Golfe: le CCG favorable à une adhésion de la Jordanie et du Maroc

RYAD - Les dirigeants du Conseil de coopération du Golfe (CCG), réunis mardi en sommet à Ryad, se sont déclarés favorables à une adhésion de la Jordanie et du Maroc à leur groupement régional, a annoncé à la presse le secrétaire général du CCG, Abdellatif Zayani.

Cette décision surprise a été annoncée au terme d'un sommet de concertation des six pays du CCG (Arabie saoudite, Bahreïn, Emirats arabes unis, Koweït, Oman et Qatar), axée sur les développements dans la région, notamment la tension avec l'Iran et la crise politique au Yémen.

La Jordanie est un pays voisin de l'Arabie saoudite alors que le Maroc, un pays d'Afrique du Nord, est situé géographiquement loin des membres du CCG.

La Jordanie et le Maroc sont des monarchies au même titre que les pays du CCG.

Ah mais on ne comptait pas se rapprocher physiquement Le Royaume invité à adhérer au CCG - Page 19 Icon_mrg
On a un avenir maghrebin, la géographie et la proximité culturelle le commande, mais il y aura aussi un partenariat renforcé avec le Golfe via le CCG. Comme il y a un accord avancé avec l'UE. Comme la Turquie, la geographie nous a placer sur des détroits et nous fait donc obligation d'avoir des liens multiples. En Europe on écoule nos marchandises et on émigre Le Royaume invité à adhérer au CCG - Page 19 Icon_mrg , en Afrique, on se déploie à notre mesure mais surement, avec le golfe se sera securito-financier + libre échange.
Une relation vient compléter l'autre sans nécessairement s'opposer.

Je trouve que baybars a bien exprimé mes craintes.

pour les réformes, ca n’interdit rien mais un minimum de cohérence est requis entre ce que l'on fait chez nous, et ce que l'on défend à l’extérieur.
Je suis loin de défendre l'Iran, j'ai parlé d’Égypte comme allié potentiel, pas la peine de changer de bloc mais un peu d'initiative de temps en temps nous permettrait d'avoir plus d'autonomie sur le plan international.

Pour ce qui est des régimes, je pense que le Bahreïn a donné l'exemple que les monarchies absolues ne sont jamais à l'abri d'un tremblement de terre (rappelez vous de l'Iran)

Parceque TFF a bengazi c'est pas de l'initiative sa ?
Autonomie sur le plan international ? A ma connaissance la politique extérieur est dicté par des considérations lié aux intérêts du pays, celà me parait évident et jusqu'à aujourd'hui, les alliances qui ont été faitent lui ont tjrs été profitable !

Donc la question qui reste à se poser c'est pourquoi trahir ces alliances de longue date, aux profis de relations avec des pays qui sont loin d'avoir démontré un intérêt pour notre cause nationale, bien au contraire...

je vois pas quoi en l'égypte peut nous aidé c'est un pays qui a toujours conduit les pays de cette partie que certain appelle monde arabe dans le mur , ils sont même pas capable de se mettre d'accord entre eux on fait élection en 1er ou constitution en 1er .... tu sais ses des peuples qui aime que les solgans et les rêves perdu ... si non c'est un pays qui est en plein crise économique et qui n'est pas capable de subvenir au plus simple de ses besoins sans subvention externe voila l'égypte dont tu parle , a part jabha ou santi7a c'est un pays nue .

j'ajouterai que notre situation est mieux que eux , l'egypte a plus gagné de nous que nous d'eux , au moins chez nous je vois de l’espoir , chez eux même avec 1000 révolution j'ai plein de doute car la réalité va finir par se montré au dela des rêves et des slogan

Pouquoi? au nom de quoi? et comment peut-on defendre a l'exterieure qq chose -qui commence juste a emerger chez nous- sans tomber dans l'imperialism ou l'ingerance?

L'initiave et l'autonomie coutentent des $$$. Il faut des reseaux, des medias, une influence internationale pour poretendre a cela.
Il faut faire avec ce qu'on a (pas). Ne pas confondre le Maroc avec un autre pays riche en hydrocarbures Wink

Rien ni personne n'est a l'abri. penser que le regieme politique a la moindre influence sur l'Etat de la nation est une grosse erreure. Le regime politique n'est qu'un instrument parmi d'autres ( et dans beacupup de cas, n'est qu'une image vide de sens), au service d'autre objectifs qui sont EUX le solcle de la puissance des nations: economie (productivite), ressources humaines nationales (R&D, efficience), integration et sentiment d'appartenannce (patriotisme, fierte, diffenrets symbolismes utilise pour inciter les gens a adopter leur pays et non seulement vivre dessus et l'utiliser).

