Abu Dhabi Ship Building (ADSB) has announced the completion of the Ghannatha Phase II programme after delivery of all 24 vessels to the UAE Navy. Built to a design developed by partner Swede Ship Marine (Stand C-015), the Ghannatha-class boats are high-speed, aluminiumbuilt multi-role combat vessels. Powered by two MTU diesels driving twin Rolls-Royce FF 600 waterjets, the design is capable of speeds up to 45kts.
ADSB (Stand B-022) won the Ghannatha Phase II contract, valued at nearly AED1 billion, in 2009. Under the deal, the company has delivered 12 new 27m Ghannatha boats to the UAE Navy, and retrofitted modifications to 12 existing 25m craft.
Six of the original vessels have been modified as mortar boats,receiving the Patria Nemo 120mm smooth-bore mortar system, plus an OTO Melara Hitrole-G 12.7mm gun mounting. These vessels have also received a GEM surveillance radar and updated VHF/UHF communications.
The other six 25m Ghannatha boats have been modified to serve as fast gun boats, equipped with a Rheinmetall MLG 27 27mm gun and a Hitrole-G 12.7mm mounting. They also retain the capability to embark up to 40 troops.
Swede Ship Marine, as ADSB’s principal sub-contractor, took responsibility for the design modification package for the 12 ‘stretched’ new-build vessels, and built the first three in Sweden.
The nine follow-on craft have been built by ADSB at its shipyard in Abu Dhabi’s Mussafah industrial area. As well as being 2m longer than the original 25m Ghannatha design, these later ships have also received more powerful MTU 12V 2000 M93 engines.
All 12 of the later ships are configured as missile boats, being equipped with four box launchers for MBDA Marte Mk 2/N surface-to- surface guided missiles. The Marte Mk 2/N missile is able to strike targets at ranges in excess of 30km, flying a fire-and-forget sea-skimming profile using mid-course inertial guidance and active radar homing. The vessels are also fitted with a mini-combat system supplied by Selex ES and a GEM radar for surveillance and target indication.
Abu Dhabi Systems Integration (ADSI) has taken responsibility for combat system engineering and integration activities for the Ghannatha Phase II programme. ADSI, a joint venture between ADSB and Selex ES, has overseen combat system definition and design, production, support to installation, setting-to-work, integration, commissioning and acceptance. | |

Alors que le salon International Defence Exhibition and Conference (IDEX) vient de fermer ses portes aux Emirats Arabes Unis, Abu Dhabi annonce avoir signé un contrat avec Boeing de 618 millions de dollars pour l'achat de deux avions de transport militaire C-17.
Au total, cette année, les Emirats ont annoncé la signature de 33 contrats pour plus de 18 milliarsd de dirhams.
Selon le Major General Dr Obaid Al Ketbi, président du salon, le nombre de visiteurs, à cette année, largement dépassé le chiffre de l'éditon 2013, à savoir plus 80 000 visiteurs. IDEX 2015 a également été l'occasion de la création de UMEX, une partie du salon émirien dedié aux drones. IDEX, un évènement régional, est devenu l'un des plus gros salons d'armements au monde.

