* Nigerian Army paratroopers jumped as the C-in-C watched through binoculars. The Airborne Wing of the Nigerian Army School of Infantry was set up with the help of Major Bradford of the US Army in 1986. One of the jumpers was a 41 year old Lt Colonel who is the Chief Instructor of the Airborne Wing at NASI. Of the jumpers, the youngest had performed 259 halo jumps and 45 combat jumps. One paratrooper, a MWO, had 450+ halo jumps and 85 combat jumps tucked under his belt.

* MILITARY POLICE K9 Unit – (WAR DOG) . They have been active in the Northeast on CTCOIN operations. Interesting to know that the Commanding Officer of the War Dog Unit is someone who I met in 1995 as a young Lieutenant when he was AO Camp at the Provost Battalion at Ojo Cantonment, Lagos, in the person of Colonel Armstrong Bitiyong – worthy first son of the brilliant Lt. Colonel Musa Bitiyong who was killed in March 1986. Armstrong’s farher, Musa Bitiyong alongside the late Brigadier Ibrahim
Ahmadu Bako, led the operations which
scouted the forests of Zimbabwe to
convince ZANLA and ZIPRA guerrillas to
come out and be sent to Nigeria for training, preparatory to integration into

Moving on, there are three War Dog platoons active in the Northeast with a total of 20 dogs in operation. The dogs are variously trained in explosive detection, narcotics detection, cadavar detection, search and rescue, checkpoint control and patrolling.

* COMBAT MARCH AND EQUIPMENT DISPLAY

Leading the armoured vehicles was the Made-in-Nigeria Igirigi APC, painted in even more beautiful desert camouflage.The Igirigi APC was immediately followed by an array of eight Panhard VBL scout cars. Next came three Panhard AML 60 armoured fighting vehicles and a lone Panhard M3 APC (first-ever sighting in Nigerian service by this commentator), albeit configured as a battlefield ambulance.

Next came five Scorpion light tanks which were followed by five tracked Spartan APCs and seven beautiful Otokar Cobra APCs painted in desert camouflage – a Nigerian first. These were in turn followed by seven Panhard ERC90 Sagaie AFVs which were first inducted into Nigerian Army service in 1988.

* The Nigerian Army Engineers were led in by fabulously kitted combat engineers and they also displayed a range of engineering vehicles.

* The NA Signals Corps followed with an assortment of communications hardware configured on Mercedes Benz and Landcruiser trucks. The Stallion Surveillance Vehicle configured on a Pinzgauer ATV chassis by 51 Div Signals also displayed.

Heartwarming was the strong showing put in by the Landcruiser – the Army’s new and very appropriate bride and a move away from thousands of Toyota Hilux,Mitsubishi and Ford Ranger 4WD trucks. Toyota Landcruiser trucks and jeeps exclusively deployed today.

* The Ordnance Corps followed the Signals Corps with a Made-in-Nigeria field kitchen and a Made-in-Nigeria
airconditioned desert tent. Cheery.

Mali : Le Nigéria réduit sa participation à la mission des Nations-Unies

C’est une décision qui va compliquer la montée en puissance de la Mission multidimensionnelle intégrée des Nations unies pour la stabilisation au Mali (MINUSMA), qui doit compter, à terme, 11.200 casques bleus et 1.400 policiers.

Pour le moment, la mission de l’ONU a intégré les effectifs de la Mission internationale de soutien au Mali (MISMA), fournis par la Communauté économique des Etats de l’Afrique de l’Ouest (Cédéao) et le Tchad. Soit un peu plus de 6.000 hommes.

Seulement, le Nigéria, qui a déployé un millier de soldats au Mali, a décidé de réduire sa participation à la MINUSMA. L’annonce en a été faite par le président ivoirien Alassane Ouattara, en marge du 43e sommet ordinaire de la Cédéao, qui se tient à Abuja. “Le Nigéria a besoin d’une partie de ses troupes”, a-t-il expliqué, en citant un lettre de Goodluck Jonathan, son homologue nigérian. “Ils ne retirent pas tout le monde, une bonne partie restera”, a-t-il précisé. “C’est à cause de la situation intérieure”, a-t-il insisté.

Le fait est, l’armée nigériane a lancé, le 15 mai, une vaste offensive contre le groupe jihadiste Boko Haram, dans le nord du pays, où l’état d’urgence a été décrété dans 3 provinces (Adamawa, Borno et Yobe). Et pour le moment, l’on ignore avec précision où en sont les opérations.

