L'inde de veut cesser d'être le premier importateur mondial d'armement et porter d'ici cinq ans à 70% la part de son équipement militaire produite sur son sol, a indiqué mercredi le Premier ministre indien Narendra Modi lors du salon aéronautique et de défense de Bangalore.

Le Premier ministre, qui a promis de relancer l'investissement, en particulier grâce à sa campagne "Make in India", a assuré que son gouvernement favoriserait les fournisseurs produisant en Inde lorsqu'il s'agira d'octroyer des contrats militaires.

"Nous avons la réputation d'être le premier importateur d'équipement militaire au monde", a-t-il dit à l'occasion du salon Aero India qui se tient tous les deux ans à Bangalore.

"C'est peut-être une musique qui est familière à certains d'entre vous présents ici. Mais c'est un domaine dans lequel nous aimerions ne pas être numéro un", a-t-il ajouté.

"Nous réformons notre politique d'approvisionnement en matériel de défense et allons accorder une préférence nette au matériel fabriqué en Inde", a dit Modi devant des centaines d'industriels indiens et étrangers.

L'Inde exprime depuis des décennies sa volonté de réduire sa dépendance envers l'industrie de défense étrangère mais n'y est pas parvenue, le pays devant en outre faire face à un équipement en voie d'obsolescence.

Depuis son arrivée au pouvoir en mai, le gouvernement de Modi a relevé à 49% la participation que peut détenir un investisseur étranger dans un groupe de défense en Inde.

Le Premier ministre a indiqué vouloir porter de 40% actuellement à 70% d'ici 2020 la production d'équipement matériel produite sur son sol.

"Une nation disposant d'une forte industrie de défense ne sera pas uniquement plus sûre. Elle en retirera également d'importants bénéfices économiques", a dit Modi.

"Environ 60% de notre matériel de défense continue d'être importé et nous dépensons des dizaines de milliards de dollars dans des acquisitions à l'étranger", a-t-il poursuivi.

"Certaines études montrent qu'une réduction de 20% à 25% de nos importations pourrait créer directement 100.000 à 120.000 emplois hautement qualifiés en Inde".

Le salon de Bangalore réunit des centaines de groupes de la défense et de l'aéronautique pendant cinq jours, notamment Dassault, Airbus ou Boeing.

Pour le chef d’état-major de l’Indian Air Force (IAF), le général Arup Raha, les choses sont claires : l’acquisition d’avions de combat Sukhoï SU-30 MKI supplémentaires ne peut pas être une altertative au contrat M-MRCA (Medium Multi-Role Combat Aircraft) si ce dernier venait à échouer. Or, cette hypothèse avait été avancée au début de cette année par Manohar Parrikar, le ministre indien de la Défense.

« Il y a le M-MRCA et il y a le Sukhoï SU-30. Les exigences sont légèrement différentes : ils ont leurs propres capacités, il se complètent mutuellement mais les uns ne peuvent pas remplacer les autres », a en effet affirmé le général Raha, à l’occasion du salon AeroIndia.

Aussi, a ajouté le chef d’état-major de l’IAF, il n’y a pas d’autres options. Interrogé à ce sujet, il a répondu : « Non, nous n’avons actuellement pas de plan B. Nous ne travaillons que sur le plan A ».

Sans doute afin de ne pas (trop) interférer dans les négociations en cours, le général Raha ne parle pas explicitement du Rafale. Ce qui lui importe, c’est de disposer au plus tôt du M-MRCA afin de remplacer les MiG-21 et les MiG-27 actuellement en service au sein de l’IAF, laquelle ne parvient pas à maintenir le nombre d’escadrons requis.

Or, le Rafale a remporté l’appel d’offres M-MRCA en janvier 2012, aux dépens de l’Eurofighter Typhoon, arrivé en finale. Depuis trois, donc, un contrat est en cours de négociations afin de préciser les transferts de technologie et le montage industriel pour les 108 appareils (sur 126) qui seront assemblés en Inde. Dans ces conditions, et eu égard à l’urgence de la situation pour l’IAF, il est difficilement concevable que les autorités indiennes fassent le choix de tout annuler pour repartir de zéro. Difficilement concevable mais pas totalement impossible non plus, cela dit.

