Initial delivery orders totaling $23M have been awarded under the new ID/IQ contract. This is a follow-on contract to a $75M ID/IQ contract awarded in September 2005.
The new display units increase situational awareness and safety by allowing pilots to fly "head out of the cockpit" during day and night operations. They are a plug and play upgrade to the legacy SU-180/AVS-7 Display units. The SU-180/AVS-7 Display units have been in operational use by United States Army, Navy, Marines and Air Force rotary wing pilots since the mid-1990's and is installed on most US military utility and cargo helicopter platforms, including the UH-60L, CH-53E, CH-47D, CH-46, H-1, V-22 and others.
Commenting on the award, Elbit Systems of America President and CEO, Raanan Horowitz noted, "This follow-on order attests to our customer's satisfaction with our systems and performance track record. Elbit Systems of America is pleased to provide cutting-edge technology for the warfighter, delivering high quality Helmet Mounted Displays at an accelerated pace, supporting critical missions and needs. Droutsas told The Jerusalem Post in an exclusive e-mail interview just before his arrival on Sunday night that the recent bloom in Jerusalem’s relations with Athens “categorically” has no connection to the Israeli-Turkish crisis.
International relations are not “a competitive game,” he said.
“We don’t see any competitive dimension between the relationship we are developing with Israel and our relationship with Turkey,” Droutsas said. “This is because each of these relationships has its own dynamic and its own historical background. What we are doing is writing new pages in the history of Greek- Israeli relations.”
Droutsas arrived Sunday night as part of a regional trip that will also take him to Jordan, the Palestinian Authority, Egypt and Lebanon.

But those concerns evaporated as the younger Papandreou altered his country’s relationship with Israel for the better.
For many years visits by Greek ministers were few and far between, but since a visit here by Papandreou in July, his tourism minister, minister of state, deputy foreign minister and now foreign minister have all visited.
Israeli officials have also been visiting Athens with greater frequency: Prime Minister Binyamin Netanyahu went to Greece in August, and Amos Gilad, head of the Defense Ministry’s diplomatic-military bureau, was there earlier this month. Last week the Israeli and Greek air forces carried out a joint exercise.

