Le ministère néerlandais de la Défense a lancé un programme visant à remplacer le pétrolier-ravitailleur Zuiderkruis, en service depuis 1975. Réalisé par Damen Schelde Naval Shipbuilding (DSNS), le nouveau bâtiment, du type Joint Logistic Support Ship (JSS), sera livré en juillet 2014 pour une mise en service l'année suivante. Dérivé du design adopté pour le transport de chalands de débarquement Johan de Witt, le JSS, qui sera baptisé Karel Doorman, mesurera 205 mètres de long pour une largeur de 30 mètres et un déplacement de 27.800 tonnes en charge. Armé par 150 marins et pouvant accueillir 150 autres personnels, il pourra atteindre la vitesse de 18 noeuds et disposera d'une puissance propulsive d'environ 25 MW (5 moteurs diesels, deux hélices et trois propulseurs dont deux d'étrave). On notera également qu'à l'instar des quatre nouveaux OPV commandés par les Pays-Bas, le JSS disposera d'un mât intégré fourni par Thales. L'I-Mast 400 regroupera une cinquantaine d'antennes dédiées à la surveillance, aux communications et à la navigation (notamment les radars SMILE et APAR).
Très polyvalent, le futur navire pourra ravitailler à la mer les unités de combat de la marine néerlandaise grâce à deux bras de ravitaillement. Il servira aussi de bâtiment de transport et disposera, à cet effet, de 2000 mètres linéaires de garages, avec une capacité de tranférer des véhicules sur un quai ou via des engins de débarquement. A cet effet, une porte arrière s'ouvrira comme un radier. Ses capacités aéronautiques seront importantes, avec une plateforme permettant la mise en oeuvre simultanée de deux hélicoptères du type Chinook et un hangar pour 6 appareils. On notera également la présence d'une grue d'une capacité de 40 tonnes et d'installations hospitalières. L'armement, dédié à l'autodéfense, consistera en deux systèmes multitubes Goalkeeper et de l'artillerie légère. On notera que les Pays-Bas ont tenté de vendre le JSS au Canada mais la proposition néerlandaise a été jugée trop onéreuse par les autorités d'Ottawa. The Holland Class offshore patrol vessels (OPVs) are being built by Damen Schelde Naval Shipbuilding for the Royal Netherlands Navy. A series of four OPVs are named after the Dutch coastal provinces.
The keel for the first vessel, Hr. Ms. Holland (P840), was laid in December 2008. It was launched in February 2010. Keel for Hr. Ms. Zealand (P841) was laid in October 2009, while that for the third vessel, Hr. Ms. Friesland (P842), was laid in November 2009. Keel for the last in the class, Hr. Ms. Groningen (P843), is yet to be laid. All vessels will be commissioned during 2010-2013.
The Royal Netherlands Navy will deploy the OPVs in the Caribbean and the North Sea. The vessels can support international task forces in anti-piracy missions and block ships in coastal areas during crisis.
With the ability to carry supplies and over 100 people, the vessels can also carry out emergency missions.
Holland Class OPV design and features
Four Holland Class patrol vessels are being built by Damen Schelde Naval Shipbuilding for the Royal Netherlands Navy
The vessel has a broad platform to provide stability in marine seas. Its stealthy design incorporates innovative techniques to reduce radar reflectivity.
The body is built with thick steel, which has a lower tensile strength. It is heavier than the steel used for frigates and can resist the impact of small-calibre weapons.
The hull is stretched, and the bridge and superstructure are placed aftwards to optimise the seakeeping capabilities of the vessel. The speed is cut down to reduce fuel consumption and increase the range of the vessel. Two rigid-hulled inflatable boats (RHIBs) are also carried to support interception operations
The Holland Class is also equipped with CAMS-Force Vision integrated fire control system and two monitors for non-lethal protection and fire fighting. The OPV also features a gas citadel, explosion-resistant structures, redundant and decentralised systems.
The patrol vessel has an overall length of 108.4m, a width of 16m and a draught of 4.55m. Displacement of the vessel is 3,750t.
The OPV can accommodate 50 ship crew and up to 40 non-listed persons, including a helicopter detachment, a platoon of marines or a medical team. Approximately 100 evacuees can also be boarded. The ship can sail at a speed 21.5kt.
