Kiev Broke But Looks to Modernize Air Force Against 'Russian Threat' Anyway

On June 24, speaking at the Kharkiv Air Force University in northeastern Ukraine, President Petro Poroshenko declared that Ukraine was in the process of building up a powerful air force capable of repelling 'Russian aggression.' Commenting on the president's words, Russian military analysts said that the statements were a case of wishful thinking.

Playing to his audience Friday, Poroshenko emphasized that "in its purpose, its firepower and its combat range, Ukraine's military aviation must be a force which, together with other components of the defense forces, will deter the ambitions of the Russian Federation, and be able to strike an adequate blow in response to any aggressor."

Citing defense allocations for 2016, Poroshenko pointed out that "2.5 billion hryvnia [about $100 million USD] has been devoted to the modernization of the Ukrainian Air Force. This will allow the army to repair 35 planes and about 15 helicopters. Half of them will be profoundly modernized."
Commenting on the president's working visit to the school, and to the region, Russian journalist Vasily Vankov suggested that Mr. Poroshenko's head must be up in the clouds, given the fact that "even the outdated Su-27 Flanker fighter aircraft costs $15 million (in old prices)…"

In his article for the independent online newspaper Svobodnaya Pressa, Vankov recalled that just two years ago, "the world was struck with shocking footage as Ukrainian bombers used unguided bombs to strike the peaceful cities of Donetsk and Lugansk."

USA submitted radar complexes AN/TPQ-36 and AN/TPQ-49 to Ukraine

Jul 2, 2016

President Petro Poroshenko took part in the ceremony of receiving U.S. radar stations by the Armed Forces of Ukraine. US submitted radar complexes AN/TPQ-36 and AN/TPQ-49 to Ukraine. The Head of State expressed gratitude to the U.S. for providing military.

According to the President, the draft U.S. Defense Budget 2016 provides for the allocation of USD 330 million for the enhancement of defense capacity of Ukraine and in the US Congress continues its consideration of the draft law on additional allocation of Ukraine $ 500 million more.

The Head of State noted that “It is the most modern counterbattery station, the name of which is already well learned in the Ukrainian army. Today counterbattery station – station-effective – really help Ukrainian troops to defend the homeland “, – said the President.

AN/TPQ-36 and AN/TPQ-49 counterbattery radar stations were conveyed in the framework of the program of military-technical cooperation with the United States. Respective agreement on the supply of stations was achieved at the meeting between President of Ukraine Petro Poroshenko and President of the United States Barack Obama in New York in September 2015.

Ukraine received 14 class radar AN / TPQ-49 and AN / TPQ-36 Firefinder radar.

The AN/TPQ-49 counterfire radar provides continuous 360 degree surveillance and 3-D RAM location using a non-rotating, electronically steered antenna. Its full azimuth coverage allows it to simultaneously detect and track multiple rounds fired from separate locations within a 315 square kilometer surveillance area. It can also be configured to scan less than 360 degrees, providing focused sector coverage with more frequent update rates.

Hughes AN/TPQ-36 Firefinder Weapon Locating System is a mobile radar system developed by Hughes Aircraft Company and manufactured by Northrop Grumman and ThalesRaytheonSystems. The system is a “weapon-locating radar”, designed to detect and track incoming artillery and rocket fire to determine the point of origin for counterbattery fire. It is currently in service at battalion and higher levels in the United States Army, United States Marine Corps and Australian Army. Also Turkish Army and Portugal are among the users.

The radar is typically trailer mounted and towed by a Humvee.

Ukrainian Airborne Forces conducted an training operation as part of the Rapid Trident 16 exercise
Jul 4, 2016

Ukrainian Airborne Forces conducted an airborne training operation  as part of the exercise  Rapid Trident 16 performed at different sites of the International Peacekeeping and Security Centre.

Airborne troops attacked “enemy” with support staff armored units – armored vehicles KrAZ “Spartan” who fire guns NSVT intensified pressure “winged infantry”. In the rear of the enemy pair of Mi-8 helicopters landed reinforcements for landing. Also, pilots paid a “hit” with the air support of the ground forces and the destruction of manpower and firepower of the enemy.

