Israeli manufacturer BlueBird has won a contract to supply unmanned air vehicles to the Ethiopian army.
The company declines to reveal details about the order, but sources say it includes upgraded versions of the Boomerang and SpyLite systems, plus the establishment of local maintenance facilities and technology transfer.
BlueBird claims that its fuel cell-powered Boomerang can provide an endurance of over 10h while carrying day and night sensor payloads weighing up to a combined 1.3kg (2.8lb). However, an enhanced version with canards on its forward fuselage could achieve a flight time of 15h and reach an altitude of 15,000ft (4,570m), it adds.
The company's smaller SpyLite mini UAV is designed for "over-the-hill" surveillance applications.
Israeli sources say African nations are becoming big potential customers for UAVs, due to their need to monitor long borders and to control areas with natural resources such as oil.
BlueBird's success follows that of fellow Israeli firm Aeronautics Defence Systems, which recently won a deal to supply Orbiter air vehicles to Uganda.

La Russie négocie la livraison de 18 chasseurs Su-30K à l'Ethiopie, a annoncé vendredi le directeur adjoint de l'agence russe d'exportation d'armements Rosoboronexport, Alexandre Mikheïev dans une interview accordée à RIA Novosti.
"Nous sommes en consultation avec l'Ethiopie concernant une éventuelle vente de ces avions. Nous avons proposé de les moderniser en vue d'améliorer leurs caractéristiques tactiques et techniques et d'équiper les appareils de missiles air-sol modernes", a indiqué l'interlocuteur de l'agence.
"Si le client est prêt à financer les opérations, nous sommes prêts à faire des réparations, à moderniser et à livrer le lot d'ici quatre ou six mois", a souligné le responsable russe.
Un lot de 18 chasseurs russes Su-30K se trouve depuis près de deux ans à Baranovitchi (Biélorussie). Ces appareils ont été rendus par l'Inde dans le cadre du système "trade-in". A leur place, l'Inde a obtenu des Su-30MKI dernier cri.

Rosoboronexport deputy general director Alexander Mikheyev said on Friday that Ethiopia was interested in acquiring the Su-30MKIs.
"We are in consultation with Ethiopia about a possible sale of these aircraft. We proposed to modernise them in order to improve their tactical and technical characteristics and equip modern air-to-ground missiles," RIA Novosti quoted him as saying.

L’Ethiopie officiellement intégrée à l’AMISOM
L’AMISOM a officiellement annoncé aujourd’hui dans un communiqué l’intégration de l’armée éthiopienne au sein de la force de paix de l’AMISOM. L’ONU avait approuvé en novembre dernier l’augmentation des effectifs d’environ 4000 hommes.
Ce sont quelques 4 400 soldats éthiopiens qui sont déployés en Somalie, depuis novembre 2011. L’Ethiopie constitue ainsi le sixième contingent africain à apporter son aide à l’armée somalienne qui peine à s’imposer face aux shebab. Ces derniers ont tout de même subi quelques revers au cours de ces derniers mois dans le sud et le centre du pays. Au début du mois, un double attentat frappant le coeur de la capitale venait rappeler la capacité des islamistes à utiliser les méthodes terroristes pour terroriser le pays.
Les forces éthiopinnes continueront à occuper les régions de Bay, Gedo et Bakool, dont les deux dernières sont frontalières de l’Ethiopie. Des militaires ougandais, kényans, burundais, djiboutiens et sierra-léonais composent également l’AMISOM. Parmi les objectif futurs de l’AMISOM, la localité de Barawe, à 200 km au sud-ouest de Mogadiscio. Cette ville cotière constitue une base d’entraînement des shebabs qui y avaient subi une opération des Navy SEAL américain, en octobre dernier.

Ethiopian forces have deployed in Belet Weyne, in South Central Somalia as they begin their duties under the African Union Mission in Somalia (AMISOM).
The troops joined AMISOM in effect of United Nations Security Council Resolution 2124(2013) that provided for increased capacity of the AMISOM force strength from 17, 731 to 22,126 uniformed personnel.