La partie effictive dans les democraties liberales n'est pas "democratie" mais bien "liberale" avec tout le necessaire qui vient avec en doit civique, confiance mutuelle entre gouverneur et gouverne etc...

Dans certains cas, une monarchie capable de garantir la stabilite (paix interieure), un minimum humai nde liberte et d'ouvrir des voie vers le progres, mais egalement de communiquer effectivement sur son contexte (pour relativiser et comparer ce qui est comparable) vaut mieux, sur le plan survie, qu'une republique incapable de garantir le minimum vital de securite interieure...

Ce ministre jordanien s est emmélé les pinceaux,c est exactement l inverse,le qatar et les EAU ont "invité "les jordaniens,et les saoudiens pour
accepter ce deal ont imposé le Maroc.Rappelez- vous quand le ministre des A.E qatari(celui qui a sauté) a affirmé a l algerie que les Saoudiens
ont fait de l inclusion du Maroc une question d honneur(9adiate CHARAF).

les seoudiens sont nos seuls veritables alliés,les americains meme la france nous a fait defaut ils ont refusé de nous livrer des mirages du temps de giscard alors qu'on en avait besoin.a une certaine epoque hassan 2 etait consideré comme fini et etait meme surnommé Pph:passera pas l'hiver dans les salons parisiens.seuls les seoudiens etaient la pour nous et les laisser tomber serait comme si on se tirait une balle dans le pied,le monde est fait d'alliances si tu fragilise ou laisser fragiliser ton allié tu ne fait que du tort a toi meme.

A decision by Gulf hydrocarbon exporters to admit Jordan and Morocco to their 30-year-old alliance will spur investment, create jobs in those two Arab nations and boost home remittances from Jordanians and Moroccans working in the Gulf, according to a semi official study in the UAE.

The move, encompassing nearly 70 million people in those two Arab kingdoms and the six-nation Gulf Cooperation Council (GCC) will also allow the Gulf group to boost exports to those two kingdoms and their Western economic partners, including the US and Europe, the government-controlled Emirates Industrial Bank (EIB) said in its latest monthly economic bulletin.

The study said the GCC and the two Arab kingdoms already have strong commercial relations, with their two-way trade surging to nearly $7.8 billion in 2010 from around $4.6 billion in 2009.

But it stressed that the two sides need to modify some economic laws to accommodate each other, mainly those concerning the GCC customs union. It noted that GCC members—UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman—enforce a unified five per cent tariff on foreign imports as part of their customs union while tariffs in Jordan and Morocco range between 20 and 80 per cent. Some food imports in the GCC are also exempted from tariffs, it said.

“There is a need to amend some laws and legislations to facilitate the joining of those two Arab countries of the GCC,” the study said.

“As for the benefits, both parties will gain from this move….Jordan and Morocco will witness an increase in GCC investment and this will contribute to expanding growth in the two countries, create more jobs and cut unemployment rates…the move will also boost GCC exports and remittances from Jordanians and Moroccans to their countries and this will help improve their living standards.”

EIB said the expanded group would also allow GCC states to increase their exports to the US and the European Union through Jordan and Morocco given the two countries’ special economic relationship with the West and this will enable the GCC to expand their industrial sector.

The study expected the surge in GCC investment in Jordan and Morocco to boost the GDP of those two countries, adding that they currently account for only 11 per cent of the GCC’s combined GDP. The GDP per capita in the GCC, which was created in 1981, is also almost seven times that in Jordan and Morocco.

“For example, a five per cent rise in GCC investment in Jordan and Morocco will contribute to a four per cent rise in the GDP of the two countries…in time, this will help bridge the economic gap between the GCC and the two countries…the GCC can also help cut fiscal deficits in those two countries…all these measures will be vital for the success of the formation of a strong group capable of facing the challenges of the time and achieving more gains for all members.”

In a recent study, a key French bank said the inclusion of Jordan and Morocco into the GCC would add more than 12 per cent to the bloc’s economy which could soar above $one trillion in current prices.“Full integration of Jordan and Morocco into the GCC economic area would add 12.2 per cent to the bloc’s nominal GDP, based on 2010 data, bringing it solidly above the $one trillion mark,” Credit Agricole said.

