Le vainqueur de l’appel d’offres lancé par Bucarest en vue d’acquérir quatre corvettes pour la marine roumaine aurait dû être connu en janvier dernier. Las, la procédure fut suspendue à cause de « soupçons d’irrégularités ». Et le ministère roumaine de la défense indiqua avoir saisi le parquet militaire « sur la base de soupçons raisonnables quant au déroulement en parfaite légalité de cette procédure », lesquels étaient susceptibles de présenter un « risque pour l’intérêt nationale de sécurité. »

Trois concurrents étaient alors en lice pour cet appel d’offres : le néerlandais Damen, associé au chantier naval Galati, le français Naval Group, allié à Santierul Naval Constanta, et l’italien Fincantieri.

Selon la presse roumaine, l’offre faite par Naval Group, basée sur ses corvettes de la gamme Gowind, aurait été la moins onéreuse [1,2 milliard d’euros]. Seulement, la majorité au pouvoir à Bucarest, par ailleurs engluée dans des affaires de corruption [son chef au Parlement, Liviu Dragnea, a été mis sous les verrous en mai], aurait eu une nette préférence pour Damen… D’où, a priori, la suspension de la procédure au début de cette année.

Puis, en mars, dans un entretien donné au site Defense Romania, le ministre roumain de la Défense, Gabriel Leş, confirma, sans toutefois le nommer, que Naval Group était en bonne position pour remporte ce marché, prioritaire pour la marine roumaine au regard de la situation en mer Noire. Et, le mois suivant, le constructeur naval français précisa ses intentions en matière de transferts technologiques au profit de l’industrie roumaine. En outre, début juin, Andrei Ignat, le secrétaire d’État auprès du ministre de la Défense, à l’origine de la saisine du parquet militaire, fut limogé.

L’officialisation du nom du vainqueur de l’appel d’offres n’était donc qu’une affaire de patience… Seulement, le 20 juin, et alors qu’il venait de signer un accord en vue de créer une co-entreprise avec Naval Group [projet Poseidon, ndlr], Fincantieri est sorti du bois en saisissant le Conseil national pour le règlement des plaintes [CCSN] roumain afin de contester la procédure relative aux quatre corvettes en mettant en cause l’impartialité de la procédure.

Et cette plainte a été acceptée par le CCSN. « Il est évident, selon le Conseil, que la procédure litigieuse pourrait aller au-delà du cadre législatif, être dommageable et violerait également le principe du traitement juridique et la non-discrimination au sens de l’art. 2 alinéa 2 lettres a) et b) de l’ordonnance gouvernementale d’urgence 114/11 », a-t-il fait valoir.

« Au moment où on évoque à Paris l’importance de la loyauté entre les deux partenaires au sein de la société commune, Fincantieri ne s’y serait pas pris autrement pour faire douter les Français et, surtout, faire perdre Naval Group en Roumanie », estime ainsi Michel Cabirol, de La Tribune.

En outre, selon le site Profit.ro, en attendant, le « dossier Corvette est arrivé à la Direction nationale de la lutte contre la corruption et des révélations d’un grand intérêt pourraient apparaître concernant cette ‘patate chaude’ pour le ministère [roumain] de la Défense. »

Oshkosh Defense has won as $320 million contract to supply Family of Medium Tactical Vehicles (FMTV) variants to the armies of Iraq, Djibouti, Lebanon, Romania and Argentina.

The FMTV is a series of vehicles, based on a common chassis, that vary by payload and mission requirements.

According to the company, commonality of parts across chassis variants reduces the logistics burden as well as operational and support costs. And with Long-Term Armor Strategy-compliant cab (LTAS) and other advanced technologies, military personnel are provided with the protection they need to complete their missions.

Work is estimated to be completed by August 24, 2021

Le groupe naval français a été sélectionné par la Roumanie pour négocier un contrat de 1,2 milliard pour la vente de quatre corvettes Gowind.

