Mice have seriously damaged three Pilatus PC-9 training jets of the Slovenian Air Foce, a spokesman for the Slovenian armed forces Simon Korez told the POP TV. The rodents seriously damaged wiring of the aircraft, inflicting losses of 5,000 euro (over $7,000). « L’affaire Patria » n’en finit pas de faire trembler les autorités politiques slovènes, jusqu’au plus haut niveau. Un accord vient d’être trouvé cette semaine qui met fin au contrat d’achat de blindés passé entre l’État Slovène et l’industriel européen Patria.
Retour en arrière, en 2006, la jeune Slovénie, qui vient d’entrer à la fois dans l’Union Européenne et dans l’OTAN doit renouveler ses capacités militaires et passe commande à l’industriel finlandais Patria de 135 véhicules blindés de transport de troupes 8X8 AMV (Armoured Modular Vehicle) pour 278 millions d’euros, soit le plus gros contrat d’armement de l’histoire de la jeune République. Las, rapidement les accusations de pot de vin touchant les responsables politiques slovènes, jusqu’au premier ministre actuel, font rapidement les choux gras de la presse. A partir de 2008, les enquêteurs, en Slovénie mais aussi en Finlande s’affairent. Le PDG de Patria est débarqué puis emprisonné. L’enquête, côté finlandais, devrait s’achever cet automne.
En attendant, ce mercredi 5 septembre, Patria (détenu au 3/4 par l’État finlandais et le restant par EADS) a signé un accord avec le gouvernement slovène pour mettre un terme à ce contrat géant. « Nous avons signé un accord pour casser ce contrat… ainsi la Slovénie n’achètera pas plus de véhicules de Patria » a expliqué le ministre slovène de la Défense Ales Hojs à des journalistes de Reuters.
Aujourd’hui, l’armée de terre slovène devra donc se débrouiller avec les 30 véhicules AMV déjà livrés (74,5 millions d’euros). D’autant plus qu’un autre contrat d’acquisition est aujourd’hui fortement improbable, la Slovénie faisant partie des pays de la zone euro considérés fragiles…

Heli-One Upgrades EC135 Helicopter for Slovenian National Police
British Columbia, Canada | Heli-One, the world’s largest independent provider of helicopter maintenance, repair and overhaul (MRO) announces the recent signing of an agreement to integrate upgraded communications equipment on the Slovenian National Police’s Eurocopter EC135 helicopter.
Specifically, the contract calls for the installation of a Tetra radio. The Tetra product is a private mobile communications system that can be retro-fitted into a helicopter for use in police, air ambulance and aerial fire services operations that offers increased flexibility, security and ease of use. The Tetra system integration will be performed by avionics systems specialists from Heli-One’s Stavanger, Norway MRO operation. The project is 80% funded by the EU Special Transit Scheme programme under external border protection funding.
Larry Alexandre, President of Heli-One explains that the Slovenian Police contract is highly significant for Heli-One, as the company focuses on expanding its market share in the highly-competitive Airborne Law Enforcement and Emergency Medical Service markets. The contract represents the third helicopter to be upgraded by Heli-One under the full or part funding programme for the EU border protection.
“We are proud to have been selected by the Slovenian Police to carry out the EC135 communications system upgrade. Over the past several years; Heli-one has been increasingly performing MRO work for police aviation wings; both in North America and Overseas. Due to our extensive experience with defense and security, police and emergency medical aerial operators, we understand of the necessity for best-in-class MRO services that help ensure safety and reliability, and we have the knowledge, skills and global support network to deliver those specialized services. Alexandre further elaborates that his company will continue to actively expand into these markets, and his senior management team is actively assessing next steps to ensure Heli-One remains at the forefront of MRO suppliers to police, air ambulance and defence sector operators around the globe; supported from its internationally located bases of operations.
The Eurocopter EC135 is a twin-engine civil helicopter produced by Eurocopter and incorporates a Fenestron tail rotor system. The helicopter is a popular choice among police aviation wings and air ambulance services, as well being used for executive transport.