Même si le dernier mot reviendra aux responsables politiques, la mise au point du général Raha est importante. Certains responsables de la défense indienne, ainsi que quelques éditorialistes, estiment que le M-MRCA va immobiliser des budgets qui auraient été plus utiles pour développer l’avion dit de 5e génération T-50/PAK-FA en collaboration avec la Russie.

Justement, les relations avec Moscou ne sont pas toujours simples. La preuve avec l’enquête sur les causes de l’accident d’un Su-30 MKI en octobre dernier. L’équipage de l’appareil a été éjecté alors qu’il était en phase d’atterrissage. Pour l’industriel russe, il s’agit d’une erreur humaine et non d’un dysfonctionnement du siège éjectable Zvezda K-36DM. Ce que conteste l’IAF, qui n’a relevé aucune faute de ses aviateurs. Et cela d’autant plus qu’une pareille mésaventure est arrivée au moins à deux reprises depuis 2008.

AERO INDIA: Airbus sole bidder for Indian AWACS project

Airbus Defence & Space appears to have emerged as the sole bidder for a global tender put out by New Delhi's Defence Research and Development Organisation (DRDO) for an "AWACS India" programme. The tender – for six airborne early warning and control (AEW&C) system aircraft – was issued in March 2014.

Airbus submitted its proposal last October, an Airbus official confirms. Other sources indicate that the European company is the lone party to have responded to a request for proposals linked to the project.

Commercial bids have yet to be opened for the requirement, which is for an initial batch of two aircraft, followed by four more. Options to increase this fleet size to 10 could be exercised at a later stage.

On display on the DRDO stand at the Aero India show in Bengaluru on 18 February was a model of an Airbus A330 fitted with a radome. Officials at the display did not provide any further information about the programme.

Airbus would have to integrate the mission systems on the aircraft and gain certification that it is safe to fly with the radome. The airframer says it has been busy replying to Indian queries on technical aspects of the programme. “It is not an easy programme, and we have to do it with fully civilian certification, as requested by DRDO,” the company source says.

If a contract is signed for the A330 as the platform for the Indian AWACS effort, it will be the first instance of the type being used in the AEW&C role. Airbus Defence & Space has also been involved in jointly reviewing New Delhi's indigenously developed AEW&C system with India's Centre for Airborne Systems, with the first Embraer EMB-145-based example likely to secure initial operational clearance later this year.

Meanwhile, Airbus is waiting for a decision on India's planned contract for its A330 multirole tanker transport, having agreed to further extend the validity of its bid until 1 July. New Delhi runs the risk of encountering a cost escalation if further delays are encountered beyond this date.

It has been more than three years since the A330 was first chosen to meet the Indian air force's tanker requirements, with a planned acquisition of six of the type.

Russia is ready to send additional Mikoyan MiG-29K/KUB aircraft to India if New Dehli decides to increase its MiG-29K/KUB fleet.

"The Indian Navy plans to establish three naval aircraft squadrons that will fly MiG-29K/KUB. Two of the squadrons will be deployed to two aircraft carriers, while the third one will be used for training," Sergei Korotkov, who heads Russian Aircraft Corporation MiG, told RIA Novosti.

If India's Ministry of Defense decides to increase its MiG-29K/KUB fleet, the design bureau will be able to complete this order, Korotkov added. India's first squadron, comprising of 12 MiG-29K/KUB fighter jets, was established in 2013.

In January 2010, New Delhi and Moscow signed a deal worth $1.2 billion for the delivery of additional 29 MiG-29Ks to the Indian navy.

"Our cooperation does not amount to aircraft delivery. Indian companies supply high-end systems for MiG-29K/KUB. Our test pilots helped their counterparts to master new projects," Korotkov said. India is MiG's top priority partner worldwide, he added.

