The Philippine Air Force (PAF) will acquire eight new combat helicopters in 2010, to increase the air force's air combat capability, and for the speedy deployment of troops and military supplies.
The PAF will acquire these additional helicopters at an estimated cost of US$64m from PZL Swidnik, according to newsinfo.inquirer.net.
The PAF and the Department of National Defense (DND) officials began working on the project on 17 May 2009.
Air force commander General Oscar Rabena said at the rate they are going in the anti-insurgency campaign, the arrival of the helicopters will greatly improve their combat air support.
Combat utility helicopters are the backbone of the AFP in inserting, extricating and moving troops and military supplies in various operational areas all over the country.
"This will also increase our search and rescue capabilities," Rabena said.
Philippines Armed Forces will fund the helicopter acquisition, under the Philippine capability upgrade programme.
The PAF will also acquire three light lift aircraft and upgrade its C-130 H cargo plane.
"Both projects are expected to increase the PAF's operational responsiveness in support of peace and national development," Rabena said.

The contract consists of an integrated logistics package comprising pilot, technical and maintenance training and after-sales support, including the provision of initial equipment and spare parts.
The project, approved by Defense Secretary Norberto Gonzales, is expected to boost the armed forces' modernisation programme as well as the country's aviation industry through the transfer of technology.

The Philippine Air Force (PAF) has grounded its entire fleet of UH-1H Huey helicopters after one was destroyed in a fire accident.

The Huey helicopter that caught fire on a resupply mission for the 503rd Army Infantry Brigade was ferrying several soldiers at the time.

The PAF uses the UH-1H helicopter for combat, troop transport, rescue and resupply missions.
The air force, which currently has 40 Huey helicopters, is anticipating the delivery of eight utility helicopters from Poland to replace the aging fleet of UH-1Hs.

Philippines Defers Air Force Helicopter Contract
The Philippine Department of National Defence (DND) has deferred the award of a PHP3.2bn ($730mm) contract for seven attack helicopters for the air force due to anomalies in the deal.
Defence Secretary Voltaire Gazmin called off the submission of bids and ordered a 30-day probe into the air force helicopter contract won by PZL Swidnik.
The five other bidders, including Boeing, Asia Aerospace / MD Helicopter, Eurocopter, Elbit System / Joavi Philippines and the Government of the Russian Federation have withdrawn from the public bidding.
The actions of the bids and awards committee will be dictated by decisions of the secretary of national defence, depending on the results of the inquiry and the recommendations of the boards.
The bidding for PHP851m ($19m) contract for two Navy multirole helicopters has also been deferred by the DND.

The Philippine Air Force (PAF) will receive four of 18 new trainer aircraft from Italy as part of its modernisation programme.
The PAF is acquiring the 18 basic trainer aircraft, as well as spare parts, training and integrated logistical support from AugustaWestland at a total cost of PHP621m ($14.5m).
The delivery of the four SF-260 Marchetti planes will boost the training capability of the PAF and reduce the backlog of students required to undergo flying exercises, according to mb.com.ph.
Equipped with the Allison 250-B17D Turboprop engine, the SF-260 aircraft has a span of 8.35m, a length of 7.40m, rate climb of 2,200ft a minute and a maximum level speed of 228kt.
The remaining 14 SF-260 aircraft will be delivered to the PAF in the first quarter of 2011

JACKSONVILLE, Fla. -- The U.S. Army Security Assistance Command recently facilitated the foreign military sale of five Bell UH-1 "Hueys" to the Phillipines.

The helicopters were acquired throught the Excess Defense Articles program and refurbished through FMS. The Hueys were shipped out of the Coastal Maritime Yard in Jacksonville, Fla., Nov. 4 on the BBC Houston.

The Phillipines Air Force purchased the renewed aircraft to assist in their continued counter-insurgency and disaster relief efforts.

USASAC implements approved U.S. Army security assistance programs, including Foreign Military Sales of defense articles and services to eligible foreign governments. The command manages approximately 4,400 FMS cases valued at more than $103 billion. USASAC also manages the Army's co-production program.