Ethiopia: Pilot Hijacked Our Military Helicopter to Eritrea
The Ethiopian Defense Ministry charges that a pilot hijacked to Eritrea an attack helicopter which went missing a few days ago.
In a statement issued late Monday the ministry said the pilot of the Ethiopian attack helicopter forced his co-pilot and technician to land in Eritrean territory.
The helicopter was conducting a routine training flight when it disappeared on Friday morning, prompting a massive military search across northern Ethiopia.
It's unusual for Ethiopian army personnel to flee to Eritrea though Eritrean troops often across the border into Ethiopia, citing harsh conditions and forced conscription into the military.
Relations between Eritrea and Ethiopia have been consistently strained since Eritrea gained its independence from the Addis Ababa government in 1993 following a 30-year guerrilla war.

US confirms Ethiopian C-130E Hercules donation

United States embassy officials in Addis Ababa have confirmed that the Ethiopian government has received a single Lockheed C-130E Hercules transport aircraft from the United States for tactical airlift of troops and equipment to support Ethiopian participation in AU and UN peacekeeping operations.
The aircraft was previously operated by the Puerto Rico National Guard where it was flown by the 198th Airlift Squadron, according to Air Forces Daily. After retirement from the US Air Force, it was put in storage at Davis-Monthan Air Force Base, Arizona, in September, 2013, having flown a total of 22 739 flight hours. Early the following year it was taken out of storage and prepared for delivery to Ethiopia. The aircraft in early June 2014 flew to Ethiopia, making stops in Canada and the United Kingdom.
A statement from the US embassy in Addis Ababa said the donation came with full training support for Ethiopian pilots, technicians and engineers with specially focused programmes on navigation and maintenance processes. An embassy spokesperson said there are no existing plans to provide any additional aircraft.
The Ethiopian Air Force’s 15 Squadron has flown C-130s since 1998 when it received two former US Air Force C-130Bs and later two commercial L100-30 variants that were previously operated by the Ethiopian Government. It is not clear if the aircraft are still operational.
The C-130 is a welcome boost to the Ethiopian Air Force after it lost an Antonov An-12 in a crash at Mogadishu International Airport on 9 August 2013. The aircraft was delivering ammunition to help the Somali government combat al Shabaab militants.
The Ethiopian Air Force has also lost a number of aircraft to neighbouring Eritrea and Kenya through defecting pilots and technicians. In December, a senior air force pilot, his co-pilot and a technician escaped Ethiopia in the Mi-35 attack helicopter they were flying on a training mission and landed in the Eritrean town of Aishidada where they were granted political asylum. Since last year, Ethiopia has been trying to use diplomatic channels at various levels to secure the return of its aircraft but to no avail.

Oshkosh receives FMS from multiple countries for 84 Family of Medium Tactical Vehicles
The US military vehicles manufacturer Oshkosh Defense LLC won a $21,774,963 foreign military sales contract (Djibouti, Jordan, Kenya, Tunisia, Uganda, Ethiopia) for an additional 84 Family of Medium Tactical Vehicles and 59 B-kits (supplemental armor). The vehicles are to be delivered to Djibouti, Jordan, Kenya, Tunisia, Uganda, Ethiopia with an estimated completion date of Feb. 28, 2017.
The Family of Medium Tactical Vehicles (FMTV) is a series of vehicles, based on a common chassis, that vary by payload and mission requirements and that are produced by Oshkosh Corporation since 2011.
The Oshkosh FMTV is developed in a series of 17 models, running from the 2.5t Chassis (M1080) to the 10t Dump truck (M1157).
Aprroximatively 22,000 FMTV trucks have been delivered to the US Army by Oshkosh Defense.
All vehicles in the Family of Medium Tactical Vehicles are powered by a six-cylinder, fuel-injected, electronically-controlled, turbocharged and after-cooled Caterpillar C7 heavy-duty diesel engine rated at 330hp.
Fitted with the B-kits, the FMTV can operate with increased protection during periods when threat levels are higher. The B-kit provides protection to the sides and roof of the cab.

