The U.S. Army just got a new tank. But you wouldn’t know it from the way the ground-combat branch describes the vehicle.

On Oct. 4, 2017, the Army’s program office for ground vehicles announced that the service had accepted the first M-1A2SEPV3 “on schedule and on budget.” General Dynamics Land Systems builds the tank in Lima, Ohio, using existing M-1 hulls as a starting point.

The Army asked to buy 58 M-1A2SEPV3 tanks in 2018, against a total requirement for around a thousand of the new vehicles — enough to equip all of the branch’s active-duty tank brigades. At present, a V3 costs around $20 million. The price should drop as the production rate increases.

While officially a variant of the nearly four-decade-old M-1 tank, the SEPV3 is, in all the ways that matter, essentially brand new. The preceding variant, the M-1A2SEPV2, entered service in 2007.

“Principal improvements are in lethality, survivability and sustainability,” Don Kotchman, a General Dynamics vice president, said in late 2015.

The M-1A2SEPV3 boasts improved inertial navigation to achieve what Kotchman described as “better round dispersement” — in other words, improved main-gun accuracy. There’s also a data-link for programmable munitions, making the SEPV3 compatible with new, “smart” cannon rounds that are beginning to enter the Army’s arsenal.

The V3 tank also has tougher front and rear armor than the V2 does — plus a built-in jammer for defeating radio-triggered improvised explosive devices.

Some of the most important improvements are seemingly the most boring. The V3 comes with a new auxiliary power unit installed underneath the armor. This APU allows a tank crew to power their vehicle’s electronics without turning on the main engine. That way, a tank can quietly and efficiently monitor the battlefield for hours at a time without guzzling a full tank of gas.

Kotchman said the power unit makes the new tank a third more fuel-efficient compared to earlier variants.

The V3 features a 1,000-amp generator that Kotchman said would be able to power the new digital radios that the Pentagon is developing. To support the radios’ digital datalinks, the V3 has an ethernet architecture and better line-replaceable units — in essence, black boxes for computer motherboards.

The V3 does not come with a new engine. The Army decided against replacing the M-1’s gas turbine with a more efficient diesel engine. “Right now, as the Army balances priorities, there doesn’t appear to be interest,” Kotchman said.

Likewise, the V3 has the same 70-ton suspension that the V2 does. Kotchman said the SEPV3 is still under 70 tons, but could grow heavier with future upgrades. “We’re looking at future opportunities for potential suspension upgrades,” he said.

Even though it shares the engine, suspension, main armament and basic layout of the older M-1A2SEPV2, the V3 is a much harder-hitting and better-defended tank with a new power system and network architecture.

Fifty years ago, the Army might have given a vehicle with so many new features a new designation — at the very least, referring to it as the M-1A3. But in recent decades, the military has preferred to downplay many of its technological advancements.

Sometimes, the name game represents an effort to avoid Congressional and taxpayer scrutiny. In the early 1990s, the Navy was stinging from its failed effort to develop a brand-new stealth fighter-bomber called the A-12.

So when the sailing branch tapped Boeing to supply a new fighter to replace the A through D models of the F/A-18, it insisted on calling the new jet the F/A-18E/F. Never mind that the latter has a larger and aerodynamically-distinct airframe and wing, new engines, a new radar and a greatly improved cockpit compared to the original F/A-18.

By the same token, as long as the Army continues to produce new tanks under the M-1 appellation, it can argue to Congress and taxpayers that it’s still using 40-year-old tanks — and needs more money to acquire something new.

In fact, the M-1A2SEPV3 is new. Even if it looks like a 40-year-old tank … and shares its name.

The mysterious version of the M1 Abrams tank was spotted during the opening ceremony for multinational exercise Justice Eagle 19 at Smardan Training Area, Romania, May 29, 2019.

Justice Eagle is a bilateral exercise that builds readiness, increases interoperability and enhances the bond between ally and partner militaries.

During this exercise, the U.S. Army has unveiled an advanced version of M1 Abrams tank with what appears to be a new armor package on its turret. According to military experts, this is modules of Trophy active protection system, which will help guard against anti-tank guided missiles and infantry anti-tank rockets. Also, they noted that the mysterious version of the M1 Abrams tank is called the M1A2 System Enhancement Package Version 3 tank, or M1A2 SEPv3.

The newest version of the M1 Abrams tank is considered the most technologically advanced digital tank in the world with superior firepower, protection and mobility, Army’s officials said.

Improvements focus on power, management, counter-IED systems and improved, embedded training, and an ammunition data link. It is the most reliable Abrams tank ever produced, will decrease the Army’s logistic burden, and leads the Army in Enterprise-level connectivity to maintenance and supply systems.

The SEPv3 measures 9.7m-long, 3.7m-wide and 2.4m-high, and is manned by a crew of four, including a driver, a commander, a loader and a gunner.

