PN formally accepts 2 Japanese TC-90s in Sangley Point ceremony

SANGLEY POINT CAVITE (PNA) -- The Philippine Navy (PN)'s humanitarian and patrol capability got a big boost the Japan Ministry of Defense (JMOD) formally transferred two units of the Beechcraft TC-90 training aircraft Monday morning.

Transfer ceremonies took place at the Naval Air Group headquarters, Naval Base Heracleo Alano, Sangley Point, Cavite City.

The two aircraft landed at the said facility around 10 a.m.

Present during the transfer ceremony was Defense Secretary Delfin Lorenzana and his JSMOD counterpart Kenji Wakamiya.

PN spokesperson Capt. Lued Lincuna said these aircraft were leased from the JMOD as part of the Navy's efforts to enhance its capability in humanitarian assistance and disaster relief operations, limited transport, and maritime domain awareness including maritime air surveillance and intelligence surveillance reconnaissance.

The whole project involves five units of TC-90s. The remaining three units are expected to arrive by mid-2018.

Last November, two PN pilots and six air crews left for Japan to start their TC-90 flight training.

The Department of National Defense (DND) earlier announced that the Philippines will be re-equipping the TC-90s as Japan have stripped of some its equipment, including its surveillance systems.

The country will pay Japan USD7,000 each for the first four aircraft yearly and only USD200 for the fifth, or total of USD28,200 as stipulated in its lease agreement.

The DND added it is also looking at the possibility of using the TC-90 for 20 years while the military is upgrading its equipment.

The TC-90, which is part of the Beechcraft King Air aircraft family, was offered by Japan shortly after the Agreement Concerning the Transfer of Defense Equipment and Technology was finalized last Feb. 29, 2016.

The TC-90's patrol range is double those of small Philippine aircraft which only has a maximum range of 300 kilometers. (PNA)

Japanese TC-90s likely to be donated to PN soon

SANGLEY POINT, Cavite (PNA) -- There is a strong possibility that all five Japanese Beech King Air TC-90s will be donated to the Philippine Navy (PN) at a later day.

This was stressed by PN spokesperson Capt. Lued Lincuna during the sidelights of the turn over ceremonies of the two TC-90 aircraft in Sangley Point, Cavite Monday.

"The whole project, which involves five units of TC-90s, is pursuant to the agreement between the Philippines and Japan signed in Manila on Feb. 29, 2016. The remaining three units are expected to arrive by the end of March 2018. The PN will temporarily lease the said aircraft amounting to USD 28,000 per year while awaiting for the legal framework that would allow Japan to donate defense equipment to foreign countries," he added.

The TC-90s were leased by the Philippines from the Japan Minister of Defense as part of the efforts to boost the PN's capability in humanitarian assistance and disaster relief operations, limited transport, and maritime domain awareness including maritime air surveillance and intelligence surveillance reconnaissance.

In line with this, two Naval Air Group instructor pilots are currently undergoing TC-90 transition for pilot in command, test pilot and instructor pilot training in Tokushima, Japan, while six more PN personnel composing the aircraft maintenance crew are also undergoing maintenance training in Sendai and Tokushima.

The Philippine Air Force (PAF) has taken formal delivery of two more Korea Aerospace Industries (KAI) FA-50PH advanced jet trainer/light attack aircraft, the PAF said in a statement.

The aircraft will add to the existing six FA-50PHs that are currently in the PAF's inventory, with delivery of the four remaining aircraft expected to be completed by the end of 2017.

The two newly acquired FA-50PHs arrived at Clark Air Base in north of Manila on 29 March and were formally accepted in a ceremony presided by PAF Chief of Air Staff Major General Rozzano D Briguez on 6 April.

Maj Gen Briguez thanked the South Korean government for its support in the procurement.

"Bringing back the prestige of the PAF has been a challenge to the organisation,' said the major general, according to the statement.

Nevertheless, he added, "with the arrival of these jets, the PAF will continue to grow and progress with high hopes of providing peace and security in the entire nation".

MANILA -- The Philippine Air Force (PAF)'s fleet of FA-50PH "Fighting Eagle" jet fighters has climbed to 10 with the arrival of two more aircaft at Clark Air Base, Angeles City, Pampanga Wednesday morning.

This was confirmed by PAF spokesperson Col. Antonio Francisco in a message to the PNA.