The following are excerpts from the interview with Droutsas:
What is the purpose of your visit, so soon after the Greek prime minister’s visit in the summer and the state minister’s visit last week? Still more visits will follow, have no doubt... My arrival here is a clear manifestation of our readiness to contribute to the promotion of the peace process, which is going through a difficult moment, and our interest in pushing forward Greek- Israeli relations.
To what do you attribute the sudden romance between Israel and Greece? The friendship between our peoples is nothing new. It is old, tested through difficult times, and it constitutes a stable basis for strong relations between our countries. This is the basis upon which we developed relations with Israel the last time we were in office, back in 1999 to 2004. From the moment the new PASOK government took office – a little over a year ago – we started working again with Prime Minister Netanyahu’s government on this strategic goal: to strengthen and deepen Greek-Israeli relations within a mutually beneficial framework. Our two countries have no competing interests and therefore cooperation comes naturally. I hope that we will soon be able to see the first results of our renewed relationship.
For years Greece was considered in Israel to be pro- Palestinian, and one of the more critical countries inside Europe towards Israel. Is the sudden change of government policy backed by the Greek public? Greece has never been prejudiced – in favor of or against – any other people or any other state. Its foreign policy has always been a principled policy. It is based on the principles of international law, and more specifically on peace and on the resolution of disputes through dialogue. This policy has the full and firm support of the Greek people. I am sure that the increasing number of Israeli tourists who experience Greek hospitality and have people-to-people contacts in Greece can confirm that.
There are those who say that the sudden bloom in the relationship is purely a result of the friction between Israel and Turkey, reflecting the notion that “the enemy of my enemy is my friend.” How much does the Turkey equation play in the relationship? It doesn’t, and I mean that categorically. We don’t see any competitive dimension between the relationship we are developing with Israel and our relationship with Turkey. This is because each of these relationships has its own dynamic and its own historical background. What we are doing is writing new pages in the history of Greek-Israeli relations. And – bearing in mind how close we are and how much we can do together – we have to admit that we are starting essentially from scratch. So let’s not look at international relations as just a competitive game. I, at least, believe that everyone in the region stands to gain from the intensification of our bilateral relations.
Others say that given Greece’s difficult economy and need for Washington’s help, the feeling is that closer ties with Israel will help Athens in Washington. Is that a consideration – that the door to Washington goes through Jerusalem? It is no secret that Greece has found itself in difficult economic straits this past year. But we are making an all-out effort – everyone, and particularly Greek citizens – to overcome and remedy the mistakes of the past. And this effort is paying off. The support we are getting from our friends and partners is invaluable, of course. In particular with regard to the US, I must say that Greece – like Israel – already has close ties, both bilaterally and in the framework of NATO. This is only natural. We are democracies who abide by the same rules and principles in international relations. There is also a large Greek-American community that acts as a living bridge of friendship between the two countries. In this context, it is also natural that we help each other should the need arise.
Pro-Israel and pro-Greek lobbies in Washington recently worked together to push passage of a House resolution calling for protection of Greek Orthodox religious sites in Turkish-controlled northern Cyprus. Is that an indication of a growing alliance in Washington between the Greek and Jewish lobbies? A common feature of our peoples is the strong diaspora all over the world, and more specifically in the United States. Another common feature is the close links we have with our communities abroad and the readiness of those communities to assist in the service of national interests. These communities enjoy good relations and cooperate directly with each other. The improvement in bilateral relations between our two countries can also be reflected in their direct contacts, which can only get closer.
Are the closer ties between Greece and Israel causing problems with Greece’s ties with the Arab world? On the contrary. Closer ties between Greece and Israel improve Israel’s confidence in Greece, making the latter a more useful channel of communication with the Arab world, with which Greece already has traditional ties. Besides, Arab countries are very much aware of the fact that improving relations with Israel is not aimed against any other country.
Are these ties complicating matters between Athens and Turkey? I would say, quite the opposite. Let me stress once again that the strengthening of bilateral relations among the countries of our region can only contribute to regional stability, given that bilateral ties are not aimed against any third country.
Will Turkey allow Israel Air Force planes to practice over Greece, as they did over Turkey a few years ago? Development of military cooperation between Greece and Israel is a sovereign prerogative of the two countries. All the more so when this cooperation is in full compliance with international law and is not directed against any other state.
Would Greece let flotillas heading for Gaza leave from Greek ports? Greece fully understands Israel’s security concerns. At the same time, we should not forget the [Gaza] blockade’s serious implications on the humanitarian situation of the Palestinian people living in Gaza. It is a fact – and the Israeli leadership acknowledged this by taking considerable steps in the right direction – that the unhindered flow of humanitarian aid into the area needs to be strengthened... Beyond that, I must say that as a country with one of the strongest merchant fleets in the world, Greece has great respect for international law and the principle of freedom of – lawful, I would add – navigation.
Foreign Minister Avigdor Lieberman said recently the EU should first solve its own problems before coming and preaching to Israel about how to solve the conflict with the Palestinians. What is your reaction to that comment? It is my conviction that – besides any difficulties a club of 27 countries may face when dealing with such a delicate issue like the Middle East – the European Union can play a very constructive role in the region. It is in a position to contribute, with a vast array of tools, to the achievement and consolidation of peace in the Middle East. I believe that its presence is valuable to all sides. And I believe that the EU and Israel can improve their cooperation, which is mutually beneficial and can contribute to the peace-building process.
Are comments such as Lieberman’s leading to an increasing isolation of Israel in Europe? In the end of the day, it is political decisions and actions that define the course of diplomacy. But statements like the one you refer to serve as a reminder of the necessity to work on improving our relations.
Some say Israel is more isolated in the world, and in Europe, than it has been for 30 years. Do you agree with that assessment? Israel has always had very strong historical and cultural ties with Europe. There are certainly ups and downs, but the overall trend in relations between Israel and Europe is on the rise. A lot more can be done, of course, and we are all working in that direction Do you think the Palestinians should recognize Israel as the nation-state of the Jewish people? I am convinced that direct talks between Israel and the Palestinians are the only way to reach a peace agreement. I also believe that leaders on both sides will spare no effort to overcome obstacles to achieving peace in the region. We believe that the two-state solution, with a democratic, viable, peaceful and sovereign Palestinian state and Israel living side by side within secure and recognized borders is the only solution that can bring peace and stability in the whole area.
Have you sensed a marked increase in Israeli tourism to Greece following the deterioration in ties with Turkey? It is true that the number of Israeli tourists to Greece has been much higher this year in comparison to the past. We welcome Israeli tourists to Greece... Tourism is a bridge of friendship between our peoples, which should grow ever stronger.