Philippine Navy to Receive Newer, Faster Boats




The Philippine Navy will be upgraded through the induction of newer and faster boats to guard the country's maritime resources and oil exploration areas in disputed territories, President Benigno Aquino has said.
Aquino said a contract for three small, fast coastal patrol boats will be awarded this week for the under-equipped navy.
The new boats will be used to patrol the country's maritime borders with Indonesia and Malaysia and will help counter poachers, pirates, smugglers and militants.
The Philippine Government is planning to raise funds to replace its Vietnam-era warships, aircraft and other combat support equipment by leasing military property to private investors.
The navy is currently using Vietnam-era US-made transport and gunboats and second-hand UK frigates, according to Reuters.

Philippines to receive refurbished C-130H

The Philippines is to receive a former Tunisian air force Lockheed Martin C-130H transport, which was refurbished by US maintenance, repair and overhaul company Derco.

The aircraft was acquired by Derco in 2007 after being damaged in a runway incursion in Gafsa, Tunisia, says the Philippine defence ministry.

"The US C-130 technical co-ordination group team that conducted the assessment of the damaged aircraft subsequently recommended its repair by replacing specified sections of the fuselage and the nose section," it adds.

Derco repaired the aircraft - serial number 5020 - in partnership with Malaysian MRO firm Airod. The Philippine air force expects to receive the aircraft before the end of 2011. It already operates two C-130Hs, as listed in Flightglobal's MiliCAS database.

The aircraft will come with upgraded avionics, including a glass cockpit, plus other flight management, navigation and communication enhancements. The deal also includes two years of support

The Philippine Air Force (PAF) will receive five more refurbished President of the US (POTUS) programme (UH-1H) utility helicopters from the US.
PAF spokesman Lt Col Miguel Ernesto Okol said the helicopters were scheduled to be turned over to the PAF on 10 January, at the Villamor Air Base Grandstand in Pasay City in the Philippines.
"The newest acquisitions were test flown and declared operational following the completion of rigid test flights conducted at 410th Maintenance Wing in Clark Air Base," he added.
"The POTUS-refurbished helicopters are a welcome addition to the PAF inventory of air assets. The anticipated roll-out of the additional 'Hueys' will boost internal security operations (ISO) missions of the PAF."
The five aircraft, received as part of 20 helicopters committed by former US President George Bush under the US Excess Defense Articles programme, take the total aircraft to 15.

Philippines to consider OV-10 replacement









The Philippines has a requirement for a single-engined light attack turboprop as it considers replacing its Rockwell OV-10 Broncos.
The new aircraft will need to match the specifications of the OV-10 in terms of weapons, powerplant, and observation efficiency, says the Philippine air force. It will also need short take-off and landing capability.
An air force team has been drafting an outline for the requirement, which will at some point be submitted to the Philippines' defence department. The air force says, however, that the budget could be an issue.
Possible candidates could include the Embraer EMB-314 Super Tucano, Korea Aerospace Industries KT-1 and Beechcraft T-6 Texan II.
In November 2010, neighbouring Indonesia ordered eight Super Tucanos to replace its OV-10s. This was Embraer's first Asian sale for the type, although the deal has still to be approved by Indonesia's defence ministry.
As an interim measure, the Philippines is in talks with Thailand about a donation of Thai OV-10s. Philippines armed forces chief staff Gen Ricardo David Jr was recently in Thailand, with the possible OV-10 exchange raised as a "point of discussion", says the air force.
The Philippines is not sure how many aircraft Thailand is willing to offer, however.
The OV-10 is an important type for the Philippines' air force, which, like Indonesia, uses the aircraft in the counter insurgency mission. The Philippines is afflicted by a number of low-intensity conflicts, particularly on the southern island of Mindanao, where Islamic militants are active.
"The OV-10 is a good platform," says the air force. "It delivers a multiplicity of munitions and is a good observation platform." It adds that at present only eight OV-10s are operational.
In addition, the Philippines could also buy Malaysia's surplus early-model Pilatus PC-7 primary trainers as Kuala Lumpur may purchase 12 additional PC-7 Mk IIs.

