Rappel du premier message :

Marques a raison, faut la laisser faire , pas en faire une martyr.
Sur la derniere video, ou elle s'est jetee par terre, elle faisait trop pitie, en manque d'imagination la pauvre, au bout du rouleau comme ses potes a Tindouf.

En meme temps, je comprend pas pourquoi la regionalisation traine tellement. Attendent ils quelque chose de precis, un signe de l'etranger?

Comment on va se mettre d'accord sur le corps electoral pour le vote du plan d'autonomie alors qu'on a pas su se mettre d'accord pour le referendum au sud ?

J'avais lu une complaint d'un MP sur la situation au sahara quand ils nous ont vendus les 105mm je crois...
Pour quelles raisons les pires/meilleurs colonisateurs de l'histoire sont ils d'office contre nous ?

non c´etait en 2000 ou 1 a cause d´un refurbishment des L118,darou hala pour rien,enfin de compte on a eu le refurbishment et at home meme.depuis on les ignore coté armement..

pourquoi a ton avis? pour les memes raisons qui font que le MI6 traite pour les compagnies birts en étranger: interets economiques

C'est la ou on voit que la diplomatie marocaine a prit du muscles , parce que pour prendre une décision aussi catégorique , qui va a l'encontre des interets d'un "Grand" de ce monde et se mettre du coté d'un pays comme l'Argentine , qui ne fait pas le poids contre l'UK , faut avoir des cojones pour faire sa qd meme .
Perso je prefere sa que se taire et avoir aucun courage politique , il faut que le Maroc s'affirme comme un pays qui peut prendre des décisions tranchantes , meme a l'encontre de pays de cet accabit .

Cette prise de decision unilateral contre un puissant de ce monde montre notre amateurisme encore une fois.Je suis desabusé par notre situation economique.Le maroc a besoin d'etre aidé,et non se chercher des ennemis comme l'UK.

Les Brits s'ont intervenus , ont attaquer, massacrer, piller,partitionner, emiratiser, la plupart des pays de la planete et ils osent l'ouvrir en matiere de droit international.

C'est surement plus l'empire sur lequel le soleil se couche pas, mais militairement et economiquement ils ne sont pas morts non plus. Ils gardent des leviers economiques et politiques sur leurs anciennes colonies via le Commonwealth, les elites britishized, Sandhurt + membre du CS. Leur position diplomatique est scruter et souvent copier par les chancelleries de leurs "satellites".
Et diplomatiquement ils perdent rarement cf Malouines, Gibraltar, Ulster, ect...
Enfin un soutien aux Argentins ne signifient pas d'office un soutien unanime des Latinos. Kirchner a demander aux Chiliens d'arreter de ravitailler et d'avoir une liaison aerienne avec les malouines et ils ont refuser.
Mais on verra bien...

le soutiens au Argentins n'est pas forcément une attaque au RU
En meme temps que la visite de Amrani, l'ambassadrise du Maroc a Londre a du téléphoner au Foreight Office
Ensuite le RU ne va pas se brouiller avec un autre pays riverain du détroit de Gibraltar
Enfin le RU a d'autre priorité que les Malouines comme par exemple....l'Ecosse

faut comprendre le mecanisme du CS: quand les US et francais s´accordent sur une chose,les brits ne peuvent la contrarier,ce sont eux qui essaiyaient depuis 2008 l´inclusion du machin DH dans la minurso,accompagnés tantot par sidafric,ouganda ou allemagne quand ils y etait...mais toutes leurs tentations echouaient devant le bloc franco-americain(meme si le dernier a laché un peu) a cause du refus categorique du Maroc.c´est pour ca qu´ils decident en concensus et pas vote majorité

ils sont poussés seulement par le lobby petroalgerien mais meme ca a ses limites

pour le militaire/diplo,meme eux disent que c´est la descente en enfer,non elle n´est plus ce qu´elle etait,elle se renforce seulement en accompagnant les decisions US,ca fait cet effet d´assimiliation

je rajouterai que sur l'affaire des DH a la Minurso
c'est tantot la Russie, tanto la Chine, qui on menacer de veto contrairement à la propagande algérienne.

