Un hélicoptère de l'armée ukrainienne s'est écrasé dimanche dans l'Est de l'Ukraine, près de la ligne de front avec les régions séparatistes, tuant cinq personnes à son bord, a indiqué l'armée qui privilégie la thèse d'un accident.
"A la suite de cette tragédie, cinq personnes sont mortes: trois membres d'équipage et deux passagers", a indiqué à l'AFP Oleksandr Motouzianyk, porte-parole de l'armée ukrainienne.
Le Canada et l’Ukraine ont signé un accord de coopération militaire

Dans le cadre d’une « entente » formalisée en décembre 2014, le Canada apporte une aide militaire relativement importante à l’Ukraine, via l’envoi d’équipements « non létaux », dont du matériel servant à neutraliser les explosifs, un hôpital de campagne et des jumelles de vision nocturne.
Dans le même temps, les Forces canadiennes ont mis sur pied l’opération Unifier, laquelle vise à donner à leurs homologues ukrainiennes une « instruction tactique » ainsi qu’une formation dans les domaines du déminage, de la logistique et de la santé. Pour cela, 200 militaires canadiens ont été envoyés en Ukraine. Leur mission, qui devait se terminer cette année, a été prolongée jusqu’en 2019.
Mais cette bonne entente ne va pas s’arrêter là car, les ministres de la Défense des deux pays, à savoir Harjit Sajjan pour le Canada et Stepan Poltorak pour l’Ukraine, ont signé un accord de coopération militaire à Ottawa, le 3 avril.
Ce texte prévoit notamment un « renforcement des capacités » ukrainiennes et ouvre la voie à une libéralisation des ventes d’équipements et de composants militaires canadiens, lesquels sont actuellement soumis à des restrictions.
« Cet accord bilatéral illustre l’engagement du Canada envers l’Ukraine en cernant des domaines de coopération mutuelle tels que la politique de défense, la recherche, le développement et la production de défense et l’éducation militaire », a expliqué le ministère canadien de la Défense. Il est un « élément clé du soutien à plusieurs facettes apporté par le gouvernement canadien à l’intégrité territoriale, à la souveraineté, la sécurité et la stabilité de l’Ukraine », a-t-il ajouté.
L’accord « démontre la force de l’engagement du Canada envers la sécurité euro-atlantique et notre soutien inébranlable à l’Ukraine », a insisté M. Sajjan.
Cette coopération militaire accrue avait fait l’objet d’une rencontre, en février, entre l’ambassadeur du Canada à Kiev, Roman Vashchuk, et de Roman Vashchuk, le directeur général d’Ukroboronprom, le conglomérat qui rassemble l’industrie ukrainienne de la défense.

Le Parlement ukrainien a approuvé jeudi des amendements selon lesquels l'adhésion à l'Otan deviendra une priorité dans la politique extérieure de l'Ukraine, une décision qui risque d'augmenter un peu plus les tensions entre Kiev et Moscou.
"Pour nous, le moment est venu de déclarer clairement dans la législation ukrainienne le désir de l'Ukraine de rejoindre l'Otan", a déclaré avant le vote le président du Parlement, Anriï Paroubiï. Ces amendements ont été soutenus par 276 députés tandis que 25 se sont prononcés contre.
"Moscou examine traditionnellement les tentatives d'expansion de l'Otan vers nos frontière avec méfiance et inquiétude", a commenté le porte-parole du Kremlin Dmitri Peskov, interrogé par les journalistes. "Nous estimons que cela représente une menace pour notre sécurité et l'équilibre des forces dans la région eurasienne", a ajouté M. Peskov. Il s'est montré sceptique quant à cette adhésion, soulignant que l'Ukraine était "un pays où une guerre civile continue".
Le désir de Kiev d'adhérer à l'Otan risque de faire monter encore plus les tensions entre Moscou et Kiev, à couteaux tirés depuis l'annexion de la péninsule ukrainienne de Crimée en 2014 suivie d'un conflit armé dans l'est de l'Ukraine entre rebelles prorusses et forces gouvernementales.
Cette semaine, le Monténégro est devenu le 29e Etat membre de l'Otan, au grand dam de Moscou qui considère toute extension de l'Otan comme un signe d'agression à son égard.