Récemment, l’état-major a affirmé avoir repris le contrôle de plusieurs localités près de la frontière camerounaise. Ce que Boko Haram a démenti. Qui plus est, les attaques terroristes continuent, avec le massacre de 41 lycéens dans l’Etat de Yobe, le 6 juillet. Si cette action n’a pas été revendiquée par le chef du groupe jihadiste, Abubakar Shekau, elle a été justifiée par ce dernier.

Quoi qu’il en soit, et selon une source militaire nigériane interrogée par l’AFP, le nombre de soldats appelés à quitter le Mali n’a pas encore été arrêté. Mais cette dernière a également donné une autre raison de ce désengagement partiel.

“Le Nigeria s’estime pauvrement traité (…) depuis que l’ONU a pris en main les opérations. C’est un non-Nigérian qui a été nommé commandant en chef de la force, alors que nous nous investissons tellement dans la mission. Nous pensons donc que nous aurons un meilleur usage de nos soldats chez nous plutôt que de les laisser là où ils ne sont pas appréciés à leur juste mesure”, a expliqué cette source.

Si la décision d’Abuja est aussi motivée pour cette raison, alors c’est un mauvais signe donné à d’autres pays contributeurs. A commencer par le Tchad, qui n’a pas obtenu le commandement de la MINUSMA, malgré le soutien de Paris et surtout son implication aux côtés des forces françaises de l’opération Serval dans les combats de l’Adrar des Ifoghas, où le contingent tchadien a subi de lourdes pertes.

  L'armée nigériane a affirmé vendredi avoir tué une cinquantaine de combattants islamistes de Boko Haram, en représailles à une attaque contre des civils dans le nord-est du pays.

"Les soldats ont poursuivi les terroristes jusqu'à leur camp, appuyés par des moyens aériens, et quelque 50 insurgés ont été tués dans la fusillade", a déclaré le porte-parole militaire de la zone, Sagir Musa, à la presse, dans la ville de Maiduguri (Etat de Borno, nord-est). "Les troupes poursuivent le reste des terroristes en bloquant toustes les voies par lesquelles ils pourraient s'enfuir", a ajouté le porte-parole.

Cette opération s'est déroulée dans l'Etat de Borno, fief historique de Borko Haram, où l'armée combat les insurgés depuis quatre ans.

Jeudi, des hommes armés soupçonnés d'appartenir à Boko Haram avaient tué quinze personnes en ouvrant le feu sur le marché de la ville de Gajiran (nord-est), selon les témoignages d'habitants. Boko Haram rejette tout dialogue avec le gouvernement et affirme combattre pour la création d'un Etat islamique dans le nord du Nigeria.

Depuis la mi-mai, l'armée mène une vaste offensive dans cette région placée sous état d'urgence, pour tenter de mettre fin à l'insurrection islamiste. Les violences de Boko Haram et leur répression souvent brutale ont fait plus de 3.600 morts depuis 2009 selon l'ONG Human Rights Watch.

Un nouveau bateau gris a été mis à flot cet été dans le bassin de Penhoët, à Saint-Nazaire, où il se trouve toujours. Réalisé par Ocea, ce patrouilleur est une unité du type FPB 98 MKI, identiques aux bâtiments livrés précédemment à l’Algérie (20 exemplaires), au Bénin (3) et au Surinam (1).

Le FPB 98 MKI est un patrouilleur de 32 mètres de long pour 6.3 mètre de large. Conçu pour la surveillance et la protection des espaces maritimes jusqu’aux limites de la Zone Economique Exclusive, ce bâtiment en aluminium dispose d’une autonomie d’une semaine. Doté d’hydrojets, il peut atteindre une vitesse de plus de 30 nœuds. L’équipage est d’une douzaine d’hommes et l’armement peut comprendre un canon de 20 à 30mm, ainsi que des mitrailleuses. Le patrouilleur peut également mettre en œuvre une embarcation rapide.

Le dernier-né de la série des FPB 98 est, apparemment, destiné au Nigéria. Une autre unité du même type serait en cours de construction sur le site nazairien d’Ocea.