US to supply French-made APCs to African countries

he US military's Africa Command (AFRICOM) has ordered ACMAT Bastion armoured personnel carriers (APCs) for several African countries via the US company Mack Defense.
The USD25 million contract was announced on 25 September when the US Department of Defense said that Mack Defense will supply 62 APCs to Cameroon, Ethiopia, Somalia, Tunisia, and Uganda on behalf of AFRICOM, but did not identify the vehicles or say how many each country will receive.
Mack Defense told IHS Jane's on 6 October that all the vehicles are Bastion APCs: a type made by the French company ACMAT, which is owned by Renault Trucks Defense. Mack Defense and Renault Trucks Defense are part of the Volvo group.
The original Bastion APC consists of the chassis from ACMAT's VLRA range fitted with an armoured body that offers protection up to the STANAG 4569 standard. It is now also available with a new high-mobility chassis with independent suspension. It has a gross vehicle weight of 12 tonnes and can carry up to 10 people, including the driver.
Mack Defense said 32 Bastion APCs will be delivered to Somalia next year, 17 for the Ugandan contingent of the African Union Mission in Somalia (AMISOM) and another 13 for AMISOM's Somali contingent. (The Somali National Army operates alongside AMISOM, but is not formally part of the force.)
Four will be delivered to Tunisia, 15 to Cameroon, and 12 to Ethiopia before the end of October 2016, according to Mack Defense. All the countries will also receive at least one spares kit.

Sudan, Ethiopia Agree on Border Security Arrangement March 8, 2016
The Sudanese and Ethiopian Defense Ministers have expressed commitment to resolutions of the recommendations of the joint technical committee for safeguarding the sovereignty, security and stability of the common border areas.
Speaking at a joint press conference the two ministers held on Monday [March 7] in the Sudanese Ministry of Defense in the end of the 14th session of the joint technical committee, Sudanese Defense Minister Lt. Gen. Awad Mohamed Ahmed Ibn Owf stressed the strategic relations between the two countries particularly in the military field to maintain the border security and stability.
The Sudanese Defense Ministry is prepared for a joint action with Ethiopia, through committees or a joint military force for paving the way for the development of the border areas for the interest of the peoples of the two countries, said Ibn Owf.
Ethiopian Defense Minister Siraj Fegessa said at the press conference that his country is also committed to implementation of the resolutions of the technical committee. The meetings assessed the common needs to serve the interests of the two countries, Fegessa said.
He noted that safety prevails now along the common borders, thanks to the joint security efforts, adding that the two sides agreed on exchange of military experience and training.

FL Technics to provide spart parts to the Ethiopian Air Force
FL Technics, a global provider of tailor-made aircraft maintenance, repair and overhaul services, has announced winning the tender organized by the Ethiopian Air Force for the supply of spare parts and components for training, transport and multi-purpose aircraft, the Lithuania-based company announced on March 18.
FL Technics and the Ethiopian Air Force have signed a component supply agreement according to which the company’s military division – FL Technics Defence – shall ensure the provision of various spare parts for Aero L-39 Albatros, transport Antonov An-12 and multi-purpose An-32 airplanes.