Holland Class OPV construction
In December 2007, the Royal Netherlands Navy signed a contract with Damen Schelde Naval Shipbuilding in Vlissingen, the Netherlands, for the construction of four patrol vessels. The project is estimated to cost €467.8m. These ships are being built between 2008 and 2012.
OPV guns
The OPV is fitted with a 76mm Oto Melara Super Rapid gun.
The main gun is a 76mm Oto Melara Super Rapid gun. It has a firing rate of 120 rounds a minute and a range of 16km. The vessel is also fitted with a 30mm Oto Melara Marlin WS gun, two 12.7mm Oto Melara Hitrole NT guns and two 12.7mm M2HB machine guns. The guns onboard can be remotely operated.
NH-90 helicopter
The patrol vessel can accommodate a NH-90 helicopter.
The patrol vessel has a fully-equipped hangar to support the operations of a NH-90 helicopter. The helicopter is equipped with homing torpedoes and a sensor system. The sonar and radar on the helicopter will allow it to make observations beyond the radar horizon of the OPV. Space is available under the helicopter to accommodate containers of relief supplies.
Holland Class OPV sensors
The OPV is the first vessel in the Royal Netherlands Navy to be fitted with Thales Integrated Sensor & Communication Systems (ISCS). The system integrates communication and optical sensors, RF systems and radars.
The sensor suite includes a Sea Master 400 air warning radar, a Watcher 100 active phased-array surface detection and tracking radar, a mine detection sonar and an infrared Gatekeeper / electro-optical warning system. The OPV can make observations within a range of 140nm.
OPV propulsion
Equipped with a combined electric or diesel (CODELOD) propulsion system, the patrol vessel is powered with two Wärtsilä 12V26 diesel engines with electric motors driving a controllable pitch propeller through two shafts. NHIndustries is pleased to announce the delivery of the first NH90NFH helicopter to the Royal Netherlands Navy during an official ceremony held today at AgustaWestland’s Vergiate plant in Italy.
The Royal Netherlands Navy has ordered a total of 20 NH90NFH aircraft, today’s event marks the first delivery of a naval NH90NFH variant to a customer.
The Dutch, French, Italian, Norwegian and Belgian navies have ordered a total of 111 NH90 NFH naval helicopters which will give operators a dramatic improvement in operational capability and mission effectiveness, thanks to the outstanding technology incorporated in to the NH90.
The NH90 NFH variant is primarily designed for autonomous Anti-Submarine Warfare (ASW) and Anti Surface Warfare (ASuW) missions.
The comprehensive mission equipment packages allow a wide range of additional missions to be performed including Search and Rescue (SAR), maritime patrol, vertical replenishment, troop transport, medical evacuation and amphibious support roles. The helicopter is designed for embarked operations to be performed by day and night in adverse weather conditions.
Due to its weight and dimensions, the deck-lock system, the deck traversing system and the automatic blade and tail folding system, it can operate from small frigates even in high sea states.
The NH90 is the most successful European helicopter programme ever. A total of 529 firm orders have been placed by 19 armed forces in 14 countries including France, Germany, Italy, Portugal, The Netherlands, Sweden, Finland, Norway, Greece, Spain and Belgium in Europe, as well as Australia, Oman and New Zealand overseas and 44 NH90 helicopters are already in service today.
The NH90, developed in the TTH utility transport and NFH naval versions, proves the ideal solution to meet requirements from many potential additional customers worldwide for a large number of missions.
The today delivery is a key event that paves the way to the operational entry in service of the NH90 in its naval version. This is also a strong message addressed to potential worldwide Customers that the NH90 NFH has arrived on the scene.
The NH90 programme is managed by NAHEMA (NATO Helicopter Management Agency) representing France, Germany, Italy, The Netherlands and Portugal, and by the NH Industries industrial consortium comprising Eurocopter (62.5%), AgustaWestland (32%), and Fokker Aerostructures (5.5%).

