Le ministère britannique de la Défense lance une initiative pour stimuler l’innovation

Identifier les technologies émergentes susceptibles d’avoir des applications militaires, encourager des projets innovants et bousculer les habitudes : tels sont les objectifs de l’ »Innovation Initiative » lancée le 12 août par le ministère britannique de la Défense (MoD).
Pour cela, une unité (Innovation and Research Insights Unit – IRIS) sera mise en place afin de détecter les technologies émergentes et d’analyser leurs implications pour les forces armées britanniques. Un fonds de 800 millions de livres servira à encourager l’élaboration d’idées et de concepts tant par les particuliers que par les entreprises.
Enfin, précise le MoD, un centre dédié « agira comme un ‘accélérateur de défense et de sécurité’, en veillant à ce que des solutions innovantes à nos défis les plus urgents de sécurité nationale soient développés rapidement pour devancer nos adversaires »
Cette initiative devra avoir des conséquences sur la culture du MoD, notamment en améliorant la coopération avec les industriels et le milieu universitaire. En outre, il s’agit aussi de « cibler » de nouveaux fournisseurs potentiels pour « renforcer l’avantage concurrentiel de la défense » britannique et de « trouver des réponses à nos questions les plus pressantes. »
« Cette nouvelle approche permettra de garder la Grande-Bretagne en sécurité tout en soutenant notre économie, avec nos plus brillants cerveaux qui nous permettront d’être en avance sur nos adversaires », a commenté Michael Fallon, le ministre britannique de la Défense.
Parmi les projets innovants cités par le MoD, l’on trouve un micro-drone « libellule » développé actuellement par Animal Dynamics, des capteurs qui utilisent la gravité pour étudier les structures souterraines en quelques minutes, des casques de réalité virtuelle pour la simulation ou encore des armes laser.

The UK has reduced its number of operational General Atomics Aeronautical Systems Inc MQ-9 Reaper medium-altitude long-endurance (MALE) unmanned aerial vehicles (UAVs), with one of the 10 aircraft currently in the US for decommissioning.
The Ministry of Defence (MoD) made the disclosure in a freedom of information (FOI) request that was submitted by Drone Wars UK, and which was supplied to Jane’s on 15 February.
The Royal Air Force (RAF) operates the Reaper out of Waddington in Lincolnshire, with the vehicles themselves currently based in the Middle East (understood, but not confirmed, to be Kuwait) for operations over Syria. With the MoD reluctant to discuss Reaper operations, it had been assumed that all 10 UAVs were engaged in ongoing operations against the Islamic State.
Drone Wars UK is a London-based non-governmental organisation that describes itself as having “a long-term goal of an international ban on the use of armed drones”. Its director, Chris Cole, told Jane’s , “This surreptitious removal of a Reaper from service typifies the lack of transparency around its deployment. In contrast to the detail given about other British aircraft undertaking strikes, we have had no official statements about how many of the UK’s Reaper drones are actually deployed, nor where they are. Given the controversy surrounding the use of these systems, secrecy can only lead to greater suspicion and we would urge the MoD to be more transparent about the deployment of Reaper."

First two ARES vehicles were formally delivered to British Army

The British Army has formally inducted the ARES light tracked armoured personnel carriers, according to General Dynamics UK report.
General Dynamics United Kingdom (General Dynamics UK) has announced that the first two ARES troops carriers were formally delivered to the British Army following the successful completion of General Acceptance Testing.
The vehicles will be used initially by the Defence Equipment & Support (DE&S) team in Bovington for training purposes.
ARES will be used to deliver and support specialist troops across the battlefield to enable organic combined arms manoeuvre at the lowest tactical level, alongside AJAX-equipped troops.
In service, ARES will provide safe transportation of fully-equipped soldiers in a well-protected environment. On dismount, troops will be able to more effectively conduct a variety of tasks, such as dismounted surveillance (including patrols), observation posts and close target reconnaissance.
Lethality is provided via a Remote Weapon System, which provides a self-defencecapability that can be fired on the move, under armour.
ARES also provides the Common Base Platform flexibility that can be adapted for other roles, such as Engineer Reconnaissance and Command and Control.

