MOSCOU, 4 mai - RIA Novosti. Rosoboronexport (agence russe d'exportation d'armes) prépare la signature d'un contrat avec la Libye pour plus de 2,2 milliards de dollars. Tripoli, qui n'a pas acheté d'armements russes depuis plus de 15 ans, pourrait figurer à présent parmi les dix principaux clients de la Russie. Le pays achète surtout des systèmes de DCA, bien plus puissants que ceux utilisés habituellement dans les conflits régionaux.

Les accords doivent être signés cette année, au cours de la visite du président russe Vladimir Poutine à Tripoli. Il est prévu que la Russie épongera la dette libyenne, et que Tripoli s'engagera à étendre la coopération, en plus du domaine militaire et technique, au secteur énergétique et au nucléaire civil. Il est vrai, les parties évaluent différemment le montant de la dette: Moscou estime que la Libye lui doit 4,4 milliards de dollars, Tripoli ne reconnaît que 1,723 milliard de dollars.

Selon le quotidien Kommersant, la Libye est intéressée principalement à l'acquisition de systèmes de DCA: quatre groupes de systèmes de missiles de DCA longue portée S-300 PMU-2 et environ 20 systèmes de missiles de DCA courte portée Tor-M1. De plus, Tripoli a l'intention d'acheter 12 chasseurs Su-30MK2, 12 chasseurs MiG-29SMT, un ou deux sous-marins du projet 636 et de financer les réparations de deux patrouilleurs et d'un petit navire porte-missiles fournis antérieurement.

Bref, la Libye pourrait devenir le deuxième pays d'Afrique du Nord pour le volume des contrats de livraison d'armes conclus avec la Russie, après l'Algérie (les contrats signés avec ce pays atteignent, au total, environ 8 milliards de dollars). La Russie fournit également des systèmes de DCA au Maroc et mène des pourparlers sur des livraisons de systèmes de DCA et de chasseurs MiG-29SMT à l'Egypte.

"La Libye a effectué ses derniers achats importants en 1986-87, un nouveau cycle de réarmement est nécessaire, explique Konstantin Makienko, expert du Centre d'analyse des stratégies et des technologies. Les prix élevés du pétrole favorisent la conclusion par les pays d'Afrique du Nord de contrats importants de livraison d'armes".

La Libye, de même que l'Algérie, préfère acquérir de puissants systèmes de DCA, bien que ces armes ne soient pas nécessaires dans les conflits régionaux actuels. Tripoli a un différend frontalier avec le Tchad. En outre, la Libye soutient le gouvernement officiel du Soudan dans le conflit du Darfour. "L'achat de systèmes de DCA est une politique préventive en cas de grave confrontation avec les Etats-Unis ou l'Egypte", estime Konstantin Makienko.

The Libyan government is seeking to buy 20,000 G3 assault rifles including 7.62 mm and 5.56 mm caliber, which has been confirmed on the Turkish side.

The guns are manufactured in Turkey and will be delivered to Libya to aide the building on the army. Libya intends to purchase new military armoured vehicles as well as helicopters.

+ selon l'article, les Libyens semblent aussi vouloir acheter des véhicules blindées et des hélicos.

Je miserai pour les APC de Nurol (Ejder/dragon - 4x4 ou 6x6) et pour les hélicos, ben on a que le T129 à offrir, les Libyens ont montré un certain intérêt en mai dernier (à l'IDEF).

Libya, Egypt and Morocco have expressed interest in acquiring CH-47 Chinooks from Boeing, while potential customers in the Middle East region include Qatar and Saudi Arabia, according to Boeing officials.

Libya is looking at acquiring six CH-47D models and 16 CH-47F models, which would be acquired through a Foreign Military Sales scheme. “Libya is an existing operator in Africa. They have come in and made enquiries to Boeing and the US government,” said Steve Barlage, Senior Manager, International Business Development (Mobility Rotorcraft) at Boeing.

