Nigeria: Navy Set to Go After Oil Thieves With Big Ships

Port Harcourt — Chief of Naval Staff, Vice Admiral Dele Ezeoba, said the Navy, together with other military and security services have deployed heavy military wares at the sea to stamp out maritime crimes especially crude theft and piracy.

Subsequently, the navy organized a fleet evaluation joint military exercise code named Operation Farauta (hunting) which lasted between November 11 and 17 in the Gulf of Guinea.

"The exercise was in pursuance of President Goodluck Jonathan's mandate to the Nigerian Navy to do all it can to stamp out the prevalence of illegal maritime activities especially crude oil theft, illegal oil bunkering and piracy in the Niger Delta region. "A total of eight ships, six gun boats and three helicopter including elements of Nigerian Army and Maritime Patrol Aircraft of the Nigerian Air Force took part in the exercise."

The exercise enabled the navy to assess its operational capability with a view to identifying gaps and taking necessary measures "to fill such gaps for enhanced operational readiness." The aim of the exercise was to intensify the ongoing naval operations in the Niger Delta region with "emphasis on Bonny-Akassa-Excravos axis (an area notorious for crude oil theft) up to the extent of the offshore oil platforms at Bonga and Bogi." The chief further said the presence of the navy at the sea was germane to economic growth.

Some of war ships deployed for the exercise included Nigerian Navy Ship (NNS) THUNDER (frigate class), NNS KYANWA, NNS NWAMBA, NNS OBULA (cat class), NNS BURUTU, NNS ZARIA (manta class) as well as NNS MAKURDI and NNS ANDONI (river town class).

Helicopters including Agusta Hel 07, Agusta Hel 08, Agusta Hel 09, two Nigerian Army patrol vessels and one Nigerian Air Force Maritime Patrol Aircraft (ATR-4). Admiral Ezeoba personally monitored the exercise aboard THUNDER, while the Chief of Training and Operations Rear Admiral Emmanuel Ogbor and the Flag Officer Commanding Central Naval Command, Yenagoa, Rear Admiral John Oluwatoyin took charge of the fleet control. Flag Officer Commanding Eastern Naval Command, Rear Admiral Olufemi Ogunjimi also took part in the exercise.

Rear Admiral Ogbor (officer in charge) said all the ships were certified to be in sound condition but for the navy to conduct continuous operation at the sea, the challenges of maintenance including the supply of oil and lubricants must be addressed. He said army personnel are significant to naval operations especially when launching assault while the air force conducts aerial surveillance. He said the exercise had to a large extent enhanced the ability of navy in Visit, Board, Search and Seizure operations. Air force and army personnel participated in the exercise.

Pourquoi le Nigeria envoie 900 soldats au Mali


Le colonel Yerima, porte-parole des armées du Nigeria, vient d’annoncer le 15 janvier le déploiement imminent de 900 soldats nigérians au Mali, pour prêter main forte aux 3.300 hommes de la force africaine dans ce pays.

Par le passé, le Nigeria avait déjà contribué aux interventions militaires régionales, notamment par un financement important, rappelle John Campbell sur son blog Africa in Transition. Selon lui, il faut s'attendre à ce que le pays prenne une place capitale dans la force de la Cédéao.

L'armée nigérianne est la plus importante des 15 Etats de la Cédéao, selon BBC Afrique. Malgré tout, elle semble aujourd'hui débordée, estime Africa in transition. Active dans 33 des 36 provinces du Nigeria, elle conduit la riposte à l'insurrection des islamistes de la secte Boko Haram au nord du pays.

Face à cette situation, Goodluck Jonathan avait annoncé début janvier que le pays ne pourrait pas financer l'opération de la Cédéao dans les mêmes proportions que par le passé.

Selon le spécialiste de Boko Haram Laurent de Castelli, qui s'est exprimé sur Affaires-stratégiques.info, des témoignages recueillis par RFI confirmeraient les liens entre islamistes de Boko Haram et d'Aqmi, qui auraient été vus ensemble près de Tombouctou le 7 janvier.