Ethiopia and US Sign New Agreement, Enhance Security Cooperation April 7, 2016
Senior defense and government officials from the U.S. and Ethiopia held the sixth annual Bilateral Defense Committee March 31, 2016, in Addis Ababa, Ethiopia.
The ministerial-level meeting produced a new agreement outlining the cross-exchange of logistics, services, supplies, and support between the nations, as well as a plan for future security cooperation activities designed to meet mutual defense priorities.
Ethiopian attendees included Gen. Samora Yunis, Ethiopian National Defence Force (ENDF) Chief of the General Staff, and Defence Minister Siraj Fegessa. U.S. attendees included Amanda Dory, Deputy Assistant Secretary of Defense for African Affairs, U.S. Ambassador to Ethiopia Patricia M. Haslach, Gen. David Rodriguez, U.S. Africa Command commander, and Maj. Gen. Mark Stammer, Combined Joint Task Force-Horn of Africa commander.
After a brief coffee ceremony, Minister Siraj opened the meeting by reaffirming Ethiopia’s commitment to securing a safer East African region and continuing its partnership with the U.S. for years to come.
“I look forward to continuing the close cooperation of our two defense forces. I have no doubts that we will turn that into a truly successful endeavor,” said Siraj. “We have worked together for over 100 years, and I know this will continue with lasting success and friendship between us.”
Dory echoed the importance of a long-lasting partnership and bilateral support between the U.S. and Ethiopia.
“Ethiopia’s continued commitment to supporting the African Union Mission in Somalia (AMISOM) and their unwavering support to the United Nations Peace Operations goes to show just how progressive and strong Ethiopia is,” said Dory. “Neutralizing Al-Shabaab is a high priority for both the U.S. and Ethiopia, and working together plays a key role in peace and security.”
Rodriguez opened the plenary sessions by leading discussions on counterterrorism cooperation, Somalia security sector reform cooperation and intelligence sharing.
“We remain strongly committed to supporting AMISOM and its efforts in Somalia,” said Rodriguez. “Key to these efforts is the resumption of the AMISOM offensive Operation Juba Corridor (OJC).”
OJC is aimed at further degrading the Al-Shabaab violent extremist organization by removing them from their strong holds in multiple regions of Somalia. Since the start of OJC, the ENDF and other AMISOM forces have recovered major towns and villages in Somalia.
“Support between the Ethiopians and the U.S. will continue to be broad ranging, and will include equipment, training, advisory support, information sharing, and logistics support,” said Rodriguez. “We will also continue to look for new opportunities where the U.S. can leverage additional resources to boost AMISOM capabilities.”
The officials also discussed other regional issues including the Islamic State, ENDF support to United Nations peace support operations, impacts of drought in Ethiopia, air mobility and communications support, and defense health cooperation.

Ethiopia is converting some of its S-75 (SA-2 'Guideline') surface-to-air missiles (SAMs) into mobile systems by mounting them on the hulls of T-54/55 tanks.
A photograph of one of the S-75 launchers mounted on a T-54/55 hull was published by the Somali news website Garowe Online on 19 April to accompany a story about the president of Somalia's Puntland region visiting Ethiopia's Gafat Armament Industry, which is part of the military-run Metals and Engineering Corporation (METEC).
Other photographs showed missiles for the S-75 system at the same industrial complex.
Ethiopia has had S-75 systems since the 1970s, some of which are still deployed at three fixed sites around Addis Ababa, its S-125 (SA-3 'Goa') systems deployed closer to the Eritrean border to defend strategic locations.

