US Air Force eyes fighter cuts to boost modernization
Wed Oct 15, 2008 5:51pm EDT

WASHINGTON, Oct 15 (Reuters) - The U.S. Air Force is seeking to retire early more than 300 fighter aircraft next year to save $3.4 billion in the hope of funding advanced Lockheed Martin Corp (LMT.N: Quote, Profile, Research, Stock Buzz) fighters and other modernization efforts, a published report said on Wednesday, citing internal Pentagon documents.

The plan would retire 137 F-15 and 177 F-16 fighters plus nine A-10 close air support attack aircraft as much as 11 years before the end of their scheduled useful lives, InsideDefense.com, an online news service, reported.

"Without accelerating these retirements, we are left with a larger, less-capable force unable to penetrate anti-access environments," the Air Force was quoted as telling John Young, the Pentagon's top arms buyer, in defense of a fiscal 2010 spending plan it submitted in August.

"Anti-access" is Pentagon jargon for spots defended by advanced surface-to-air missiles and state-of-the-art fighters such as those used or planned by Russia and China.

A key Air Force concern is what it calls a potential fighter gap until Lockheed's radar-evading F-35 Joint Strike Fighter is produced in large numbers.

An Air Force spokesman said it would be inappropriate to discuss an internal working document that will continue to change until it is incorporated into the next president's fiscal 2010 budget submission.

The document was quoted as saying an Air Force analysis showed a "smaller but modernized fighter force, when coupled with a robust bomber fleet, can effectively bridge the gap until the F-35 can be produced in required numbers (ramping to 110) and the F-22 can be modified to a common configuration."

Air Force officials have said they plan to increase F-35 production over the next five years to address the fighter gap, InsideDefense.com said.

Two F-35s have entered flight test, two are in ground test and 17 are in various stages of assembly, including the first two production-model jets scheduled for delivery to the U.S. Air Force in 2010, Lockheed said last month.

The president of the Air Force Association, retired Lt. Gen. Michael Dunn, said it remained to be seen if Congress would let the Air Force get rid of so many aircraft so early and if Pentagon leaders would grab the savings to fund competing priorities within other armed services.

"There will have to be a lot of dialogue inside the Pentagon between the Air Force and the office of the secretary of defense, probably the secretary himself, before a decision is made," Dunn, a former president of the Pentagon's National Defense University, said in a telephone interview.

Old warplanes typically involve high maintenance costs and may require big outlays for structural upgrades. Still, lawmakers often have blocked Air Force attempts to retire aging warplanes early, partly to preserve jobs -- in their voting districts -- at bases from which they are flown.

In the fiscal 2010 budget request being readied at the Pentagon for the next president, the Defense Department is seeking ways to continue production of Lockheed Martin's F-22, the top U.S. dog fighter, while boosting F-35 output to capture economies of scale quickly, Pentagon officials have said.

The final say on whether to go on building the F-22 is being left to the next president, who is to be elected Nov. 4 and take office Jan. 20 -- only weeks before the administration's budget request normally is sent to Congress.

The proposed early retirements represent accelerations of seven years in the case of the F-15, six years for the F-16 and 11 years for the A-10, according to the document cited by InsideDefense.com.

The savings would fuel a push to modernize the Air Force's bombers, late-date fighters and go toward a new "nuclear-specific" B-52 bomber rotational squadron and Northrop Grumman Corp'a (NOC.N: Quote, Profile, Research, Stock Buzz) RQ-4 Global Hawk unmanned aerial system expansion, the document was quoted as saying. US Air Force selects Raytheon's transportable air traffic radar system

Mobile "air traffic control in a box" designed for global military operations, including emergency and humanitarian missions

TEWSKBURY, Mass., May 20, 2013 /PRNewswire/ -- The U.S. Air Force has awarded Raytheon Company (NYSE: RTN) a contract to build rapidly deployable air traffic control (ATC) systems that can be delivered anywhere in the world and then be fully operational controlling flights within six hours.

The contract, with a potential full value of $260 million, calls for one Engineering and Manufacturing Development unit plus production options for up to 18 Deployable Radar Approach Control (D-RAPCON) systems. The Air Force has authorized Raytheon $50.6 million for the early development stage. Ten of the units will be delivered to the Air National Guard, seven to the active-duty Air Force Space Command, one to the Air Force ATC school and one to the Air Force depot.