The Nigerian Navy (NN) is moving ahead with plans to build naval vessels locally by collaborating with foreign partners. "The Nigerian Navy is extremely keen to have their own in-house shipbuilding capacity and has opened the floor to constructive partnerships in that regard," Dr Karen Sumser-Lupson, the chair and commissioner of the African Maritime Safety & Security Agency (AMSSA), told the inaugural IQPC OPV Africa conference, which was held in Lagos from 27-29 August 2013.
The drive to develop a shipbuilding capability stems partly from the Nigerian government's 'Vision 2020' self-reliance drive and also a desire to create an industrial base that is capable of maintaining the naval vessels, which typically suffer from poor operational availability.
"Localising building of naval vessels in Nigeria will make more naval ships available for patrol and protection of critical offshore infrastructure in Nigeria's maritime domain for the benefit of all," Rear Admiral Emanuel Ogbor, the NN's chief of policy and plans, told the conference.
Leveraging its experience gained from building the 31 m-long NNS Andoni (P 100), the first Seaward Defence Boat (SDB) to emerge from the Nigerian Naval Dockyard in Lagos, the NN is proceeding with the construction of a larger, 38 m SDB.
More importantly, the Nigerian Naval Shipyard (NNSY) in Port Harcourt (formerly the Witt & Busch shipyard) is being upgraded and modernised with Chinese assistance so that it can build offshore patrol vessels (OPVs) and carry out maintenance on vessels of up to 10,000 dwt.
China Shipbuilding & Offshore International Company (CSOC), which signed a contract with the NN in April 2012 to build two 95 m P18N OPVs, is upgrading the NNSY so that it will be able to complete the construction of the second vessel. Around 50-70% of the OPV will be carried out at Port Harcourt, suggesting that some construction and the majority of the outfitting will take place at the NNSY.
The OPV project is a major step up for the shipyard, which built a 90-passenger naval ferry, Sauka Lafiya (A 483), in 2009 and is currently building a 16.56 m, 92 ton naval tug.
Speaking at the IQPC OPV Africa Conference, Xu Ziqui of CSOC revealed the scope of the dockyard upgrade. A new jetty and "auxiliary facilities" capable of repairing 5,000 dwt vessels and offshore projects will be built in Phase 1. A new dry dock and auxiliary facilities to build and repair OPVs and 5,000 dwt ships will be constructed in Phase 2. Phase 3 calls for a fully modernised shipyard that is "able to build and repair OPVs, and up to 10,000 dwt sea-going vessels and offshore projects", said Xu.
Industry sources say the first OPV, which is being built at Wuchang shipyard in Wuhan, is expected to be delivered in mid-2014. The second will also arrive in Nigeria in 2014 and is expected to be completed later that year or in early 2015. Photographs posted on the NN's website in October showed that the chief of naval staff, Vice Admiral Dele Ezeoba, recently attended a "hull formation ceremony" for the first OPV in Wuhan.

Despite the growing Chinese influence in Nigeria, a number of non-Chinese companies are trying hard to sell OPVs and patrol vessel to the NN. Singapore-based Suncraft International is pushing two new 'low-cost' OPV designs: one for a 60 m vessel with a helicopter pad, the other for a 90 m vessel that has an integral hangar. To date, Suncraft has supplied more than a dozen 17 m Manta and two 38 m patrol craft to the NN.
In another development, IHS Jane's understands that the Nigerians rejected an offer of one or more second-hand Israeli warships, most likely ageing Saar-class missile vessels.
OCEA is set to deliver the first of two 31.8 m FPB 98 patrol craft, NNS Dorina (P 101), to Nigeria. The company delivered three 24 m FPB 72 patrol craft to the NN in 2012.
The NN is also interested in acquiring a second Hamilton-class cutter, USCGC Gallatin (WHEC 721), from the Unites States. The transfer is expected to go through in mid-April 2015.

Des membres présumés du groupe islamiste Boko Haram ont attaqué des bâtiments de la police, jeudi, à Damaturu, capitale de l'État de Yobe dans le nord-est du Nigeria. Au même moment, l'armée nigérianne menait des opérations dans l'État de Botno, tuant 74 islamistes présumés.

Les attaques étaient coordonnées. Elles ont débuté, jeudi 24 octobre en fin de journée et ont duré jusque tard dans la nuit. Les membres présumés du groupe islamiste Boko Haram ont brûlé au moins quatre postes de police à Damaturu, capitale de l'État de Yobe dans le nord-est du Nigeria, faisant un nombre indéterminé de victimes.

"Ils ont envahi la ville en grand nombre, à bord de véhicules et à pied, venant de plusieurs directions, et ils ont lancé des attaques coordonnées contre les installations de la police avec des armes et des explosifs, et il y a eu des échanges de tirs nourris avec les soldats et les policiers jusque tard dans la nuit", a rapporté un responsable de la police parlant sous couvert d'anonymat.

"Il y a évidemment des victimes, dont un certain nombre d'insurgés, mais il est difficile de dire combien", a-t-il ajouté. Avant de préciser : "Ils ont réussi à brûler le poste de commandement de la police, le département des enquêtes criminelles, le siège de la police mobile et le commissariat de police de la division C, tous situés à la sortie de la ville".