BAE Systems reveals further details about Medusa project for Challenger 2 upgrade

Britain’s biggest defense company BAE Systems has given further details on the capabilities of its upgraded Challenger 2 main battle tanks as part of Medusa project.
The Technical Assessment Programme (TAP) by UK Defence Science and Technology Laborartory (Dstl), designated Project ‘Medusa’, is to evaluate soft-kill active protection system solutions based on the Hensolt Multifunctional Self-Protection System (MUSS): a high Technology Readiness Level (TRL) system that integrates missile and laser warning sensors with a directional electro-optical jammer.
The project is to develop an understanding of how a high-maturity system can be integrated into an existing UK vehicle fleet – in this case the Challenger 2 main battle tank (MBT) – and its affect on the platform and the crew.
According to a bulletin released by the BAE Systems, the programme has now completed its Operational Impacts Assessment stage.
Also added that was conducted a demonstration of Dstl’s Medusa package – in which was installed an Active Integrated Protection System (AIPS) on to a Challenger 2 main battle tank.
“Members of Army HQ, DE&S and the MOD joined other agencies and companies for static and dynamic demonstrations of the system, which included simulated laser and missile attack,” said in the BAE’s bulletin. “The demonstration day was the latest stage in our work to help Dstl understand the potential benefits and challenges associated with using AIPS to improve protection and survivability of UK armoured vehicles.”
When fitted to a vehicle, the system detects laser range finders and anti-tank guided missiles. It can then either inform the crew or react with counter measures including obscurants and Electro Optical (EO) counter measures.
The development of an effective Active Protection System, as part of Project Medusa, would provide a hugely significant step change in the survivability of UK tanks fleet.
The UK needs to upgrade its fleet of Challenger 2 tanks to be able to compete with a new generation of highly dangerous Russian tanks.
CYCLOPS | The Squadron took to the urban environment as both mounted and dismounted troops.
The lads looked at the freedoms and constraints of using armour in built up areas whilst observing what life is like for infantry. The experience provided excellent opportunities for innovation and debate on how best to tackle urban areas.

L’heure de la retraite n’a pas encore sonné pour la dizaine de véhicules Fuchs NRBC opérés par les militaires britanniques. Fixé à l’origine pour 2019, le retrait du service actif de cette flotte miniature, destinée aux missions de reconnaissance en environnement contaminé, sera finalement repoussé à 2024 grâce à un nouveau programme de modernisation.

« Un programme de gestion de l’obsolescence a été lancé et le ministère de la Défense envisage à la fois de moderniser l’équipement de détection NRBC pour 10 plateformes et un simulateur d’entraînement, ainsi que de fournir un soutien jusqu’à la date de retrait du service actif en décembre 2024 (avec une extension potentiel à 2027) », révèle une annonce publiée aujourd’hui.
Un premier questionnaire sera soumis en juin aux entreprises ayant manifesté leur intérêt, en vue d’une présélection et de la soumission des propositions. L’étape d’attribution du contrat devrait ensuite démarrer à la fin du mois de novembre. La fourchette budgétaire débloquée par le ministère de la Défense britannique varie de 11 à 21M€. L’industriel sélectionné sera mandaté pour constituer et intégrer une nouvelle suite NRBC tout en assurant le maintien en conditions opérationnelles dès janvier 2020.
Outre l’équipement NRBC, le programme comprend l’installation de nouveaux sièges pour l’équipage, l’amélioration du système de freinage et l’instruction des primo-formateurs sur les nouveaux systèmes. Quant au MCO, celui-ci requiert notamment des niveaux de maintenance 3 et 4 et le traitement d’obsolescences non prévues afin de maintenir un taux de disponibilité de 85%.
Offerts par l’Allemagne à la veille de la première guerre du Golfe, les Fuchs britanniques furent mis sous cocon en 2011, avant d’être « régénérés » entre 2014 et 2016. Ce premier programme mineur de modernisation s’était alors concentré sur la plateforme, avec, entre autres, un nouveau camouflage désert, de nouveaux pneus, ou encore l’ajout d’un éclairage d’urgence. Ils sont depuis lors été confiés au « Falcon Squadron » du 22e régiment du génie blindé de l’armée britannique, basé à Warminster (sud-ouest de l’Angleterre).