The Ministry of Defence of Ukraine is looking to increase the size of its transport aircraft fleet.
According to the official of the Kharkov State Aircraft Manufacturing Company, the Armed Forces of Ukraine is to acquire two An-140 transport aircraft as a training aircraft and three An-74 transport aircraft.
The An−140 is a regional aircraft is intended for passenger and mixed cargo/passenger transportations. The An−140 is the substitute for the An−24 aircraft that has been operated for about forty years.
The AN−140 aircraft has high fuel efficiency. It can be operated in a wide range of the airfield heights and climate conditions, under good and adverse weather conditions, by day and night.
The AN−140 aircraft has a high wing position, standard tail configuration and two wing−mounted ТV3−117VМА−SBМ1 turboprop engines. The AI9−3B auxiliary power unit installed at the rear−fuselage provides the independent aircraft operation from the unpaved airfields. A high level of comfort of the passenger compartment has been achieved by selecting the optimum ratio between the volume of the compartment and the service premises, favorable climatic conditions, a well−matched lighting and other factors.
For today 12 aircraft of such a type are under operation in Ukraine, Russia, Iran.
The An-74 was designed on the basis of the An-72 military airlifter and inherited from the latter its excellent performance, self-sufficiency in operation on the unpaved airfields and the ability to fly steep flight paths with short takeoff and landing. The AN-74 is designed to carry up to 7.5 tonnes of cargo at a cruising speed of up to 700 km/h at a cruising flight altitude of 10,100 m.
The aircraft is powered with two D-36 series 2A turbofans. The engines have low fuel consumption and high level of reliability. They meet ICAO requirements for aircraft engine emissions and noise. High engine arrangement practically precludes ingestion of foreign objects into engine air intakes at takeoff and landing even when operating on pebble airfields.
The Kharkov State Aircraft Manufacturing Company (KSAMC) is one of the few Ukrainian manufacturers of aviation equipment with a closed production cycle, which allows to claim full responsibility for all stages of production process and be sure of the quality of the final product.

State Enterprise «PLANT 410 CA», which is the part of the SC “UkrOboronProm”, hosted the official handover ceremony of overhauled Antonov An-26 military transport aircraft to the Ministry of Defense of Ukraine.
That was reported by ukroboronprom.com.ua.
For the Armed Forces of Ukraine, An-26 is one of the main military transport aircraft, performing a variety of tasks: timely freight, evacuation of the wounded, landing of troops, serving as a training aircraft, can be used for reconnaissance and patrol missions.
During the official ceremony of An-26 aircraft transfer to the Ukrainian Air Force were attended by Mikhail Kondrat, Deputy Director for Security of GC Ukroboronprom, Viktor Gankevich, SE PLANT 410 CA Director General, Commander of Air Force of Ukraine Colonel-General Sergey Drozdov, and Chief Air Force Aviation Engineer of Ukrainian Air Force, Major-General Peter Skorenky, as well as representatives of the military unit, where the aircraft will be operated and workers of the plant.
Specialists of the «PLANT 410 CA» enterprise completed works on modernization of onboard electronic equipment of the aircraft. Now the An-26 military transport aircraft will fly international aviation routes, perform combat and learning tasks from various airports, using airport radio communication, navigation and landing equipment of public airports. According to SE PLANT 410 CA Director General, Viktor Gankevich, the overhauled An-26 can also take part in joint exercises with NATO forces.

Secretary of the National Security and Defense Council (NSDC) of Ukraine Oleksandr Turchynov informed that the government will buy at least 10 new Oplot main battle tanks in 2018.
“The state defense order for the next year should include the acquisition of at least 10 Oplot tanks”, said Mr. Turchynov during a working visit to Kharkiv region on June 23.
In the Kharkiv region, the NSDC Secretary visited the state-owned Malyshev Machine-Building Plant, the Kharkiv-based Morozov Machine Building Design Bureau and took part in the expanded session of the Military Council of the National Guard of Ukraine.
The Oplot main battle tank (MBT) is developed by Kharkiv Morozov Machine Building Design Bureau (KMDB) for the Ukrainian Armed Forces. The MBT can destroy ground-based and low-flying, low-speed aerial targets, while offering superior protection and high mobility for troops.
The Ukrainian Ministry of Defense inducted the Oplot MBTs into service in 2009. In September 2011, the Royal Thai Army placed an order with the Ukrainian arms trading company Ukrspetsexport for 49 Oplot-T MBTs.
Kiev va lancer la discussion sur son entrée dans l'Otan