India now puts aircraft carrier plan on fast track

NEW DELHI: India is trying to fast-track finalization of its long-pending ambitious plan to launch indigenous construction of its largest-ever aircraft carrier. Though the propulsion system for the proposed 65,000-tonne warship is yet to be decided, the plan is veering towards nuclear power for greater operational endurance.

The ongoing "detailed" naval study for this indigenous aircraft carrier-II (IAC-II) project has gained urgency since the ageing 56-year-old INS Viraat -- quite toothless now with just 11 Sea Harrier jump-jets left to operate from its deck -- will be retired next year.

India has to plan ahead since it will take at least 10-12 years to construct IAC-II, which will be christened INS Vishal, if it wants to systematically build military capabilities to counter China's expanding long-range naval deployments in the Indian Ocean Region, say officials.

China, after inducting its first 65,000-tonne aircraft carrier Liaoning in September 2012, already has a second one under construction and two more are in the pipeline to further bolster its expanding maritime power. Aircraft carriers, with their accompanying warships and aircraft, after all, are the ultimate symbols of military power projection around the globe.

Un sous-marin Kilo de la marin indienne a été heurté par un bateau de pêche dans la nuit du 20 février. Le sous-marin effectuait des opérations spéciales au large de la côte de Karwar coast.

Dans le cadre d’un exercice, l’INS Sindhughosh s’entraînait à la mise à l’eau de plongeurs par l’un de ses tubes lance-torpilles, pour mener l’assaut d’un « port ennemi ».

Le périscope du sous-marin a été endommagé dans la collision. Le sous-marin se trouvait à une immersion de 9 mètres, avec seulement le périscope dépassant au-dessus de la surface.

« L’exercice se déroulait par une nuit très sombre, comme l’exige ce type d’exercice. Il n’y a pas de dégâts importants au sous-marin, » a expliqué un porte-parole de la marine. Le sous-marin est retourné au port de Mumbai pour y être réparé.

Il s’agit du 4è incident impliquant un sous-marin de la classe Kilo (Type 877 EKM) en moins de 2 ans.

Le budget de la défense indien pour la prochaine année fiscale – qui commence le 1er avril en Inde – était attendu. Et il intéresse particulièrement la France étant donné que New Delhi négocie actuellement l’achat de 126 avions Rafale dans le cadre de son programme M-MRCA (Medium Multi-Role Combat Aircraft), dont certains verraient d’un bon oeil son abandon en faveur d’une solution jugée plus économique consistant à acquérir davantage d’appareils russes Su-30 MKI.

Ainsi, New Delhi a annoncé une hausse de près de 11% de son budget militaire, lequel sera donc porté à 2,46 trillions de roupies, soit 35,62 milliards d’euros (ou encore 40 milliards de dollars). Cela étant, cette augmentation à deux chiffres est à relativiser puisqu’il faut aussi prendre en compte l’inflation, de l’ordre de 6 à 7%.

« La défense de chaque centimètre carré de notre patrie vient avant toute autre chose », a fait valoir Arun Jaitley, le ministre indien des Finances, qui a présenté ce budget le 28 février.

L’un des objectifs du gouvernement indien, rappelé récemment par Narendra Modi, le Premier ministre, est de promouvoir le « Make in India » en matière de défense, afin de réduire la dépendance de l’Inde aux fournisseurs étrangers et de mettre sur pied une industrie locale compétititive. « Une nation disposant d’une forte industrie de défense ne sera pas uniquement plus sûre. Elle en retirera également d’importants bénéfices économiques », avait-il plaidé.

Le budget présenté par M. Jaitley va dans ces sens. « Nous poursuivons le ‘Make in India’ afin de parvenir à une grande autosuffisance dans le domaine des équipements de défense, y compris les aéronefs », a-t-il expliqué.

Pour autant, cette hausse des dépenses militaires indiennes permettra-t-elle de poursuivre la modernisation de ses forces armées? Certains observateurs en doutent, comme Gurmeet Kanwal du Centre for Land Warfare Studies. Le budget dédié aux investissements représente 40% des crédits alloués aux forces indiennes.

