Le pompage des soutes à combustible de l’USS Guardian, échoué depuis le 17 janvier sur un récif aux Philippines a été mené à bien. L’opération a été réalisée par le Vos Apollo, un remorqueur de la compagnie néerlandaise Vroon Offshore Services. Immatriculé en Malaisie, le navire, affrété par l’US Navy, a assuré les 24 et 25 janvier le pompage d’environ 57.000 litres de carburant contenus à bord du chasseur de mines américain. Cette opération avait pour but de prévenir un risque de pollution devenant de plus en plus important au fil des jours. La coque en bois recouverte d’un revêtement en fibre de verre a, en effet, beaucoup souffert de son échouement sur le récif. Alors que le revêtement a été partiellement arraché sous l’assaut des vagues, notamment sur la patrie tribord de l’USS Guardian, la coque est percée à plusieurs endroits, l’eau ayant envahi une partie du bâtiment. Aucune fuite d'hydrocarbures n'aurait toutefois été détectée, assure la marine américaine.

Ne pouvant être extrait de cette position en l’état, le chasseur de mines, long de 68 mètres et présentant un déplacement de 1300 tonnes en charge, devra être soulevé par des moyens de levage de forte capacité. A cet effet, deux grues flottantes sont attendues sur zone à partir du 1er février.

On notera que cet échouement continue de faire polémique dans la mesure où l’USS Guardian est planté sur le récif de Tubbataha, au beau milieu d’une zone naturelle classée à l’inventaire de l’UNESCO, qui précise que les écosystèmes du récif abritent plus de 350 espèces de coraux et près de 500 espèces de poissons.

Alors que les navires ne sont pas autorisés à transiter dans ce parc marin protégé, l’US Navy évoque l’hypothèse d’une défaillance des systèmes de navigation du chasseur de mines pour expliquer sa présence à cet endroit. Au moment de l’accident, le bâtiment, en provenance d’Olongapo, transitait par la mer de Jolo pour rejoindre son prochain port d’escale.

The United States Navy has decided to scrap the $277 million minesweeper, U.S.S. Guardian, stuck on the Tubbataha Reef, a Unesco World Heritage site in the southern Philippines, since Jan. 17. “The plan is to dismantle the ship into three pieces and remove the sections by crane,” said Lt. Cmdr. James Stockman, a Navy public affairs officer temporarily based at the American Embassy in Manila. The complete loss of a Navy ship due to an accident during peace time “is a rarity,” Commander Stockman said.

SEATTLE, Feb. 4, 2013 -- Boeing [NYSE: BA] delivered the sixth production P-8A Poseidon aircraft to the U.S. Navy Jan. 31, successfully completing the first group of low-rate initial production aircraft that are dramatically improving the service's maritime patrol capabilities.

The delivery is the final aircraft from a contract awarded in January 2011. Boeing is on schedule to build 24 P-8A maritime patrol aircraft as part of contracts awarded in 2011 and 2012.

"The P-8 team continues to incorporate efficiencies into our production as we ramp up deliveries in 2013," said Rick Heerdt, Boeing vice president and P-8 program manager. "We've reduced flow times and costs, which ultimately benefits our U.S. Navy customer."

The U.S. Navy plans to purchase 117 P-8As, which are based on the Next-Generation Boeing 737-800 platform. It is a versatile multi-mission aircraft that provides broad long-range maritime patrol capabilities -- anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance. It is replacing the U.S. Navy's P-3 fleet.

"This aircraft delivery marks the beginning of a new era of maritime patrol aircraft," said Capt. Scott Dillon, Maritime Patrol and Reconnaissance Aircraft program manager. "The first fleet squadron is now equipped with P-8s, and will soon deploy with a maritime patrol capability that is greatly enhanced relative to our legacy P-3 force."

The next three Poseidon aircraft are undergoing mission systems installation and checkout in Seattle, and two more are in final assembly in Renton, Wash. Boeing will deliver its seventh production P-8A to the Navy later this quarter.

As part of the LRIP contracts, Boeing is also providing maintenance training for the Navy, in addition to logistics support, spares, support equipment and tools.

La refonte à mi-vie de l’USS Abraham Lincoln, l’un des 10 porte-avions américains, est retardée en raison de problèmes de financement. C’est ce qu’a annoncé la marine américaine le 8 février. Le bâtiment, dont les cœurs nucléaires doivent être impérativement rechargés, devait gagner cette semaine le chantier Huntington Ingalls Industries de Newport News afin d’entrer en cale sèche, mais le contrat avec HII n’a pas pu être signé. « Le Lincoln demeurera à quai à la base navale de Norfolk jusqu’à ce que des crédits suffisants soient reçus pour exécuter sa révision complète et le rechargement en combustible. En attendant, l’équipage assurera sa maintenance », explique l’US Navy. Les porte-avions américains, conçus pour demeurer en service 50 ans, connaissent une opération de RCOH (Refueling Complex Overhaul) à mi-vie. Durant une quarantaine de mois, les bâtiments sont modernisés et leurs deux réacteurs nucléaires (dont les éléments combustibles sont prévus pour durer 20 à 25 ans), produisant l'énergie nécessaire à leur propulsion, sont rechargés. Débutée le 29 août 2009, cette grande maintenance s’achève sur l’USS Theodore Roosevelt, en service depuis 1986 et qui doit laisser la place à l’USS Abraham Lincoln (1989), pour lequel les travaux doivent durer jusqu’en 2016. Doit ensuite suivre l’USS George Washington (1992), le chantier de Newport News devant aussi, entretemps, assurer le déchargement des éléments combustibles des cœurs de l’USS Enterprise, retiré du service en décembre dernier.