The Netherlands Ministry of Defence is currently conducting a Future Policy Survey, the results of which are due to be delivered in early 2010. The overarching aim of the Future Policy Survey is to provide greater understanding of how to exploit and enhance the potential contribution of the Netherlands armed forces.
RAND Europe was asked to provide insights into the strengths and weaknesses of the Netherlands armed forces deployments compared with the deployments of other nations. The Future Policy Survey team were particularly interested in perceptions among coalition partners of the strengths and weaknesses of the Netherlands’ deployments.
This document presents a summary of key findings from the RAND Europe study. RAND Europe anticipates that this report will be available to the wider Netherlands Government, alongside the final conclusions submitted to the Netherlands Ministry of Defence. This report will be of interest to NATO and EU defence policy-makers, especially those with forces deployed alongside those of the Netherlands. It may also be of interest to NATO and EU serving military personnel, particularly those in the Netherlands. Finally, it may be also of interest to other defence professionals, those involved in evaluating public policy and those with an interest in the Netherlands Future Policy Survey.

May 2, 2010 (by Maj. Gabe Johnson) - The Royal Netherlands Air Force will soon resume F-16 Fighting Falcon pilot training here at Tucson International Airport after a five-year absence.
Dutch pilots were the first in a long line of international students to ever train with the 162nd Fighter Wing. Starting in 1989, they were a mainstay program at the Arizona Air National Guard unit for 18 years until they moved to Springfield, Ohio, for a five-year agreement to train with the Ohio Air National Guard's 178th Fighter Wing.
"We have a long and very successful history with the Dutch. We're looking forward to reestablishing our relationship with their air force," said Brig. Gen. Greg Stroud, 162nd Fighter Wing commander.
The details of their return, scheduled for January 2011, were the subject of discussion between wing and Dutch air force leaders during a site visit April 26-28.
The Dutch plan to base 14 of their own jets here to participate in basic F-16 training as well as advanced courses such as flight lead upgrade and instructor pilot certification.
In addition to student training, the 162nd will periodically host experienced Dutch pilots for operational training before deployments to Afghanistan; training opportunities similar to those offered at Operation Snowbird, a wing detachment at nearby Davis-Monthan Air Force Base.
Their arrival will come on the heels of the departure of the United Arab Emirates' F-16 training program in December. The Emiratis, and their squadron of 13 F-16E/F Desert Falcons, will move to the UAE wrapping up a six-year stay at Tucson's airport.
"The Netherlands program will fit perfectly as a replacement for the United Arab Emirates program, thereby preserving most of the Air National Guard jobs associated with the UAE. The labor pool in our 148th Fighter Squadron, currently a UAE-only training squadron, will shift to train Dutch pilots," said the general.
He expects the Dutch program to average about 3,000 flying hours per year, similar to the amount currently generated by the UAE.
The incoming Dutch aircraft, six two-seat trainers and eight single-seat models, are essentially early-model F-16A/B's that have undergone cockpit and avionics upgrades that make them as capable as the newer C/D-models. In the international F-16 community they are known as MLUs, or Mid-Life Update F-16s.
"The UAE is still our customer until December 31 and the goal is to make the transition as seamless as possible," he said. "Some Dutch equipment will start arriving as early as October as UAE equipment leaves and makes room. We'll have a detailed and complicated plan at times."
Col. Peter Tankink, chief of the Royal Netherlands Air Force Fighter Branch, anticipates about 10 Dutch pilots will train in Tucson per year, and about six instructor pilots will be stationed here for three years each.
According to Tankink, the Dutch are excited about their pending return.
"Of course the benefits of training in Tucson include the weather. You can execute all planned training without delays due to bad weather," he said. "The second thing is the training ranges are perfect here."
He also noted the advantages of training alongside student pilots from other nations.
"It helps to talk to those guys and learn what level of training they have and to exchange some thoughts on operational and tactical flying. In the future we will be working with them in operations in Afghanistan. We will also train with them down the road, for example we recently had a large training exercise in Holland working with Polish pilots who have trained here in Tucson," said Colonel Tankink.
The broad international flavor of the wing also translates to reduced costs for the Netherlands.
Cost sharing among several partner nation air forces makes training in Tucson affordable. Current partners like Poland, Singapore, Norway and Morocco each take on a piece of the 162nd's operating budget which is fractionalized at a per-student rate.
The Federal Aviation Administration, which runs airfield operations at Tucson International Airport, also contributes to bringing down training costs. Bases that don't share an airfield with a commercial airport usually take on the entire expense.
"We've been working closely with the Secretary of the Air Force's International Affairs office and the Air Force Security Assistance Training office to arrive at a letter of offer and acceptance that works for the Dutch," said General Stroud. "SAF/IA's role, as it is for all partner nations, is to arrange the best training at the best cost."
The initial agreement for training in Tucson is a three year program with an option to extend based on the needs of the Dutch air force.
"We are very happy to be coming back to Tucson," said Colonel Tankink. "We really enjoyed our stay and the training here from '89 to 2005, and we look forward to working with the 162nd again."