Libya began upgrading some of its Chinooks before the 2011 revolution, through AgustaWestland, which has rights in Libya for CH-47C/D model upgrades as the company was the original supplier, according to Mark Ballew Director, Business Development at Boeing Vertical Lift. AgustaWestland is also responsible for supporting Libyan CH-47s. Only a small number of CH-47Cs are believed to be operational in Libya at present.

Paul Oliver, Vice President, Middle East and Africa, International Business Development, said that aircraft like the CH-47 make sense in places like Libya where there was a lot of runway damage during the revolution, but cautioned that the country’s government was still reorganising following the ouster of Muammar Gaddafi. Barlage added to this by saying that due to the turmoil in Libya, it’s not yet clear what will happen with that sale. He added that the situation was similar in Egypt, with uncertainty prevailing.

Egypt has 18 D model Chinooks, which in the 2000s were upgraded from C models. The country has made serious enquiries about purchasing six more CH-47Ds from the US Army, according to Defense News. Boeing is presently building AH-64 Apaches for Egypt, but it is up to the US government to decide on whether or not to deliver them, given the current security situation in the country.

Morocco is another key potential market in North Africa, and has discussed purchasing three D model Chinooks, in addition to the three CH-47Ds it bought under a previous contract with the US government.

Elsewhere in the region, Ballew said that there have been many Chinook enquiries from the Middle East. Saudi Arabia is considering 24 Chinooks and will benefit from a flight demonstration, while Qatar is interested in buying eight F models. The United Arab Emirates (UAE) bought 11 C models from AgustaWestland and acquired another four Chinooks from Boeing several years ago. The Emirates recently signed a contract for 16 F models, to be delivered between now and 2017. So far two have been delivered.

Boeing estimates that foreign customers around the world will buy around 170 Chinooks in the coming years, although it is cautious about potential future contracts with foreign customers. India recently downselected the Chinook to be the Air Force’s new heavy lift platform and Boeing is in contract negotiations with the country. Initial discussions are for 15 aircraft, but India may acquire more. Boeing said the Indian development is positive, but will know of a firm contract within six months or so.

Some 20 countries around the world operate Chinooks, with 831 flying and 293 on order. Production of the D model has ended (although ex-US military D models are available for sale) and production has switched over to the improved F model, which features a new, more maintainable airframe, glass cockpit and other features. Further improvements over the next several years will see new rotor blades being added providing 900 kg more lift, and an improved cargo handling system with reversible rollers that can be flipped over to give a flat floor.

Boeing is building 464 F model Chinooks for the United States Army, and as of September 15 has delivered 252. Production stands at 4.5 aircraft per month – US Army production will conclude in 2019.

Apache, Little Bird, MV-22

Apart from its Chinook, Boeing is also promoting the AH-64 Apache and AH-6i Little Bird helicopters. A dozen countries around the world are currently flying 1 056 AH-64 Apaches, with the 2 000th rotorcraft delivered in March this year. Production is set to continue for at least another decade through 2026, with 65-70 delivered this year, according to Brad Rounding, Boeing International Business Development, Vertical Lift.

Boeing is ending D model Apache production and shifting to the F, which features a much longer range fire control radar with radar frequency interferometer to detect enemy radar signals, more powerful engines, improved rotor blades and other features.

Rounding said that Korea has recently ordered 36 Apaches while Indonesia has just signed a letter of acceptance (LOA) for eight Apaches and Boeing expects a contract from that country soon.

Meanwhile, Boeing expects to sell 700 of its Little Bird armed scout/reconnaissance helicopters around the world, particularly to countries that cannot afford the larger Apache. The Little Bird has its first launch customer and is on a demonstration tour to the Middle East where demand is expected to be high.

The Bell/Boeing V-22 Osprey tiltrotor has yet to receive its first export customer, with the two companies only halfway through delivering 360 MV-22s and 50 CV-22s to the US military. Future customers could include Israel, Qatar, Saudi Arabia and Japan, according to Mike Rolecki, Boeing V22 Programme Manager.