Impact direct sur le potentiel de la flotte et le tissu industriel


Les infrastructures d’Huntington Ingalls Industries, qui assure non seulement la maintenance des porte-avions américains mais aussi la construction des bâtiments neufs de ce type, comme actuellement le futur USS Gerald R. Ford, sont donc très sollicitées et l’occupation des cales sèches soumise à des contraintes calendaires importantes. C’est pourquoi l’US Navy s’inquiète fortement de devoir reporter le chantier de l’USS Abraham Lincoln. Car cette situation n’est pas sans conséquence pour l’activité opérationnelle de la flotte et est susceptible d’entrainer à terme des surcoûts. « Annuler ou reporter des opérations de maintenance provoque des retards significatifs et affecte les calendriers, tout en ayant un impact sur les coûts et les capacités pour les années futures. Le retard de la révision et du rechargement des cœurs du Lincoln impactera l’activité d’autres porte-avions. En raison du court laps de temps disponible entre deux arrêts techniques, ce retard aboutira à reporter d’autant le déchargement des réacteurs de l’Enterprise, récemment retiré du service, mais aussi le début de la période maintenance du George Washington ». L’état-major de la flotte américaine rappelle aussi qu’une telle situation, consécutive au fait que la nouvelle loi de finances, permettant de débloquer les crédits, n’ait pas encore été adoptée, provoque des difficultés pour les industriels et les sous-traitants chargés de mener à bien ces chantiers majeurs. Et l’US Navy de tirer la sonnette d’alarme : « Les incertitudes fiscales liées au fait qu’il n’y ait pas de projet de loi de finances et les mesures que la marine est forcée de prendre en conséquence font peser un stress significatif sur une force déjà confrontée à une situation tendue et sapent la stabilité d’une base industrielle fragile ».

PATUXENT RIVER NAS, Md., 13 Feb. 2013. The U.S. Navy P-8A Poseidon, a military maritime patrol version of the Boeing 737 single-aisle passenger jet, will receive anti-submarine warfare (ASW) system upgrades and support services under terms of a $7.2 million contract modification announced Monday.
The Naval Air Warfare Center Aircraft Division at Patuxent River Naval Air Station, Md., awarded the contract modification to ERAPSCO Inc. in Columbia City, Ind., for engineering and manufacturing development services in support of the P-8A's High Altitude Anti-Submarine Warfare (HAASW) system. The action involves an indefinite-delivery/indefinite-quantity contract.
ERAPSCO and its sister company Sonobuoy TechSystems in Columbia City, Ind., are joint ventures between Sparton Corp. in De Leon Springs, Fla., and Ultra Electronics UnderSea Sensor Systems Inc. (USSI) in Columbia City, Ind. The companies design and build Navy sonobuoys and transducers.
Navy officials plan to use the P-8A in tandem with the Northrop Grumman RQ-4N Broad Area Maritime Surveillance (BAMS) unmanned aerial vehicle (UAV) -- a maritime-patrol version of the Global Hawk long-range surveillance UAV.
Navy ASW experts will use BAMS to detect potentially hostile submarines and surface ships, and upon detection, to call in the P-8A to take a closer look or to attack hostile vessels with torpedoes and missiles. The P-8A tracks submerged submarines by laying down arrays of sonar-carrying sonobuoys on the ocean's surface.
The HAASW integrates modified sonobuoy sensors to enhance the P-8A's ability to track submarines and other maritime vessels from higher than traditional fixed-wing airborne ASW altitudes.
Relatively high altitudes for the P-8A are to enhance communications range with large-area buoy fields, as well as to enhance coverage from other onboard non-acoustic sensors. The HAASW capability for P-8A is to be part of the aircraft's Increment 2 upgrade to the baseline (Increment 1) aircraft.
The HAASW system can receive, process, and store in-buoy GPS data received from AN/SSQ-53, AN/SSQ-62, and AN/SSQ -101B sonobuoys; will integrate the GPS drop vector algorithm to enhance buoy splash point prediction and accuracy in real time; and will receive, command, and process the AN/SSQ-101B sonobuoy with a digital uplink and downlink.
US Navy Sonobuoys%2013%20Feb%202013The SSQ-53 is a passive directional low frequency analyze and record sonobuoy; the SSQ-62 is a directional command active sonobuoy; and the SSQ-101 is an air deployed active receiver. All are built by Sonobuoy TechSystems.
For the ERAPSCO contract modification announced Monday, the company will do the work in DeLeon Springs, Fla. and Columbia City, Ind., and should be finished in May 2014.
Last December Naval Air Warfare Center Aircraft Division officials announced their intention to procure a HAASW systems upgrade and engineering support for the Software Defined Sonobuoy Receiver (SDSR) and Many channel Programmable Acoustic Processor Stimulator (PAPS) Radio Subsystem (McPRS) on a sole source basis with Ultra Electronics Flightline Systems Inc. in Victor, N.Y.
The SDSR is packed in a 6U VME chassis, and has 32 acoustic channels supported by the basic configuration of the SDSR, which consists of three standard 6U VME boards. The SDSR is controlled by Gigabit Ethernet, and requires an external preamplifier to filter and amplify received sonobuoy acoustic information.
The SDSR works with all digital and analogue sonobuoys, and offers software support for several bandwidths and formats. Options include 64 acoustic channel capability, analogue outputs, and Sonobuoy Positioning System (SPS) capability .