Ethiopia Taking Steps to Improve Army Lives September 2, 2016 87 SHARE Facebook Twitter Ethiopian Defence Minister Siraj Fegessa said in line with country’s rapid economic growth his Ministry has been carrying out various activities to improve the living standard of the army thereby creating modern and healthy defence force.
While visiting over 700 blocks of army’s residence, offices, hospitals, dining and recreational center at the Defence Central Command (Barud) Tuesday [August 30], Minister Siraj said the primary duty of the army is to safeguard the constitution.
He said improving the army living standard would help the Ministry to build competent and dependable army to carry out missions successfully.
The Minister said that the army is building its internal capacity and improving its performance. The buildings constructed by the army are a case in point to depict army’s achievements, he said.
According to him, the government is working to improve the lives of the army in line with national development.
Chief of Staff General Samora Yonus on his part said the projects are manifestation of the creation of stable defence force. It would also help for effective coordination of the command.
Commending the job done, General Samora called on the army to keep on doing innovative works that move the army forward.
Ministry Engineering Department Head Brigadier General Mulu Girmay also said that the projects have immense contribution for the creation of modern army. The buildings would also serve as a training and indoctrination centers, he added.
According to him, the army has contributed over 180.8 million Birr through labour and materials in addition to the government’s 241 million Birr budget for the construction of the buildings.
From 33rd Division 8th Regiment Sergeant Andualem Mekonnen said: “As the Command is duty bound to control the borders with Eritrea, we are proud that we have managed to carry out the project successfully in addition to our mission.”
He said the multi-purpose buildings would definitely bring about change in the lives of the army.

Ethiopia has received from the United States a surplus Lockheed Martin C-130 Hercules transport aircraft, the US Embassy in Addis Ababa announced on 7 June.
The C-130E adds to one already donated by the US government in 2014 to aid airlift duties for the Ethiopian contingent fighting as part of the African Union (AU) Mission in Somalia force.

Dix-huit personnes ont été tuées suite au crash d'un hélicoptère militaire jeudi dans la région oromo, au sud d'Addis Abeba, a indiqué la télévision Fana BC. Tous les passagers - 15 militaires et trois civils - ont été tués lorsque l'hélicoptère s'est écrasé.
"L'hélicoptère, qui appartenait au ministère de la Défense, s'est écrasé lors d'un vol de Dire Dawa (nord-ouest) à Bishoftu (40 km au sud-est d'Addis Abeba) avec 18 personnes à son bord", a ajouté Fana, sans donner de précisions sur les circonstances du crash.
En 2013, un avion cargo militaire éthiopien s'était écrasé à l'atterrissage à l'aéroport de Mogadiscio, en Somalie, faisant quatre morts parmi les six membres d'équipage.