D-RAPCON provides sequencing, separation of aircraft, navigation assistance and airspace control services, all with the latest digital sensors, communications equipment and advanced surveillance data processing systems. The Raytheon solution shares many common elements with existing U.S. Department of Defense ATC infrastructure.

"Our deployable system capitalizes on many years of investment and testing, and will support safe and efficient airspace operations in areas where air traffic infrastructure is compromised or non-existent," said Joseph Paone, director of Air Traffic Management in Raytheon's Integrated Defense Systems business.

D-RAPCON consists of a transportable antenna plus three trailer-sized shelters that house radar equipment, communications systems, and an operations center with multiple controller work stations. Each station has the same look and feel of what a controller would see at a major airport.

The Raytheon technology builds on proven subsystems, including the Digital Airport Surveillance Radar (DASR) and the Standard Terminal Automation Replacement System (STARS). U.S. Air Force air traffic controllers are trained and certified on STARS, the same automation system they use at the fixed-base ATC sites.

Exclusive: U.S. Air Force to move forward target date for F-35 use

(Reuters) - The U.S. Air Force plans to start operational use of Lockheed Martin Corp.-built (LMT.N) F-35 fighter jets in mid-2016, a year earlier than planned, using a similar software package as the Marine Corps, two sources familiar with the plans said on Monday.

The Air Force's decision to accelerate its introduction with a slightly less capable version of the F-35 software package means the planes will carry fewer weapons at first, although the software will later be upgraded to the final version, said the sources, who were not authorized to speak publicly.

Air Force spokeswoman Ann Stefanek said a final decision had not been made and declined to comment further. A spokesman for the Pentagon's F-35 program office declined to comment.

The decision reflects the military's desire to start using the new warplanes, which are already rolling off the assembly line at Lockheed's sprawling Fort Worth, Texas, plant, even as military officials continue to test the plane.

"This decision gets that (U.S.) fifth-generation capability out on the front lines that much sooner," said one of the sources familiar with the Air Force's plans. "It also sends a message about confidence in the program to Congress and the international partners."

Former Air Force Secretary Michael Wynne said accelerating operational use of the new warplane would allow the Air Force to learn more about the F-35's integrated battle management system.

"This is not just about replacing aging F-15's or F-16's; it is about changing the order of battle and truly embracing a integrated form of warfare where the F-35 manages the targeting and directs supporting fire at the same time as providing more precise aim points," Wynne told Reuters in an email.

The Air Force, Marines and Navy must report to Congress by June 1 on their target dates for initial operational capability, or IOC, which marks the point when the services have enough planes on hand to go to war if needed. Actual deployments usually lag IOC dates by about a year.

The sources said the services would send Congress a list of target or "objective" dates for declaring initial operational capability and a list of "threshold" dates, or deadlines.

The Marines Corps is sticking to its plan to begin early operational use in mid-2015 of its F-35B jets, which can take off and land like a helicopter. It will be the first of the three U.S. military services to start using the jets.

Its threshold is the end of 2015. The planes will run the F-35's 2B software, which will give the Marines an initial war fighting capability that includes some air-to-air skills, the ability to strike targets on the ground and carry several internal weapons, including laser-guided bombs.

Lockheed on Monday said one of its F-35 B-model planes completed the first-ever vertical takeoff on May 10, demonstrating a capability needed for repositioning jets in areas where they cannot perform a short takeoff.

The Navy has set mid-2018 for starting operational use of its C-model F-35, which is designed for use aboard U.S. aircraft carriers. Its deadline or threshold date is early 2019.

The Air Force decision marks a reversal from its earlier insistence that it needed the final 3F software package and comes after a Pentagon report cited China's development of two new fifth generation fighters over the past year.

The Air Force began studying the possible change several months ago. Lieutenant General Charles Davis told reporters in March that it might make sense to declare initial operating capability earlier than initially planned, given that the weapons on board would be suitable for basic war fighting needs.

The Air Force will have about 100 F-35s by 2016, when it plans to declare the planes ready for operational use.