Planning for a class of small, multipurpose warships to operate in the littoral zone began in the early 2000s. In July 2003, a proposal by General Dynamics (partnering with Austal USA, the American subsidiary of Australian shipbuilder Austal) was approved by the USN, with a contract for two vessels.These would then be compared to two ships built by Lockheed Martin to determine which design would be taken up by the Navy for a production run of up to 55 ships.

Northrop Grumman has demonstrated sensor fusion of on and off-board systems in the Integrated Combat Management System (ICMS) used on the LCS.Side and forward surfaces are angled for reduced radar profile. In addition, H-60 series helicopters provide airlift, rescue, anti-submarine, radar picket and anti-ship capabilities with torpedoes and missiles.

The US Navy's (USN's) newest Nimitz-class aircraft carrier will host the next at-sea trials of the X-47B Unmanned Combat Air System demonstrator (UCAS-D), an official announced on 13 February.

Rear Admiral Mathias Winter, the USN's programme executive officer for unmanned aircraft and strike weapons (PEO U&W), said that the X-47B is being prepared to go on board USS George H W Bush (CVN 77), the tenth and final Nimitz-class carrier, in the April to May timeframe, depending on carrier schedules and fall-out from the US budgetary crisis.

The Northrop Grumman-built autonomous aircraft completed its first at-sea tests in December 2012 on board USS Harry S Truman (CVN 75). During the two-week trial period, sailors directed the tail-less aircraft in taxiing trials on the flight deck and also handled the vehicle in the hangar bays.

Harry S Truman was scheduled to deploy to the US Central Command area of responsibility in the Gulf region earlier this month, but its departure was scrapped due to budgetary constraints. It will remain in Norfolk, Virginia, on standby ready to surge if necessary.

The US Navy's sixth San Antonio-class
amphibious landing platform dock (LPD), USS San Diego (LPD 22), has been
declared ready for combat operations following the successful completion of
final contract trials (FCT).

Conducted by the US Navy Board of Inspection and Survey (INSURV), the FCT
helps ensure that the USS San Diego ship meets all standards and requirements
expected by the service.

The final in-depth examination involved identification and fixing any
potential problems, while the ship will remain under warranty for one year.

Following delivery to the US Navy in December 2011, USS San Diego has passed
INSURV tests prior to post-shakedown availability (PSA).

San Diego commanding officer captain William Grotewold said that the PMS 317,
Huntington Ingalls Industries, NASSCO shipyard and the regional maintenance
centre crew worked together to identify and fix the major issues.

"We're the first in the San Antonio-class to conduct final contract trials
prior to PSA," Grotewold said.

Currently undergoing PSA, USS San Diego is expected to begin basic training
phase in 2014 in preparation of its maiden deployment, scheduled for the same
year.

The 684ft-long, 105ft-wide ship has a displacement capacity of 24,900t, can
accommodate a landing force of up to 800 marines and cruises at a speed of
22k.

Officially christened in June 2011, USS San Diego will also provide support
for a range of amphibious assault, special operations and expeditionary warfare
missions through the first half of the 21st century.

A total of 11 ships are being procured by the US Navy under the LPD 17
programme to replace its ageing LST 1179 Newport-class tank landing ships, LKA
113 Charleston-class amphibious cargo vessels, Anchorage-class dock landing
ships (LSD 36), and Austin-class vessels (LPD 4).