This year more than 1,800 servicemen from 13 countries (Ukraine, the USA, Canada, the UK, Bulgaria, Lithuania, Turkey, Romania, Georgia, Moldova, Poland, Norway, and Sweden) participate in the  Rapid Trident 16 exercise.

Rapid Trident exercise came during a time of turmoil for Ukraine, which has been fighting a Russia-backed insurgency in its eastern region since a revolution in February and Moscow’s annexation of the Crimea peninsula in March.

The exercise’s focus was on improving the combat capabilities of allies and ensuring they are capable of fighting together on the battlefield. The exercise was also meant to send a signal to Russia that the U.S. and allies stand with Ukraine, U.S. Army officials said.

Ukrainian self-propelled air defense system had flip over after military parade
Jul 12, 2016

A 9K35 Strela-10 self-propelled air defense system had flip over in the Ukrainian city Konotop during a event to mark a historic battle. The parade was held to mark 357 years since Ukrainian Cossacks won in the battle of Konotop.

Fortunately, no one was hurt in the accident and the vehicle was later sent back to a military base in the city of Chernigov.

The incident reportedly occurred due to the machine operator’s mistake when he was driving Strela-10 on the platform of the tow car for transportation. It is yet unclear whether there were missiles in the launch barrel, but the ammunition didn’t detonate when the system fell on the ground.

Ukraine’s Ill-Preparedness Halts Naval Phase of US-Led NATO Drills - Source

The naval phase of the North Atlantic Treaty Organization (NATO) Sea Breeze-2016 military exercises has been postponed because of Ukraine’s ill-preparedness, a military-diplomatic source told RIA Novosti on Monday.

MOSCOW (Sputnik) – The next phase of the US-led NATO Sea Breeze-2016 drills was due to kick off Monday in the Black Sea. The exercises involve 3,000 troops, including 2,000 from the United States, Turkey and Romania, 1,000 naval troops from Ukraine, as well as 25 warships.

“Due to the technical unavailability of the Ukrainian flagship [frigate] Hetman Sahaydachnyi, the naval phase of the exercises is postponed indefinitely,” the source said over the phone, noting that the frigate experienced technical issues with its propulsion.

New Ukrainian Mortars 'Got Rusty' in Less Than a Month

A shipment of Ukrainian-made mortars, which were recently delivered to the country’s armed forces proved, to be virtually unfit for battlefield conditions.

According to a letter of explanation written by a mortar battery commander cited by the Ukrainian Military Portal, six M-120-15 Molot (Hammer) that were supplied to his unit on June 21 exhibited a number of defects, like the repeated jamming of the weapons' elevation mechanisms, during recent tactical exercises.
Furthermore, it also became apparent that due to the quality of metal from which these weapons were made, the mortars, which are worth approximately $19,500 each, rust pretty quickly, and the paint starts coming off when they are exposed to direct sunlight.

It should be noted that this is hardly the first case where the Ukrainian military has been supplied with faulty equipment by local subcontractors.

For example, a Ukrainian army encampment at the Yavoriv training range was left devastated after heavy rain because the army tents there – produced by local manufacturers, of course – proved to be no match for rainwater.

Also, the development of a new Ukrainian tank, Azovets, touted as an innovative armored vehicle designed for urban warfare, was put on hold indefinitely after it became clear that the tank's onboard video camera system, which is also the only way for the crew to perceive their surroundings, was in fact composed of parts typically used in house intercom units and completely unsuited for battlefield conditions.

Share on Facebook Tweet on Twitter

“Skif” man portable antitank missile system is intended to destroy man power, stationary and moving modern armoured targets with combined, carried or monolithic armour, including ERA (explosive reactive armour), as well as pinpoint targets like weapon emplacements, a tank in a trench, light-armoured objects and helicopters.

Video released on official page The State Enterprise “State Kyiv Design Bureau “Luch” in Facebook.

The system’s feature lies in its possibility to aim the missile on a target from closed emplacements and shelters that reduces the risk of the gunner destruction by reply fire attack of the enemy.