Un "bataillon" de Gurkhas en plus dans l'armée britannique
C'est une mesure qui avait été annoncée dès 2015 dans la Defence Review: le 3rd Battalion Royal Gurkha Rifles va être créé cette année (les recrutements auraient déjà commencé). Cette petite unité de 300 hommes rejoindra le premier "Specialist Infantry Group", comme les quatre autres futurs "Specialised Infantry Battalions" destinés à être déployés outre-mer.
Ce 3rd Battalion Royal Gurkha Rifles va intégrer la Brigade Gurkha, tout comme plusieurs autres nouvelles petites unités (transmetteurs et sapeurs) en cours de formation. Au total, ce sont quelque 730 militaires d'origine népalaise qui vont rejoindre la brigade dont les effectifs vont approcher à terme les 4 000 hommes.
Le recrutement annuel est plafonné à 432 soldats, ce qui ne permettra pas d'atteindre ces objectifs. Mais le temps de service va être allongé; il pourra atteindre 24 ans (la majorité des Gurkhas servent 12 ans).
L'an dernier, 10 000 candidats s'étaient présentés aux tests et plusieurs centaines avaient été convoqués au camp des Gurkhas à Pokhara, au Népal. Le 8 février dernier, 400 d'entre eux ont formellement rejoint les rangs de l'unité; ils ont pris la route du Royaume-Uni pour 9 mois de formation.
A noter que des femmes pourraient être recrutées au sein des Gurkhas.

The UK has signed for five Boeing E-7 Airborne Early Warning and Control (AEW&C) aircraft for USD1.98 billion, the Ministry of Defence (MoD) announced on 22 March.
The E-7 (also known as the E-737) aircraft are being procured to replace the Royal Air Force's (RAF's) six Boeing E-3D Sentry AEW1 aircraft that have fallen behind the US Air Force (USAF's) Block 40/45 upgrade path and are becoming increasingly unserviceable.
While the MoD did not disclose exactly when deliveries would take place, it did say it would be during the early 2020s. When they arrive, the E-7s will likely join the rest of the RAF's intelligence, surveillance, target acquisition, and reconnaissance (ISTAR) force at Waddington in Lincolnshire.
Based on the 737 airliner, which is also the basis for the P-8A Poseidon maritime multimission aircraft that the RAF will begin receiving later this year, the E-7 is already in service with Australia as the Wedgetail (six), South Korea as the Peace Eye (four), and Turkey as the Peace Eagle (four). The MoD has not disclosed what name the UK aircraft might receive.
Unlike the mechanically-scanned radar of the E-3D Sentry, the E-737 AEW&C is built around a multirole electronically scanned array (MESA) radar that provides a 360° coverage at ranges in excess of 322 km for aerial targets and 241 km for patrol boat-sized surface contacts (these ranges can be significantly increased if the radar's power is focused in a particular direction, rather than applied in a general sweep). The Northrop Grumman MESA affords the E-7 an area coverage of 4 million sq km, with the aircraft having an endurance of 10 hours.

In a sign of growing confidence in the programme to purchase 589 Ajax vehicles for the British Army from General Dynamics Land Systems UK, the ministry told Jane’s that the first squadron-sized sub-unit will be equipped with the full complement of the variant in early 2020 ahead of the initial operating capability (IOC) being declared the following July.
“The first British Army squadron will be equipped with the Ares protected mobility reconnaissance support (PMRS) variant by mid-2019 to allow soldiers to convert onto the common base platform,” said a senior ministry source familiar with the programme. “The other five variants, including reconnaissance, command, engineer, recovery, and repair vehicles, will be delivered later in 2019.”

UK transfers Defender and Islander special mission aircraft from AAC to RAF

The UK transferred control of its Britten-Norman Defender AL2 surveillance aircraft and Islander AL1/CC2 surveillance and utility aircraft from the British Army Air Corps (AAC) to the Royal Air Force (RAF) on 1 April.
The Defenders and Islanders that had previously been under the authority of the Joint Helicopter Command (JHC) will now fall under the direction of the RAF's No 1 Group.
As noted by the head of No 1 Group, Air Vice-Marshal Harv Smyth, the AAC's 651 Squadron that fields the Fixed-Wing Manned Aerial Surveillance (FWMAS) capability has transferred to the RAF as a unit, while its personnel will transition over the next few years. "It will be operated in a joint fashion for a period as various postings out and in occur," Smyth said.
While 651 Sqn is based at JHC Flying Station (JHC FS) Aldergrove in Northern Ireland, neither AVM Smyth nor the head of JHC, Rear-Admiral Jonathan Pentreath, noted any future change in the unit's location.
The AAC's 651 Sqn is a special forces support unit, so the Ministry of Defence (MoD) rarely comments on the unit or the Defender and Islander fixed-wing twin turboprops that it flies. This opacity extends to the precise number of aircraft in service, although Jane's has previously quoted a 2016 UK Armed Forces Equipment and Formations report in which the MoD said it owned nine Defender AL2s, three Islander AL1s, and three Islanders CC2s, with eight, three, and one aircraft respectively in daily use. There were also a further three Islanders in long-term storage at RAF Shawbury in Shropshire.