Donc c'est clair que face au bloc Franco-Américain d'un coté et la Russie et la Chine de l'autre la GB n'as
pas grand chose a dire...

y´a pas de veo ladessus,c´est en concensus pas en voix que ca passe.
lors de l´ecriture du papier en coulisses ils debattent,corrigent ou proposent amendement(ce que certains assimilent a "veto"),c´est tout,mais le vrai veto se leve en session directe du CS quand y´a vote par voix.

Je pense que tous les calculs fait ici ont été fait, peser et sous-peser au quart de poil. Je crois au risque calculé. Il y a un partage du monde. Afrique francophone aux français et Commonwealth au brit. Pas d'ingérence réciproque. Au mieux des coups de mains.
Yak a raison, sur ce dossier les brit ne compte pas. us, fr, Espagne . Même Chine et Russie ne comptent pas. C'est un dossier traité par un cercle restreint quand il s'agit de "décider". Pour le blabla a l'assemblée générale, les avis sont négligeables, même venant de grand pays. Il faut avoir lu les minutes des AG et les textes de résolutions pour se rendre qu'il n' y a que quelques avis qui comptent vraiment. Je ne pense même pas que les brit s'en offusque plus que ça. Et tu imagines l'argumentaire d'une grande diplomatie varier du tout au tout. , alors même que les variables sont inchangées ?
Il y a une dynamique sur ce dossier et il nous faut pousser de toute part et décrocher le Max d'appuis.
L'Amérique du sud est le berceau de l'idéologie révolutionnaire liberatrice, politiquement et symboliquement c'est important.
L'evolution du contexte saharo-sahélien est en train d'achever l'idée d'état fantoche dans les parages. Les populations désirant s'autonomiser dans le cadre d'etat souverain vont faire école.

Toute façon l'Espagne se casse la gueule, le Maroc a besoin d'un nouveaux débouché hispanique, d'ou les voyage en Colombie et en Argentine.
Meme chose, avec la France, auquel il faudras trouver de nouveaux débouché francophone, d'ou les voyages en Afrique Francophone et des accords avec le Canada (Quebec)

UNITED NATIONS — UN leader Ban Ki-Moon called Monday for urgent international efforts to end the Western Sahara conflict because of fears the Mali war will spill over into the Moroccan-occupied territory.

Ban called on the UN Security Council to strengthen the UN peacekeeping mission in Western Sahara, where Morocco and the Polisario Front have been locked in a more than two-decade showdown over control.

"The rise of instability and insecurity in and around the Sahel requires an urgent settlement of this long-standing dispute," Ban said in a report to the 15-member council.

UN envoy Christopher Ross has been holding new talks in the region in a bid to revive dialogue between Morocco and the Polisario Front.

"All governments consulted raised serious concerns over the risk that the fighting in Mali could spill over into neighboring countries and contribute to radicalizing the Western Saharan refugee camps," Ban said.

One government leader in the region called the Western Sahara camps "a ticking time bomb," the report said.

While the year-old conflict in Mali, where French-led international forces are battling Jihadist groups, dominates headlines, many African leaders consider Western Sahara to be the continent's "forgotten conflict."

Morocco started to annex Western Sahara in 1975 as Spanish colonizers withdrew. The Polisario took up arms demanding an independent state until the UN brokered a ceasefire in 1991.

Efforts to arrange a negotiated solution are in deadlock. The Polisario has demanded that the UN mission, MINURSO, carry out a promised self-determination referendum in the phosphate-rich territory. Morocco only agrees to broader autonomy.

Morocco last year briefly refused to hold talks with Ross. But the envoy has since been on his first official visit to Western Sahara where he reported meeting an increasingly frustrated youth, with no jobs and no sign of a breakthrough on the territory's future.

Many youth "expressed support for radical courses of action such as resuming hostilitities against Morocco or asking MINURSO to recognize its impotence and depart," said Ban's report.

"Others warned that these frustrations made young people tempting recruitment targets for criminal and terrorist networks."

