ScanEagle acquired as interim replacement for Royal Netherlands Army Sperwer
The Dutch Ministry of Defence (MoD) recently contracted Insitu to provide two ScanEagle systems as an interim replacement for the Sperwer short range tactical unmanned aerial vehicle (SRTUAV) fleet which was operated by 101 RPV Battery. Sperwer was withdrawn from Royal Netherlands Army (RNLA) service on June 29th, 2011 as a result of a recent series of austerity measures that are currently affecting the Dutch armed forces. Acquisition of a limited number of ScanEagle systems was considered to be more cost-efficient than continuing use of the Sagem Sperwers.
Dutch army UAV operators started training for ScanEagle operations at Insitu’s facilities in the United States early 2012. Both systems are expected to achieve operational capability by late 2012. One system will be made available for overseas deployment, while the second system is meant for training purposes, national tasks and as an operational reserve. Each system is made up of three air vehicles.
A permanent replacement for Sperwer is expected to be inducted into service in late 2014. Five systems will be acquired: three for expeditionary missions, one for national tasks in support of local authorities and one for training. Interoperability with ScanEagle ground system equipment is a major requirement for the new system. As a result, Insitu’s RQ-21A Integrator, which is based on ScanEagle design principles, has been chosen to enter service with 107 Aerial Systems Battery in 2014.
The Integrator can carry payloads of up to 37.5 pounds, has a line-of-sight communications range of over 55 nautical miles and recently performed its first flight as part of the ongoing process to attain early operational capability with the United States Marine Corps.
The former 101 RPV Battery has in the mean time been transformed into the 107 Aerial Systems Battery as part of the new Dutch Joint ISTAR Command (JISTARC). JISTARCs 107 Aerial Systems Battery is also in charge of training UAV operators of RNLA and RNLMC (Royal Netherlands Marine Corps) infantry battalions and Special Forces units which are equipped with the AeroVironment RQ-11 Raven. Raven mini UAVs are also in use with RNLA brigade reconnaissance squadrons as well as with both reconnaissance squadrons (103 and 104) of JISTARC. Twenty-five Raven systems are in use with Dutch forces, each system consisting of three air vehicles.
In addition to tactical and mini UAVs, the Dutch MoD has issued a request for information (RFI) for the purchase of a single medium altitude long endurance (MALE) unmanned aerial system for the Royal Netherlands Air Force (RNLAF). Responses were to be submitted by UAV manufacturers to the Defensie Materieel Organisatie (DMO), which is in charge of procurement for the MoD, by April 1st, 2012.
The system will consist of four aircraft which must have the growth potential to be armed at some stage in the near future. Introduction is planned from the year 2015 or 2016. The General Atomics MQ-9 Reaper is understood to be favored by RNLAF officials in part due to the fact that it would provide a high level of interoperability with NATO partners like the United States and the United Kingdom. Israel Aerospace Industries meanwhile is expected to offer the Heron TP,the high end variant of its Heron series of MALE UAVs.

Dutch Test Apache Maritime Operations
A Royal Netherlands Air Force (RNLAF) Apache combat helicopter landed on a Royal Netherlands Navy ship, the Hr. Ms. Rotterdam, for the first time in the North Sea port of Den Helder yesterday. Based on British and French combat helicopter operations from ships during Operation Unified Protector against Libya last year, the RNLAF and RNN are examining the suitability of operating Dutch Apaches from the RNN's two amphibious ships and future support ship, the Karel Doorman.
The landing on the Rotterdam is part of a first testing phase focusing on technical and logistical support of Apaches on ships. Among the questions being investigated are how to move the combat helicopter on the landing deck, the compatiblity of the ship's electricity and fuel connections with the Apache, and ammunition storage. L’équipe d’intervention des fusiliers marins est intervenue. A bord, ils ont trouvé armes et munitions. 11 pirates présumés ont été arrêtés et transférés sur la frégate. L’équipage de 17 marins a été libéré et pu poursuivre sa route, indique l’Etat-Major de la marine néerlandaise.