Inespéré. Après bien des péripéties, Naval Group a été déclaré vainqueur en Roumanie pour la construction de quatre corvettes Gowind par le ministère de la Défense, selon des sources concordantes. Le groupe naval a été sélectionné pour négocier avec Bucarest en vue de finaliser le contrat. Comme La Tribune l'avait annoncée, le groupe français avait présenté fin 2018 contre toute attente la meilleure offre financière pour la fabrication de quatre Gowind fabriquées en Roumanie en partenariat avec le chantier SNC, basé à Constanta (est) : 1,2 milliard d'euros, contre 1,25 milliard au néerlandais Damen et 1,34 milliard à Fincantieri. Les Gowind seront armées de missiles de MBDA : VL-Mica (surface-air) et Exocet Block 3 (mer-mer).

Naval Group surmonte tous les obstacles

Pourtant, l'affaire roumaine était très mal engagée pour Naval Group. Ainsi, en dépit de la signature d'un partenariat stratégique le 14 juin, Fincantieri avait sans scrupule entamé la semaine suivante une procédure en Roumanie contre le groupe naval français. Dans la foulée de cet accord, le groupe italien avait déposé un recours devant le Consiliul Naţional de Soluţionare a Contestaţiilor (CNSC), un organisme indépendant créé pour juger les problèmes liés aux passations de marché public, afin de contester l'impartialité de la procédure d'appel d'offres sur les corvettes. En vain finalement...

Naval Group a réussi à également surmonter de nombreux obstacles pour faire valoir ses droits en Roumanie. Car l'ancien homme fort et trouble de la Roumanie, le président social-démocrate de la Chambre des députés Liviu Dragnea, a cherché par tous les moyens à disqualifier le groupe français et casser l'appel d'offres au profit de Damen. Mais aujourd'hui, le clan Dragnea est en voie de liquidation : l'homme fort du pays est en prison après avoir perdu son appel. Il a été condamné fin mai à trois ans et demi de prison ferme pour détournement de fonds publics. Andrei Ignat, directeur de l'armement au ministère de la Défense, a été limogé à la suite d'un audit lancé pourtant par un proche de Liviu Dragnea, Gabriel Les, ministre de la Défense avec l'accord du Premier ministre, également proche de l'ancien homme fort du PSD.

En janvier, Bucarest avait suspendu l'appel d'offres sous la pression de Liviu Dragnea. Cette suspension semblait être le premier pas de la volonté roumaine d'écarter Naval Group. C'est le secrétaire d'Etat en charge de l'Armement Andrei Ignat, chargé de la procédure de l'appel d'offres, qui avait suspendu la procédure en invoquant notamment des soupçons d'illégalités. Mais Liviu Dragnea a été rattrapé par toute une série d'affaires. Ce qui a permis de dénouer l'affaire en faveur de Naval Group.

The Romanian parliament reportedly greenlit the acquisition of 5 more F-16A/B fighter jets.

According to media reports in recent weeks, the Romanian parliament has approved the procurement of additional F-16A/B combat aircraft from Portugal on 2 July.

“Defense Minister Gabriel Leş announced that another five F-16 planes will be bought, which have the same configuration as the 12 already purchased,” the BURSA reported.

Also reported that the Romanian parliament approved the procurement of a package of equipment and services for its F-16s from the U.S. government.

In the longer term, Romania hopes to procure a fifth-generation fighter, which would then serve as a replacement for the F-16s.

To date, Romania bought a total of secondhand 12 F-16 Block 15 Mid-Life Upgrade (MLU) fighter jets (nine F-16AMs and three F-16BMs) from Portugal.

According to the current information, the Block 15 change feature larger horizontal stabilizers, the addition of two hardpoints to the chin inlet, an improved AN/APG-66(V)2 radar, and increased capacity for the underwing hardpoints.

The Block 15 also gained the Have Quick II secure UHF radio. To counter the additional weight of the new hardpoints, the horizontal stabilizers were enlarged by 30%. Block 15 is the most numerous variant of the F-16, with 983 produced.

La Roumanie achète un nouveau lot de F-16 !



Les ministres de la défense du Portugal, João Gomes Cravinho et roumain Nicolae-Ionel Ciucă ont signé un contrat à la base aérienne de Monte Real le 27 janvier dernier portant sur un lot de 5 Lockheed-Martin F-16 d’occasions. Le contrat est estimé à 130 millions d’euros.