“In the Asian theatre the Japanese are coming on strong,” he said. “We foresee signing a Middle East deal within the next year.” Rolecki added that the Middle East and Asia regions will probably see the first foreign V-22 sales. Countries there will most likely buy a dozen or less of the type.

Un colonel de la marine libyenne a été tué mercredi par balles par des hommes armés à Benghazi, dans l'est du pays, a déclaré à l'AFP un responsable des services de sécurité.

Il s'agit de la dernière attaque en date d'une longue série d'assassinats d'officiers de l'armée et de la police attribués généralement aux islamistes radicaux.

"Des inconnus ont tiré des balles en direction du colonel de la marine Saleh al-Houdheiry, le tuant sur le coup", a indiqué un porte-parole des services de sécurité, le colonel Abdallah al-Zayedi.

Selon lui, "l'attaque s'est déroulée devant l'université de médecine de Benghazi où la victime déposait en voiture son fils", un étudiant. Celui-ci a été "grièvement blessé" dans l'attaque et se trouve en réanimation dans un hôpital de la ville, a ajouté cette source.

Benghazi, bastion de la révolution libyenne, a été le théâtre ces derniers mois de nombreux attentats et attaques contre l'armée et la police, pour lesquels aucun suspect ne semble avoir été arrêté.

Dimanche dernier, trois officiers de l'armée et de la police avaient été tués dans des attaques séparées dans cette ville.

Deux ans après le renversement du colonel Mouammar Kadhafi, les autorités de transition peinent à mettre sur pied des forces de sécurité efficaces et sont engagées dans un bras de fer avec des milices armées qu'elles n'arrivent pas à contrôler.

Alors que l’insécurité va grandissante en Libye, Le chef de la police militaire libyenne a été tué vendredi par balles à Benghazi, dans l’est de la Libye, rapporte l’AFP, citant un porte-parole des services de sécurité.

«Le chef de la police militaire, qui dépend du chef d’état-major de l’armée, le colonel Mustapha al-Barghathi a été tué devant chez lui par des balles tirées par des inconnus», a déclaré le colonel Abdallah al-Zaidi.

Le colonel al-Barghathi «a succombé à ses blessures à l’hôpital al-Jala», a-t-il ajouté, précisant que l’officier avait été touché à la tête et à la poitrine.

Le colonel al-Barghathi avait été le premier officier de l’armée de l’ancien régime à former un groupe de combattants contre les forces du dictateur déchu Mouammar Kadhafi, après le déclenchement de l’insurrection libyenne en février 2011.

Mais, deux ans après le renversement du colonel Mouammar Kadhafi, les autorités de transition peinent à mettre sur pied des forces de sécurité efficaces et sont engagées dans un bras de fer avec des milices armées qu’elles n’arrivent pas à contrôler.

Aujourd’hui, Benghazi, bastion de la révolution libyenne, est le théâtre quotidien d’attaques et d’assassinats contre l’armée et la police.

Des représentations diplomatiques et des intérêts occidentaux ont été également visés par des attentats ces deux dernières années, le dernier en date yant été perpétré le 11 octobre contre le consulat de Suède, une des rares représentations diplomatiques encore ouvertes à Benghazi.

Ces attentats sont pour la plupart attribués à des islamistes extrémistes.

The Libyan frigate Al Hani has arrived in Malta for repairs and maintenance at Cassar Ship Repair.

The frigate arrived under tow.

Libya has two vessels of this type, which are former Soviet KONI III class frigates. They carry surface-to-surface missiles and guns fore and aft.

The Al Hani is not carrying any weapons while in Malta. The frigate was also in Malta in 1991

Libyan's army moved into Benghazi in eastern Libya on Friday, a show of force aimed at restoring order in the country's second largest city, rocked by almost daily bombings and assassinations.

Security in the port city, an important part of Libya's oil infrastructure, has deteriorated in the past few months with armed militants and radical Islamists roaming unchallenged, highlighting the anarchy in the OPEC producer two years after the fall of Muammar Gaddafi.

Most countries have closed their consulates in Benghazi after a series of attacks and some foreign airlines have stopped flying there. The U.S. ambassador was killed in September 2012 during an Islamist assault on the consulate.