Pour Africa inTransition, cette thèse a déjà été soutenue par certains membres du gouvernement nigérian. Elle a fourni une justification au Mali pour demander l'aide du Nigeria.

Si des liens forts entre les deux groupes Aqmi et Boko Haram sont avérés, il faut s'attendre à ce que Boko Haram intensifie ses attaques dans le nord du Nigeria, prévient John Campbell.

Chief of Air Staff Air Marshal Alex Barde yesterday disclosed that the Nigerian Air force will today commence the deployment of Nigeria war planes to check the activities of Islamist fighters in Mali.

Barde who stated this in Enugu when he paid his maiden visit to Enugu Airforce Unit, added that the action was in compliance with President Goodluck Jonathan's directive that a military contingent be sent to assist the country of Mali to contain the jihadists liked to terror group, Al Qaeda.

He said: "As I speak to you now," he said, "our air planes have arrived in Port-Harcourt. In fact, I'm on my way to Rivers State now and tomorrow morning we are beginning our deployment to Mali and that's what I am going to witness.

"I am going there to bid them a sort of farewell and go-and-fight-well greetings as they depart.

"We expect them to do what Mr. President directed that we do; he has directed that we should go and assist Mali in repelling the jihad fighters there because you know that if they finish with Mali the next thing will be to come to Nigeria.

"So we are going there to fight them and also protect our borders.

He explained that his maiden visit to Enugu unit was to talk to them on his vision for the Nigeria Air Force.

According to him, "We must use innovative technology because we have spent so much money buying equipment and each time they are bad we have to send them to the manufacturers for repairs. We have the know how, we have the personnel; we have professionals in the Airforce and we cannot too continue buying and not repairing."

Deux soldats nigérians ont été tués et cinq blessés samedi à Okene (centre) quand une bombe a explosé au passage de leur convoi, a annoncé un porte-parole de l'armée, voyant dans cet attentat la marque du groupe islamiste Boko Haram.

"Nous avons perdu deux soldats et cinq ont été blessés quand un engin explosif artisanal (IED) enterré au bord de la route a explosé et frappé leur convoi" militaire à Okene dans l'Etat de Kogi, a déclaré à l'AFP le Major-Général Bola Koleoso.

L'officier a ajouté que les soldats victimes de cet attentat "devaient partir au Mali", rejoindre la force africaine qui doit être déployée au Mali, pour une opération de reconquête du nord dont les islamistes armés avaient pris le contrôle il y a neuf mois. Il n'a cependant pas donné davantage de précisions.

Un groupe de 80 soldats nigérians était parti jeudi au Mali, pour rejoindre la Mission internationale de soutien au Mali (Misma) qui doit se déployer avec le feu vert de l'ONU.

Le Nigeria compte envoyer 1.200 hommes au Mali et prendre le commandement de la Misma mais le pays est menacé sur son propre sol par le groupe extrémiste de Boko Haram, surtout dans le nord.

Des experts débattent du niveau de coopération entre Boko Haram et les groupes proches d'Al-Qaïda au Maghreb islamique (Aqmi) au Sahel. Certains ont aussi évoqué la présence de combattants de Boko Haram au Mali ces derniers mois, mais il est difficile de déterminer s'il s'agit bien de membres du groupe nigérian et non de mercenaires.

Les violences perpétrées par Boko Haram dans le nord et le centre du Nigeria et leur répression par les forces de l'ordre ont fait environ 3.000 morts depuis 2009.

Nigeria deploys 2 jet fighters, helicopter gunships arrive Saturday

Nigerian air component contingent in Mali - Two Dassault-Breguet Dornier Alpha fighter jets took off Friday from the Nigerian capital Abuja to assume duty as part of the first deployment of the Nigerian air component contingent in Mali, PANA reported from here.

The next presence of the Nigerian Air Force there will be the deployment of the Mi-35 Helicopters to Mali Saturday.

Meanwhile, the Nigerian Air Force C-130 aircraft have continued to airlift Nigerian Army personnel and equipment to Mali.