The system is completed with 130mm and 152mm missiles in transport and launching containers with tandem hollow-charge (RK-2S, RK-2M-K) and high-explosive fragmentation (RK-2OF, RK-2М-OF ) warheads.

Ukrainian Navy Demonstrates Air Capabilities for Sea Breeze 2016
(Source: U.S Navy; issued July 25, 2016)
MYKOLAIV, Ukraine --- Ukrainian naval forces participated in the Sea Breeze 2016 air component demonstration at the Kulbakino Air Base in Mykolaiv, Ukraine, July 22.

The air component of the exercise is designed to showcase the air-based capabilities of the Ukrainian Naval forces and training conducted by allies and partners.

Quotes:

"The exercises are bringing together elements of the land and air components, and that training is allowing our partner nations the ability to provide safety, security, and stability operations in their regions." - U.S. Navy Cmdr. Ken Engle, U.S. Exercise Chief of Staff

"What I like to see is the mission execution between our aircraft and Ukrainian aircraft with no fall-off in tactical situational awareness. Our main training goal is getting through the language barrier and getting data transferred between aircraft so we can share the tactical picture." - U.S. Navy Lt. Robert Johnson, Sea Breeze 2016 Air Tasking Officer

Quick Facts:

Ukrainian aircraft involved in the air demonstration included the Antonov An-26 tactical transport aircraft, MI-14 Haze anti-submarine warfare helicopter, KA-27 Helix search and rescue helicopter, and the Antonov An-2 support aircraft.

Ukrainian naval forces conducted a casualty medical evacuation, emergency resupply, special forces parachute insertion, and anti-submarine warfare detection formation flight.

Sea Breeze, now in its 15th iteration, began in 1997 as an annual exercise held in the Black Sea and is co-hosted by Ukraine and the United States. The exercise seeks to enhance interoperability with Black Sea and regional partners and strengthen regional security through air, land and sea components, which tests forces' capabilities throughout the full spectrum of operations. Sea Breeze 2016 forces will undergo training both ashore and at sea.

The exercise seeks to create realistic training that will allow forces to execute air defense, anti-submarine warfare, damage control, search and rescue, and other missions in support of maritime security and regional stability.

Approximately 2,300 personnel from 13 nations are scheduled to participate in this year's exercise.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.

Ukraine received a first batch of RQ-11B «Raven» unmanned aerial vehicle from USA
Jul 27, 2016

On July 27, the Ukrainian army received a first batch of US-made RQ-11B «Raven» hand-launched remote-controlled unmanned aerial vehicle.

On September 14 2014 US Department of Defense posted a list of contracts at www.defense.gov. According to that information $9,049,306 contract was approved for Aerovironment Inc. The company will manufacture 30 RQ-11B Raven unmanned aircraft systems for Ukraine by May 11, 2016.

“Aerovironment Inc.,* Monrovia, California, was awarded a $9,049,306 firm-fixed-price foreign military sales contract (Ukraine) for the small UAV RQ-11B Raven analogy system. Work will be performed in Monrovia, California, with an estimated completion date of May 11, 2016. One bid was solicited with one received. Fiscal 2010 other procurement funds in the amount of $9,049,306 were obligated at the time of the award. Army Contracting Command, Natick, Massachusetts, is the contracting activity (W911QY-15-C-0102).” – US Department of Defense, Contracts.

It was reported earlier that the United States had approved a $335 million aid package to Ukraine that includes providing Kiev with new military technologies. The US has also trained Ukrainian troops since 2014 and provided the country’s army with defensive equipment.

In March 2015 Ukraine has received batch of U.S. military vehicles HMMWV and in July 2015 USA submitted radar complexes AN/TPQ-36 and AN/TPQ-49 to Ukraine

The Raven is the most widely used unmanned aircraft system in the world today. The Raven B DDL® system, an enhanced version of the battle proven Raven B system, is a lightweight solution designed for rapid deployment and high mobility for military applications requiring low-altitude surveillance and reconnaissance intelligence.