Stability in the region is key for oil supplies as around 60 percent of oil production comes from the country's eastern half.

Hundreds of armored troop carriers and army trucks mounted with guns drove through the old city near the Corniche after Friday prayers, cheered by residents tired of violence, witnesses said.

"We stand by the people," Wanis Bukhmada, commander of special forces in Benghazi, told a crowd. "We won't allow anyone to mess around with security anymore."

Some 500 people took to the streets, welcoming the army, which has been accused by critics of keeping largely to barracks in recent months.

"We are with the army. There is no security without the army," political activist Hania al-Gumati told Reuters during the demonstration.

But hours later unknown gunmen killed a security officer in Benghazi, a security source said.

Authorities reinforced the city with special forces in June after some 40 people were killed in clashes between rival militias, which helped bring down Gaddafi but kept their guns after the NATO-backed revolt.

Western powers worry that instability in Benghazi will spill over to the capital Tripoli, which saw the worst fighting between militias this week.

Three militiamen were killed during heavy fighting between rival groups with anti-aircraft guns and grenades on Thursday night, Sadat el-Badri, head of the local council told Reuters.

He said authorities would undertake "decisive action" to stop militia fighting but analysts are skeptical as the weak government of Prime Minister Ali Zeidan struggles to control much of a country awash with arms.

Protests and strikes over higher pay and political rights have shut down much of the country's oil output, depriving the government of the main source of income.

Selon un document interne de l’UE sur “la mise en place au ‘niveau opérationnel’ des gardes-frontière et des gardes-côtes”, qui jette les bases de la mission européenne de surveillance des frontières libyennes , cette dernière entraînera de fait la création d'unités “paramilitaires”, estime EUobserver.
Le document, qu’a pu consulter le site d’actualité, détaille qu’Eubam recrutera ses membres au sein des 9 000 gardes-frontière et des 6 500 gardes-côtes, actuellement placés “sous le commandement direct du chef d’Etat-major de l’armée libyenne”, qu’elle les retirera de leur service et qu’elle les entraînera dans des localités protégées, avant de les redéployer sur le terrain.
EUobserver cite un porte-parole du Service européen d’action extérieure, qui affirme que l’UE ne fait là “rien d’extraordinaire” :
La mission consiste à soutenir les agences qui s’occupent des frontières et à fournir conseil et assistance sur les questions afférentes, pas sur les tâches militaires.
Eubam va se joindre à une série de programmes gérés conjointement par l’UE, les Etats-Unis, la Turquie et les Emirats arabes unis (EAU) afin de renforcer la stabilité en Libye. Selon EUobserver, cet objectif n’est pas le seul : le pays “ne produit que 700 000 barils de pétrole par jour, mais pourrait vite atteindre les niveaux précédent la guerre — 1,4 million — si les choses se stabilisent”. Par ailleurs, Tripoli peut “dépenser beaucoup d’argent pour l’équipement” — ce qui devrait intéresser l’ex-puissance coloniale italienne, qui “fournissait des armes pour 100 millions d’euros par an à la Libye avant que n’éclate la guerre”. Il y a ensuite la questions du contrôle des flux migratoires vers l’UE.
Selon le document consulté par EUobserver, l’UE souhaite rétablir son image en Libye, où la population est “encore très reconnaissante” pour l’aide fournie par l’Europe pour renverser l’ancien dictateur, Mouammar Kadhafi, mais où seuls 50 % des gens savent “ce qu’est l’UE”. Au-delà de l’image, la transition pacifique est l’objectif principal de l’UE, comme le résume au site un haut diplomate maltais :
l’UE ne peut pas permettre que la Libye devienne un Etat en déliquescence.

Au moins neuf personnes ont été tuées et 49 autres blessées, dont de nombreux civils, dans les heurts qui ont opposé ce lundi le groupe jihadiste Ansar al-Charia aux forces spéciales libyenne à Benghazi. L'armée est en état d'alerte.