Two months after returning from the Middle East, the aircraft carrier Dwight D. Eisenhower and its strike group are scheduled to head back Thursday for another several months in the Persian Gulf.
The deployment comes amid uncertainty as Navy officials grapple with the prospect of deep budget cuts. The deployment of another Norfolk-based carrier, the Harry S. Truman, was canceled earlier this month as part of the belt-tightening.
The Eisenhower was in the Persian Gulf for six months but was brought home in December to have its flight deck resurfaced so it could be sent back - part of a reshuffling of forces sparked by mechanical problems on a West Coast-based carrier. The Ike will relieve the John C. Stennis as the only United States carrier in the region.
The German frigate Hamburg, the guided-missile cruiser Hue City and Carrier Air Wing 7 will deploy with the Eisenhower.
A news release announcing the deployment did not say when the ship was expected to return.
The Pentagon this month canceled its requirement to keep two aircraft carriers in the Persian Gulf, allowing officials to put the Truman cruise on hold. Dropping the requirement saves the service about $300,000 per year and will ease the pace and length of deployments, officials said.

MV-22 Ospreys Land on Bonhomme Richard
USS BONHOMME RICHARD, At Sea (NNS) -- For the first time while forward-deployed, amphibious assault ship USS Bonhomme Richard (LHD 6) conducted landing operations with the MV-22 Osprey tilt-rotor aircraft, Feb. 19.

The MV-22 Osprey is designed as the medium-lift replacement for the Marine Corps CH-46E Sea Knight assault support helicopter. The Osprey can operate as a helicopter or a turboprop aircraft and offers twice the speed, six times the range and three times the payload of the CH-46E.

"Today was the next stepping stone for Osprey's introduction into the 7th Fleet," said Cmdr. Hans Sholley, "air boss" aboard Bonhomme Richard. "After 40 years, this will be the last float with the frogs [Sea Knights] and we will miss them."

On board Bonhomme Richard, the two Ospreys conducted day time deck landing qualifications, carrier controlled approaches with the ship's amphibious air traffic control center and short take off procedures.

"This was my first time bringing in an Osprey," said Aviation Boatswain's Mate (Handling) 3rd Class Barry Swanson. "I wasn't nervous because of the training I received about the ins and outs of the MV-22s. The wind gusts are stronger than the 46's, but I was able to anticipate that."

The Osprey measures more than 57 feet long, a wingspan of nearly 85 feet, a height of 22 feet, airspeed of 280 knots; and a max gross weight for a vertical take-off of 52,600 pounds and 57,000 pounds for a short take-off.

The crew of an Osprey consists of a pilot, copilot and crew chief and is able to hold 24 combat-equipped troops.

"This is part of a crawl, walk, run process that will get us ready for the next deployment and effectively integrate the MV-22 into this AOR [area of responsibility]," said Sholley.

The MV-22 Osprey's mission for the U.S. Marine Corp is the transportation of troops, equipment and supplies from ships and land bases for combat assault.

The Bonhomme Richard Amphibious Ready Group, currently on deployment in the U.S. 7th Fleet area of operations, is made up of the Bonhomme Richard, USS Tortuga (LSD 46), USS Germantown (LSD 42) and reports to Commander, Amphibious Squadron 11, forward deployed to Sasebo, Japan.

L'USS Freedom lors de sa pointe de vitesse au large de San Diegocrédits : US NAVYC’est paré de sa nouvelle livrée camouflage que le premier Littoral Combat Ship de l’US Navy, lors des essais consécutifs à sa sortie d’arrêt technique, a dépassé la vitesse de 40 nœuds. Au large de San Diego, sur la côte ouest des Etats-Unis, les marins américains ont lâché la bride de l’USS Freedom qui, grâce à ses deux turbines à gaz MT 30 et ses quatre hydrojets Kamewa, soit une puissance totale de 84.7 MW, peut filer jusqu'à 45 nœuds.
Construit par le chantier Marinette Marine (filiale du groupe italien Fincantieri), l’USS Freedom est le prototype du design de LCS développé par un consortium emmené par Lockheed Martin. Long de 118 mètres pour une largeur de 17.6 mètres et un déplacement de 2860 tonnes en charge, ce bâtiment, spécialement conçu pour les opérations littorales, embarque une tourelle de 57mm, un système surface-air RAM, des mitrailleuses et un hélicoptère. A l’avenir, il pourra recevoir des modules complémentaires pour des missions spécifiques, comme la lutte antinavire et la chasse aux mines.

A l’issue de son arrêt technique, l’USS Freedom débutera le 1er mars son premier grand déploiement, qui permettra à l'US Navy de vérifier ses capacités opérationnelles. Alors que son premier sistership, l’USS Fort Worth, a été mis en service en septembre 2012, le prochain LCS de ce type, le futur USS Milwaukee, doit être opérationnel en 2015.
En tout, l’US Navy a prévu de se doter de 55 LCS, une flotte répartie en deux modèles : le Freedom de Lockheed Martin et FMG, ainsi qu’un trimaran en aluminium développé par General Dynamics et Austal dont le premier exemplaire, l’USS Independence, a été livré en 2009.