The Pentagon's program chief, Lieutenant General Christopher Bogdan, told lawmakers last month he was "moderately confident" that the 2B software -- and the associated 3I software being developed for international buyers -- would be completed in time for the planned Marine Corps IOC in mid-2015.

The Air Force jets would use the 3I software, which will include a technology refresh with improved memory processors for some sensors on board.

Bogdan said it was not as clear that work on the final software package would be done in 2017, when the Air Force initially planned to declare IOC.

The final 3F software will support use of the aircraft's full war fighting capability, with additional internal and external weapons, and more advanced air-to-air and air-to-ground capabilities.

System to outfit Air Force’s F-16s

The nation’s fighting forces need secure and reliable line-of- sight identification to distinguish friend from foe during missions, and BAE Systems is answering the call. The company has been awarded a $34 million contract to provide the U.S. Air Force with its Mode 5 Advanced Identification Friend or Foe (AIFF) system, used to identify and track military aircraft.

“The system allows the warfighter to rapidly differentiate between friendly and potentially hostile forces well beyond a pilot’s visual range,” said Sal Costa, product line director for Identification & Processing Solutions at BAE Systems.

The system, which was developed as an enhancement to older, less capable IFF technology, increases identification capability through the use of secure message and data transmission formats. Its improvements include increased security and enhanced algorithms, as well as upgraded key management, interoperability, and supportability.

Used to reduce fratricide for U.S. and allied forces since World War II, IFF technology is an electronic questions-and-answer system composed of interrogators that ask questions and transponders that provide responses. Under this contract, BAE Systems will provide its enhanced AN/APX-125 Mode 5 Combined Interrogator Transponders to the Air Force and the European Participating Air Force partners. BAE Systems was the first Department of Defense contractor to receive National Security Agency Mode 5 certification, which is required for use on military platforms.

F-35A completes 1st in-flight missile launch

6/6/2013 - EDWARDS AIR FORCE BASE, Calif. (AFNS) -- An F-35A conventional takeoff and landing aircraft completed the first in-flight missile launch of an AIM-120 over the Point Mugu Sea Test Range, June 5.

It was the first launch where the F-35 and AIM-120 demonstrated a successful launch-to-eject communications sequence and fired the rocket motor after launch -- paving the way for targeted launches in support of the Block 2B fleet release capability later this year.

The Air Force F-35A variant has seen significant development in training and operations recently including the beginning of pilot training at Eglin Air Force Base, Fla., the delivery of the first operational test aircraft to Edwards and Nellis Air Force Base, Nev., the first operational aerial refueling and the completion of high angle of attack testing.

"It's a testament to the entire military-industry test team," said Lt. Col. George "Boxer" Schwartz, F-35 Integrated Test Force director, who also piloted the flight. "They've worked thousands and thousands of hours to get to the point where we are today. It's fantastic to see that it's all paid off. We're rolling into a lot of additional weapons work in the coming months to put that expanded capability on the aircraft."

The F-35A 5th Generation fighter is designed to carry a payload of up to 18,000 pounds using 10 weapon stations. The F-35A features four internal weapon stations located in two weapon bays to maximize stealth capability. The CTOL aircraft can also utilize an additional three external weapon stations per wing if required.

The U.S. Air Force has established an F-35A initial operating capability target date of December 2016. By this date, the Air Force will have fielded an operational squadron with at least 12 aircraft along with Airmen trained and equipped to conduct basic close air support, interdiction and limited suppression, and destruction of enemy air defense operations in a contested environment.

Moving into the active phase of weapons test is another large step toward delivering Block 2B software capability that will enable initial combat deployment.

"We've spent years working on the design of the aircraft, and many months ensuring that weapons could be contained within the aircraft and dropped as designed," said Charlie Wagner, F-35 weapons director. "This event is the result of tremendous effort and collaboration in the F-35 Enterprise, and marks a turning point in F-35 capabilities; the AIM-120 launch is one small but critical increment toward proving combat capability,"

The 5th generation F-35 Lightning II combines advanced stealth with fighter speed and agility, fully fused sensor information, network-enabled operations and advanced sustainment. Three distinct variants of the F-35 will replace the A-10 and F-16 for the U.S. Air Force, the F/A-18 for the U.S. Navy, the F/A-18 and AV-8B Harrier for the U.S. Marine Corps, and a variety of fighters for other countries.