Le calme régnait cet après-midi à Benghazi après les violents affrontements qui ont opposé, lundi 25 novembre, les forces spéciales de l'armée libyenne et Ansar al-Charia, le principal groupe salafiste jihadiste du pays. Des commerces avaient rouvert et la circulation des voitures et des piétons avait repris, tandis que les forces de l'ordre assuraient la sécurité.

Des tentatives de médiation menées par des dignitaires des tribus locales et des militants de la société civile étaient en cours pour apaiser les tensions entre les deux camps, selon des sources locales.

Selon le gouvernement, les heurts ont fait 9 morts et 49 blessés parmi les forces de l'ordre et les civils. Un porte-parole du ministère de la Santé joint plus tard par l'AFP a fait état de son côté de 8 morts et 51 blessés. Et 49 personnes, dont de nombreux civils civils, ont également été blessées.

Certains des civils blessés ont été touchés par des balles perdues, a-t-on ajouté de même source. On ignore pour le moment le nombre des victimes du côté d'Ansar al-Charia qui soignent leurs blessés dans une clinique sous leur contrôle.

Ces affrontements ont éclaté après qu'une patrouille des forces spéciales qui se trouvait à proximité du quartier général d'Ansar al-Charia, a été visée par une attaque, a expliqué le colonel Zwei. "L'armée a riposté, déclenchant des affrontements avec tous les types d'armes", les premiers du genre entre l'armée et ce puissant groupe islamiste, a ajouté cet officier.

Ex-rebelles

D'autres heurts ont opposé par la suite les deux camps dans d'autres quartiers de la ville, en particulier près d'une clinique caritative appartenant à Ansar al-Charia dans le quartier al-Selmani, a-t-il précisé. Des explosions et des coups de feu nourris étaient entendus depuis le petit matin dans plusieurs quartiers de la ville, selon un journaliste de l'AFP.

Ansar al-Charia (Les partisans de la loi islamique, en arabe) a vu le jour après la chute du régime de Mouammar Kaddafi. Son bras militaire est formé par d’anciens rebelles ayant combattu les forces loyalistes en 2011.

Ce groupe salafiste, pointé du doigt dans des assassinats de juges et de membres des forces de sécurité, est soupçonné notamment d’être responsable de l’attaque contre le consulat américain à Benghazi, en septembre 2012, qui avait provoqué la mort de l’ambassadeur et de trois autres Américains. Ansar al-Charia avait toutefois démenti toute implication.

Future of the Libyan Navy Divers trained by DCI

DCI- NAVFCO, the naval branch of DCI, continues to work with the Libyan Navy , as part of minesweeping training , to work underwater and on hyperbaric medicine for more than 70 future divers.
The Libyan Navy, wishing to secure its maritime infrastructure, turned in early 2012 towards DCI- NAVFCO for training providing the same level of skills than the French Navy in the early cleanup actions.

This training, which combines both theory and practice in real conditions, began in March 2012 and is spread over several sessions until 2014. It takes place at the school of diving DCI- NAVFCO based in Toulon, as well as the Navy diving school in St Mandrier .
"DCI is pleased with this collaboration and is proud to support this country in reconstruction. We hope to continue this collaboration and extend our reach to a wider field of training," said Admiral Bruno Nielly, Director of DCI- NAVFCO . "The rapport established between the Libyan Navy and DCI teams facilitates the transfer of expertise and strengthens a relationship that we hope durable. "

TRIPOLI, Libya —Deepening divisions among Libya’s myriad armed groups are increasingly stirring conflict in this North African state. Now the United States and its allies are prepared to add a new force to the toxic mix.

U.S. officials say the hope is that the General Purpose Force, a trained Libyan military body, will start to fill the country’s festering security vacuum, initially by protecting vital government installations and the individuals struggling to make this country run. Eventually, the Obama administration hopes, the force will form the core of a new national army.