Or, ces dernières doivent mettre sur pied un corps spécialisé pour le combat en montagne et faire des acquisitions majeures, comme les 126 M-MRCA, 197 hélicoptères légers, 145 obusiers, 15 hélicoptères d’attaque Apache, des avions de transports ou encore des sous-marins et des frégates pour contrer la présence la marine chinoise dans l’océan Indien. Qui plus est, elles doivent mettre à niveau leurs systèmes de commandement et de contrôle (C2) et améliorer leurs capacités en matière de renseignement. Sans oublier qu’elles ont aussi à mettre en oeuvre la dissuasion nucléaire.

En clair, il y a beaucoup de dossiers sur la table, tous plus ou moins urgents, notamment pour l’India Air Force, qui peine à aligner le nombre d’escadrons d’avions de combat requis.

Indian Navy seeks to buy ship-borne UAVs


Seeking to enhance its surveillance capabilities on its warships, the Indian Navy (IN) has now announced a global competition for procuring ‘Ship-Borne Unmanned Aerial Vehicles’ (UAV) that can augment various patrolling and search-related tactics on its vessels. The IN currently operates two squadrons of UAVs, but they are land-based platforms operating from naval air stations in Gujarat and Kerala.

The Request for Information (RFI), issued by the Directorate of Naval Air Staff (DNAS) last month seeks 50 Naval Shipborne Unmanned Aerial System (NSUAS) for Intelligence, Surveillance and Reconnaissance (ISR) and monitoring of Sea Lines of Communication (SLOC), Exclusive Economic Zone safety, anti-piracy and anti-terrorism functions along with Search and Rescue (S&R) roles, naval officials said. At present, the IN operates two squadrons of Israeli-origin Heron and Searcher Mk.II UAVs at the Indian Naval Air Station (INAS) 342 at Kochi and INAS 343 at Porbandar in Gujarat.

“However, the smaller UAVs launched from ships increases the vessels’ surveillance range. They also enhance the ship’s communication with other friendly vessels by relaying signals, especially from the Rukmani, the dedicated naval communications satellite. It is part of a larger intertwining communications network in a naval manoeuvre coordinating with other aircraft, ships and satellites.

An important function is also to track the trajectories of friendly missiles towards their targets,” explained an IN source. One such NSUAS was also tested here when the Austrian make Schiebel S-100 Camcopter being launched from an Indian Coast Guard ship a few years ago.

While the RFI does not specify the type of ‘recovery’ provision — whether ‘assisted’ or ‘auto’ for the UAV — it does stipulate that the craft should also be capable of operating from ashore, although it is primarily intended to be controlled from ships. According to defence industry sources, Boeing firm Insitu is one of the interested companies, looking forward to pitch their ScanEagle NSUAS.

Various technical queries in the RFI the interested bidders are expected to answer also includes questions on whether the system’s control can be handed over from one ship to the other and whether the control station can be miniaturised into a ‘stand alone laptop control’, indicating the IN’s needs for a versatile platform.

After establishing itself as India’s leading carrier-based fighter aircraft, the MiG-29K is looking at an expanded role as the Navy seeks to increase the number of naval fighter squadrons.

"The Indian Navy plans to establish three naval aircraft squadrons that will fly MiG-29K and KUB. Two of the squadrons will be deployed to two aircraft carriers, while the third one will be used for training," General Director of RAC MiG Sergei Korotkov said.

The three squadrons of the MiG-29 are expected to be deployed at INS Hansa in Goa, INS Kadamba in Karwar and INS Degha in Vishakhapatnam.

The Navy established the first squadron, the 303 Squadron also called “Black Panthers” at the INS Hansa in Goa in May 2013 and since then has been steadily increasing carrier based operations abroad the INS Vikramaditya.

According to an Indian Navy release at the time of the MiG-29K squadron induction, “the aircraft have flown over 2500 hours and have concluded armament trials of the entire range of arsenal comprising air to surface missiles, air to air missiles, bombs, rockets and guns. After proving in trials the aircraft have also participated in important theatre level exercises with the Indian Navy and the Indian Air Force”.