- Netherlands Replaces Cougars with Chinooks in Afghanistan
The Royal Netherlands Air Force (RNLAF) has replaced five Cougar helicopters used in transport missions in southern Afghanistan with CH-47 Chinooks.
The Chinooks will help the air force transport people and equipment within the ISAF mission area.
They were transported to Afghanistan by an Antonov cargo aircraft.
A multimission, heavy-lift transport helicopter, the Chinook's primary mission is to move troops, artillery, ammunition, fuel, water, barrier materials, supplies and equipment.
Medical evacuation, disaster relief, search and rescue, aircraft recovery, firefighting, parachute drops, heavy construction and civil development are part of its secondary mission.
The last two Cougars left Afghanistan for the Netherlands in an Antonov An-124 cargo plane.

- RNLAF Conducts Successful Apache Flight Test Using Biofuel
The Royal Netherlands Air Force (RNLAF) has successfully flight tested a Boeing AH-64D Apache aircraft using a blend of sustainable bio-kerosene and standard aviation jet fuel.
The test is a part of a biofuel flight test programme authorised by Netherlands Ministry of Defence, which includes seven flights to determine the technical feasibility of flying rotorcraft using renewable fuels.
The biofuel, a biosynthetic paraffinic kerosene (bio-SPK) was produced by using algae-based biomass and used cooking oil.
The RNLAF carried out the 20-minute test flight at its Gilze-Rijen Airbase in collaboration with other programme team members including Boeing, Honeywell and GE Aviation.

- Netherlands to Deploy Anti-Piracy Submarine
The Royal Netherlands Navy will deploy a submarine from the end of September to the end of November to conduct patrol missions in the Gulf of Aden, off the coast of Somalia.
Dutch defence minister Eimert van Middelkoop said the deployment would be a part of Nato's anti-piracy mission in the region, according to dutchnews.nl.
The navy will remain in active operations in the region for up to 18 additional months, he said.

- The Netherlands assumes command of Standing NATO Maritime Group 2
Yesterday the Netherlands assumed command of Standing NATO Maritime Group 2 (SNMG2). Commodore Michiel B. Hijmans (RNLN) took over from Commodore Steve J. Chick (RN) during a ceremony in Safaga, Egypt overseen by the Chief of Staff of the NATO Maritime Component Command in Naples, Rear Admiral Bruce N. Williams (RN).
The ceremony took place on board of HNLMS De Zeven Provinciën which became the new flagship of the Group. The former flagship, HMS Chatham, was also present in Safaga. Currently SNMG2 is conducting NATO’s counter piracy mission, Operation Ocean Shield, in the waters of the Gulf of Aden and the Somali Basin.
Rear Admiral Williams said: “Whilst all here, have their eyes first and foremost fixed on the task closest at hand, Operation Ocean Shield, it is critical we recognise the scope and complexity of the SNMG2’s mission as a whole. From sustaining the task group as Immediate Reaction Forces, as part of NATO’s High Readiness maritime capabilities, to the enduring and resolute anti-terrorism modus operandi of Operation Active Endeavour in the Mediterranean to the much higher and immediate tempo of Operation Ocean Shield off the Horn of Africa, to the sustained efforts to develop stronger worldwide partnerships for NATO.”
After Commodore Hijmans assumed command, he said: “I am extremely proud to take over from my predecessor Commodore Steve Chick, who over the past year has done a splendid job as Commander SNMG2. I am confident that we can maintain the same level of effectiveness that you and your staff have displayed, and I am sure that Task Force 508, consisting of the flagship HNLMS De Zeven Provinciën, USS Cole and TCG Gelibolu, will continue to successfully deter piracy activities off the Horn of Africa and provide safe passage for merchant shipping in the Gulf of Aden.”
Other guests of the ceremony were the Netherlands Ambassador to Egypt, Her Excellency Mrs. Susan Blankhart, Rear Admiral Fernando Manuel de Macedo Pires da Cunha (Portuguese Navy), Chief of Staff of the NATO Joint Forces Command in Lisbon, Major General Tom Middendorp (RNLA), the Director of Operations of The Netherlands Defence Staff and Rear Admiral Ahmed Khaled (Egytian Navy), Commander of the Red Sea Naval Bases.
Background information
NATO has contributed to the international counter piracy effort off the Horn of Africa since December 2008. The mission has expanded from escorting UN and World Food Programme Shipping under Operation Allied Provider to protecting merchant traffic in the Gulf of Aden under Operation Allied Protector. In addition to these activities and as part of the latest mission, Operation Ocean Shield, NATO is offering countries in the region, upon their request, to help develop their own capacity to combat piracy. This complements the existing international efforts as coordinated with the Contact Group on Piracy off the coast of Somalia (CGPCS).
The NATO task force (TF508) currently consists of the following ships:-
- HNLMS De Zeven Provinciën (flagship, The Netherlands)
- TCG Gelibolu (Turkey)
- USS Cole (United States)