Ce lot comprend 4 F-16AM monoplaces et un F-16BM biplace. Ces appareils ont subi le programme de modernisation MLU. Ils devront encore être mis à jour selon la demande est spécification de la Roumanie. Les cinq nouveaux appareils auront la même configuration M.5.2R que les 12 F-16 existants en Roumanie, mais Bucarest a annoncé que les 17 appareils seront surélevés à un nouveau standard appelé M.6.X par la suite.

Les quatre premiers devraient être livrés en 2020, et le dernier avion suivra au début de l'année prochaine.

Rappel :

En 2016, la Roumanie a commencé à réceptionner ses premiers avions de combat F-16C/D. Au total ce premier lot portait sur 12 aéronefs. La flotte de 12 F-16 se compose de 9 appareils en provenance du Portugal et 3 de l’US Air Force. Le contrat comprenait également des modifications et des mises à niveau des avions, ainsi que des moteurs supplémentaires de rechanges, le soutien logistique, ainsi que la formation de 9 pilotes roumains et 69 techniciens de maintenance.

Avant la livraison, les appareils ont été modernisés dans le cadre de la norme « Mid-Life Update » (MLU) par la société OGMA-Industria Aeronautica au Portugal.

La Forţele Aeriene Romane (Armée de l’air roumaine, RoAF) dispose de 12 chasseurs F-16C/D Block15 Mid-Life Upgrade (MLU) qui équipent le 53e Escadron de chasseurs à Feteşti.

Jusqu’à 36 avions :

Bucarest espère à terme pouvoir disposer de 36 F-16 C/D « Fighting Falcon » afin de remplacer complètement les derniers MiG-21 encore en service, soit 17 appareils. Ces derniers sont âgés de 44 ans.

En outre, le contrat renforcera les compétences techniques de l’aviation roumaine, selon le ministère de la Défense, notamment en ce qui concerne la possibilité de réviser et de réparer le moteur Pratt & Whitney F100 du F-16 et de moderniser sa plateforme.

Le pays continue de prospecter les utilisateurs du F-16 en vue de futurs achats.

The Romanian Ministry of Defence (MoD) on 31 December 2019 awarded Iveco Defence Vehicles a seven-year frame-type contract to supply 2,902 tactical trucks. According to a company statement, an initial delivery order for 942 trucks is in place and these are to be delivered over four years beginning in 2020.

The company confirmed the vehicles are from Iveco's tactical range, and these are produced by the company's Astra subsidiary at a dedicated facility in Piacenza, Italy. Iveco acquired specialist heavy truck manufacturer Astra Veicoli Industriali SpA in 1986, and while the Astra brand is retained for domestic production, for export applications the Iveco brand and product designations are used.

According to Jane's Land Warfare Platforms: Logistics, Support & Unmanned , Iveco's tactical range trucks are based around a purpose-designed C-section 8 mm thick ladder frame chassis constructed from high-yield strength 530 N/m 2 steel. All are fitted with a military-specific flat-panelled glass-reinforced plastic cab, and are available in a configuration transportable by C-130 aircraft. The majority of tactical range driveline components are taken from Iveco's Trakker range of heavy-duty commercial trucks, but these are significantly militarised due to requirements such as MIL-STD-461C for electromagnetic capability, a standard 750 mm fording depth (1.2 m with minimal further modifications), a climatic operational range of -32 to 49°C, and a central tyre inflation system (CTIS).

The tactical range is divided into two sub-ranges: tactical (SM) and logistic (SMH). The only significant visual difference between SM and SMH trucks is standard tyre size and the use of twin wheels/tyres on the rear axles of SMH models. Logistic models, because of their higher payload ratings, usually have higher load-rated axles and suspension.

La Roumanie prépare la modernisation des IAR-99 !



La Roumanie prévoit de moderniser ses 10 derniers avions écoles de type IAR-99. C’est le fabricant de l’avion, la société Avioane de Craiova qui effectuera les travaux. Dans le cadre de ce marché, le fabricant doit désormais soumettre une offre appropriée au ministère de la Défense pour que le contrat puisse se poursuivre. Bucarest espère que le contrat, d'une valeur de 100 millions de dollars, sera signé d'ici un mois, permettant aux travaux de se dérouler sur la période 2020-2024.