Le Pentagone s’entraîne à bombarder l’Iran

Stratégie et politique   18 juin 2013
US Air Force - USAF - Page 35 B2-300x148

BAE and Northrop to announce T-X production location before year’s end
BAE Systems and partner Northrop Grumman are set to announce where they intend to build the Hawk jet trainer for the US Air Force's T-X advanced jet trainer replacement programme before the end of the year, says a top company official speaking at the Paris air show.
But there are questions as to whether the USAF has the money to pay for a replacement for the venerable Northrop T-38 Talon. Earlier in the year, Gen Edward Rice, head of the Air Education and Training Command, said that even before the cuts mandated by the Congressional sequestration law went into effect, the service did not have the money allocated to pay for a new trainer.
Later in the year, USAF chief of staff Gen Mark Welsh and outgoing air force secretary Michael Donley said that while the service needed a T-38 replacement, it does not have the money to pay for such a programme.
But Bob Wood, who leads BAE's T-X campaign, says he believes the USAF will make room in its fiscal year 2015 budget proposal for the T-38 replacement. If the service intends to meet its 2023 initial operational capability date, it has to get the programme funded during the next budget cycle, Wood says.
Wood says that the service has little choice but to replace the T-38 at some point, so the T-X programme will continue.

Boeing Begeing Assembly of the first U.S. Air Force KC-46A aerial refueling tanker

1st delivery set for 2016
US Air Force - USAF - Page 35 _GLH6109_KC-46_th
These images are available for editorial use by news media.
EVERETT, Wash., June 26, 2013 – Boeing [NYSE: BA] workers in Everett today loaded the first wing spar for the first U.S. Air Force KC-46A aerial refueling tanker, starting production of that aircraft and achieving another milestone toward delivering 179 tankers during the next 14 years.
The KC-46A is based on the commercial 767-200ER, a proven airframe in service as an airliner, freighter and tanker. Boeing has delivered more than 1,050 767s worldwide.
“The Air Force is really excited and pleased that our No. 1 modernization priority has begun fabrication and entered the factory at Everett. The Boeing team continues to make significant progress in the KC-46 development program,” said Maj. Gen. John Thompson, U.S. Air Force Program Executive Officer for Tankers.
The spar, the main structural component of the wing, is 82 feet 5 inches long. On the aircraft, it provides critical support for flight loads and the weight of the wings when the plane is not flying.
The program’s next major contractual milestone, the Air Force’s Critical Design Review, starts next month.
“We are building on the strong partnership that the Air Force and Boeing have developed during the past two years,” said Maureen Dougherty, Boeing vice president and KC-46 Tanker program manager. “From the enhanced flight deck to the modernized boom, our tanker will provide unequaled capabilities that will allow it to offload more fuel and carry more passengers, cargo and medical patients.”
Boeing employees are also preparing the 767 production line for assembly of the next-generation tanker’s aft and forward body structures. The aircraft will be assembled in November and roll out of the factory in January.
“We’re proud to support the U.S. Air Force with a production line that emphasizes quality, efficiency and safety,” added Scott Campbell, vice president and general manager, 767 Program, Boeing Commercial Airplanes.
Next June, Boeing will begin installation of military-unique systems on the aircraft at Boeing Field in Seattle as well as testing. First flight for the fully provisioned tanker is scheduled for early 2015, with first delivery in 2016.
Boeing expects to build and deliver the first 18 KC-46As by 2017 and a total of 179 by 2027 if all options under the contract are exercised.

Luke AFB F-16 crashes, pilots safely eject

6/27/2013 - LUKE AIR FORCE BASE, Ariz. (AFNS) -- An F-16 fighter jet with the 309th Fighter Squadron crashed here shortly before 7 p.m. in a field just west of the base. There were two pilots on board. Both safely ejected and have been recovered. Neither pilot was injured.

The aircraft went down in a field adjacent to the base, and no damage to structures or private property has been reported.

At the time of the incident, the pilots were conducting a routine training mission. Air Force officials will conduct a thorough investigation to determine the cause of the accident.

Police and fire departments from Luke Air Force Base, Ariz., and surrounding communities responded.