Rights groups accuse Morocco of abuses in Western Sahara. Ban highlighted UN concerns over Morocco's use of a military court to try 25 Sahara activists this year.

But MINURSO says it does not get enough access in Moroccan-controlled territory nor Polisario-run refugee camps.

The UN said Morocco had carried out 42 violations of the ceasefire accord, up from 25 last year. Four violations by the Polisario were reported, down from seven.

Most of the Moroccan violations were extensions to trenches and the construction of new military observation posts. Ban said there has been "a gradual shift in the military balance between the parties."

The UN leader said 15 extra military observers were needed to halt "a gradual erosion of the authority of MINURSO."

He also said Morocco and the Polisario must "engage in genuine negotiations" and "engage in a logic of give and take" because neither side will win everything.

Ban called on Morocco and Algeria to step up efforts to overcome their rivalry. Their frontier remains closed and Algeria traditionally backs the Polisario.

"The persistence of the conflict is a hindrance to greater Maghreb integration which is needed now more than ever in order to face the common challenge of increased instability and insecurity in the region," said Ban.

(Reuters) - The conflict in Mali threatens to spill over into the disputed territory of Western Sahara and the Polisario Front independence movement has warned the United Nations of the possibility of "terrorist infiltrations," the U.N. chief said in a new report.

Morocco took control of most of Western Sahara in 1975 when colonial power Spain withdrew, prompting a guerrilla war for independence that lasted until 1991 when the United Nations brokered a cease-fire and sent in a peacekeeping mission known as MINURSO.

"During meetings with MINURSO, Frente Polisario commanders have not ruled out terrorist infiltrations," Laughing U.N. Secretary-General Ban Ki-moon said in a report to the 15-nation Security Council obtained by Reuters on Monday.

"Possible armed infiltrations, gaps in regional security coordination and resource shortages for effective border controls expose military observers to risk," the report said.

France launched a military offensive in Mali in January against Islamist militants threatening the capital. That drove the insurgents out of the towns they had seized, but they have since hit back with suicide attacks and guerrilla-style raids.

Western powers are concerned that Mali's vast and lawless Saharan desert could become a launchpad for international militant attacks. Other European governments have ruled out sending combat troops but are backing a military training force.

"All governments consulted raised serious concern over the risk that the fighting in Mali could spill over into the neighboring countries and contribute to radicalizing the Western Saharan refugee camps," Ban's report said.

One government called the situation in Western Sahara a "ticking time bomb," Ban said.

Rabat has long tried to convince Polisario, which represents the Saharawi people, to accept its plan for Western Sahara to be an autonomous part of Morocco.

Polisario instead proposes a referendum among ethnic Sahrawis that includes an option of independence, but there is no agreement between Morocco and Polisario who should participate in any referendum.

The referendum has never been held and attempts to reach a lasting deal have floundered.

HUMAN RIGHTS MONITORING

No state recognizes Morocco's rule over Western Sahara but the Security Council is divided. Some non-aligned states back Polisario but veto powers France and the United States have continued to support Rabat.

The Polisario accuses Morocco of routine human rights violations in Western Sahara and has called for MINURSO to have the authority to conduct independent human rights monitoring. That is something that the Polisario have called for in previous years but Morocco, backed by France, has rejected the idea.

In his report, Ban argued in favor of some form of independent rights monitoring but offered no details on how it would be carried out in the resource-rich territory.

"Given ongoing reports of human rights violations, the need for independent, impartial, comprehensive and sustained monitoring of the human rights situations in both Western Sahara and the camps becomes ever more pressing," Ban said.

He also recommended renewing the mandate for the U.N. peacekeeping mission in Western Sahara for another year until April 30, 2014, as well as adding 15 military observers and six U.N. police officers to the force.

Western Sahara, which is slightly bigger than Britain, has under half a million people known as Sahrawis. But it is rich in phosphates - used in fertilizer - and, potentially, offshore oil and gas.

U.N. special envoy Christopher Ross has been discussing the possibility of reviving negotiations on the future of Western Sahara with countries in the region.