Slt ready,le merkava 4 est exportable il est actuellement en compétition en colombie. israel propose aussi son sabra 3 a l'export. Le merkava 3 devait faire partie de la compétition international organisé en turquie en 1997,mais les usa ont exercé des pressions et israel n'a pas présenter son merkava3.
Peut avant la guerre de georgie en 2008 israel devait exporté 500 chars merkava 2 moderniser mais la aussi ca a capoter la russie demandant a israel de ne pas vendre de merkava a la georgie.
le merkava 4 est aussi proposé a l'us army dans le cadre du programme GCV,mais le programme a été annuler faute de moyen .

Israël et la Géorgie ont décidé de renforcer leurs échanges et c’est dans ce cadre que le ministre des Transports Israël Katz a conclu un accord avec la ministre géorgienne du Tourisme et du Développement économique Vera Kobalia en vue d’augmenter le nombre des vols entre les deux pays. C’est lors d’une rencontre qui s’est déroulée dans le bureau d’Israël Katz à Jérusalem que cette décision a été prise: désormais, au lieu de six vols par semaine, il devrait y en avoir dix dans les deux directions.
En outre, il a été convenu que les deux Etats pourraient désigner trois compagnies aériennes régulières pour assurer ces voyages, au lieu d’une seule comme c’était le cas jusqu’à présent.

L’Etat d’Israël est encore un actionnaire principal de deux grandes banques israéliennes: il possède 11,7% du capital de la banque Discount et 11,4% de la banque Leumi. Depuis la nationalisation des banques israéliennes en 1983, l’Etat a vendu progressivement ses actions à des investisseurs privés. Aujourd’hui, le gouvernement israélien souhaite se « débarrasser » au plus vite du paquet d’actions qui lui reste dans les deux grandes banques, et si possible d’ici à la fin de cette année. Cette vente garantira au Trésor public une rentrée d’argent frais de plusieurs milliards de shekels.
Vendre la Discount pour réduire la dette publique
Depuis le début de 2010, l’Etat a cédé à des investisseurs privés 13,3% du capital de la Discount pour un montant de 1 milliard de shekels (200 millions d’euros). En juillet dernier, le gouvernement israélien avait déjà cédé à une banque suisse, l’UBS, un paquet d’actions représentant 8,33% du capital de la banque Discount pour 120 millions d’euros. Le mois suivant, l’UBS avait utilisé son option d’acheter 3% supplémentaires du capital de la Discount.
Si la vente du dernier paquet d’actions détenu par l’Etat (11,4% du capital) se réalise dans les semaines qui viennent, la privatisation de la banque Discount rapportera 1,8 milliard de shekels au trésor public en 2010. Le gouvernement israélien entend utiliser ces recettes pour réduire la dette publique, ce qui lui permettra de lancer moins d’obligations d’Etat pour financer ses dépenses courantes.
Vendre les actions de la Leumi à des petits actionnaires
Cette semaine, le ministre des Finances, Youval Steinitz, va demander à la commission des Finances de la Knesset l’autorisation de vendre au public les actions de l’Etat dans la banque Leumi. L’accord de la Knesset est nécessaire pour vendre les actions de l’Etat à des petits actionnaires privés et non pas à un investisseur stratégique qui prendrait le contrôle de la banque. Par le passé, plusieurs députés s’étaient opposés à la privatisation totale de la Leumi, de crainte que sa cession ne renforce le poids des “grandes familles” dans l’économie israélienne. Dans tous les cas, la vente garantira à l’Etat une rentrée de l’ordre de 2 milliards de shekels (400 millions d’euros).
Depuis longtemps, le Trésor cherche à se « débarrasser » de son paquet d’actions dans la banque en le vendant à un investisseur stratégique. La première tentative a eu lieu en 2007, mais la promesse de vente au fonds d’investissement Cerberus-Gabriel n’avait pas abouti. Depuis, aucun investisseur stratégique ne s’est porté candidat au rachat des actions de l’Etat dans la banque. La privatisation sera effectuée selon une procédure de mise à l’enchère dite « Trade block »; il s’agit de la vente en bloc du paquet d’actions sur le marché financier. La proposition la plus élevée qui sera faite par un fonds d’investissement remportera le paquet d’actions; le fonds aura le droit de revendre les actions de la Leumi à ses clients, en Israël comme à l’étranger.—