The air component contingent, led by its commander, Air Vice Marshal Tayo Oguntoyibo, left the domestic wing of the Nnamdi Azikiwe International airport, Abuja, by 4.25pm local time.

Oguntoyibo was the lead pilot in the flight to the Malia operation.

The alpha jets, the lead fighter aircraft during Nigeria's peacekeeping and enforcement duties in Liberia and Sierra Leone, are to be based in Niamey, Niger.

The two fighter jets - NAF 452 and NAF 455 - were flagged off at a brief ceremony which was attended by senior officers of the Nigerian Air Force headquarters, Abuja.

The Nigerian Navy has commissioned into service three OCEA and two Shaldag patrol boats during a ceremony at Western Naval Command Headquarters in Lagos.

The three OCEA FPB 72 Mk 2 vessels are 24 metre long coastal patrol craft with a top speed of more than 30 knots. The first commenced sea trials in March last year and all three were delivered in late September.

On September 4, 2012, Israel Shipyards announced that two new Shaldag Mk II Fast Patrol Craft were on their way to “an African customer for delivery to the local Navy.” This almost certainly was Nigeria.

During the commissioning ceremony on Monday, Minister of Finance Ngozi Okonjo-Iweala said the vessels would be used to combat oil theft and other crime on Nigeria’s waterways. She is quoted by This Day as saying the government procured the boats because Nigeria relies heavily on resources from its maritime domain.

“I am personally delighted at what has been achieved [by the Nigerian Navy] and I urge them to continue to work hard so that we can see results,” Okonjo-Iweala said. “With the acquisition, it is to show that the president is totally behind the Armed Forces.”

The Minister of State for Defence, Dr Olusola Obada, was quoted by the Voice of Nigeria as saying the commissioning was another milestone in the Nigerian Navy’s history. “I am aware of the constraints militating against the Nigerian Navy's efforts to optimally discharge its statutory duties, especially in the security of the maritime domain. It is however gladdening to note that in spite of existing challenges, the Nigerian Navy has continued to do its best in safe-guarding the nation's maritime assets,” Obada stated.

The Chief of Naval Staff Vice Admiral Dele Ezeoba said the Navy required at least 40 such patrol boats to effectively deal with maritime crime like sea robbery, piracy and oil theft. “Though the boats are small, they are fast. They are designed for security tasks such as interdiction, anti-smuggling, anti-illegal bunkering, sea robbery and piracy.”

Ezeoba noted that eleven officers and 48 ratings have been trained to man and maintain the boats.

The Shaldag design is in service with the Israeli Navy and other customers in Europe, Asia and Africa. It was developed and built by Israel Shipyards Ltd in the late 1980s but upgraded over the years based on combat experience. The type is powered by two diesel engines driving two water jets, which give an acceleration time to 40 knots of 40 seconds. The Shaldag Mk II has a length of 24.8 metres, a displacement of 58 tons and a range of 650 nautical miles.

Standard equipment on most Shaldag versions includes an X-band surveillance/navigation radar and electro-optical sensor system for day and night surveillance. A number of armament options are available, including fore and aft deck guns, and heavy machineguns on the fly bridge. The guns can be remotely controlled (such as the 23/25 mm Typhoon and 12.7/7.62 mm Mini-Typhoon) or manually operated weapons. In addition, a 20-23 mm naval gun can be mounted on the rear gun mount or four to eight short range missiles can be carried.

The Nigerian Navy received at least two Shaldag Mk IIs in June 2009. It is undergoing major expansion, with new boats being built locally and overseas. In October last year, China’s Wuchan Shipyard began construction of the first of two P18N offshore patrol vessels for the Nigerian Navy. These vessels are 95 metres long and are being built by China Shipbuilding and Offshore International Limited, the trade arm of China Shipbuilding Industry Corporation (CSIC). They will be delivered in around three years’ time and will be partly built in Nigeria.

