The British Army training team will help step up anti-poaching training with local park rangers and trackers, which includes sharing operational experience, surveillance and analysis, and the collection and use of criminal intelligence to support successful prosecution of the gangs responsible for the slaughters.

The 14-strong team, led by Northern Ireland based 2 RIFLES, and supported by specialist staff – including an experienced tracker from the Royal Gurkha Rifles – will train around 60 men and women who will be or are already involved in anti-poaching patrols.

During the six-week deployment UK personnel will operate in the Minkebe region, a large area of Gabon where there are few roads and challenging rainy season conditions.

Minister for Reserves Julian Brazier said: “Our Armed Forces are among the best in the world and this important training demonstrates Britain’s commitment to Defence engagement and tackling threats.”

“We have put our full support behind the Gabonese government in the battle against the scourge of ivory poaching.”

UK personnel are training EcoGuards (ANPN Park Rangers) and Gendarmes. The Gendarmes are part of the Parks Agency (ANPN) structure, which runs patrols in the most heavily poached areas. Patrols are supported by a small number of soldiers, and local trackers.

The objective is not to use military training, but instead impart military skills and techniques to the ANPN.

This includes navigation skills, patrolling techniques and planning, evidence gathering, first aid, injury prevention in the jungle, weapon handling/safety, fitness and teamwork, live firing, ambush drills and interdiction, and lessons on Gabonese law and Rules of Engagement.

Lt Colonel Neil Bellamy, Commanding Officer of 2 RIFLES said: “The 2 RIFLES team has worked hard to prepare for their deployment to Gabon and is relishing the opportunity to work in the rainforests of Central Africa alongside Gabonese Park Rangers. Poachers are operating in formed criminal gangs of 30-50 personnel and the illegal trading of animal parts is one of many illicit activities sponsored by cross border organised criminal groups. 2 RIFLES’ deployment to Gabon is an important part of the UK Government’s plan to address this threat.”

“This task clearly demonstrates how adaptable the modern Army is and highlights the important role that Defence plays in support of Government Policy.”

Training is delivered alongside a US military team, and in partnership with the UK Department of Food and Rural Affairs (DEFRA), Gabonese Government, and charity the Prince Charles Trust.

This is the second tranche of training, after UK personnel delivered the initial installment in August.

Gabon faces a serious poaching problem, as ivory traffickers target the indigenous Woodland Elephants, threatening their extinction. Armed poachers have not only targeted the endangered elephants, but also local villages and park rangers.

As provided in the United Nations response time chart with Gabon as part of the mission of the Gabonese contingent in the multidimensional UN Integrated Mission in stabilizing Central African Republic (MINUSCA), a second phase of refueling equipment took place in Libreville on 25 April 2016 at the Barak camp. The event was attended by the Minister of National Defence, Mathias Otounga Ossibadjouo who reminded the troops, its missions in Central Africa.

Accompanied by Chief of General Staff of the Army, Army General Roger Auguste Bibaye Itandas, the minister reiterated the guidelines of the Supreme Leader of the Forces of Defence and Security, Ali Bongo Ondimba which reminded the troops that they are also goodwill ambassadors of Gabon in CAR. “You are worthy representatives of Gabon on this mission and you must in all circumstances, to exercise restraint and alertness during your stay Central,” he recalled. The minister also reiterated what he has always said, that the army, unlike other trades, had nothing to do with the debates and other policy frameworks.

Regarding the materials and equipment conveyed on Bangui, the Minister has used these moments to remember that the logistics recently commissioned by senior leaders of the country had nothing to do with reports of the storage of military equipment for ulterior purposes. Also, the presence of Gabon to the United Nations in CAR subjected to compliance with a set of specifications that each partner state must honor.

Enroute to the Central African Republic, the convoy will pass through Cameroon, via Bitam, before arriving in CAR.

Visiting Gabonese military officers yesterday [May 16], held discussions with Cameroon’s Secretary of State in charge of the National Gendarmerie, Jean Baptiste Bokam.

The Secretary of State in the Ministry of Defence in charge of the National Gendarmerie, Jean Baptiste Bokam yesterday May 16, 2016, in Yaounde held talks with the visiting delegation of the 8th batch of the Gabonese Gendarmerie Command Staff School, who are on a one- week sojourn in Cameroon. The delegation accompanied by the Gabonese Ambassador to Cameroon, Paul Patrick Biffot expressed their desire to reinforce military cooperation between Gabon and Cameroon.