The study said it would be much easier for the GCC to absorb Jordan since its economy, worth $27.5 billion in 2010, is smaller than that of Oman and about a fifteenth of the size of Saudi Arabia’s.Jordan, which shares a border with Saudi Arabia’s northwest, is also a better geographic fit than Morocco, a Mediterranean coast state in North Africa.

Morocco’s economy was valued at $103.5bn in 2010, not far below Qatar andKuwait, and its inclusion in the GCC would lead to a sizeable adjustment in the GCC’s economic structure, the study added.

More than 6,000 kilometers separate Morocco's capital Rabat from Oman's Muscat. Even Kazakhstan is closer. Yet, Morocco's foreign minister, Taeib Fassi Fihri, insists his country is "anxious to have good relations and strong cooperation with the GCC", that "the geographical distance is no obstacle to a strong relationship".

Morocco's per capita income stood at USD 3,252 in 2010, well below Saudi Arabia's per-capita GDP of USD 16,041, the lowest among GCC countries, according a Credit Agricole report.

However, despite the geographic and economic gaps, the GCC has extended a hand of cooperation to the kingdom of 32 million people in May 2011, by considering an offer of membership to the wealthy club. This was followed with a five-year economic development plan in the last meeting of GCC foreign ministers in September 2011.

Setting aside the speculation about the strategic motives behind this move, Morocco, the Arab world's oldest monarchy, which has witnessed some modest protests during the Arab Spring, would get an economic boost from joining the Council. This boost would ease the kingdom's budget and trade deficits and a soaring unemployment rate, thus lowering the risk of socio-political tensions in the country.

Twin Deficits

In 2010, the kingdom's economy grew by 3.7%, according to a recent report by the Economist Intelligence Unit. In 2011, the government committed itself to improving the economy and employment prospects for its citizens, in an effort to tame social unrest and to ease poverty-related tensions.

Morocco witnessed the latest protests on September 25, 2011, when thousands demanded political reform and more social justice. These protests were in response to calls of the February 20 Movement which took its name from its first day of protest inspired by the Arab Spring.

A pressing concern for Morocco currently is its rising budget deficit. The IMF's concluding statement of the 2011 Article IV Consultation on Morocco, indicated a worsening budget deficit for Morocco caused by the sharp increase in expenditures. The budget deficit may reach 5.5% to 6% of GDP due to an increase in expenditures amounting to 3% of GDP relative to the 2011 budget, largely due to an increase in food and fuel subsidies.

The government's pledge to stabilize prices through subsidies has been a burden on its budget. The subsidy bill reached 2.5% of GDP in 2010, and it is set to increase even further in 2011, due to the global increase in commodity prices, according to the EIU.

The government targets 6% annual average real GDP growth over the long term and has pledged to build 150,000 housing units annually until 2013. However, the EIU considers these targets overambitious due to the vulnerability of GDP growth, and hence government revenue, to the performance of the country's agriculture sector.

At the end of July 2011, Morocco's trade deficit rose by an alarming 21% over the same period of 2010, reaching around 106.5 billion Moroccan dirhams, compared with MAD 87.9 billion in 2010, according to Office des Changes official figures.

The deficit is attributed mainly to the soaring energy imports bill which increased by 39%, as well as agricultural imports, which rose by 58.5%.

With a potential inclusion in the GCC, Morocco can gain significant benefits on the energy front with special privileges like subsidized prices of crude oil and gas. This will lower the contraints of a high crude imports bill on its budget. The induction will also open up a larger market for Morocco's exports with more trade agreements and lower barriers.

"Morocco has always considered US and Europe as its main trade partners, given its strategic location at both the Mediterranean and Atlantic Ocean. Yet, from a geopolitical perspective, joining the GCC will inaugurate a new page in the history of Morocco's trade with the world and re-establish the old-rooted trade routes between East and West," Mhammad Biygautane, a researcher and expert in North African politics and governance at the Dubai School of Governance (DSG), told Zawya.

Unemployment

One of the major challenges facing Morocco is its high unemployment rate. "Morocco's young, well educated workforce struggles to find jobs in the country. The Gulf countries have been one of the most desired destinations for these young people to prosper and secure financial and professional stability," Biygautane said.

"Free movement of labor, if Morocco joins the GCC, will undoubtedly create more employment opportunities and establish an abundant source of remittances for Morocco," He said.