La mise à niveau :

Selon les besoins de la Force aérienne roumaine, l’avion doit permettre une formation de pilote avancée, faisant le pont avec les chasseurs Lockheed-Martin F-16 en service dans la Force aérienne,

De plus, les avions devront pouvoir effectuer des missions d'appui en vol rapproché et interdire des cibles aériennes à basse vitesse, précise le ministère de la Défense.

Pour cette mise à niveau, la Roumanie prépare l’adaptation du radar AESA Leonardo Vixen 500 E sur l’IAR-99 et serait désigné IAR-99TD. Un premier modèle de radar a été acheté en vue de l’intégration sur l’avion indigène.

L'Institut national roumain pour la recherche aérospatiale (INCAS) fa financé en 2018 une démonstration technologique sur un IAR-99. Le but étant de fournir de nouvelles capacités de détection et de combat. Le système de radar Vixen 500E apportera la capacité critique en ce qui concerne l'environnement opérationnel du formateur de l’aviation militaire roumaine. L’avion devrait recevoir une nouvelle avionique d’origine israélienne produite par Elbit Systems.

L’IAR-99 « Soim »:

L'IAR-99 « Soim » (Faucon) est un avion école biplace en tandem produit par l’entreprise roumaine Avioane Craiova. L’avion dispose également de capacités d’attaque au sol légère. La conception du IAR-99 débuta en 1975. Le premier prototype vola pour la première fois le 21 décembre 1985. Deux autres prototypes suivirent, ainsi qu'une présérie de 20 appareils, ils furent livrés à partir de 1987 à l'armée de l'air roumaine. Une autre commande de 30 appareils fut livrée à partir de 1991.

The U.S. Department of Defense announced on May 25, 2018, the contract calls for Raytheon to build Romania's first brand-new Patriot air defense missile fire unit Configuration 3+. In July 2017, the U.S. State Department had made a determination approving a possible Foreign Military Sale to Romania for Patriot air defense systems, related support, and equipment.

The first Patriot air defense missile system manufactured by the American Companies Raytheon and Lockheed-Martin was delivered to Romania on September 17, 2020, during an official ceremony at the Cape Midia military base near the Black Sea port of Constanta attended by the Prime Minister of Romania Orban Ludovic and Minister of National Defence Nicolae Ciuca. Three other Patriot missile systems will be delivered in 2022.

Recently, Poland also has selected the Patriot as a new air defense missile system. In November 2017, the U.S. State Department approved a $10.5 billion sale of four Patriot missile defense systems to Poland. The air defense missile system is now in service with 16 countries including Germany, Greece, Israel, Japan, Jordan, Kuwait, Netherlands, Poland, Qatar, Romania Saudi Arabia, Spain, South Korea, Taiwan, United Arab Emirates, and the United States.

In June 2020, a Lockheed Martin PAC-3 Missile Segment Enhancement (MSE) interceptor successfully detected, tracked, and intercepted a tactical ballistic missile target today in a test at White Sands Missile Range, New Mexico.

The family of PAC-3 missiles is high-velocity interceptors that defend against incoming threats, including tactical ballistic missiles, cruise missiles, and aircraft. Thirteen nations – the U.S., Germany, Kuwait, Japan, Qatar, the Republic of Korea, Kingdom of Saudi Arabia, Taiwan, the Netherlands, United Arab Emirates, Romania, Poland, and Sweden have chosen PAC-3 and PAC-3 MSE to provide missile defense capabilities.

Building on the combat-proven PAC-3, the PAC-3 MSE uses a two-pulse solid rocket motor that increases altitude and range to defend against evolving threats.

The Piranha V is the latest generation of 8x8 armored vehicle in the Piranha family designed and manufactured by the company GDELS (General Dynamics European Land Systems). In November 2019, GDELS has started the production of PIRANHA 5 vehicles at the factory of its strategic Romanian partner Uzina Mecanică București (UMB) which marks an important milestone in the PIRANHA 5 Program for the Romanian Army.

In January 2018, and as part of the Romanian Army’s plan to modernize its legacy wheeled armored vehicle fleet, GDELS signed a contract with the Romanian Army to deliver up to 227 PIRANHA 5 wheeled armored vehicles in six different configurations. The modern PIRANHA 5 vehicles will be produced in Romania under a strategic cooperation and transfer of technology project between GDELS – Mowag and the Romanian company Uzina Mecanică București (UMB).

