The Defense Industry Implementation Committee (SSİK), which convened under the chairmanship of Prime Minister Recep Tayyip Erdoğan in Ankara on Thursday, delayed its final decision on the tender for a long-range air defense system at the end of a five-hour meeting.

Turkey has long been preparing to purchase a long-range air defense system worth $4 billion to beef up its defense capabilities in order to avert any threat to its national security.

However, Turkey again failed to reach a final decision in the latest of a string of meetings that were held over the past few years.

In a statement released after the meeting, the SSİK said it would hold further meetings to select the company for the missile defense system.

The main competitors for the tender are the Patriot missile long-range air defense system, produced by US partners Raytheon and Lockheed Martin; Russia’s Rosoboronexport with its S-400 system; China’s HQ9, exported as FD-2000; and Italian-French Eurosam with its SAMP/T Aster 30.

The committee also delayed its decision on the tender for the local production of Turkey's first aircraft carrier. Three major Turkish companies are competing for the bid.

WASHINGTON—Despite the best efforts of Ankara’s allies in Washington during the final hours of the Congressional session, the U.S. Senate refused to act Wednesday on a free give-away of advanced American naval vessels to Turkey. Earlier this week, the House had approved the controversial measure, following a contentious debate, reported the Armenian National Committee of America.

“We join with our Greek American friends in thanking Congressmen Engel, Sherman, Bilirakis, and Sarbanes for opposing this controversial measure giving away two guided missile frigates to an increasingly arrogant and antagonistic Turkey, and welcome the Senate’s decision to block efforts to ‘fast-track’ passage of this controversial measure in the final hours of the 112th Congress,” said Aram Hamparian, Executive Director of the ANCA. “This most recent setback for Turkey reflects the growing bipartisan understanding on both sides of Capitol Hill about the real price America is paying for Turkey’s growing hostility to U.S. interests and allies. Ankara’s failure is yet another signal that the era of Turkey’s having a blank-check in Washington is over.”

In a letter circulated earlier this week on Capitol Hill, the ANCA stressed that: “Such a transfer would materially strengthen Ankara’s naval capabilities at a time when it is using its maritime fleet to aggressively challenge the right of Cyprus to explore its off-shore energy resources, and is seeking to obstruct the ability of Greece to protect its territorial waters.” The ANCA also emphasized that: “Transferring these vessels would also send a dangerous signal to Turkey’s leaders that our government endorses its military occupation of Cyprus, its increasingly belligerent stance toward Israel, its blockade of Armenia, its meddling in the Nagorno Karabakh conflict resolution process, or, for that matter, its violations against the rights of Christians, Kurds, and other minorities.” The letter closed by noting that: “Such material rewards and moral endorsements are neither warranted, nor constructive. In fact, they will work against our nation’s regional security interests.” The American Hellenic Institute, Hellenic American Leadership Council, and other Greek American groups also weighed in against the transfer.

The U.S. House, on December 31st, considered this transfer as part of H.R.6649, a measure added to the “Suspension Calendar” under expedited procedures requiring a two thirds vote. The House adopted H.R.6649 after considerable debate, including a defense of the legislation by Rep. Ros-Lehtinen and statements in opposition from Representatives Eliot Engel (D-NY), the incoming Ranking Democrat on the Foreign Affairs Committee, and Brad Sherman (D-CA), Gus Bilirakis (R-FL), and John Sarbanes (D-MD). The absence of Senate action at the end of the 112th Congress will mean that any legislation authorizing such a transfer will need to be re-introduced for consideration by the 113th Congress.

Congressman Brad Sherman, a senior member of the Foreign Affairs Committee, opposed H.R.6649 both on its merits and on the process being used to secure its consideration in the final hours of the Congressional session, noting: “Woodrow Wilson noted that Congress in committee is Congress at work. Congress ignoring the committee process is a Congress that doesn’t work. This bill has not been the subject of hearing and, more importantly, a markup in the Foreign Affairs Committee. And in the dead of night, provisions to transfer two frigates to Turkey, a controversial provision, was added to this otherwise innocuous bill… Send this bill back to committee. Let us have a real discussion. Let us follow the rules, not suspend the rules, when we’re dealing with a matter of this importance to our foreign policy in the eastern Mediterranean.”

Congressman Engel, in his remarks, stressed: “Some people say this should continue because, after all, Turkey is an ally and we need to help them. Well, I look at it the other way. They’re a NATO ally, so they have responsibility. And the way they’re acting has been anything but responsible. This is not an inconsequential or trivial matter.”