Nigeria: 20 membres présumés de Boko Haram et deux soldats tués

L'armée a annoncé samedi avoir mené une opération à Maiduguri, fief du groupe islamiste Boko Haram, dans le Nord-Est du Nigeria, où une vingtaine de militants présumés ont été tués ainsi que deux soldats.

Cette opération, qui a eu lieu vendredi, a été le dernière d'une série d'actions menée par la la JTF, force conjointe de l'armée et de la police, sur 10 jours, lors de laquelle 52 membres présumés de Boko Haram, en tout, ont été tués et 70 autres ont été arrêtés.

"Une série d'opérations a été menée (...) ces dix derniers jours dans l'Etat de Borno (Nord Est)", a annoncé Sagir Musa, le porte-parole de la JTF, dans un communiqué. "Des échanges de tirs ont mené à la mort de 52 terroristes de Boko Haram dont 10 commandants de la secte. 70 terroristes ont aussi été arrêtés, la JTF a perdu deux hommes, trois ont été blessés", a-t-il précisé.

Ce bilan n'a pu être immédiatement confirmé par des sources indépendantes. L'échange de tirs qui a mené vendredi à la mort d'une vingtaine d'islamistes présumés et de 2 soldats a eu lieu peu de temps après le départ du président Goodluck Jonathan, en visite pour la première fois à Maiduguri depuis son élection en 2011.

"Nous avons échangé des coups de feux et environ 20 d'entre eux sont morts (...) nous avons perdu deux soldats, trois sont blessés (...), nous avons aussi arrêté 25 terroristes de Boko Haram", a annoncé M. Musa à la presse samedi.

Des habitants avaient asuré avoir entendu plusieurs explosions vendredi après-midi dans la ville.

"Il n'y a pas eu d'explosions", a précisé M. Musa. "Les bruits entendus par les gens étaient ceux d'armes lourdes" utilisées lors de l'échange de tirs.

Le communiqué de la JTF précise que l'opération étalée sur dix jours n'a fait "aucune victime civile".

La JTF, présente dans cette région pour combattre les islamistes dans le cadre d'une mission appelée "rétablissons l'ordre", a souvent été accusée par les organisations internationales des droits de l'hommes d'exactions sommaires et de violences envers les civils.

Au cours de sa visite à Maiduguri, capitale de l'Etat de Borno, et dans l'état voisin de Yobe, deux zones particulièrement prises pour cible par les islamistes, M. Jonathan a rejeté jeudi toute possibilité d'amnistie pour Boko Haram, considérant comme impossible de négocier avec un groupe dont l'identité des membres et les revendications restent floues.

La secte dit combattre pour la création d'un Etat islamique dans le nord du Nigeria, mais ses revendications ont changé à plusieurs reprises par le passé.

De plus, on pense que le groupe est composé de plusieurs factions aux objectifs différents, et des bandes criminelles ont aussi mené des attaques en se faisant passer pour des membres de Boko Haram.

Les violences attribuées à Boko Haram dans le nord et le centre du Nigeria et leur répression sanglante par les forces de l'ordre ont fait environ 3.000 morts depuis 2009.

Fin février, Boko Haram avait diffusé sur Youtube une vidéo montrant les sept membres d'une famille française enlevés dans le nord du Cameroun le 19 février, en exigeant la libération de jihadistes détenus au Nigeria et au Cameroun contre celle des otages.

On ignore où les otages sont détenus actuellement.

Le Nigeria, pays le plus peuplé d'Afrique, avec 160 millions d'habitants, et premier producteur de pétrole du continent, est divisé entre un Nord majoritairement musulman et un Sud chrétien.

The Nigerian Navy have deployed three newly acquired OCEA FPB 72 Mk.II coastal patrol craft to the naval Forward Operating Base Formoso, near Brass in the estuarine precincts of the Niger Delta.

They operate as part of an array which has NNS Zaria, a 38 metre stealth Sea Eagle Mk.II Offshore Patrol Craft as lead ship.

Un avion de chasse de l'armée nigériane engagé dans la force africaine au Mali s'est écrasé lundi dans l'ouest du Niger, tuant les deux pilotes, ont annoncé les armées du Nigeria et du Niger.