The first steps are small. At the request of Prime Minister Ali Zeidan, the United States, Britain and Italy have agreed to train 5,000 to 8,000 troops, many of whom will be drawn from existing militias. The recruits will be taken outside of Libya for military instruction and what a senior U.S. defense official described as an attempt to “shift attitudes and create new allegiances” to the central government.

But it remains unclear whether more men in arms can make a difference in an atmosphere flush with hundreds of powerful armed groups — many of them already on the government payroll — and competing political agendas.

Some in Libya, along with a number of outside experts, worry that the new force — whose recruits will be selected by the Libyan defense minister and vetted by the country that trains them — could ultimately become a tool for competing groups to advance their own agendas, or simply one more armed faction in a dangerous sea of firepower.

Two years after dictator Moammar Gaddafi’s bloody demise at the hands of Libyan rebels, Libya’s sense of national unity is deteriorating rapidly. With powerful militias, tribes and parties vying for power, the increasing violence has included a number of deadly clashes and even a kidnapping of Zeidan, the prime minister.

The United States and its partners, who say they are training to “NATO standards,” are not the only ones moving to fill the security vacuum. A wealth of outside actors are rushing to bolster favored militias or to capi­tal­ize on the oil-rich country’s prevailing anarchy. Turkey is conducting its own military training for up to 3,000 Libyan recruits, and wealthy Persian Gulf states, as well as private companies and black-market arms dealers, are supplying favored groups. Morocco, Algeria and Tunisia have also expressed willingness to play a role in training Libya’s security forces, U.S. officials said.

“We have certainly seen multiple agendas playing out in the course of multiple external partners,’’ said the U.S. defense official, who spoke on the condition of anonymity to describe the touchy situation and U.S. goals.

For now, Libya’s government and congress are weak and divided along a deepening fault line. On one side is a liberal-leaning coalition known as the National Forces Alliance, supported by heavily armed militias from the western mountain town of Zintan. On the other side are Islamist groups that include the Muslim Brotherhood and Islamist militias.

The more secular alliance supports Zeidan, along with Libya’s Defense Ministry, and controls Tripoli’s international airport and other major installations. Their Islamist rivals are more closely affiliated with the Interior Ministry.

Neither side wants the other to dominate a Libyan security force of the future.

“Any attempt to set up a new institution is seen as a zero-sum game — that this is a win by my rival,” said Frederic Wehrey, a Libya expert at the Carnegie Endowment for International Peace.

Even as the United States is shipping Humvees to the government, a Qatari businessman, who insisted that his name not be used, said he recently completed a $14.8 million deal that would supply 100 armored Toyota Land Cruisers to Islamist militias under the umbrella of Libya’s Interior Ministry.

Islamist militia leaders accuse the United Arab Emirates, Qatar’s gulf rival, of trying to counter Qatar’s influence by funneling money and training to more secular groups, particularly the Qaqaa brigade, a militia from Zintan that backs the National Forces Alliance.

When Libya’s deputy chief of intelligence, a man with ties to Islamists, was kidnapped last month from the Tripoli airport, his allies blamed the Qaqaa brigade.

Islamist militia leaders say they think that Western biases, prevailing anarchy and a lack of transparency mean that their more secular foes ultimately have more to gain from the creation of a new force.

“Most of the guys who will get this training are from the Gaddafi regime,” said Moheidin al-Mejberi, an Islamist militia leader in Benghazi, referring to the more secular tribal alliance and the Zintan militias.

The United States is putting the finishing touches on a refurbished facility at Bulgaria’s Novo Selo training range, where it expects to receive an initial tranche of up to 350 Libyan recruits by spring. Plans call for a total of 4,000 troops eventually to be trained there, along with 2,000 each trained by Italy and Britain in those countries.

The Italians plan to pay for the training themselves; Libya will foot the bill for the Americans and British.

Lists of recruits are being compiled by the Libyan Defense Ministry, although “the pieces are still coming together” and no names have yet been provided to the United States, the U.S. defense official said.

The lists will be turned over to the U.S. Africa Command for vetting. Officials said they will use U.S. intelligence and other resources to exclude anyone with a connection to al-Qaeda.