In a 2017 report, Maj. Gen. David Bassett, program executive officer for Ground Combat Systems said: “These vehicles are not just about assuring our allies, or deterring or coercing potential adversaries. They are about compelling our enemies and winning the multi-domain battle.”

According to the current information, the U.S. Army has plans to equip a big batch of M1A2 SEPv3 with the Trophy active protection system that eliminates enemy threats, such as rocket-propelled grenades and anti-tank guided missiles.

The U.S. Army is in the midst of a generational transformation in its warfighting technology that by the end of this decade will begin replacing some of the service’s best-known weapons.

Many observers have taken to calling weapons such as the Bradley fighting vehicle and Black Hawk helicopter “legacy” systems, implying that their days are numbered.

However, the Army’s leaders, starting with Chief of Staff General James McConville, have recently begun referring to a handful of these systems as “enduring capabilities,” signaling that the Army has no expectation of replacing them in the foreseeable future.

At the top of the list of enduring capabilities is the Army’s most iconic warfighting machine, the M1A2 Abrams main battle tank.

Abrams began its life during the nation’s bicentennial year, 1976, when a contract was awarded to the entity that became General Dynamics GD -1.3% Land System GD -1.3%s to develop a replacement for obsolete Cold War tanks.

Abrams entered service with the U.S. Army in 1980, and was later adopted by the Marine Corps and half a dozen U.S. overseas partners such as Australia.

Nobody at the time expected the tank to still be in service four decades later, but it is thanks to a process of continuous improvement that has made today’s Abrams far more lethal and survivable than its initial version.

These improvements to the tank’s gun, ammunition, armor, sensors, communications and other features haven’t just kept the Abrams relevant, they have left planners with little basis for imagining what could possibly replace the nation’s premier armored combat vehicle.

As a result, Abrams looks likely to remain a core capability in warfighting plans through mid-century, because soldiers can’t live without it if they are to engage in ground combat with near-peer adversaries like Russia.

This reality is largely lost on academic observers, who tend to assume that some combination of smart weapons, unmanned aircraft and digital networks will eventually render all heavy armor obsolete.

However, the precise opposite seems to be happening. Maneuvering tanks can hide from hostile forces in a way that most other warfighting systems cannot.

They also can provide unparalleled protection to friendly forces charged with defeating entrenched forces in order to seize occupied territory.

But what many experts failed to anticipate at the inception of Abrams is that a revolution in digital technology would also give tanks exceptional situational awareness, lethality and adaptability.

The Army has leveraged these emerging technologies to upgrade Abrams capabilities several times, resulting in the latest version, officially designated M1A2SEPV4.

What that nomenclature indicates is that today’s Abrams is the A2 upgrade of the original version, incorporating a “system enhancement package” now approaching its fourth iteration.

The centerpiece of the latest variant is a third-generation “forward looking infrared” sensor system that enables the tank crew to detect, identify and target hostile forces at greater range with greater precision—even in the presence of obscurants such as smoke and fog.

The system integrates passive signals from two different infrared frequencies to deliver high-fidelity color resolution, which when combined with the tank’s sophisticated fire control computer virtually guarantees a kill of any enemy within range.

However, that idea of being “within range” is about to undergo a transformation, because the next variant of Abrams after V4 will likely be part of a resilient tactical network that can see threats dozens of kilometers away, and loitering tank rounds with pop-out wings will enable the tank to engage those targets.

The next iteration of Abrams may also have 360-degree situational awareness thanks to a new generation of sensors, reactive armor that defeats incoming antitank rounds both kinetically and non-kinetically (through jamming), and an autoloader for its main gun that removes crew from the turret and thus allows a weight-saving reduction in armor.

Saving weight is important, because at over 60 tons, the Abrams can’t use all the bridges and other infrastructure in places where it may need to fight.

Composite armor of the kind Abrams carries provides great protection, but it makes the tank heavier than any other vehicle in the joint arsenal.

Reducing weight, which probably requires taking a crew member out of the turret, would enhance the flexibility of the vehicle in combat.

The Army and General Dynamics (a contributor to my think tank) are considering a raft of other potential upgrades to Abrams—everything from hybrid electric drive to controlling robotic vehicles on the battlefield.

As the digital revolution unfolds, the array of options for further improving Abrams is nearly endless.

And the pool of potential customers may be too: Taiwan has recently confirmed plans to buy over a hundred of the tanks, and Poland looks poised to do the same thing.

Other countries in Eastern Europe, the Middle East and the Indo-Pacific may do likewise.

So if you thought the era of tank warfare was drawing to a close, you might want to revisit that assumption.

The Army’s main battle tank is becoming more versatile than anyone could have imagined when it debuted in 1980, and the return of great-power military rivalry has reminded planners that there are some missions only a tank can accomplish.

The Abrams tank thus is destined to outlive many of the other battlefield innovations that have appeared in the years since it first saw service.