It revealed that South Africa’s defence industry exported 326 armoured vehicles (mainly armoured personnel carriers) to nearly two dozen countries last year, as well as four mine detection vehicles to Iraq. ABU DHABI — Sikorsky is close to beginning upgrades to the UAE's helicopters that would them the "most advanced armed Black Hawks ever produced," a company vice president told Defense News.
Robert Kokorda, vice president of sales, said the UAE-funded development program of the kits to weaponize UH-60M Black Hawk helicopters is in its final development stages.
The certification of the UAE-mandated weapons kit will be completed in the near future, he added, once the test-firing program is finalized.
Kokorda was not able able to provide more details on the completion dates of the test-firing program.
The UAE is estimated to have almost 70 Black Hawks with Sikorsky investing in the Advanced Military Maintenence Repair and Overhaul Company (AMMROC) joint venture with Lockheed Martin and UAE state-owned Emirates Defence Industries Co. (EDIC).
In February 2011, the UAE announced a $270.5 million upgrade order from Sikorsky for 23 UH-60Ms with Battlehawk kits.
The UAE was the launch customer for the Battlehawk kits, which include guided weapons, optical and laser-guided anti-armor missiles, Hellfire and emerging laser-guided rockets.
Abu Dhabi has already upgraded some of its Black Hawks for the "close-air support role with gun turrets and missile mounts as well, said Douglas Barrie, senior fellow for military aerospace at the International Institute for Strategic Studies.
"Some of those, the [UH-60]M model were upgraded and modified for the close-air support role with gun turrets and missile mounts as well," Barrie said.
"This is somehow a continuation of the path the UAE was going down in this area of interest."
The requirements for the weapons systems kit over the years, however, has changed, Kokorda told Defense News.
"The changing requirements over the years and the evolving security needs has led us to adapt this project that we envisioned together years ago to meet all the current needs of the UAE," Kokorda said.
"We have been underway now for a couple of years and it's going along well where we are working to finalize the different configurations that the UAE want on the aircraft and are in the testing phase," Kokorda added..
The Battlehawk would provide the UAE forces with a combat support capability as well as a personnel lift capability, much like the Russian Mi-24 Hinds, Barrie said.
"[The kit] would make it a weaponized utility helicopter, which goes some of the way of being an attack helicopter, but not all the way," he said.
"The closest in original content to it would be the Mi-24 Hind helicopter because that was combat support helicopter and that could carry troops and pack a fair punch as well."
The development program has been completely funded by the UAE, but is being marketed to other customers.
"Right now [this product] is for them and until we have finished creating the product for them, we are actively marketing it, telling everybody that we are going to have this weapons kit available, but we are not necessarily developing other things beyond what the UAE is looking to put in," Kokorda said.
Sikorsky will also supply some to the development information to the UAE for its use, he added.
"We understand that before we embark on a project like that together, what the ITAR [International Traffic in Arms Regulations] framework allows us to do and so both sides have to agree that that's acceptable," he said. "We are now in a mode where we are developing products together and bringing that to the larger market."
He stated that the joint development of this program, which will bring the most advanced weaponized Black Hawk to the market, is an important aspect for Sikorsky.
"One way to make sure that both sides get something out of this within the framework of the ITAR is that there is investment coming from the UAE to the United States."
"So it's not just Sikorsky investing in AMMROC, this is the UAE investing in development in the United States and that weapons kit intact is fueling engineers in the United States to do work." http://www.defensenews.com | |

Contrairement aux autres membres du Conseil de coopération du Golfe, et conscients de leur manque de profondeur stratégique, les Emirats Arabes Unis (EAU) déploient depuis plusieurs années une stratégie de projection aérienne, qui n’est pas sans faire songer à la doctrine d’emploi du modèle français.
Conscient de son infériorité numérique, l’émirat a concentré ses efforts sur la mise en place d’une force aérienne multirôle dédiée aux frappes de précision en profondeur, dont le niveau d’entraînement et de disponibilité est devenu au fil du temps une référence mondiale. Technophile, cette force s’appuie sur les F16 Block 60 et les Mirage 2000-9 souvent considérés avant l’avènement du Rafale comme les meilleurs chasseurs pour les missions air-sol, en raison de leur supériorité en guerre électronique offensive.
Mais c’est le groupe européen MBDA, en livrant les missiles de croisière Black Shaheen sur les 2000-9, qui a permis de concrétiser la stratégie émiratie, et ce malgré l’opposition du Congrès américain. Cette stratégie de frappe en profondeur est, par ailleurs, servie par une capacité de ravitaillement en vol, et de surveillance de l’espace aérien également fournie par l’industrie européenne, que ce soit avec les trois A330 MRTT d’Airbus ou les deux SAAB 340 AEW.
Les EAU sont également autonomes au niveau de l’ISR, avec leur programme national de drones MALE armés Yabhon.
Enfin, cette stratégie aérienne du faible au fort est également au service des commandos des forces spéciales, puisque les Emirats disposent, comme la France, de Twin Otter 400, mais aussi de Cessna Grand Caravan équipés de missiles Hellfire.
Les frappes stratégiques entreprises cet automne contre Daech en Irak ont permis aux EAU de démontrer leur maturité opérationnelle, mais c’est l’opération aérienne menée quelques semaines plus tard conjointement avec l’Egypte en Libye contre les mêmes islamistes qui a démontré l’ambition politique régionale du pays.
Si la France est souvent présentée comme la dernière puissance européenne capable de mener des opérations extérieures, les EAU pourraient bien devenir la première puissance arabe dotée de cette capacité. Dès lors, on comprend mieux l’intérêt réaffirmé que les EAU portent au Rafale et aux solutions (drones ou missiles) qu’offre l’industrie française, notamment lorsqu’elles sont couplées à cet appareil.