Representative Sarbanes, in his comments, remarked that: “This is not a non-controversial bill. I know it’s being brought here on suspension as though it is, and I’m sure in the past when we’ve had these transfers of vessels, excess defense materials and so forth, often that is a non-controversial action to take. In this case, it’s anything but non-controversial, and I’m surprised, frankly, that the majority would bring the bill to the floor in this form.”

In his remarks, Rep. Bilirakis explained his opposition to H.R.6649, noting that: “the Turkish navy, as recently as last year, held naval live-fire exercises in the eastern Mediterranean. These provocative exercises took place near the natural gas fields of Israel and the Republic of Cyprus and threatened to disrupt peaceful and productive economic activity. Instead, Mr. Speaker, it is my hope that, in the eastern Mediterranean, Congress will continue to work to foster the relationships between the United States, Greece, Israel, and Cyprus in order to promote and foster issues of mutual, economic, and diplomatic importance.”

Congressional scrutiny of the proposed transfer of advanced naval vessels, which are described by the U.S. Navy as having been designed, among other missions, to support and protect amphibious landing forces, was heightened by Turkey’s record of aggression in neighboring littoral areas, most notably its 1974 invasion and ongoing military occupation of Cyprus, as well as its false claims to sovereign Greek islands in the Aegean Sea, and its regular incursions into both Greek and Cypriot territorial waters.

(Reuters) - U.S. soldiers who will man Patriot anti-missile batteries to protect Turkey from the spillover of Syria's civil war began arriving in the country on Friday, the U.S. military said, but the missiles themselves are due later.

Turkey formally asked NATO for the missiles in November to bolster security along its 900-km (560-mile) border with Syria, which has been torn by a 21-month insurgency against President Bashar al-Assad.

Turkey repeatedly has scrambled fighter jets along the frontier and responded in kind when Syrian shells came down inside its borders, fanning fears that the civil war could spread to destabilize the region.

About 400 U.S. personnel and equipment from the 3rd Battalion, 2nd Air Defense Artillery, based at Fort Sill, Oklahoma, will arrive in Turkey over the next several days by U.S. military airlift, the U.S. European Command said on its website.

No U.S. Patriot missiles arrived on Friday, however, according to a military source, and it will be several weeks before the missiles, supplied by Germany and the Netherlands, get to Turkey.

The U.S. troops, who began arriving at Incirlik air base in Turkey, will man two U.S. Patriot batteries out of a total of six batteries that have been promised by NATO allies.

In Washington, a Pentagon spokeswoman said the first U.S. military personnel belonging to the Patriot unit began arriving in Turkey on Friday and more will arrive over the coming days.

The equipment would start arriving a few days later, with the aim of having the U.S. Patriot batteries in place by mid-January, she said.

Germany and the Netherlands are also providing two Patriot batteries and up to 400 troops each.

The German and Dutch missiles are expected to be loaded onto ships in European ports early next week but will take several weeks to get to Turkey.

A small advance team of German and Dutch soldiers will also fly to Turkey early next week to prepare the ground for the Patriots, with the bulk of the troops arriving later.

DESTABILISATION FEARS

NATO foreign ministers approved Turkey's request for the Patriot deployment in early December. The alliance said the move was aimed at defending Turkey and it had no intention of intervening in the Syrian civil war, but Syria, Iran and Russia criticized the decision.

NATO officials say the Syrian military has fired Scud-type missiles in recent weeks and they have voiced concern about chemical weapons Syria is believed to hold.

The Patriot missiles will be stationed near three southeastern Turkish cities.

The Netherlands will deploy its batteries near Adana, Turkey's fourth-largest city, which lies around 100 km (60 miles) from the Syrian border. The joint Turkish-American Incirlik Air Base is just outside the city.

The U.S. will station its batteries near Gaziantep, a city of around 1.5 million people, which lies further to the east, some 60 km (35 miles) from the Syrian border.

Germany will send its batteries to Kahramanmaras, a city to the north of Gaziantep that has around half a million inhabitants and is some 150 km (95 miles) from Syria.

ISTANBUL (CIHAN)- Israel, whose relations with Turkey have been strained since its troops staged a deadly attack on a Turkish passenger ship in which nine civilians were killed as part of a flotilla bringing supplies to Gaza in May 2010, has changed its mind about not delivering hardware to be installed on Airborne Warning and Control System (AWACS) military aircraft to Turkey.

Turkey bought four AWACS-compatible aircraft from the US in the early 2000s. A contract to install the electronic equipment to integrate the warning system with military planes was won by Israel, which earlier delivered two of the planned systems. However, it announced in 2011, following tension that began with the passenger ship attack, that it would not be delivering the remaining two systems.