"FA-50 with tail number 009 touched down at 11:20 a.m. while FA-50 with tail number 010 (landed) at 11:21 a.m.," he said.

Francisco said the two aircraft took off from Saechon, South Korea on 7:59 a.m. of April 25 and landed on Jeju on 8:50 a.m. on the same day.

After refueling in Jeju, it took off around 12:39 p.m. and landed in Taiwan around 2:47 p.m. also on April 25.

Francisco said the FA-50PHs departed deparated from Taiwan around 10:08 a.m. April 26 with FA-50PH with tail number 009 landing at 11:20 a.m. and tail number 010 arriving at 11:21 a.m.

FA-50PHs with tail numbers 007 and 008 arrived in the country last March 29 and were commissioned into service last April 6.

Francisco said the FA-50PHs are very useful for the PAF as it can be used for territorial defense and pilot training which is important as they are now focusing on the "generation" of pilots capable of manning sophisticated jet fighters which the country is planning to acquire for its military modernization program.

The first two FA-50PH units were delivered last Nov. 28, 2015 while the second batch was handed over last Dec. 8.

The third batch was turned over to the PAF last Feb. 22.

With the arrival of the two jet aircraft, only two more FA-50PHs are scheduled to be delivered by May, completing the PAF's 12-plane order from Korea Aerospace Industries (KAI) worth PHP18.9 billion.

The FA-50PHs has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.

MANILA --- The Department of National Defense (DND) is looking at the possibility of acquiring precision-guided munitions (PGMs) from Russia to further develop the FA-50PHs' ground-attack capability which can be used against a variety of threat groups.

DND Secretary Delfin Lorenzana said PGMs are quite useful as they can be delivered with "pinpoint accuracy" against ground targets by the South Korean-made FA-50PHs "Fighting Eagle" jet aircraft.

"(PGMs) are more expensive than conventional ammo but are economical in the long run as we will use less ammo (target is hit within five meter radius) and collateral damage is minimized if not completely eliminated," Lorenzana told the PNA Monday.

The DND chief did not give specifics on what types of PGMs it is planning to evaluate for possible Philippine acquisition and use.

The Philippine Air Force, by May 31, will complete its 12 FA-50PH order from Korea Aerospace Industries worth PHP18.9 billion.

Lorenzana earlier said the Philippines is planning to acquire weapons, including advanced diesel-electric submarines from Russia.

"Yes, we have plans to purchase weapons from them. They have also very sophisticated and advanced weaponry. We will look into them, we have not decided what equipment but off the bat, we are looking, we would like to develop our submarine force so we will look into their submarines one of these days," he added.

Last batch of Korean fighter jets arrives in PH

Two more FA-50 fighter jets from South Korea arrived on Wednesday morning at the Philippine Air Force Harribon Hangar in Clark Airbase, Pampanga.

The latest batch completes the PAF acquisition of 12 FA-50 fighter jets.

The jets with tail numbers 011 and 012 are capable of carrying short range air to air missiles, air to surface missiles with 2-seat capacity and a length of 43 feet.

The PAF said that the fighter jets are on standby in case these are needed for operations in Marawi, where terrorist group Maute besieged key areas.

MANILA -- The Philippine Marine Corps (PMC) will get additional anti-terror equipment from the United States government on Monday.

A turnover ceremony will take place at the Marine Barracks Rudiardo Brown in Fort Bonifacio, Taguig City at 10 a.m. on June 5, PMC spokesperson Capt. Ryan Lacuesta said Friday.

"The United States Government will formally hand over various equipment to the PMC. These equipment will further enhance the capabilities of the PMC counter-terrorism units in addressing different threats posed by different terrorists and other groups," he added.

Equipment to be turned over to the PMC include 300 M-4 carbines, 200 Glock 21 pistols, 25 units of combat rubber raiding craft, 100 M-203 rail mounted grenade launchers, 30 outboard motors, and four M-134D Gatling-style machine guns.

PHL military gets 3 brand-new 155-mm howitzers, 9 more en route

MANILA -- Three of the 12 155-mm towed howitzers acquired by the Department of National Defense for the Army and Marines, have arrived and the other nine are in transit, the department’s public affairs office chief, Arsenio Andolong, has said.