The Piranha V as unveiled in June 2010 during Eurosatory, an International Defense Exhibition that was held in Paris, France. The Piranha V is already in service with Denmark, Monégasque Carabiniers. Spain has selected the vehicle for its VCR (Wheeled Tank Combat Vehicle) program under the name Dragon which is based on the Piranha V. Switzerland has ordered 32 Mörser 16 self-propelled mortar systems and 12 special vehicles on order to the Swiss Army. The Mörser 16 system consists of RUAG Cobra Mortar System mounted on PIRANHA 5 wheeled vehicle.

Compared to previous versions, the Piranha V has a higher level of protection, greater internal volume, more mobility, and a new power management system. It can be fitted with a wide range of weapon systems in manned or unmanned configuration armed with light machine guns, automatic cannons, or low-recoil guns up to 105mm caliber

Romania appears poised to sign a deal for four corvettes with French company Naval Group pegged at €1.2 billion, despite being challenged by Dutch shipbuilder Damen.

"There is a dispute, in fact not one, there have been several lawsuits that have been initiated by a competitor against the contract award decision taken by the tender commission. As soon as these litigations are over in court, from our point of view, we are ready to sign the contract. For us, it is essential to sign and fulfill this contract. The construction of the four corvettes is critical in Romania's strategic device at the Black Sea," Romanian Prime Minister Ludovic Orban was quoted as saying by Mediafax on October 26.

Naval Group (France) ousted Ficantieri (Italy) and Damen (Netherlands) who were also vouching for the contract in winning the mega-deal, initially estimated at €1.6 billion.

The selection of the French company caps a drama-filled competition process in Romania. In July last year, Romtehnica, the state company that organized the tender to buy four multirole corvettes for the Navy, notified the association between the French Naval Group and Constanţa Naval Shipyard that it has won the tender.

In October 2019, the Bucharest Court rejected an appeal filed by the Damen, after the Defense Ministry awarded the contract to the association between Naval Group and Constanta Shipyard. According to information circulated by media and partly confirmed by defense minister Gabriel Leş, Naval Group submitted a bid of €1.2 billion, the other offers being higher: €1.25 billion (Damen) and €1.34 billion (Fincantieri), Romania Insider had reported last year.

The contract includes construction of four Gowind corvettes and modernizing the country’s two T-22 frigates and construction of a maintenance and training center.

Les premiers F-16 roumains au complet !



C’est fait, le 17ème avion de combat de type F-16 a été livré à la base aérienne de Borcea en Roumanie. Cette livraison complète une commande qui a commencé en 2016, lorsque la Roumanie a acquis 12 avions de combat de type Lockeed Martin F-16AM/BM Block 15 (neuf monoplaces et trois biplaces), avec cinq autres F-16 (quatre monoplaces et un biplace).

La capacité opérationnelle initiale (CIO) de Forţele Aeriene Romane (Armée de l’air roumaine, RoAF) a été déclarée en mars 2019 sur le nouvel avion.

Rappel :

La Roumanie a acquis le F-16 pour remplacer ses chasseurs MiG-21 « Fischbed » de l’époque du Pacte de Varsovie, qui ont ensuite été mis à niveau par Israël standard « Lancer ». Durant cette période de transition, le pays a été soutenu par l'OTAN, qui effectue des missions de police aérienne depuis la base aérienne de Mihail Kogalniceanu près de Constanta sur la mer Noire. Cette mission de police aérienne du sud comprend également l’espace aérien bulgare, ce pays entamant lui aussi le processus de remplacement de ses anciens chasseurs MiG-29 « Fulcrum » de l’époque du Pacte de Varsovie par le F-16.

F-16 MLU :

Ces 17 appareils ont subi le programme de modernisation MLU (Middle Life Update) par la société OGMA-Industria Aeronautica au Portugal. Ils ont également été adaptés selon une demande est spécification de la Roumanie au standard M.5.2R. Bucarest a annoncé que les 17 appareils seront surélevés à un nouveau standard appelé M.6.X par la suite.