"Un Alpha-jet de l'armée de l'air nigériane s'est écrasé aujourd'hui (lundi) près du village de Dargol (ouest du Niger) à environ 13H05 (12h05 GMT). Les deux pilotes sont morts", a déclaré l'état-major nigérian dans un communiqué.

L'avion n'était "pas en mission de combat", et une enquête est en cours, selon le communiqué.

Un haut responsable de l'état-major nigérien à Niamey, qui avait annoncé en premier le crash, a évoqué "problème technique". "L'avion n'a pas été abattu", a-t-il ajouté.

L'appareil était un des quatre avions de la flotte militaire nigériane basés à Niamey dans le cadre de la Mission internationale de soutien au Mali (Misma), a précisé l'état-major nigérian.

C'est le premier accident du genre enregistré en territoire nigérien depuis le déploiement de troupes africaines au Mali qui a suivi l'opération française lancée en janvier, en soutien à l'armée malienne, pour chasser les groupes armés islamistes liés à Al-Qaïda qui occupaient depuis 2012 le nord du pays, voisin du Niger.

Depuis le début des opérations au Mali, des avions militaires français, tchadiens et des drones américains ont utilisé l'aéroport de Niamey pour des missions au Mali.

Le Niger et le Nigeria ont envoyé des troupes au sein de la Misma, qui compte quelque 4. 300 soldats de pays de la Communauté économique des Etats de l'Afrique de l'Ouest (Cédéao), auxquels s'ajoutent 2. 000 soldats tchadiens.

La Misma doit être incorporée dans la force de maintien de la paix de 12. 600 Casques bleus créée fin avril par une résolution de l'ONU.

Nigeria sends jets, attack helicopters to war against Islamist militants

MAIDUGURI, Nigeria -- Nigerian forces used jets and attack helicopters to bombard Islamist militant camps in the northeast on Friday, in their biggest military offensive since Boko Haram launched an uprising in 2009.

"A number of insurgents have been killed," the defense headquarters spokesman said, including at the Sambisa game reserve in Borno state, the epicenter of the insurgency.

"It is not just Sambisa. Every camp is under attack. But we have not done the mopping-up operations on the ground to determine the numbers killed," Brig. Gen. Chris Olukolade said by telephone. Another military source, who declined to be named, said at least 30 insurgents had been killed.

Nigerian forces are trying to regain territory controlled by increasingly well-armed Boko Haram Islamist insurgents in their northeastern stronghold states of Borno, Yobe and Adamawa, put under a state of emergency by President Goodluck Jonathan on Wednesday.

More troops arrived in the Borno state capital, Maiduguri, on Friday, witnesses said.

"I saw more than 20 trucks loaded with soldiers fully kitted for battle towards Marte. I wish them luck in ending this BH (Boko Haram) madness," resident Ahmed Ibrahim said by telephone.

Beyond the region covered by the state of emergency, gunmen stormed a police station and a bank, the army said, a sign the offensive could provoke violence by smaller militant cells across the north.

Boko Haram, other Islamist militant groups such as al-Qaeda-linked Ansaru and associated criminal gangs have become the biggest threat to stability in Africa's top oil-producing nation.

Thousands have been killed since Boko Haram launched an uprising almost four years ago in an effort to create an Islamic state in a country of about 170 million split roughly equally between Christians, who are the majority in the south, and Muslims, who predominate in the north.

Violence has mostly happened far from the commercial hub, Lagos, or political capital, Abuja, and hundreds of miles away from oilfields in the southeast.

Military jets, helicopter gunships and thousands of troops are involved in the current offensive, which may answer some critics who accuse Jonathan, a southern Christian, of underestimating the severity of the crisis in the Muslim north.

Rights groups are concerned the state of emergency will lead to more abuses they have document by Nigerian forces.

Guerre au Mali : Le Nigeria dément le retrait de ses troupes

- Bamako, le 23 Mai 2013 – Malgré la crise intérieure dans trois Etats au nord Nigeria, les autorités militaires fédérales annoncent que les troupes nigérianes envoyées au Mali pour les opérations de maintien de la paix resteront au Mali.