The three Elbit-Soltam M-71 155mm/Towed 39CAL howitzers were delivered late April and were formally accepted by the Philippine Marine Corps (PMC), whose gunners are currently familiarizing themselves with the weaponry, Andolong said in an interview with the Philippine News Agency (PNA) Wednesday.

The nine howitzers will undergo technical inspection once they arrive, he said, adding that three of these will be given to the PMC and six to the Army Artillery Regiment.

The new howitzers were supplied by the Israeli defense company, Elbit Systems Land and C41.

The contract was originally for PHP438.62 million and includes 240 155-mm. high explosive shells and integrated logistic support. Elbit won by submitting a bid of PHP410.84 million.

Depuis la fin mai, et peu habituée au combat urbain, les forces armées philippines peinent à chasser les jihadistes du groupe Maute et d’Abu Sayyaf, deux formations ayant prêté allégeance à l’État islamique, de Marawi, ville située sur l’île méridionale de Mindanao.

Face à cette offensive de l’EI, les militaires philippins se retrouvent seuls en première ligne, même s’ils sont conseillés par les forces spéciales américaines, présentes dans le sud du pays depuis 2002, déjà pour combattre Abu Sayyaf. Toutefois, l’US Navy et la Royal Australian Air Force (RAAF) mènent ponctuellement des missions de renseignement au-dessus de Mindanao avec des avions de patrouille maritime P-3C Orion.

Il faut dire que l’attitude du président philippin, Rodrigo Duterte, a de quoi doucher les bonnes volontés. Ses relations avec Washington sont loin d’être au beau fixe et il s’est tourné résolument vers la Russie et la Chine. Cette dernière a d’ailleurs récemment livré, à l’armée philippine, des armes d’une valeur totale de 6,3 millions d’euros.

Cela étant, les États-Unis viennent de donner aux Philippines deux avions légers ISR (Intelligence, Surveillance, Reconnaissance) de type Cessna C208B Grand Caravan, d’une valeur de 25,5 millions d’euros (équipements électroniques évidemment compris). Quatre pourraient suivre par la suite.

Ces deux avions ont été achetés par le Pentagone, via un fonds mis en place pour financer le renforcement des capacités militaires des pays partenaires au titre de la lutte contre le terrorisme. Ils sont notamment équipés de radios haute fréquence et d’une caméra gyrostabilisée Wescam MX-15 qui, développée par L3 Communications, dispose de deux objectifs haute définition et d’un capteur infrarouge.

« Ces avions représentent la dernière (…) manifestation de tout ce que notre alliance est censée être, un partenariat entre deux vieux amis, deux solides alliés qui travaillent ensemble, combattent ensemble et triomphent ensemble de leurs ennemis », a commenté Sung Kim, l’ambassadeur américain en poste à Manille.

Israeli firm to bag contract for upgrade of 40 PH armored carriers – MaxDefense

Israeli Elbit Systems Land and Command, Control, Communications, Computers, and Intelligence (C4I) is expected to get a contract from the Philippine government to upgrade 40 Philippine Army M113A2 armored personnel carriers (APC) through direct negotiation, MaxDefense Philippines said today.

MaxDefense Philippines is a known Philippines defense and security observer and analyst.

40 M113A2s to be upgraded are part of 114 APCs donated by United States through its Excess Defense Article (EDA) program. These APCs were delivered in 2015.

Elbit, according to MaxDefense, will be contracted to convert the 40 APCs into platforms armed with a 12.7mm machine guns in Remote Controlled Weapons Stations (RCWS) and Armored Mortar Carriers armed with a Soltam Cardom 120mm mortar.

According to MaxDefense, budget for the mentioned upgrades will be sourced from Revised Armed Force of the Philippines Modernization Program (RA 1034), First Horizon-second list.

First Horizon-second list was derived from the cancelled Shore Based Missile System (SBMS) program.

Elbit already delivered 28 refurbished and upgraded APCs to Philippine military with contract price of PHP882 million, signed in 2014. Upgrades included installation of 25 mm unmanned turrets, 12.7 mm remote controlled weapon stations (RCWS), fire control systems (FCS) for 90 mm turrets, and conversion to recovery units.

Les Philippines vont mettre à niveau l'avionique de trois avions de transport Lockheed-Martin C-130 « Hercules ». Les appareils concernés sont Deux C-130H et un C-130T. L'âge moyen de ces avions est de 40,2 ans. La mise à jour est basée sur celle des C-130 de l’US Air Force.