Dutch to Buy Fewer F-35 Jets Than Planned –Minister
The Netherlands will buy fewer than the 85 Lockheed Martin Corp F-35 Joint Strike Fighter jets it had planned to acquire because costs have risen and the country needs to replace fewer F-16 fighters, the Dutch defence minister said on Sunday.
The costs of developing and building the F-35, which will replace F-16 fighters, have been rising. Japan and a U.S. Air Force official have warned they may order fewer planes if costs go up further.
Asked on Dutch television programme Buitenhof if the Netherlands still planned to buy 85 F-35 planes despite higher costs, Dutch Defence Minister Hans Hillen said: "The next cabinet will decide. It will certainly be fewer."
The Netherlands had planned to buy a total of 85 F-35 planes over the period 2019 to 2027, the Dutch Defence Ministry said in a letter to parliament last year. The ministry has reserved 4.5 billion euros to replace the existing F-16 fighters.
Hillen declined to say how many F-35s the Netherlands would buy instead but said fewer F-16s needed to be replaced.
"When we signed up (for the F-35) we took the number of F-16s at the time as a basis. When I became minister we had around 90 F-16s. Now we have 68," Hillen said.

It was already possible to send video files or static camera images during a flight. The Raven would send them to a ground station where they would be saved and converted before being sent on. Now that all the communications equipment has been integrated, the unmanned aerial vehicle can send the footage out live via military satellite.

The Raven team and the unit working on the intensification of civil-military cooperation have been testing the new concept over the past weeks.

Hillen conclude The Netherlands MOD and Boeing were evaluating a potential upgrade of the current CH-47D (NL) Chinook fleet to the new CH-47F (NL) configurations. Dutch MoD ordered in 2006 already 6 CH-47F helicopters which are delivered now.

nee mein Freund le F c´est 80M$ selon les derniers achats. 250M€/325M$ ca fait meme a peine 7 D, geschweige/3ssak 11 F..
das ist nicht ganz richtig bruder, si on constate de la même façon, nos viper auront un prix unitaire basique de 100 Mio. le prix unitaire de base du F est au alentour de 30 Mio selon quelque cites (globalsecurity, deagel,..)… Pour le deal canadien, c’est un deal spécifique entre Brothers/Partenaires strategiques…ils ont inclus un taux de de reinvestement colossale de Boeing dans l’industrie canadienne…pour un tel contract je serais prêt a payer plus que 100 Mio la piece.

