Slovakia stalls on Gripen lease

The Slovak Ministry of Defence (MoD) has announced it is rejecting the latest offer for the lease of eight Saab Gripen fighter aircraft made by the Swedish government.

"For me it is unacceptable how the Swedes are negotiating with us from a legislative and legal perspective. The asking price is also unacceptable", recently appointed Slovak defence minister Peter Gajdos told the Slovak-language daily SME .

The Swedish government's latest offer was made in December 2015 to the previous Slovak government. The offer included the lease of eight Gripen fighters to Slovakia (six C model single-seaters and two D model two-seaters) for an undisclosed price for a total of 1,200 flight hours per year.

Russian Tigr special armoured vehicle from Military Industrial Company makes debut at Tank Days in Slovakia.

The Tank Days in Laugaricio – a festival of history and military hardware enthusiasts, which has become a tradition – took place about 100 km from Bratislava in 1 and 2 June.
Dozens of private collectors of military gear bring to the show over a hundred full-scale tanks, self-propelled artillery systems, infantry fighting vehicles, armoured personnel carriers, armoured vehicles, army lorries, guns and mortars and even aeroplanes as well. Although the materiel dates back to early last century, all vehicles are in good running order.

This year’s festival featured the debut of the SBM VPK-233136 Tigr (Tiger) armoured car from the Military Industrial Company (VPK). By tradition, the Tigr rode as part of the column of the vehicles participating in the show and then displayed its cross-country ability, having impressed thousands of the spectators by its ability to move fast in terrain devoid of roads altogether.

After the demonstration had been over and the vehicles had been parked at their spaces, the Tigr was scrutinized by representatives of the Slovak uniformed services attending the Tank Days show. They familiarised themselves with its equipment and then tried the vehicle on the move. During the test drive, Slovak servicemen overcame a number of natural and cultural obstacles and tried the car in various modes off road, having noted the Tigr’s high average speed and smooth ride. According to the experts who tested the Tigr, they liked the vehicle very much and would not mind to have it at their disposal.

WARSAW, Poland — Poland’s and Slovakia’s defense ministries are negotiating the purchase of eight-wheel drive Rosomak armored modular vehicles (AMV) by Slovakia, the Polish Defence Ministry said in a statement Thursday. This comes following Slovak news reports on plans by Slovakia’s Defence Ministry to scrap the acquisition.

Bartlomiej Misiewicz, the spokesman for the Polish Ministry of Defense, said negotiations “will be continued, as indicated by the talks by the defense ministers of Poland and Slovakia that took place during NATO’s summit in Warsaw.”

The Slovak military was to acquire 30 vehicles, which are built by Polish manufacturer Rosomak S.A. under a license from Finland’s Patria, within a three-year period in what was announced as the largest Polish-Slovak military deal in history. However, an unnamed Slovak Defence Ministry official told Slovakian media outlet SME that the project was “stopped due to [its] military and economic disadvantageousness for Slovakia.”

Slovakia's military is pulling out of its planned purchase of 31 Scipio 8x8 wheeled infantry fighting vehicles (IFVs), according to the draft of its latest defence White Paper.

The updated White Paper 2016 is based on 2013 edition, approved by the previous Slovak government, and will cover the development of the Armed Forces of the Slovak Republic until 2030. Currently, the updated version has been submitted for comments and is slated to be submitted to the cabinet at the end of July. The new document emphasises making Slovakia self-reliant in the defence of its territory.

The Scipio vehicle is based on the Polish Rosomak 8x8 armoured personnel carrier (APC) chassis (itself a derivative of the Finnish Patria AMV). A letter of intent for the Scipio programme was signed by Slovakia and Poland in July 2015.

Slovak Ministry of Defence spokesperson Danka Capakova confirmed that "at the time of preparing the draft of the 'White Paper on Defence', negotiation with Poland based on the letter of intent were ended".

Slovakia had intended to eventually buy up to 66 Scipio IFVs to equip two motorised battalions. The estimated value of the programme was EUR75 million (USD83 million), including EUR46.5 million price of Rosomak chassis. Part of the Polish-Slovakian deal was the repair of Poland's 152mm wz.1977 Dana self-propelled howitzers by Slovakian companies.

Instead of the 8x8, the Slovakian government plans to focus on smaller 4x4 vehicles (the Aligator, manufactured by the local Kerametal company), according to the draft defence White Paper; however the new priorities are still only a proposal.

Despite Slovakia's apparent lack of interest in buying Scipio, Bartlomiej Misiewicz, spokesman of the Polish Ministry of Defence, said that Polish-Slovak negotiations are continuing, and that the steering board is still the active body that will finalise a government-to-government deal.

The Slovak armed forces were planning to buy 31 Scipio 8x8 IFVs for the ISTAR battalion, part of 2.

Russia’s Military Industrial Company (VPK) has delivered to Slovakia a batch of Tigr armored vehicles, Director General Alexander Krasovitsky said in an interview with TASS on Friday.

“I can say that the Tigr police vehicles were delivered to Slovakia,” Krasovitsky said. A batch of these multipurpose infantry mobility vehicles was also supplied this year to the structures of Russia’s Interior Ministry, he added.

The other customers do not want to be named, Krasovitsky said.

“There are some tools thanks to which we send our vehicles to other countries, and they use them under their brands installing various armament on the Tigr vehicles,” he said.

Early Russian Tigr special armoured vehicle makes debut in Slovakia at Tank Days in Slovakia. The Tank Days in Laugaricio – a festival of history and military hardware enthusiasts, which has become a tradition – took place about 100 km from Bratislava in 1 and 2 June.

Also Military Industrial Company (VPK LLC) took part in the Defence Exhibition Bratislava (IDEB 2016) from 10 to 12 May in cooperation with its Slovak partner Corvus Slovakia s.r.o. and displayed a full-scale example of the SBM VPK-233136 Tigr armoured car.

The Tigr is a 4×4 multi-role, all-terrain light armoured vehicle manufactured by Military Industrial Company (BMK), a part of GAZ Group. The vehicle is primarily operated by Russian Defence Ministry and Ministry of the Interior forces.