La mise à niveau de l’avionique des appareils C-130 «Hercules» s’articule autour d’un cockpit numérique "verre" doté de six écrans multifonctions. Les pilotes disposent d’un affichages tête haute, d’un nouveau système de communication numérique sécurisé. Les panneaux de commande de navigation sont compatible avec la vision nocturne. Cette modernisation permettra à moyen terme d’uniformisé les configurations cockpit des C-130 philippins qui sont aujourd’hui particulièrement disparates. Ce nouveau cockpit permettra également de rendre les C-130 en conformité avec les exigences moderne de gestion du trafic et permettra à la flotte de continuer de servir durant 30 années supplémentaires.

Les forces armées philippines sont toujours à la peine face aux jihadistes d’Abu Sayyaf et du groupe Maute qui, liés à l’État islamique, occupent une partie de la ville de Marawi, située dans l’île méridionale de Mindanao, depuis le 23 mai dernier.

Début juillet, 1.500 bâtiments échappaient toujours aux forces gouvernementales. Et, selon un dernier bilan officiel publié le 5 août, les combat ont fait plus de 700 tués (dont 119 civils et 523 jihadistes). Quant aux troupes philippines, elles ont perdu 122 hommes et compte plus de 900 blessés et 60 disparus dans leurs rangs.

La difficulté qu’éprouvent les forces armées du pays à reprendre le contrôle de Marawi s’explique en grande partie par le fait qu’elles sont peu rompues au combat urbain. En outre, elles manquent de moyens, tant au niveau des matériels que des effectifs.

Le problème est que l’état-major philippin a dû dégarnir plusieurs régions où la situation sécuritaire est tendue à cause de la présence des rebelles communistes de la Nouvelle Armée du Peuple (NPA), pour renforcer ses troupes à Marawi. Et, avec 165.000 militaires, les effectifs des forces philippines, déjà notoirement sous-équipées, sont clairement insuffisants.

D’où l’annonce faite le 6 août par Rodrigo Duterte, le président philippin. Ainsi, il a demandé au Congrès d’approuver le recrutement de 20.000 soldats supplémentaires.

« La demande présidentielle de 20.000 soldats supplémentaires entre dans le cadre de notre politique de sécurité pour protéger les parties du pays où les menaces pour la sécurité sont persistantes », a précisé Ernesto Abella, le porte-parole du président philippin. « Le déploiement de troupes à Marawi et d’autres sites de Mindanao doit être rééquilibré pour assurer une efficacité maximale », a-t-il ajouté.

Cet effort en matière de recrutement s’accompagnera, pour l’an prochain, d’une hausse de 5,5% des dépenses militaires, lesquelles seront portées à 145 milliards de pesos philippins (soit un peu plus de 2,4 milliards d’euros). Le budget de la Défense avait déjà annoncé en hausse de 18% cette année par rapport à 2016.

La question de Marawi est essentielle dans la mesure où l’EI peut se servir de cette ville (et plus largement, de l’île de Mindanao) comme d’un point d’appui pour élargir son recrutement à l’ensemble de la région.

Or, pour le moment, les forces philippines se trouvent relativement seules, même si elles sont conseillées par les forces spéciales américaines et que les États-Unis ainsi que l’Australie leur fournissent des capacités ISR (Intelligence, surveillance, reconnaissance). Á noter que Manille et Jarkarta ont mené des patrouilles maritimes conjointes le long de la mer de Célèbes afin d’empêcher l’infiltration de jihadistes.

The Japanese military will be providing the Philippine Air Force (PAF) with thousands of helicopter spare parts. “This is a demonstration of the robust strategic partnership and cooperation of the two allies,” a PAF senior officer as, as quoted by Reuters in an exclusive report dated August 10.

Japan giving the Philippines helicopter spare parts was first reported in March this year.

Department of National Defense (DND) Secretary Delfin Lorenzana on the sidelines of the transfer ceremony for the two Beechcraft King Air TC-90 aircraft from Japan to Philippine Navy said DND has already started discussions with Japan Ministry of Defense’s Acquisition, Technology and Logistics Agency (ATLA) regarding the possible transfer of UH-1H helicopter spare parts to the PAF.

These spare parts, if transferred, will extend the service life of UH-1Hs currently in PAF service. PAF is known to operate 40 to 60 units Huey helicopters.