At the end of June 2011, the unemployment rate in Morocco increased to 8.7% from 8.2% a year earlier, according to Haut Commissariat au Plan (HCP). However, many analysts believe that the official unemployment figures understate the real rate.

Unemployment among degree holders is as high as 18% and almost one-fifth of those who completed vocational training do not have a job, reported local newspaper Maghrebia on May 13, 2011. Employment Minister Jamal Rhmani warned that the number of new job-seekers is set to double by 2016.

In the aftermath of the February 20 protests, Morocco's Economic and Social Council (CES) was tasked with addressing the issue of youth unemployment. However, Morocco needs to keep its economic growth target between 6% and 7% until 2020 in order to reduce unemployment to 6.7%, High Commissioner for Planning Ahmed Lahlimi said.

Remittances accounted for around 8% of GDP in 2010, and rose by 7.4% to MAD 26.8 billion in the first half of 2011, according to the EIU. Extending unhindered travel rights for Morocco's workforce to GCC countries upon induction to the Council would ease the unemployment crisis in Morocco and increase the flow of remittances to the country.

Foreign Direct Investment

According to the World Bank's latest 2011 data, Morocco, with a GNI Per Capita of USD 2,790, ranks relatively high in terms of ease of starting a business compared to other MENA countries.

Relaxing regulations of doing business even further for Gulf investors, upon joining the GCC, would even improve the investment sentiment in the kingdom and lure higher FDI into the country.

"Morocco witnessed increased investments by Gulf businessmen, particularly in its real estate and tourism sectors. Opening the boundaries of the country would increase GCC countries' interest in Morocco as an investment destination," DSG's Biygautane told Zawya.

The Gulf region's interest in investing in Morocco grew particularly after the 9/11 attacks and the consequent increased willingness to invest more in the Arab world. Emaar Properties, Pearl of Kuwait Real Estate Company, Dubai Properties, Al Qudra Real Estate and Qatari Diar are some GCC companies that invested heavily in Morocco. This list is set to grow if Morocco joins the GCC with easier laws governing investor relations among these countries.

Investment inflows dropped by 15% to MAD 10.9 billion in the first half of 2011, according to the EIU, but this figure would improve if Morocco becomes a member of the wealthy Council, due to higher prospects of increased investments from GCC countries.

Tourism

Tourism receipts rose by 9.3% to MAD 24.7 billion in the first of 2011, according to EIU estimates. This figure is set to grow if Morocco joins the GCC, with an expected rise in the number of Gulf tourists.

"Morocco is already one of the favored destinations for Gulf tourists, given its diverse cultural heritage, its natural landscapes, food and weather. Yet, with facilitated cross-border travel, the Moroccan tourism industry would be set for further development upon joining the GCC," Biygautane said.

At the end of 2010, Morocco's government launched Vision 2020, a 10-year tourism plan with the goal of doubling tourist arrivals by 2020.

Joining the GCC would bring Morocco closer to its vision for its tourism sector, which is considered labor-intensive and accounted for around 14% of GDP in 2010, hence creating more employment opportunities in its economy.

Conclusion

"Joining the GCC will undoubtedly foster economic development and alleviate the burden of budget deficit in Morocco, create job opportunities for the young and well-qualified Moroccan youth, and establish stronger trade, tourism and investment relations among these countries," Biygautane said.

In light of the regional unrest, Morocco's success in dealing with its social and economic challenges will greatly influence popular sentiment. While a potential induction in the wealthy Gulf economic bloc would ease these challenges, the monarchy would still need to push ahead with political reform.

Since the beginning of Gulf Cooperation Council’s (GCC) existence, a number of countries have expressed an interest in joining the GCC. Iraq, Yemen, and now Jordan and Morocco are candidates for inclusion in the GCC. Several reasons seem to make sense for these countries to join the GCC, including cultural similarity, common language, and a generally liberal economic system. There is also a great deal of trade between these countries and the GCC.

For example, Jordan’s merchandise trade with the GCC block amounts to 69.8 of total trade. Saudi Arabia, Kuwait, and the UAE are the biggest investors in Jordan. Moreover, large and growing numbers of Arab workers 
are recruited in the GCC to satisfy 
employment demands.

The expansion of the GCC could prove beneficial for a number of reasons, listed below:

The GCC would form part of an area covering a vast portion of the Middle East and Asian continent. Access to these larger markets for materials and manufactured products would be highly advantageous. Elimination of tariffs and other trade barriers between the GCC and new members would witness an increase in trade between the countries concerned. Breaking down barriers between GCC national markets and new members help create a single market where goods, people, money and services can move around freely.