Dans le cadre de l’initiative, les hommes d’affaires ont proposé de construire un stade de base-ball près de Jérusalem, qui servira de plaque tournante pour les matchs de base-ball d’Israël. Après la réunion, Barkat a promis de promouvoir le projet et d’aider à trouver un emplacement approprié pour la construction du stade.
Le Ministre Silvan Shalom a proposé aux hommes d’affaires de l’aide gouvernementale, à condition d’envisager la construction de stades dans les régions nord et sud du pays. Un des autres hommes d’affaires impliqué dans le projet serait le milliardaire Jeffrey Rosen, qui possède l’équipe de basket du Maccabi Haïfa.
Les entrepreneurs sont conscients du fait que le base-ball n’est pas très populaire en Israël, mais ils pensent pouvoir créer un engouement populaire, comme c’est le cas aux USA. Au début, ils misent sur l’implication des Américains vivant en Israël, qui continuent à suivre de très près ce sport très populaire aux USA.
Les anciennes tentatives pour importer ce sport ont échoué. En 2007, la première ligue professionnelle de base-ball en Israël avait été créée et était gérée par l’ancien ambassadeur américain en Israël Martin Indyk.
Six équipes avaient participé à la première saison de la ligue, mais la deuxième saison avait été annulée à la suite des pertes financières de la ligue.
Malgré l’échec des initiatives précédentes, les entrepreneurs américains, qui bénéficient du soutien des Yankees de New York, veulent tenter une nouvelle expérience qui, assurent-ils, sera un succès.

En temps de paix, la clinique souterraine à trois étages sera utilisée comme un parking.
"En cas de situation d'urgence, le complexe sera rapidement transformé en hôpital de 2.000 places, invulnérable aux armes conventionnelles, chimiques ou biologiques", selon le service de presse.
La construction doit être achevée en mai 2012.

tiens GDS,n´est ce pas la un aveux d´echec pour les systemes shield anti-roquettes/missiles qu´Israel dit performants?
Ce n'est pas un signe de faiblesse,c'est un signe de force l'etat d'israel continue d'appliquer son plan de consolidation du front intérieur,ce qui est normal dans la mesure ou les ennemies visent prioritairement les civiles. Concernant les systémes d'interceptions de différentes natures,il n'existe pas une efficassité a 100% mais de la a dire que ces sytémes sont des echecs faut pas exagerer,surtout quand des pays comme l'inde,singapour et les etats-unis s'interesse de pres aux systémes israeliens.
Il y'a autre chose a prendre en compte l'une des strategies retenues par l'etat-major consiste a mener une guerre bien plus lente et impliquant un plus grand nombres d'infanterie que de tanks ce qui veut dire que les zones les plus eloignés du front aurons la possibilité d'abriter des lanceurs de roquette ou de missile pas encore traité par tsahal ,donc le front interieur pourrai avoir a supporté un feu plus danse,donc tsahal a bien comprit que le front interieur est determinant et qu'il faut le renforcer de toutes les maniéres possibles,anti-missile,abris,bunker,defense passive.....tout est bon pour garantir la victoire .

