First JSF Fighter Jet Will Cost EUR 110 Million

Citation :: The first [Dutch] test Joint Strike Fighter (JSF) jet will cost almost just under EUR 110m which is within budget, says junior defence minister Jack de Vries in a letter to parliament on Monday, reports the Trouw.

The letter comes two days before MPs are to decide whether or not to approve the purchase of two JSF aircraft.

Selecting a replacement for the defence department’s current fleet of fighter jets is a long-running and controversial issue within the government.

Until now the actual price of the JSF has been unclear, reports the Trouw. Clarity on price is a prerequisite for two of the three coalition parties, Labour and the orthodox ChritenUnie, to vote in favour of the acquisition, the paper says.

The JSF is made by US manufacturer Lockheed Martin. Saab is a contender for the contract.

MPs will decide on Wednesday whether to buy the first of the two test JSFs which will be used for a series of extensive trials. The second will not be ordered until next year, says the Trouw.

THE HAGUE --- State Secretary of Defence Jack de Vries on Wednesday had “bad news” for the House of Commons, he said. The NH-90 helicopter ordered by the Ministry of Defence is still heavier than planned.

[Program prime contractor] NH Industries had announced to measures to reduce the helicopter’s weight, but these have not had the desired result. The weight of the aircraft has been a problem for years. This is important because the additional weight makes them too heavy to land on the Dutch navy frigates for which they are intended.

The Netherlands decided in 1991 to participate in the NH-90 program, and ordered twenty [of the NFH-90 naval variant] which should have replaced the current Lynx ship-borne helicopters beginning in 2007.

However, because of the recurring weight issue, that date has been moved back several times. The latest date for their initial delivery has now been pushed back to 2011, de Vries said.

It is not possible to rule out further delays, nor to say what extra costs will arise from the delays, he added.

The helicopter has been manufactured in Italy and is temporarily being made available to the Dutch Defence Helicopter Command. This NH-90 will be specifically used for the training of flight crews and technicians.

The arrival of the training helicopter is the beginning of the replacement of the Dutch maritime helicopter fleet. During the next years, the Westland Lynx (21 helicopters) and the Augusta Bell 412 helicopter (3 helicopters) will be replaced by the NH-90. At the end of 2009 the Dutch Armed Forces will receive the first NH-90 form a series of 20 ordered helicopters.

The replacement process is scheduled to be completed by late 2014. The transitional phase will be executed in a way that Search and Rescue (SAR) missions can be carried out without interruption.

Le premier terminal Satcom sera monté à bord de la tête de série, attendue par la marine néerlandaise fin 2010. Les livraisons s'échelonneront ensuite jusqu'en 2012. « Ce contrat extrêmement complet garantira l'efficacité des patrouilleurs de haute mer et leur permettra de communiquer avec d'autres forces nationales et alliées sur des liaisons satellitaires sécurisées à haut débit. Cette solution est déjà opérationnelle dans plusieurs pays de l'OTAN, notamment en France, en Belgique et en Norvège », explique Thales.
La solution Satcom destinée aux patrouilleurs de haute mer (OPV, Ocean Patrol Vessels) comprendra une antenne stabilisée double bande de dernière génération, capable de communiquer sur la bande Ku civile ou sur la bande X militaire. Cette solution vise à offrir le meilleur compromis entre performances opérationnelles et contraintes d'installation à bord des OPV. « Elle repose sur la gamme Satcom navale SURFSAT éprouvée à la mer avec des fonctionnalités multibande et de stabilisation de pointe, utilisant des systèmes de transmission multiples et garantissant une parfaite intégration à bord des navires ».
On notera que Thales est le principal concepteur et intégrateur du mât intégré des patrouilleurs, qui recevra le terminal Satcom naval. Selon le groupe, la possibilité de monter sur une même structure et d'assurer la compatibilité des nombreux capteurs de communications (satellite, surveillance, conduite de tir et navigation), permet de réduire le temps et les coûts de construction des navires militaires. De même, cette solution autorise des gains d'espace aux niveaux des ponts et entreponts, ainsi que de meilleures performances opérationnelles.

NH90’s naval version sees delivery to first customer

08:53 GMT, January 5, 2010 defpro.com | As the Dutch Ministry of Defence (MoD) confirmed shortly before Christmas, the Dutch Armed Forces has taken delivery of the first NATO Frigate Helicopter (NFH), the naval version of NHIndustries’ NH90. However, this first helicopter (designated NNLN03), from a total order of 12 NH90 NFH for the Netherlands, is not yet ready to be deployed in operational service, according to Aviation Week & Space Technology. Rather, it will undergo extensive testing and evaluation by the Dutch project office, which will assess whether the helicopter meets its previously agreed requirements.

As the Dutch MoD explains, NNLN03, which was handed over at the AgustaWestland plant in Italy on 23 December 2009, is a temporary so-called Meaningful Operational Capable (MOC) configuration, meaning is does not meet all contractual specifications of the final version. Nevertheless, it can immediately be used for crew training and basic coastal surveillance operations, while NHIndustries works towards completing development of an operationally ready, production standard aircraft.