The interests expressed by Jordan and Morocco, among others, raise some questions about the GCC accession process itself and call for clarification. In contrast, the European Union implemented a mechanism whereby if a country’s application is accepted, it becomes a “candidate country” and begins negotiations with the European Commission to determine the specific membership terms for that 
country - a process which can take several 
years to complete.

Moreover, there is no requirement of geographical nexus between the GCC and new members. Thus, theoretically, Egypt, Lebanon, and Sudan may request joining the GCC 
in the future. While GCC membership is technically open to others, in particular within the Middle East, the GCC may be reluctant to proceed with accepting new members from other continents.

Admitting new members into the GCC bloc raise specific concerns. Extending the integration process before a template “integration model” has been developed and proven successful to a number of other countries could be tricky. Furthermore, engaging in a process of economic integration with Jordan and Morocco with different levels of economic development can be challenging. GCC countries have larger and more prosperous markets than other countries. In addition, the average worker in the GCC is more likely to earn more and pay fewer taxes than the average worker in other countries. To counter such a problem, the GCC might need to create a development fund or bank to aid countries with the most need. The development fund or bank would involve all GCC member states by contributing according to the proportion of each state’s economy. Allocations of funds can be made to poorer regions wherever they are located in the GCC.

Another problem represents itself in cross-border mobility. The GCC labour markets could be flooded with skilled and unskilled workers which may lead to tensions - due to taking native jobs or cause a drop in wages for native workers-within GCC member states.. In the first phases of integration, the GCC could impose quotas on the number of workers coming newly acceding countries. These quotas would be relaxed over time and ultimately abolished at a later stage of integration. In addition, the number of Arab workers living in other GCC member states could decline if there is an economic progress in their home countries as a result of integrating with the GCC. There can be another way to consider the relation between the GCC and its neighbouring countries. Perhaps the relation between the 
GCC and its neighbouring countries can be thought of as creating an informal long-term relationship, rather than an actual short-term formal relationship.

This kind of relationship creates a link and a channel of communication. It could be viewed as statements of intent, meant to create, nurture, and establish a generalised relationship and a tradition of cooperation among these countries, rather than an actual free trade area agreement or customs union within the short term. In this case, the formal relationship can follow once the GCC has developed its own integration template for expansion.

The bottom-line question as to whether the GCC is successful enough to be able to expand and absorb other economies can be extremely hard to answer. The European Union has been struggling with this question for many years. Perhaps the only way in which it can be answered is retrospectively; if the GCC can successfully negotiate free trade agreements with other countries and if these agreements are successful, then it was developed and successful enough to expand.

The GCC needs to examine its potential membership negotiations with interested countries to determine whether any of its norms, negotiating styles or positions, or other factors have negatively affected its ability to implement agreements or successfully conclude membership negotiations with potential new members. expansion.

Atteindre 800 rencontres B to B

Dans un communiqué de Maroc Export repris par la MAP, l'objectuf est d'atteindre environ 800 rencontres personnalisées B to B.

Des rencontres avec les étudiants des universités de ces différents pays sont également au programme de “Prospectour CCG 2011” dont le concept a été inspiré par la caravane qu'organise le ministère du Commerce extérieur en Afrique sub-saharienne.

Enfin, il est à rappeler qu'en mai dernier, les pays du CCG ont invité le Maroc à adhérer à leur groupement en vue de développer davantage les relations.

On espère que ce rêve va devenir réalité !
Et surtout plus de sérieux de la part des investisseurs du golf, parce que jusqu'à présent a part faire des annonces dans le vent et spéculer... notamment ils devaient faire des tours immenses à Casablanca, emaar devait lancer à oumkaimden une énorme station de ski avec commerces, chalets etc... développer la vallée du bouregreg, ou encore la corniche de Rabat entre autre... mais rien, ils ont pliés bagage ! et c'est pareil ailleurs...

Le Conseil de coopération du Golfe (CCG) donnera son avis final sur les propositions du Maroc déjà émises concernant les axes de coopération qui ont été suggérés par le royaume. Trois volets de coopération ont été ressortis de la proposition marocaine et concernent le dialogue stratégique, la coopération économique et la dimension humaine et sociale de cette coopération. Une réunion a eu lieu la semaine dernière à Riyad afin de se pencher davantage sur le contenu des idées avancées par la partie marocaine pour un partenariat très avancé avec les six pays formant le CCG.