The Department of National Defense-Armed Forces of the Philippines (DND-AFP) released the bidding documents for the acquisition of Philippine Air Force’s 2 long-range patrol (LRP) aircraft. Pre-bid conference will be on September 8, while bid opening will be on September 22.

This is after two failed attempts with first in August 2014, and the second was last month.

The Approved Budget for Contract (ABC) is PHP5.976 billion, with funds being sourced from AFP Modernization Act Trust Fund (Republic Act No. 10349 “Revised AFP Modernization”, singed December 2012)

The acquisition includes integrated logistics support (ILS) package, sensors, sensors integration, and mission support facilities.

Delivery of goods must be withing 1,035 calendar days after the issuance of Notice to Proceed.

MANILA -- The Philippine Coast Guard (PCG) has inked a deal Wednesday afternoon with a French shipbuilding firm for the acquisition of five shipping vessels for maritime security.

The contract effectiveness agreement was signed by Department of Transportation (DOTr) Undersecretary for Maritime Felipe Judan and OCEA director of maritime safety and security Fabrice Weinbach and witnessed by Secretary Arthur Tugade and French Embassy representative Laurent Estrade.

The signing paved the way for the implementation of the Philippine Ports and Coast Guard Capability Development Project. It also marks the first major vessel acquisition for the PCG under the Duterte administration.

The project involves the supply, delivery and maintenance of four brand new 24 meter fast patrol boats (FPB) and one 84 meter offshore patrol vessels (OPV) to be purchased by the DOTr for the use of the Coast Guard.

“The acquisition of the vessels will enhance the capability of the PCG in performing its functions on maritime security, safety, maritime search and rescue, marine environmental protection as well as offshore patrol of the country’s exclusive economic zone,” DOTr Assistant Secretary for Maritime Lino Dabi said in an interview with the Philippine News Agency.

He said the sea vessels may be deployed to deter piracy incidents in southern Mindanao and defend the country’s territorial claims over the West Philippine Sea.

The French government has provided a loan worth 97.03 million euros through Official Development Assistance (ODA) using the remaining balance of the Greater Maritime Access (GMA) RoRo Port Projects of the Arroyo administration.

Under the agreement, supply of goods shall be made within 23 consecutive months with its first delivery to be made on the first quarter of 2018. This will involve the provision of four FPB 72 and 1 OPV 270.

The contract for the purchase of the sea vessels was signed on September 9, 2014 with OCEA and the then DOTC.

With the signing of the contract effectiveness agreement, this means that certain conditions precedent for the coming into full force and effect of the contract has already been completed.

Lors de l’occupation de la ville de Marawi par des groupes jihadistes ayant fait allégeance à l’État islamique, les forces armées des philippines ont eu recours leurs 12 avions TA-50 « Golden Eagle », de facture sud-coréenne, pour effectuer des missions d’appui au sol… avec des fortunes diverses.

Ainsi, le 12 juillet, l’un de ces appareils a été impliqué dans un « tir ami » ayant fait 2 tués et 11 blessés parmi les militaires philippins : la bombe qu’il venait de larguer étant tombée à 250 mètres de la position visée.

Outre les TA-50 « Golden Eagle », la Philippine Air Force (PhAF) a également engagé, à Marawi, des avions d’attaque au sol OV-10A « Bronco » fournis par les États-Unis dans le courant des années 1990.

Seulement, et alors que les besoins en appui aérien sont importants (outre les organisations jihadistes actives dans le sud de leur territoire, les Philippines font aussi face à d’autres groupes armés, dont la Nouvelle Armée du Peuple, d’inspiration communiste), ces appareils datant de la guerre du Vietnam ont fait leur temps.

Pour les remplacer, Manille avait donc sollicité des offres auprès du brésilien Embraer (A-29 Super Tucano) et de l’américain Beechcraft (AT-6B Texan II Wolverine).

Par le passé, ces deux constructeurs ont régulièrement été en lice pour des marchés de ce type… Et, encore une fois, c’est le Super Tucano qui a remporté la mise après « un appel d’offres public et un processus d’évaluation rigoureux », a précisé le ministère philippin de la Défense, le 1er décembre.

Au total, Embraer livrera 6 A-29 Super Tucano à la PhAF à partir de 2019. Le montant du contrat est de près de 100 millions de dollars.