"Une ville assiégé"

"Les assaillants ont commencé par attaquer un checkpoint militaire situé en dehors de la ville, mais ont été repoussés par les soldats, alors ils ont attaqué la police à Damaturu", a relaté la même source.

"Nous n'avons pas dormi la nuit dernière à cause de la peur et à cause du bruit des coups de feu et des explosions partout dans la ville, qu'on aurait dit assiégée par les hommes armés de Boko Haram", a raconté un habitant.

"Les gens sont encore chez eux à cause d'un couvre-feu de 24 heures annoncé par l'armée à la radio, qui a demandé à tout le monde de rester à la maison pendant qu'elle mène des opérations contre les hommes armés", a-t-il ajouté.

L'Armée frappe à Borno

Parallèlement, l'armée a affirmé vendredi avoir tué 74 membres présumés du groupe islamiste au cours d'une nouvelle opération menée la veille contre des camps en périphérie de Maiduguri, fief historique de l'insurrection et capitale de l'État de Borno.

"Des opérations combinant des combats au sol et des attaques aériennes ont mené à la destruction de camps terroristes identifiés", a déclaré Mohammed Dole, porte-parole de l'armée dans cette zone.

Les frappes militaires ont visé deux villages de la région de Mainok, proches de Maiduguri, où Boko Haram a été fondée il y a une dizaine d'années.  L'intervention de l'armée dans l'État de Borno a débuté lundi, faisant 37 morts parmi les islamistes, selon l'armée. Mais, le réseau téléphonique étant suspendu, il est difficile de vérifier ces informations auprès de sources indépendantes.

Sept personnes ont péri samedi dans la ville de Kano, dans le nord du Nigeria, dans une fusillade entre les forces de sécurité et des insurgés de Boko Haram suspectés de préparer des attaques suicide, a annoncé l'armée nigériane.

Cinq présumés "terroristes" et deux soldats ont été tués lorsque des troupes d'élite et des agents de renseignements ont pris d'assaut deux maisons à Kano, a expliqué un porte-parole militaire, le capitaine Iweha Ikedichi, dans un communiqué.

"Les renseignements dont nous disposons indiquent que les terroristes étaient en train de finaliser des plans pour mener des attaques suicide simultanées à Abuja et Kano", selon M. Ikedichi.

Les forces de sécurité ont découvert une cache d'armes et de munitions, a-t-il précisé.

Les forces nigérianes mènent une offensive contre les islamistes de Boko Haram depuis que le président Goodluck Jonathan a décrété en mai l'état d'urgence dans trois Etats du nord-est du Nigeria, quand les insurgés avaient pris le contrôle d'une partie de leur territoire.

Kano est le bastion de Boko Haram, dont l'insurrection sanglante a coûté depuis mi-2009 la vie à des milliers de personnes.

Les insurgés ont attaqué des chrétiens, des musulmans, des étudiants, des politiciens, des membres des forces de sécurité et d'autres groupes opposés à son ambition d'imposer la loi islamique dans la région.

Le Nigeria est le pays d'Afrique le plus peuplé et le premier producteur de pétrole du continent. La moitié nord est majoritairement musulmane, tandis que la moitié sud, plus prospère, est essentiellement chrétienne.

Nigerian Navy contracts Chinese company to upgrade main shipyard

The Nigeria Navy (NN) has contracted the China Shipbuilding and Offshore International Company (CSOC) to upgrade its naval dockyard into at Port Harcourt into a world-class factory that will build offshore patrol vessels (OPVs) and carry out maintenance on vessels.

The Chinese company, which won a contract to build two 95 metre P18N OPVs for the Nigerian Navy in 2009, is scaling up the facilities to enable it to do the remaining construction works on the vessels locally in Port Harcourt. Nigerian Navy chief of Policy and Plans Rear Admiral Emmanuel Ogbor said the upgrading of the shipyard is part of the navy's drive to develop a local ship-building capability and an industrial base capable of maintaining the country's naval vessels.

"Localising building of naval vessels in Nigeria will make more naval ships available for patrol and protection of critical offshore infrastructure in Nigeria's maritime domain for the benefit of all,” Ogbor said.

CSOC representative Xu Qui said the first phase of the project will entail construction of a new jetty and other facilities for the repairing of ships up to 5 000 dead-weight tons (dwt). The second phase will focus on the construction of a new dry dock and auxiliary facilities with a capacity to build and repair offshore patrol vessels and 5 000 dwt ships. The third and final phase will see the setting up of a fully modern shipyard capable of building and repairing offshore patrol vessels, offshore platformss and seafaring vessels of up to 10 000 dwt.