En 1952, suite à la défaite de l’Italie durant la Seconde Guerre Mondiale, les Nations unies associèrent l’Éthiopie à l’Érythrée au sein d’une fédération, ce qui donna à Addis Abeba un accès à la mer et permit, trois ans plus tard, la création de la Marine impériale éthiopienne. Forte de 3.500 marins, cette dernière put compter sur le soutien du Royaume-Uni, des États-Unis et de l’Italie pour prendre forme, notamment pour la formation de ses officiers et son équipement.
Conçue pour assurer la défense littorale et patrouiller en mer Rouge, la Marine impériale éthiopienne reçut notamment le navire de lutte anti-sous-marine PC-1616, qu’elle baptisa « Zerai Deres » ainsi que des patrouilleurs et des vedettes. En 1962, l’US Navy lui céda un transport d’hydravions, l’USS Orca, qu’elle transforma en navire-école. En outre, elle créa une aviation navale, avec 6 hélicoptères UH-1 Iroquois.
En 1974, après la chute de l’empereur Haïlé Sélassié, renversé par un coup d’État fomenté par des militaires marxistes, Addis-Abeba se tourna vers l’Union soviétique. Et Moscou ne mégota pas son soutien à l’Éthiopie, y voyant une occasion de se rapprocher du stratégique détroit de Bab el-Mandeb. Et en 1991, la marine éthiopienne put, entre autres, compter sur 2 frégates, 6 patrouilleurs et des embarcations lance-torpilles.
Seulement, cette année-là, l’l’indépendance de l’Érythrée changea la donne. Privée d’accès à la mer, l’Éthiopie dut se résoudre à abandonner ses forces navales… après avoir tenté, durant 5 ans, de la maintenir à flot, en utilisant des bases dans la région, en particulier au Yémen et à Djibouti.
Pour autant, Addis-Abeba n’a pas renoncé à disposer d’une marine. « Nous avons mis en place l’une des forces terrestres et aériennes les plus puissantes d’Afrique … nous devons renforcer notre capacité navale à l’avenir », a en effet déclaré, en juin dernier, Abiy Ahmed, le nouveau Premier ministre éthiopien, cité par Fana Broadcasting. Et d’expliquer que les réformes militaires à venir devaient « tenir compte de l’évolution rapide de la situation mondiale, socio-économique et politique en Éthiopie. »
Reste que cette ambition de restaurer les capacités navales éthiopiennes passe évidemment par un accès à la mer. Ce qui explique en partie l’accord de paix conclu en septembre 2018 par l’Éthiopie et l’Érythrée, qui pourrait louer le port Assab à cette fin.
Par ailleurs, Addis-Abeba a passé des accords avec la province autoproclamée indépendante du Somaliland, afin de prendre une participation de 19% au capital du port de Berbera. Même chose avec Djibouti, pays par lequel transitent 95% des échanges commerciaux de l’Éthiopie. Qui plus est, le port djiboutien de Doraleh est relié à la capitale éthiopienne par une nouvelle ligne de chemin fer, construite grâce à des financements chinois afin de remplacer celle qui fut autrefois tracée par la France.
Justement, l’influence de plus en plus marquée de la Chine en Afrique de l’Est commence à faire grincer quelques mâchoires : les banques chinoises ayant énormément prêté d’argent, les acteurs économiques de la région se trouvent désormais très endettés… Ce qui les met à la merci de Pékin. D’où la carte que le président français, Emmanuel Macron, entend jouer afin de donner à la France un rôle de contrepoids dans cette partie du monde.
Lors du premier déplacement d’un président français en Éthiopie depuis celui effectué par Georges Pompidou, en 1973, M. Macron a ainsi fait, le 12 mars, plusieurs annonces, dont une concernant une aide de la France pour préserver les 11 églises du XIIIe siècle taillées dans la roche de Lalibela et menacées par l’érosion.
Mais c’est dans le domaine militaire que la coopération franco-éthiopienne atteindra un niveau inédit puisqu’il est question que Paris aide Addis-Abeba à restaurer ses capacités navales, dans le cadre d’un accord signé lors de la visite de M. Macron.
« Cet accord inédit de coopération de défense offre le cadre d’une coopération renforcée et ouvre notamment la voie à un accompagnement spécifique de la France sur la mise en place d’une composante navale éthiopienne », a en effet déclaré le président français, à l’issue d’un entretien avec M. Ahmed.
« Plus largement, il offre un cadre à notre coopération en matière aérienne, au partenariat entre nos troupes et une perspective en terme de formation et d’équipement », a continué M. Macron. Et d’ajouter : « Nous avons conscience de le signer avec un dirigeant qui a décidé de construire la paix dans toute la région et de lutter avec force contre le terrorisme et contre toutes les formes de menace. »
Effectivement, l’arrivée au pouvoir de M. Ahmed et l’élection de la présidente Sahle-Work Zewde [qui est francophone et francophile pour avoir étudié à Montpellier] ont donné lieu à l’annonce d’une longue série de réformes, à la recherche de meilleures relations avec les puissances voisines de l’Éthiopie et à une « dynamique d’ouverture ».
« Vous avez décidé de moderniser l’économie de votre pays […] donc indépendamment de toute opportunité commerciale, nous considérons que c’est une transformation que nous nous devons accompagner », a souligné M. Macron, en s’adressant au Premier ministre éthiopien. D’où l’annonce d’un prêt de politique publique de 85 millions d’euros consenti par Paris, assorti d’une assistance technique de 15 millions d’euros via l’Agence française de développement [AFD].

L'Ethipie aurait acquis secrètement des batteries Pantsir-S2 (semblables à celles de l'Algérie) .. ils ont été dévoilés officiellement cette semaine .. Il paraît qu'ils prennent la menace égyptienne trop au sérieux