Les F-35B britanniques vont être déployés à Chypre pour une série d'exercices. Il s'agira de leur premier déploiement en dehors du Royaume-Uni depuis leur livraison depuis les Etats-Unis.
La Royal Navy a annoncé le déploiement prochain des F-35B britanniques à Chypres pour des exercices. Cette mission permettra d'expérimenter le déploiement outre mer de l'appareil réceptionné l'an dernier par la RAF et la Royal Navy. Le soutien logistique, la maintenance et l'organisation du détachement seront mis à l'épreuve. Les entrainements comprendront notamment des tirs réels annonce la Royal Navy.
Après ce déploiement qui devrait durer deux mois, les F-35B britanniques repartiront vers les Etats-Unis, à Norfolk en vue de leurs premières manoeuvres aériennes à bord du porte-aéronefs britannique Queen Elizabeth prévue pour l'automne.
Des F-35B ont déjà opérés à bord du Queen Elizabeth mais il s'agissait d'appareils américains.
Le premier hélicoptère Leonardo AW101 Merlin HM.2 équipé du système de surveillance et de contrôle aéroporté Crowsnest (ASaC) vient de terminer son premier vol. Le maître d’oeuvre Lockheed-Martin UK, a confirmé que l’appareil d’essai avait décollé de l’installation Yeovil de Leonardo Helicopters équipée du système Crowsnest le 28 mars dernier.
Le programme « Crowsnest » permettra à la Royal Navy de retrouver une capacité d'alerte et de contrôle (AEW & C) aéroportée pour sa flotte de surface, en mettant l'accent sur les transporteurs de classe Queen Elizabeth. Le nouveau système devrait atteindre sa capacité opérationnelle initiale en 2020 et constituera un élément essentiel de la future capacité de projection de puissance de la marine (CEPP). Dans le passé, cette capacité AEW & C était fournie par la flotte Sea King ASaC.7 (SKASaC) jusqu’à la retraite des aéronefs en 2018.
Le Thales « Searchwater » :
Le système comprend un radar Doppler à impulsions de haute puissance intégré aux systèmes Mk XII IFF, ESM et un système de navigation INS / GPS. Une interface homme-machine avancée, spécialement conçue par et pour les opérations ASaC, utilisant deux consoles d’opération, il assure une interaction opérateur efficace.
À partir de son point de vue unique, le système fournit: · Avertissement à long terme contre les attaques à haute et basse altitude sur terre, mer et air · Direction d'interception à grande distance des avions de combat utilisant un système de navigation INS / GPS haute résolution · Une unité C2 de défense aérienne sécurisée autonome · Un système de surveillance maritime sophistiqué permettant la détection de très petites cibles fugitives, telles que les jet-skis et les périscopes, en cas de bruit de fond important · Une extension des systèmes de surface pour fournir le ciblage à l'horizon, la recherche et le sauvetage et la surveillance côtière · Opérations spéciales de maintien de l'ordre En conditions de combat, il a été démontré que le système offrait une capacité d’effet «mini-JSTARS» avec une souplesse de réponse pouvant être commutée instantanément de Force Protection (Sea Shield) à Force Projection (Sea Strike) via une liaison de données sécurisée (Net).
Le Merlin HM.2 Crowsnest utilise des systèmes et du matériel de mission améliorés mis au point à l'origine pour la flotte de SKASaC, notamment le radôme distinctif latéral qui abrite le radar de Thales « Searchwater » et pivote sous l’aéronef pendant le vol depuis sa place initiale bâbord. Le radar à balayage mécanique offre une capacité de détection et de poursuite aérienne, maritime et terrestre à longue portée, ainsi que des mesures de soutien électronique entièrement intégrées. Le radar et le système de mission « Cerberus » associé, également fourni par Thales, ont évolué pour le Merlin HM.2 afin d'inclure de nouveaux modes radar, ainsi que des améliorations de l'interface homme-machine, telles que la technologie à écran tactile.
Un total de 10 systèmes « Crowsnest » a été commandé dans le cadre d'un contrat de 269 millions de livres sterling (351,7 millions de dollars) attribué à Lockheed Martin UK en 2017. Les 30 Merlin HM.2 de la Royal Navy, précédemment mis à niveau par Lockheed Martin UK dans le cadre du Programme de maintien de la capacité Merlin seront modifié par Leonardo Helicopters à Yeovil afin de garantir que les kits d'adaptation au rôle du « Crowsnest » puissent être intégrés.
