number of Gripen jets".

Military strategist Stefan Ring said it was natural for the Armed Forces to send aircraft to the island, which is around 250 kilometres south of Stockholm.

"This isn't the first time planes have been to Gotland and it's one of the bases the military has at its disposal for military preparedness," he told TT. "Considering what's been happening in Ukraine, I'd say it would be verging on a dereliction of duty if the planes weren't there now."

Armed Forces spokesman Göran Mårtensson added that they were continually and carefully monitoring the situation in Ukraine, where troops in Russian military gear have surrounded military bases in the southern region Crimea

HELSINKI — Sweden’s government is examining a proposal to boost military spending to defend its own territories and the strategic Baltic Sea area in the face of renewed Russian aggression in Ukraine. There is also a movement among high government officials to re-examine the long-running issue of joining NATO.
The Swedish Cabinet will discuss, in coming weeks, a cross-party coalition proposal to signifi­cantly increase capital spending on the Navy’s submarine fleet.
In a direct response to Russia’s military actions in the Crimean Peninsula, Jan Björklund, the Liberal Peoples’ Party leader and Sweden’s deputy prime minister, is pushing for a “comprehensive strategic military re-think on capability.” Björklund also wants Sweden to “set the wheels in motion” to join NATO.
“What the crisis in the Ukraine shows is that we need to return to our original defense doctrine of having the capability to defend our borders,” Björklund said at a March 12 news conference. “The crisis highlights our vulnerability in the Baltic Sea. We need to strengthen our presence and capability here. NATO membership is the best long-term option.
“How many people thought that Russia would go into the Crimea? The same argument could hold true for the Baltic states. The crisis in the Ukraine should be met with action by Western powers to offer it fast-track membership to the European Union,” Björklund said.
Sweden’s defense capability has been seriously weakened by more than 10 years of low spending by governments on defense, Björklund said. The armed forces’ budget for 2014 amounts to $6.2 billion, equivalent to 1.05 percent of gross domestic product (GDP) and down from 1.5 percent of GDP in 2006.
Russia’s expansionist actions in Ukraine pose a real threat for Sweden, and one that could be repeated in the Baltic states, said Peter Hultqvist, chairman of the Parliamentary Defense Committee (PDC).
“We need to build a stronger and better resourced defense. Having a robust air and naval presence in the Baltic Sea and a strengthened military base on Götland Island is fundamental to defending future threats,” Hultqvist said in an interview.
The Swedish Cabinet will examine in coming weeks a proposal by Foreign Minister Carl Bildt to expand the Navy’s submarine modernization program to cover the acquisition of five rather than two next-generation subs at an additional cost of $1.6 billion.
“We need to strengthen our military presence on Götland and our overall capability in the Baltic Sea. Two new subs is not enough. The ambition should be to have the best fighter and submarine capability for our size of any European nation,” Bildt said in a statement. “This is vital if Sweden is to create a credible defense.”
The Riksdag in June 2010 approved plans to buy two new submarines. The first of these were to have been delivered in 2018. However, the project has been delayed by several years, with the prospect that Saab, and not the Malmö-based, German-owned ThyssenKrupp Marine Systems (formerly Kockums), will get the contract.
Sweden’s armed forces maintained a strong air and naval presence on Götland, which lies 90 kilometers from the country’s southeastern coast and 130 kilometers from NATO-aligned Latvia, up to the end of the Cold War era.
Serial annual cuts in the military’s budget have reduced the island’s military value. However, the armed forces, in response to the crisis in the Ukraine, sent a squadron of Gripen aircraft to Götland on March 4.
Russia’s flexing of its military muscles in Ukraine poses a very real long-term threat to Sweden, along with other Nordic and Baltic states, said Staffan Danielsson, the Center Party’s representative on the PDC.
“Russia’s strengthening military capability is nothing new. We are seeing it in the High North, and in its Baltic military in Kaliningrad, which is just 248 kilometers from Götland,” Danielsson said in an interview. “The significance of Götland to Russia was evident in last year’s staged mock attack against Sweden.”
That “simulated” nighttime attack on mainland Sweden’s defense, industrial and government facilities took place March 29. The exercise was led by two Tu-22M3 Backfire heavy bombers escorted by four Su-27 Flanker fighters.
Götland’s strategic value for Russia is further heightened by the location of the $11 billion Nord Stream-operated Baltic Sea gas pipeline, which runs near the island’s eastern coastline. The pipeline transports 55 billion cubic meters of natural gas annually to markets in Western Europe.
“Cutbacks meant that Sweden offered no response to this act, which took place less than 32 kilometers from Götland and Swedish airspace,” Danielsson said. “Instead of Gripens, it was left to two Danish F-16s from NATO’s Quick Action Alert station in Lithuania to scramble and shadow the war-games aircraft back to Russia.”
The “incident” came two months after an Armed Forces Command report that conceded Sweden lacked the capacity to defend the country for longer than one week without external help.
“In the Cold War era our air-defense comprised 20 squadrons and 400 aircraft in four strategic air bases. We now have about a quarter of the aircraft we had, and this could fall to between 80 and 100 aircraft,” Hultqvist said.
The Center Party and the LPP are confident that their coalition partner, the Moderates, will back plans to increase military spending, Danielsson said. The Moderates hold key ministerial portfolios, including the prime minister’s chair, defense, foreign affairs and finance.
Finance Minister Anders Borg has promised the government will revisit defense spending.
“It is no longer acceptable that Sweden spends less money, as a ratio to GDP, than any other Nordic country,” Borg said in a statement.
Borg’s turnaround to a pro-spending position was echoed by Prime Minister Fredrik Reinfeldt.
“We have a powerful and unpredictable neighbor which is not behaving according to international structures developed after the Cold War. This unpredictability creates uncertainty in our neighborhood, and this must be a starting point for revising defense spending needs,” Reinfeldt told the Riksdag on March 11.

Sweden is beginning to study its options for fielding modern fleets of tactical transports and advanced trainers within the next decade, air force chief of staff Maj Gen Micael Bydén says.

“Today we have eight [Lockheed Martin] C-130Hs, but their availability is going down,” Bydén says. Commenting on potential replacement candidates, he says: “The [Embraer] KC-390 could be good, but we are pleased with the C-130s we have.” He also points to the service’s close working relationship with the air forces of Denmark and Norway, both of which operate the new-generation C-130J.

Bydén says the air force would like to retain the capability currently provided using one C-130H adapted for use as an aerial refuelling asset, due to its value in supporting the training of its Saab Gripen pilots. “The aim would be to have some [refuelling] capability, but it wouldn’t be a big tanker fleet,” he adds.

It is unclear when a new transport project could be launched, but Bydén says the service had hoped to receive approval from Sweden’s chief of defence last year.

Speaking at Saab’s Linköping production site on 10 March, Bydén also revealed that Sweden hopes to attract other air forces to use its future pilot training facilities.

“We are trying to find ways to train with other countries,” he says. A wide range of candidate aircraft could be considered while searching for a replacement for Sweden’s current fleet of Saab 105 jets, he says, mentioning the Alenia Aermacchi M-346, BAE Systems Hawk and Pilatus PC-21. “We discuss everything,” he adds.

Flightglobal’s MiliCAS database shows the Swedish air force as having a current active inventory of 72 Saab 105s.