India has received some 23 MiG29K and MiG29KUB fighters from Russia so far. The latter are the two seater trainer versions. A further six are to be delivered this year followed by an equal number next year. In addition, a simulator provides realistic ground based training for all carrier operations.

News Dehli, le contrat du siècle se concrétise pour l’avionneur suisse Pilatus avec la seconde tranche d’avions écoles PC-7MKII. En effet,  le Ministère indien de la Défense (MoD) a approuvé l'achat d’un second lot de 38 Pilatus PC-7MKII d'entraînement de base supplémentaire pour un montant de 230 millions de francs suisses.

Ce second lot va venir renforcer la première commande de 75 PC-7MKII acquis par l'Indian Air Force (IAF) en 2012 pour 1 milliard de dollars. Ce second contrat va porter à 113, le nombre de PC7MKII en service au sein de l’école de pilotage de l’Indien Air Force.

A ce jour, Pilatus à livré 59 appareils à l’IAF, les 16 derniers PC-7 seront tous livrés selon les termes du contrat d’ici la fin de l’année 2015.  

Troisième et quatrième lots :


Au total, l’Inde pourrait acquérir jusqu'à 181 Pilatus PC-7MKII. Une troisième commande pourrait être lancée en 2018 et une quatrième en 2020, selon les besoins finaux de l’IAF. Mais peu importe le nombre d’avion qui sera finalement commandé, l’avionneur suisse a décroché le plus gros contrat jamais réalisé à ce jour.



Les avantages du PC-7MKII :

Si la concurrence était très forte et certains avions assez proche techniquement, la firme suisse a su faire la différence sur plusieurs éléments, d’abord elle est en mesure de pouvoir livrer rapidement la Force aérienne indienne qui se retrouvait aujourd’hui sans appareils écoles de base. Le rapport qualité prix était également très important, le PC-7 MkII est un appareil mûr, qui évolue déjà dans de nombreuses Forces aériennes avec succès et fiabilité. Le dernier point concerne la possibilité de pouvoir équiper l’avionique de l’appareil avec un très grand choix de systèmes, selon les souhaits du futur opérateur et ceci en adéquation avec les appareils de combat en ligne et futurs comme le Rafale qui vient d’être choisit par l’Inde.

De fait, les PC-7 MkII prépareront les élèves pilotes indiens à transiter sur Bae " Hawk "ou sur le HAL "Kiran" avant de pouvoir passer sur un des nombreux appareils qui équipent l’IAF (SU-27, Mirage 2000, HAL Tejas et le futur Rafale).

India is now exploring as an alternative the stealth fifth-generation fighter aircraft (FGFA) from Russia as negotiations on Rafale fighter jet deal have run into rough weather recently, leading to delay in finalisation of the contract for supply of 126 fighter planes.

The main issue concerns the pricing, which is basically the production cost in India, and Dassault's reluctance to stand guarantee for the 108 fighters to be built by state-run HAL. Rafale was selected for the deal in 2012 but the final contract is yet to be signed.

French Defence Minister Jean-Yves Le Drian held talks in Febraury with his Indian counterpart Manohar Parrikar to salvage the multi-billion Rafale contract even as a deadlock continues to hold up the deal.

The IAF which currently operates 34 fighter squadrons as opposed to the required 44 squadrons is in urgent need of new aircrafts to replace it's aging fleet of Mig-21 and Mig-27.

A source quoted in Times of India said, "We have agreed to a lesser work-share for a realistic contract, with the initial lot of the FGFA being imported and the rest being made here under technology transfer."

The FGFA is the biggest ever bilateral Indo-Russian defence cooperation project. The preliminary design agreement on FGFA was signed in 2010 between HAL and Russian Sukhoi Design Bureau to build the jet for use by both countries with India investing 50 per cent of the cost of the multi-billion dollar programme.

The aircraft is based on the Russian Air Force's Sukhoi T-50 PAK-FA platform and the Indian version is expected to carry more advanced features. The project is seen as giving a boost to India's indigenous capabilities to develop advanced fighter aircraft.

Demonstration flights of the FGFA were watched by ex Secretary Defence Production R K Singh and ex IAF Chief, Air Chief Marshal P V Naik back in 2011.

