IDEAS 2014: Nigeria 'close to signing up' for JF-17

The Nigerian Air Force (NAF) is close to finalising an order for the purchase of one or two squadrons of the JF-17 Thunder fighter aircraft co-produced by Pakistan and China, a senior Pakistani Ministry of Defence official told IHS Jane's on 2 December.

Speaking at the International Defence Exhibition and Seminar (IDEAS) 2014 in Karachi, the official said the NAF finalised its recommendation for the purchase of 25-40 JF-17s after NAF chief air marshal Adesola Nunayon Amosu visited Pakistan in October. AM Amosu's engagements in Pakistan included a visit to the Pakistan Aeronautical Complex (PAC) at Kamra, north of Islamabad, where the JF-17 is manufactured.

So far, the PAC has produced 50 Block 1 JF-17s and began work on another 50 Block 2 variants in late 2013. Pakistan Air Force (PAF) officials have told IHS Jane's that a Block 3 variant is being planned. While the JF-17 has PAF capability plans, it has so far failed to find an export customer.
COMMENT

PAF officials have described the JF-17 Block 3 as a fourth-generation-plus fighter, a term that is used to describe Western aircraft such as Lockheed Martin F-16 Block 60s, the Saab Gripen, Eurofighter Typhoon, and Dassault Rafale, among others.

Western officials have previously said that a first successful export of the JF-17 holds the key for the programme's long-term sustainment. Potential export customers mentioned as likely candidates for the JF-17 have included Egypt, Nigeria, Myanmar, and Venezuela.

Senior PAF officials have promoted the JF-17 as costing much less than comparable fighters produced by Western manufacturers. However, prospective customers are likely to consider established manufacturers ahead of PAC, which is a relative newcomer to the international market.

Face à Boko Haram, ce n’est pas peu dire que les forces armées nigérianes sont à la peine. Voire même en difficulté. L’organisation jihadiste, dirigée par Abubakar Shekau, multiplie les attaques dans le nord du Nigéria, comme encore ce 4 décembre, avec deux nouveaux assauts lancés contre les villes de Bajoga et d’Ashaka. Et cela n’est pas sans conséquences pour les pays voisins, à commencer par le Cameroun et le Niger, où l’on craint l’infiltration d’éléments terroristes.

Pourtant, et aussi surprenant que cela puisse paraître, Abuja a décidé de se passer de l’aide militaire américaine, laquelle consistait à former un bataillon de l’armée nigériane afin de lui donner les capacités nécessaires pour combattre Boko Haram, dont l’intention est d’instaurer un califat sur les territoires qu’il a conquis.

Aucune raison n’a été avancée pour expliquer cette décision, alors même que Washington avait pris le soin de contourner la loi Leahy, laquelle interdit toute formation à des unités militaires ayant été coupables de violations des droits de l’homme sur des civils. Or, l’armée nigériane, sur ce plan là, est loin d’être irréprochable…

Cela étant, il y a eu quelques frictions entre Abuja et Washington au cours de ces dernière semaines. Ainsi, l’ambassadeur nigérian aux États-Unis avait critiqué les autorités américaines pour leur refus de vendre des armes à son pays (il était question d’hélicoptères d’attaque Cobra). Ces dernières répondirent que le Nigeria n’avait pas les moyens de les mettre en oeuvre tout enmettant en avant les exactions répétées commises par les soldats nigérians.

Mais les réticences américaines s’expliquent également par la corruption qui gangrène les forces armées nigérianes. Même si elles bénéficient d’un budget de près de 5 milliards de dollars (20% des dépenses de l’État), ses soldats sont mal équipés, voire même moins bien que les terroristes qu’ils doivent combattre. Cet été, des cas de mutinerie ont ainsi été rapportés.

Quoi qu’il en soit, et selon The Daily Telegraph, Abuja se serait tourné vers Londres pour obtenir une aide militaire. Le ministère britannique de la Défense (MoD) plancherait actuellement sur des plans visant à envoyer dans ce pays des dizaines d’instructeurs supplémentaires. « Il y a un débat interne sur ce que nous pourrions faire et ce que nous voudrions faire », a expliqué une source au quotidien.

The Nigerian Navy (NN) on Friday took delivery of a new warship called “NNS OKPABANA”, as part of its efforts to tackle maritime related challenges.

Receiving the vessel in Lagos, the Chief of Naval Staff (CNS), Vice Admiral Usman Jibrin, said the addition of the vessel would boost the navy’s war against maritime crimes.