Slovakia prepares for major defence acquisitions
Slovakia is seeking to lease a new type of fighter aircraft to replace its MiG-29 fighter fleet when they retire within the next few years, according to Slovak National Armament Office Director Róbert Tibenský.
Tibenský was speaking at the annual GLOBSEC security forum held in Bratislava from 14-16 May, and confirmed that by 2020, Slovakia will have replaced most of its Soviet-era legacy equipment with modern platforms.
Tibenský, who was appointed on 1 May, said with Bratislava withdrawing its Mikoyan MiG-29 fighter aircraft from service in about 2016-17, Slovakia will seek to emulate the neighbouring Czech Republic and Hungary and lease a new type of combat aircraft to prevent a gap in its supersonic fighter capability.
Both the Czech Republic and Hungary lease the Saab Gripen fighter aircraft from Sweden and accordingly, a lease of Gripen would appear a logical step for Slovakia. This could also offer the possibility of conducting joint training, weapon systems acquisition, and maintenance, repair, and overhaul (MRO) to potentially decrease the overall costs of the programme. Saab is the only military aircraft manufacturer to currently lease fighter aircraft abroad, however companies such as BAE Systems and Boeing have previously indicated a willingness to lease aircraft to Malaysia.
IHS Jane's understands that the priority is given to platforms that are NATO interoperable and compatible.
Bratislava is looking for long-term solutions and, as such, it is expected to lease the aircraft for 10-15 years with approximately 1,500 flying hours per year.
As the Slovak contract for MRO of country's MiG29s with RSK MiG expires in 2016, the goal is to have the first new aircraft in service in 2016 or early 2017.
Speaking to IHS Jane's , Daniel Boestad, vice president of Saab, said: "By choosing Gripen, Slovakia would become a part of a wide pooling and sharing family, where MRO and training costs are shared between three or more countries, which would also have a positive impact on multinational interoperability."
Currently, Slovakia fields 10 MiG-29s, although IHS Jane's believes only two are fully operational.
IHS Jane's has also learnt that the Czech Republic and Slovakia plan jointly procure new jet training aircraft to replace existing Aero L-39 Albatross trainers operated by both countries, and which are scheduled for withdrawal from service in 2019.
Both countries are also keen to pursue a joint procurement of air defence radar in a bid to reduce costs. IHS Jane's reported in February this year that several Czech and Slovak companies had finalised the creation of an industrial consortium for the development and manufacture of a new mobile air defence radar (MADR) for each nation's armed forces.
Tibenský also stated that Slovakia will also fully replace its Mil Mi-17 'Hip' utility helicopters with modern platforms by the end of 2020. However, he did not provide any details of the specifications of the future platforms. The tender is expected to be issued by the end of this year.
Lastly, there is an understanding within the Slovak armed forces that the country will also need to replace its BMP-1 armoured personnel carriers with new 4x4 and 8x8 vehicles, procurement of which is expected to be completed by the end of 2020.
However, one major obstacle that could hinder the fulfillment of this modernisation programme is the country's limited defence budget. In 2014, Slovakia spent only 0.99% of its GDP on defence, equating to about USD988 million. According to IHS Jane's Defence Budgets , Slovak defence spending is expected to only slightly increase to USD1.211 billion, or 1.02% of GDP, by the end of 2018. Additionally, 85% of the Slovak defence budget is spent on personnel, operation, and maintenance costs, leaving only 10% for procurement.
This small allocation and the low probability of a significant increase in the Ministry of Defence's budget in the near term, opens the possibility of the procurement plans announced by Tibenský being curtailed. Changing the structure of defence expenditure will also require significant time and effort, and it is not yet clear to what extent the Slovak government has the political will to undertake such reforms.

Government approves purchase of two Italian planes
THE SLOVAK military will purchase two Italian tactical transport aircraft C-27J Spartan for, the government decided at its October 22 session. This move completes the almost six-year procurement process that began in 2008 in the wake of the crash of military aircraft An-24 close to Hungarian village Hejce in which 42 Slovaks died.
Defence Minister Martin Glváč announced that the contract on delivery of the two machines will be inked next week, the TASR newswire reported.
The Sme daily wrote that the public still does not know how much the ministry will pay for what it called the most important purchase by the Slovak army.
“It is the aircraft we need and, first of all, it is required by the army,” Glváč said, as quoted by TASR, adding that C-27Js will carry out military tasks and ensure that the Slovak army will not lose its expert capabilities following the scrapping of the An-24s.
Aside from this role, the new aircraft can be used also for domestic or international crisis management, said the minister.
The material was discussed at a closed-door session, with the purchasing price confidential. Glváč assured the public that the price is lower than that seen in the last tender, though he refused to state any figures, TASR wrote.
The resources for the purchase are allocated from the ministry’s budget.
“We will not indebt future governments,” the defence minister added, as quoted by TASR.
Slovakia will have to wait for the new aircraft, as the first C-27J is slated to be delivered in 2016 and another one year later. The Slovak Army currently uses Antonov An-26 and L-410 transporters.
Former defence minister Martin Fedor of the Slovak Democratic and Christian Union (SDKÚ) said that a single fleet for both the Interior and Defence Ministries would be more efficient for the state.
“I have been promoting long-term the operation of a single unified fleet that would be more efficient for the state,” Fedor said, as quoted by TASR. “The existing two separate fleets run by the ministries do not contribute towards the streamlining of the state apparatus.
He also pointed out that the Concept of the Development of Slovak Armed Forces’ Airforce is still confidential material and thus it is not possible to evaluate the economic efficiency of the purchase in question, as reported by TASR.