The fifth generation fighter is expected to be delivered from 2017 onwards with the IAF expected to induct over 300 aircraft in the next two decades

BALASORE: After a series of developmental tests and trials, India is finally readying to induct its beyond visual range (BVR) air-to-air missile, Astra, in the Armed forces.

As part of the final round induction phase, the scientists of Defence Research and Development Organisation (DRDO) have begun preparation for a fresh trial of the indigenously developed missile from a defence base off the Odisha coast.

A defence official said the test is likely to be conducted in association with a team of Air Force officials on March 12 at the Integrated Test Range (ITR) at Chandipur-on-sea. “The Astra team has arrived here and they are busy in integrating the missile components. If everything goes as per plan and weather is favourable, the test would be carried out targeting an unmanned aerial vehicle as per schedule,” he told ‘The Express’ on Monday.

Last year, two coordinated trials of the missile from Sukhoi aircraft in May and June were successful.

First tested in 2003, Astra is designed for an 80-km range in head-on mode and 20 km-range in tail-chase mode. The 3.8-metre missile, which has launch weight of about 154 kg, uses solid fuel propellant and a 15-kg high-explosive warhead, activated by a proximity fuse.

Fitted with a terminal active radar-seeker and an updated mid-course internal guidance system, the missile can locate and track targets at different altitudes. It is difficult to track this missile as its on-board electronic counter-measures jam signals from the enemy radars thus making it one of the best missiles in its class, the defence official said.

Astra is more advanced in its category than the contemporary BVR missiles and is capable of engaging and destroying highly manoeuvrable supersonic aerial targets. This futuristic missile can intercept a target at a speed of mach 1.2 to 1.4.

“The anti-aircraft missile, capable of ducking radar eyes is the smallest of the missiles developed by the DRDO. After its induction, the missile will be one of the best of its kind in the world in 100 km strike range,” said a scientist associated with the mission.

Bengaluru, March 16: A Sukhoi for India's Aviation Capital -- Bengaluru? If the Defence Research and Development Organisation (DRDO) has its way, an aircraft that can reach supersonic speeds would enter Bengaluru's celebrated list of fighters enjoying permanent residency.

Sources confirm to OneIndia that the DRDO has already moved a paper to acquire a supersonic aircraft that will act as a FTB (Flying Test Bed). The FTB is an aircraft being used for testing the performance of systems and sub-systems in airborne conditions. The systems can range from engines, radars, data links, EW (electronic warfare) suites, radio altimeters among others.

DRDO says the FTB reduces the cycle time for the development of airborne systems. Also, more FTBs under their command could reduce the dependency on foreign agencies. In May 2014, the DRDO had acquired a FTP Nabhrathna -- a modified and custom-made Dornier (DO-228) aircraft, built by Hindustan Aeronautics Limited (HAL). Nabhrathna was rolled out from the hangars of HAL's Kanpur-based Transport Aircraft Division. Sukhoi is the best bet as FTB A committee has already been set up to look into the possibilities of acquiring the FTB. In addition to members from the DRDO, the committee has representatives from the Indian Air Force and HAL. While Sukhoi is leading the fray, the advantages of MiG 29 are also being considered by the committee.

The current requirement for a supersonic FTB is being explored for the primary use of Gas Turbine and Research Establishment (GTRE). Although GTRE's capabilities in developing a desi power plant for Light Combat Aircraft Tejas have run into a rough patch, efforts are being made to carry forward the technical expertise for other engine programmes. Sukhoi is being tipped as the best choice with a price tag of around Rs 400 crore. DRDO officials are of the opinion that with HAL's MiG Complex in Nashik already rolling out, they have the advantage of making the modifications with less fuzz. "It's a huge process to make modifications if the aircraft is imported from abroad. We have to save time and money and Sukhoi could be the answer. Even certification too becomes easier in India," an official said. BrahMos experiments will come handy DRDO officials say that the modification work on Sukhoi done for launching the air version of BrahMos will come handy for DRDO. "The BrahMos missile weighs around 2.5 tonnes while a Kaveri engine is around 1.22 tonnes. There are two pilots in a Su-30 MKI and one can easily monitor the engine and independently operate it," the official said. With the wind tunnel test results of BrahMos already available, DRDO is hopeful that a decision is taken soon in acquiring the FTB. "Our labs including LRDE, CABS, RCI and other national institutes such as IISC and NAL too will require a supersonic FTB," the official added.