According to him, OKPABANA was the second of the Hamilton class of cutters to join the NN fleet between 2014 and 2014.

“It is worthy of note to state that the successes recorded by NNS THUNDER in curtailing threats in our maritime domain and the larger Gulf of Guinea region, with the confidence reposed in our country by the USA that made it possible to acquire NNS OKPABANA.

“The addition of this ship into the NN fleet will certainly bolster our zeal to end the menace in our maritime domain and the region, as well as support the regional and global effort to eliminate transnational maritime threats.

“This nation has always requested the navy to do more and with this, the government recognises that there must be needed platform for the navy to do its job well.

“The present government headed by President Goodluck Jonathan took the recapitalisation of fleets as a huge challenge and has invested huge funds through the acquisition of two Off-Shore Patrol Vessels (OPV) from China and this one from USA.

“It is hoped that by the time we take delivery of all, the NN will be better for it”, Jibrin said.

He said: “For us to be able to do effective maintenance, it is better to co-locate the two ships (OKPABANA and THUNDER) in the same command.

“However, deployment should be based on threat perception. If they are closely related and are operating about the same area, our maintenance team can be co-located where they are and sourcing for spares will be easier.

“We have opened a maintenance channel with the American government such that we can always source for spares.

“Apart from that, our maintenance that has been working onboard THUNDER will be maintained for OKPABANA and we will continue to maintain the channel of spare sourcing to avoid what happened to ARADU”, Jibrin explained.

On the partnership between Nigerian and China on the upgrading of the Port Harcourt shipyard, the naval chief said the Chinese team was expected to be in Nigeria by the first quarter of this year.

Jibrin said the second locally built ship has been lunched (lowered into the water), adding that the engineering team would proceed with the fittings and installations of all ancillaries.

He said once that was done, the ship would be put to sea, adding: “NNS ARADU is not the first ship built for Nigeria. All our ships before now were built for NN and to our specification.

“It is because we want to quickly meet with the yearnings of Nigerians that we went into acquisition of these ships.

“A ship is not something you can buy off the shelf. It has gestation period from acquisition to take off. It took us four years for ARADU to be constructed, but these ones we are bringing from China took two years.

“But for the fact that we decided that the second one will be completed at the Naval shipyard, the second one would have also been completed by June”, Jibrin said.

In his remark, the US Ambassador, James Entwinstle, said both countries were interested in a peaceful, well policed Gulf of Guinea, saying the US support has significantly increased Nigeria’s ability to reach the shared goal.

Entwinstle, who was represented by the US Consul General, Jeffery Hawkins, said most of Nigeria’s security problems come from the sea.

“Many of the regions’ security challenges come from the sea, and this powerful new naval platform will enhance Nigeria’s ability to control the maritime environment.

“OKPABANA is the first Nigerian vessel to have a Regional Maritime Awareness Capability (R-Mack) system on board.

“This system will link back to the NN wider R-Mack network and expand NN’s ability to track and identify vessels throughout the Gulf of Guinea”, he said.

The News Agency of Nigeria (NAN) reports the vessel was formerly a United States of America (USA) Coastguard GALLATIN.

Although the ship was donated to NN by the US government, the navy spent about 8.5 million dollars in refurbishing the vessel and emplacing its armaments.

Designed as a high endurance cutter, OKPABANA has a crossing range of 9,600 nautical miles, which is translated at 17,800km at 20 knots.

The ship also has an 80 foot flight deck that is capable of handling helicopters which of course make her an ideal platform for extended patrol mission, as well as a crew capacity of 170 personnel. (NAN)

China Shipbuilding Industry Corporation Launched Corvette for Bangladesh and OPV for Nigeria


A new corvette ordered by the Bangladesh Navy was launched on November 30th at the China Shipbuilding & Offshore International Company (CSOC)'s Wuchang Shipyard in Wuhan, China. CSOC is part of the part of the State Shipbuilding Corporation, China Shipbuilding Industry Corporation (CSIC). Bangladesh's first corvette (based on the Chinese Navy Type 056 Corvette) was launched in November 2014 while the first OPV was delivered to Nigeria on November 27th.

The second Corvette ordered by the Bangladesh Navy and second Offshore Patrol Vessel (OPV) ordered by Nigeria were launched last week at the China Shipbuilding & Offshore International Company (CSOC)'s Wuchang Shipyard in Wuhan, China. CSOC is part of the part of the State Shipbuilding Corporation, China Shipbuilding Industry Corporation (CSIC).