Reacting to the possibility of budget inaction, Navy officials delayed the work on the Lincoln and canceled a string of surface ship maintenance projects.
"This extension helps preserve the schedule and maintain a skilled work force until the RCOH contract can be awarded," said a Navy official Wednesday.
The money, the official said, comes from what's called an Above Threshold Reprogramming, funding approved by Congress in September of last year.
Shipyard officials have said the contract delay throws them off schedule and will make the overhaul more expensive for the Navy. And Mike Petters, president and CEO of shipyard parent company Huntington Ingalls Industries, has said that if the Navy doesn't find funding to start the overhaul in fiscal year 2013, the company would have to consider layoffs.
The Navy official noted that moving the money around prevent a more serious disruption to a number of carrier projects that could be impacted by delays to the Lincoln timeline, and helps the shipyard retain skilled workers.
A shipyard spokeswoman could not be reached immediately for comment on Wednesday.

ST. LOUIS --- Four operational flight trainers built by Boeing are up and running at Naval Air Station Pensacola (Fla.), allowing the U.S. Navy to shift some training for its T-45 aircraft to the ground and thereby improve safety and save money.

The flight simulators use high-fidelity, state-of-the-art visuals to train naval flight officers (NFO) on the ground, saving time and freeing up the aircraft for live flight instruction. NFOs specialize in airborne weapons and sensor systems operating from the back seat of the aircraft.

The devices are used by the Navy to provide advanced instruction for transition to F/A-18, EA-18G and EA-6B platforms. Students are trained in navigation, communication, emergencies, target identification and weapons employment, and basic carrier operations, among other learning objectives.

"Nearly 150 students per year will train on the simulators," said Mark McGraw, vice president of Boeing Training Systems and Government Services. "This allows the Navy to add an array of virtual wingmen and synthetic threats, building a more robust mission rehearsal."

Cette nouvelle technologie a été développée aux Etats-Unis dans le cadre d’un programme de l’ONR (Office Naval Research) sur les hydrojets compacts à haute densité. Après l’USS Milwaukee, l’Axial Mk1 devrait équiper les LCS suivants de la série (un programme de 10 unités est pour le moment notifié par l’US Navy, plus de 25 bâtiments de ce type étant espérés à terme), à raison de quatre hydrojets par bateau.

Pour atteindre de meilleures performances, les nouveaux hydrojets ont été étudiés pour ne pas souffrir du phénomène de cavitation, qui diminue le rendement de l’hélice. Avec une puissance électrique de 22 MW, un seul Axial Mk1 peut, selon Rolls-Royce, déplacer presque 2000 m3 d’eau par minute. La combinaison des quatre hydrojets, conjugués à la puissance des deux turbines à gaz MT30 (2 x 36 MW) dont sont dotés les Freedom, offrira à ces bâtiments une puissance considérable et une vitesse de pointe devant tutoyer les 45 nœuds.

Pour mémoire, les bâtiments de ce type, développés par un consortium emmené par Lockheed Martin, mesurent 118 mètres de long et présentent un déplacement de 2860 tonnes en charge. La tête de série, l’USS Freedom, va réaliser son premier grand déploiement en Asie du sud-est. A cette occasion, de nouvelles images du bâtiment, qui arbore désormais une livrée camouflage, ont été diffusées hier par l’US Navy. Le bâtiment évolue notamment avec son hélicoptère embarqué MH-60R Seahawk doté de 8 missiles AGM-114 Hellfire.

The US Army South deployed the first of its LCU 2000 series of watercraft during the recently concluded humanitarian-crisis exercise, Integrated Advance 2013, at Naval Station Guantanamo Bay, Cuba.

Known as Runnymede, the LCU 2001 was used to transport equipment of the Army South and the US Southern Command (SOUTHCOM), including tents and vehicles during the ten-day biennial exercise.

Runnymede was christened in 1987 and represents one of two LCU vessels that are under the Army South's 24/7 operational control, which are operated in support of four basic operations.

Army South marine operations master chief warrant officer 4 Charles Torell said the vessels' top two missions include provision of a permanent sealift capability in support of unified land operations within the Army South area of operations, and support for the Joint Chiefs of Staff exercises.

"They provide immediate response to foreign humanitarian assistance and disaster relief efforts," he said. "And lastly, they support joint interdiction task force counter drug operations, and, as needed, support other components in SOUTHCOM."

The 175ft-long Runnymede USAV underwent a service-life extension in 2012, where it was restructured to help the army expand its use into the future.

Manufactured by VT Halter Marine, the LC 2000 are flat-bottomed boats used by the US Army for quick and efficient transport of troops and equipment, such as tracked or wheeled vehicles, containers and general cargo to shores, and also to areas that cannot be reached by other vessels.

Self-deployed or transported aboard a float-on/float-off vessel, the Army South's LCUs have also participated in a multitude of missions, including the aforementioned Operation Unified Response in Haiti, New Horizons Haiti, Beyond the Horizon, apart from the IA drills.