But sources say Israel has changed its mind. A senior defense bureaucrat told Today's Zaman that Boeing, the manufacturer of the planes that will be integrated into the system, had to intervene. "Boeing told Israel that their refusal to complete the delivery was hurting their business, and Israel agreed to return the equipment," he said.

The system allows a military aircraft to protect itself from electronic attacks targeting its controls during a flight. Israeli company IAI-Elta is manufacturing the electronic support system for the four aircraft, with the cost of the project amounting to $25 million. The system is expected to arrive in Turkey next month, following Boeing's intervention.

The AWACS craft are expected to greatly increase dominance over Turkey's own airspace. The radars on these planes are being manufactured by Northrop Grumman, another US company. Turkey is waiting on the fourth plane from Israel. Currently, Turkish Aerospace Industries (TAI) has three of the craft, fully equipped. Many Turkish defense companies, including TAI, HAVELSAN, ASELSAN, MIKES, HAVELSAN TEKNOLOJI RADAR, KALE KALIP, SELEX and Turkish Airlines (THY), have assume responsibilities in the project.

The Turkish Navy has selected RMK Marine to negotiate its plan for the construction of six follow-on Milgem-class corvettes under the Turkish national warship programme, Ministry of Defence's Undersecretariat for Defence Industries (SSM) has announced.

RMK Marine has been selected for the construction phase of the Milgem corvette programme, reported Janes.com.

The Turkish national warship programme aims to build eight corvettes and four frigates worth $3bn, with anti-submarine warfare and high-seas patrol capabilities.

Featuring stealth technologies, the new Milgem-class multimission corvettes can be used to perform a range of missions such as reconnaissance, surveillance, target identification, early warning, anti-submarine warfare, surface-to-surface and surface-to-air warfare and amphibious operations.

SSM Undersecretary Murad Bayar listed Milgem as Turkey's 'highest- priority (naval) programme' with advanced ASW capability.

The first two ships of the class, TCG Heybeliada (F-511) and TCG Büyükada (F-512), were built at the Istanbul Naval Shipyard Command.

Armed with 76mm dual-purpose gun and two remotely controlled 12.7mm machine guns, the Milgem-class corvettes features an aft flight deck to allow S-70B-2 Seahawk helicopter missions, as well as aircraft ship-integrated secure and traverse (ASIST) helicopter handling and tracking system.

Countermeasure systems also equipped on the boats include Degaussing (DG), early warning (EW) radar, ASW jammers and Sea Sentor surface ship torpedo defence (SSTD).

The 99m-long Milgem-class corvettes have a displacement capacity of 2,000t, a beam of 14.4m and a design draft of 3.6m.

Capable of accommodating a crew of 93 crew including air crew, the frigates are integrated with eight Harpoon Block II anti-ship missiles and a single Mk31 RAM self-defence missile weapon system.

La décision de commande a été repoussée à 2014. D'ici là, le gouvernement essayera de négocier. La Turquie a l'air de changée de position concernant ce dossier.

L'armée turque compte 700 000 personnels. Dont presque 35 000 officiers. 210 000 soldats de métiers. 450 000 conscrits, 348 généraux et amiraux..

Le gouvernement table sur une armée complètement professionnelle de 500 000 soldats. Le projet est suspendu tant que le problème du sud-est ne sera pas résolu.

En effectif, on est la 2ème armée de l'Otan derrière l'armée américaine et la 6ème armée mondiale.

Turkey postpones purchasing U.S F-35 fighters

Turkey has decided to postpone the purchase of F-35 fighters, online newspaper Sabah reported today, citing a source at the Defense Ministry.

According to the newspaper, the final decision was postponed until the middle of the year.

Early last year, the Turkish government permitted the secretariat of the defense industry to purchase the first two U.S F-35 fighters.

In general, Turkey is planning to buy 116 F-35 fighters: 100 fighters as part of the main contract, and 16 as part of the option.

Purchase of the fighters was previously postponed several times because of the U.S.'s refusal to provide Turkey with fighter software codes needed to operate the proper weaponry and undertake F-35 technical maintenance.

A titre perso, je ne pense pas que la Turquie puisse se passer du F-35 quand on voit l'implication actuelle et future de nos entreprises en tant que sous-traitant.

Les raisons invoquées sont surtout les capacités qui ne sont pas conformes à la feuille de route de départ.

On va sûrement faire nos achats directement à partit du block 3, ce qui est pas plus mal.