Pour rappel, l’A-29 Super Tucano est un turbopropulseur pouvant être armé de 2 mitrailleuses de 12,7 mm. Il dispose de 5 pylônes sous les ailes lui permettant d’emporter un canon de 20mm, des nacelles lance-roquettes ou bien encore des bombes. Cet appareil équipe de nombreuses forces aériennes, en particulier en Afrique. Et peut-être qu’il entrera bientôt en dotation au sein de l’US Air Force.

En effet, dans le cadre de son programme OA-X, qui vise à trouver un avion d’attaque susceptible d’évoluer dans un espace aérien permissif, l’aviation américaine va évaluer l’A-29 Super Tucano et l’AT-6B Texan II au combat.

La Marine philippine prépare l’arrivée de l’AW159 !

La Marine philippine recevra cette année son nouvel hélicoptère Leonardo AW159 « Wildcat ». Le porte-parole du ministère de la Défense nationale (MDN), Arsenio Andolong, indique que les deux hélicoptères arriveront dans le pays au quatrième trimestre de 2018 et au début de 2019 respectivement.

La Marine philippine a passé commande pour 2 hélicoptères de lutte anti-sous-marine et anti-surface AgustaWestland AW159 « Wildcat ». Le contrat est estimé à près de 114 millions de dollars. L’hélicoptériste anglo-italien va construire les hélicoptères à son usine de Yeovil au Royaume-Uni, le contrat comprend la formation et le soutien pluriannuel. Les deux hélicoptères seront équipés d'équipements sophistiqués « state-of-the-art mission » avec des capteurs principalement dédiés à la lutte anti-sous-marine et pour le rôle de guerre anti-surface. Les hélicoptères seront également en mesure d'effectuer d'autres missions, y compris la recherche et le sauvetage (SAR), la sécurité maritime et la surveillance maritime.

Equipement des AW159 philippins :

Pour équiper ses AW159, la marine des Philippines a opté pour le missile israélien Spike ER (Extended Range) en version antinavire. Les hélicoptères seront également dotés de capacités de lutte anti-sous-marine (ASW).

L’AgustaWestland AW159 « Wildcat » :

L’AW159 Lynx « Wildcat » est prévu pour remplacer les Lynx de première génération, ce nouvel hélicoptère multirôle de six tonnes, est commandé à 62 exemplaires par le ministère britannique de la Défense. Le premier a été livré à la fin de 2011. Doté de deux turbines Rolls-Royce Honeywell CTS800 de nouvelles générations capables d’offrir 12 % de puissance supplémentaire, face aux anciens modèles. Le poste de pilotage comprend un système entièrement intégré d’affichage, utilisant quatre écrans 10x8 pouces. Les capteurs disposés dans le nez comportent une imagerie TV/IR couplé avec un désignateur laser. La version maritime dispose d’un radar Selex-ES Galileo 7400E actif sur 360 degrés. L'AW159 intègre un système d'alerte de missiles, des détecteurs d'alerte radar et un système de distribution des contre-mesures. En outre, il dispose d’une palette complète en matière d’armement soit : des mitrailleuses, torpilles, grenades sous-marines et pourra également tirer la future arme de surface a guidage autonome (FASGW).

This choice is the result of an international competition that highlighted the solutions developed by OCEA; that allow very strong reduction of the operational costs and of the CO2 emissions.

OCEA fast patrol boat FPB 72MKII (24 m) is a well-known model within the shipyard, who already delivered such units to Nigeria in 2012, to Suriname in 2013, and again to Nigeria in 2017.

Ocea opv 270 OCEA OPV 270 MKII


OCEA OPV 270 offshore patrol vessel (84 m) is the outcome of 30 years of experience and permanent innovation in the field of aluminum design and shipbuilding. OCEA confirms its presence in the offshore patrol vessels (OPV) segment, initiated during the 2014 EURONAVAL exhibition by the presentation of its OPV range. OCEA has already delivered 60 m units to the Indonesian Navy in 2015 and to the Senegalese Navy in 2016.

These units will be built in the new facilities of OCEA shipyard in Les Sables d’Olonne.

The transition to this new size of vessels represents a great performance for OCEA, who substantially invested in its production facilities and design capabilities in 2015.

The customer selected OCEA for the performances and operational capabilities of the vessels, fully adapted to Philippines coastguard requirements, thanks to its design department and its expertise in building aluminum vessels with demanding operational profiles.