La récente vente de 24 exemplaires de l’avion de chasse fabriqué par Dassault à l’Egypte, intervenue en février, et de 36 autres appareils à l’Inde, annoncée le 10 avril, pourrait avoir réactivé l’intérêt des émirats du Golfe, engagés dans une guerre avec le Yémen au sein d’une coalition sunnite et confrontés à une montée des menaces régionales.

| UAE Restarts Rafale Talks With France - Citation :
- The UAE is seen a potential buyer after Egypt sealed a deal for 24 Rafales and India announced a plan to order 36 off the assembly line in France.
"There are discussions going on with the Emirates, they are going in the right direction," French Foreign Minister Laurent Fabius told journalists at the the Anglo-American Press Association on April 16.
France is pursuing an "economics diplomacy," he said. "The president, prime minister, defense minister and myself — we work very closely together." That approach was applied generally and to the Rafale specifically, he said.
Fabius said he met UAE Crown Prince Sheikh Mohammed Bin Zayed al-Nahyan during a trip to Saudi Arabia on the weekend of April 11-12, confirming a report by daily Le Monde. "There is a French saying — all things come in threes," the French minister said, referring to the Rafale deals with Egypt and India, the report said.
Dassault Aviation Chairman Eric Trappier said on March 11 that the French company was back in talks with the UAE, but that these were not contract negotiations.
The UAE is in talks with the US to order 30 Block 61 Lockheed Martin F-16s, which would add to the 80-strong fleet of Block 60 fighters, Reuters has reported. Executives at the International Defence Exhibition in Abu Dhabi in February noted the UAE crown prince spent an hour behind closed doors at the Dassault stand on the opening day. The UAE had helped fund Egypt's purchase of the Rafale, but it was also likely that they spoke about the fighters for the gulf state's own Air Force, the executives said.
The UAE Air Force has focused on an upgrade of the systems and engine of the Rafale, including active electronically scanned array (AESA) radar, frontal sector optronic and an electronic warfare suite, systems supplied by Thales, and a 9-ton-thrust M88 engine, uprated from the 7.5-ton engine that powers the French Air Force and Navy fighters.
French industry has said the 2011 Libya air campaign showed there was no need for a higher engine thrust on the Rafale.
The potential UAE version, dubbed M88-9, could deliver nine tons of thrust by "increasing the entering airflow from 65 kg/s to 72 kg/s and the compression rate from 24.5 to 27," according to News, the Rafale blog, which in 2011 ran a story from weekly magazine Air & Cosmos.
That would require the air intake to be enlarged, a costly "structural modification" that had been a stumbling block in talks with the UAE, the 2011 report said.
On Dec. 30, France launched a program worth some €1 billion (US $1.06 billion) to upgrade the Rafale F3 to the F3R standard by 2018. The new version will fire the MBDA Meteor long-range air-to-air missile, a laser version of the Sagem Armement Air Sol Modulaire powered smart bomb, and carry a Thales new-generation laser targeting pod, dubbed Talios, to succeed the present Damocles. The AESA RBE2 radar and Spectra electronic warfare system will also be improved.
Egypt will receive the F3R version, Trappier said.
Thales co-developed the Damocles pod under the name Shehab for the UAE Air Force's Mirage 2000-9.
The UAE had been putting pressure on France to fund a co-development of an upgraded targeting pod and considered buying the Lockheed Martin Sniper as an alternative, business daily Les Echos reported in November 2011. Abu Dhabi had agreed with then-French President Nicolas Sarkozy to consider the Rafale as a replacement to the fleet of Mirage 2000-9s bought in 1998.
Fabius said there are also discussions on the Rafale with Qatar.
"But sometimes these discussions are long, sometimes they speed up — which we saw in Egypt — sometimes they are brief," Fabius said.
"It depends on the overall situation, depends on the country's needs – the aircraft is the same but sometimes they ask for different specifications. There are discussions going on with Qatar and other countries," he said.
Qatar is now seen as slipping down on the list of prospective Rafale buyers after having been near the top, a parliamentary official said. Negotiations for an order of 24 fighters and an option for a further 12 was reported in February to be in the final stage.
Trappier declined to comment when asked about Qatar at the company's annual results press conference on March 11. The arms sales can be seen as reflecting a sharp and deadly shift in the region, with the fighting in Yemen being a proxy war between Iran and Saudi Arabia, the parliamentary official said.
Iraq, Syria and Libya are nations in armed turmoil. Russia has canceled an embargo and will deliver the S-300, a sophisticated surface-to-air missile, to Iran. The US has warned that delivering the weapon may hurt the Western agreement to lift sanctions against Tehran.
In Europe last year, Dassault, Snecma and Thales opened the Rafale team's office in Brussels to bid in the Belgian tender for a replacement of the F-16, the 7 sur 7 news website reported.
The Rafale team will pitch the F3R model against the Lockheed Martin F-35, Boeing F/A-18 E/F, Eurofighter Typhoon, and Saab JAS-39 Gripen in the Belgian Defense - Air Combat Capability Successor Program, the report said.