L'Ukraine va commencer à discuter avec l'Otan d'un plan d'action lui permettant d'adhérer à l'organisation de défense et souhaite lancer des réformes pour se mettre aux normes de l'Otan pour 2020, a annoncé lundi le président ukrainien Petro Porochenko.
S'exprimant à ses côtés à Kiev, la capitale ukrainienne, le secrétaire général de l'Organisation du traité de l'Atlantique nord, Jens Stoltenberg, a précisé que l'Otan avait fourni à l'Ukraine de nouveaux équipements pour l'aider à découvrir les auteurs de la cyberattaque qui a touché l'Ukraine et d'autres pays en juin.
"L'Ukraine a clairement défini son avenir politique et son avenir dans la sphère de la sécurité", a déclaré le président ukrainien aux journalistes.
"Aujourd'hui, nous avons clairement montré que nous voulons entamer une discussion sur un programme d'adhésion et nos propositions pour cette discussion ont été acceptées avec plaisir", a-t-il ajouté.

Ukrainian President Petro Poroshenko has announced that the Armed Forces of Ukraine will receive the new and modernized tanks, military vehicles and equipment by the end of the year.
“According to my instructions, 72 modernized T-72 tanks should be sent to the Armed Forces this year. We’re buying the newest vehicles manufactured in Lviv, we saw the potential of a new fire engine based on the T-72,” he said during his visit to Lviv armored plant on Friday, July 14.
Also Ukrainian military will receive the new batch of Dozor-B (4×4) armoured personnel carriers and new Oplot main battle tanks.
“Lviv armor vehicle factory will be paid UAH 920 million, and this is not only for the tanks and the fire engines. The 20 Dozor-B cars that are now behind my back will also be ready to go to the army,” Poroshenko said.
According to the Interfax-Ukraine, the Defense Ministry will be given USD 23 million (UAH 600 million) for the development of modern weapons and military equipment, namely missile weapons (USD 11,5 million or UAH 300 million), and USD 11,5 million (UAH 300) million for the purchase of Oplot main battle tanks.
Ukrainian President Petro Poroshenko stressed that the Ukrainian army should be equipped with the best technology, both combat and auxiliary, “as it is forbidden to use tank brigades without evacuation vehicles.”
The Ukrainian Naval Aviation expects to receive Kamov Ka-226 multirole helicopter, said Ukrainian entrepreneur and volunteer Daulet Beisembayev. “Ukrainian Naval Aviation will receive a new Ka-226 helicopter, which did not fly for nearly 9 years and was kept all the time in the hangar of the Lviv Aircraft Repair Plant,” Daulet Beisembayev said. The Kamov Ka-226.50 (serial number 02-03, board number ‘41 yellow‘) was ordered by the government several years ago but were impounded when he arrived in Ukraine due to importation irregularities. The contract for the delivery of Ka-226.50 helicopter was signed by the Ministry of Emergency Situations of Ukraine (since 2012 – the State Emergency Service of Ukraine) in September 2007 with the Ukrainian ‘Gelaxis’ company, which, in turn, ordered a helicopter to Kumertau Aircraft Production Enterprise (Russia) through the company Cantek Trading Inc. (Canada). But in 2011, the ‘Gelaxis’ company declared itself bankrupt and failed to comply with the terms of the contract and the helicopter was impounded.

The Armed Forces of Ukraine plans to send updated T-84 tanks to participate in the Strong Europe Tank Challenge 2018, national media reported on 2 January.
According to the Defense Express website, the Ministry of Defence of Ukraine decided to send upgraded T-84 tanks to participate in the Strong Europe Tank Challenge 2018 multinational tank crew competition hosted by the U.S. Army Europe and the German Army.
The T-84 is a further development of the T-80UD tank by means of installing, among other things, multiple protection explosive reactive armor modules, these being supplemented by passive armor array, and a more advanced fire control system similar to that installed on the modern Ukrainian Oplot tanks.
By that time, six T-84 main battle tanks were repaired and modernized at the facilities of the SE “Malyshev Plant”. Major maintenance and modernization of the T-84 tanks were launched early in 2017. Tank T-84 “Oplot” was adopted in 2001, 10 units were purchased in the same year. For a long time, T-84 tanks had been in stock of a number of parts of the Armed Forces of Ukraine.
The Strong Europe Tank Challenge multinational tank crew competition is designed to project a dynamic presence, foster military partnership, promote interoperability, and provides an environment for sharing tactics, techniques and procedures.