Beyond these technical considerations, the advantages of OCEA solution were its competitive acquisition price as well as the operational cost of the vessel designed by OCEA, significantly lower than a steel vessel.

A less common selection criterion, but taking a significant turn: the Philippines, who signed the Paris Agreements, were seduced by the reduced environmental impact of OCEA solution.

The OCEA OPV 270, over 20 years of operation, will allow for a CO2 emission reduction of 20 400 tons, equivalent to approximately 40% reduction by comparison to a similar size steel vessel, for equal performance.

After the delivery of two 60 m oceanographic vessels to the Indonesian Navy, this new contract with the Philippines government sets firmly OCEA sales activities in Asia.

OCEA points out that this achievement was made possible thanks to the support of the French State, in particular BPI France, the committed French Administration (especially the Ministry of Foreign Affairs and the Ministry of Finance), and also thanks to the strong involvement of BNP Paribas and Crédit Agricole-LCL banks.

The vessels are scheduled for delivery in 2018 for the 4 FPB 72 and in 2019 for the OPV 270.

New Bell 412EPI Helicopters for the Philippine Air Force

Singapore Air Show - Bell Helicopter, a Textron Inc. (NYSE: TXT) company, announces today the signature of a purchase agreement with the Philippine Department of National Defense (DND) for 16 Bell 412EPI helicopters that will be operated by the Philippine Air Force (PAF).

The 16 Bell 412EPI helicopters, fully configured and equipped with advanced features, are being acquired as part of the Armed Forces of the Philippines (AFP) modernization plans, and were purchased by the DND through a government-to-government contract with the Canadian Commercial Corporation (CCC).

“We are honored that the Bell 412 will continue to serve the Philippines through the Philippine Air Force for many more years to come. Being a part of the armed forces of the Philippines is a privilege and responsibility that we at Bell Helicopter take very seriously,” said Sameer A. Rehman, managing director of Bell Helicopter Asia Pacific. “Bell’s helicopters have been a key component for the Philippine Air Force in the past and we look forward to bringing these aircraft into service quickly to serve the citizens of the Philippines.”

The helicopters will be used for a variety of missions such as disaster relief, search and rescue, passenger transport and utility transport.

The Bell H-13 Sioux, a variant of the iconic Bell 47, was the first helicopter to enter into service with the Philippine Air Force in 1955. The Philippine Air Force has operated derivations of the Bell UH-1H since the late 1960s, and since 1994 when they received their first two Bell 412s. More recently, Bell Helicopter delivered eight 412EP aircraft to the Philippines in 2015.

The Bell 412 platform continues to garner interest from international customers, including the Canadian Coast Guard, which recently took delivery of all seven Bell 412EPIs. In Asia Pacific, the Aichi Prefecture in Japan signed a purchase agreement in 2016 for a Bell 412EPI to be used specifically for firefighting missions and disaster relief. In 2015, the Japan Ground Self-Defense Forces ordered 150 units of the new UH-X aircraft, based on the Bell 412EPI platform, which will be used for island defense and disaster relief efforts.

The Bell 412EPI improves the Bell 412 platform with the Bell BasiX Pro fully integrated glass flight deck, providing critical flight information at-a-glance for greater situational awareness and safety. The Bell BasiX Pro system is specifically designed to meet the requirements of twin-engine helicopters and is optimized for IFR, Category A and JAR OPS3 compliant operations. The avionics suite also includes high resolution digital maps, electronic charts and approach plates, and ADS-B transponder. The Bell 412EPI features the BLR Strake and FastFin system, which modifies the tailboom to optimize airflow and improve handling, safety and lift.

La polémique suscitée par une commande de 16 hélicoptères Bell 412 EPI passée par Manille auprès de Bell Helicopter (filiale de Textron) aura fait perdre patience à Rodrigo Duterte, le président philippin. En effet, ce dernier a décidé d’annuler ce contrat.

Ainsi, des élus du Nouveau parti démocratique (gauche canadienne) sont montés au créneau pour critiquer ce contrat de 235 millions de dollars, en disant craindre que ces Bell 412 EPI (ou CH-146 Griffon) puissent servir à commettre des atteintes aux droits de l’Homme.