U.S. officials said that Libyan groups such as Ansar al-Sharia, which U.S. intelligence has determined took part in last year’s attack on the U.S. diplomatic installation in Benghazi, should be easy to weed out.

Others — including an Islamist militia that the U.S. Embassy in Tripoli once employed for protection of the Benghazi mission, as well as powerful groups with hard-line Islamist ideologies such as Mejberi’s Supreme Revolutionary Operations Room and others that do much of the policing in the capital — may also fail to make the cut.

But “just because someone is in a militia doesn’t mean they can’t participate,” the U.S. defense official said. The official and others said that the United States was seeking vetted militia members, and their commanders, as fighters who can develop loyalties to the central government.

Once“removed from their environment . . . to reform and reorient them,” the defense official said, the recruits will spend the first half of their training on military skills and the second half learning to operate as a unit.

But according to militia leaders and activists in Libya, any large-scale exclusion of Islamists from the training program is more likely to spark a civil war than bring security.

“How effective are these ­forces going to be? Are the Islamists going to take to them lightly? No, of course not,” said Jalal al-Gallal, an activist and former member of the rebels’ Transitional National Council during the 2011 revolution.

The Bulgaria operation will not be the first U.S. training of Libyan security forces. In the summer, a handful of Special Forces troops set up a small training base outside Tripoli for a 100-strong elite Libyan unit. But the program was suspended two months ago after looters stole caches of weapons from the base in two overnight raids.

Some suspect an inside job among the trainees, but a senior U.S. official said the identities of the perpetrators are not known.

The trainees had been selected by Zeidan and vetted by the U.S. military, according to a U.S. official with knowledge of the program. It remains unclear who the trainees were and what their mission was — questions that have aroused suspicion among militia leaders and members of Libya's elected legislature

U.S. defense and intelligence officials acknowledged the challenges of insulating any new force from old Libyan enmities. The plan, the defense official said, “is not without risk.”

But “in a context where institutions are close to nonexistent, and security is completely fragmented, how is it that you are able to change the tide?” the official said. “By starting with a small but still very ambitious focus on creating a force that is unified and has achieved a certain level of accomplishment.”

Le ministre libyen de la Défense, Abdallah al-Theni, a assuré que les frontières sud de la Libye avec le Tchad et le Niger seront sécurisées en 2014 par l'utilisation de techniques de surveillance par satellites pour suivre les mouvements des engins et des individus qui violent les limites frontalières.
 
S'exprimant dimanche dans un entretien avec la télévision, M. al-Theni a précisé que les violations des frontières détectées par satellite seront vite réglées, soit par des hélicoptères, soit par des patrouilles qui vont rapidement se déployer sur les lieux de passage des trafiquants.
 
''Le gouvernement libyen est en train de sécuriser toutes les villes et en faire évacuer les groupes armés'', a-t-il notamment dit, soulignant la nécessité pour les ex-rebelles de choisir, avant le début de l'année 2014, entre rester dans la vie civile ou intégrer l'armée ou la police.

L'armée turque a une doctrine d'entraînement assez poussée. Je pense qu'ils subiront le même châtiment que le soldat turc lambda.

Naval officers tour Algerian facilities

Tripoli, 5 January 2014:

A delegation of naval officers, headed by the Chief of Staff for the Navy, Commodore Hassan Boushnak, has been to Algeria to discuss new areas of cooperation with the Algerian navy.

The senior officers toured a number of top level Algerian naval facilities at the end of last month including the headquarters for the Algerian coastguard, the navy academy at at Tamentfoust and the country’s hydrographical centre. The delegation also visited the historic Algerian naval base at Mers el Kébir, north west of Oran, where they discussed possibilities for collaboration and future joint action.

At the conclusion of the visit, the Commandant for Algerian Naval Forces, Major General Malek Necib, said that the resources of the Algerian Navy, particularly in the field of training, lay open to Libya. For his part, Commodore Boushnak thanked his Algerian hosts for their warm reception and the spirit of genuine brotherhood which had characterised their