Ukraine has “long term” plans to adopt the NATO 155 mm/52 calibre standard for its conventional tube artillery forces, a senior official has revealed.
Speaking at the IQPC Future Indirect Fires Eastern Europe conference in Bucharest, Romania, Major General Andrii Koliennikov, deputy director of the Central Scientific Research Institute of the Armament and Military Equipment Directorate noted that two new indigenous 155 mm/52 calibre systems – one tracked and one wheeled – are envisioned to replace in-service towed and SP artillery systems, which are based on Russian 122 mm and 152 mm calibres.
Although Ukraine has a proven ability to design, develop, and manufacture tracked and wheeled armoured fighting vehicles (AFV), its tube artillery systems are of Russian origin.
These include the tracked SP 122 mm 2S1, 152 mm 2S3, 152 mm 2S5, 152 mm 2S19, and some 203 mm 2S7.
Towed artillery systems include the 122 mm D-30, 152 mm 2A36, and 2A65, which are vulnerable to counterbattery fire as they require time to come into and taken out of action.
Ukraine has already introduced new target acquisition capabilities to supplement its Russian supplied weapons, such as new observation systems for the forward observation officer (FOO), data terminals, communications systems, and artillery location radars.
Its Russian SNAR-10 radar – based on the MT-LB multipurpose platform – has been supplemented by US-supplied AN/TPQ-36, -48 and -49 radar systems in addition to locally developed unmanned aerial vehicles (UAVs).
In addition to moving to the NATO standard 155 mm/52 calibre, the Ukraine also wants to increase the number of artillery and missile troops, improve its artillery reconnaissance and management capabilities as well as its ability to execute counterbattery fire, and create a reconnaissance/strike system.

US approves Javelin missiles sale to Ukraine

The US State Department has approved the potential sale to Ukraine of 210 Javelin missiles and 37 Javelin Command Launch Units (includes 2 Javelin CLUs to be used as spares).
The total estimated cost is not to exceed $47 million.
According to a US Defense Security Cooperation Agency (DSCA) notification posted on 1 March, this proposed sale will contribute to the foreign policy and national security of the United States by improving the security of Ukraine. The Javelin system will help Ukraine build its long-term defense capacity to defend its sovereignty and territorial integrity in order to meet its national defense requirements. Ukraine will have no difficulty absorbing this system into its armed forces.
The prime contractors will be Raytheon/Lockheed Martin Javelin Joint Venture of Orlando, Florida and Tucson, Arizona. However, these missiles are being provided from U.S. Army stocks and the CLUs will be obtained from on-hand Special Defense Acquisition Fund (SDAF)-purchased stocks. There are no known offset agreements proposed in conjunction with this potential sale.
Implementation of this proposed sale will require U.S. Government and/or contractor representatives to travel to Ukraine temporarily in order to conduct training.
The Javelin is an American man-portable fire-and-forget anti-tank missile. It uses an automatic infrared guidance that allows the user to seek cover immediately after launch.

Cadets of Ukrainian National Land Forces Academy has acquired needed skills to use modern local-made armoured vehicles at the International Peacekeeping and Security Center, as reported by the press service of Ukraine’s military department.
On one of the sites of the training ground, future infantry officers first conducted the live-fire exercises with modern Ukrainian BTR-4E armored personnel carriers.
The exercise allowed leaders to assess how well their Soldiers performed weapons suppression capabilities.
The BTR-4E is a new generation wheeled armoured vehicle designed in Ukraine by the Kharkiv Morozov Machine Building Design Bureau (SOE KMDB) a subsidiary of the UkrOboronProm.
The BTR-4 APC can be deployed as an armoured vehicle in infantry units in the army or as a wheeled infantry fighting vehicle to provide fire support in combat situations. The vehicle can accomplish its jobs in varied climatic conditions throughout the day and night.
The domestic light armored vehicle sample has powerful armament, great speed and protection for the crew. Almost 80 vehicles BTR-4E strengthened Ukrainian army during the military operation in the East of the country.
The Ukrainian defence concern is planning new BTR-4 delivery to the Ministry of Defence of Ukraine, the National Guard and other law enforcement agencies to strengthen the country’s defence.
Ukraine acquires BMP-1AK infantry fighting vehicles from Poland