"The first responders were outstanding," said Brig. Gen. Michael Rothstein, the 56th Fighter Wing commander. "An incident like this highlights the close cooperation between our Fire and Emergency Services and their counterparts in the surrounding community."

Additional information will be released as it becomes available.

Lockheed receives contract for last batch of F-22 modifications

Lockheed Martin.html]Lockheed Martin has received a $12.7 million contract modification to supply the final batch of automatic backup oxygen supply (A-BOS) systems for the US Air Force's F-22 Raptor fleet.
"This is the last of the A-BOS kits for fleet retrofit," Lockheed says. "There are no cost plus award fee or time and material line items in the contract."
The contract includes 72 retrofit kits for operational aircraft, two for test aircraft, trainer kits, support equipment and spares, according to a Department of Defense (DoD) announcement. The total cumulative face value of the overall contract is $5.1 billion, the DoD says.
The money comes from the Pentagon's 2012 and 2013 research and development and aircraft procurement accounts, with the retrofit work expected to be completed by 30 May 2015.
The 186 remaining F-22s in the USAF arsenal are being retrofitted with an A-BOS after a 2011 grounding due to a series of physiological incidents that were ultimately attributed back to malfunctioning upper pressure garments.
One of the ensuing recommendations following the series of investigations after those incidents was to add an A-BOS to the fighter, in addition to the originally installed manual emergency oxygen supply.

Lockheed Martin Delivers Third SBIRS HEO Satellite Payload To U.S. Air Force

SUNNYVALE, Calif., July 1, 2013 – Lockheed Martin [NYSE: LMT] has delivered the third of four highly elliptical earth orbit (HEO) satellite payloads contracted by the U.S. Air Force as part of the Space Based Infrared System (SBIRS).

The SBIRS program delivers timely, reliable and accurate missile warning and infrared surveillance information to the President of the United States, the Secretary of Defense, combatant commanders, the intelligence community and other key decision makers. The system enhances global missile launch detection capability, supports the nation's ballistic missile defense system, expands the country’s technical intelligence gathering capacity and bolsters situational awareness for warfighters on the battlefield.

The SBIRS architecture includes a resilient mix of satellites in geosynchronous earth orbit (GEO), hosted payloads in HEO orbit, and ground hardware and software. The integrated system supports multiple missions simultaneously, while providing robust performance with global, persistent coverage.

“With this successful delivery of HEO 3, our full attention is now on completing HEO 4 and GEOs 3 and 4. We remain focused on delivering unprecedented infrared surveillance capabilities to our warfighters,” said Jeff Smith, vice president of Lockheed Martin's Overhead Persistent Infrared (OPIR) mission area.

Lockheed Martin’s SBIRS contracts include four HEO payloads, four GEO satellites, and ground assets to receive, process, and disseminate the infrared mission data. The first two HEO payloads were delivered in 2004 and 2005 and have provided mission performance surpassing specifications. Prior to its delivery, the HEO 3 payload successfully completed rigorous environmental and functional testing to demonstrate performance in family with HEOs 1 and 2.

“This is the third SBIRS HEO payload delivery and the first from the SBIRS Follow On Production Program (SFP),” said Steve Toner, vice president of Northrop Grumman’s Military and Civil Space business unit. “Its sensor will enhance the high quality of information being provided to our warfighters by the SBIRS constellation.”

On May 17, Air Force Space Command declared GEO 1 operational and recommended Integrated Tactical Warning and Attack Assessment (ITW/AA) certification of the asset to USSTRATCOM. On March 19, the Air Force’s second SBIRS GEO satellite (GEO 2) was successfully launched and has been delivering outstanding infrared data as part of on-orbit testing. Earlier that month Lockheed Martin received contracts to procure long-lead items for GEOs 5 and 6.

The SBIRS team is led by the Infrared Space Systems Directorate at the U.S. Air Force Space and Missile Systems Center. Lockheed Martin is the SBIRS prime contractor, Northrop Grumman is the payload integrator. Air Force Space Command operates the SBIRS system.

Headquartered in Bethesda, Md., Lockheed Martin is a global security and aerospace company that employs about 118,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration, and sustainment of advanced technology systems, products, and services. The Corporation’s net sales for 2012 were $47.2 billion.
