China Ramping Up Armed, Unarmed Drone Development
China has deployed unarmed reconnaissance and ocean surveillance drones in Northeast Asia near Japan, the Senkaku islands and along China’s southern coast, the Washington Times reports. Citing U.S. intelligence officials, Bill Gertz writes China could also send drones to the South China Sea. One drone, the China’s CH-4 drone, appears to be a copy of the General Atomics-made Predator and is armed with missiles similar to the Hellfires launched from the Predator, according to Gertz. Other intelligence reports are indicating that China is also developing an unmanned combat aerial vehicle that is intended to be stealth. Gertz reports China’s drone to be identical to Northrop Grumman‘s X-47B drone, which was recently tested on a U.S. aircraft carrier, and could be able to reach Guam.

China Unveils Its Military Structure for First Time BEIJING, April 16 (RIA Novosti) – China revealed the composition and structure of its armed forces, including its nuclear deterrent, for the first time on Tuesday in a new edition of a white paper on national defense that also elaborates the country’s new security plan. The document, titled “The Diversified Employment of China's Armed Forces,” is China’s eighth white paper on national defense since 1998, but it is the first time the country has made public figures and information regarding the structure of its armed forces. According to the white paper, China's armed forces are composed of the People's Liberation Army (PLA), the People's Armed Police Force and the militia. The PLA, in turn, consists of an army, navy, air force and the Second Artillery Force, which is the core of China’s nuclear deterrence. The army includes 18 combined corps and has a total of 850,000 troops. They are deployed in seven military area commands (MACs): Beijing, Shenyang, Lanzhou, Jinan, Nanjing, Guangzhou and Chengdu. The navy is composed of three fleets: the Beihai Fleet, the Donghai Fleet and the Nanhai Fleet, comprising a total of 235,000 sailors. The air force has a total of 398,000 troops, and deploys an air command in each of the seven MACs. The Second Artillery Force is mainly composed of nuclear and conventional missile forces and operational support units, and is “primarily responsible for deterring other countries from using nuclear weapons against China, and carrying out nuclear counterattacks and precision strikes with conventional missiles,” the document said. The force has a series of Dong Feng ballistic missiles and Chang Jian cruise missiles, it said. According to the white paper, “China advocates a new security concept featuring mutual trust, mutual benefit, equality and coordination, and pursues comprehensive security, common security and cooperative security.” However, it stresses that the country is facing "multiple and complicated security threats" and emphasizes China’s need to protect its "national unification, territorial integrity and development interests." The document lists the growing US presence in the Asia-Pacific region, territorial disputes with Japan and the activities of separatist forces in Taiwan as major challenges on the international arena. These and other challenges make it necessary “to build a strong national defense and powerful armed forces which are commensurate with China's international standing and meet the needs of its security and development interests.” China is the second largest military spender in the world after the United States. Its military spending rose by 175 percent between 2003 and 2012, reaching $166 billion last year, according to data released by the Stockholm International Peace Research Institute on Monday.

China builds second aircraft carrier
Navy has a single carrier, the Russian-built Liaoning, and says another larger vessel is under construction
China's first aircraft carrier, the Soviet-era Liaoning. Photograph: Str/AFP/Getty Images China will build a second, larger aircraft carrier capable of carrying more fighter jets, the official Xinhua news service has reported, quoting a senior officer with the People's Liberation Army (PLA) Navy.
The report comes after Chinese officials denied foreign media reports in September 2012 that China was building a second carrier in Shanghai.
"China will have more than one aircraft carrier ... The next aircraft carrier we need will be larger and carry more fighters," Xinhua quoted Song Xue, deputy chief of staff of the PLA Navy, as saying at a ceremony with foreign military attaches.
Song said foreign media reports saying the carrier was being built in Shanghai were inaccurate but did not elaborate, according to the report.
China currently has one aircraft carrier, the Liaoning, which it bought from the Russians and refitted. Considered by military experts to be decades behind US carrier technology, it was officially said to have been bought to serve as a floating casino but was turned to military use.
China is also building up other forms of military hardware, including a stealth fighter jet believed to be capable of landing on a carrier, drone aircraft and nuclear submarines.
China is alone among the original nuclear weapons states to be expanding its nuclear forces, according to a report by the US-China Economic and Security Review Commission.
Song said the PLA Navy was building a naval aviation force for the Liaoning and there would be at least two aviation regiments on one carrier, including fighters, reconnaissance aircraft, anti-submarine aircraft, electronic countermeasure (ECM) planes and rotary-wing aircraft, the report said.
Chinese officials have said the Liaoning will be used primarily for training purposes.