According to Jane’s Defence Weekly, the first Chinese-built OPV is being built at the Wuchang shipyard in Wuhan and is expected to be delivered to Nigeria in mid-2014. The second vessel is also set to arrive in Nigeria in 2014, and will be completed either later next year or in early 2015.

According to Jane’s, the NN dockyard has already produced a 31metre long Seaward Defence Boat (SDB) and is using the experience gained to build a larger, 38-metre long SDB and a 16.56 m, 92 ton naval tug. The dockyard previously built a 90-passenger naval ferry (Sauka Lafiya) in 2009.

International interest in Nigerian ship-building has grown of late with Singapore-based Suncraft International offering the NN two low-cost ship designs - one for a 60 metre long vessel with a helicopter pad and the other for a 90 metre long vessel which has an integral hangar.

Suncraft has delivered at least a dozen 17 metre Manta and two 38 metre patrol craft to the Nigerian Navy, which will soon receive two Ocea FPB 98 patrol craft.

Many of the Nigerian Navy’s vessels are in poor condition due to lack of maintenance, but the Navy is embarking on a highly ambitious expansion programme that aims to acquire 49 naval vessels and 42 helicopters over the next decade. A number of vessels have been delivered over the last several years, such as the ex-US Coast Guard Hamilton class cutter NNS Thunder, and dozens of inshore patrol vessels. The Nigerian Navy will receive two more ex-United States vessels in 2014/15, the US Navy Survey Ship John McDonnell and the US Coast Guard Cutter Gallatin.

Nigerian Navy takes delivery of new Manta, Shaldag boats

The Nigerian Navy (NN) has taken delivery of three new 17 metre-long Manta Mk II ASD Littoral Interceptors and one new 25 metre-long Shaldag Mk II Fast Patrol Craft to help the force battle rampant maritime crime.

The four boats were commissioned into service at the NNS Beecroft Naval Base on Victoria Island in Lagos last week by NN Chief of Naval Staff Vice Admiral Dele Ezeoba. The commissioning event also included a tour of the facility where the navy is building the country's second locally-made warship, a 38 metre-long Seaward Defence Boat (SDB), due for delivery in June next year.

The NN now has 22 of the 17 metre-long Manta Mk II ASD Littoral Interceptors while the number of Israeli-made Shaldag Fast Patrol Craft (FPC) vessels has increased to five. The first two Shaldag FPCs were delivered in 2009 while two more were commissioned into service in February this year.



The Shaldag design is in service with the Israeli Navy and other customers in Europe, Asia and Africa. It was developed and built by Israel Shipyards Ltd in the late 1980s but upgraded over the years based on combat experience. The type is powered by two diesel engines driving two water jets, which give an acceleration time to 40 knots of 40 seconds. The Shaldag Mk II has a length of 24.8 metres, a displacement of 58 tons and a range of 650 nautical miles.

Standard equipment on most Shaldag versions includes an X-band surveillance/navigation radar and electro-optical sensor system for day and night surveillance. A number of armament options are available, including fore and aft deck guns, and heavy machineguns on the fly bridge. The guns can be remotely controlled (such as the 23/25 mm Typhoon and 12.7/7.62 mm Mini-Typhoon) or manually operated. In addition, a 20-23 mm naval gun can be mounted on the rear gun mount or four to eight short range missiles can be carried.

The Suncraft International Manta Mk II is powered by two 1 200 hp diesel engines, giving a top speed between 45 and 50 knots. The 16.5 metre long vessels feature ballistic protection, carry a crew of six and have a range of 250 nautical miles at 35 knots.

The Nigerian government has scaled up the promotion of local defence procurement for the army, air force, navy and the police in a bid to spur the growth of the local defence industry.

Ezeoba said due to the success of the localisation programme, the NN factory has now developed the capacity to manufacture vessels ranging between 10 and 50 metres in length. "The Nigerian Navy will no longer buy a ship of between 10 and 50 meters in size, because we have the capacity and capability to build them in our dockyard," he said.

He said the navy will start manufacturing warships and commercial vessels for the African market. Nigeria has also ordered two 1 800 ton P-18N offshore patrol vessels from the China Ship Building and Offshore International Co Ltd. The Type 056 platform vessels, which feature flight decks and aircraft hangars, are expected to be delivered between April and May 2014.

In August this year, the Nigerian Navy contracted Kelvin Hughes Surveillance to fit the vessels with tactical navigation and situational awareness radar systems.

Nigeria has also ordered two new OCEA FPB 98 Mk.II Coastal Patrol Craft and is expected to take delivery of two more ex-US Coastguard vessels, USNS John McDonnell and USCGC Gallatin, in due course.