En Nanotechnologie Israel et une superpuissance et de nombreux pays ne s'y sont pas tromper,je parle en particulier de la russie qui a signé un accord stratégique avec israel dans ce domaine,a l'epoque c'etait le ministre de la recherche russe qui c'etait deplacer en israel alors que la guerre en georgie venait a peine de finir....
Bref,le secteur de la nano est en plein boom en israel voici,un article qui date de 2009,je me demande de combien de % le marché a encore augmenté en 2010?

INNI (Israel National Nanotech Initiative), une joint venture du gouvernement, d’académiques et d’industriels, avait levé près de 250 millions pour développer certaines parties de la recherche sur les nanotechnologies et pour aider les entreprises du secteur.
On compte en Israël plus de 240 centres de recherche, autant qu’en France, qui travaillent non seulement sur les « NBIC » (Nanotechnologies, Biologie, Information, Cognition) mais également sur les « BANG » (Bits, Atoms, Neurons, Genes) qui font converger informatique, nanotechnologies, neurosciences et génétique.
Rappelons que 50 % des brevets en Europe sur les « nano » sont allemands et la coopération d’Israël avec l’Allemagne se situe loin devant celle avec la France. Israelvalley

18 Oct 2010 FM Liberman: Israel and Greece enjoy a high level of cooperation, which is beneficial not only to the two countries but to the entire region Deputy Prime Minister and Minister of Foreign Affairs Avigdor Liberman and Greek Foreign Minister Dimitris Droutsas signed today (Monday 18 October 2010) an aviation agreement between Israel and Greece.
The agreement signed today replaces the previous aviation agreement between the two countries which was signed in 1952. The new agreement regulates a variety of issues and is aimed at promoting the aviation relationship between the countries, including the appointing of additional carriers, enabling up to two carriers to service each side for each destination (instead of the present one), establishing rules for setting rates, establishing guidelines for settling differences through negotiation, mediation and arbitration, establishing a schedule of routes, setting up guidelines for mutual criticism of the agreement and the appointed air carriers regarding compliance with safety regulations that relate to aviation facilities, flight teams, aircraft or their operation, and other subjects.
Prior to the signing of the agreement, FM Liberman and FM Droutsas met in a private session, and in an extended meeting discussed the bilateral relationship, the situation in the region and negotiations with the Palestinians. At the signing ceremony, which was held at the Ministry of Foreign Affairs in Jerusalem, FM Liberman stated that there is a good and close level of cooperation between Israel and Greece, and that this relationship is beneficial not only to the two countries but to the entire region. FM Liberman further stated that he is pleased to sign the aviation agreement, as it is an important agreement which will benefit both countries.
FM Droutsas noted the strengthening of the bilateral relationship, which includes the many meetings between FM Liberman and himself, as well as meetings between other senior Greek and Israeli officials, and added that the aviation agreement shows how the strengthening of the relationship can be translated into practical terms. The Greek foreign minister also stated that additional areas of mutual interest were defined, and that the two sides were looking into other areas in which cooperation could be expanded.
FM Droutsas said that the discussions with FM Liberman were very effectual and contributed to the cooperation between the two countries. He added that Greece is interested in promoting peace and stability in the area, and if both sides are willing, is ready to offer its services to assist on this issue.

We look forward to increasing orders and higher sales volume of these products in the coming years."
RADA's share was up 3.54% to $2.34 in morning trading on Nasdaq today, giving a market cap of $20.75 million.

ACE - Air Combat Missions Evaluation (Debriefing) System
The ACE system, an avionics system for debriefing air combat missions, is based on data recordings from digital and analog communication channels on the aircraft on top of the aircraft’s analog video recorder. ACE converts the data into a digital form and installs it on the analog video channels of the aircraft. On ground, the data is used by RADA’s ground debriefing station, to generate 3-D graphic displays that portray all the aircraft’s maneuvers during operational and training missions. The Israeli Air Force (F-16 A/B and A-4) and two other air forces (F-5) currently utilize the ACE system.