According to the Secretary of State in the Ministry of Defence in charge of the National Gendarmerie, Jean Baptiste Bokam, professionalism in the execution of the mission of the Gendarmerie especially during this era of increasing phenomenon of terrorism is paramount. He said Cameroon and Gabon, being friendly and neighbouring countries could examine common ways of combating the phenomenon and other security threats.

The Gabonese Ambassador to Cameroon, Paul Patrick Biffot expressed his government’s gratitude to President Paul Biya for giving his accord for the delegation to visit Cameroon, which he said, is a mark of confidence. The diplomat also lauded Cameroon’s legendary hospitality shown the Gabonese officers since their arrival in Cameroon. Ambassador Biffot said Cameroon and Gabon has excellent bilateral political and commercial relations which need to be reinforced by signing accords.

Security cooperation is also of great importance given that the two neighbouring countries face same security challenges. The 15-man delegation that arrived Cameroon on May 13, 2016, will not only visit the International School for Security Forces (EIFORCES) but will also during their stay visit some tourist sites like the National Museum, the Reunification Monument, Mount Cameroon amongst others.

Quelques 450 militaires gabonais ont achevé vendredi à Libreville une formation auprès des militaires français avant leur déploiement en Centrafrique dans le cadre de la Mission Multidimensionnelle intégrée de stabilisation des Nations Unies en Centrafrique (MINUSCA), selon un communiqué de la base militaire de la France au Gabon.

Ces militaires gabonais ont suivi durant deux semaines une formation de perfectionnement pour maîtriser les savoir-faire nécessaires à leur participation à la mission des Nations Unies : tactique générale, fonctionnement d'un poste de commandement, droit des conflits armés, travail des cellules logistiques et informatiques, déplacement tactique, tir de combat etc.
Le bataillon gabonais qui vient d'achever sa formation est composé d'un état-major et de trois compagnies des soldats de l'armée de Terre et de l'armée de l'Air. Ils quitteront Libreville avant la fin de ce mois.

Leur première mission consistera à relever leurs camarades en poste en Centrafrique depuis un à deux ans. La MINUSCA est une force onusienne déployée en Centrafrique pour une mission de stabilisation et de paix suite à l'instabilité politique quasi chronique dans ce pays d'Afrique centrale. F

PARIS — Gabon on Tuesday signed for a batch of orders that included a positioning system, unmanned ground vehicles (UGV) and mobile medical shelters, according to the French company Nexter.

The contracts were signed at the Eurosatory trade show, the land weapons business said in a statement. No financial details were given.

Among the contracts were the Findsat positioning system, Nerva LG UGVs reconnaissance mini-robots with a variety of mission kits, NX-100 UAVs from drone specialist Novadem and medical shelters from Euro-Shelter, a Nexter subsidiary, the company said.

Deux soldats de l’armée gabonaise, engagés dans la Mission multidimensionnelle de maintien de la paix en Centrafrique (Minusca), ont trouvé la mort, le 13 juillet 2016, dans un accident de la circulation sur l’axe Bangui-Bouar.

La 2ème compagnie du bataillon gabonais de réserve de la Mission multidimensionnelle intégrée des Nations-unies pour la stabilisation en Centrafrique (Minusca) vient de perdre deux de ses éléments. Les caporaux-chefs Kevin Mouloungui Embinga et Jauris Nzombi Yopa, appartenant respectivement à l’aviation légère des armées et à l’armée de terre, sont morts sur la route, de retour d’une mission.

Selon un communiqué du ministère de la Défense nationale, le camion qui les transportait est entré en collision avec un véhicule civil sur l’axe Bangui-Bouar. Huit autres soldats ont été blessés au cours de cet accident. «Leur pronostic vital n’est pas engagé », assure tout de même le communiqué officiel, indiquant qu’ils sont actuellement pris en charge à l’hôpital civil de Bossemptele, avant leur évacuation sur Libreville.

L’affaire est révélée par le ministère de la Défense du Gabon, qui dans un communiqué déclare avoir été saisi de 4 cas d’abus sexuels de mineurs par ses soldats au sein de la Minusca, dont 2 à Bangui au Poste dit “Martyrs” dans la nuit du 16 septembre dernier.

Difficile cette fois-ci pour leur compatriote et chef de la MINUSCA, Parfait Onanga-Anyanga de parler encore “d’allégations”. C’est leur propre ministère de tutelle qui soulève le scandale.