RQ-11 UAVs are manufactured in two variants – RQ-11A and RQ-11B – designed and manufactured by AeroVironment

More than 3,000 RQ-11As were produced before 2006. The RQ-11A Raven UAV weighs about 1.9kg (4.2lb). It has a flight endurance of 80 minutes and an effective operational radius of about 10km (6.2 miles). Raven has a flying speed of 32km/h to 81km/h at typical operating altitude between 30m and 152m.

RQ-11A Raven provides flexibility, with remote control or control through ground station. It allows completely autonomous missions using GPS waypoint navigation. CCD colour video and an infra-red camera constitute the standard mission payloads.

The Raven B system is an enhanced version of the battle-proven Raven A. It is a lightweight system designed for rapid deployment and high mobility for both military and commercial applications. The Raven B is the most advanced small unmanned aircraft systems (SUAS) deployed with the US armed forces.

RQ-11B has a wingspan of 1.4m (4.5ft) and a weight of 4.2lb. Launched by hand, Raven provides aerial observation, day or night, at line-of-sight ranges of 10km or more.

It can deliver real-time colour or infra-red imagery to ground control unit (GCU) and remote viewing stations, as well as IR laser illumination of ground targets.

The tightening of the process of demining in Ukraine can lead to a new crisis
Jul 27, 2016

After an active phase of military operations in the east of Ukraine there are huge territories polluted due to the presence of ammunitions and mines . According to estimates it is about 19 thousand km ² in Donetsk region (71% of all area) and 18,4 thousand more km ² in Luhansk (69%).

The newspaper «The Guardian» with reference to the report of the UN reports about the growth of casualties and those with serious injuries, among the civilians, and also the military personnel as a result of the mines and the unexploded ammunition present.

Reports by the newspaper indicate that more than 600 people, among them – children were casualties because of the mines and unexploded ammunitions.

The unresolved issue of demining in the Luhansk and Donetsk region threatens not only the lives of the civilian, but also the process of settlement of the conflict in the region. At the moment the number of deaths as a result of explosion of the mines or unexploded shells continues to expand in a zone where Anti-terrorist Operations (ATO) are being conducted in the east of Ukraine. This creates an additional intensity in the region that directly can result in negative influence on the course of negotiations in the Minsk format.

But now the question with the organization in-charge of the demining process in the Luhansk and Donetsk regions drags on. The accomplishment of this possible work on mine clearing of the region was planned to connect the international specialists, but this decision has caused a criticism wave in a type of narrow specifics of these activities and a number of the international scandals.

The results from the campaigns for mine clearing in Chechnya, Albania, Bosnia and Herzegovina and a number of the countries of African region has shown low productivity owing to the non-systematic approach to accomplish these tasks and also the presence of rampant corruption in the processes. The foreign companies on mine clearing often met difficulties in organizing the activities and had a number of difficulties in the work including external influences.

The similar organizations have zero authority on control of actions in the areas where they work and often consciously overstate the cost of the work and tighten terms of accomplishment of objectives.

Earlier only regular divisions (specialists) of law enforcement agencies had the right to carry out practical works on mine clearing and neutralization of ammunition in a zone of anti-terrorist operation. It cannot but form a basis for attempts of the opaque solution of questions of mine clearing. The international companies which are present at the region on humanitarian mine clearing (such as HALO Trust) are concentrated in working with the local population concerned with the reduction of risks of the unexploded mines in the present scenario .

In Ukraine more priority should be given and it also works as an option with the involvement of domestic specialists familiar with specifics and ready to start the process with the objective of achieving success.

he active military operations in the Luhansk and Donetsk region there were a number of tasks the solution of which became necessary.

There was so also one of the non-government organization on humanitarian mine action “DEMINING TEAM OF UKRAINE” Ltd. Investigation of the territories of the Luhansk and Donetsk regions regarding pollution by explosive objects of war, their neutralization, and also work with the population, at schools on aspects of anti mine safety became the main specialization for the organization.

In the course of the solution of objectives of “D.T. U” algorithms of approach to work according to the IMAS standards are developed (International standards of anti mine activities – International Mine Action Standards).