The US and Israel concluded a several day-long command post simulation and training exercise called Juniper Falcon 11 yesterday, October 21st, 2010. Juniper Falcon 11 is part of a series of routinely conducted training exercises between the US and Israel that build partnership and which promote regional peace and stability. The exercise is part of a long standing agreement between the US and Israel to hold bilateral training exercises on a regular basis Commanders and participants from both militaries expressed their satisfaction with the exercise upon its completion, expressing that the exercise allowed for each of the militaries to mutually learn from the other and improve their interoperability.
IDF Chief of the General Staff, Lt. Gen. Gabi Ashkenazi, said: “I see great progress in all matters of cooperation between us and the American armed forces and EUCOM. This is an important part of our ability to operate in different scenarios at sea, on the ground and in the air. It emphasizes the deep, intimate relations between us and the United States when facing mutual enemies, such as when fighting terror. I get the impression that officers from both sides feel these improvements and that we have interoperable capabilities.”
US Exercise Director, Maj. Gen. Craig Gourley, said: “I’ve had the opportunity in the past couple of years to participate in quite a few exercises and this definitely ranks at the top of my experiences. We’ve met 100 percent of our objectives and through the great experiences and trust we’ve developed in the past couple of days we were able to make this a truly outstanding exercise and gain good experiences for the future. Talking through our experiences and capabilities does nothing but enhance our interoperability and capabilities to work together and just improves how we operate as a team. I take away the friendships, the exposure to the environment and the great partnership. We’ve taken a look at a lot of the issues of interoperability and where we can enhance our capabilities and improve. All gaps have been filled. You’ve been a gracious host and met all of our needs. You’ve been outstanding. We’ve seen great camaraderie, dedication, pride, and commitment on behalf of the Israeli forces – it’s outstanding. We’re looking forward to coming back.”
IDF Exercise Director, Brig. Gen. Nizan Nuriel, said: “The real purpose of this exercise is to make sure that in real time, if necessary, we will be well trained and fully prepared. We know it’s about friendship, brotherhood and these kinds of exercises can create this level of relationship that in real time may be needed. This has been the most organized of such exercises until now. The exercise challenges both sides. I would like to emphasize the preparations of the American forces in this exercise, proving the importance they give to such an exercise.”
This exercise is a routine training exercise and is not associated with or in response to current world events.

The follow-on contract is worth $70 million. UAS Tactical Systems Ltd., (U-TacS) a joint venture of Elbit Systems Ltd. (Nasdaq: ESLT; TASE: ESLT) and Thales UK, has won a $70 million follow-on Urgent Operating Capability (UOR) contract with the British Army. U-TacS will provide an intelligence, surveillance, target acquisition and reconnaissance (ISTAR) support capability. The contract will be implemented over the next one and a half years. This is third U-TacS UOR contract with the British Army, following contracts in 2007 and 2009. In all the contracts, Elbit Systems will provide and support its Hermes 450 unmanned aerial vehicles (UAV) and train UK Ministry of Defence staff in the use and maintenance of the system. The company will also provide contractor logistic support and program management services, which will be managed by Leicester-based U-TacS.
Elbit Systems president and CEO Joseph Ackerman said, "The Hermes 450 continues to make a significant contribution to UK operations, under very demanding circumstances, achieving exceptionally high levels of operational availability."
Elbit Systems own 51% of U-TacS, and Thales UK owns 49%.
Elbit Systems' share closed at $52.98 on Nasdaq on Friday, giving a market cap of $2.26 billion. The share price fell 0.6% by mid-afternoon on the TASE today to NIS 192.

PLA officers will take courses in various subjects at IDF Spokesman's Office facilities. The Chinese offices will come to Israel for courses in combat photography, spokesmanship in situations of mass casualties, , and conduct vis-à-vis the public about casualties during public incidents.
The PLA officers will probably participate in an IDF Home Land Command exercise.
The IDF delegation was met with great interest in China, was hosted in the media, including the PLA newspaper.
The Israeli officers stressed that much of the visit was devoted to the sharing of information on the new media in the military sphere.
It should be pointed out, however, that while the IDF faces challenges in a developed democratic environment, with social networks, a vibrant blogosphere, and file sharing websites, the Chinese government controls all matters relating to exposure to the people, and reducing public criticism.