Bangladesh Shadhinota class corvette retains most of the sensor and weapon systems found on board Chinese Navy Type 056 corvettes:

The Bangladesh Navy corvette however will be fitted with one Type 730 CIWS and two Type 3200 ASW rocket launchers will replace the two triple torpedo launchers

Nigeria's P18N OPVs are fitted with a H/PJ26 76mm main gun mount and two H/PJ14 30mm gun mounts. The class may accomodate a Z- 9 helicopter thanks to its helipad. Only rotary UAVs may fit inside the hangar space however.

Nigeria has reportedly acquired two upgraded Mi-24 'Super Hind' attack helicopters
The upgrade appears to have been carried out in Ukraine, not by a South African company as claimed

Nigeria is so desperate for attack helicopters to support counter-insurgency operations that it has ordered new Mil Mi-35Ms from Russia; bought at least one more used Mi-24 from Ukraine, tried - and failed - to acquire surplus Bell AH-1 Cobras; and has recently taken delivery of two Mi-35Ps that have been upgraded into 'Super Hinds' by a South African company, according to a Nigerian defence blog.

The Beegeagle's Blog supported its claim by publishing a photograph on 2 January showing two Mi-24/35 helicopters, one of which had clearly been upgraded. However, no country markings can be seen on the aircraft and their two-tone desert camouflage is similar to one used by several air forces, including Nigeria's.

The upgrade consists of a reconfigured nose section to accommodate a new 20 mm gun (either a Nexter M693/F2 or the version license-built by South Africa's Denel) and an electro-optical turret: a very similar package to the one that South Africa's Advanced Technologies and Engineering (ATE) fitted to Algeria Mi-24s around the turn of the century.

Designed to improve the helicopter's firepower and ability to operate at night and in adverse weather conditions, the ATE upgrade also included new avionics and the integration of Denel Ingwe laser-guided missiles.

However, the Paramount Group, which took over ATE in 2013 and renamed it Paramount Advanced Technologies, told IHS Jane's that it has not been involved in upgrading any helicopters for Nigeria.

Footage broadcast on Ukraine's Sumy TV in October 2014 prompted speculation that the upgrade was carried out in that country rather than South Africa. It showed a Mi-24 fitted with the same nose section being worked on at Ukraine's Konotop Aircraft Repair Plant.

Meanwhile, Ukraine's Izyum Instrument Plant has suggested that it might be providing optics for the upgraded helicopters by using a photograph of one of the ATE Mi-24s next to an image of its PN-B laser designator. The ATE version was fitted with a Denel Optronics Argos electro-optical system.

The PN-B could be used in conjunction with Ukrainian-made weapons, such as the Bar'er-V anti-tank missile or AR-8L guided rocket.

Nigeria's apparent acquisition of at least one unmodified Ukrainian Mi-24 was revealed by a photography taken by an aviation enthusiast near Kiev in December. It showed a Mi-24 with a Nigerian Air Force roundel and the previously unseen serial number NAF 261 in flight.

A Russian military-diplomatic source told IHS Jane's in September 2014 that Nigeria has ordered six Mi-35Ms, as well as 12 Mi-171Sh transport helicopters.

The State Department confirmed in November that the United States had blocked the transfer of AH-1 Cobras to Nigeria due to concerns that about the Nigeria military's ability to maintain the helicopters and its human rights record. A Nigerian newspaper reported that the helicopters would have come from Israel, which retired its last AH-1s in 2013 for budgetary reasons.

The only Nigerian attack helicopter acquisitions reported to the UN Register of Conventional Arms in the last decade were three Mi-24s from Ukraine in 2008 and two more from Belarus in 2010.

Ils demandent des AH-1 Cobra au USA, ils se sont fait dégager, vu qu'on a pas oublier les méthodes de l'armée nigérienne, lors du Biafra, du Libéria, etc...et qui sont toujours en cours chez eux...

Ben ils sont partit justement demandé au Israélien (qu'ils ont soutenus contre la Palestine à l'ONU) des AH-1 Cobra, et la encore pas de chance : Veto Américain.