STIENS (FRL) - The plans are ready: the Royal Air Force is being reduced to only 42 F-16 fighter jets and Main Operating Base Leeuwarden soon will lose its F-16 squadrons. Dutch independent website JSFNieuws.nl unveiled confidential plans, that had to be kept secret until after the elections in september 2012.
The paperse of course are “confidential” and distributed in a very limited circle of trusted people and politicians. Publicity around the plans would be a matter to be of very accurate “timing”, because the intention was to keep it strictly silent until after the fortcoming elections.
Selected scenario: to 42 F-16
After becoming available in 2011 from the U.S.A. of new financial data on the JSF about price, costs of operating and support, costs of modifications in The Hague at Project Team Replacement F-16 (PV F-16) and later, at a higher level: we need to recalculate some stuff here..
The team was commissioned for the preparation of various scenarios, p.e. with 2 Main Operating Bases (MOB), Volkel and Leeuwarden, with 1 MOB (Volkel or Leeuwarden), or 1 MOB with a reserve base, all kinds of data was involved, such as numbers, flight hours, training scenarios, collaboration, numbers of people, basic maintenance, re-use of airbase area, noise and environmental effects, etc.
The final scenario with the most potential for savings within given optimal operational capabilities and financial parameters: - Reduction of the number of fighter aircraft F¬16 from 68 to 42 - Closing of 1 airbase, near Leeuwarden, - Realization between 2014 and 2016
Cause: the arrival of the F-35
It is remarkable that just the F-35, which should have ensured the future of the Royal Netherlands Air Force for the coming decades, is claimed as the main reason for this huge reduction: Calculations are made that due to the budget of € 4.5 billion for replacement of the F-16 the RNLAF only has sufficient budget for the procurement of 42 F-35A fighter aircraft. The papers of the Dutch MOD writes: “For this reason it is better and the cheapest and this is already anticipating the number of F-16’s as soon as possible to reduce to 42. This would require 1 airbase as sufficient, and one airbase may be closed.
Other quote: “The replacement of the F-16 is a major fiscal risk for the Defense budget if we would select the Lockheed F-35A, not only by rising investment costs but also by the high operating costs.” But the Dutch MoD continues: “It is clear: because of the investments already made, it is no option to abandon the JSF. Cancelation is not even considered in the actual calculations”.
Keeping quiet until after election
Why should this remain silent? And why all who were involved in making these plans and others, political involved persons, was told: this has to be confidential. Very clear. There are two reasons: firstly, the total dismantling of the Royal Netherlands Air Force will meet huge resistance among the voters of the conservative-liberal VVD and conservative-christian party CDA.But, because it also appears from the documents that the main cause of the dismantling is the high price and unaffordability of the F-35’s this will cause debate. A confrontation of the failure of the F-35 project is not welcome for the ruling and responsible parties VVD and CDA in the coming election period. They don’t like having too much focus on the JSF and replacement of the F-16 in the preparation of the election, during election debates and (inevitably) in following coalition talks. Therefore bad news had to be kept silent. After publication, the political elite will first try to get away with: speculation of JSFNieuws, unfounded, or “just only a calculation,” or the MoD will refer ‘decision falls in next cabinet period’. However, the reality, the facts - on paper - tell a different story. And the top level persons involved in Defense of the partiesVVD and CDA are aware of the various necessary trade-offs around the replacement of the F-16.
Increasingly clear since 2005 …….
It has long been clear within the toplevel of the Dutch MoD that it is impossible within the current defense budget, earmarked for replacement of the F-16, to purchase a number of 85 F-35A JSF Lightning II aircraft. This was already clear in 2005, documents show this and it has been published in 2009 at JSFNieuws already. On 22 August 2005, the outgoing U.S. ambassador (Sobel) in the Netherlands his opinion about the Netherlands and the U.S. for some important aspects of Dutch policy and how to deal with. He sent this message to the USA: “Their desire to maximize the military’s capabilities and their preference for U.S. equipment, even when alternative European suppliers exist, make the Dutch strong supporters of the Joint Strike Fighter (JSF) program. (…) Dick Berlijn is pushing to lock in an early commitment for 50 planes (out of a total of 85) to prevent JSF from becoming an issue in the 2007 elections.” By splitting the purchase in a first batch of 50 aircraft and a second batch they tried to shift the pain to the future of having a smaller number of fighter aircraft in the Royal Netherlands Air Force. By the repeated delays and price increases last couple of years it became clear that even a number of around 60 aircraft would be impossible and unaffordable. The real outcome is known at this moment: 42 F-35A’s or less.

L'agence d'acquisition des matériels du ministère néerlandais de la Défense a notifié à Thales un important contrat dans le domaine de la défense anti-missile balistique (DAMB). L'électronicien a, ainsi, été chargé de modifier les radars de veille à longue portée SMART-L dont sont équipées les quatre frégates néerlandaises de la classe De Zeven Provincien, unités de 144 mètres et 6500 tonnes mises en service entre 2002 et 2005. Thales fera en sorte que ces senseurs, d'une portée de plus de 500 kilomètres, soient optimisés pour assurer une alerte avancée en cas de tirs de missiles balistiques. A l'issue de cette mise à niveau, le SMART pourra détecter un missile balistique peu après son lancement. Les frégates seront capables, grâce à leur radar, de poursuivre plusieurs cibles simultanément et déterminer leurs points de départ, leurs trajectoires et leurs lieux d'impact. A terme, les frégates De Zeven Provincien, Tromp, De Ruyter et Evertsen devraient même être capables d'intercepter des missiles balistiques. Les bâtiments pourront, en effet, tirer des missiles américains SM-3, conçus spécialement pour ce type d'interception. On notera d'ailleurs que depuis 2006, la marine néerlandaise a mené des essais de lutte anti-missile balistique avec l'US Navy. Par ailleurs, si les Pays-Bas s'engagent dans cette voie, d'autres marines européennes pourront faire de même, à commencer par celles dont les bâtiments sont dotés d'un radar de la famille SMART-L. C'est le cas notamment des frégates franco-italiennes du type Horizon et des destroyers britanniques du type 45, qui mettent en oeuvre un S1850M.