Once DRDO acquires a supersonic FTB, it will be flown by Test Pilots from the Aircraft Systems Testing Establishment of IAF in Bengaluru. Currently, the DRDO operates a low speed FTB (IL-76) suitably modified to carry out Kaveri engine tests at Gromov Flight Research Institute (GFRI) in Moscow. "We felt the need for a high speed FTB capable of high manoeuvres for assessing the engine behaviour during transients. The feasibility of using MiG-29 available at GFRI Moscow is being studied now. We have already assessed the modifications to be carried out on the MiG-29," the official said.

Newly Commissioned Aircrafts and Submarines by the Air Force and Navy


New advanced aircraft inducted by the Indian Air Force (IAF) in the recent past include Su-30 MKI fighter aircraft, C-17 and C-130 transport aircraft, Mi-17V5 and ALH helicopters along with Pilatus PC-7 Basic Trainer and Hawk Mk-132 Advanced Jet Trainer. Further, recently on 17th December, 2014, the first Light Combat Aircraft has been accepted by the IAF.

In the case of Army, 5 number of Advanced Light Helicopter (ALH) Dhruv have been taken over during the last one year.

Submarine / vessels commissioned during the last one year by the Navy include INS Sumedha, INS Sumitra, INS Kolkata, INS Kamorta and three Immediate Support Vessels (ISV).

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shrimati Sarojini Hembram in Rajya Sabha today.

New Delhi: Sukhoi-30 MKI, the most powerful and modern fighter jets in Indian Air Force's stable, has been hit by mid-air engine failures. Defence Minister Manohar Parrikar said in Parliament today that as many as 35 instances of engine failures were reported in 2013-14 - that's nearly three a month.

In all, there are 69 instances of engine failure in the last four years, the minister said. Inquiries by the Air Force have revealed that in as many as 33 instances, the engines failed because of impure fuel, in another 11 cases, the problem was caused by excessive vibration and in eight others, engine failures were reported because of low pressure in the lubricant tanks, the Defence Minister said. About five SU-30 MKI have crashed since 2009.


Like all twin-engine jets, the Russian made Su-30s are capable of landing on a single engine. But to reach its maximum potential of carrying a total eight tones of payload including bombs, missiles and spare fuel tanks, the jet needs both its AL-31FP engines to function.

Engine failures is fast becoming a major concern for Air Force and also puts a question mark on India's ability to defend its skies. Another problem area that senior Air Force officers point out is serviceability. "Serviceability of the aircraft is about 50 per cent only," an officer said. It means at any given time, roughly half out of a fleet of 200 jets are available for operational purposes. This becomes crucial in times of emergencies like war.

Mr Parrikar said that the engines were scheduled to be overhauled after every 1000 hours of flying, but the defects started showing-up after only 500 hours of flying. The minister said that Russia-based NPO Saturn, manufacturers of Su-30 Al-31FP engines, offered to make "nine technological improvements" during overhauls, and added that after the modifications the engines were flying for upto 900 hours.

To address the growing capability gap, especially that created by increasing obsolescence of MiG-21, India is talking to France to buy 126 medium multi-role Rafale fighter jets. But the negotiations have been dragging on for three years. Although the acquisition has got mired on per unit cost and number of man hours required to produce it in India, a resolution of these issue can be expected when Prime Minister Narendra Modi visits France in April.

oui heureusement que c des bimoteur si non on aurait eu au moins 30 crache de SU-30 MKI sur les 35 engine failures qui ont déclarai

attention il y a des partie faite par l'inde il a été fait sous licence les russes n'ont pas autant de problème c'est pour ça qu'ils cherchent a avoir une garantie avec les rafales