The Philippine Navy is in the process of acquiring a Hamilton Class US Coastguard cutter, navy chief Rear Admiral Alexander Pama has said.
Navy spokesman Captain Giovanni Carlo Bacordo said the details of the acquisition, including the price, were still under discussion.
"I think it's in the finishing stages. We expect this to be in country maybe by first semester of 2011," he stated.
The 380ft-long Hamilton Class cutter will boost the Philippine Navy's capability to patrol in high seas and on search and rescue operations during disasters.
The navy's current largest surface combatant ship is the 308ft-long destroyer escort BRP Rajah Humabon, according to GMANews.TV.

Une futur guerre du petrole entre les philipinnes et la chine? voila pourquoi la marine des philipinnes aa besoin de se nouveau bateau des coast guard,pekin comme voisin c'est pas trés rassurant

MANILA, Philippines - Two military pilots and three crewmembers were injured after their training helicopter crashed in Taytay, Rizal yesterday.
Air Force spokesman Lt. Col. Miguel Okol said the pilot, Lt. Col. Roberto Bitas, and his co-pilot, 1Lt. Paul Ryan Yu, along with three crewmembers, Airman 2nd Class Elias Alinday Jr., Sgt. Edmund Cubillan and S/Sgt Ruel Realin, suffered minor injuries after their training helicopter crashed in Barangay San Isidro, Taytay at about 9:50 a.m.
Okol said the five were on a routine training when their UH-IH “Huey” helicopter suddenly lost power and went down on a hard landing.
The helicopter’s rotor was totally damaged as the aircraft landed on its side, Okol said.
The five men on board the Vietnam-era helicopter came from Villamor Air Base and Sangley Point in Cavite and were proceeding to Rizal as part of Yu’s pilot training qualification course.
Okol said a safety team has been dispatched to the crash site to investigate the cause of the accident.
Rizal provincial police director Senior Superintendent Cezar Prieto said the helicopter made an emergency landing at a vacant lot along Daan Putol in Barangay San Isidro.
Prieto said policemen are helping the Air Force team in investigating the cause of the crash.
The helicopter, with tail no. 662, is one of the two Hueys under the Air Force’s 505th rescue unit.
The aging UH-1H helicopters are the workhorses of the Armed Forces of the Philippines (AFP) in its anti-insurgency and anti-terrorism as well as search and rescue operations, especially in conflict and disaster-prone areas in Mindanao.
Around 20 Huey helicopters from the 38 in the Air Force inventory are still serviceable, but a number of them have figured in accidents in the past.

MANILA, April 13 (Reuters) - The Philippines will use proceeds from the country's Malampaya gas fields to fund most of a $255 million plan to buy boats, helicopters and weapons for the military, President Benigno Aquino said on Wednesday.
The Philippines has one of the weakest militaries in the region, patrolling its vast maritime borders, including disputed areas in the South China Sea, with 20-year-old trainer jets and Vietnam War-era frigates.
Efforts to upgrade equipment have been hampered by tight government finances and graft allegations.
"For the information of everybody, we are allocating 11 billion pesos ($255 million) for the equipment of the Armed Forces of the Philippines," Aquino told reporters after observing joint military exercises of American and Filipino soldiers at an army jungle base north of Manila.
"There will be boats and other watercraft, helicopters for our air force and assault rifles for our Philippine army and many more."
Aquino has previously said the navy would be upgraded to better protect the country's maritime resources, including oil exploration areas in the South China Sea. [ID:nSGE70304O]
Aquino said 8 billion pesos for the modernisation programme would be allocated from the government's royalties from the Malampaya gas fields off western Palawan island. Another 3 billion pesos will be taken from the 2011 budget.
A refurbished Hamilton-class cutter donated by the United States would be ready by August and three brand-new Taiwan-manufactured Multi-Purpose Attack Craft vessels will be delivered by early next year, he said.