Attended by 500 US service members and government officials, Integrated Advance 2013 exercise focused on enhancing the command's readiness to support the Department of Homeland Security and the Department of State during a humanitarian crisis scenario.

Construit par NASSCO (General Dynamics), ce navire de 239 mètres de long et 50 mètres de large affichera un déplacement de plus de 35.000 tonnes en charge. Conçu à partir d’un design de pétrolier, cette MLP (Mobile Landing Platform) dispose d’un vaste pont de plus de 2300 m² pour le stockage de véhicules et de matériel, avec une rampe permettant leur transfert. Le navire est également conçu, grâce à sa partie centrale très basse, pour assurer des transbordements vers la terre via des engins de débarquement, comme des LCAC.

L’USNS Montford Point, qui pourra également transporter plus de 1.4 million de litres de carburant aviation (JP-5), sera armé par un équipage de 34 marins du Military Sealift Command (MSC) et pourra héberger 110 passagers. Ce nouveau navire doit permettre de renforcer les capacités de l’US Navy pour assurer la projection de forces et leur soutien dans le cadre d’une opération amphibie. Il permettra, notamment, de réaliser en mer des transbordements de véhicules acheminés sur zone par des navires rouliers et qui, après leur transit sur la MLP, rejoindront la terre. Des essais en ce sens avaient été menés à bien en 2010 avec un navire civil doté d’un système de rampe.

Deux autres MLP, qui seront baptisées USNS John Glenn et Lewis B. Puller, ont été commandées à NASSCO pour des livraisons prévues en 2014 et 2016. Une quatrième unité devrait suivre. On notera que ces bateaux constituent le seul volet du concept « Sea Basing » de la marine américaine ayant finalement vu le jour.

L’US Navy reste de loin la première marine du monde même si le nombre de ses bâtiments a diminué pratiquement de moitié depuis la fin de la guerre froide, et cela pour de nombreuses années encore. Le nombre de porte-avions qui avait été ramené de 14 à 11 va tomber à 10 pour une durée d’au moins 3 années en raison du désarmement anticipé du porte-avions nucléaire Enterprise avant même la mise en service de son remplaçant, le CVN 78 Gerald Ford qui sera opérationnel au mieux à l’automne 2015. En raison des problèmes de déficit budgétaire que connaissent les Etats-Unis, il a en outre été envisagé que la refonte du George Washington puisse être abandonnée et que ce porte-avions soit même désarmé par anticipation ; si cette éventualité venait à se concrétiser, le nombre de porte-avions resterait définitivement fixé à 10.

Les études relatives à la nouvelle génération de sous-marins nucléaires stratégiques sont bien engagées ; ils devraient avoir les mêmes dimensions que les Ohio mais être plus lourds tout en disposant de moins de missiles (16 au lieu de 24) pour pouvoir embarquer des drones sous-marins et aériens ; la tranche missiles est étudiée en commun avec la Royal Navy. En revanche le remplacement des 4 Ohio modifiés pour le lancement de missiles de croisière Tomahawk (le Florida a ainsi lancé 90 missiles de ce type contre des cibles libyennes au printemps 2011) ne sera pas assuré par des bâtiments analogues mais par une version modifiée des SNA du type Virginia. Ces derniers sont maintenant pleinement opérationnels : 9 sont en service, un est en achèvement à flot et un autre est en construction ; la cible est toujours fixée à 30 unités qui se répartiront en 5 sous-types. 42 des 62 Los Angeles construits sont toujours en service ; 10 autres devraient être désarmés dans les 5 années à venir mais le nombre minimum de SNA dont l’US Navy veut pouvoir disposer reste fixé à 48.

Le nombre des croiseurs lance-missiles du type Ticonderoga qui s’élève actuellement à 22 doit passer à 15 d’ici 2015 pour des raisons budgétaires, mais les problèmes conflictuels entre les parlementaires et l’administration Obama qui empêchent actuellement le vote du budget 2013 ont pour le moment gelé ces prévisions. Les unités épargnées par ces désarmements sont en cours de modernisation, 5 d’entre elles l’ayant déjà été. Le projet de leur remplacement par un nouveau type de croiseur, le CGX, dont certains exemplaires auraient été à propulsion nucléaire, a été définitivement abandonné et ce sera une nouvelle version du type Arleigh Burke, la version Flight III, qui les remplacera.

Mais avant cela 9 autres destroyers lance-missiles du type Arleigh Burke Flight II vont être construits pour se substituer aux unités abandonnées dans le programme DDG 1000 dont le nombre a été limité à 3 bâtiments au lieu des 32 prévus au départ. L’US Navy a préféré avec sagesse revenir à des navires éprouvés sur le plan technologique et la chaîne de montage des Burke a donc été réactivée ; ainsi ce sont au total 71 destroyers de ce type qui seront bientôt en service sous pavillon américain. Quant aux 3 DDG 1000 (Zumwalt) leur mise en service est attendue entre 2015 et 2018 mais ils devront faire leurs preuves car ils ne comptent pas que des supporters, leur innovation étant trop brusque et trop prononcée, indépendamment de leur coût faramineux.