NEW YORK – United Nations Secretary General Ban Ki-moon called on Monday for an urgent settlement for the Western Sahara issue due to the mounting instability and insecurity in the Sahel region and urged the opening Morocco-Algerian borders for the interest of the region and the international community.

The rise of instability and insecurity in and around the Sahel requires an urgent settlement of this long-standing dispute, Ban said in its latest report on the Sahara issued in New York. In this report, Ban voiced concern over the security of MINURSO staff, saying that ongoing operations in northern Mali can threaten the region in the long run.

He explained the continuing suspension of MINURSO night patrols is due possible armed infiltrations and gaps in regional security coordination.

The UN chief recalled that three humanitarian aid workers were kidnapped from the camps of Tindouf in October 2011.

All Governments consulted, during visit by UN secretary-general’s personal envoy for the Western Sahara Christopher Ross, raised serious concern over the risk that the fighting in Mali could spill over into the neighbouring countries and contribute to radicalizing the camps populations, he said.

He noted that difficulties during the period continued to hinder progress toward a just, lasting, and mutually acceptable political solution, regretting that the negotiating process remains at a stalemate because the two parties have refused to move beyond presenting and defending their respective proposals.

The persistence of the conflict is a hindrance to greater Maghreb integration, which is needed now more than ever in order to face the common challenge of increased instability and insecurity in the region, he stressed.

He underlined that his personal envoy will encourage both Morocco and Algeria to redouble their efforts in order for them both to enjoy the benefits that they would gain from improved relations and the opening of their common border in the interest of the region and of the international community as a whole.

However, analysts believe that in the absence of a clear plan of action, Ross’ mission to resolve the thirty-seven years old dispute will remain at a standstill.

International strategic and defense experts consider that the Sahara independence "is not a realistic nor feasible option" citing evidence of the Polisario involvement with terrorist groups active in the region, in kidnappings and all kinds of illicit trafficking.

"There are cogent evident showing that Polisario elements are involved in the scourges plaguing the region , Laurence Aida Ammour, associate researcher at Bordeaux's political studies institute and international security consultant said as she took part on Monday in a conference held in the McDaniel College, in Westminster (Maryland) on the theme "Political change and security in North Africa" in collaboration with the Center for Navy Analyses (CNA).

The security expert also deplored the hard humanitarian situation and poor human rights record in the Tindouf camps, pointing out that the latest development in the Sahel region and Mali have prompted awareness on the emergency of a lasting solution of the Sahara, taking into account security requirements while observers in Washington have called for the closure of the Tindouf camps which have become the weak link in the fight against terrorism.

She also criticized Algeria's stubborn and rigid attitude, stating that "North Africa and the Sahel are not the same as in the 70's or 80's".

These facts converge to a single conclusion: the Sahara independence "is not a realistic and even less feasible option", said Fernando Reinares, Professor of political science and security studies at the King Juan Carlos university and senior researcher at the Real Instituto Elcano in Madrid.

"It does not serve the interests of Sahrawis, and even less those of the region and the international community", he argued before warning against radicalization in the Polisario ranks and temptations to join extremist groups

"Large autonomy within Moroccan sovereignty is an option that is more than acceptable," he argued.

Morocco has proposed an initiative in response to repeated requests of the United Nations Security Council and several of its key members, including the United States.

The Initiative for Western Sahara or the Autonomy for Western Sahara plan was presented in 2006 as a possible solution to the Western Sahara conflict.

The initiative is the product of a year long internal and foreign Moroccan consultation process. All sectors of the Sahrawi population were included in the consultations and the views of foreign governments and expert international authorities were sought before the plan was finalized for presentation to the United Nations.

The Moroccan side has voiced, on several occasions, its will to reach a solution to this longstanding problem that could facilitate the opening of negotiations for a “just, durable and peaceful” political solution.

The Moroccan proposal is the first and only proposal to come from one of the parties to the conflict in response to the Security Council encouragements.

In various forms, the Polisario has continued to insist that the referendum be held, and threatened a renewal of hostilities and the eviction of the United Nations peacekeeping force from the territory under its control, despite the fact that the Security Council has repeatedly made clear that this solution is no longer viable.