« Pour moi, pas d’hélicoptères! Absolument! On ne peut pas avoir de garantie que ce ne sera pas utilisé contre les civils », a en effet lancé Hélène Laverdière, une élue NPD de la Chambre des communes.

Et ce parti a en outre estimé qu’il serait « ironique » de livrer de tels appareils aux Philippines alors que M. Duterte s’est vanté d’avoir jeté un homme depuis un hélicoptère. Une chose qu’il referait « sans hésitation », a-t-il dit.

Le gouvernement conduit par le libéral Justin Trudeau, s’est efforcé ensuite de donner quelques assurances à son opposition de gauche. « Le Premier ministre et moi-même avons été très clairs sur les violations des droits de la personne et les exécutions extra-judiciaires du régime Duterte », a déclaré Chrystia Freeland, la ministre canadienne des Affaires étrangères, lors d’une séance de questions au Parlement.

« Je ferai une analyse extrêmement rigoureuse des droits de la personne pour toute demande de permis d’exportation potentielle liée à ce contrat », a-t-elle ajouté, avant de rappeler qu’elle a « le pouvoir de refuser un permis » s’il y a un « un risque pour les droits de la personne ».

Les Philippines sont actuellement critiquées pour la « guerre » contre la drogue qu’a lancée le président Duterte, peu après son élection. Plus de 4.000 trafiquants et consommateurs de produits stupéfiants auraient été abattus par la police. De quoi motiver un « examen préliminaire » portant sur ces faits par la Cour pénale internationale.

Dans le même temps, l’archipel doit faire face à une rébellion communiste (la « Nouvelle armée du peuple », bras armé du Front démocratique national des Philippines) ainsi que, à Mindanao [sud], à l’activité de groupes jihadistes liés à l’État islamique.

Face à la polémique déclenchée au Canada, les autorités philippines ont expliqué que les 16 Bell 412 EPI seraient utilisés pour des missions de secours en cas de catastrophe naturelle ou de recherche et de sauvetage en mer.

Mais finalement, Rodrigo Duterte n’a pas attendu une décision éventuellement défavorable du gouvernement canadien au sujet de ce contrat. « Je vais dire aux forces armées d’annuler l’entente. Nous chercherons un nouveau fournisseur », a-t-il en effet affirmé, ce 9 février.

« Nous respectons le Canada, mais dorénavant, je dis aux forces armées, puisque la majorité des fusils, des balles, des armes de guerre, risquent invariablement d’être utilisés contre des rebelles et des terroristes : ‘n’achetez plus rien du Canada ou des États-Unis, puisqu’il y a toujours des conditions qui sont rattachées au contrat' », s’est emporté M. Duterte.

D’autres pays ont eu moins de scrupules que le Canada. En octobre, la Russie a indiqué qu’elle livrerait des lance-roquettes antichars RPG-7V aux forces philippines. Une première. Plus tôt, la Chine avait offert à Manille un lot de 3.000 armes, dont des fusils de précision NSG-1 et NDM-86, et des fusils d’assaut CQ-A. Les États-Unis ne sont pas en reste non plus. En juillet, ils avaient donné deux avions Cessna C208B (avec leur armement), d’une valeur totale de 30 millions de dollars.

The Philippine Navy has received a donation of 41 inflatable rubber boats from the Joint US Military Assistance Group (JUSMAG).

These boats, which have been supplied by military equipment manufacturer Zodiac Milpro, were handed over on 13 April in a consignment that includes a 30 hp outboard motor for each vessel and other associated equipment.

Each boat measures 13.5 ft in length, has a hull weight of 205 lb, and can deliver a payload of 2028 lb, such as an eight-men troop detachment.

The inflatable boats will be distributed across the Philippine Navy’s fleet of surface vessels, said the service in a statement on 17 April.

A third phase to extend service life of the Philippine Navy’s Jacinto-class corvettes is expected to complete by end-2018
Restorations are expected to cap a multiphase series of upgrade efforts that have been ongoing since the mid-2000s
A project to restore combat systems of the Philippine Navy’s fleet of three Jacinto (Peacock)-class corvettes is on track for completion by end-2018.

The restoration and sustainment works are done under Phase 3 of a service life extension programme (SLEP) that began in the mid-2000s. Under this stage, which has been further divided into Phase 3A and Phase 3B due to fiscal considerations, weapons and fire-control systems on each of the vessels are being repaired and refurbished with new components where required.