As soon as the helicopter has been accepted by the Dutch MoD, it will be transferred to the De Kooy Naval Air Station in Den Helder, Netherlands, where the Dutch Defence Helicopter Command will begin the first crew training courses.

To meet Western navies’ requirements for frigate-based helicopter operations, NHIndustries re-sized and specifically configured its NH90 multi-mission helicopter design, including total corrosion protection, naval military standards requirements, EMI/EMC qualification, and intrinsic capability to take off and land on ship decks up to a sea state 5. Furthermore, the company seeks to provide high availability, low maintenance requirements and on-the-ship maintenance capabilities. However, according to Forecast International, development of the maritime variant of the NH90 has suffered from a range of technical problems in the past, including difficulties getting the maritime search radar and tactical navigation system to work.

In November 2009, the NFH successfully completed a 3-week ship deck landing trial campaign aboard the Norwegian Coast Guard vessel “Nordkapp“. As NHIndustries reported in a press release, the NH90 performed 105 deck landings during very demanding weather conditions in the central Norwegian Fjords beyond the Arctic Polar Circle involving the active participation of Norwegian, French and Italian test pilots.

The certification completed in mid-November by the NATO Helicopter Management Agency (NAHEMA) only applies to the search and rescue (SAR) capability of the NFH. The anti-submarine warfare (ASW) and anti-surface warfare (ASUW) capabilities will be certified in the course of 2010. France, which is the next county awaiting delivery of the NFH, is expecting its first helicopter by March 2010. A total of 8 NFHs are scheduled for delivery to France through 2011. To fill the SAR capability gap, France ordered two Eurocopter EC225 in early December 2009 (see http://www.defpro.com/news/details/11826/).

The NFH is expressively designed to perform three primary naval missions profiles, including ASW, ASUW, (including an over-the-horizon targeting capability), as well as SAR missions. Furthermore, the company claims that the NFH will provide additional capabilities such as maritime surveillance/patrol, limited anti-air-warfare (AAW) and logistical transport/utility support. The latter includes vertical replenishment (VERTREP), troop transport, casualty evacuation (CASEVAC) and special operations including anti-terrorism, when configured correspondingly.

The NHIndustries consortium that manufactures the NH90 NFH is made up of AgustaWestland (Italy, 32%), Eurocopter (France, 31.25%), Eurocopter Deutschland (Germany, 31.25%) and Stork Fokker Aerospace (The Netherlands, 5.50%). The consortium has receive orders from international customers for some 565 NH90 helicopters, including 410 units in tactical transport configurations (TTH), 122 units in NFH configurations and 33 in tactical troop transport configuration (TTT), as well as options for an additional 100 helicopters. Further, the NFH has been ordered by Belgium (4), France (27), Italy (46), the Netherlands (12), Norway (14), Sweden (5), and Spain (14). A final decision by the German Ministry of Defence for an order of 30 NFHs is still pending. However, the German Navy has an urgently requirement for a new maritime helicopter (MH). Citation :: Netherlands Navy to receive Integrated Mast from Thales
The Netherlands Defence Materiel Organization and Thales Nederland signed a contract for the delivery and installation of an Integrated Mast that is to be installed on the Joint Logistic Support Ship (JSS).

This ship is presently being designed and engineered by Damen Schelde Shipyard in Flushing. This Integrated Mast is an
I-Mast 400, identical to the Integrated Masts that are to be installed on the four Patrol Ships, also for the Royal Netherlands Navy.

The I-Mast 400 for the JSS will be built by the Royal Netherlands Navy in Den Helder, the subsystems will be built in and tested at the Thales plant in Hengelo and delivered to the Damen Schelde Shipyard in January 2014. The Joint Support Ship will be handed over to the Royal Netherlands Navy in 2014. The 27,800 ton vessel is expected to be fully operational in 2015.

The integrated mast is a complete other design approach in comparison with the traditional sensor layout on board of naval vessels. One central mast structure houses most radar, optronic, and communication sensors and antennas as well as all cabinets and peripherals. The advantages of this revolutionary sensor concept are huge: better operational performance, higher operational availability, reduced ship-building time, reduced maintenance requirements and enormous savings in below-deck space.

The Integrated Mast provides the solution to the sensor problems encountered on many naval platforms that often have more than 50 antennas for surveillance, communications, fire control and navigation. These systems compete for the best place above deck but may in fact block each other or cause electro-magnetic interference. Generally, this phenomenon becomes apparent after the installation of all equipment, especially if multiple suppliers are involved.

Traditional sensor and antenna arrangements significantly increase the time and costs to build naval warships. Apart from several iterations to find suitable antenna arrangements, shipyards have to negotiate with several equipment suppliers about power supplies, deck structure adaptations, electrical interfaces, cabling, cooling, etc. In addition, equipment installation is on the critical path of almost every shipbuilding program.

The shipyard starts installation only after it has finished the ship including the welding, painting, installation of cabins, etc. It then brings in the above-deck and below-deck equipment components, the required cabling and wave-guides, and performs the integration. Furthermore, expensive cabling infrastructures and much valuable space are required to accommodate the various processing cabinets.