The organization already has the official status and is accredited as the subject of the economic right in a zone of carrying out anti-terrorist operation for today. One of tasks of “D.T. U”, as envisioned by authors of the project, is re socialization of participants of anti-terrorist operation that are restored to peaceful life.

Success of the project will be promoted considerably by availability in the team of the most experienced de miners who have notable experience of carrying out humanitarian mine clearing in various corners of the world within humanitarian transactions of the UN. In their structure not only experienced de miners that can constitute fundamentals of methodology of safe work, but also the experienced managers having a work experience in the international companies.

It considerably increases efficiency of creation of production processes. The generator of the idea of creation of such domestic enterprise is Ruslan Pytkovsky with a call sign “Belarus” which is the participant of anti-terrorist operation. This patriot of Ukraine for himself in 2014 has made a crucial decision to help Ukraine to defend the territorial integrity and as the citizen of Belarus, the regular officer has taken active part in anti-terrorist transaction in the east of Ukraine.

According to Ruslan‘s words, the D.T. U project is socially important and is directed first of all to improvement of a situation in the region. The team of the project is ready to carry out works on humanitarian mine clearing even in “a red zone”.

“Ukraine is indivisible, our main objective to rescue the nation and to secure lives as much as possible citizens of our state aren’t dependent on political views and a nationality” – one of project coordinators, “Belarus” has declared.

Activity of the D.T. U organization can open direct peaceful dialogue with local population and by that to lift prestige of Ukraine in their eyes.

The director of “DEMINING TEAM OF UKRAINE”, the successful administrator and the businessman, Kushnyr Andry emphasizes the importance of this project for the fastest reduction of risks of mine danger in the region. Not operating units of the executive authority of Ukraine are ready to all things. Emergence of the non-state organization for humanitarian mine clearing in the region can give an impetus to active actions which were problematic in connection with politicization of the matter earlier, to deliver process of mine clearing on a flow. It will serve as an example for other domestic-owned firms which will be able effectively to work in this segment.

“The competition, transparency of procedures here only on advantage of case”, – Kushnyr Andry considers.

At the moment Ukraine has appeared in “leaders” of the main world anti-ratings and in a question of mine safety. Ukraine is included into a black list of the countries on a situation with mine safety. And the state became the leader directly in two categories. The first – in the four of the countries by the number of mine destructive devices in the territory of Ukraine, the second – in the five of the countries with high death rate from mine destructive devices.

It is necessary for the problem resolution half a billion dollars and involvement of experienced specialists. For coordination of actions according to the solution of the matter the special law of Ukraine regulating questions of implementation of humanitarian mine clearing can be adopted in the near future.

Questions of humanitarian mine clearance were actively discussed in Strasbourg at session of PACE and Conference of non-governmental organizations at the beginning of 2016. Today the situation with mine safety in Ukraine has led of many people among whom there are also children to death. And unfortunately system work on humanitarian mine clearing isn’t conducted. In fact each department works narrowly in the direction.

Kyiv will mark the 25th anniversary of Ukraine’s Independence with a large-scale military parade
Aug 3, 2016

Kyiv will mark the 25th anniversary of Ukraine’s Independence with a large-scale parade on capital’s main thoroughfare, Khreshchatyk Street, which will feature about 200 pieces of military equipment.

President Petro Poroshenko emphasizes that Ukraine can be proud of its Armed Forces. He believes that military parade is a good opportunity to demonstrate that.

“Nobody will take away the right of Ukrainians to pay tribute to Ukrainian servicemen. Military parade is a great opportunity to demonstrate that. Ukraine must strengthen unity and patriotism,” Petro Poroshenko told journalists.

The President emphasized that the military equipment involved in the parade would not be taken away from the ATO area. “All equipment that must be on the frontline will stay on the frontline. Moreover, a lot of equipment will be provided to the troops in the ATO area on the Independence Day,” he informed.

The Head of State urged to avoid the distortion of facts and events that took place two years ago: “The tragedy occurred not because of the parade, but because of the invasion of the aggressor”.

“We do not have internal conflicts. We have an armed aggression of Russia against independent sovereign Ukraine. This is the main reason,” Petro Poroshenko said.