Boko Haram poursuit son avancée et s'empare de la ville de Monguno et de sa base militaire

Selon le journal Haaretz, le ministère israélien de la Défense aurait prévu de vendre au Nigéria des hélicoptères Cobra, de fabrication américaine, qui ont été retirés du service de l'armée de l'air israélienne, mais les Etats-Unis auraient empêché la transaction par crainte que des civils soient les victimes de l'usage de ces appareils s'ils étaient utilisés dans ce pays d'Afrique.

En 2013, rapporte le Haaretz, l'aviation de Tsahal a retiré ses hélicoptères Cobra après 30 ans de bons et loyaux services. Le ministère de la Défense a entrepris de vendre ces appareils. Parmi les pays intéressés au rachat figurait le Nigeria et pourtant, en dépit des négociations avancées, Ie contrat n'a pu être signé entre Jérusalem et Lagos en raison du veto de Washington.

Le ministère de la Défense, contacté par Haaretz, n'a pas souhaité réagir.

Mais le New York Times rapportait à la fin du mois de décembre que les Américains avaient bloqué la transaction par crainte de l'incapacité du Nigeria à entretenir ces appareils et à les utiliser contre Boko Haram sans faire de dégâts collatéraux qu sein de la population civile.

Le veto américain a provoqué de nouvelles tensions entre Washington et Lagos. Les Etats-Unis sont mécontents de la manière dont le Nigeria lutte contre la secte islamiste de Boko Haram.


Israël a augmenté de manière significative en 2013 ses ventes d'armes aux pays africains. Le ministère de la Défense indique que 2013 a été une année record puisque Jérusalem a vendu aux pays africains pour 210 millions d'euros d'armes et de technologie militaire alors que durant les 4 années précédentes le volume annuel était situé entre 63 et 107 millions d'euros.

Selon une source du ministère israélien de la Défense, un autre pays africain pourrait être intéressé à l'acquisition des hélicoptères qui pourraient être mis à niveau.

Mais au ministère on précise: "Le ministère a pour règle de ne pas commenter les ventes d'armes à l'étranger".

Boko Haram s'empare de la ville de Monguno et de sa base militaire

Par ailleurs, on apprenait dimanche soir de sources sécuritaires que les islamistes de Boko Haram ont pris dimanche le contrôle de la ville de Monguno et de sa base militaire, proches du lac Tchad dans le nord-est du pays, après de violents combats contre l'armée nigériane.

«Monguno est tombée, Monguno est tombée», a déclaré à l'AFP un haut responsable militaire sous couvert d'anonymat. «Nous les avons affrontés toute la nuit mais ils ont réussi à prendre la ville, y compris les casernes militaires», a-t-il assuré.

Une autre source sécuritaire a confirmé que les islamistes s'étaient emparés de la ville, située à quelque 130 km au nord-est de Maiduguri, la capitale de l'Etat de Borno, elle-même théâtre de combats dimanche. "C'est vrai, nos troupes ont perdu la ville de Monguno face à Boko Haram. (...) Nos troupes ont dû se retirer après voir combattu les terroristes pendant plusieurs heures. Ils sont arrivés en force et finalement ont dominé nos hommes", a précisé cette source, ajoutant que l'armée nigériane voulait reprendre rapidement la ville.

"Nous craignons que les familles de nos soldats ne soient restées bloquées dans les casernes, et évidemment les habitants de la ville, hommes, femmes et enfants, doivent être sauvés", a déclaré ce militaire. "Nous avons aussi de l'équipement de combat là-bas et il serait dangereux qu'il tombe aux mains des terroristes", a-t-il ajouté. Des centaines de membres de Boko Haram ont attaqué la ville de Monguno avant l'aube, provoquant la fuite de milliers d'habitants terrifiés.

Des experts considèrent que la prise de Monguno constitue un pas de plus des insurgés dans leur avancée depuis les zones reculées du nord-est passées sous leur contrôle au cours des derniers mois. Monguno avait déjà subi le feu du groupe islamiste en mars 2013 et septembre 2014.

Une armée de bras cassées qui a des moyens enormes a sa disposition , sa me rappelle quelqu’un dit donc

Je vais pas aller dire que ce sont des foufres de guerre mais avec leurs achats et tentatives tout azimut en ce moment ça sent l'opération d'envergure dans le nord

en effet mais en face tu as pas une armée d’enmerdeur(amnesty etc) qui empêche de vendre tout et n'importe quoi à n'importe qui a votre avis pourquoi nos voisins prospecte en chine pour des drones
quand les russes en sortirons tu verra la même choses le drone armée est voué a être vendu et bientot amnesty et cie n'y pourront rien