La même observation s’applique aux frégates légères du type LCS (52 prévus au lieu de 55 initialement), les monocoques du type Freedom relativement classiques et les trimarans du type Independence : 3 unités seulement sont en service, c’est vraiment peu pour un programme initié il y a presque 10 ans ; la mise au point des 2 prototypes a été longue notamment en raison de problèmes de stabilité et de fissures rencontrés sur le Freedom ou de problèmes de corrosion qu’a subis l’Independence. En outre les matériels constituant les différents modules de missions de ces bâtiments sont loin d’être au point, notamment le module « guerre des mines », car beaucoup trop novateurs. Enfin le temps nécessaire à la permutation des modules se compterait plutôt en semaines qu’en jours, contrairement à ce qui avait été prévu au départ. Il n’est donc dès lors guère étonnant que certains s’émeuvent du retrait du service trop rapide des frégates du type O.H. Perry (21 encore opérationnelle), bâtiments infiniment plus marins et endurants.

La composante amphibie reste toujours imposante avec ses 9 porte-hélicoptères d’assaut, les 8 LHD du type Wasp et le Peleliu, dernier LHA du type Tarawa, ces derniers devant être remplacés dans les années à venir par les 2 nouveaux LHA America et Tripoli ; ces 2 bâtiments présentent toutefois l’inconvénient d’être dépourvus de radier et donc de drôme mais l’US Marine Corps a obtenu gain de cause pour que les unités suivantes en soient équipées. 6 transports de chalands de débarquement LPD du type San Antonio sont maintenant en service, 3 autres sont en achèvement à flot et la construction des 2 derniers a commencé ; ceci a permis de désarmer leurs prédécesseurs du type Austin dont il ne subsiste plus que 2 exemplaires, l’un d’eux servant au soutien des petites unités dans le golfe Arabo-persique. Les restrictions budgétaires vont entrainer le désarmement anticipé de 2 des 8 LSD du type Whidbey Island. En revanche 10 transports rapides de personnel JHSV vont être construits, le bâtiment tête de série étant déjà en service ; tous seront armés par l’US Navy via le personnel civil du MSC, alors qu’initialement la moitié d’entre eux devaient l’être par l’US Army.

Pour ce qui concerne la flotte auxiliaire, il faut mentionner la livraison dans les temps des 14 transports-ravitailleurs polyvalents du type Lewis and Clark, programme rondement mené : les chantiers NASSCO auront mis guère plus de 8 ans pour livrer ces bâtiments de 210 m et 41 000 t qui ont remplacé les bâtiments des types Mars et Kilauea. Ces mêmes chantiers se consacrent maintenant au programme des transports semi-submersibles du type MLP dans le cadre du programme Sea Basing, ou du moins ce qu’il en reste car il a été largement amputé. Il faut enfin mentionner la mise en service en 2012 avec 2 ans de retard du bâtiment d’essais et de mesure Howard O. Lorenzen, successeur du vieil Observation Island, qui sera désarmé seulement en 2014, et un report pour la construction des nouveaux pétroliers ravitailleurs.

Le renouvellement de l’aéronautique navale est bien engagé avec les toutes premières livraisons des avions de patrouille maritime P-8 A Poseidon et celles des 2 versions du chasseur embarqué F-35 Lightning II, la version à décollage court F-35 B pour l’US Marine Corps et la version conventionnelle F-35 C pour l’US Navy. Celles des F/A-18 E/F Super Hornet ne vont pas tarder à s’achever tandis que celles des E/A-18 G Growler se poursuivent de même que celles des E-2 D Hawkeye et des MV-22 B Osprey. Pour ce qui concerne les hélicoptères les MH-60 R Strikehawk et les MH-60 S Knighthawk remplacent progressivement les SH-60 B Seahawk, SH-60 F Ocean Hawk et HH-60 H Jayhawk.

L’USS Dwight D. Eisenhower a fait escale à Marseille du 7 au 10 mars. Ce porte-avions à propulsion nucléaire de l’US Navy a quitté sa base de Norfolk le 21 février pour un déploiement de plusieurs mois au sein des 6ème et 5ème flottes américaines. A ce titre, après avoir traversé l’Atlantique et franchi le détroit de Gibraltar, il opère en Méditerranée puis rejoindra la mer Rouge, avant d’atteindre la région de l’océan Indien et du golfe Persique.
Avant cela, les 6000 hommes constituant son équipage et le personnel du groupe aérien embarqué ont pu profiter de quelques jours de relâche en Provence, le bâtiment s’étant amarré près du terminal croisière des bassins de Marseille. On notera que le port phocéen accueille assez régulièrement des porte-avions américains. Ce fut notamment le cas en 2008 avec l’USS Harry S. Truman et l’USS George H. W. Bush en 2011. L'USS Dwight D. Eisenhower était quant à lui venu en mars 2009.
Troisième unité de la classe Nimitz, le « Ike », comme on le surnomme dans la Navy, va fêter ses 31 ans de service. Opérationnel depuis le 13 mars 1982, ce bâtiment mesure 332.8 mètres de long pour 77.4 mètres de large. Affichant un déplacement de 93.700 tonnes en charge, il peut atteindre la vitesse de 32 nœuds et mettre en œuvre 68 avions et hélicoptères.

