Italian Maltese joint exercise ''Canale 09''



The Italo-Maltese training exercise “Canale” this year returns to the Italian bay of Augusta in Sicily. This major joint training event is being held between the 18th and the 25th September 09. Its aim is to promote co-operation and peace in the Mediterranean region, with particular emphasis on the “5 + 5 Initiative” in this area. Exercise training activities will be focused on maritime Search-and-Rescue (SAR) and Maritime Law Enforcement (MLE) joint and combined operations.

Planned and organized by the Italian Joint Operational Headquarters (IT JOHQ), the exercise is coordinated by the Italian Navy along with the Italian Air Force, the Carabinieri and Italian Coast Guard utilizing its Maritime Rescue Coordinator Centre (MRCC) of Catania (with regards the relative SAR training-activity). This is the 16th edition of the exercise which involves naval and air units invited from Mediterranean countries forming part of the “5 + 5 Process”. Such training is in line with larger, already existing, regional initiatives (Mediterranean Dialogue and EUROMED), and make exercise “Canale 09” a significant practical facility for Confidence Building Measures (CBM) and a major step forward to the operational dimension of the “5 + 5 Initiative”. The exercise enables practical activity which the 10-nation group utilize in enhancing dialogue between the Northern and Southern shores of the Mediterranean basin.

Algeria, Libya, Mauritania, Morocco, Portugal, Spain and Tunisia have accepted the invitation to take part. Participation is normally by means of deployed surface or air assets, but some nations instead send staff personnel to be integrated in all the exercise phases at various operational levels. The exercise has been organized into a number of distinct phases, each designed to exercise its participants in a number of different skills. All assigned tasks will focus towards soft-security issues rather than more traditional war-fighting skills.

The exercise aims at achieving improved cooperation using the operational capabilities of the participating air and naval forces. This is met through training respective participating Commands in the use of common standard procedures so as to promote co-operation between “5+5 Initiative” nations.

It also involves training respective Naval and Air Commands/Units in the planning of Maritime Search and Rescue (SAR) Operations and the correct use of SAR-techniques when assisting personnel and vessels in distress at sea. This helps to foster and exercise forms of integration and co-operation between participating Forces in MLE operations, in order to counter illicit activities at sea and the proliferation of Weapons of Mass Destruction (WMD)

To counter WMD trafficking, units will train in the deployment of security and inspection teams to conduct board and search operations onboard vessels. This ties in with training by Explosives and Ordnance Disposal (EOD) teams in detecting Improvised Explosive Device Disposal (IEDD) and underwater EOD operations. Such MLE training scenarios simulate naval operations aimed at denying transit activities made by pirates at sea. Simulated piracy attacks will involve the naval force in engaging the pirates and disrupting their attacks from being carried out.

Whilst the exercise is underway, training shall promote the use of Virtual – Regional Maritime Traffic Centre (V-RMTC) tools in order to develop an Exercise-dedicated Recognized Maritime Merchant Picture (RMMP). This also helps implement and employ a common communications plan for the command and control of joint and combined operations at sea.

On Friday 25th September, 2009, the Exercise “Canale” Directing-Staff (DS) will host distinguished visitors from the Italian and Maltese governments onboard Italian Navy Ship “Foscari”. From there, they will be briefed on the level of interoperability and capability developed within the framework of “Canale 09” during the “Post-Exercise (Postex) Conference”.

Aujourd'huit commence l'édition 2012 ( canale 12 ) exercice italo-maltese avec invitation des pays 5+5..qui ont accepté l'invitation y compris notre pays :

(ANSAmed) - ROMA, 15 GIU - Da lunedì prossimo e fino a venerdì 22 giugno, nelle acque e nello spazio aereo antistante la baia di Augusta in Sicilia, si svolgerà l'esercitazione aero-navale congiunta italo-maltese denominata Canale 12. Scopo - spiegano allo Stato maggiore della Difesa - quello di "promuovere la cooperazione, la sicurezza e la stabilità nel Mediterraneo", con particolare riguardo all'area interessata dai Paesi aderenti all'Iniziativa "5 + 5".

L'esercitazione, che viene condotta ogni anno ed è ormai alla 18/a edizione, è stata pianificata, organizzata e coordinata dalle Forze armate italiane e coinvolge anche unità navali e mezzi aerei di altri Paesi rivieraschi. In particolare, anche all'edizione di quest'anno e per "rafforzare il dialogo e la cooperazione tra le due sponde del Mediterraneo", sono stati invitati Paesi membri dell'Iniziativa "5+5": Algeria, Francia, Libia, Marocco e Tunisia hanno accettato l'invito a partecipare con unità aeree, navali e con personale con incarichi di staff. "La 'Canale 12' - sottolineano alla Difesa - si configura come un'esercitazione internazionale bilaterale italo-maltese, ad alta caratterizzazione interforze, orientata all'impiego strategico e operativo. Le attività addestrative saranno focalizzate ad incrementare le capacità e la flessibilità nei più ampi interventi di cooperazione ed integrazione in operazioni di soccorso in mare, Maritime Law Enforcement e sicurezza nel Mar Mediterraneo".

On note la participation des officiers de la MRM mais il y aura pas d'unité flottante cet année.

AFM ends bilateral aero-naval exercise with Italy


This year’s edition of the aero-naval training exercise ‘Canale’, which is aimed at promoting cooperation and peace in the Mediterranean, drew to a close this morning with a post-exercise conference on-board the Italian Navy ship ‘Foscari’ in the port of Augusta, Italy.
This is the 18th time that the ‘Canale’ bilateral Italo-Maltese aero-naval exercise has taken place. Logistical Preparation and exercise planning started months ago whilst activities at sea began on the 18th of June. This years’ exercise was organised by the Italian Joint Operational Headquarters (IT JOHQ)

Apart from serving to improve bilateral relations between Italy and Malta ‘Canale’ brought together also members of the ‘5+5’ defence Western Mediterranean initiative. (The countries that took active part in this Exercise included Italy , Malta , Algeria, France, Libya, Morocco and Tunisia).

Exercise activities focused on Border Control, maritime search and rescue (SAR), maritime law enforcement (MLE) combined operations, as well as Virtual –Regional Maritime Traffic Centres (V-RMTC).

The exercise activities were planned, organised and coordinated by the Combined Joint Maritime Operation Centre- CJMOC and involved naval and air units from all the afore mentioned countries with the exception of Tunisia and Morocco whose contribution was limited to the participation of personnel.

This year’s exercise saw the active participation of ten maritime platforms and five fixed and rotary wing assets including the latest acquisition of the AFM’s King Air B200 aircraft.

During his speech, Brigadier Martin G. Xuereb, Commander AFM, said that the raison d’etre of Exercise ‘Canale’ continues to be the ‘attainment of peace and stability in our region ’. He added on by saying that ‘this exercise is a testimony to a thriving 5+5 community that remains convinced of the benefits that our military to military ties will bring about.’

All assigned tasks focused on soft security issues rather than the more traditional war fighting skills.

The main aims and objectives of ‘Canale 2012’ included:

• training respective naval and air commands/units in planning of SAR operations;

• the implementation of the Virtual- Regional Maritime Traffic Centre (V-RMTC);

• cooperation through combined use of assets for Maritime Law Enforcement Operations;

• explosive Ordinance Disposal (EOD) operations at Sea;

• protection of merchant shipping against terrorist activities and Counter-Piracy;

• activation of an Operation Centre with the responsibility of Command and Control of the air and sea assets;

• exercising naval units in a gunnery exercises;

• training units in the deployment of security and inspection teams to conduct Vessel Board and Search operations.