Cette mise au point rendue publique à Abuja, la capitale politique du Nigeria, par le General de brigade Chris Olukolade vise à démentir les rumeurs selon lesquelles le Nigeria s’apprêterait à retirer ses troupes déployées au Mali. Toujours selon ces rumeurs, les troupes nigérianes seraient sollicitées à domicile pour faire face aux groupes armés tel que Boko Haram dans les Etats de Borno, de Yobe et d’Adamawa dans le nord du Nigeria.

En apportant son démenti aux rumeurs qui ont commencé à circuler sur certains medias au Nigeria, l’Officier de l’Armée nigériane en charge de l’Information a statué que « le rapport d’une partie de la presse selon lequel les troupes nigérianes vont être retirées du Mali pour faire face à l'insurrection en cours est un mensonge ».

Le Général de brigade Chris Olukolade a plutôt précisé qu’il n'y a pas « besoin pour le Nigeria de retirer ses troupes et ses matérielles militaires du Mali car les Forces Armées Nigérianes sont en mesure de répondre aux missions internes et externes » qui s’imposent.

En attirant l’attention de l’opinion sur une action future concernant les troupes à l’extérieur du pays, l’Officier militaire a précisé que le retrait du contingent nigérian au Mali pourrait avoir lieu dans le cadre de la rotation des troupes comme cela se fait dans diverses missions. Ce procédé ajoutera-t-il est une pratique courante dans les milieux militaires. Pour lever l’équivoque au niveau des medias, il a donc déclaré que cette rotation ne doit pas servir d’argument pour désinformer les nigérians et la communauté internationale.

Pour rétablir l’intégrité territoriale du Mali, une force sous régionale, la Mission Internationale de Soutien au Mali (MISMA) transformée plus tard en Force Internationale Africaine de Soutien au Mali (African-led International Support Mission in Mali, AFISMA) avait été envoyée dans ce pays pour aider les forces maliennes à reconquérir la partie nord de leur territoire occupée par des rebelles indépendantistes.

Nigerian Navy to receive more ex-US vessels

The Nigerian Navy will receive two more ex-United States vessels next year, the US Navy Survey Ship John McDonnell and the US Coast Guard Cutter Gallatin.

Chief of Naval Staff, Vice Admiral Dele Ezeoba, on Friday said that the two vessels would be inspected between May and August next year, reports Nigeria’s National Mirror.

Ezeoba was represented by Rear Admiral Emmanuel Ogbor, Chief of Policy and Plans, who said that the United States has transferred several ships to Nigeria over the last decade. These include the NNS Thunder, Obula, Nwamba, Kyanwa and Ologbo.

“These ships have contributed immensely to the security of the nation’s maritime environment and the Gulf of Guinea,” he said. The vessels are donated as part of the US military’s Excess Defence Articles system.

The USNS John McDonnell was deactivated on August 25, 2010, as the US Navy streamlined survey operations. The 63 metre, 2 054 ton oceanographic survey vessel can launch two 34 foot launches.

The 115 metre long 3 250 ton Gallatin is a member of the Hamilton class – the Nigerian Navy has already taken delivery of the Hamilton class cutter Chase (now NNS Thunder), which was commissioned in January 2012.

Gallatin, introduced into Coast Guard service in 1968, is equipped with a helicopter flight deck, retractable hangar and a fast boat. The 115 metre High Endurance Cutter (WHEC) has four main engines and can be driven by either twin diesel engines or twin gas turbines via two controllable-pitch propellers.

Over the weekend the Nigerian Navy said it had impounded more than 40 vessels suspected of being involved in the illegal oil trade, as the Navy steps up its fight against maritime crime.

Ezeoba said that the Navy’s fleet was expanding, with the commissioning of five Seaward Defence Boats earlier this year and the construction of another indigenous Andoni class boat and the construction of two 95 metre offshore patrol vessels, which are expected to arrive before the end of next year.