The Netherlands has taken delivery of the final two C-130 Hercules transport planes at Eindhoven Airport, increasing their fleet of C-130s to four.
The Hercules will be assigned to 336 Squadron and can land and take off from unpaved runways.

- Ultra Supplies Sonars for Dutch Frigates
The Netherlands Defence Materiel Organisation has awarded a contract to Ultra Electronics to supply advanced sonar systems for Dutch Navy frigates.
Under the C$25m (US$24.1m) contract, the company will supply two multistatic active passive sonar (MAPS) systems to equip the navy's M-class frigates.
Each MAPS system incorporates an acoustic projector and receive array with handling equipment, and allows deployment and recovery of the sonar during the ship's run time operations.
The system also incorporates a high-performance signal processing and display system developed by TNO Defence and the Netherlands Organisation for Applied Scientific Research.
The contract is part of an upgrade programme to prepare the M-class frigates for operation of the new NH-90 helicopters.

The Netherlands – GBU-39 Small Diameter Bombs
WASHINGTON, July 27, 2010 – The Defense Security Cooperation Agency notified Congress July 26 of a possible Foreign Military Sale to The Netherlands of 603 GBU-39/B Small Diameter Bombs1 (SDB1) and associated equipment, parts, training and logistical support for an estimated cost of $44 million.
The Government of the Netherlands has requested a possible sale of 603 GBU-39/B Small Diameter Bombs1 (SDB1), containers, flight test integration, spare and repair parts, support equipment, personnel training and equipment, publications and technical data, U.S. Government and contractor engineering and logistics personnel services, and other related elements of logistics support. The estimated cost is $44 million.
This proposed sale contributes to the foreign policy and national security objectives of the U.S. by improving the military capabilities of The Netherlands and enhancing standardization and interoperability with U.S. forces. The sale of this equipment and support will improve The Netherlands’ ability to destroy protected, high-value targets such as command and control nodes and weapons storage facilities. This will be the first sale of this weapon to The Netherlands.
This sale will not alter the basic military balance in the region.
The principal contractor will be The Boeing Corporation in St. Louis, Missouri. There are no known offset agreements proposed in connection with this potential sale.
This program will involve multiple trips to The Netherlands by U.S. Government and contractor representatives for one to two week intervals for approximately three years.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

| J'ai toujours pensé que la SDB c'est l'avenir, je l'ai déjà dit, et j'espère que l'EM songera à s'équiper de SDB. Plus petite que les GBU actuelles avec la même puissance et une meilleure portée, jusqu'à 100 km parfois. Les prochaine version GBU-40 ou 42 va être capable d'engager des cibles en mouvement, chars, blindés (navires  ) |

The estimated cost is $150 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve security of a NATO ally which has been, and continues to be, an important force for political stability and economic progress in Northern Europe.
The sale of this equipment and support will not alter the basic military balance in the region.
The Netherlands desire to upgrade its current stock of MK 48 Mod 4 torpedoes to the MK 48 Mod 7 AT model. The Netherlands intend to use the MK 48 Mod 7AT Torpedo on its Walrus Class submarines. The Netherlands has significant experience in maintaining and supporting advanced torpedoes, such as the MK 48 Mod 4/4M and MK 46 5A(S)W models, and the current infrastructure will require minimal updates. The Netherlands will have no difficulty absorbing the MK 48 Mod 7 AT into its inventory.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to The Netherlands.