The Armed Forces of Ukraine took delivery of an unspecified number of newly overhauled BMP-1AK infantry fighting vehicles from Polish company Wtorplast, a senior military source told the Defence Blog.
Ukraine has ordered an unspecified number of overhauled infantry fighting vehicles from Polish Wtorplast company, a manufacturer of products and special vehicles for military purposes dates. The first batch of the BMP-1AK has already arrived in Ukraine and was handed over to Ukraine’s Ground Forces.
According to a military source, the purchase of a batch of overhauled BMP-1AK infantry fighting vehicles (IFV) is intended for operational strengthening the combat capacity of the Ukrainian Ground Forces. The BMP-1AK (AK – Anti Kumulyativnaya or protect against HEAT attacks in English) is a special variant of Soviet-made infantry fighting vehicle developed for the Armed Forces of Ukraine.
Externally, the BMP-1AK is almost no different from the Soviet one. The major differences between BMP-1AK and bases version in the assembly quality and onboard equipment.
The BMP-1AK is amphibian waterproof track vehicle designed to increase infantry squad mobility, provide fire support to them, and also be able to fight alongside main battle tanks. BMP-1 IFV is equipped with heavy 73 mm 2A28 Grom low pressure smoothbore short-recoil semi-automatic gun which has proven their worth under armed conflict in the Donbass region of Ukraine and coupled machinegun of 7,62 mm calibre.
The BMP-1AK IFV is equipped with optical devices, periscopes and night vision, modern radio station and has more capable of operating in all weather conditions as well as at night. The crew is protected against nuclear, chemical and biological weapons by means of special fi lter-ventilating equipment.
The Ukrainian military has already started training with new IFVs and talks about the positive experience of the exploitation of these combat vehicles.

The Ukrainian Ground Forces have received the next batch of the new MT-LB-S armored medical evacuation vehicle, according to the Ukrainian Military Page media reports.
According to reports published in local media, another batch of armored medical evacuation vehicles on the basis of the MT-LB for the Ukrainian troops was handed over by the “VK Sistema” company.
The MT-LB-S is designed to medical evacuation role by providing room for the medical attendant to monitor patient condition en-route, access stored medical equipment, and improved medical capabilities. The new MT-LBS is an updated version of MT-LB multi-purpose fully amphibious auxiliary armoured tracked vehicle.
The high-mobility stretch chassis provides excellent cross-country capability and ride characteristics particularly important in this unique mission.
Specifications:

The increase in available space provides the ability to integrate more capable for each mission role.

The crew, a driver and a commander sit in a compartment at the front of the vehicle, with the engine behind them. A compartment at the rear enables up to 8 wounded to be carried or a cargo of up to 2,000 kg. The vehicle is fully amphibious, being propelled by its tracks in the water. The vehicle is lightly armored against small arms and shell splinters with a thickness of 3 to 10 mm of steel.
According to the current information, about 30 of a total of 120 MT-LB-S armored medical evacuation vehicles were delivered to Ukrainian Ground Forces.
Ukrainian Army takes delivery of first Bogdan 2351 light utility vehicles

The Ukrainian Ministry of Defence (MoD) has taken delivery of the first batch of new Bogdan 2351 light utility vehicles to replace the Soviet-era UAZ-469, said in press service of the Bogdan Motors.
The Bogdan Motors company has developed the new multi-purpose military vehicle, called the Bogdan 2351, to replace ageing UAZ-469s that do not meet the present requirements of a battlefield.
According to the company, the new light utility vehicles has a more powerful and more efficient engine with a capacity of 143 hp (volume of 2.0 liters), high maximum speed and load capacity. The Bogdan 2351 can carry a payload of 1,100 kg and a crew of two-person with accommodation for up to three fully equipped troops.
Also, it has a maximum speed of 140 km/h, an average cross-country speed of 50-60 km/h on an unpaved road, and a cruising range of 700km and more, depending on road type.
This vehicle was built on the Chinese Great Wall Wingle 5 platform, but with recommended changes to the parts of an engine, suspension, chassis and electric equipment.
The Bogdan 2351 has a climatic operational range from -25°C to +55°C.This pickup truck can be airlifted by the Il-76, An-70, and larger military cargo aircraft.