All three crew members on a Navy jet based at Naval Air Station Whidbey Island were killed this morning when their aircraft crashed in Eastern Washington’s Lincoln County, Navy officials have confirmed.
The crew’s names will not be released until 24 hours after their families have been informed, said Lt. Aaron Kakiel in San Diego.
The crew was flying an EA-6B Prowler jet assigned to Electronic Attack Squadron VAQ-129. It crashed about 8:45 a.m. into a field in an unpopulated area near the town of Harrington, about 50 miles west of Spokane.
The Navy said the wingman of the crashed plane reported that no parachutes were deployed.
The Prowler was “engaged in a low-level navigation training mission,” the Navy said. Whidbey Island officials said the cause of the accident was under investigation.
A spokesman for the Whidbey base confirmed that the crashed jet was based there. Whidbey is home to EA-6B Prowler and EA-18G Growler electronic warfare aircraft. P-3 Orion maritime patrol aircraft and EP-3E Aries reconnaissance aircraft are also based there.
NAS Whidbey Island is home to the U.S. Navy’s tactical electronic warfare squadrons. Crews from the base, located on Puget Sound, regularly fly across Eastern Washington for training exercises.
“The thoughts and prayers of northwest Washington are with the families of the aircrew who lost their lives today,” said U.S. Rep. Rick Larsen, D-Wash., who represents the Whidbey Island area. “This tragic crash is a painful reminder of the dangerous work that members of the armed services perform every day in service to our nation.”
Washington Gov. Jay Inslee said the crew of the plane was serving the nation.
“I know all Washingtonians join me in sending condolences to the crew’s families and to their fellow service members,” Inslee said.
The Spokane Spokesman-Review reported that a pair of Navy jets were operating in the area, according to Lincoln County Sheriff Wade Magers. The other plane reported the crash and then returned to base because it was low on fuel, he said.

Stan Dammel, manager of the Odessa Municipal Airport, told the Spokane paper he flew over the crash site and photographed it.
“It looked like an ink spot down there,” Dammel said
The type of electronic-warfare plane that crashed today had been involved in crashes in the past. Among them:
In 2006, after an EA-6B Prowler from the Whidbey Island base crashed near Pendleton, Ore., the Navy ordered a half-day grounding for all its aircraft for an internal safety review, according to The Associated Press. In 1992 and again in 2001, crews parachuted to safety when their Prowlers crashed on the Olympic Peninsula. In 1998, three crewmen were lost overboard when a Prowler crashed into another jet on the deck of the USS Enterprise. Four died in a 1996 crash near Yuma, Ariz., and three died in 1992 near El Centro, Calif.
In 1993, an A-6E Intruder, the plane the EA-6B is based on, collided with a crop duster over the Palouse near Diamond, Whitman County. The pilot of the crop duster was critically injured, and the Navy crew parachuted to safety.
And in 1998, the Marine pilot of a EA-6B Prowler severed a ski-gondola cable near Cavalese, Italy, sending the 20 people aboard the gondola on 350-foot plunge to their deaths.
The EA-6B Prowler was first stationed at Whidbey Island in 1971 and deployed to Vietnam in 1972.

The U.S. Navy has awarded Northrop Grumman Corporation (NYSE:NOC) a contract valued at more than $71 million to produce six additional next-generation Fire Scout unmanned helicopters. The Fire Scout endurance upgrade, designated the MQ-8C and based on Bell Helicopter's 407, will provide ship commanders with increased range, endurance and payload capacity over the current MQ-8B variant.

The Navy plans to purchase a total of 30 aircraft under a rapid development effort. Northrop Grumman is currently under contract to produce 14 Fire Scouts that are scheduled to begin deploying in 2014.

"This contract provides significant momentum for the work Northrop Grumman and its supply chain partners are doing to meet the Navy's requirements," said George Vardoulakis, vice president for tactical unmanned systems with Northrop Grumman's Aerospace Systems sector. "Our entire team is focused on delivering this game-changing capability on time, on cost and with unquestionable quality. Along with our industry partners – Bell, Rolls-Royce, Cubic and others – we are making significant progress in reducing cost, enabling us to achieve our affordability targets and provide the Navy with the absolute best value."

Manufacturing and assembly operations of the new Fire Scout variant are well under way across the country, with airframe modifications being made at Bell's facility in Ozark, Ala., and final assembly being completed at Northrop Grumman's Unmanned Systems Center in Moss Point, Miss.