36 à 48 avions :

Bucarest ne veut pas en rester là, la dotation actuelle de 17 F-16 est insuffisante pour assurer le minimum de la sécurisation de l’espace aérien roumain (formation, police du ciel). Dont l’Otan continue d’appuyer la sécurisation. Pour ce faire un ordre de suivi des F-16 des États-Unis de 36 à 48 appareils supplémentaires pour équiper deux escadrons supplémentaires est prévu par le pays.

Romania to field newest version of US Patriot air defense missile system

According to information published on May 21, 2021, Romania is poised to become the first country to field the newest version of the U.S. Patriot
air and missile defense system, made by Raytheon Missiles & Defense, a business of Raytheon Technologies.

In May 2018, U.S. Army has awarded a $395.8 million contract to American company Raytheon Company for the production of Romania's Patriot Air and Missile Defense System. According to Patrick Griffin, senior program manager for the Romania Patriot program, Romania's armed forces will receive the latest versions of Patriot combat-proven fire units.

The Patriot is an air defense missile defense system consisting of radars, command-and-control technology, and multiple types of interceptors, all working together to detect, identify and defeat tactical ballistic missiles, cruise missiles, drones, advanced aircraft, and other threats. Patriot is the foundation of integrated air and missile defense for 15 nations.

Romania already has one Patriot fire unit in place. Raytheon Missiles & Defense delivered it in record time last September, responding to the NATO member’s concerns about security in the Black Sea region.

Now, in addition to receiving the latest system, Romania will also take advantage of the configuration’s flexible architecture to upgrade its current unit in alignment with the new ones. And, while it will be the first to field the enhanced configurations, Romania is also contributing to the continuous evolution of Patriots around the world. The other countries that use Patriot will benefit, too, from the hardware and software changes to the unit’s technical baseline.

The result of the improvements and enhancements is that today’s Patriot is advanced, modern, and capable of defeating the full spectrum of threats. It shares the same name and basic purpose of the Patriot of the past, but that is where the similarity ends.

Patriot has continually embraced new technologies to stay ahead of evolving threats. As a result, with a few small exceptions, such as heaters and cooling fans, the bulk of the system has been modernized over the past 17 years.

Accident with Romanian F-16 during training flight.

On Tuesday 13 July Fortele Aeriene ale Romanei (FAR, Romanian Air Force) F-16AM, serial 1608, from Escadrilla 53 took off from Baza 86 Aeriana, Fetesti – Borcea for a training mission in the area of the Malina range. During this training mission the pilot declared an emergency, interrupted the mission and returned to it’s home base. According to the official statement from the air force there was an accident during an air-ground shooting exercise.

“On Tuesday July 13, the pilot of an F-16 Fighting Falcon aircraft equipped by the 53rd Romanian Air Force Fighter Aviation Squadron reported a flight incident that occurred during the execution of air-ground combat training in the area of the Malina range, jud. Galati.

We mention that the incident did not endanger the life of the pilot or other people, nor the integrity of the aircraft or other properties and goods on the ground. From the first information reported by the pilot, at the time of launching a training bomb there was an uncontrolled detachment of an external fuel tank and the triple hook beam on the right side of the aircraft, materials that fell in the area intended for air-ground fire from a polygon.

According to standard procedures in these situations, the pilot of the aircraft reported the emergency and landed safely at the airbase.

A commission appointed by the Chief of Staff of the air force is analyzing the causes of the event”.

Romanian SMURD selects Blackhawks from PZL Mielec

On 7 May 2020 the announcement of a tender was published by the Romanian Unitatea Speciala de Aviatie / SMURD and the decision to tender took place on 17 September 2021.

The framework agreement should last four years and consists of a maximum of twelve helicopters. Eight will be designed to work on the mainland and four will be designed for operations over the sea. The helicopters must be capable for Search and Rescue (SAR), fire fighting tasks as well as capable of performing medical evacuation.

For this tender three companies did an offer, French Airbus Helicopters, Italian Leonardo and Polish PZL Mielec.

Airbus Helicopters offered eight helicopters but the SMURD wanted twelve helicopters. The Italians proposed twelve helicopters at a total cost of 299 million Euros which is almost 10% higher than the Polish PZL Mielic.

The entire contract has a value of 272,84 million Euros. The order includes the main four helicopters worth 93,5 million Euros and the rest will be purchased later. PZL Mielecs offer is the cheapest and next to this they also offered cooperation in the program with local companies by involving Romaero.
